Within this the increase in pay will be 16% ,63% in allowances & 24% in pension; in FY17, financial impact to be 0.65% of GDP

A 23.55% pay hike has been recommended for central government employees by Justice A K Mathur in hisSeventh Pay Commission report that was submitted to Finance Minister Arun Jaitley today.

Within this the increase in pay will be 16% ,63% in allowances & 24% in pension

A minimum salary of Rs 18,000 and a minimum increment of 3% has also been recommended. Maximum salary will be Rs 2,25,000.

The recommendations will directly impact 50 lakh central government employees and 54 lakh pensioners.

One Rank One Pension has been recommended for central govt staffers as well as armed forces

A breakup of the integral recommendations of the Seventh Pay Commission52 allowances will be abolished and for defence personnel 36 allowances will be merged.

"In the 900-page report of Seventh Pay Commission, we've heard all parties, seen hardships of people," said Justice Mathur

Total financial impact in FY 2016-17 is likely to be Rs 1,02,100 crore, which is 0.65% of GDP.

The Pay Commission report has to be implemented from January 1, 2016.

தேனியில் ரூ.1 கோடி மதிப்புள்ள புகையிலை பொருட்கள் பறிமுதல் 2 குடோன்களுக்கு சீல் வைப்பு

தேனியில் உணவு பாதுகாப்பு துறை அதிகாரிகள் மற்றும் போலீசார் நடத்திய அதிரடி சோதனையில், ரூ.1 கோடி மதிப்புள்ள தடை செய்யப்பட்ட புகையிலை பொருட்கள் பறிமுதல் செய்யப்பட்டன.

இந்த சம்பவம் குறித்த விவரம் வருமாறு:–

புகையிலை பொருட்கள்

தேனி நேரு சிலை அருகே நேற்று காலை ஒரு லாரியில், தமிழக அரசால் தடை செய்யப்பட்ட புகையிலை பொருட்கள் கொண்டு வந்து இறக்கப்படுவதாக தேனி மாவட்ட போலீஸ் சூப்பிரண்டு அலுவலகத்திற்கு தகவல் கிடைத்தது. அதன் பேரில் தேனி போலீஸ் இன்ஸ்பெக்டர் முத்துக்குமார் தலைமையில் போலீசார் சம்பவ இடத்திற்கு வந்தனர்.

அவர்களது சோதனையில் லாரியில் இருந்து இறக்கி வைக்கப்பட்டு இருந்த மூட்டைகளில் தடை செய்யப்பட்ட புகையிலை பொருட்கள் இருப்பது தெரியவந்தது. இதையடுத்து லாரியில் 11 மூட்டைகளில் இருந்த புகையிலை மற்றும் பான்மசாலா பொருட்களை போலீசார் பறிமுதல் செய்தனர்.

இதற்கிடையே தேனி பழைய பஸ் நிலையம் அருகில் உள்ள ஒரு குடோனில் தடை செய்யப்பட்ட புகையிலை மற்றும் பான்மசாலா பொருட்கள் அதிக அளவில் பதுக்கி வைக்கப்பட்டு உள்ளதாக மாவட்ட கலெக்டர் வெங்கடாசலம், போலீஸ் சூப்பிரண்டு மகேஷ் ஆகியோருக்கு ரகசிய தகவல் கிடைத்தது.

ரூ.5 ஆயிரம் அபராதம்

அவர்களுடைய உத்தரவின் பேரில் உணவுப்பாதுகாப்பு துறை நியமன அலுவலர் மீனாட்சி சுந்தரம் தலைமையில் அதிகாரிகளும், தேனி போலீசாரும் சம்பந்தப்பட்ட குடோனுக்கு சென்றனர். அந்த குடோன் பூட்டப்பட்டு இருந்ததால், அதன் உரிமையாளரான தேனியை சேர்ந்த குமரேசனை அழைத்து வந்து திறந்தனர்.

அப்போது உள்ளே 50 மூட்டைகளில் புகையிலை மற்றும் பான்மசாலா பதுக்கி வைக்கப்பட்டு இருப்பது தெரியவந்தது. மேலும் தடை செய்யப்பட்ட பட்டாசுகள் மற்றும் பிளாஸ்டிக் தம்ளர்கள் குவித்து வைக்கப்பட்டு இருந்தன. இதையடுத்து வருவாய்த்துறை அதிகாரிகள் மற்றும் நகராட்சி அலுவலர்கள் அங்கு வந்தனர்.

அங்கிருந்த சுமார் ரூ.20 ஆயிரம் மதிப்புள்ள தடை செய்யப்பட்ட பிளாஸ்டிக் தம்ளர்களை பறிமுதல் செய்யப்பட்டதுடன், குடோன் உரிமையாளருக்கு ரூ.5 ஆயிரம் அபராதம் விதிக்கப்பட்டது. பின்னர் அந்த குடோனுக்கு உணவு பாதுகாப்பு துறை அதிகாரிகள் சீல் வைத்தனர்.

ரூ.1 கோடி மதிப்பு

அதேபோன்று தேனி கடற்கரை நாடார் சந்து பகுதியில் உள்ள சில குடோன்களிலும் அதிகாரிகள் குழுவினர் சோதனை நடத்தினர். அப்போது அங்குள்ள ஒரு அறையில் மூட்டை மூட்டையாக புகையிலை பொருட்கள் இருந்தன. இதையடுத்து அந்த குடோனில் உள்ள அறையினை வாடகைக்கு எடுத்து பொருட்களை வைத்திருந்ததாக கூறப்பட்ட நவரத்தினவேல் என்பவரிடம் போலீசார் விசாரணை நடத்தி வருகின்றனர். அத்துடன் குடோனுக்கும் அதிகாரிகள் சீல் வைத்தனர்.

பின்னர் பெரியகுளம் சாலையில் ரவி என்பவருக்கு சொந்தமான குடோனில் இருந்தும் புகையிலை பொருட்கள் பறிமுதல் செய்யப்பட்டன. இதன்படி அதிகாரிகளின் சோதனையில் சுமார் 90 மூட்டை புகையிலை மற்றும் பான்மசாலா பொருட்கள் பறிமுதல் செய்யப்பட்டன.

இதன்படி பறிமுதல் செய்யப்பட்ட புகையிலை பொருட்களின் மொத்த மதிப்பு ரூ.1 கோடி வரை இருக்கும் என்று அதிகாரிகள் தெரிவித்தனர். அதிகாரிகளின் இந்த அதிரடி சோதனை தேனியில் பரபரப்பை ஏற்படுத்தியது.

Hope FSSAI working on regulations: Food Processing Minister

With yoga guru Ramdev-promoted Patanjali becoming the latest firm to face regulatory issues, Food Processing Minister Harsimrat Kaur Badal on Thursday hoped that the Health Ministry and FSSAI are working on regulations, which ensure removal of “roadblocks and speed breakers”.

The minister said she has already raised the industry’s issues related to Food Safety Standards Authority of India (FSSAI) with the Health Ministry and they are working on the same.

“FSSAI doesn’t come under my ministry. What FSSAI does, I cant comment on it, but I think they are working towards ensuring that roadblocks and speed breakers, which were in place, are removed so that hygienic and safe food is available and industry can carry on with innovations and there is no stalling back and I am sure FSSAI is working on that,” Ms. Badal told reporters on the sidelines of an PHD event here.

The minister also said that she has been informed that the industry’s concerns will be taken care of.

She also declined to comment on Patanjali Atta Noodles issue and said it is a matter between the Ministry of Health and Ramdev.

However, she added: “I am sure that the (health) ministry is looking into it to ensure these kinds of roadblocks are not there.”

Will Sort Out Issue of Approval for Patanjali Noodles with Food Safety Regulator: Ramdev

Yoga guru Ramdev's Patanjali had strongly denied the FSSAI's claims that its instant noodles were not approved.

NEW DELHI: Clarifying his stand on the approval for the sale of Patanjali noodles, Ramdev today said that the company representatives will call on the Food Safety and Standards Authority or FSSAI officials to sort out the issue amicably.

"Our representatives are going to the FSSAI headquarters with original copies of the selling licence, along with the manufacturer's licence. It seems there is an issue of lack of coordination and it could be resolved by sitting together," Ramdev said.

FSSAI had yesterday said that Ramdev's Patanjali instant noodles was not approved by it, a claim the yoga guru had rejected.

"We have got approval from FSSAI. Those who are doing contract manufacturing for us have got approval, too. They have the manufacturing licence."

Minister of Food Processing Industries Harsimrat Kaur Badal declined to comment, saying it's a matter "between the Ministry of Health and Baba Ramdev". However, she added: "I am sure that the (health) ministry is looking into it to ensure these kinds of roadblocks are not there."

The food safety regulator had stated that it wasn't possible to continue with process of product approvals, which was facilitated through an advisory in May 2013, following a Supreme Court ruling in August this year that upheld an order of Bombay High Court on the issue.

According to FSSAI's May 2013 advisory, food products covering a broad spectrum including "novel foods, functional foods, supplements, irradiated, genetically modified foods, foods for special dietary uses or extracts or concentrates of botanicals, herbs or of animal sources" should apply for product approval.

The High Court had ruled that the advisory does not have any statutory backing, but FSSAI had approached the Supreme Court against the verdict.

After the controversy surfaced yesterday, the Congress took a dig at the yoga guru, saying he has developed a new asana called "Noodle asana" which allows him to produce noodles without any regulation.

Patanjali had launched 'atta noodles' earlier this week in 70 gram packs priced at Rs. 15, claiming it to be cheaper than competitors', with an eye to take on market leader Nestle's Maggi, which is back at shelves five months after FSSAI had banned it.

Food Safety Commissioner can issue ban orders: State

The State government on Wednesday filed an appeal in the Kerala High Court against a single judge’s verdict setting aside an order of the Food Safety Commissioner banning the manufacture, storage, selling and distribution of Nirapara brand of chilly, turmeric and coriander powders.
In its appeal, the government contended that the Food Safety Commissioner had the power to issue such prohibition orders necessary for the implementation of the provisions of the Food Safety and Standards Act, including the matters related to public health as well as consumer interest. The quashing of the order without consideration of the functions and duties of the Commissioner was improper.
The Food Safety Commissioner was duty bound to ensure that the products manufactured and supplied by KKR Food Products, Kalady, manufacturer of the Nirapara brand of spices conformed to the standard specified under the Food Safety and Standards Act and the Commissioner was, therefore, justified in issuing a ban order.
Besides, Section 30(2)(a) of the Act did not in any manner restrict or regulate the power of the Food Safety Commissioner to prohibit the manufacture, sale, storage, distribution of food articles which did not conform to the standards fixed..
The government said that gluten which was present in the starch and added by the manufacturer was medically proved and accepted to be injurious to those who were allergic to it.
Therefore, it could not be said that starch mixed with the product did not harm the consumers allergic to it. So, it could not be said that the substandard food article produced by the manufacturer were neither unsafe nor injurious to health as defined under the Act.
The single judge had observed that that there was no finding in the order that the banned foods were unsafe for human consumption. The statutory provision under the FSS Act clearly delineated proportionate measures in the case of food which was found unsafe for human consumption and food of substandard which was fit for human consumption.

Government Files Plea Against Single Judge Order on Nirapara

KOCHI: The State Government has filed an appeal challenging the single judge’s order which set aside a prohibition order issued by the Commissioner of Food Safety banning sale of Nirapara products.
The government also sought to set aside the observation that “a substandard product can also be sold provided the consumer must know what the contents are”.’’
This finding would jeopardise the objective of the FSS Act as it is opposed to maintenance of uniform standards of the food products and would violate the provisions of FSS Regulations 2011 and hence the observation has to be set aside,’’ it was stated in the petition.
Terming Nirapara a habitual offender manufacturing and supplying adulterated/sub standard food products in the market, the government submitted that Single Judge should not have exercised its discretionary jurisdiction under Article 226 of the Constitution of India in favour of such a company.
‘’’Powers are conferred on the Food Safety Commissioner to issue such orders necessary for the implementation of the provisions of the Food Safety and Standards Act (FSSA) including matters related to public health as well as consumer interest. The Act prohibits manufacture, storage, sale or distribution of any article of food which is misbranded or substandard or containing extraneous matter. It clearly indicates that extraneous matters (including foreign starch) must be absent in chili powder, coriander powder and turmeric powder. It specifically prohibits sale of turmeric containing any extraneous matter. Despite all these provisions in Act, the learned Single Judge held that there is no prohibition for the sale of substandard food article’’ the government submitted.
“Since the prohibition order has been passed when the remedial and preventive measures provided in the Act has become ineffective in curbing the continuous violation and also to give effect to the mandate of the Act, the single judge ought to have considered whether such an order was necessary to give effect to the provisions of FSSA.
Perpetual violation of the provisions of the Act is explicit and hence setting aside the order without consideration of the functions and duties of the commissioner is improper and hence the judgement is bad in law,” the government submitted.

Maggi plant workers in quandary as FSSAI moves SCA

NAINITAL: Two days after the Food Safety Standards Authority of India (FSSAI) moved the Supreme Court over the ban imposed on Maggi, workers at the Rudrapur plant of Nestle are in a quandary over their future.
Former contractual workers of the plant were forced to work as rickshaw pullers and perform other odd jobs fearing that production at the plant would be delayed, thereby dashing their hopes of re-employment.
As one interacts with these workers, a number of whom are migrants, working at the plant was not only a matter of pride but also a steady source of income. They say they have pinned their hopes on the Bombay high court's recent order giving a clean chit to Maggi and hoped that production resumes soon.
Stating that there were reports that the matter was being taken again to the Supreme Court, Ramesh Jha, a former contractual worker, said, "This may hinder the start of production in SIDCUL (State Industrial Development Corporation of Uttarakhand Limited), Udham Singh Nagar plant of Nestle. We fear that the process will get delayed far more than we expected."
Apart from on-roll employees of the company, over 1,100 contractual workers, vendors, transporters and other associates of the organization were hoping for a breakthrough in the ongoing freeze but the same seems to have been marred now.
Production units of Nestle in SIDCUL had halted production after the ban. All five units in the factory used to produce around 300 tonnes of Maggi noodles per day.
State food safety commissioner Raelier had on Monday written a letter to the Food Safety and Standards Authority of India (a copy of which is with TOI) asking the central body to clarify if the ban imposed on June 5 was still active or not.
Ban on the noodles and suspension of its production in SIDCUL production plant had provoked Lalta Prasad, a contractual worker hailing from Bareilly in Uttar Pradesh, to commit suicide in June this year as he was rendered jobless.
The Food Safety Department of the hill state had decided to ban Maggi on June 3 after objectionable amounts of monosodium glutamate (MSG) was found in the product.

Ramdev spars with food regulator over noodles sale permit

NEW DELHI/MUMBAI: After Nestle's Maggi, Baba Ramdev's Patanjali Yogpeeth has locked horns with India's food safety regulator over its newly launched instant noodles, saying it had all necessary licences to sell the snack.
Reacting to Food Safety and Regulatory Authority of India (FSSAI) chief Ashish Bahuguna's statement that the noodles didn't have mandatory product approvals, Patanjali said it had committed no violation as it had a relabelling licence - which allows it to sell noodles manufactured by other companies which have a valid licence.
"We categorically state that we have followed all FSSAI rules and guidelines with regard to Patanjali atta noodles. We have committed no violation," Patanjali spokesperson S K Tijarawala said. Company officials went a step further, questioning the premise on which FSSAI had flagged the product which was launched on Monday, a week after Maggi returned to shelves.
"Mr Bahuguna does not know what he is talking about. First, according to a court order, FSSAI does not have a product-approval system in place at present. Second, noodles come under the pasta category, according to FSSAI norms, for which we have all licenses," a senior Patanjali executive TOI.
Experts say the only issue that may now emerge would be over the relabelling licence that Patanjali is relying on.
Bahuguna, who confirmed that he had sought action over Patanjali noodles, did not comment on the issue further but told TOI that "product approvals are not taking place since the Supreme Court had in August quashed the product approval advisory issued by the FSSAI."
"We are now in the process of framing new regulations. Once the regulations are in place and standards prescribed, product approvals can take place," he said.
In May 2013, FSSAI had issued an advisory that stated food products covering a broad spectrum needed to apply for product approvals. The advisory was, however, struck down by the Bombay High Court in August 2014. The verdict was later upheld by the apex court, necessitating the framing of new regulations.
FSSAI has been fighting a long-drawn battle with food companies in the country over product approvals, after it allegedly found traces of excess lead and undeclared monosodium glutamate (MSG) in packs of Maggi noodles in June. Earlier this week, FSSAI had moved the Supreme Court against the Bombay High Court ruling that lifted the ban on Maggi. It appealed against the manner in which the HC faulted its testing process.
The Patanjali spokesperson said since FSSAI had notified on August 26 that its advisory had 'ceased' to be operation, the company had applied and got its relabeling licence on October 15. Hence, there was no need for it to apply for a product approval licence, he added.
Patanjali has acquired license from FSSAI for relabeling in the pasta category based on which it has entered into agreements with several companies that possess licenses to manufacture noodles, it said in a statement.
The instant noodles brand is just one of several new launches that Ramdev's Patanjali is planning in the near future which range from 'yogawear' apparel to health drinks. We will be a Rs 5,000-crore company this year. We have grown by over 150% over last year," Ramdev had told TOI recently.

Pasta or noodles? Baba Ramdev's Patanjali and FSSAI spar

The statement said that FSSAI had granted Patanjali a "relabelling licence", under which they had given contracts to manufacturers who had the appropriate licence for noodles to make this product.
After Baba Ramdev's instant atta noodles got into trouble for not having the appropriate licence from the Food Standards and Safety Authority of India (FSSAI), his company Patanjali Ayurved spoke out, saying there was no violation of food regulator's rules on their part.
Baba Ramdev's spokesperson S K Tijarawala put up a statement on social media defending Patanjali's position, saying there was no contravention of any of the food regulatory body's rules. The statement said that Patanjali had received a licence from FSSAI in the "central category" for pasta. According to the FSSAI's own definition, the statement continued, noodles come under the pasta category.
The statement said that FSSAI had granted Patanjali a "relabelling licence", under which they had given contracts to manufacturers who had the appropriate licence for noodles to make this product.
The statement also said that according to the Bombay High Court, FSSAI did not have the authority to give "product approval", something which the director (product approval) had admitted in a statement on 26 August, 2015.
This referred to a Bombay High court order from 2014, upheld by the Supreme Court in August this year, quashing a product advisory on food safety norms issued by the FSSAI, in May 2013, which required packaged food, beverages, health drink and supplement makers to disclose any ingredient or formulation change to the regulatory body. The high court had found that the advisory lacked any legal force, and had to be ratified by the parliament.
Though the FSSAI chairperson Ashish Bahuguna did not reply to dna's queries over phone or email, it was learnt that the body had caught upon the smallest of details in their rules to crack down on Patanjali; the category for pasta includes noodles but not instant noodles. The latter would be any noodles that claims to be cooked in two to three minutes, as Patanjali atta noodles has branded itself. According to media reports, Bahuguna himself wanted "appropriate action" taken into the matter.
Both Patanjali and the FSSAI seem to be locking horns on the change one word can bring to the definition and categorisation of a product. Baba Ramdev, too, in his interviews to TV channels said that his company had not done anything illegal in producing and launching these noodles. However, according to sources, Ramdev is himself on the job, ensuring that all obstacles are ironed out as the noodles hit the shelves.

The Food Safety and Standards Authority of India (FSSAI) has decided to issue a notice to Patanjali Ayurved on the atta noodles that it launched earlier this week, reportedly without the required approvals.
As reported by The Indian Express Wednesday, the FSSAI said the noodles brand launched by yoga guru Ramdev had not obtained mandatory approvals.
While Patanjali cited its licence to manufacture pasta, Ramdev said in Kolkata that there was “some confusion” that would be resolved.
“All units manufacturing Patanjali Atta Noodles have licence and product approval. Patanjali Ayurved has also obtained permission from FSSAI for selling the product. There has been some confusion which we will sort out,” he told a TV channel.
But the FSSAI maintained that instant noodles is a pre-cooked item — though the packet of Patanjali noodles does not mention the word ‘instant’, it takes three minutes to cook which entails prior cooking — and hence does not come under its definition of pasta. Besides, the masala mix too requires approval.
“Noodles and instant noodles are different products, even in codex (internationally accepted food standards) the standards for the two are different. Instant noodles is pre-cooked, so it cannot be manufactured under a licence for pasta. The masala mix by itself is a non-standardised item so it requires product approval from us. There are 10 companies in the country right now which have licence to manufacture instant noodles. Neither Patanjali nor Aakash Yog are in that list,” said FSSAI chairman and acting CEO Ashish Bahuguna.
Asked what his next step would be given that Patanjali noodles do not hit the stores till next month, he said: “We will ask for a clarification from them, we will issue a notice.” Patanjali has said it holds licence for a range of products including pasta, which by FSSAI’s norms is a generic name that includes noodles.
