Stern warning to traders selling expired food

Local Administration Minister N.G. Pannir Selvam has warned of stringent action against those who sell substandard and expired food stuff at the Puducherry Bus Stand.

Replying to questions in the Assembly on Monday, Mr. Pannir Selvam said stringent action would be taken under the Food Safety and Standards Act, 2006 against those who sell such food products.

A separate wing under the Excise Department has been functioning to check if shopkeepers were selling packaged food above the maximum retail price.

Sikkim bans gutkha

It is the 13th state to do so after FSSAI issued a regulation last year. The government of Sikkim has banned the sale, distribution and storage of gutkha, a form of chewing tobacco. This makes Sikkim the second state in the north-east after Mizoram to ban gutkha. The notification issued on September 17 bans all food items containing gutkha and nicotine.

A large number of people in Sikkim—25.6 per cent—consume gutkha. Twelve other states have already banned gutkha; these are: Madhya Pradesh, Chhattisgarh, Kerala, Bihar, Maharashtra, Rajasthan, Haryana, Jharkhand, Punjab, Chandigarh, Mizoram, Delhi and Gujarat.

The ban is based on the regulation issued on August 1, 2011 by the Food Safety and Standards Authority of India (FSSAI), a statutory body under the health ministry, to look after food safety. Rule 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations of 2011 says that a food product should not “contain any substance which may be injurious to health: Tobacco and nicotine shall not be used as ingredients in any food products.” But the Centre sent letters to all states recommending the ban only on April 25, this year, after Madhya Pradesh took the initiative and banned the sale and storage of gutkha on April 1.

Organisers pulled up over food and transport issues

Going from one venue to another has been a problem for athletes and the media over the last few days at the Asian Games here.

The media had to wait for nearly two hours for the official vehicle at the Yeorumul Squash Complex on Sunday evening after the matches there to get back to the main press centre. And the officials in charge of transport at the venue had no clue about what was happening and of little help too. Language is a big hurdle as very few speak English here.

It has now emerged that a massive food poisoning scare has hit the Games.

It was reported on Monday that organisers prevented a potential mass outbreak of food poisoning after salmonella bacteria was detected in lunch boxes prepared for athletes. The bacteria was detected by South Korean food safety inspectors, who screen athletes’ food provided by authorised caterers, in meat included in boxed meals provided by a caterer.

Shooters, fencers, weightlifters and sepak takraw players were among those who had asked for packed meals. Despite India having a sizeable number of athletes in these disciplines here, none have been affected, though life without proper dal and other Indian dishes have disappointed our athletes.

“None of our athletes have been affected. So far so good, but keep your fingers crossed,” Adille Sumariwalla, the chef-de-mission of the Indian contingent, told The Hindu here on Monday night. “There seems to be one case (of bacteria detected in food packets). They (the Incheon Asian Games organisers) are so finicky on quality, I’m very surprised. They have thrown everything out.”

Sumariwalla, who stays at the Athletes Village, revealed that a meeting of the chefs-de-mission was held on Monday over food and transport issues.

“We really pulled them up and they had an emergency meeting to improve the quality of food and transport. We’ll know day after tomorrow, every alternate day there’s a chefs-de-mission meeting.”

Transport has also been a problem for athletes. “Transport is an issue, we are pushing for more frequency. Not enough vehicles have been pushed into service. Even the media’s vehicle problem was reported at the meeting,” he said.

Natural sago manufacturers’ protest continues

Protesting against the adulteration of sago with wet starch, members of the Tamil Nadu Tapioca Natural Sago Manufacturers Association continued their strike for the third consecutive day.

Members said that since harvest of tapioca season began, all the sago processing units were functioning in the district and nearby districts. They were producing 100 per cent chemical free sago that has good market in North India. But allege that wet starch, produced by mixing banned chemicals, were supplied by manufacturers from Attur and Thalaivasal areas. Though in 2012 the then Collector J. Kumaragurubaran issued five guidelines for functioning of these units, the manufacturers failed to follow it later. Hence, adulteration continues, they said.

Members said that if adulteration is allowed to continue, tapioca starch will no longer be needed and the crop cultivated in over one lakh acre in the State will go wasted. They wanted officials from Food Safety Department to inspect these units immediately and take action against them for adulteration. Members wanted the Collector to ban the wet starch trading.

Meanwhile, Collector V. Dakshinamoorthy has called for a meeting of natural sago and wet starch manufacturers and others involved in activities related to the industry.

The meeting will be held at the Collectorate on Tuesday.

ஜவ்வரிசி தயாரிப்பில் ஈர மாவிற்கு அரசு தடை விதித்து மரவள்ளி கிழங்குகளை மட்டுமே பயன்படுத்திட அனுமதிக்க வேண்டும் என வலியுறுத்தி இயற்கை ஜவ்வரிசி ஆலை உரிமையாளர்கள் கடந்த 20ம் தேதி முதல் வேலை நிறுத்தப் போராட்டத்தில் ஈடுபட்டனர். இப்போராட்டத்தை முடிவுக்குக் கொண்டு வர நாமக்கல் மாவட்ட கலெக்டர் தட்சிணாமூர்த்தி தலைமையில் முத்தரப்புக் கூட்டம் நாமக்கல் கலெக்டர் அலுவலகத்தில் நேற்று நடைபெற்றது. சேலம் சேகோ சர்வ் மேலாண்மை இயக்குநர் சாந்தா, சுந்தரம் எம்பி ஆகியோர் முன்னிலை வகித்தனர்.

கூட்டத்தில், ஜவ்வரிசி ஆலை உரிமையாளர்கள் கூறுகையில், �மரவள்ளிக்கு பதிலாக நேரடியாக வெளியிலிருந்து கொண்டு வரப்படும் ஈரமாவில் மக்காச்சோளம், கெமிக்கல் உள்ளிட்டவைகளை எளிதில் கலப்படம் செய்ய முடியும். இதனால் ஜவ்வரிசி உணவுப் பொருளின் தரம் குறைந்து இதற்கான சந்தை வாய்ப்புகளும் பாதிக்கப்படுகின்றன. இதனால், ஜவ்வரிசி தொழிலே அழியும் நிலை ஏற்பட்டு வருகிறது. எனவே, ஜவ்வரிசி உற்பத்தியில் மரவள்ளிக் கிழங்குகளுக்கு பதிலாக ஈரமாவை பயன்படுத்திட முழுமையாக தடை விதிக்க வேண்டும்,� என்றனர்.

மரவள்ளி கிழங்கு விவசாயிகள் கூறுகையில், தற்போதுதான் மரவள்ளி அறுவடை காலமாக உள்ள நிலையில் ஜவ்வரிசி ஆலை களின் வேலை நிறுத்தம் தொடர்ந்தால் விவசாயிகளுக்கு பெருமளவில் பாதிப்பு ஏற்படும். ஒவ் வொரு ஆண்டும் மரவள் ளிக் கிழங்கு அறுவடை சமயத்தில் ஆலை நிர்வாகத்தினர் வேலை நிறுத்தப் போராட்டம் அறிவித்து விவசாயிகளுக்கு உரிய விலை கிடைக்காமல் செய்கின்றனர். எனவே, ஜவ்வரிசி ஆலை உரிமையாளர்களின் வேலை நிறுத்தத்தை மாவட்ட நிர்வாகம் முடி வுக்கு கொண்டு வர வேண் டும். விவசாயிகளுக்கு உரிய விலை நிர்ணயம் செய்யப் பட வேண்டும். என்றனர்.

பின்னர், கலெக்டர் தட்சிணாமூர்த்தி பேசுகையில், “ ஜவ்வரிசி ஆலைகள் நாமக்கல் மட்டுமின்றி சேலம், தர்மபுரி உள்ளிட்ட 7 மாவட்டங்களில் உள்ளது. எனவே, ஜவ்வரிசி தயாரிப்பில் ஈரமாவை பயன்படுத்துதல் குறித்து தமிழக உணவு பாதுகாப்புத் துறை ஆணையர், இதர மாவட்ட கலெக்டர்களுடன் கலந்தாலோசித்து உரிய முடிவு தெரிவிக்கப்படும். அது வரை ஜவ்வரிசி தயாரிப்பில் தற்போதுள்ள நிலையே தொடரும்,” என்றார்.

இதை தொடர்ந்து ஜவ்வரிசி ஆலை உரிமையாளர்கள் தங்களது போராட்டத்தை வாபஸ் பெற்று, நாளை முதல் ஆலைகள் இயங்கும் என தெரிவித்தனர். இக்கூட்டத்தில், மாவட்ட சுற்றுச்சூழல் பொறியாளர் முருகன், நாமக்கல் கோட்டாட்சியர் காளிமுத்து, ஜவ்வரிசி ஆலை உரிமையாளர்கள், மரவள்ளி கிழங்கு விவசாயிகள் மற்றும் பலர் கலந்து கொண்டனர்.

விவசாயிகள் குற்றசாட்டு

முத்தரப்பு கூட்டம் குறித்து விவசாயிகள் கூறியதாவது, தொடர்ந்து 2வது ஆண்டாக, மரவள்ளி கிழங்கு அறுவடை காலத்தில் வேலை நிறுத்தத்தில் ஈடுபட்டு விவசாயிகளுக்கு உரிய விலை கிடைக்க செய்யாமல் செய்கின்றனர். குறிப்பிட்ட சில ஆலை நிர்வாகத்தினர் மட்டும் சுய ஆதாயத்திற்காகவும் மற்ற ஆலைகளை நடத்த விடாமல் தடுப்பதற்காகவும் வேலை நிறுத்தப் போராட்டத்தை அறிவித்தனர்.

ஆனால் பல ஆலைகள் வழக்கம் போல் இயங்கின. விவசாயிகளுக்கு எதிரான நடவடிக்கைகளில் ஆலை நிர்வாகத்தினர் தொடர்ந்து ஈடுபடுகின்றனர். மேலும், கெமிக்கல் கலப்பது, மக்காசோள மாவு கலப்பது, ஈரமாவு கலப்பது என ஒவ்வொரு முறையும் பிரச்சனை வரும் பொழுதும், மாவட்ட நிர்வாகத்தின் மூலம் பேச்சு வார்த்தை நடத்தப்பட்டும், இதுவரை இறுதி முடிவு எட்டப்படவில்லை. தற்பொழுதும் கண்துடைப்பு கூட்டமாகவே முத்தரப்பு கூட்டம் நடத்து முடிந்துள்ளது. என விவசாயிகள் தெரிவித்தனர்.
