Better watch out, FDA tells city bars

The Food and Drug Administration (FDA) department wants to ensure bars are following safety standards and not selling spurious liquors

The Food and Drug Administration (FDA) department has decided to conduct strict checks at city bars on New Years Eve this year. They will look out for proper hygiene standards as per the Food and Safety Standards Authority of India (FSSAI) law.
This is the first time that the officers will enter the premises of city bars to collect liquor samples since the FSSAI Act, which placed liquors under FDA’s jurisdiction, came into place last year.
Meanwhile, the liquor lobby, which requires double licenses (both from the excise department as well as the FDA) after the Act, has been warring against the FDA ever since the Act came into place.
Suresh Deshmukh, joint commissioner food, warns, “This New Year’s Eve, when the city is all set to groove, we might make a surprise visit and check these venues to see if FSSAI standards are being followed. Not only this, we are also planning to collect liquor samples from country liquor bars and others to see that no spurious liquor is served. The test of these liquor samples will be done on priority basis.”
Deshmukh added that if anyone is found guilty, the officials would revoke their FDA license. “Maintaining hygiene levels and serving the right quality of drinks is important. If they are found guilty, appropriate action will be taken. People cannot take law into their own hands,” asserted Deshmukh.
FDA have set up a special squad for New Year’s Eve which will look out for any such violation. “We request people to get their licenses in place. If not, the owners will have to face the music,” he added.

State no-show at licence mela

Dec 22: A daylong workshop-cum-licensing mela organised at Ranchi today turned out to be a dud as no officials from the state government turned up at the Federation of Jharkhand Chamber of Commerce and Industries (FJCCI) auditorium, the venue for the event.

Though the event, which was supposed to give on-spot registration to the traders, had been advertised through newspapers, state food controller T.P. Barnwal claimed that they had not been intimated about the event and hence were technically not supposed to be a part of it.

"We should have been informed officially if the Food Safety and Standards Authority of India (FSSI) ' which held the mela ' wanted our presence there," Barnwal said.

S.N. Mitra, senior inspecting officer of Calcutta-based FSSI , which is the Centre's nodal agency for quality control and monitoring, held the mela today to brief the traders about the guidelines they needed to adhere to for licensing and registration of food business operations as made mandatory by the Food Safety and Standards Act, 2006.

As per the Act, all companies, vendors, hawkers or transporters involved in the food business had to get their license or registration by February 4, 2013.

However, a major bone of contention among the traders has been the non-or-slow process of registration.

"The state has to issue close to 3lakh licenses. It has barely issued 3,000 till date," said Pradeep Jain, secretary-general of FJCCI.

He added that the state government was not even equipped with proper labs to check the quality of food products.

உணவு பொருட்களின் மீது முழு விவரம் அடங்கிய உரிய லேபிள் இல்லாவிட்டால், வரும் பிப்ரவரி 4ம் தேதி முதல் அந்த உணவு பொருள் பறிமுதல் செய்யப்படும் என தமிழக அரசு அறிவித்துள்ளது.

இந்தியா முழுவதும் உணவு பாதுகாப்பு மற்றும் தர நிர்ணயச் சட்டம்&2006 கடந்த ஆண்டு ஆகஸ்ட் 5ம் தேதி அமலுக்கு வந்தது. இந்த சட்டத்தின்படி பாதுகாக்கப்பட்ட தரமான உணவு பொருட்களை மட்டுமே வணிகர்கள், வியாபாரிகள் விற்பனை செய்ய வேண்டும் என அரசு வலியுறுத்தி வருகிறது. இது தொடர்பாகவும், அச்சட்டத்தின் சாராம்சங்கள் குறித்தும் வணிகர்களுக்கு உணவு பாதுகாப்பு துறை மூலம் அரசு விழிப்புணர்வு நிகழ்ச்சிகளை நடத்தி வருகிறது.

தமிழகத்தில் தமிழ்நாடு உணவு பாதுகாப்புத்துறை அலுவலர்கள் ஒவ்வொரு மாவட்டத்திலும் உணவு பொருட்களின் தரம் குறித்து வணிகர்கள், ஹோட்டல் அதிபர்கள், வியாபாரிகளுக்கு விளக்கம் அளித்து வருகின்றனர். மேலும் அவ்வப்போது பல்வேறு பகுதிகளில் இருக்கும் உணவகங்களில் சோதனையிட்ட உணவு பொருட்களின் தரம் குறித்து ஆய்வு நடத்தி வருகின்றனர்.

இந்நிலையில் உணவு பொருட்களை தயாரித்து பொட்டலம் போடுபவர்கள், உணவு பொருள் பாதுகாப்பு மற்றும் தர நிர்ணயச் சட்டத்தின் விதிமுறைகளை கண்டிப்பாக கடைபிடிக்க வேண்டும் என உத்தரவு வழங்கப்பட்டுள்ளது.

இதன்படி முறுக்கு, சீடை, மிக்சர், சிப்ஸ், குடல் அப்பளம், கார வகைகள், வறுக்கி, பிஸ்கட், கேக்குகள், பன்கள், பிரட்டுகள், மிட்டாய் உள்ளிட்ட இனிப்பு வகைகள், ஜாம், ஊறுகாய் வகைகளை தயாரித்து பொட்டலம் போடும் போது, அதன்மீது அந்த உணவு பொருட்களின் முழு விவரம் அடங்கிய லேபிள் இருக்க வேண்டும்.

உணவின் பெயர், தயாரிக்கப்பட்ட தேதி, காலாவதியாகும் தேதி, லாட் நம்பர் அல்லது பேஸ் நம்பர், எடை அளவு, தயாரிப்பு முழு முகவரி மற்றும் தொலைபேசி எண், சைவ உணவாக இருந்தால் சிம்பல், விலை (எம்ஆர்பி) ஆகிய 8 விவரம் அந்த பொட்டலத்தின் மீது உரிய பேக்கேஜிங் மற்றும் லேபிலிங் இருக்க வேண்டும். பேனா மையினால் கையில் எழுதி லேபிள் தயாரித்து ஒட்டக்கூடாது.

மகளிர் சுய உதவிக்குழுக்கள் மூலம் தயாரித்து விற்பனை செய்யப்படும் உணவு பொருட்களிலும் இந்த லேபிள் இருக்க வேண்டும். இவ்வாறு உரிய லேபிள் இல்லாத உணவு பொருட்கள் விற்பனை செய்யப்பட்டால் வரும் பிப்ரவரி 4ம் தேதி முதல் பறிமுதல் செய்யப்படும் என அரசு அறிவித்துள்ளது.

இதுதொடர்பாக சேலம் மாவட்ட உணவு பாதுகாப்புத்துறை நியமன அலுவலர் அனுராதா கூறுகையில், உணவு பொருட்கள் அனைத்தும் பாதுகாப்பானதாக இருக்க வேண்டும் என்பதில் அரசு உறுதியாக உள்ளது. தரமற்ற உணவு பொருட்களை தடை செய்ய முடியாத நிலை இருக்கிறது. அதனால் இந்த உரிய லேபிள் ஒட்டப்படும் முறை வந்துவிட்டால், தரமற்ற உணவு பொருட்களை கண்டறிந்து அதன் மீதும், அதனை தயாரிக்கும் உரிமையாளர் மீதும் சட்டப்படி நடவடிக்கை எடுக்க முடியும்.

வரும் பிப்ரவரி 4ம் தேதிக்குள் அனைத்து உணவு பொருள் தயாரிப்பாளர்களும் லைசென்ஸ் பெற வேண்டும் என உத்தரவிடப்பட்டுள்ளது. அது நடந்து முடிந்துவிட்டால் எல்லாம் சரியாகிவிடும்.

இனி வரும் பிப்ரவரி 4ம் தேதிக்கு பின் அனைத்து கடைகளிலும் சோதனையிட்டு லேபிள் இல்லாத உணவு பொருட்களை பறிமுதல் செய்ய உள்ளோம். அதனை தயாரித்தவர்கள் மீது உரிய சட்ட நடவடிக்கை எடுக்கவுள்ளோம்,” என்றார்.

32 food inspectors from civic bodies to join FDA

PUNE: As many as 32 of the 59 food inspectors working with municipal corporations and municipal councils have consented to join the state food and drugs department.

The move will add to the current strength of the Food and Drugs Administration (FDA) and is expected to help consolidate efforts to conduct raids and seizures to check adulteration, prevent illegal sale of gutka and grant/renew registration/licences to food business operators on a continuous basis. Staff crunch has been one of the prominent issues plaguing the department for quite some time now.

"Of the 32 food inspectors who have consented to switch over to the FDA, five are from Pimpri-Chinchwad Municipal Corporation and four from the Pune Municipal Corporation. These officials will be absorbed into the FDA, Pune," said Shashikant Kekare, joint commissioner (food), FDA, Pune.

Replacing the Prevention of Food Adulteration Act 1954 and other seven rules/orders, the Food Safety and Standards Act, 2006, and Rules and Regulations 2011 came into force across the country from August 5, 2011. In view of the staff crunch vis-a-vis implementation of the new act, the state's urban development department recently extended in-principle sanction to shift food officials with civic bodies who are ready to join the FDA.

"The process to get the 32 officials merged with the respective FDA offices is currently on. Most have started carrying out the responsibilities assigned to them by their department heads from the FDA," said Shivaji Desai, assistant commissioner (food), FDA.

The 32 officials will be upgraded as grade B officials from their current grade C service rank. "But like all state officials, they will have to be ready for transfers," Kekare said.

The FDA Pune currently has 14 food safety officials (FSO) to oversee the food safety and standards related work in the district. The strength now will go up to 23. "Absorption of nine officials will strengthen our force and help us carry out routine work like taking food samples and carrying out inspections, granting or renewing licences of food business operators and keeping watch on sale of gutka," Desai said.

The implementation of food safety norms are set to get tougher in the district from this month onwards. A district level advisory committee has been formed under the district collector to assist the FDA officials in effective implementation of the norms.

The committee will meet once every month to evaluate glitches and churn out solution to ensure 100% implementation of the food safety norms as envisioned in the act.
