Nestle India under scrutiny as NCRDC calls for fresh testing of 13 Maggi samples

The Central govt initially sought to send 25 Maggi samples but Nestle rejected 12 as being unfit to qualify for testing
New Delhi: India’s apex consumer court on Thursday ordered 13 samples of Nestle’s Maggi instant noodles to be sent to a government-run research laboratory in Mysore to test for lead and monosodium glutamate levels.
The National Consumer Dispute Redressal Commission’s (NCDRC) order to send the samples to Central Food Technological Research Institute (CFTRI) in Mysore followed a hearing on Thursday involving the Central government and Nestle India.
The Central government initially sought to send 25 Maggi samples but Nestle rejected 12 as being unfit to qualify for testing.
Nestle India also argued that in its view no useful purpose would be served by indicating the level of monsodium glutamate as natural glutamate cannot be distinguished from added MSG.
Apart from these samples, the Centre also pressed for lab analysis of samples seized by the Food Safety Standards Association of India (FSSAI) that are currently stored at a godown at Lucknow.
However, Iqbal Chagla, senior advocate appearing on behalf of Nestle India, strongly opposed the request saying, “It cannot be done on the grounds that it was rejected by the Bombay high court earlier. The court has already directed for adequate samples to be sent for testing.”
Justices V.K Jain and B.C Gupta, who heard the case, put the request on hold saying they wanted details of those samples. The judges appointed a local commissioner to visit the godown in Lucknow and note down the batch numbers of the samples so that the court could consider sending them for testing.
The order also laid down a detailed procedure to be followed for testing in the Mysore lab.
“The 12 samples before us would be put in a clean box and sealed under the supervision of the Registrar with his signature. Representative of the parties can also put their signatures on the box which will be sent to the director of CFTRI through a special messenger who will deliver the same through an acknowledgment on delivery.
“The seal and signature may be duly compared with those on the forwarding letter and the stock would only be admitted for testing on being satisfied that there has been no tampering/damage.” the order said.
Additionally, the court ordered Nestle India to submit a list of the batch number of samples that have been already sent for testing as per a Bombay high court order of 13 August.
Nestle, which has been under the scanner, was granted a respite by the Bombay high court which revoked a nationwide ban imposed on it after the FSSAI reported finding high levels of lead and MSG in Maggi noodles packs on 5 June.
However, the Bombay high court demanded fresh testing to ensure the noodles are safe to eat before the popular snack is allowed to be reintroduced in the market.
NCDRC’s order on Thursday came in response to a Central government suit filed in public interest on 11 August, alleging unfair trade practices, false labelling and misleading advertisements by the Indian unit of Swiss packaged foods company Nestle SA.
The court granted Nestle India time till 26 October to file its reply and listed the matter to be heard next on 23 November.
Nestle India declined to comment on the matter.

Top consumer court orders tests on nine Maggi samples

The apex consumer court on Thursday ordered tests on nine samples of Maggi noodles from nine different batches.
The decision was taken by a bench of the National Consumer Disputes Redressal Commission (NCDRC).
The NCDRC said the Maggi samples should be sent to accredited laboratories after verifying the seal and samples in its presence.
The bench of Justice V.K. Jain and Justice B.C. Gupta was hearing a class action suit filed against Nestle India, regarding the alleged high levels of lead content in the company's brand Maggi noodles.
The government counsel had requested the NCDRC to allow them to procure more samples from the Food Safety and Standards Authority of India (FSSAI) but the demand was not accepted.
The samples to be tested would be Maggi Masala and Veg Atta noodles.

'It cannot possibly be true!': Ratgate turns bitter as Baker Bonn blames AIIMS for live rodent found in its bread

After a live rat was found in a packet of bread at AIIMS, a blame game has begun between the bread manufacturer and the medical institute.
Despite being blacklisted by AIIMS for three years, the food company - Bonn Nutrients - remained unrepentant and sought to hold AIIMS responsible for the negligence. 
While the company denied receiving any notice from AIIMS about being banned for three years, it said the entire incident could be an act of sabotage or negligence on the part of the medical institute which it had tried to put on the food company. 
“We again wish to assure that the facts as alleged by AIIMS in their (show-cause) notice are imaginary and cannot be possible by any stretch of imagination. By the alleged incident, perhaps AIIMS has tried to shift its own faults and negligence or acts of sabotage by which a rat was claimed to be found in the sealed packaging,” a statement from Bonn Nutrients said on Wednesday. 
Reacting to the firm’s allegations, AIIMS medical superintendent Dr DK Sharma told Mail Today: “We have followed all the procedural guidelines required in such cases. Let the food company write to us, and then we will give them our reply.” 
On September 24, a notice was uploaded on the website of AIIMS mentioning the entire incident. The notice was also marked to Bonn Nutrients and said that a show cause notice was issued to the company on September 9. 
“A live rat was found on 29.07.2015 in the sealed packet of Brown-Hi Fibre Bread Slice manufactured by M/s Bonn Nutrients Pvt. Ltd and the company has failed to submit satisfactory reply to show cause notice dated 09.09.2015,” the notice said. 
On the other hand, the food company claimed: “On September 15, to our utter shock and surprise, a show cause notice dated September 9 was received from AIIMS, calling upon us to explain the alleged incident. The notice was well responded to on September 17 and it was brought to the notice of AIIMS that our manufacturing facility was ISO 22000:2005 certified and FSSAI-approved and the contract for pest control is being carried out by one of the most reputed pest control agencies of India,” the statement said. 
Mail Today on Monday was the first to report the incident, after which the Delhi government’s food department also took cognisance of the report and decided to intervene in the matter. 
“On Tuesday, we have asked the AIIMS authorities to submit us a report about the entire incident. They are yet to revert. If everything that has been reported by the medical institute turns out to be true, we will take stringent action against the food company,” Dr Mrinalini Darswal, commissioner, Department of Food Safety, told Mail Today.

FSSAI to notify junk food guidelines for schools

The move comes after Delhi HC had given FSSAI three months in a hearing end-July to do so
The country's apex food regulator has put up draft guidelines on its website intended to monitor the consumption of junk food by school children. The move comes after the Delhi High Court had given the Food Safety & Standards Authority of India three months in a hearing end-July to do so.
The July judgement was in response to a public interest suit moved in 2010 by a non-government organisation, Uday Foundation.
The NGO had raised the issue of easy availability of junk food and carbonated drinks to children and had sought a ban on these food items in schools.
Under the draft guidelines, which were first submitted to the court last year, food high in fat, salt or sugar will not be sold within 50 metres of a school's premises.
This includes an array of food & beverages commonly consumed by school children including chips, ready-to-eat noodles, pizzas, burgers, sugar-sweetened carbonated and non-carbonated drinks, potato fries (commonly called French fries) and confectionery items.
The draft guidelines have also suggested creation of a canteen policy and school health education programmes to make students and parents aware about the ill-effects of unhealthy food habits.
The guidelines if notified could bring about a paradigm shift in how food is consumed in schools in India. Food & beverage companies such as PepsiCo were not available for comments at the time of going to press. A Coca-Cola India spokesperson said that the company did not sell its products in school premises.
An ITC spokesperson said that the firm was yet to go through the draft guidelines.
Arvind Verma, secretary-general, Indian Beverage Association, whose members include all the top beverage companies in the country, also said that it would have to go through the guidelines before commenting about it.
But some executives when contacted privately said they were not sure to what extent these guidelines would be implemented once notified. "While the move is good, I am not sure how much of this will really translate on the ground. The draft guidelines are detailed indicating what should be and should not be consumed in schools. There could be some resistance to it. The industry will prepare its response appropriately," the CEO of a top food company said when contacted.
The Centre for Science & Environment (CSE), the Delhi-based activist body, however, said that today's development was important in terms of implementation of the guidelines, which had been languishing for a while. The body, which had first welcomed the draft guidelines when it was accepted by the Delhi High Court in March this year, maintained that restriction of junk food was an important step to curb its consumption among children.

Children’s school foods packaged in cans or plastic may pose health problems, says study


Researchers have found that elementary-school children, especially low-income students who are more likely to eat federally funded foods rather than pack a lunch, are being exposed to “school meals that may contain unsafe levels of bisphenol A, a chemical often found in canned goods and plastic packaging,” Paige Miller reports for Stanford University, home to some of the researchers. “BPA can disrupt human hormones and has been linked to health effects ranging from cancer to reproductive issues.”
The study was done in urban, suburban and rural schools in the San Francisco Bay area by Stanford’s Prevention Research Center and the Johns Hopkins Bloomberg School of Public Health, and was published in the Journal of Exposure Science and Environmental Epidemiology.
Researcher Jennifer Hartle told Miller, “During school site visits, I was shocked to see that virtually everything in school meals came from a can or plastic packaging. Meat came frozen, pre-packaged, pre-cooked and pre-seasoned. Salads were pre-cut and pre-bagged. Corn, peaches and green beans came in cans. The only items not packaged in plastic were oranges, apples and bananas.”
Researchers track BPA intake in terms of micrograms per kilogram of body weight per day. Rodents experience toxicity at 2 mcg/kg, but the toxic level for humans is unknown because it’s also unknown how humans metabolize BPA, Miller writes. In 1988, the Environmental Protection Agency “defined safe BPA consumption levels as 50 micrograms or less per kilogram of body weight per day,” Miller writes. “Since then, hundreds of scientific papers have found detrimental biological effects of BPA at levels lower than the EPA standard. The European Food Safety Authority recently updated its standards for safe BPA intake to 4 micrograms per kilogram of body weight per day.”
The study found that a student consuming pizza and milk with canned fruits and vegetables could take in anywhere from minimal levels of BPA up to 1.19 mcg/kg each school day.
“While most students would not consume the maximum amount, those who do would take in more than half of the dose shown to be toxic in animal studies in just one meal,” Miller writes.
Study co-author Robert Lawrence of Johns Hopkins told Miller, “With endocrine-disrupting chemicals particularly, there is so much uncertainty. We can’t tie a specific dose to a specific response like we can with lead. But we know BPA is impacting human health. Animal models are showing there can be a whole range of health effects. This research shows we should take a precautionary approach.”

300 attend education seesion on safe food for healthy living

Around 300 participants, including college students, attended the 10th session of the Health Education for All public awareness campaign conducted by the Jawaharlal Institute of Post graduate Medical Education and Research on Tuesday focusing on ‘Safe food for healthy living.’
The session looked at food hygiene, buying and eating safe food, the health impact of unsafe food, common food adulterants, and how to ensure the safety of food, a press release from the institute said.
It was addressed by Dr. K.C. Premarajan, Head, Department of Preventive and Social Medicine, Dr. Deepak Amalnath, Assistant Professor, Department of Medicine, Dr. T. Mahalakshmy, Assistant Professor, Department of Preventive and Social Medicine, and Dr. S.D. Balakrishnan, Designated Officer, Department of Food Safety, Puducherry Government.
Dr. Sujiv A., Senior Resident, Department of Preventive and Social Medicine and R. Srividhya, Medical Social Worker, Department of Medicine, moderated the session.
The session was telecast live to all medical colleges of south India under the National Medical College Network (NMCN) Project through JIPMER Regional Resource Centre.
The session has also also been made available streaming online at ustream.tv on the Jipmer Telemedicine channel.
A series of interactive sessions, the ‘Health Education for All’, focuses on building knowledge among the public, patients and care-givers on prevention and treatment of common illnesses, and is expected to improve public awareness on health and diseases.
The sessions are conducted in Tamil on the 2nd and 4th Tuesdays of every month in the evenings.

After maggi mess, worms and insects found in Complan packet


Lucknow, June 14: It seems that the recent testing of food items like Maggi and others have made everyone more health conscious or more people are coming out in front to complaint against food items. 
The maggi fiasco led to the opening of a can of worms and also raising questions on the safety standards claimed by the manufacturers. The latest food product to join the brigade of "poor quality" food items is Complan, "complete planned food in a drink". Complan It was reported on Saturday, June 13, that dead worms were found in a packet of complan at Asha apartment in Mahanagar area of Lucknow, Uttar Pradesh capital. 
Tanisha Raisinghania, who was shocked to find worms in Complan packet was quoted saying as to the TOI, "It was on Saturday morning that I opened the Complan packet and added few spoons of the food supplement in milk. 
However, as soon as I stirred the food drink, I was amazed to see virtually a can of black and white worms and some dead insects floating on the surface." 
She further said that she and her family members were horrified to see so many worms, and have decided not to opt for this energy drink for at least some time. 
Tansiha informed that the product had a manufacturing date of February 2, 2015 and she bought it in May 2015. As soon as the news spread, the officials of Food Safety and Drug Administration (FSDA) reached their residence and took the Complan packet for examination. 
Basant Gupta, a food safety officier confirmed the incident saying that they have issued a notice to Heinz India Pvt Ltd following the complaint. The complan packet in question bears the batch number NAT G23033A 02/15 and was manufactured in Uttarakhand's Uddham Singh Nagar. Complan 
On June 8 this year, insects were also detected in the 500 gram pack of Complan in Bulandshahr district of west Uttar Pradesh.

Rat in bread: Delhi government's Department of Food Safety wants report from AIIMS

Taking cognisance of Mail Today's report about a live rat being found inside a sealed packet of Brown-Hi Fibre bread in AIIMS, the Department of Food Safety of the Delhi government has decided to look into the matter.
"We will ask AIIMS authorities to submit a report about the entire incident. If everything that has been reported by the medical institute turns to be true, we will take stringent action against the food company," Dr Mrinalini Darswal, Commissioner, Department of Food Safety, told Mail Today.
Mail Today, in its special report, had on Monday reported a shocking incident in which a live rodent was found inside a sealed packet of Brown-Hi Fibre bread manufactured by M/s Bonn Nutrients.
The medical institute had issued a notice on September 24 in which it mentioned about the incident and barred the company from supplying any orders for a period of three years.
According to AIIMS medical superintendent Dr DK Sharma, the hospital authorities had received a complaint on July 29 which was forwarded by Professor Govind Makharia of the Department of Gastroenterology.
"Immediately after receipt of the written complaint, the said sealed packed of bread slice in which the live rat was found was taken into custody and the vendor was called for an urgent meeting that was held on July 29," the AIIMS medical superintendent said.
The medical institute issued a statement in this regard. "After long discussions and deliberations in this matter, the representative of the vendors intimated that long sealing/bottom sealing of the bread slice pack was not intact to almost 2-3 inches as is required and apprehension is that the rat must have entered through this opening somewhere during transit and this needs to be investigated," a statement issued by AIIMS said.
The medical institute cancelled the contract of the company on August 5 and the performance security of Rs 25,000 was forfeited.
"A show-cause notice was issued to it on September 9, reply to which was received on September 17 that was not found satisfactory. Thus, we have blacklisted and debarred the company from AIIMS for a period of three years for dealing in all tenders and contracts, etc," Dr Sharma said.
"A live rat was found on 29.07.2015 in the sealed packet of Brown-Hi Fibre Bread Slice manufactured by M/s Bonn Nutrients Pvt. Ltd and the company has failed to submit satisfactory reply to the showcause notice dated 09.09.2015," the notice said.
The Brown Hi-Fibre bread variety is served to patients admitted to various wards of AIIMS, including patients who have undergone surgery and those suffering from severe infections. Consumption of rodent-infected food could lead to fever, diarrhoea and even cause blood infection, etc, an AIIMS doctor said.


Prohibition order against leading food product group set aside

Kerala High Court today set aside the prohibition order against a leading food products company by the state Commissioner of Food Safety which had found added starch in samples of spices, observing that the adulteration did not pose any health risk.
The court noted that while the product was substandard as the manufacturer was trying to mislead the public, it did not warrant prohibition which is an ultimate act to avert harmful effect on health and the company should get one more opportunity to comply with the standards.
"...After which the Commissioner is free to take such means to put the public at alert about substandard product sold or to cancel the licence," it said.
The food safety officers had taken random samples of 'Nirapara' brand spices powder for analysis and found that the products contain added starch and 30 cases were registered.
The state Food Safety Commissioner had issued an order banning the manufacture, storage, sale and distribution of Nirapara brand of chilly, turmeric and coriander powder, manufactured by KKR Food Products, Kalady, under relevant provisions of the Food Safety and Standards Act of India, to protect the interest of consumers.
Challenging the order, the group movd the High Court.
Considering the case, Justice Muhammed Mustaque found that the Food Safety Commissioner acted with bona fide discharge of her functions.
The court also found that the petitioners' products are substandard.
However, the court held that the adulteration in the case would clearly indicate that it does not cause any health risk condition.
"It is not a food substance of unsafe nature. Prohibition is an ultimate act to avert harmful effect on health. Substandard in this context clearly indicate that the attempt of manufacturer is only to mislead the public or to make maximum gain of profit by adding starch or any extraneous substance," the court said.
It clarified that one more opportunity would be given to the petitioner to comply with the standard, after which the Commissioner is free to take such means to put the public at alert about substandard product sold or to cancel the licence.

HC revokes ban on Nirapara spices

The Kerala High Court on Tuesday set aside the order of the Food Safety Commissioner prohibiting the manufacture, storing, selling, and distribution of Nirapara brand of chilly, turmeric and coriander powders.
Justice A. Muhamed Mustaque passed the verdict while allowing a writ petition filed by KKR Food Products, Kalady, manufacturer of the Nirapara brand of spices.
The court observed that under Section 30(2)(a) of the Food Safety and Standard Act, the Commissioner of Food Safety had the power to prohibit manufacture, storage, distribution or sale of any article of food in the interest of public.
The pre-requisite of exercise of this power was the satisfaction that the food article was unsafe for human consumption. In the absence of any finding on the unsafe nature of food, this power could not be exercised.
The court added that there was no finding in the order that the banned foods were unsafe for human consumption.
The statutory provision under the FSS Act clearly delineated proportionate measures in the case of food which was found unsafe for human consumption and food of substandard quality which was fit for human consumption. In the absence of any finding that the banned products were unsafe for human consumption, prohibition now effected was unwarranted and was done in excess of the jurisdiction vested with the Commissioner of Food Safety. Besides, the petitioner was not heard in the matter. Therefore, the irresistible conclusion was that the order was unsustainable. The court also made it clear that the Comissioner was free to take samples of the petitioner’s products and if it was found that it did not meet the standard under the regulations, the Commissioner was free to take measures to put public on alert about the substandard products sold by the petitioner.

Food Dept’s laboratory to get a boost, manpower

The State Food Safety Department has started upgrading its existing laboratory and increasing manpower, said sources. It lacks necessary equipment to carry out testing of the food sample and drugs, senior official of the food department said.
According to official of the food department, unavailability of micro-biologists and improper infrastructure were spotted in the lab. Till now, the food lab does not have the facility of mirco-biological testing, which is considered to be the primary test to trace the quality of food sample, whether it is bacterial food or not.
A senior official of the Food Department told The Pioneer on Tuesday that, "In a joint effort both by Central and State Government, they have sanctioned Rs 15 crore and Delhi Government has allotted Rs 5.5 crore respectively for the enhancement of Government's drugs testing laboratory. It is for the first time, a comprehensive, improvement is being done."
Both Government labs are located at Lawrence Road in North West Delhi in the national Capital. The food lab is supposed to carry out various physical, chemical, micro-biological and pesticide residues tests of the food items. The food laboratory carries out tests as per standards laid down under Food Safety & Standard Act-2006, Rules & Regulations 2011.
"Currently, chemists in the department are able to carry out the tests related to chemical analysis. The testing equipments in the micro-biology as well as the Pesticide Residue are lying idle," said the official.
On the other hand, the drug lab carries inspection on fake medicines, to analysis the outcome of the drugs usage and nature of medicine and also to check the toxins in the medicine, if there is any.
Besides, the Delhi Government has initiated the process to fill up the vacant posts of the chemists, food analyst, micro-biologists, drugs analysts and other staff. "Over 3,000 drugs testing can be conducted, ones the drug lab is fully functional", the senior official added.

Samples of Maggi will be tested again

BENGALURU: The controversy over Nestle's Maggi noodles refuses to die down in Karnataka. A week after health minister UT Khader said the government is thinking of lifting the ban, the instant noodles will be sent for another test.
While the NABC-approved lab in Bengaluru indicated that both lead and monosodium glutamate (MSG) levels were within permissible limits, the results from Central Food Technological Research Institute, Kolkata, showed the lead content is higher by 0.01 per cent in the samples sent by Karnataka.
Khader on Tuesday said the government has now decided to send the samples for the third time to another state for another round of testing. "Karnataka had never banned Maggi. It was only on the directions of the Centre and the Food Safety and Standards Authority of India that we banned the product. Now since once of the readings (by CFTRI) have gone wrong, it needs to be looked into," he said.

திண்டுக்கல்,அக்.14-திண்டுக்கல் முருகபவனத்தை சேர்ந்தவர் கங்காதரன். வியாபாரி. இவர், திண்டுக்கல்-பழனி சாலையில் உள்ள ஒரு குடோனை வாடகைக்கு எடுத்து அதில் பொருட்களை சேமித்து வைத்திருந்தார். அந்த குடோனுக்குள், அரசால் தடை செய்யப்பட்ட புகையிலை பொருட்களை பதுக்கி வைத்திருப்பதாக உணவு பாதுகாப்புத்துறை மற்றும் மருந்து நிர்வாகத்துறையினருக்கு ரகசிய தகவல் கிடைத்தது.இதைத்தொடர்ந்து மாவட்ட நியமன அலுவலர் சாம் இளங்கோ தலைமையில், உணவு பாதுகாப்பு அலுவலர்கள் லாரன்ஸ், செல்வம் ஆகியோர் அந்த குடோனுக்கு சென்று சோதனை செய்தனர். 
அப்போது அங்கு புகையிலை பொருட்கள் பதுக்கி வைத்திருப்பது தெரியவந்தது. அந்த புகையிலை பொருட்களை, அதிகாரிகள் பறிமுதல் செய்தனர். இதன் மதிப்பு ரூ.8 லட்சம் என்று கருதப்படுகிறது.பறிமுதல் செய்யப்பட்ட புகையிலை பொருட்களின் மாதிரிகள் சேகரிக்கப்பட்டுள்ளன. அவைகளை, மதுரையில் உள்ள ஆய்வுக்கூடத்துக்கு அதிகாரிகள் அனுப்பியுள்ளனர். 2 வார காலத்துக்குள் ஆய்வு முடிவு தெரியவரும். அதன்பின்னர் புகையிலை பொருட்களை பதுக்கி வைத்திருந்த கங்காதரன் மீது நடவடிக்கை எடுக்கப்படும் என்று அதிகாரிகள் தெரிவித்தனர். 
இதற்கிடையே புகையிலை பொருட்கள் பதுக்கி வைத்திருந்த குடோனை ‘சீல்‘ வைத்து அதிகாரிகள் பூட்டினர். இதுபோன்று அரசால் தடை செய்யப்பட்ட புகையிலை பொருட்களை பதுக்கி வைத்திருப்போர் மீது கடும் நடவடிக்கை எடுக்கப்படும் என்று உணவு பாதுகாப்புத்துறை அதிகாரிகள் எச்சரிக்கை விடுத்துள்ளனர்.

Interactive session on food hygiene

Continuing its ‘Health Education Initiative’, JIPMER will hold an interactive session on Tuesday focusing on food hygiene, buying/ eating safe food health impact of unsafe food how to ensure food is safe and common food adulterants.
The series of public education initiatives organised under the auspices of JIPMER’s “Health Education for All” Forum had been launched on May 26 with the aim to improve public awareness on health and disease.
Tuesday’s session will be held from 3 p.m. to 5 p.m. and will be addressed by specialist doctors from the Department of Medicine, P&SM and Department of Food Safety, Government of Puducherry.
For easy understanding of the public, the session will be delivered in Tamil. The session will be held in the conference hall on the third floor of the Super Specialty Block.
There is no prior registration or registration fee.

Govt mum as food safety dept starves for facilities


If we find alien objects that are not expected to be present in our Biriyani, we immediately call the food inspector to complain. We, who crave for immediate action, do not however spend a moment to think whether the official has time to comply with our demands. It would surprise many that officials dealing in food safety do not have vehicles to travel or even a good place to sit and work. This is the situation for some while many state officials have no work to justify the salaries they receive from the government.
In spite of the severe restrictions, the officials have collected samples from 6000 places, took legal proceedings against 700 people and curbed the activities of many who were habitual criminals with respect to food safety in the past 1.5 years. Why is the government turning a blind eye to the department which should be protecting the health of the citizen?
The Food Safety Department previously functioned as the Food Health Authority under the Health Department until 2009. It was transformed into a separate department with 14 District Food Inspectors, 60 Circle Food Inspectors, three Regional Vigilance Squads and three analytical laboratories. Later, 22 food inspectors were transferred to the department from municipalities.
When a person died in Thiruvananthapuram following food poisoning, the government became aware of the shortage of staff in the department and decided to create 57 new Food Safety Officer positions. However, none has been appointed yet. After 1986, not even a single person has been appointed anew for food safety in the state. Out of the 155 positions, 80 continue to be vacant!
The food safety officer has one peon and a clerk as subordinates, which is in fact too less for a position that has to cover a lot of area to check food samples. In addition to its current role, the department has been piled with new responsibilities such as licensing and associated procedures, which includes site visits. Acute shortage of staff is taxing employees who are finding it hard to cope. Currently, one person has to manage sampling of food items, sealing it, checking shops and then going to the court for follow up procedures. Out of the 140 circles, only 60 have a peon and a clerk. Recommendations by the Personnel and Administrative Reforms officials and requests submitted by the Commissioner are all waiting at the Finance Department for approval.
The headquarters of the department in the state capital is a modified officer's quarters. One of the four rooms is reserved for the Commissioner and another one is kept free for the Joint Commissioner. Other employees are packed in whichever ways they can in the remaining space. There are not even enough toilets for the employees.
While the Commissioner has been asked to hire taxis for official trips, officials in the 140 circles and 14 districts have only four vehicles. Worse, only half of the circles have offices.
The workload however is quite high. Officials become busier when people venture out to eat. Therefore during festival days, the already taxed officials have to deal with a huge workload.
While a toll-free number was provided to people to contact officials for registering complaints, there was none to attend the phone and finally someone was hired to attend the calls during office hours. However, none seems to hear the complaints of the department.

இது குறித்து எய்ம்ஸ் மருத்துவமனையின் மூத்த அதிகாரி ஒருவர் கூறும்போது, “நார்-சத்து அதிகமுள்ள பான் நியூட்ரியண்ட்ஸ் நிறுவனத்தின் சீல் வைக்கப்பட்ட ரொட்டி பாக்கெட்டிலிருந்து உயிருடன் எலி ஒன்று வெளியே வந்தது. இதனையடுத்து பான் நிறுவனத்துக்கு 3 ஆண்டுகள் தடை விதிக்கப்பட்டது” என்றார்.
இந்நிறுவனம், பிரெட், பிஸ்கட்கள், கேக் மற்றும் சில உணவுப்பண்டங்களை தயாரித்து இந்தியா மற்றும் அயல்நாட்டு சந்தைகளில் விற்று வருகிறது.
தற்போது வெளிச்சத்துக்கு வந்துள்ள இந்த சம்பவம் ஜூலை மாதம் நடந்துள்ளது. இது குறித்து எய்ம்ஸ் மருத்துவமனை பான் நிறுவனத்துக்கு அனுப்பிய நோட்டீஸின் நகல் தி இந்து (ஆங்கிலம்) வசம் கிடைத்தது, அதில், “29.7.2015 அன்று பான் நிறுவனம் உற்பத்தி செய்த சீல் வைத்த பிரெட் பாக்கெட்டைத் திறந்த போது அதிலிருந்து உயிருடன் எலி ஒன்று வெளியே வந்தது. இதனையடுத்து 9.9.2015 அன்று விளக்கம் கேட்டு அனுப்பப்பட்ட நோட்டீஸுக்கு நிறுவனம் அளித்த பதில் திருப்திகரமாக இல்லை” என்று கூறப்பட்டுள்ளது.

That is just what happened at country's premiere All India Institute of Medical Sciences (AIIMS), where thousands of patients get admitted for treatment daily. A live rat was found inside the sealed packet of Brown-Hi Fibre bread manufactured by M/s Bonn Nutrients. The medical institute has now banned the bread maker for three years.
Bonn Nutrients produces a variety of food products including breads, biscuits, cakes and cookies that are not only sold in India but in international market as well. Mail Today tried to contact the bread division manager of the company, but there was no response to our query sent via e-mail.
The Bonn sliced bread is served to patients admitted in various wards of the hospital, including patients who have undergone surgery and those suffering from severe infections. According to doctors, consumption of rodent-infected food could normally lead to allergy, fever, diarrhea, and even cause blood infection and meningitis.
AIIMS Medical Superintendent (MS) denied having any information about the incident. However, a senior doctor claimed the incident indeed took place and the bread packet with the rat inside it was noticed by alert AIIMS staff.
On September 24, the medical institute issued a notice in which it mentioned the incident and barred Bonn Nutrients from supplying any orders for a period of three years. Mail Today has a copy of the notice served to the manufacturer.
"A live rat was found on 29.07.2015 in the sealed packet of Brown-Hi Fibre Bread Slice manufactured by M/s Bonn Nutrients Pvt. Ltd and the company has failed to submit satisfactory reply to the showcause notice dated 09.09.2015," the notice says.
Bonn Nutrients is the latest food company to be in soup. With the recent controversy regarding the presence of lead in Nestle's Maggi, there is heightened concern over the safety of processed food in India. The Food Safety and Standards Authority of India has been on a testing spree since then.
"The company has also failed in keeping 'Good Manufacturing Practice'. The quality wing of the company has failed in detecting such incident before the supplies are packed in cartons," says the notice issued by AIIMS.
Food experts say that a government hospital needs to maintain proper hygiene level in and around its campus. The quality of food products in India has been under the scanner for some time now. A recent data on the United States Food and Drugs Association (FDA) website shows that it has rejected more snack imports from India than any other country in the first five months of 2015.
According to the US FDA website, Indian products were found to contain high levels of pesticides, mould and the bacteria salmonella, a report in the Wall Street Journal said. The report mentions that more than half of all snacks that were tested and then restricted from being sold in the US this year were from India, which also leads the number of snack rejects across the world.
Among the rejected are Haldiram's products. The FDA said on its website that it rejected Haldiram products because it found pesticides in them. In one case, the FDA referred to a product from Gujarat as consisting "in whole or part a filthy, putrid, or decomposed substance."
Recently, close to 700 cadets of Khadakwasla-based National Defence Academy were rushed to the local military hospital after reportedly falling sick due to food poisoning. Sources said cadets started vomiting soon after having lunch in the mess.

Surakshit Khadya Abhiyan to strengthen food safety in the country

With a mission to provide safe and hygienic food for all, CII along with its National partners Cargill, VOICE and NASVI have jointly launched a National Campaign, Surakshit Khadya Abhiyan. The idea is to engage all stakeholders to catalyze sensitization and capacity building on food safety among consumers, street food vendors and the industry to deliver safe food of global standards and boost domestic trade and export.
The objectives of Surakshit Khadya Abhiyan will be to enhance Consumer Awareness on Food Safety aspects like Labels, Storage conditions and related hygienic practices. Widespread awareness would be strengthened among Street Food Vendors, Schools and Colleges. Food Service Providers including Railways, Food Storage Locations, Midday Meal schemes, Street Food Vendors, Mass Caterings would be sensitized on how to produce and serve Safe Food. Countrywide, Best Practices Sharing Summits, Workshops, Training Programs, Short Term Professional Courses with Partners of international repute and Food Safety Award Programs for the industry and street food vendors would be organized to enhance Capacity Building on Food Safety Benchmarks.
In phase one, the target is to adopt 100 food streets across the country, build awareness on food safety among 10000 consumers and build capacity on Good Hygiene and Manufacturing Practices by training employees of 300 SMEs towards food safety.
CII is organizing Food Safety Advocacy and Capacity Building programs across Delhi, North East, Mumbai, Bangalore, Lucknow, Jamshedpur, Pune, Ahmedabad, Kolkata, Chennai, Siliguri & others. The industry programs will aim at upgrading supply chain participants across the food industry to international standards of Food Safety. NASVI (National Association of Street Vendors of India) , an organization working for the protection of the livelihood rights of thousands of street vendors across the country, will promote safe Food at the National level through its Street Food Festival in Delhi, sensitize Street Food Vendors on hygienic practices in clusters and market meetings, sensitize peer leaders in markets and engage children of street food vendors to become volunteers of safe food.

Kuttu atta under food dept scanner

MEERUT: With the Navratra festival commencing on Tuesday, the Food Safety and Drug Administration (FSDA) is already on its toes to ensure that adulterated buckwheat (kuttu atta) and other food items are not being sold in the market.
A five-member team has been formed to conduct surprise inspections to check sale of adulterated food items at shops in rural and urban areas. The anti-adulteration drive will continue till the fasts end.
Giving details, chief food safety officer JP Singh, said, "A five-member team of the food department is conducting regular checks by sending suspicious food items to the laboratory for testing. If any sub-standard or unsafe food item is found, action will be taken as per rules."
"We are focusing mainly on kuttu atta, sabudana, milk products and cooking oil to check adulteration. Almost every year, people fall ill after consuming these products. We want to make sure that no such cases are reported this time," added Singh.
He further said samples of the sub-standard food items will be sent to the food testing laboratory in Lucknow to avert any manipulation at the city-based lab. "However, in case things are too suspicious and evident, the food item can be sent to the local laboratory and an immediate report will be sought," he added.
The food safety officer said sample reports from the city-based lab could be procured in 48 hours and action can be taken thereafter.
"The food items are preserved and sent to Lucknow through courier. We'll get the results within 20 days of the courier," added Singh.
He said people could also file complaints related to food adulteration with the department on the condition of anonymity.
Even as sampling of food items is being done, FSDA authorities are also ensuring that shopkeepers were not selling expired food items.
"People generally fall ill after they consume expired kuttu atta. This can cause stomach infection. We are ensuring that such items are not being sold in markets across the city," said Singh.

Less no of labs may hamper govt's drive against food adulteration

JAIPUR: The government has revoked the ban on mawa (condensed milk) and is now depending on strict monitoring and testing of food, specially before the festive season. However, this may seem too far-fetched as the government may find it difficult to implement the same.
As a matter of fact, all, except six food testing laboratories that the government had in different districts are functional now. The rest had to shut down due to shortage of equipment and man power.
At one point of time there were 13 food testing laboratories in the state. But, in 2014, seven of them had to be closed due to shortage of public analysts. While a lot of focus is laid on food adulteration these days, the closure of food laboratories could affect the fight against food adulteration.
Now, the task for the health department to issue the food sample reports within 15 days of its collection is also difficult. Health minister Rajendra Rathore had directed the health department officials to issue the reports within 15 days of collection of samples when he revoked the ban.
However, the health department claimed that they would issue the reports on time as they have sufficient laboratories. "We have sufficient number of laboratories in the state for testing samples of food items including mawa and sweets, ahead of festive season. If we find any difficulties, we can get the samples tested in two laboratories approved by Food Safety and Standards Authority of India (FSSAI) located in Jaipur," said Dr BR Meena, health director (state).
He added that the existing six operational laboratories in Jaipur, Kota, Jodhpur, Udaipur, Ajmer and Alwar are in full swing. The six laboratories have sufficient equipment and manpower.
The laboratories which were closed in 2014 were situated in Banswara, Dungarpur, Jhalawar, Bikaner, Bharatpur, Ganganagar and Sikar. Now, the samples collected in these districts will be sent to the six existing laboratories, which will add to the burden of the existing six laboratories.

NHRC issues notices over presence of pesticides in food items beyond permissible limit

Taking suo motu cognizance of a media report, based on the findings of the Union Agriculture Ministry, that there has been an almost two-fold increase in the number of samples containing pesticides above the permitted Maximum Residue Level (MRL) in vegetables, fruits, meat and spices in the last six years, the National Human Rights Commission (NHRC) issued notices to the Chairperson, Food and Safety Standard Authority of India; Secretary, Union Ministry of Food Processing Industries and Secretaries, In-Charge of Food and Agriculture of all States.
The NHRC has asked all these authorities to reply to the notice in eight weeks. The NHRC member Justice D. Murugesan, Member also asked them to inform, within eight weeks, about the action taken to minimize the residue level in vegetables, foods, meat and spices.
According to a press release by the NHRC, Justice Murugesan observed, "It is to be emphasized that any food article, which is hazardous and injurious to public health, is a potential danger to the Fundamental Right to Life. The enjoyment of life and attainment, including right to life and human dignity encompasses, within its ambit availability of articles of food, without insecticides or pesticides residues, veterinary drugs residues, antibiotic residues, solvent residues etc."
According to the report, it is well-known that vegetables sold in major cities contain pesticides. The report said that the situation was even more alarming in Delhi and Mumbai.
Out of 629 samples analyzed by PC Cell Centres, Delhi 223 samples reportedly contained residue out of which 20 samples contained it above the MRL.

Jipmer to hold public session on safe food for healthy living

PUDUCHERRY: Jawaharlal Institute of Postgraduate Medical Education and Research (Jipmer) will hold a public health education session on 'Safe food for healthy living' from 3pm to 5pm on October 13 at the seminar hall of the super speciality block on the institute's premises.
A team of doctors from the departments of preventive and social medicine, medicine and food safety in the institute will participate will enlighten the general public on food hygiene, buying and consuming safe food items and common food adulterants.

Assam govt. withdraws ban on Niyor packaged water

The Assam government through an order has withdrawn the ban on manufacture, storage, distribution and sale of Niyor Packaged Drinking Water in the State.
After careful perusal of all relevant records pertaining to the ban on Niyor Packaged Drinking Water and subsequent improvement of quality of the product as per analysis report of the Food Analyst, Assam, the prohibition notification has been withdrawn recently, a government release said here on Friday.
As per the analysis report issued by the Food Analyst, Assam, the sample was declared unsafe under Section 3 (1) (zz) of Food Safety & Standards Act, 2006, as it contained fluoride higher than the maximum permissible limit of 1.0 mg/L as laid down in Regulation 2.10.8 of the Food Safety and Standards (Food Products Standards and Additives) Regulations, 2011, the release said.
Subsequently, the Commissioner of Food Safety, Assam, had issued a prohibition notification on July 27 last against M/s Blue Bell Enterprise, Kajolichoki, of Chanrapur under Kamrup (Metropolitan) District and prohibited its manufacture, storage, distribution and sale in Assam initially for a period of 30 days.
Thereafter, the Designated Officer, Kamrup (Metropolitan), served improvement notice to M/s Blue Bell Enterprise, Kajolichoki, the release said.
After necessary steps were taken, the sample of Niyor Packaged Drinking Water was drawn and sent for further analysis to the Food Analyst who was of the opinion that the sample of Niyor Packaged Drinking Water conformed to the prescribed standards, it added.

100 food streets to be adopted during first phase of Surakshit Khadya Abhiyan

NEW DELHI: As many as 100 food streets across the country will be adopted during the first phase of the Surakshit Khadya Abhiyan, an initiative to develop a culture of food safety in the country. 
The campaign, planned by CII and its partners, including consumer organisation VOICE, and National Association of Street Vendors of India ( NASVI), was rolled out in July this year. 
"In phase one, the target is to adopt 100 food streets across the country, generate awareness on food safety among 10,000 consumers and build capacity on good hygiene and manufacturing practices by training employees of 300 SMEs towards food safety," CII said. 
Under the campaign, nation-wide sensitisation sessions on cleaning, hygiene and sanitation for safe food, walkathons and media dissemination programmes for consumers and street food industries will be organised across the country. 
CII is also organising Food Safety Advocacy and Capacity Building programmes across Delhi, the North-East, Mumbai, Bangalore, Lucknow, Jamshedpur, Pune, Ahmedabad, Kolkata, Chennai and Siliguri, among others. 
The industry programmes are designed to upgrade supply chain participation across the food industry to international standards. 
More workshops on good agricultural, manufacturing and hygiene practices in the North-East, in partnership with the Ministry of Food Processing Industries, are also on the anvil, starting mid-October. 
The broader objective is to enhance consumer awareness on food safety aspects like labels, storage conditions and related hygienic practices. Street food vendors, schools and colleges are also part of the programme. 
Food service providers, including the Railways, street vendors and mass caterings, will be sensitised on how to produce and serve safe food.

Haryana info panel slaps '25,000 fine on two food safety officers

Chandigarh, Oct. 10 -- The Haryana information commission on Friday slapped '12,500 each on two state public information officers (SPIOs)-cum-food safety officers for delay of over a year in providing information to a Gurgaon based applicant.
Information commissioner Hemant Atri, who fined Om Kumar, the then SPIO-cum food safety officer, Bhiwani as well as Shyam Lal, who was also SPIOcum food safety officer, Bhiwani, during different periods, also observed in his order that the two officials had been found to be arrogant, careless, high-headed with no respect for the Right to Information (RTI) Act.
Appellant Mehar Dass had moved an application for information pertaining to samples of milk and milk products taken by the food safety officer.

Food checks in festival time

NASHIK: Ten food safety officers of the Food and Drug Administration's (FDA) Nashik division have been deployed in various parts of the district, mainly on the roads leading to the Saptashringi Garh to keep a check on the food quality served at the joints during Navaratra.
They would collect samples from food vendors to ensure that there was no health problems among people having food at hotels, restaurants and eateries festival between October 13 and 22.
Joint commissioner of FDA (Nashik division) Y K Bendkule said, "We have started the drive to check eateries across all the routes leading to Saptashringi Garh. Our 10 officials will be collecting food samples from different hotels and restaurants and places of bhandaras where food is donated as Prashad. Strict action will be taken against those not adhering to the norms laid under the Prevention of the Food Adulteration Act."
Saptashringi Garh, being one of the most important temples in Maharashtra, is visited by lakhs of people from across the state and the neighbouring ones.
Bendkule said, "Thousands of food stalls will be put up on all the roads leading to the Saptashringi Garh. The devotees will also halt at places such as Malegaon, Chandwad, and Dindori en route to the Saptashringi Garh to have breakfast and meals."
He added, "In this backdrop, it is all the more important to keep a check on the quality of food provided at such places. The 10 food inspectors will continuously keep a check on the food quality. If they are suspicious about the quality of food in certain cases, the sample of the food will be collected and sent for further investigation."
The food inspectors would also attempt to spread messages among people that consuming unhygienic food kept in the open or at road-side eateries could be dangerous and that people should purchase food products only from licenced shops.

NHRC alarmed over pesticide levels in food samples

According to a Union Agriculture Ministry report, harmful chemicals are present in alarmingly high doses in food items across the country, with the highest number of failed samples being that of vegetables.

There has been an almost two-fold increase in the number of vegetables, fruits, meat and spices samples containing pesticides above the permitted level in the last six years, suggests a report by the Union Ministry of Agriculture.
The report has caught attention of the National Human Rights Commission (NHRC), which has taken suo motu cognisance of the matter, while pointing out that any food article injurious to public health is a potential danger to the fundamental Right to life.
Citing Supreme Court’s rulings, NHRC member Justice D. Murugesan said over the weekend that the right to food was a fundamental Right to life guaranteed under Article 21 of the Constitution.
“The enjoyment of life and attainment, including right to life and human dignity, encompasses within its ambit availability of articles of food without insecticides or pesticides residues, veterinary drugs residues, antibiotic residues, solvent residues, etc.”
The NHRC has now issued notices to the chairperson of the Food Safety and Standards Authority of India, Secretary of the Union Ministry of Food Processing Industries, and secretaries in charge of food and agriculture in all States.
All of them have been asked to inform, within eight weeks, about the action taken to minimise residue level in vegetables, foods, meat and spices.
Justice Murugesan said that though it was the paramount duty of the State and its authorities to achieve an appropriate level for protection of human life and health, a fundamental right, reports of rampant use of pesticides continued to pour in.
According to the reports, harmful chemicals are present in alarmingly high doses in food items across the country, with the highest number of failed samples being that of vegetables.
The situation is reportedly said to be more alarming in New Delhi and Mumbai.
Of the 629 samples analysed in the national Capital, 223 reportedly contained residues while 20 of them had levels above the permitted residue level.
Among the 1,149 samples collected in Mumbai and Kolkata, 352 contained residue, while 22 reported levels above the permitted.
