ராம நா த பு ரம் பகு தி யில் பெய ர ள வில் செயல் ப டும் உணவு பாது காப்பு துறை யால், உண வ கங் க ளில் தர மில் லாத உண வு களை மக் கள் வாங்கி பயன் ப டுத் தும் நிலை ஏற் பட் டுள் ள தாக புகார் எழுந் துள் ளது.

உணவு என் பது மனி தர் க ளின் இன் றி ய மை யாத ஒன் றா கும். எனவே மக் க ளின் நல னில் அக் கறை கொண்டு இது போன்று செயல் ப டும் உண வ கங் களை உரிய ஆய்வு செய்து நட வ டிக்கை எடுக்க கலெக் டர் உத் த ர விட வேண் டும் என் பதே அனை வ ரின் எதிர் பார்ப் பாக உள் ளது.

அப் படி இருக் கும் போது வந் த வர் கள் தங் க ளின் உணவு தேவை இங்கு உள்ள உண வ கங் க ளில் தான் சாப் பி டு கின் ற னர். ஆனால் உண வ கங் க ளில் தரம் இல் லாத உண வு களை வழங் கு கின் ற னர். இதற்கு சம் பந் தப் பட்ட அதி கா ரி கள் உண வ கங் களை முறை யாக ஆய்வு செய் யா ததே கார ண மா கும். இத னால் மக் கள் பணம் கொடுத்து அவர் க ளுக்கு தெரி யா மலே நோய் களை வாங்கி செல் லும் அபா யம் ஏற் பட் டுள் ள து” என் றார்.

உணவு என் பது மனி தர் க ளின் இன் றி ய மை யாத ஒன் றா கும். எனவே மக் க ளின் நல னில் அக் கறை கொண்டு இது போன்று செயல் ப டும் உண வ கங் களை உரிய ஆய்வு செய்து நட வ டிக்கை எடுக்க கலெக் டர் உத் த ர விட வேண் டும் என் பதே அனை வ ரின் எதிர் பார்ப்பு.

Supreme Court Nod To Destroying 550 Tonnes Of Maggi

NEW DELHI: The Supreme Court today gave its nod to Nestle India and FSSAI to destroy 550 tonnes of recalled stocks of Maggi noodles which have passed shelf life and are in the possession of the company and the food regulator.

A bench of justices Dipak Misra and U U Lalit said the stock which is stored at 39 locations of the company across India and the stock which is with Food Safety and Standards Authority of India (FSSAI) at Lucknow shall be destroyed as per the agreed procedures between both the parties.

Senior advocate Arvind Dattar, appearing for Nestle India, said the stock will be destroyed at the incinerators of the notified cement plants by FSSAI and representatives of food regulator can also be present.

Advocate Mehmood Pracha, appearing for FSSAI, said they are not opposed to destruction of stocks but there were some issues regarding disposal of the stock which are subject matter of SLP filed against the Bombay High Court order.

The bench granted liberty to the parties to approach court in case of any grievances and disposed of the pleas.

On September 21, Nestle India had moved court seeking its nod to destroy about 550 tonnes of recalled stock of Maggi noodles which have passed shelf life, saying their storage may lead to health hazard.

The company had said that pursuant to withdrawal announcement and ban order on June 5, 2015, Nestle India Ltd had recalled stocks of Maggi noodles and till September 1, 2015 destroyed around 38,000 tonnes of the noodles.

The firm said it had 490 tonnes of stock pending destruction and 60 tonnes were received from the market.

Hence, 550 tonnes of stock stored in 39 location across the country needed to be destroyed.

"This entire stock of approximately 550 tonnes is well past its 'best before date' and its storage is giving rise to conditions that may lead to health hazard at the said locations," the plea said.

It said over 38,000 tonnes of Maggi noodles have been destroyed till September 1, 2015 at incinerators of the notified cement plants, keeping in view environmental requirements.

IMPORTED EATABLES UNDER CUSTOMS SCANNER

Concerned over the sale and distribution of eatables manufactured in foreign countries into the National Capital Region, including Delhi market, without compliance of the Food Safety Standards Act, the Customs Department has made it mandatory that it would not clear any such item without receipt of the release order from the Food Safety and Standards Authority of India (FSSAI). 

The Customs Department has asked the FSSAI to ensure timely clearance of the goods where the test report of FSSAI is positive.

In a recent meeting with the customs authorities, it was also pointed out that sweets, chocolates, cereals and other consumables should not be allowed in the markets without being checked on quality.

According to sources, there were reports that some imported food items are being released in the market without proper checks and procedures laid in the FSSAI. In other words, the festive season has been started in the country and consumption of imported sweets and chocolates have been increased and these are being released without proper checks of safety standards.

A decision was taken that the FSSAI should put in place a mechanism for timely disposal of such cases in Delhi and its neighbouring areas. During the meeting, the Customs Department has directed FSSAI to provide details (name, designation and contact numbers) of the authorised officers who have been assigned the job of collecting samples or examination at these locations so that these could be displayed for the information of the trade and published on the website.

At present, the officers of the FSSAI are empowered to draw samples from the customs ports at Tuglakabad, Patparganj, IGI Airport, Faridabad/ Ballabhgarg, Loni and Dadri. The officers were directed to ensure there was no delay in taking samples for examination from these centers. Some officers reportedly raised concerns over delays in collecting samples due to customs ports located in distant locations of Haryana.

A source said Customs Superintendents, Appraisers, Inspectors and Examiners have now been authorised to collect samples from Panchi in Sonepat, Piyala in Ballabhgarh, and Garhi Harsaru in Panipat to expedite clearance process of the foreign food items.

The main focus of the department would be to adopt a single window clearance system to clear samples at the earliest so that the products can reach the markets in the shortest possible time span.

A senior officer said the meeting also took stock of labeling requirements which were mandatory before the goods were cleared by the concerned customs officers.

The officers were told that a circular issued by the Central Board of Excise and Customs had made it clear that the facility of labeling imported goods in bonded warehouses had already been extended to importers subject to certain procedural conditions.

The labelling requirements and the manner in which these are to be depicted on the label of the food products are mentioned in the Food Safety and Standards (Packaging and Labelling) Regulation, 2011. The officers were also instructed to fully comply with the FSS Act, Rules and Regulations in regard to the labeling requirements of foreign food items.

Fish poisoning: Food samples sent for tests; victims recuperate

Monday,Oct 3: Dozens of people who were hospitalised after consuming fish curry and fry in Ullal, Deralakatte and surrounding areas of Mangaluru taluk a couple of days ago, were discharged after recuperating. 

Medical sources said that a few of the food poisoning victims who were in a critical condition on Saturday are now out of danger moved out of intensive care unit. 

Nearly 200 workers of Baraka Fish Oil Mill in Ullal and dozens of residents in surrounding areas were taken ill on Friday night after consuming two specific variety fish of perch family known among local people as Cavage and Chamberi. 

While some reported of vomiting, others reported of giddiness and body pain after eating the dishes. Around 50 of them had got admitted to four different hospitals in next 24 hours. 

Samples sent for tests

Meanwhile, samples of fish dishes that led to food poisoning have been sent to Bengaluru for testing, said District Health Officer Ramakrishna Rao, who met the victims admitted in the four hospitals. 

“While some say that they purchased fish from persons who came to their area in vehicles selling parts of fish discarded from a fish meal unit in Ullal, a few said the dishes were prepared using fish they had purchased from the fishing harbour,” he said. 

A team of officials of the Medical Department on Sunday collected samples of the food that led to food poisoning and sent it to Bengaluru for testing. Apart from our department, Deputy Director of Fisheries and Food Safety Officer are inquiring into the cause of food poisoning,” he informed. 

On the other hand Ullal police said that they have collected all the necessary details like where the fish were procured from and sold. “We have submitted the details to the concerned authorities," said police sub inspector Shivaprakash. 

N Saleem, managing director of Baraka Overseas Trader, maintained that they are export-oriented firm and don't sell anything locally. "We transport fish waste that includes heads, thorns and other parts to fishmeal factories after processing of fish for export. The person who transports this waste might have sold this to local people and they have fallen sick," he said,

Banned tobacco products seized

Continuing with their crackdown on banned tobacco products, the police arrested as many as 28 persons across Puducherry over the last few days and seized banned tobacco products worth Rs.5.5 lakh from them.

A police officer said that though the government had banned the manufacture, storage, distribution or sale of gutka and pan masala and any other chewable tobacco products in the Union Territory since 2013 under the Food Safety and Standards Act, many shops were still selling them.

Following information, the Station House Officers and Circle Inspectors conducted surprise raids at various places especially near the educational institutions. As many as 27 cases were registered across the city since September 28. The accused were produced before a local court and remanded to custody.

The police had intensified raids and arrested three wholesale dealers of banned tobacco products during July. As many as 55 cases were registered and banned tobacco products worth Rs.10 lakh were seized.

Cases were booked against them under Section 6 of the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003 (COTPA) and Section 188 of the Indian Penal Code for violation of the notification issued by the Government.

Senior Superintendent of Police (Law and Order) Rajiv Ranjan has requested traders not to indulge in the sale of cigarettes or any tobacco products to minor children and in an area within a radius of 100 yards of educational institutions. The traders should discontinue the practice of selling banned tobacco items as per the notification issued by the government, he said.
