Monitoring of Carbonated Soft Drinks

The Food Safety and Standards Authority of India (FSSAI) has monitored and conducted checks on carbonated soft drinks to detect their deleterious effects on consumers. The FSSAI is the nodal agency for regulating manufacture, storage, distribution, sale and import of articles of food, has reported that as per information received from some of the State/UT Governments, total number of samples collected for the last three years and current year were 1552, out of which, 94 samples were found to be nonconforming with the prescribed standards. 

Legal action has been initiated by States/ UTs Governments against the manufacturing companies viz., M/s Coca cola, M/s Pepsico, M/s Priya Gold and M/s Mahaveer Food Beverages under the Food Safety and Standards Act, 2006. 

This was stated by Shri Ghulam Nabi Azad, Union Minister for Health and Family Welfare in a written reply to the Rajya Sabha today. 

4 children of family hospitalised after consuming soft drinks, one dies

Of the four children of a family at Seplanatham near Neyveli, who all developed nausea after consuming a soft drink from a leading brand, died soon after admission into Cuddalore Headquarters Government Hospital on Sunday. Three other children have been later referred to the Jipmer Hospital at Puducherry, with the oldest put on a ventilator in the intensive care unit there.

Meanwhile, the police have arrested the shopkeeper, Nagarathinam, who sold the soft drink, and, on the order of District Collector R. Kirlosh Kumar, the shop and the godown of the soft drink distributor Babu at Vadalur have been sealed.

All the soft drink bottles belonging to the same batch have been withdrawn from 40 shops, located mostly in the rural and remote areas. It is learnt that Anjapuri, a labourer bought a bottle of soft drink at a Seplanatham shop and given to his children — A. Lalitha (9), A. Abirami (8), A. Kausalya (7) and A. Paramasivam (5).

Soon after taking the drink, the children complained of headaches and discomfort; they were rushed to the government hospital where Abirami died soon after admission.

The other three children have been subsequently referred to the Jipmer Hospital. Lalitha’s condition is said to be critical, while Kausalya and Paramasivam are recuperating at the general ward of the hospital.Deputy Director of Health Service J.R. Jawaharlal told The Hindu that he visited the Jipmer Hospital to ascertain the health condition of the children.

“Lalitha admitted in the ICU there has eye ball movement and also bodily jerks. However, she has been put on a ventilator and is under constant observation.”

He further said that what had occurred at Seplanatham was an isolated incident, as no other place in the district had reported any such incidents.

The samples of the soft drink from the shop as well as from the godown of the distributor at Vadalur had been collected and sent for test at the Guindy laboratory. Having come to know that the soft drink unit is located at Maduranthagam in Kancheepuram district, Collector R. Kirlosh Kumar has informed his counterpart of the episode.

Samples from the Maduranthagam unit too have been collected for testing. Only after getting the test reports the actual contents of the soft drink would be known.

Meanwhile, on the direction of the Collector the officials of the food safety wing have spanned out across the district inspecting the shops selling the soft drinks.

Good hygiene's in good taste

The plan to develop eight safe street food zones in Delhi is a boon for food lovers and street food vendors alike. Delhi, like many other cities in the country, can boast of a rich street food culture. Representing an eclectic range of delectable dishes, street food exemplifies the rich traditions of Indian cuisine that is affordable and readily available. In fact, Indian street food is one of the many attractions for foreign tourists visiting India. But street food outlets and push carts have been often found wanting in hygiene standards. This is precisely why creating safe street food zones to ensure minimum standards is a good idea.

In this initiative, the National Association of Street Vendors of India (Nasvi) will train vendors in the safe zones to follow basic hygiene practices such as wearing aprons and gloves, and handling food properly. Once the vendors pass the training, their outlets will be eligible to receive a safety stamp from Nasvi. It's in the interest of street vendors themselves to obtain a safety certificate, as this would automatically result in positive advertisement for their outlets and draw in more customers.

Designated street food zones would also help regulate food-borne diseases through focussed inspections. Further, these would enable municipal bodies to provide better services to vendors such as clean drinking water, sanitation etc. There are lessons here to be learnt from Taiwan's famous night markets. The latter helped put Taiwanese cuisine on the world map, with thousands of tourists visiting the small East Asian nation just to sample its food culture. Apart from delicious dishes, Taiwan's night markets also curb food adulteration and other unscrupulous practices through collective responsibility. There's no reason why this model cannot be replicated here, with eight safe street food zones soon rising to 80, 800, 8,000 and so on.

Stop harassing vendors

Delhi's attempt to carve out 'safe zones' for street food needs to be seen in the context of an ongoing attempt to enforce standards of hygiene and sourcing on food served across all commercial establishments in India. This attempt is misguided. The bone of contention is not that there should be no standards, but a one-size-fits-all approach to regulation is impractical. It is reminiscent of other well-intentioned but ill-conceived regulations such as those concerning labour, which ended up being counterproductive.

Estimates suggest there may be 10 million street food vendors in urban India who cater to millions more. From a functional standpoint, the most important aspect of street food is cost. It meets the needs of consumers on a tight budget as capital costs for street food vendors are low. Any attempt to regulate street food needs to consider trade-offs. Enhanced standards of hygiene in the form of gloves and bottled water would translate into an increase in price of food. This development, in turn, would reduce access to inexpensive food for some consumers. The trade-off here is between enhanced hygiene and access to food. When seen in this context, 'safe zones' and regulatory directives on hygiene to street food vendors rest on a weak foundation.

It is inaccurate to portray street food vendors as impervious to change. Across urban India, some street food vendors have enhanced hygiene standards in response to pressure from customers. In parts of Delhi, it is common to come across street food vendors using gloves even without a regulatory directive. Increasing public awareness and higher incomes will usher in better standards. A premature move here will only make street food vendors vulnerable to harassment at the hands of petty bureaucracy and the food unaffordable for some consumers.

Expired bottles of soft drink confiscated by food safety officials in TN

Stocks which had crossed expiry date and continued to remain on the shelves of outlets, have been seized 

Following the death of an eight-year-old girl here after she allegedly consumed a soft drink, officials today raided shops in the district and seized 200 bottles of the beverage besides 800 bottles, which had exceed the expiry date.

"We raided shops and eating joints in several places including Therku Seplanatham, the village of the deceased girl, Mantharakuppam, Neyveli and Vadalur and have seized 200 bottles that formed part of the same batch consumed by the victim," M P Raja, Food Safety Officer, Cuddalore District, told PTI.

Soft drinks stocks which had crossed expiry date and continued to remain on the shelves of outlets, have been seized.

"More than 800 bottles of expired beverages have also been seized and we have sealed three shops in Mantharakuppam for violating Food Safety laws," he added.

Stating that the "drive" to seize all bottles of the "suspicious batch" would continue in the next few days, the official requested the general public to avoid consuming the batch number AH 46 LR [23.01.2014] 3:33 of a popular soft drink major.

"We don't know the total number of bottles in this batch. We are taking appropriate steps," Raja said.

கடலூர் மாவட்டம் நெய்வேலில் கடந்த 2 நாட்களுக்கு முன்பு குளிர்பானம் குடித்த சிறுமி திடீரென இறந்தார். இந்த சம்பவம் எதிரொலியாக விழுப்புரம் மாவட்டத்தில் உணவு பாதுகாப்பு அதிகாரி ஆறுமுகம் தலைமையிலான குழுவினர் மாவட்டம் முழுவதும் உள்ள குளிர்பான கடையில் அதிரடி ஆய்வு மேற்கொண்டனர். விழுப்புரம் புதிய பேருந்து நிலையம், சூப்பர் மார்க்கெட்டு ஆகிய பகுதிகளில் ஆய்வு மேற்கொண்டனர். இதில் கடை உரிமையாளர்களிடம் காலாவதியான குளிர் பானங்களை விற்றால் கடும் நடவடிக்கை எடுக்கப்படும் என்றும், மீறினால் அபராதம் வசூலிக்கப்படும் என்று எச்சரித்தனர். அப்போது அதிகாரிகள் கூறும்போது, விழுப்புரம் மாவட்டத்தில் உள்ள குளிர்பான கடைகளில் சோதனை மேற்கொண்டு வருகிறோம். இதுவரை 500க்கும் மேற்பட்ட காலாவதியான குளிர்பானங்கள் பறிமுதல் செய்யப்பட்டுள்ளது. காலாவதியான குளிர்பானங்களை விற்றால் அவர்கள் மீது சட்ட ரீதியான நடவடிக்கை எடுக்கப்படும் என்றனர்.

கடலூர் மாவட்டம் தெற்கு சேப்ளாநத்தம் பகுதியை சேர்ந்தவர் அஞ்சாபுலி (49). நெய்வேலி என்எல்சி முதலாவது சுரங்க விரிவாக்கத்தில் ஒப்பந்த தொழிலாளியாக பணியாற்றி வருகிறார். அவரது மனைவி கலையரசி (42). இவர்களுக்கு லலிதா (10), அபிராமி (9), கவுசல்யா (6) என்ற 3 மகள்களும், பரமசிவம் (3) என்ற மகனும் உள்ளனர். அஞ்சாபுலி தினமும் குழந்தைகளுக்கு தின்பண்டம் வாங்கிச் செல்வது வழக்கம். அதேபோல் நேற்று முன்தினம் இரவு வேலை முடிந்ததும் அங்குள்ள பெட்டிக் கடையில் பிரபல நிறுவனத்தின் அரைலிட்டர் குளிர்பான பாட்டில் வாங்கிச் சென்றுள்ளார். அதை குழந்தைகள் குடித்துள்ளனர்.

குளிர்பானத்தை குடித்த சிறிது நேரத்தில் 4 குழந்தைகளும் ஒருவர் பின் ஒருவராக மயங்கி விழுந்தனர். இதனால் அதிர்ச்சி அடை ந்த அஞ்சாபுலி மற்றும் உறவினர்கள் குழந்தைகளை குறிஞ்சிப்பாடி அரசு மருத்துவமனையில் சேர்த்தனர். அங்கிருந்து மேல்சிகிச்சைக்காக கடலூர் மாவட்ட அரசு தலைமை மருத்துவமனைக்கு 4 பேரும் அனுப்பி வைக்கப்பட்டனர். ஆனால், சிகிச்சை பலனி ன்றி சிறுமி அபிராமி பரிதாபமாக இறந்தார். மற்ற 3 குழந்தைகளுக்கும் தீவிர சிகிச்சை அளிக்கப்படுகிறது. தகவல் அறி ந்ததும் மாவட்ட சுகாதாரத்துறை இயக்குனர் ஜவகர் விரைந்து சென்று அபிராமியின் உடலை பார்வையிட்டு விசாரணை நடத்தினார். மற்ற குழந்தை களுக்கு போதிய சிகிச்சை அளிக்குமாறு டாக்டர்களை கேட்டுக்கொண்டார். சேப்ளாநத்தத்தில் உள்ள அஞ்சா புலியின் வீட்டுக்கு நெய்வேலி டிஎஸ்பி கலைச்செல்வன், சப்&இன்ஸ்பெக்டர் செந்தில்வேல் ஆகியோர் விசாரணை நடத்தினர். உயிர்பலிக்கு காரணமான குளிர்பான பாட்டிலை கைப்பற்றி பரிசோதனைக்காக அனுப்பி வைத்தனர். இதுபற்றி சேப்ளாநத்தம் கிராம நிர்வாக அலுவலர் மதியழகன் அளித்த புகாரின் பேரில் மந்தாரக்குப்பம் போலீசார் வழக்குப்பதிந்து விசாரணை நடத்தி வருகின்றனர். சம்பந்தப்பட்ட பெட்டிக்கடையில் விற்கப்பட்டது காலாவதியான குளிர்பானமா? அல்லது போலி குளிர்பானமா? என்ற சந்தேகம் எழுந்துள்ளது. தாசில்தாருக்கும் தகவல் அளிக்கப்பட்டு கடைக்கு சீல் வைக்கப்பட்டது.

கடலூர் மாவட்ட உணவு பாதுகாப்பு அலுவலர் தலைமையில் குழுக்கள் அமைக்கப்பட்டு பிற பகுதிகளில் உள்ள கடைகளில் காலாவதியான குளிர்பானங்களை பறிமுதல் செய்ய நடவடிக்கை எடுக்க உத்தரவிடப்பட்டுள்ளது. 

இவ்வாறு அறிக்கையில் கூறப்பட்டுள்ளது.

அதிகாரிகள் அலட்சியம் 

உணவு பாதுகாப்பு சட்டத்தின் கீழ் அதிகாரிகள் சில மாதங்களுக்கு முன் ரெய்டு நடத்தி காலாவதியான பிஸ்கட், நொறுக்குத் தீனி போன்றவற்றை கைப்பற்றி அழித்தனர். அதற்கு வியாபாரிகள் கடும் எதிர்ப்பு தெரிவித்ததால் அதன் பிறகு சோதனை நடவடிக்கை தொடரவில்லை. இதனால், சாலையோர பெட்டிக் கடைகளில் குளிர்பான பாட்டில்களை கயிற்றில் கட்டி தொங்க விட்டு விற்கின்றனர். வெயில் படுவதால் குளிர்பான பாட்டில்கள் சூடாகி ரசாயன மாற்றம் நிகழ்கிறது. மேலும் காலாவதி தேதி முடிந்த பின்னரும் குளிர்பானங்களை விற்பதாக புகார் எழுந்துள்ளது. எனவே, குழந்தைகளின் உயிரோடு விளையாடும் உணவு பொருட்கள் விவகாரத்தில் அதிகாரிகள் அலட்சியம் காட்டாமல் தொடர்ந்து கடும் நடவடிக்கை எடுக்க வேண்டும் என பொதுமக்கள் எதிர்பார்க்கின்றனர்.

கடலூர், பிப்.11- நெய்வேலி அருகே குளிர்பானம் குடித்து சிறுமி பலியான சம்பவம் தொடர்பாக கடை உரிமையாளர், விநியோகஸ்தர் ஆகிய இருவரும் கைது செய்யப்பட்டுள்ளதாகவும், சம்பந்தப்பட்ட கடையை பூட்டி சீல் வைத்துள்ளதாகவும் கலெக்டர் கிர்லோஷ்குமார் தெரிவித்துள்ளார். தொழிலாளிநெய்வேலி அருகே உள்ள சேப்ளாநத்தம் மேற்கு தெருவை சேர்ந்தவர் அஞ்சாபுலி. தொழிலாளி. இவர் நேற்று இரவு அங்குள்ள கடையில் 2 குளிர்பான பாட்டில்களை வாங்கி வந்தார். அதில் ஒன்றை எடுத்து தானும், அவரது மனைவி கலையரசி, மகள்கள் லலிதா (வயது 10), அபிராமி (8), கவுசல்யா (6), மகன் பரமசிவம் (2) ஆகியோருக்கும் தம்ளரில் ஊற்றி கொடுத்தார். குளிர்பானத்தை குடித்த சில நிமிடங்களில் 4 குழந்தைகளும் வாந்தி எடுத்து மயங்கி விழுந்தனர். இதனால் பதறிப்போன அஞ்சாபுலி அக்கம்பக்கத்தினர் உதவியுடன் குழந்தைகளை அருகில் உள்ள தனியார் மருத்துவமனைக்கு கொண்டு சென்றார். சிறுமி பலிபின்னர் அங்கிருந்து மேல் சிகிச்சைக்காக கடலூர் அரசு தலைமை மருத்துவமனைக்கு கொண்டு வந்தார். அங்கு சிகிச்சை பலன் இன்றி அபிராமி பரிதாபமாக உயிரிழந்தாள். மற்ற 3 குழந்தைகளுக்கும் டாக்டர்கள் தீவிர சிகிச்சை அளித்தனர். இதில் லலிதாவின் நிலைமை கவலைக்கிடமாக இருந்தது.இந்த நிலையில் பாதிக்கப்பட்ட 3 குழந்தைகளையும் மேல் சிகிச்சைக்காக புதுச்சேரி ஜிப்மர் மருத்துவமனைக்கு மாவட்ட நிர்வாகம் நேற்று அனுப்பி வைத்தது. மேலும் மாவட்ட உணவு பாதுகாப்பு அதிகாரி டாக்டர் எம்.பி.ராஜா தலைமையில் அந்தந்த பகுதி உணவு பாதுகாப்பு அதிகாரிகள் மாவட்டம் முழுவதும் கடைகளில் அதிரடி சோதனை நடத்தினர். இது தொடர்பாக மாவட்ட கலெக்டர் கிர்லோஷ்குமார் வெளியிட்டுள்ள செய்திக்குறிப்பில் கூறியிருப்பதாவது:-மேல்சிகிச்சைநெய்வேலி அருகே குளிர்பானம் குடித்து மயங்கிய நிலையில் கடலூர் அரசு தலைமை மருத்துவமனையில் சிகிச்சை பெற்று வந்த 3 குழந்தைகளையும் மேல்சிகிச்சைக்காக புதுச்சேரி ஜிப்மர் மருத்துவமனைக்கு மாவட்ட நிர்வாகம் சார்பில் அனுப்பி வைக்கப்பட்டுள்ளனர். உடன் கடலூரில் இருந்து டாக்டர் குழு ஒன்றையும் அனுப்பி வைத்து 3 குழந்தைகளுக்கும் சிகிச்சை அளிக்கப்பட்டு வருகிறது. 3 குழந்தைகளும் அபாய கட்டத்தை தாண்டிவிட்டார்கள்.மேலும் குழந்தைகள் குடித்த குளிர்பானம், சாப்பிட்ட உணவு ஆகியவற்றின் மாதிரிகளை சேகரித்து சென்னை கிண்டியில் உள்ள பரிசோதனை கூடத்துக்கு அனுப்பி வைத்து இருக்கிறோம்.2 பேர் கைதுசேப்ளாநத்தத்தில் குழந்தைகள் குடித்த குளிர்பானத்தை விற்பனை செய்த கடையின் உரிமையாளர் நாகரத்தினம், விநியோகஸ்தர் பாபு ஆகிய 2 பேரும் கைது செய்யப்பட்டுள்ளனர். குளிர்பானத்தை உற்பத்தி செய்யும் நிறுவனம் காஞ்சிபுரம் மாவட்டம் மதுராந்தகத்தில் இருப்பது தெரியவந்துள்ளது. அந்த மாவட்ட கலெக்டரிடம் பேசி குளிர்பான உற்பத்தி நிறுவனத்தை மூடுவதற்கான நடவடிக்கைகள் மேற்கொள்ளப்பட்டு வருகிறது. அங்கு தயாரிக்கப்படும் குளிர்பானத்தின் மாதிரியையும் சேகரித்து பரிசோதனைக்காக அனுப்பி வைத்துள்ளோம்.40 இடங்களில் சோதனைகுழந்தைகள் குடித்த குளிர்பான பாட்டிலுடன் வெளிவந்த குளிர்பான பாட்டில்கள் மாவட்டம் முழுவதிலும் 40 இடங்களில் விற்பனை செய்யப்பட்டது தெரியவந்தது. இதையடுத்து வருவாய்த்துறை மற்றும் மாவட்ட உணவு பாதுகாப்பு துறை அதிகாரிகள் குறிப்பிட்ட இடங்களில் உள்ள கடைகளை சோதனை செய்து அங்கு விற்பனைக்காக வைத்திருந்த குளிர்பான பாட்டில்களை பறிமுதல் செய்து அவற்றை பொதுமக்களுக்கு விற்பனை செய்யாமல் தடுக்கப்பட்டுள்ளது. மேலும் தரமற்ற, கெட்டுப்போன குளிர்பானங்கள் விற்பனை செய்யப்படுகிறதா என்பதை மாவட்ட உணவு பாதுகாப்பு அதிகாரிகள் திடீர் ஆய்வு மேற்கொண்டு வருகிறார்கள்.இவ்வாறு அந்த செய்தி குறிப்பில் கூறப்பட்டுள்ளது.
