Food safety department's office plan caught in legal dispute

KOCHI: The food safety department's plan to construct a new office building in Kothamangalam to seat the circle officers of Kothamangalam and Muvattupuzha seems to have hit a roadblock, with the grandson of the person who reportedly handed over the land to the health department in 1960 making a claim on the land.
The department claimed that the disputed 15 cents of land were handed over to the health department to set up a family welfare centre and the PWD even built a building for the centre in the property. But with the upgrading of Kothamangalam panchayat to municipality in 1978 the centre was closed down
Later the building was used as food inspector's office and the office functioned from the building for more than 10 years. As the building was not in a good condition, the food inspector's office was shifted to the Muvattupuzha taluk hospital temporarily in 2005.
With the implementation of the Food Safety and Standards Act, the food safety department made plans to set up a building in the land for its Kothamangalam and Muvattupuzha circle offices.
"The encroachment took place in October this year. The department was planning to construct a building in the property. The PWD has already prepared a project for it which is under consideration of the state government," said C Benny, food safety officer, Kothamangalam.
He added that as per the records of the municipality the property belonged to health department and it has been paying tax for it.
The food safety department said that it had already brought the issue to the attention of the district collector and district medical officer.
The additional district medical officer, Dr Suhitha K, visited the spot last week as part of the investigation conducted by the health department.
Ernakulam district collector Sheik Pareeth said he has called a hearing to solve the issue. "The resurvey of the land would be done to confirm whether there was any encroachment," he said.
Meanwhile, Dr Arun Jose Abraham -- who has approached the Muvattupuzha court claiming that the land belongs to him -- said, "I inherited the land from my father and have all the documents to prove my ownership. I have been paying tax for the land since I inherited it."
He said the health centre was allowed to function in their ancestral home on humanitarian grounds.

More GM crops in the offing

More Genetically Modified (GM) crops are in the offing and some of them have even completed field trials. Crops like Bacillus Thuringiensis (BT) and Herbicide Tolerant (HT) maize, late blight-resistant potato, golden rice, drought tolerant corn, mustard hybrids and high-yielding crops are in the advanced stage of testing whereas Bt brinjal has already completed field tests, approved by the regulatory authorities but not yet been released by the Ministry of Environment and Forests.
More and more developing countries are coming forward to experiment with GM crops. While eight developed countries are cultivating GM crops, the number of developing countries cultivating it has reached 20. India is the fifth in terms of area under cultivation of GM crops with a total area of 10.8 million hectares in 2012, next to USA, Brazil, Argentina and Canada.
These issues came to light at the workshop on ‘Safety Assessment of Genetically Modified crops’ held at International Crops Research Institute for Semi-Arid Tropics (ICRISAT) in association with Biotech Consortium India Limited (BCIL). More than 80 participants from 11 countries participated in the workshop.
Addressing the workshop, P. Ananda Kumar, Director, Institute of Agri Bio-Technology, said that GM crops promise a bright future and production of 38 billion bales of cotton production was made possible only with the technology. He has also stressed the need for developing virus-resistant vegetables.
Dr. B. Sesikeran, former Director, National Institute of Nutrition (NIN) and Chairman, Review Committee on Genetic Manipulation (RCGM) said that Indian food safety standards were based on the best international practices, and were in accordance with the principles and guidelines of Codex Alimentarius. Dr. Rajeev Varshney, Research Programme Director, ICRISAT, said that as many as 9.5 billion people will need to be fed by 2045.
BCIL director Vibha Ahuja said that all steps are being put in place to identify and evaluate risks.

Biosafety concerns of GM crops are solvable

HYDERABAD : Several Genetically Modified (GM) crops are at various stages of research and development in India. There is a need to streamline regulations so that technologies can be taken forward. Biosafety concerns can be clearly addressed by scientific institutions in the country as effective capabilities are available, according to P Ananda Kumar, director, Institute of Agri biotechnology, ANGRAU.
Speaking on the “Role of GM crops: Beyond Bt cotton” at a workshop on Safety Assessment of GM Crops at the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) headquarters in Patancheru, organised by ICRISAT and the Biotech Consortium India (BCIL), he said, “The phenomenon success of Bt cotton has clearly shown the need for GM technology to deal with problems being faced by Indian agriculture sector.”“The phenomenon success of Bt cotton has clearly shown the need for GM technology to deal with problems being faced by Indian agriculture sector,” he said. BCIL is an organisation supported by the Department of Biotechnology, Ministry of Science and Technology, Government of India and the All India Financial Institutions to facilitate commercialisation of biotechnology and promote awareness on latest developments in the field.
There is a need to streamline regulations so that technologies can be taken forwardParticipants of the workshop included scientists from various public and private sectors engaged in the development of GM crops. Research Institutions engaged in food safety assessment as well as those conducting confined field trials have also nominated scientists to participate.Vibha Ahuja, chief general manager, BCIL introduced the objective of the workshop, highlighting the need for extensive capacity building efforts in the area of safety assessment and of confined field trials using state-of-the-art guidelines.
B Sesikeran, former director, National Institute of Nutrition (NIN) and chairman, Review Committee on Genetic Manipulation (RCGM) spoke on science and safety issues with emphasis on food safety. “Indian food safety standards are based on best international practices, and are in accordance with the principles and guidelines of Codex Alimentarius,” he said. He explained the key issues involved in food safety assessment such as, toxicity, allergenicity and compositional analysis, saying that India’s food safety standards provide sufficient information for the safety assessment of GM products.

Canteens raided, samples collected

Ludhiana, November 23
A team of the health department conducted raids in canteens of schools and colleges and collected five samples of eatables. The team found that hygiene was not being maintained in most of the canteens. The raids were conducted on the directions of Civil Surgeon Dr Subhash Batta.
District health officer Dr Abnash Kumar said: “We collected five samples of eatables from canteens and shops."
The team of food safety officers Manoj Khosla and Harpreet Kaur collected three samples from three canteens — a sample of juice from the canteen of Ramgarhia College, samosa from Ramgarhia School and samosa from Devki Devi Jain School. A sample of burfi was collected from a sweets shop at Azad Nagar and a sample of burger from an eating joint at Westend Mall.
“We found that most of the canteens were serving eatables in unhygienic conditions. We have instructed employees of these canteens to follow dress code, keep their nails trimmed, get their medical tests done and not to use artificial colours in eatables. The canteen owners were also asked to apply for food licence,” said Khosla.

17 quintals of stale food seized

CUTTACK: The health squad of Cuttack Municipal Corporation (CMC) has seized over 17 quintals of stale food since the Bali Yatra started on November 17.
A separate squad, comprising two food safety inspectors and six food inspectors has been constituted, to conduct periodic checks on the quality of cooked and preserved food items being sold by various kiosks that have come up at the fair.
"It is really sad to say that selling of stale food has increased over the past few days at Bali Yatra. Just for a little profit, traders are playing with the health condition of customers," said Pramod Pradhan, a visitor.
"Our squad has destroyed nearly 2.5 quintals of stale food during raids in the morning," said P K Pradhan, CMC health officer.

Concern over food safety at Sabarimala

The BJP has expressed concern over food safety at Sabarimala during the pilgrimage season. Party spokesperson V.V. Rajesh told the media here on Friday that the Kalkandam (crystallised form of palm sugar) used for making ‘prasadam’ at the Ayyappa temple was of low quality. However, test results were being manipulated to show that the supplied material was of 95 per cent purity. He also said the pilgrim centre faced water shortage.

Feast, but at your own risk - Most grub corners in state have no licence

Watch what you eat. No, we are not policing your muffin-tops. Yes, we are worried about your health.
For, at least 90 per cent of small and big eateries, street grub vendors, and retail stores and transporters involved in the food business in Jharkhand do not have the mandatory registration/licence to operate.
Worse, the food controller is clueless about the exact number of illegal outlets that may have mushroomed across the state in more than a decade. So, while the government naps on necessary crackdown, you may want to seek a food safety permit from the restaurant you next visit for lunch or dinner.
Under provisions of the Food Safety and Standards Act (2006), any company/vendor/hawker/transporter involved in the food trade needs to apply for a licence or registration (as applicable) latest by February 4, 2013.
However, earlier this year, the Food Safety and Standards Authority of India (FSSAI) — the Centre’s nodal agency for quality control and monitoring — extended the deadline by a year. Still, the response has been tepid.
According to figures made available by the state food directorate, only 2,000-odd business entities from across the state had sought their permits. Directorate sources also conceded that no new applications were pending for clearance.
Food controller T.P. Burnwal could not say how many eateries were operating illegally across Jharkhand. Capital Ranchi roughly has 5,000 hotels, restaurants, dhabas and street food joints. Not more than 10 per cent are registered, sources claimed.
“How can the exact number of food traders be known if they don’t register or seek licences from us?” Burnwal said. “Since December 2012, a little over 2,000 businesses have either sought licence or got themselves registered. I admit it is a sorry figure and of grave concern, but we are helpless. Respective district administrations have to step up quality control,” he added.
The fee for acquiring licence/registration is paltry and depends on turnover. For vendors, cart owners, food manufacturers, retail outlet owners, transporters, et al, whose annual income is less than Rs 12 lakh, the registration fee is just Rs 100.
The licence for small traders (turnover Rs 12-25 lakh) comes for Rs 2,000, while big traders pay Rs 3,000. Manufacturers (turnover Rs 25 lakh and above) have to shell out Rs 5,000. Giant companies, which manufacture and also maintain food depot/stocks under the same brand name, are required to pay Rs 7,500.
If fee is not an obstacle, what is stopping grub businesses from seeking permits to operate?
“It could be lack of awareness or sheer unwillingness because our special camps have received poor response in the past,” Burnwal said. He added that he would issue notices to district food inspectors next month.
The catch is Jharkhand has only six food inspectors instead of 24, one each for every district. Though 194 medical officers were asked to double up as food inspectors in April to cushion manpower crunch, few took their job seriously.
Incidentally, a famous eatery in Ranchi, Rasiklal, was slapped a fine of Rs 5 lakh by the district administration for substandard mithai and snacks during Diwali.
But then, crackdowns like these are token acts restricted to special occasions.
Capitol Group, one of the prominent hospitality establishments in the capital and among the few permit-holders, blamed the government’s inefficiency and the “chalta hai” attitude of people for the looming health risk.
Burnwal denied allegations. “On December 2, I have summoned my officials for a meeting. We may use the cane (to streamline things),” he said.
Will you stop eating outside?

Tobacco products worth 1cr seized

Biggest Single Seizure Since Ban Enforced 7 Months Agoworth 1 crore seized from Royapuram

Chennai: Smuggling of banned chewable tobacco products into the city is on the rise. Food safety and drug administration officials on Thursday seized 32.5 tonnes of banned tobacco products worth 1 crore from a firm in Royapuram.

Fifty-nine tonnes of tobacco products like gutkha worth 1.92 crore have been seized since May, when the ban came into effect.
“This is the biggest seizure since the ban came into force,” said district food safety officer S Lakshmi Narayan. The office of the firm that brought the consignment was sealed and police asked to act against the firm. “We will destroy the items at Kodungaiyur dump yard on Friday,” he added.
In July, transport and parcel firms had been warned against bringing such consignments from other states after 629.7kg of gutkha and pan masala worth 2lakhwere seized from a firm on Wall Tax Road. Most consignments are brought by rail or road along with other products.
Activists say the ban has become ‘a joke’. “Many find smuggling these products safe because even if they are caught they can get away with a small fine,” said Azhagar Senthil, social activist.
Some vendors say tobacco firms have come out with new ‘mixes’. “We get pan masala andchewing tobaccoseparately from thesamefirm.I gettwo packets for 7 and sell them for 10,” said one in Broadway.
Regular customers say the ban has not made any difference. “Earlier, I used to buy pan masala in a sachet. Now I buy the same product in two different sachets for an extra sum,” said a customer in Sowcarpet.
Some say the ban has also led to black marketing. A wholesale vendor of pan masala says a 3 sachet is being sold for 10- 15 in the black market.
Health experts say migrant workers are the major users of pan masala in the city and that the use of such products is among the causes for the increasing incidence of mouth cancer.

Cracking downThe chewable tobacco products, worth Rs. 1.12 crore, were seized from a warehouse
Over 31 tonnes of chewable tobacco products stored clandestinely in a warehouse were seized on Thursday.
Food Safety and Drug Administration identified the storage of illegal tobacco products worth Rs.1.12 crores near a facility of Central Warehousing Corporation on Suryanarayana Street near Kalmandapam in Royapuram.
Since the ban on chewable tobacco came into effect in May, the food safety department has cracked down on business units that sell the products.
To circumvent this, wholesalers have been storing products in residential properties over the past few months. Now, wholesalers are trying innovative means to store the products, a Food Safety official said.
“The screening of retail and wholesale shops and warehouses will continue. We are now educating food business operators in Chennai district,” the official said.
The State government banned the manufacture, storage, distribution and sale of carcinogenic chewable forms of tobacco based on a proposal submitted by the State Tobacco Control Cell.

'Food For Thought' - Fruits, Veggies High On 'Chemicals'

Probably it’s time to take a closer look at what’s on your platter. Cypermethrin, heptachlor, quinalphos, aldrin, chlorodane, dichlorvas, cypermethrin — these banned pesticides could well be a part of your regular diet. Okras, leafy green cabbages and other vegetables, bananas or oranges and apples that you so relish may be overloaded with some of these harmful pesticides.
A study by the Food Safety and Standards Authority of India under the Union agriculture ministry threw up some unpalatable facts. Common food items contain banned pesticides in quantities a thousand times more than the permissible limits. The findings are based on random samples collected from across the country.
From the vegetable basket, brinjal tops the chart with the level of banned pesticide at 860% above legal limits, followed by cauliflower and cabbage. Wheat and rice too had these dangerous chemicals. While the level of aldrin in wheat is 21,890 times more than the permissible level, that of chlorfenvinfos in rice was measured at 1,324% above the allowed limit.
Word of caution: According to health experts, if consumed for a prolonged period, these pesticides can prove fatal. “Pesticides are neurotoxins and can affect vital organs like the kidney and liver as well as the endocrine system. Some can cause food poisoning or allergic reactions. They’re even more dangerous for pregnant women, passing through the placenta and causing genetic alterations,” warns Hema Aravind, chief dietician, MS Ramaiah Memorial Hospital.
An apple a day needn’t always keep the doctor away. According to the survey, both apples and oranges were found to have banned pesticide level of 140% above permissible limits. “The fruit are waxed with chemicals and pesticides to give them a longer life. Vegetables like cabbage and cauliflower, which are supposed to be very important for women’s health, are dipped in two to three levels of pesticides to keep them fresh. Farming techniques like crop rotation have become a thing of the past,” said Hema Sarat, nutrition and wellness adviser.
The solution lies in cleaning them thoroughly and buying from small vendors rather than supermarkets. “Small vendors grow vegetables and fruit on a small scale and not well-versed with the use of chemicals. Smaller the vegetable is in size, more organic it is,” said Farhana Afroz, chief nutritionist, HCG Hospital.
“Kitchen gardening is the best solution to keep pesticides at bay. Vegetables can be grown easily in pots, even if you live in an apartment,” she added.
Though the survey findings ring alarm bells, it’s practically impossible to do away with fruit and vegetables. Therefore, the next best option would be to exercise as much caution as possible. Simple things like washing them adequately before cooking could remove a lot of the chemical coating, if not all. Kitchen gardening is another option to explore.
Also, customers must be wary of getting carried away by glossy packaging. Those spotless apples and oranges may not be as healthy as they appear. For all you know, the rough and rugged ones on the roadside could be a better bet. Regulating authorities should have checks in place to track such gross violation of permissible limits and take necessary action.

Inadequate infrastructure hampers Food Safety Department

Even as Tamil Nadu Food Safety and Drug Administration Department launched a drive in the city prior to Deepavali to ascertain the quality of sweets sold for the festival season, they were unable to proceed beyond the preliminary levels.
All that the officials could do was check if the sweets were branded properly. They were unable to determine if the products were safe for consumption owing to infrastructural deficiencies.
Sources in the Tamil Nadu Food Safety and Drug Administration Department said that microbiological tests, done to check for growth of disease-causing bacteria in food samples, was not being performed at the Government Food Analysis Laboratory here due to lack of the necessary materials, such as testing material.
Chemical testing
Only chemical testing, done to determine the type of ingredients in foods, was performed on the samples of sweets taken ahead of Deepavali this year along with inspection of labelling. But, this is not enough to completely prove that the food was safe for consumption.
Coimbatore has one of the six food analysis laboratories in Tamil Nadu that are approved under the Food Safety and Standards Act, 2006.
The microbiological tests were vital to detect growth of salmonella, a bacterium which can cause food poisoning or E.coli bacteria, which can cause acute diarrhoea.
‘Misbranded’
According to the sources, Food Safety Officers had taken samples from 25 small and major sweets outlets across the urban and rural areas of Coimbatore four days before Deepavali when the festival demand was at its peak.
The laboratory had found a majority of the samples to be ‘misbranded’ while some were classified as ‘misbranded and unsafe’ for consumption.
Very few samples were found to have conformed to all norms.
When contacted, R. Kathiravan, Designated Officer, Tamil Nadu Food Safety and Drug Administration Department (Food Safety Wing), told The Hindu that the problem had been conveyed to their headquarters and the requisite infrastructure would be put in place at the earliest.
The post of microbiologist at Government Food Analysis Laboratory here, which was lying vacant for the past four years, was filled up only three months ago.
The laboratory would soon begin functioning fully, he added.
Colouring
A majority of the samples taken were found to be fit for consumption with only a few having excess content of colouring material. However, as most sweets were sold over the counter, very few had the required packaging material and hence were declared ‘misbranded.’
The results of this year’s testing would be used as the basis for future safety campaigns. Similar testing would now be done ahead of all festival seasons, Dr. Kathiravan said.
The other approved food analysis laboratories in Tamil Nadu are in Chennai, Salem, Thanjavur, Tirunelveli and Madurai.

Sweet poison? Survey of nation’s favourite treats shows many could contain toxic dyes

That bright yellow piece of barfi or orange laddoo, arranged neatly in the display window of the neighbourhood mithaiwala is undoubtedly tempting.
But think twice before you reach out to the sweet. It may be laden with a high dose of harmful synthetic colours, including dyes not permitted for human use, a nationwide survey has revealed.
Samples of sweets and savouries like namkeens collected from all over the country and analysed for the type of colours used has shown that both permitted and non-permitted food colours are being used rampantly.
With the festival of Holi approaching, new research shows it is important to be vigilant when buying products from your neighbourhood sweet shop
In all, 64.8 per cent of the samples either had permitted colours much beyond the regulatory limit or contained non-permitted colours.
A total of 2,409 samples were analysed, of which 58 per cent of the eatables exceeded the maximum allowable concentration limit of 100 milligrams per kg, while 16.4 per cent contained non-permitted colours.
Researchers also studied intake of colours through food items among different age groups. Consuming eatables with excessive amounts of colours can trigger neurological and nervous system disorders.
Some of them are known to cause attention deficit and hyperactive disorder among children.
“Intake of colours among Indians is definitely higher than European and American populations and hence Indians are at higher health risks,” said Dr Mukul Das, food and chemical toxicologist from the CSIRIndian Institute of Toxicology Research (CSIR-IITR), Lucknow, who led the study.
“Most of the sweets, namkeens and bakery products we consume come from unorganised sector where there is no control on the use of colours. Most of them use aromatic dyes meant to colour wool or textiles and they contain toxic heavy metals such as lead and cadmium,” said Dr Thuppil Venkatesh, head of the Bangalore- based National Referral Centre for Lead Poisoning in India.
The IITR study covered 16 states in four regions of the country. The results will be published soon in international publication, Journal of Food Science.
The samples were collected from halwais and sweetmeat shops that sell locally prepared sweets. Branded samples were not collected.
The Food Safety and Standards Authority of India permits use of eight synthetic colours in specified food commodities at a uniform level of 100 mg per kg/litre.
This limit, experts say, is unscientific because internationally approved Acceptable Daily Intake of food colours varies from 0.1 to 25 mg per kg body weight per day.
“While sweet makers may be buying permitted food colours, they are simply ignorant about the regulatory limit,” Dr Venkatesh pointed out.
“Jalebi is the worst culprit. Consumer should not get carried away by misleading labels like kesar barfi because there is no saffron in it,” he added.
The so-called silver foil used to decorate sweets is nothing but toxic derivatives of lead and plastics.
“We need to create awareness about the use of permitted colours so that they are properly used. And also come down heavily on those violating the rules,” consumer rights activist Bejon Misra said.
“People should also be made aware that all non-permitted colours contain carcinogens.
Researchers said over the years, the use of permitted colours has gone up. The use of non-permitted colours now is much lower compared to previous surveillance studies in which adulteration with non-permitted dyes was found to be in the range of 31-60 per cent.
But the overall adulteration (64.8 per cent) remains a cause of concern. Out of 8 colours permitted to be used in India, four were detected in food samples.
The levels of Tartrazine detected in the analysed samples ranged from 12.5 to 1091 mg per kg, followed by SSYFCF (12.0 to 1610 mg per kg), Carmoisine (11.7 to 911 mg per kg) and Ponceau 4R (10.9 to 716 mg per kg).
The median levels of use of all the four permitted colours exceeded the prescribed limit of 100 mg per kg.
When intake pattern was studied among 790 people across different age groups, it was found that consumption of coloured food items was maximum through cereal-based sweets (66 to 74 grams per day) followed by milk-based sweets (45 to 59 grams per day) and savouries (42 to 63 grams per day).
The intake of all the commodities was the maximum among adolescents.

5 food myths for kids

5 food myths for kids

Here are some common food misconceptions that parents should know about...

Myth 1: Sugary foods make kids hyperactive
Various studies have concluded that there is no relationship between sugar and hyperactivity. Experts believe that children may behave in an uncontrollable manner not
because of sugar rush but due to other factors like lack of sleep, poor diet with inadequate iron or lesser physical activity. Try giving your kids energy and nutrients through healthy snacks like whole wheat biscuits, etc.
Myth 2: Young children are fussier eaters than older ones
This is a misconception because studies show that it is easier to encourage young children to try new foods than older kids. Mostly, children learn new food preferences through repetitions, so don't give up on your kid if he/she doesn't like a particular dish when he/she tries it for the first time.
Myth 3: Oatmeal is the best for toddlers
While oatmeal is said to be nutritious for adults, it may not be so good for your toddler. Says clinical nutritionist Dr Nupur Krishnan, "Oats contain high amounts of fibre which may harm your child's digestive system."
Myth 4: A pre-schooler will grow out of his/her food allergy
According to experts, most young children do outgrow many common food allergies by the age of three but they may not outgrow peanuts or other nut allergies. It is best to consult a pediatrician with regards to your child's allergies.
Myth 5: Since children have different tastes from adults, they require kid-type food
Until the age of six, kids are developing preferences for certain foods. If you only offer your child sweet or bland food, he/she is likely to grow up with a taste for that. Instead, introduce your child to different tastes early on. Once your child starts going to pre-school, introduce your kid to different dishes by packing them in his/her lunch box. This will not only increase the variety and nutrition in the diet but will also help him/her develop positive eating habits.
