Depts coordinate for drug, tobacco-free academic year

KOZHIKODE: Excise, Police and Drug Controldepartments have joined hands in the wake of school reopening on Monday to ensure a drug and tobacco-free academic year for students in the district.
Special inspections, awareness programmes will be organized and officials will be deployed in schools to check the distribution of drugs, sale and display of tobacco products.
The support and cooperation of students, teachers and parents is also sought to collect information on tobacco and drug abuse in schools. Education and food safety departments will also ensure the prevention of sale of tobacco products and drugs near school premises.
The Excise and Drug Control department officials, on Saturday had seized 5,000 chewing gums containing nicotine polacrilex from a shop in the city. "We will continue action against all those who sell psychotropic substances and drugs to school children in the coming days too," said assistant excise commissioner P K Suresh.
Anti-drug abuse clubs monitored by excise department are functional at 100 schools in the district and from Monday the excise department officials will take initiatives to revamp the clubs. In the 2013-14 academic year, the excise officials had succeeded in netting nearly 10 drug pushers with the information passed by the members of the anti-drug abuse clubs.
New members will be added to the club and awareness programmes will be conducted for them, said P K Suresh. "Our plan is to make parents and locals aware of the adverse effect of drug abuse with the support of kids," he added.
The city police, here are also set to take action against drug pushers and tobacco sellers after school reopening with the support and cooperation of students. School protection committees have been formed at schools and will be activated with school opening, said M N Vijayakumar, assistant commissioner of police (narcotic cell) Kozhikode City. Besides, students can also use drop boxes installed by the police at schools to pass information on all kinds of anti-social and criminal activities taking place in the premise of their schools, said the ACP.
The police have also decided to publicize the helpline1090 to enable parents and students to complain about drug and tobacco sale and other illegal activities taking place in the school premise.
"We will take action against all those who sell tobacco products near school premise under the cigarettes and other Tobacco Products (Prohibition of advertisement and regulation of Trade and Commerce, 
Production, Supply and Distribution) Acts (COTPA) 2003. Besides, various sections in the Kerala police act will also be slapped against the offenders," said an official.

Metal Detection and Inspection in Food Industry


Introduction
Since the international market has become more demanding in terms of quality, safety and delivery, more sensitive and sophisticated techniques of inspection are introduced. Metal detection technique is one of them. Metal fragments often get into the product through moving machines and other sources including raw material. Therefore it is necessary to segregate any metal fragments at all stages of food chain. 
The role of metal detection in the food industries has changed dramatically over recent years. The Food Safety Act and the increasing demands imposed by supermarket retailers has led to food manufacturers installing factory-widesystems that comply with the Hazard Analysis and Critical Control Points (HACCP). These regulations introduced a systematic and preventative approach to food production that would identify physical, chemical and biological hazards during the production process rather than in the finished product itself. The aim of the new standards was to identify potential food safety hazards and eliminate them before any risk could be realised. 
To comply with these new standards, metal detection has changed and new machinery has been developed. Food products are now not simply checked for metal contamination at the end of the production process, but monitored throughout. There are three main groups of metallic contaminants: Ferrous; Non-Ferrous; and Stainless Steel.
Detection depends on the magnetic or conductive properties of the contaminant.
To ensure that such products comply with the HACCP standards, and reach the consumer free from metal and other contaminants, the products need to be checked at all stages of the production process where metal contamination could conceivably occur.
Installation and Positioning of Metal Detector
The metal detector should therefore form a seamless part of the free-flowing production process. Most of the products used in these instances are gravity fed or ‘free-fall’: this allows the product to be piped directly through the aperture of the metal detector search head.
It is very important to select a suitable metal detector for a particular type of food industry. It depends on size of packing. The size of packing also determines the type of metal detector to be purchased. The metal detection system should be placed in line with the main production flow, after or at the end of the finished packing point. Conveyor-based detectors include the following, for the most efficient performance:
An efficient automatic rejection system 
A lockable box to receive the rejected product 
A full enclosure between the search head and the rejection bin
A device to confirm that the contaminated products have been successfully rejected into the bin
An automatic belt stop failsafe system
For optimum sensitivity, the search head must be of the size appropriate for the specified food product. It's important that the best attainable sensitivities are established and set for each product, relating to product size, type and packaging. This process should only be carried out in consultation with the manufacturer of metal detector. Sensitivity adjustment controls must not be accessible to untrained employees. Access should only be given to nominated, fully trained staff and for additional security, the controls should be password-protected or kept locked.
Operation and Maintenance
There are many types and makes are available in the market. One of the basmatirice exporters installed a metal detector for final packing. Every packet of 25 kg will have to pass through the metal detector. After some time they received a complaint that there were some metal fragment were found. The company was puzzled why it could happen when there a metal detector. It was discovered that the machine was not properly maintained with the frequency specified by the manufacturer and employee operating it were not well trained. Therefore it is not only selection of machine is important but also it proper upkeep by the trained personnel. For maximum efficiency and safety, all relevant staff should be properly trained in the principles and use of metal detection equipment and the use of testing routines.
As with any piece of vital precision machinery, high performance can only be assured if metal detector is regularly and properly maintained. So, it's worth instigating a planned programme of preventative maintenance to take place at regular intervals, in accordance with the manufacturer's recommendations.
Maintenance should be carried out by the equipment's manufacturer; it can also be done by company engineers, provided that they have been trained by the manufacturers. After any repairs, maintenance or adjustments, it is necessary to ensure that a full metal detector test is carried out before using the system again.
Limitation in Metal Detection 
The most widely used modern metal detectors in the food industry are still unable to detect every particle of metal passing through them. The physical laws applied in the technology limit the absolute capability of the instrument. Consequently, as with any measuring instrument, metal detectors have restrictions on accuracy. These restrictions vary depending on the application, but the main criterion is the size of the detectable metal particle. Despite this, though, metal detectors perform a valuable and essential role in process quality control.
Equipment Testing Procedures
Metal detection testing procedures must be clearly documented, and communicated to all relevant staff. Testing should take place at the start of each shift, between each change of product, and in any case, at least hourly. Intervals between tests need to be short enough that, if a fault is found, products potentially affected have not left the premises and can be identified, recalled and retested. 
When testing conventional metal detection systems, it is necessary to use both ferrous and nonferrous test packs. These should be made up from packs that are proven to be free from metal, and be clearly marked and labelled so they cannot be packed inadvertently for despatch. It is also necessary to make up fresh test packs at a frequency that reflects the nature, durability and shelf life of the product concerned. 
Dealing with Rejected Products
Needless to say, no rejected product must ever be returned to the production line. However, this does not include products rejected during normal test procedures. If these are in a sound condition, you should replace them in the product flow for them to be redetected.
Rejected packs must be investigated by a suitable, trained person, within one hour of rejection.
Frozen products must still be frozen, or refrozen. The investigation should be carried out using the metal detector system, which initially rejected the products, but not while it is being used in production. If you cannot stop the production line, use an off-line detector with at lease the same, if not higher sensitivity.
Pass the rejected products through the detector positioned in the same way as they were when they originally went through the search head. Then pass the same products through the search head twice more, each time positioned in different ways.
If at any stage the products are rejected again, it's essential to find the contaminant and identify it. Then, take any necessary action to ensure similar contamination does not recur.Having more than one metal-contaminated product rejected on a single production line within a shift, is a matter of great concern. Every effort must be made to ensure the identification and elimination of the cause. And if you are manufacturing private label goods, you should inform your retailer customers, in writing, about the incident.
Documents and Record-Keeping
It's important to keep all relevant documentation and records covering a number of areas. These include commissioning and sensitivity tests and records for new equipment, and also those following the movement/relocation of equipment:
Results of routine tests showing time, result, sensitivity, product, and any action taken
Number of rejected packs each shift
Number and details of detected contaminants 
Action taken to trace source of contaminants
Planned preventative maintenance programme and service work
Personnel training
Operating Procedure
All magnets are cleaned at the start of work every day. This includes: Cleaning of surface; Magnet setup; and Soundness of the setup.
Once in a month the setup is checked with iron specimen to see effectiveness of operation of magnetic separation. In accordance with the HACCP Manual (HACCP-01), all CCPs are validated by the Validation Team. This takes into account ongoing verification and maintenance records.
Metal Separation Standard 
Sensitivity - Ferrous: 1.5 mm diameter and greater 
Non-ferrous: 2.5 mm diameter and greater 
Non-magnetic Stainless Steel: 2.5 mm diameter and greater 
The system must also be challenged with non-spherical samples or sample shapes historically found in a particular product type. The wider and higher the aperture, the lower the sensitivity of the device, therefore to achieve the greatest sensitivity the aperture should be as narrow as the nature of the product will allow. 
Placement - Consider whether 
Product packaging contains metal. Where metal is included in product packaging, the metal separation system shall be placed directly prior to product packaging. 
For all other packaging, the metal separation system may be positioned as desired by engineering. Ideally, equipment should be positioned as close to the end of the process as possible, or even once product is packed/wrapped and no more risk is present. 
The metal separation system shall be integrated into the process line control system, so that the line stops/alarms when the metal separation system fails or is subject to intermittent problems. 
Mode of Operation 
Because foods may contain varying amounts of water, a metal separation system must be purchased with the correct sensitivity and capable of being calibrated to suit each specific product. Separation of suspect product from the process, once the metal detector has identified a packet/pouch containing metal, should occur automatically, and not on operator removal, since this could lead to human error. 
In addition, product passing through a metal detector may create small changes in field strength that are measurable. The metal detector must be sensitive enough to detect these changes in field strength. The metal separation system must have the correct sensitivity and be capable of being calibrated to suit each specific product run through the system. The metal separation system should be easy to clean, so as to minimise the potential for product contamination. 
Conclusion
Metal detection technique is one of the important aspect of modern day food inspection system. It must be integrated with overall testing and inspection in the food chain.

நாகலாந்தில் உள்ள கரிபிமா என்ற கிராமம், நாட்டின் புகையிலை இல்லா முதல் கிராமமாக அறிவிக்கப்பட்டுள்ளது.
உலக புகையிலை எதிர்ப்பு தினத்தையொட்டி, நாகலாந்தில் உள்ள கரிபிமா கிராமத்தில் நேற்று முன்தினம் சிறப்பு நிகழ்ச்சிக்கு ஏற்பாடு செய்யப்பட்டிருந்தது. இதில் கலந்து கொண்ட மாநில முதன்மை செயலாளர் பென்சிலோ தோங், புகையிலை இல்லா நாட்டின் முதல் கிராமமாக கரிபிமா கிராமத்தை அறிவித்தார்.
கிராம சபை, கிராம மேற்பார்வையாளர்கள் சங்கம் மற்றும் அங்குள்ள மாணவர்கள் சங்கம் இணைந்து மேற்கொண்ட முயற்சிகளின் விளைவாக கரிபிமா கிராமத்தில் முழுமையாக புகையிலை பொருட்கள் ஒழிக்கப்பட்டுள்ளன. இந்த கிராமத்தில் புகையிலை அல்லது மது போன்ற போதைப் பொருட்களை யாராவது விற்றாலோ அல்லது யாராவது குடித்துவிட்டு வந்து அமைதியைக் குலைக்கும் விதமாக நடந்து கொண்டாலோ அவர்களுக்கு ரூ.1000 அபராதம் விதிக்கப்படும்.
தெருக்களிலோ, பொது இடங்களிலோ மது, பீடி, பான், பாக்கு அல்லது புகை வராத புகையிலை போன்றவற்றை உபயோகப்படுத்துபவர்களுக்கு ரூ.500 அபராதம் விதிக்கப்படும். இத்தகைய நடைமுறைகளை தீவிரமாகப் பின்பற்றியதன் மூலம் இந்த கிராமத்தில் புகையிலைப் பயன்பாடு அறவே ஒழிக்கப்பட்டுள்ளது. இதனால் இந்த கிராமம், நாட்டின் முதல் புகையிலை இல்லா கிராமமாக அறிவிக்கப்பட்டுள்ளது.
இந்நிகழ்ச்சியில் பங்கேற்ற தேசிய புகையிலை கட்டுப்பாட்டு திட்டத்தின் துணை இயக்குனர் லோங்காய் பேசுகையில், “நாகலாந்தில் 67.9 சதவீத ஆண்களும், 28.1 சதவீத பெண்களும் புகையிலை உபயோகிப்பவர்களாக இருக்கின்றனர். ஆனாலும், கரிபிமா கிராமம் இந்த பழக்கத்தைக் கட்டுப்படுத்துவதில் சிறந்த முன்னோடியாக இருப்பது மட்டுமின்றி இதன் விதிமுறைகளைப் பின்பற்றுவதன்மூலம் மற்ற கிராமங்களும் இந்த பழக்கத்திலிருந்து விடுபட முயற்சிக்க வேண்டும்.
புகையிலை பழக்கத்தால் தினமும் 2200 இந்தியர்கள் இறக்கிறார்கள். கேன்சர் நோயாளிகளில் 40 சதவீதம் பேர் புகையிலை பயன்படுத்துபவர்களாக இருக்கிறார்கள். 90 சதவீத வாய் புற்றுநோய்க்கு புகையிலை பழக்கமே காரணமாக உள்ளது. உலகிலேயே இந்தியாவில்தான் வாய் புற்றுநோய் அதிகளவில் காணப்படுகிறது” என்றார்.

Health Minister hints at regulation on sale of tobacco

DR VARDHAN ADDRESSING THE WORLD NO TOBACCO DAY COMMEMORATIVE FUNCTION, IN NEW DELHI ON MAY 29, 2014
Describing the growing tobacco consumption in the country as a menace, Union Health Minister Dr Harsh Vardhan called for regulation on its sale to achieve the goal of controlling non-communicable diseases in India.
"It makes perfect economic sense to regulate the use of tobacco in order to achieve the goal of controlling non-communicable disease in India”, the minister said while addressing the commemorative function on the eve of the ' World No Tobacco Day', here.
"We need to convince tobacco users of the grave ill effects of its consumption," he said, adding children can become the strongest messengers of positive health including giving up tobacco use. It is children, who, he said can convince, motivate and educate the elders to give up the use of tobacco andtobacco products,”
The Health Minister said for him, every day is an anti-tobacco day, where he tries to convince people about the effect its use has on their health.
On the occasion, the Health Minister released highlights of report on “Economic Burden of Tobacco Related Diseases in India” which estimated direct and indirect costs from all diseases caused due to tobacco use and four specific diseases namely, respiratory diseases, tuberculosis, cardiovascular diseases and cancers.
The report highlights that tobacco use and the associated costs are creating an enormous burden for the nation. The total economic costs attributable to tobacco use from all diseases in India in the year 2011 amounted to a staggering Rs. 1,04,500 crore. Looking through GDP lens this is 1.16 percent of GDP and 12 percent more than the combined state and central government expenditure on health care in 2011.
He said: "I firmly believe that unless all of us come together and fight back tobacco resolutely, the financial burden of tobacco-attributable diseases will continue to push the families of millions of tobacco users towards poverty and steadily decelerate theeconomic growth of the country. We cannot and must not let that happen."
The report estimates direct and indirect costs from all diseases caused due to tobacco use and four specific diseases namely,respiratory diseases, tuberculosis, cardiovascular diseases and cancers.
The Health Minister also unveiled a print advertisement featuring Mr Rahul Dravid, India’s Brand Ambassador for Tobacco Control.

Govt planning massive campaign to make Delhi tobacco free

New Delhi: On the eve of No Tobacco Day, Delhi Government today issued several instructions to discourage its consumption and said a massive campaign will be launched to make the national capital a tobacco free state. 
Chief Secretary SK Srivastava today convened a meeting of state-level coordination committee for tobacco control at Delhi Secretariat and issued instructions to discourage tobacco consumption. 
In the meeting, Srivastava, who is also the chairman of this committee, stressed upon the need for launching massive campaign for making Delhi a tobacco free state by taking the movement to densely populated areas, various colonies, markets, educational institutions, public places, JJ clusters, slum areas and villages. 
He also directed the officers to take necessary steps for restriction of display of direct/indirect advertisement of tobacco products especially through inter state bus services. 
"It has been decided that commissioner transport (Delhi) will immediately take up this issue with neighbouring states transport departments. "It has also been decided to make all public transport including autos, bus, radio taxi as tobacco free and necessary stickers/signages will be required to be pasted in side the vehicle," said a government official.
The chief secretary also directed the food safety commissioner to take necessary steps to ban all chewable tobacco products in Delhi. In consultation with law department a notification will be issued very soon.
The official also added that in the meeting, a decision was also taken to enhance tobacco taxes and it has been advised that this issue will be taken in front of state empowered committee and accordingly decision will be taken later on.

DFCO inspects Food establishments to check quality

Jammu, May 29: The Drug & Food Control Organization(DFCO) has charged Rs 1650 fine from the violators of Cigarettes & other Tobacco ProductsAct-2003 and lifted 92 food samples for test and analysis during a special drive lunched in Jammu region to enforce compliance to provisions of Food Safety & Standards Act-2006 and regulation of 2011.
As per an official spokesperson, Enforcementteams, during the five day drive, inspected more than 304 food establishments were inspected in region and 92 food sample were lifted for analysis. The teams also educated Food Business Establishments (FBOs) about Food Safety & Standards Act-2006, while 67 FBOs were given instructions to improve sanitary/hygienic conditions. 
The teams also destroyed and disposed off deteriorated, rotten vegetables and sweets.
All the FBOs, especially in the district Kishtwar were directed to keep their establishments neat and clean and attractive particularly during the forth coming Holy Machail Yatra.

Tea traders seek exemption of tea sector from the ambit of Food Safety and Standards Act

GUWAHATI: Appealing to the tea connection of new Prime minister, Narendra Modi, tea traders sought exemption of tea sector from the ambit of Food Safety and Standards Act ( FSSA), 2011 and giving tea the status of national drink.
Vice-chairman of Federation of All India Tea Traders Association (AITTA) Dinesh Bihani told ET, "In last few months Modi's campaign through "Chai Pe Charcha" increased the Tea consumption." 
As Modi rose from a "Chaiwala" to prime minister tea traders seek his attention to some core issues afflicting the sector. 
He said that the government of India introduced FSSAI Act. However, most of the rules of FSSAI are already included in Tea board rules." Therefore we appeal to prime minister to exempt tea from the ambit of FSSAI act. As tea is consumed by ordinary people of India and it is the cheapest beverage so we think that the new government should exempt tea from all taxes similar to other agriculture commodity." 
AITTA added government should give more incentives to exporters, and this will help in brand building of tea outside the country. India exported close to 218.12 million kg (mkgs) of tea as compared to 216.23 million kg in 2012-13. Exports in 2013-14 had fetched Rs 4,391.64 crore as compared to Rs 4,005.93 crore. 
The traders added that tea sell through auction is one of the best platform. "We hope 75 percent of produce of tea should be sold through Tea auctions".

Officials from Food Safety Department seized tobacco products worth Rs. 20,000 from over 25 shops in and around Bargur in Krishnagiri district on Thursday. The products were destroyed by the officials.

Products promising ‘miracles’ under Food and Drug Administration (FDA) radar

Pune: There are many products that offer miracle benefits. From powders that help shed weight when mixed with milk to oils that claim to enhance immunity, these products are available in plenty. The Food and Drug Administration has tested 15 such ‘health products’ for misleading customers with false claims.
Of the 15 products tested, six are in the genre of edible oils and coconut oils meant for massage. Many of them did not have a logo or were not marked vegetarian or non-vegetarian.
The oil brand Proslim by Hello India, manufactured at Haridwar, is supposed to be used for cooking and claims to be good for the heart andreduce weight. Sun flower oil by M/s Kargil foods Private Limited at Kurbumbh claims to cut fat and coconut oil by M/s K LF Nirmal Pvt Ltd in Ichipali also claims to do the same.
Shashikant Kekare, joint co-mmissioner (food) FDA, said, “Under the Food Safety and Standard Act, section 24, which speaks about restrictions on advertisements and prohibition of unfair practices, we are scanning products which claim that after consumption there are guaranteed results. Section 53 talks about penalty for misleading advertisements. This means that if any person who publishes or is a party to the publication of an advertisement of falsely describing any food is likely to mislead as to the nature or substance or quality of the said food. We are liable to penalise up to Rs 10 lakh if guilty of misrepresentation.”
Dilip Sangat, assistant commissioner (Food), FDA said, “The tested sample reports claim they are not harmful but there is no indication of benefits. We have invited the said companies to challenge us with test results.”

Official List of 'Safe Hotels' in City to be Ready Soon

THIRUVANANTHAPURAM: There is good news for the food junkies in the city. Particularly, those who were apprehensive about visiting restaurants after recent raids revealed the unhygienic conditions in which some of them prepare food. For, the Food Safety officials are planning to come up with a ‘safe hotels’ list, in which the restaurants will be ranked according to food safety standards. 
“Once we cover a sizable number of hotels in the city, we would be ranking the hotels based on our results, which would be easily available on our website. The people can easily refer to the list, and decide where to go. This is just one of the few steps we are taking to ensure that food safety is not compromised in the city once the raids are over,” said Gopakumar, research officer, Food Safety.
The steps taken by the Food Safety officials are aimed at ensuring that the city hotels strictly follow the Food Safety and Standards Act of 2006. “The preliminary raids were just the beginning. The results startled us, as well as the people of the city. After which we had set up a toll-free helpline number, and as the number of calls we received daily on it was overwhelming, the need for a second round of raids was imperative. Also, with the monsoon approaching, these raids act as a preventive measure to check the numerous diseases that appear during the rainy season,” he added.
During the raids it was found there were many restaurants that didn’t meet even the basic requirements like cleanliness. “Our raids are conducted on a 30-point system, and many of the restaurants didn’t even come close to the basic requirements. We had to take necessary action and several restaurants had to be shut down,” said Gopakumar.
The Food Safety officials’ advice would be to cook a nice meal at home. “My advice to people is just to avoid hotel food as much as possible, Otherwise, if a person is so particular to eat outside, every restaurant that has been approved by the Office of the Commissioner of Food Safety would have a certificate which would be displayed at the establishment,” said Gopakumar.
The people of Thiruvanathapuram have their own views regarding the hygienic conditions of the hotels. Shweta Nair, a techie in the city, said that when it is about restaurants, looks can be certainly deceptive. “Hotels which I have gone to only because they looked clean and the food tasted good have come under the radar of these raids. We don’t know how clean the kitchen is. The safe hotels list would definitely benefit the restaurant-goers. We can be sure about the food we have,” she said.
For people like Aparna Girish, hotel visits have become infrequent ever since the news of the raids broke. “For us, the food is tasty and the hotel looks clean, but we have no idea what they add to our food, or how clean the kitchen is. So, eating out has decreased considerably. Even for a get-together, staying at home and cooking our own meal is much better,” said Aparna, a homemaker.

Government Concerned About Food Safety Norms

Bombay High Court’s observation about food safety norms has sent the government into panic. FSSAI, the regulatory body on food safety in India, which falls under the Ministry of Health & Family Welfare has moved to the Apex Court on Friday to challenge the High Court’s order for allowing the imported food products a further extension till 30th June on ‘Product Approval Procedure’, which is required under section 22 of Food Safety & Standards Act, 2006.
Indian drug Manufacturers’ Association and Vital Butraceutical Pvt Ltd had filed a petition in the Bombay High Court challenging the notification issued by The Food Safety and Standards Authority of India last year. The verdict was referred to a third judge when the division bench gave a split verdict.
The third judge passed an interim order on 8th of May this month, which prompted Food Safety and Standards Authority of India to file an appeal against Bombay High Court’s order.
Section 22 of ‘The Food Safety and Standards Act, 2006′ prohibits the sale and import of all genetically modified food items, novel food, health supplements etc, except for those provided in the law. The banned products also include food items produced with novel method.
FSSAI challenged the High Court order, stating that as a result of his stay on the notification, it can not perform whole of its duties & functions in regards to safeguard the provisions of the FSS Act. The authority argued that they cannot assess the imported food items to evaluate their safety. Consequentially, manufacturers and importers cannot be forced to disclose the ingredients of their products or whether they have approvals from international regulatory associations. They are also not obligated to furnish the scientific research and studies regarding their products.
The Ministry of Health & Family Welfare has now put the ball in the honorable Supreme Court.

Special drive conducted in Jammu division

JAMMU, MAY 29-In order to ensure that the provisions of Food Safety & Standards Act-2006 and regulations 2011 being compiled by the trade fraternity in letter and spirit and with an objective that quality/hygienic products shall be made available to the general public. Enforcement Staff of Drug & Food Control Organization Jammu under the overall supervision Deputy Controller, Drug & Food Control Organization Jammu conducted a special drive in the rural as well as urban areas of all the districts.
During the five day drive more than 304 food establishments were inspected in the Jammu division, 92 food sample of various food items were also lifted for the purpose of test and analysis and 384 FBOs were given awareness under Food Safety & Standards Act-2006. However, 67 FBOs have been given instructions to improve sanitary/hygienic conditions. Rs 1650/- were fined under various provisions of Cigarettes & other Tobacco Products Act-2003.
The teams in Jammu division also destroyed and disposed off deteriorated, rotten vegetables and sweets more than 100 kg on the spot.
All the FBOs especially in the district Kishtwar were directed to keep their establishments neat and clean and attractive particularly during the forth coming Holy Machail Yatra.

Relation between Chennai corporation, food department turns sour over ripe mangoes

CHENNAI: If mangoes ripened using chemicals isn't bad enough, two government agenciesmandated to prevent such health hazards are now fighting with each other over procedures and powers. 
At loggerheads are Chennai Corporation and thestate food safety department. The food safety commissioner recently wrote to the commissioner of municipal administration, urging the city corporation not to interfere with the department's work. 
While food safety officials say they are entitled to conduct raids under the Food Safety and Standards Act 2006, the corporation's health department officials argue that they are in charge of maintaining hygiene of food products. 
TOI has a copy of a letter sent by food safety commissioner Kumar Jayant to the commissioner of municipal administration, saying local bodies giving food licences is in contravention to the Food Safety and Standards Act, 2006. It would have been good if the two agencies were vying with each other to make our food safer, but the results don't indicate that: Cancer-causing calcium carbide continues to be used by mango traders in the city. The latest incident to miff the food safety department is the corporation's health department seizing 1.5 tonnes of artificially ripened mangoes from Kodambakkam on Monday. The reason: The food safety department was not kept in the loop. 
"The civic body doesn't have any right to seize food items after the FoodSafety Act came into force. But the corporation has been seizing food items despite a letter from our department to the municipal administration department to regulate such un authorized acts," said an official. The corporation has been seizing artificially ripened mangoes, rotten meat, and some banned tobacco products. 
The civic body's health department says its officers have to step in since the food safety department doesn't have the resources to conduct raids. "We have the rights to check sanitary and hygienic conditions at eateries. We cannot ignore other food items when we receive a complaint from people," said an official. 
Consumer activists say the two agencies should be working in tandem. "There should be a combined drive to curb the sale of low quality food products. There is rampant sale of artificially ripened mangoes across the city . But food safety department checks only at Koyambedu and T Nagar," said V S Suresh, a consumer activist. 
Food safety department officials confide that there is shortage of hands to conduct inspections.

Food safety officials conduct raids across Kerala

THIRUVANANTHAPURAM: On the second day of state food safety week food safety enforcement wing conducted raids in hotels and fruit stalls across the state. Food safety officials have conducted raids in as many as 28 restaurants, eight bakeries and seven fruit stalls across the state. The department sent six mango samples, 13 samples of oil, two samples of milk and two samples of vegetable to the government analytical labs to conduct tests.
A statement issued by the department said it settled 30 of the 36 complaints received from public on Tuesday. The remaining six will be settled in the coming days, it added.
A day after chief minister Oommen Chandy inaugurated the food safety week, inauguration drives were held in Kollam, Idukki, Ernakulam, Thrissur, Palakkad, Kozhikode, Malappuram, Wayanad, Kannur, Kasargode districts on Tuesday.
Food safety awareness classes were held at Wayanad, Kannur, Ernakulam, Thrissur and Kozhikode. Classes will be held in other districts in the coming days.

World Health Organization (WHO) honour for Zagade’s fight against gutkha

Pune: Banning gutka and pan masala, has not only proved fruitful in the state, but has also earned a special recognition for Maharashtra Food and Drugs Administration commissioner Mahesh Zagade. The FDA commissioner has been selected by World Health Organisation (WHO) in the South-East Asia region for ‘World Tobacco Day-2014’. He is one of the six persons, who will receive the award for his contribution towards controlling tobacco addiction. It was on July 18, 2012, that the Maharashtra state government issued a notification banning the sale and consumption of gutkha and pan masala in the state. Maharashtra was the first state in the country to take this step that irked the pan masala manufacturers leading to almost 20 writ petition. 
To make it difficult for manufacturers and distributors of the tobacco products to obtain a stay on the ban, the FDA, which initiated the proposal, invoked stringent provisions of the Food Safety and Standards Act, 2006, and Prevention of Food Adulteration Act. 
“We tested 115 samples of gutka and pan masala of which 99 showed excess magnesium carbonate. We made this as our tool to fight against the manufacturers,” said Zagade. According to the fine print, the manufacture, storage, distribution and sale of gutka—found to contain nicotine, tobacco and magnesium carbonate—is banned in the state. Same with paan masala. 
The FDA has continued to stringently implement the ban in the state and from July 2012 til date, it has seized Rs33 crore worth of contraband. 
According to FDA, the manufacturing of smokeless tobacco products is under control. It is now focusing on the products being sneaked in the state.

FDA clamps down on milk suppliers

AURANGABAD: The Aurangabad division of the Food and DrugAdministration plans to check that all food business operators (FBOs) conform to basic sanitary, safety and hygienic requirement. Food business operators engaged in manufacture, processing, storing and selling of milk and milk products using plastic containers for storage, transportation and preparation of curds will be under the scanner. It is an attempt to ensure that food safety norms are followed with the Food Standards and Safety Authority of India (FSSAI).
FDA joint commissioner (Food), Aurangabad division, Chandrashekhar Salunke called a meeting of the food business operators engaged in manufacture, processing, storing and selling of milk and milk productson Wednesday and warned them from usage of plastic and mild steelcontainers for storage and transportation of milk and milk products.
Salunke said that when he had been on an inspection drive on Tuesday he observed that a trend of using plastic containers for storage and transportation of milk was rampant in Aurangabad. "Warnings have been issued to the erring operators," he said, adding that if any operator is found to continue using plastic container his license would be cancelled.
He said, "These containers are generally sold as scrap material from industries. Such containers are used by industries engaged in fertilisers and chemical business. Considering the hazards, the FDA had to take steps and issue warnings."
Altogether 2,342 food business operators engaged in manufacture, processing, storing and selling of milk and milk products are there in the city, of which 325 have obtained license while 2,017 registrations have been granted.
He said, "Many milk suppliers also use plastic containers to prepare curds, which is hazardous topublic health. Along with high contamination of food in plastic containers it also creates safety and health problems. Many chemical additives that give plastic products desirable packaging qualities also have negative environmental and human effects. These effects include direct toxicity as in the case of lead, cadmium and mercury. Chemicals are used in the manufacture of plastic containers for heat stabilisation and as plasticisers. Food can be contaminated by plastic containers because some chemicals diffuse from the packaging polymer of which they are made to the foods they contain. With continuous consumption of food stored in plastic containers, people can suffer from diseases related to kidney, heart and cancer."
While explaining about the sanitary requirements for storage, Salunke said, "If raw milk is brought to the dairy plant by a producer or farmer then it shall be ensured that he brings it within four hours of milking and it shall be cooled as soon as practicable to temperature of 4 degrees celsius or lower and maintained at that temperature until processed."
He also advised that the operators ensure that the diary place is hygienic for operations. "The place should be free from vermin and dust which could constitute an unacceptable risk of contamination of the product and shall be separated from rooms containing substances which might contaminate the products."
He also stressed that the containers be cleaned and disinfected after every use and measures taken to avoid cross-contamination. "All the food business operators should ensure that all food handlers are aware of their role and responsibility in protecting food from contamination or deterioration and persons working directly with and handling raw materials or dairy products shall maintain the highest standards of personal cleanliness at all times," he urged.

JMC continues drive against polythene, food adulteration, smoking in public places

25 Kg banned material seized, Rs 9800 fine realised
Jammu, May 28: In continuation of its drive against food adulteration, polythene and smoking in public places, the team of Jammu Municipal Corporation (JMC) today seized 25 Kg of polythene carry bags and also realized fine of Rs. 9800 from the defaulters. 
The team of Health & Sanitation Wing of JMC, under the supervision of Dr. Mohd. Saleem Khan, Health Officer JMC, inspected various food establishments like hotels, restaurants, provisional stores, food stalls, vegetable (sabzi) vendors, fruit juice corners / vendors etc. at Railway Station, Kunjwani, Gangyal, Preet Nagar, Nanak Nagar, Shivaji Chowk and their adjoining across Jammu City.
The team seized about 25 Kg of polythene carry bags and also realized a fine of Rs. 9800 from defaulters in various areas. During the round, the JMC also advised the citizens not to smoke in thepublic places as it is injurious to health.
Moreover, the team also lifted four samples of different kinds of food articles including fruit drink (Minute Main Brand), Apple Fresh & Nimboo Fresh, from Below Gummat, Sewain (Mamta Brand) and Oats (Dalia) from Digiana area and sent them to food analyst Jammu for ascertaining their standard of purity.
Health Officer, JMC, Dr. Mohd. Saleem Khan further appealed to all the food business operators not to sell any type of unhygienic food items not conforming to prescribed quality and standards which can put the public health to danger. 
He warned that stringent action under Food Safety & Standards Act 2006 shall be taken against the defaulters. All the food business operators dealing with milk and milk products were also strictly warned not to sell adulterated milk and milk products. 
They were also directed not to display their food products openly on roadside and out of their premises and not to use colour for preparing sweets. Health Officer also advised the shopkeepers to cover their sweets and other eatable items, so that they are not exposed to dust and flies.
