J&K Govt promotes 9 Food Inspectors to Asst. Commissioner of Food Safety

Jammu and Kashmir Government today ordered the promotion of nine food inspectors to in-charge Assistant Commissioners.

"Nine Food Inspectors (Food Safety Officers) have been promoted to in-charge Assistant Commissioners Food Safety in their own pay and grade," official spokesman here said.

He said the promoted food inspectors included Dev Dutt Sharma, Ghulam Qadir, Rafiq Ahmad Dar, Javed Ahmad Beigh, Khursheed Ahmad Wani, Hilal Ahmad Mir, Aijaz Iqbal Saboon, Ajit Singh and Tariq Mahmood.

HC seeks Centre, UP reply on food safety standards

LUCKNOW: The Lucknow bench of the Allahabad high court has sought reply from the Centre and state government on why the provisions of Food Safety Standards Act, 2006, and Food Safety and Standards Rules, 2011, are not being implemented in letter and spirit. The court gave the governments six weeks to file reply.

A division bench of the high court passed the above order on a PIL filed by Virendra Kumar Yadav. Petitioner's lawyer BrijeshKumar Singh said though the Act came into effect in the state on August 5, 2011, the machinery and the set up mentioned under it are yet to be implemented.

The Act lays down the appointment of food safety commissioners, deputy and assistant commissioner food safety, 75 full-time designated officers, 75 chief food safety officers and 662 food safety officers in the state to implement the provisions, but the posts are lying vacant. The post of chief safety commissioner has been lying vacant for the last six months, counsel said.

Hearing of FSSAI chairman's appointment PIL scheduled for March 5, '14

The upcoming hearing of the public interest litigation (PIL) challenging the recruitment and appointment of the chairperson of the Food Safety and Standards Authority of India (FSSAI) is scheduled to take place on March 5, 2014.

It was filed in the Delhi High Court by Lok Jagriti, a Ghaziabad-based non-governmental organisation (NGO) on May 29, 2013. The PIL stated that K Chandramouli, FSSAI's incumbent chief, did not fulfill the eligibility criteria for the post as desired under Section 5 of the Food Safety and Standards (FSS) Act, 2006.

During the first hearing on August 14, 2013, the court had asked for a reply from the respondents. This was filed on October 30, 2013. “The respondents denied all the charges made in the PIL and said that the appointment was done as per the rules and norms prescribed in the Act,” said Govindjee, the petitioner's counsel.

He said, “The respondents added that the FSS Act is in a nascent stage, and they are taking help from Codex regulations in formulating the regulations in India, which was countered by the petitioner by saying that there were some norms in Codex, which cannot be applied in India.”

The NGO also mentioned that while searching for the chairperson of the apex food authority, many people with scientific background were available but ignored, and only a person with administrative background was chosen.

It also stated that Chandramouli also acted as CEO of the authority, which is a case of conflict of interest as a person cannot hold two positions simultaneously in the authority under the rules prescribed in FSS Act, and it is only now the regular CEO was appointed.

The petitioner also informed that the next date of hearing was too far, and they would move an application for the early hearing of the case.

It is pertinent to mention here that under Section 5 (3) of FSS Act, the chairperson would be appointed by the central government from amongst the persons of eminence in the field of food science or from amongst the persons from the administration who have been associated with the subject, and are either holding or have held a position not below the rank of secretary to the government of India.

Single window for trade licences in Chennai

Large traders in the city will be able to get trade licences without obtaining no-objection certificates directly from other agencies

The Chennai Corporation will soon constitute zonal coordination committees to clear trade licence applications under the proposed single-window system.

Officials of Metrowater, fire and rescue services, police department, pollution control board, inspectorate of factories, food safety and drug administration and public health will be on the coordination committee headed by the Corporation zonal officers concerned.

The committee will meet every month to clear the applications. The civic body is planning to get clearance from other agencies within 15 days of submission of applications.

The existing Chennai Corporation council has been trying to introduce the single-window system to simplify the process of obtaining trade licences for the past few years. A meeting to finalise the contours of the new system will be organised on Saturday.

“The new system for trade licence will also take into account grievances of traders who are denied licences by the agencies,” a Corporation official said.

Thousands of large traders in the city will be able to get trade licences without obtaining no-objection certificates directly from other agencies.

“Under the proposed system, the Corporation will shoulder the responsibility of sending letters to the respective agencies to get their clearance,” the official said. Now, traders themselves have to obtain clearance from the agencies before submitting applications for a trade licence from the Corporation.

Small units such as tea stalls less than 200 sq. ft. are already covered in a simplified system of issuance of trade licence without prior verification. A chunk of the 40,000 traders who are not covered under the simplified process will be the beneficiaries of the single-window system.

More than a lakh traders in the city will soon be regulated under the new system.

Curbs on food traders

Rajahmundry: In a bid to boost the revenue and ensure supply of safe food, the Food Safety and Standards Authority (FSSA) is taking up a drive to issue either registration or licence to the food business operators (FBOs)in the state.

The Food Safety and Standards Authority, which works under the purview of union ministry of health and family welfare, has issued a direction asking the food business operators who carry out their business either in wholesale or in retail to register or to obtain licence with the food safety authorities locally.

Food business operators whose annual turnover is below Rs 2 lakh are supposed to register with the authorities while those whose annual turnover is above Rs 12 lakh are supposed to obtain licence from the authorities concerned before the end of this year.

Though the FSSA has taken up the drive as a pilot project initially in three districts including East Godavari, Kurnool and Ranga Reddy last year, it has made it mandatory for all districts to comply with its direction.

Accordingly, the FSSA authorities are carrying out awareness drive among the FBOs. A series of meetings are being organised targeting all categories of food traders, including those who carry out retail to ensure that they register and comply with the norms.

The move is aimed at improving sources of revenue to the state exchequer and also to ensure that all food business operators comply with safety norms while preparing the food items and supply to the consumers.

This is going to help the consumers get food items prepared by observing safety norms and help them not to fall victim to health hazards.

Some food traders use adulterated and banned items while preparing the food and once they are brought under the purview of the Food Safety and Standards Act, 2006, by dint of either getting registered or by obtaining licence, the food safety authorities can initiate stringent action against them.

Moreover, sources maintain that state government may tolerate defaulters up to February 4, 2014 and in case the FBOs fail to register or obtain licence by that time, cases will be booked against them and heavy penalty will be imposed and they are even liable for imprisonment as these cases will be pursued in the court of law.

Packaged drinking water units sealed for poor quality control

Department of Food Safety and Drug Administration begins crackdown

Following outrage expressed by the National Green Tribunal, Southern Bench, over hundreds ofpackaged drinking water manufacturing units functioning without obtaining consent from the Tamil Nadu Pollution Control Board TNPCB), the Department of Food Safety and Drug Administration on Friday started cracking down on offending units in the district.

Eleven units were ordered closed, with five units in Palani, one each in Oddanchatram, Natham, Reddiyarchatram, and three units in other parts of the district.

Department of Food Safety and Drug Administration Designated Officer D. Gunasekaran said that action was initiated after testing samples collected from these units. The water was of a very poor quality in 50 per cent of the units. "Many units had been selling purified water without ISI certification. Show cause notices had been served to the units well in advance and a 15- day grace period given to them to submit explanations. When no explanations were forthcoming, the units were sealed," he said.

Apart from these units, sources revealed that at least 20 water making units have been functioning at Balakrishnapuram, Thadikombu Road, Tiruchi Road, Karur Road, District Collectorate and Palani Road and Siluvathur Road in Dindigul town, without ISI certification. No action has been taken against them.

But Dr. Gunasekaran argued these companies did not sell water under any particular brand name. The water was packed in containers at night and supplied to other companies for marketing. "We cannot take action against them directly. We have brought the matter to the knowledge of the Collector (who has) to direct the revenue officials to initiate action against those units. Complaints were also given to the Collector in this connection," he added.

Huge quantities of chemicals 'used' in sago seized in TN

Beware that your sparkling white sago may have been chemically bleached.

Officials today seized huge quantities of various acids allegedly used for whitening by sago units in the district, a major manufacturing hub of sago products, supplied largely to northern states.

During a raid on a rice godown at Vadakku Udayarpalayam, the Food and Safety officials seized 3,000 litres of concentrated sulphuric acid, about 15,000 litres of bleach liquor and 1,500 litres of phosphoric acid which were stored without licence, District Food Safety Officer Dr T Anuradha told PTI here.

The owner of the godown told officials that these were sold to sago units, she said.

The buyers, mainly from North India, wants only pure white sago products such as vermicelli. Sago factories were previously using tapioca by scrapping the upper layer and washing it in water.

But now they allegedly cleaned it by using bleach liquor, concentrated sulphuric acid and phosphoric acid to achieve pure white colour, she said.

The officials sealed the godown and further action would be taken, she said.

There are more than 400 sago products manufacturing units in Salem and neighbouring districts of Namakkal and Erode.

ஆத்தூர் வடக்கு உடையார்பாளையத்தில் உள்ள ஒரு அரிசி ஆலையை சிவக்குமார் என்பவர் வாடகைக்கு எடுத்து ‘அருள்மணி எண்டர்பிரைசஸ்‘ என்ற பெயரில் நிறுவனம் நடத்தி வந்தார். அங்கு அரசு அனுமதியின்றி 3 ஆயிரம் லிட்டர் திராவகம் பதுக்கி வைத்து விற்பனை செய்யப்படுவதாக மாவட்ட உணவு பாதுகாப்பு அலுவலர் அனுராதா மற்றும் ஒன்றிய உணவு பாதுகாப்பு அலுவலர்களுக்கு ரகசிய தகவல் வந்தது.

அதன்பேரில் அந்த குடோனில் மாவட்ட உணவு பாதுகாப்பு அலுவலர் அனுராதா மற்றும் அதிகாரிகள் அதிரடி சோதனை மேற்கொண்டனர். இந்த சோதனையில் அங்கு பிளாஸ்டிக் கேன்களில் பதுக்கி வைக்கப்பட்டிருந்த தடை செய்யப்பட்ட 3 ஆயிரம் லிட்டர் திராவகம் மற்றும் ஒரு பெரிய டேங்கில் பிளீச்சிங் வாட்டர் இருப்பதை கண்டுபிடித்தனர். இதுபற்றி உரிமையாளர் சிவக்குமாரிடம் அதிகாரிகள் விசாரித்த போது, திராவகம் மற்றும் பிளீச்சிங் வாட்டரை சொட்டுநீர் பாசனத்திற்கும், டெக்ஸ்டைல் தொழிலுக்கும் விற்பனை செய்வதாக கூறினார்.

மேலும் பறிமுதல் செய்யப்பட்ட திராவகம், சேகோ ஆலைகளுக்கு விற்பனை செய்யப்பட்டு வந்தது விசாரணையில் தெரிய வந்தது. இதனையடுத்து இந்த திராவகங்கள் எங்கிருந்து, யார் மூலம் வாங்கப்பட்டது? என்பது குறித்து அதிகாரிகள் தொடர்ந்து விசாரணை நடத்தி வருகிறார்கள்.
