FSSAI initiates national milk qty survey focusing on adulterated milk

New Delhi, The Food Safety and Standards Authority of India (FSSAI) initiated a national milk quality survey. It will focus on unsafe or adulterated milk and will be carried out in 120 cities across the country. The apex regulator will collect samples of thirteen common adulterants.
There have been reports of delivery of low-quality milk to households across the country, and several litigations were filed with different courts. The Supreme Court is also looking into the matter, while a parliamentary committee has also expressed its concern on the subject of adulteration in milk. 
FSSAI will look into matters related to fat and solids-non-fat (SNF), vegetable oil, detergent, hydrogen peroxide, formalin, sugar, glucose, urea, starch, boric acid, ammonium sulphate, nitrates and cellulose maltodextrin. 
According to the apex regulator, the state-level steering committee, to be constituted by each state under the chairmanship of the state food safety commissioner, will comprise the state milk commissioner, representatives of organised dairy players in the cooperative and public sector, designated officers and food safety officers (FSO), amongst others.
“It will provide the states guidance throughout the survey with the involvement of FSSAI with an option to change the number of cities or include other cities or exclude the identified cities depending upon the availability of milk samples, the degree of risk and the chances of adulteration. Besides the steering committee will also identify hotspot areas and focus the survey in those,” FSSAI stated.

Food Safety and Standards Authority of India (FSSAI) has sought comments from stakeholders within a period of 60 days on the draft Food Safety and Standards (Approval for Non-Specified Food and Food Ingredients) Regulations, 2016.
Food regulator FSSAI today issued a draft regulation for non-specified food and food ingredients and proposed prior approval for manufacturing, sale and import of such products if they are not covered under any other rules under the Food Safety and Standards (FSS) Act, 2006.Food Safety and Standards Authority of India (FSSAI) has sought comments from stakeholders within a period of 60 days on the draft Food Safety and Standards (Approval for Non-Specified Food and Food Ingredients) Regulations, 2016."
Only such article of food or food ingredients which have not been permitted to be manufactured, stored, sold, distributed or imported under any other regulation under the Act (FSS) shall require prior approval for being manufactured, stored, sold, distributed or imported under the Food Safety and Standards (Approval for Non-Specified Food and Food Ingredients) Regulations, 2016," the draft said.
Such articles of foods and food ingredients shall include novel foods or foods containing novel ingredients not having a history of human consumption in India; food ingredients with a history of human consumption but not specified in any other regulation under the Act; new additives and processing aids; foods manufactured or processed using novel technology.
The manufacturer or importer are required to submit an application along with requisite documents and fee to the FSSAI for approval. 
"Based on the safety assessment of the food product, the Chief Executive Officer of the FSSAI, or an Officer authorized by him, may either grant approval or reject the application. 
"Where approval is granted, the FBO shall submit certificate of analysis of the product on parameters relating to chemical, nutritional, microbiological, heavy metals, pesticide residues and naturally occurring toxicants to FSSAI," the draft said.
