Directive on food safety licence
The Food Safety and Standards Authority of India (FSSAI)
has issued a notification that the last date for obtaining licence or
registration by Food Business Operators (FBOs) under the Food Safety and
Standards Act will be February 4.All FBOs which have not obtained FSSA
licence/ registration till now should apply immediately, the
notification saidOperating food businesses without a licence or
registration will attract a penalty up to Rs. 5 lakh and imprisonment up
to six months, the notification added.
Won’t talk on milk issue till samples are independently verified: Omar
SRINAGAR: Chief Minister Omar Abdullah Sunday distanced himself from
the controversy of adulterated milk and said he would not talk on the
issue till milk samples were independently verified.
“I won’t talk on this issue till milk samples are independently verified and see whether these samples are adulterated or tampered,” Abdullah told reporters on the sidelines of passing out parade of the CRPF candidates at Humhama Training Centre here.
Chief Minister said the inquiry was going on and facts would be shared with the public.
However, he said the government would not endanger the lives of people and would not allow entering of sub-standard food products into the market.
Chief Minister was reacting to the reports that Kashmir's top food brands Kanwal and Khyber are facing accusation of selling substandard and adulterated food items leveled by the Srinagar Municipal Corporation (SMC).
However, these companies have denied the charges and claimed that few officials of the SMC were maligning their companies.
“Till date, the company has not been informed by any authority with regard to collection and analysis of samples of milk contents,” said the Khyber’s public clarification.
It said the company had reasons to believe that “officials of the food safety department are in collusion with competitors of our products”.
The company said it was seeking complete information from the food safety department “to ascertain the genesis of false propaganda against the company and its products”.
Another major brand, Kanwal also refuted the SMC allegation of using banned colouring agents like Carmoisine and Tartrazine in its funnel product.

Initial estimates suggest that companies, both domestic and overseas, might have to spend nearly $500 million in 10 years to comply to the proposed rule requirements.
The proposed new norms by food regulator FDA comes in the backdrop of constant fears of intentional harm to US health system and consumers via its food supply chain.
Facilities would have to identify and implement strategies to address these vulnerabilities, establish monitoring procedures and corrective actions, verify that the system is working and maintain certain records, among others.
However, these rules are not intended to apply to farms and food for animals as of now.
The proposed rule, under the FDA Food Safety Modernisation Act, would require domestic and overseas suppliers to have a written food defence plan that addresses any potential vulnerabilities in a food operation.
"Acts of intentional adulteration may take several forms, including those where the intention is to cause large-scale public health harm; acts of disgruntled employees, consumers, or competitors; and economically motivated adulteration," the FDA (Food and Drug Administration) said.

With some exceptions, this proposed rule would apply to both domestic
and foreign facilities that manufacture, process, pack, or hold food and
are required to register as a food facility.
"The proposed rule is aimed at preventing intentional adulteration from
acts intended to cause massive public health harm, including acts of
terrorism... The cost of the proposed rule to both domestic and foreign
firms, annualised over 10 years at a 7 per cent discount rate, is
between $260 million and $470 million", the FDA added.
Justifying the additional burden, the American regulator said that the
expected benefit of preventing a catastrophic terrorist attack on the US
food supply is about $130 billion. ”...means that the benefits of this
rule outweigh the costs to Americans if the rule has a 1 in 730 or
better annual chance of preventing such an attack", it said.
In addition to the rule on intentional adulteration, the FDA has already
proposed preventive controls for human food and separately for animal
food; standards for produce safety.
The FDA has also proposed two rules related to imports: the Foreign
Supplier Verification Programme for importers as well as a programme for
the accreditation of third-party auditors to conduct food safety audits
of foreign facilities and the foods for humans and animals they
produce.
Gutka worth Rs 56,000 seized from Lohegaon
PUNE: The Pune police have recently seized banned Gutka and Paan Masala worth Rs 56,200 from Lohegaon. The police have arrested a 32-year-old person in this regard.
The suspect has been identified as Raju Umaram Prajapati, a resident of Dhanori. He has been charged under relevant sections of the Food Safety and Standards Act 2006. The Airport police team led by sub-inspector S S Chavan made the arrest.
Food Safety Officer Sachin Adhav (34) of the Food and Drug Administration (FDA) has lodged a complaint in this regard.
Chavan said that the police had received a tip-off that Prajapati had stored Gutka and Paan Masala at his shop in Kutwal colony in Lohegaon. "We raided the godown and seized 140 packets of Gutka and 211 packets of Paan Masala and 305 packets of tobacco," Chavan said.
It may be noted that recently Bund Garden police had recovered Gutka worth Rs 1.78 lakh from Prakash Lakshmichand Kawediya (48) and Ajay Shrirammurti Yadav (31), both residents of Tadiwala Road. While, Sub-inspector of Pimpri police station Ansar Shaikh had seized export quality Gutka worth Rs four lakh from a 46-year-old Ashok Arjandas Ramnani in Pimpri Camp. The police investigations have revealed that Ramnani was about to send the Gutka to Dubai.

Meat stalls in Erode to be modernised
Orientation programme planned for stall owners on December 26; there are about 600 retail stalls in district
Retail sellers of meat, chicken and fish in the city
limits have been invited for an orientation on the Government’s
subsidy-linked modernisation scheme at the Corporation on December 26.
The
retail sellers would be exposed to the guidelines for implementation of
Scheme of Modernisation of Meat Shops during the 12th five-year plan
(2013 to 2017), under the National Mission on Food Processing.
The Corporation authorities have evinced interest in the scheme.
Sanitary
and Food Inspectors have also been invited for the orientation
programme, R.M. Subramanian, Deputy Director of Agriculture (Agri
Business) said.
The scheme that opens up scope for
scaling up hygiene in the traditional meat shops through improvement of
infrastructure and equipment would also enable the applicants to comply
with food safety rules and regulations.
Competitions
Alongside
addressing public health concerns, the scheme would also foster
competitions through development of new retail chains, Mr. Subramanian
said.
A tentative estimate indicates presence of over 600 retail meat outlets across the district.
Owners
of meat shops in local bodies in rural parts would be covered
subsequently for orientation. Meat shop owners in Sathyamangalam and
Thalavadi areas have already started making enquiries, he said.
Bbanks have also evinced interest to extend financial assistance under the scheme, he added.
Subsidy would be made available on investments starting from Rs. 2 to 3 lakhs.
For
eligibility, applicants would be required to possess the licence of
local body for the shop, proof of ownership of shop premises, proof of
electric connection and water supply from local body, and list of plant
and machinery and civil work proposed for modernisation of meat shop
certified by Chartered Engineer.
