Rat in bread: Delhi government's Department of Food Safety wants report from AIIMS

Taking cognisance of Mail Today's report about a live rat being found inside a sealed packet of Brown-Hi Fibre bread in AIIMS, the Department of Food Safety of the Delhi government has decided to look into the matter.

"We will ask AIIMS authorities to submit a report about the entire incident. If everything that has been reported by the medical institute turns to be true, we will take stringent action against the food company," Dr Mrinalini Darswal, Commissioner, Department of Food Safety, told Mail Today.

Mail Today, in its special report, had on Monday reported a shocking incident in which a live rodent was found inside a sealed packet of Brown-Hi Fibre bread manufactured by M/s Bonn Nutrients.

The medical institute had issued a notice on September 24 in which it mentioned about the incident and barred the company from supplying any orders for a period of three years.

According to AIIMS medical superintendent Dr DK Sharma, the hospital authorities had received a complaint on July 29 which was forwarded by Professor Govind Makharia of the Department of Gastroenterology.

"Immediately after receipt of the written complaint, the said sealed packed of bread slice in which the live rat was found was taken into custody and the vendor was called for an urgent meeting that was held on July 29," the AIIMS medical superintendent said.

The medical institute issued a statement in this regard. "After long discussions and deliberations in this matter, the representative of the vendors intimated that long sealing/bottom sealing of the bread slice pack was not intact to almost 2-3 inches as is required and apprehension is that the rat must have entered through this opening somewhere during transit and this needs to be investigated," a statement issued by AIIMS said.

The medical institute cancelled the contract of the company on August 5 and the performance security of Rs 25,000 was forfeited.

"A show-cause notice was issued to it on September 9, reply to which was received on September 17 that was not found satisfactory. Thus, we have blacklisted and debarred the company from AIIMS for a period of three years for dealing in all tenders and contracts, etc," Dr Sharma said.

"A live rat was found on 29.07.2015 in the sealed packet of Brown-Hi Fibre Bread Slice manufactured by M/s Bonn Nutrients Pvt. Ltd and the company has failed to submit satisfactory reply to the showcause notice dated 09.09.2015," the notice said.

The Brown Hi-Fibre bread variety is served to patients admitted to various wards of AIIMS, including patients who have undergone surgery and those suffering from severe infections. Consumption of rodent-infected food could lead to fever, diarrhoea and even cause blood infection, etc, an AIIMS doctor said.

Prohibition order against leading food product group set aside

Kerala High Court today set aside the prohibition order against a leading food products company by the state Commissioner of Food Safety which had found added starch in samples of spices, observing that the adulteration did not pose any health risk.
The court noted that while the product was substandard as the manufacturer was trying to mislead the public, it did not warrant prohibition which is an ultimate act to avert harmful effect on health and the company should get one more opportunity to comply with the standards.
"...After which the Commissioner is free to take such means to put the public at alert about substandard product sold or to cancel the licence," it said.
The food safety officers had taken random samples of 'Nirapara' brand spices powder for analysis and found that the products contain added starch and 30 cases were registered.
The state Food Safety Commissioner had issued an order banning the manufacture, storage, sale and distribution of Nirapara brand of chilly, turmeric and coriander powder, manufactured by KKR Food Products, Kalady, under relevant provisions of the Food Safety and Standards Act of India, to protect the interest of consumers.
Challenging the order, the group movd the High Court.
Considering the case, Justice Muhammed Mustaque found that the Food Safety Commissioner acted with bona fide discharge of her functions.
The court also found that the petitioners' products are substandard.
However, the court held that the adulteration in the case would clearly indicate that it does not cause any health risk condition.
"It is not a food substance of unsafe nature. Prohibition is an ultimate act to avert harmful effect on health. Substandard in this context clearly indicate that the attempt of manufacturer is only to mislead the public or to make maximum gain of profit by adding starch or any extraneous substance," the court said.
It clarified that one more opportunity would be given to the petitioner to comply with the standard, after which the Commissioner is free to take such means to put the public at alert about substandard product sold or to cancel the licence.

HC revokes ban on Nirapara spices

The Kerala High Court on Tuesday set aside the order of the Food Safety Commissioner prohibiting the manufacture, storing, selling, and distribution of Nirapara brand of chilly, turmeric and coriander powders.
Justice A. Muhamed Mustaque passed the verdict while allowing a writ petition filed by KKR Food Products, Kalady, manufacturer of the Nirapara brand of spices.
The court observed that under Section 30(2)(a) of the Food Safety and Standard Act, the Commissioner of Food Safety had the power to prohibit manufacture, storage, distribution or sale of any article of food in the interest of public.
The pre-requisite of exercise of this power was the satisfaction that the food article was unsafe for human consumption. In the absence of any finding on the unsafe nature of food, this power could not be exercised.
The court added that there was no finding in the order that the banned foods were unsafe for human consumption.
The statutory provision under the FSS Act clearly delineated proportionate measures in the case of food which was found unsafe for human consumption and food of substandard quality which was fit for human consumption. In the absence of any finding that the banned products were unsafe for human consumption, prohibition now effected was unwarranted and was done in excess of the jurisdiction vested with the Commissioner of Food Safety. Besides, the petitioner was not heard in the matter. Therefore, the irresistible conclusion was that the order was unsustainable. The court also made it clear that the Comissioner was free to take samples of the petitioner’s products and if it was found that it did not meet the standard under the regulations, the Commissioner was free to take measures to put public on alert about the substandard products sold by the petitioner.

Food Dept’s laboratory to get a boost, manpower

The State Food Safety Department has started upgrading its existing laboratory and increasing manpower, said sources. It lacks necessary equipment to carry out testing of the food sample and drugs, senior official of the food department said.
According to official of the food department, unavailability of micro-biologists and improper infrastructure were spotted in the lab. Till now, the food lab does not have the facility of mirco-biological testing, which is considered to be the primary test to trace the quality of food sample, whether it is bacterial food or not.
A senior official of the Food Department told The Pioneer on Tuesday that, "In a joint effort both by Central and State Government, they have sanctioned Rs 15 crore and Delhi Government has allotted Rs 5.5 crore respectively for the enhancement of Government's drugs testing laboratory. It is for the first time, a comprehensive, improvement is being done."
Both Government labs are located at Lawrence Road in North West Delhi in the national Capital. The food lab is supposed to carry out various physical, chemical, micro-biological and pesticide residues tests of the food items. The food laboratory carries out tests as per standards laid down under Food Safety & Standard Act-2006, Rules & Regulations 2011.
"Currently, chemists in the department are able to carry out the tests related to chemical analysis. The testing equipments in the micro-biology as well as the Pesticide Residue are lying idle," said the official.
On the other hand, the drug lab carries inspection on fake medicines, to analysis the outcome of the drugs usage and nature of medicine and also to check the toxins in the medicine, if there is any.
Besides, the Delhi Government has initiated the process to fill up the vacant posts of the chemists, food analyst, micro-biologists, drugs analysts and other staff. "Over 3,000 drugs testing can be conducted, ones the drug lab is fully functional", the senior official added.

Samples of Maggi will be tested again

BENGALURU: The controversy over Nestle's Maggi noodles refuses to die down in Karnataka. A week after health minister UT Khader said the government is thinking of lifting the ban, the instant noodles will be sent for another test.
While the NABC-approved lab in Bengaluru indicated that both lead and monosodium glutamate (MSG) levels were within permissible limits, the results from Central Food Technological Research Institute, Kolkata, showed the lead content is higher by 0.01 per cent in the samples sent by Karnataka.
Khader on Tuesday said the government has now decided to send the samples for the third time to another state for another round of testing. "Karnataka had never banned Maggi. It was only on the directions of the Centre and the Food Safety and Standards Authority of India that we banned the product. Now since once of the readings (by CFTRI) have gone wrong, it needs to be looked into," he said.

திண்டுக்கல்,அக்.14-திண்டுக்கல் முருகபவனத்தை சேர்ந்தவர் கங்காதரன். வியாபாரி. இவர், திண்டுக்கல்-பழனி சாலையில் உள்ள ஒரு குடோனை வாடகைக்கு எடுத்து அதில் பொருட்களை சேமித்து வைத்திருந்தார். அந்த குடோனுக்குள், அரசால் தடை செய்யப்பட்ட புகையிலை பொருட்களை பதுக்கி வைத்திருப்பதாக உணவு பாதுகாப்புத்துறை மற்றும் மருந்து நிர்வாகத்துறையினருக்கு ரகசிய தகவல் கிடைத்தது.இதைத்தொடர்ந்து மாவட்ட நியமன அலுவலர் சாம் இளங்கோ தலைமையில், உணவு பாதுகாப்பு அலுவலர்கள் லாரன்ஸ், செல்வம் ஆகியோர் அந்த குடோனுக்கு சென்று சோதனை செய்தனர். 

அப்போது அங்கு புகையிலை பொருட்கள் பதுக்கி வைத்திருப்பது தெரியவந்தது. அந்த புகையிலை பொருட்களை, அதிகாரிகள் பறிமுதல் செய்தனர். இதன் மதிப்பு ரூ.8 லட்சம் என்று கருதப்படுகிறது.பறிமுதல் செய்யப்பட்ட புகையிலை பொருட்களின் மாதிரிகள் சேகரிக்கப்பட்டுள்ளன. அவைகளை, மதுரையில் உள்ள ஆய்வுக்கூடத்துக்கு அதிகாரிகள் அனுப்பியுள்ளனர். 2 வார காலத்துக்குள் ஆய்வு முடிவு தெரியவரும். அதன்பின்னர் புகையிலை பொருட்களை பதுக்கி வைத்திருந்த கங்காதரன் மீது நடவடிக்கை எடுக்கப்படும் என்று அதிகாரிகள் தெரிவித்தனர். 

இதற்கிடையே புகையிலை பொருட்கள் பதுக்கி வைத்திருந்த குடோனை ‘சீல்‘ வைத்து அதிகாரிகள் பூட்டினர். இதுபோன்று அரசால் தடை செய்யப்பட்ட புகையிலை பொருட்களை பதுக்கி வைத்திருப்போர் மீது கடும் நடவடிக்கை எடுக்கப்படும் என்று உணவு பாதுகாப்புத்துறை அதிகாரிகள் எச்சரிக்கை விடுத்துள்ளனர்.

Interactive session on food hygiene

Continuing its ‘Health Education Initiative’, JIPMER will hold an interactive session on Tuesday focusing on food hygiene, buying/ eating safe food health impact of unsafe food how to ensure food is safe and common food adulterants.
The series of public education initiatives organised under the auspices of JIPMER’s “Health Education for All” Forum had been launched on May 26 with the aim to improve public awareness on health and disease.
Tuesday’s session will be held from 3 p.m. to 5 p.m. and will be addressed by specialist doctors from the Department of Medicine, P&SM and Department of Food Safety, Government of Puducherry.
For easy understanding of the public, the session will be delivered in Tamil. The session will be held in the conference hall on the third floor of the Super Specialty Block.
There is no prior registration or registration fee.
