Bacteria found in water at college hostel

Samples tested after hostellers complained of diarrhoea
‘E-coli’ bacteria, which causes diarrhoea and vomiting, has been found in the water supplied to Government Polytechnic College for Women’s hostel here. This was most likely due to lack of periodical cleaning and chlorination of the water tanks.
The Public Health Department took samples for testing after 44 hostellers complained of uneasiness, diarrhoea and vomiting on June 16 with 23 of them requiring hospitalisation.
Official sources told The Hindu here on Thursday that the Public Health Department had submitted a technical report to the Coimbatore Corporation which supplied water to the hostel.
This is the second time in recent years such an incident was occurring in the same college. Around 50 students were hospitalised in September 2012 after some fainted and others complained of excessive vomiting and nausea. The tests had confirmed the presence of e-coli bacteria then, sources said.
E. coli bacteria come from human and animal faecal matter. Sewage water must have mixed with the drinking water, probably due to a pipeline rupture underground, leading to the contamination, a health official said.
While the Corporation would have undertaken a primary chlorination before supplying the water, the hostel was expected to carry out the chlorination frequently.
The Health department officials chlorinated the hostel water tank, which had a capacity of around 50,000 litres, after the incident.
They also issued directions to the Public Works Department, which maintained the hostel water storage tank, to undertake periodical cleaning.
The tests were conducted at the Government Food Analysis Laboratory in Coimbatore, one of the six districts to have a laboratory accredited under Food Safety and Standards Act, 2006.
The other districts are Chennai, Coimbatore, Salem, Thanjavur, Tirunelveli and Madurai.
Following this, District Collector Archana Patnaik had issued a directive to all college hostels in Coimbatore directing them to implement a set of safety and hygiene measures to prevent the recurrence of such incident.

Why bottled water in Pune should be doubled checked before drinking

Pune: If you are ordering home bottled potable water, then here is what you must know. In recent raids by the Food and Drugs Administration (FDA), it has been found that several companies in rural Pune and Baramati are manufacturing packaged drinking water.
With FDA’s order of shutting Pimple Gurav’s Narayan Mineral Water and M Avhale Industries in Haveli taluka, the number of such companies has reached five cases in Pune division alone.
According to FDA officials, these plants were carrying out reverse osmosis (RO) and carbon and sand filtration and sold the processed water in 20-litre containers to offices and party organisers.
“These plants are running without licences from the Bureau of Indian Standard (BIS) and Food Safety and Standards Authority of India (FSSAI) that are prerequisites to run a packaged drinking water plant. Such water can have traces of heavy metals which is injurious to health. While we have made a public appeal for all such business owners to complete all formalities or face action, we are appealing to public at large to remain alert,” said Shashikant Kekare, joint commissioner (drugs), FDA, Pune.
Asked on how does one ascertain if the packaged water is safe to consume or not, Kekare said that one must check the water can for markings of BIS licenses. “No other licenses are valid and if there is no proof of licensing, people must refuse to accept that water can and inform us about it,” said Kekare.

Food and Drug Administration closes two more packaged water plants

PUNE: Officials of the Food and Drug Administration (FDA) closed down two packaged drinking water plants located in Pimple Gurav and Malwadi as they were operating without licences.
"The owners have been directed not to operate the plants till they meet all the required compliances," said Shashikant Kekare, joint commissioner (food), FDA.
Licences from the Bureau of Indian Standards and Food Safety and Standards Authority of India are prerequisites to run a packaged drinking water plant.
Food safety officials Sachin Adhav, Rajendra Kakde and Avinash Dabhade carried out the raids under the guidance of assistant commissioners Dilip Sangat and Shivkumar Kodgire.
"We have also drawn samples of the processed water and sent them for testing," Sangat said. On June 23, the FDA had closed down three packaged drinking water plants in Baramati for operating without licences.

Water pouches seized

WATER SACHETS SEIZED
Food Safety and Drug Administration Department authorities seized water sachets that were manufactured and sold without proper certification in and around Melur on Thursday. According to J. Suguna, Designated Officer for Food Safety and Drug Administration, 7,500 water sachets were seized from six manufacturing units and two shops that sold them. “The units we inspected had not obtained permission to manufacture water sachets and the ones seized from the shops did not have date of manufacture and other details,” she said. The inspections were carried out in Melur, Thiruvathavur, Mathur and Narasingampatti. Thirty-five shops were inspected, Dr. Suguna added.

Tea Board for strict adherence to food safety standards

In a bid to retain the markets of developed buying countries, Tea Board today asked the tea industry to strictly adhere to food safety standards.
"The importance of need for food safety cannot be overemphasised. Developed buying countries are putting stringent conditions on ensuring food safety which Indian producers will have to follow," Tea Board chairman Siddharth said at the AGM of the Calcutta Tea Traders Association (CTTA) here.
He said conditions imposed by countries like US and EU can't be ignored but would have to be honoured as these were major export destinations.
However, Siddharth said the trade missions located abroad are very active in pleading to the governments of these countries to do away with such non-tariff or technical barriers, adding that any retaliatory action by India would not yield result.
Siddharth said the Tea Board was also working on new schemes and policies for production and marketing.
He also informed that the Price Stabilisation Fund of Rs 500 crore created by the government 10 years back and which got expired in 2013, was being re-activated and could be used for protecting major price fall in commodities, including tea.

Scotch imports hit food-safety barrier, consignments held

Indian food inspectors find added colour, caramel and other ingredients during sampling of Scotch bottles, sold as single-ingredient products
Whenever someone asks me if I want water with my scotch, I say I'm thirsty, not dirty," Joe E Lewis, American comedian and singer, once said. Perhaps he was not the only one who preferred Scotch for its unadulterated taste. The liquor now seems to be engulfed in a controversy as it has come under the scanner of Indian food inspectors.
Around 60 shipments of the imported spirit, including European Scotch whisky, are being held by the customs in New Delhi and Mumbai airports for allegedly violating India's labeling requirements, it is learnt.
Under the Indian law, manufacturers are required to list the ingredients of a product on its label unless it is a singleingredient product.
While scotch makers argue that all alcoholic beverages are made of one ingredient, the Food Safety and Standards Authority of India (FSSAI) say scotch whisky consignments were held at the port because sampling found they contain ingredients such as added caramel, colour or some flavour, whereas the same were not listed in their labels.
"Consumers must know what is there in the bottles. Their (Scotch manufacturers) contention is that scotch should be deemed as single ingredient. Our law does not allow that. We have told them that products which contain other ingredients need to list them on the label. Even Codex, which is in line with international standards, does not deem scotch to be a single ingredient product," FSSAI's Chief Executive Officer Dillip Kumar Samantaray told Business Standard.
According to Samantaray, the matter has been reviewed by an independent scientific committee, which has found that scotch contains other ingredients and therefore the manufacturers need to print them on the label on bottles for consumer interest.
Scotch Whisky Association says scotch whisky is recognised in many markets as a 'single ingredient product'.
"While the current import blockage is frustrating for both consumers and industry, with UK and EU support, we are continuing to have useful discussions with the FSSAI aimed at early resolution of the issue so that single ingredient products, such as scotch whisky, can enter the Indian market at the earliest," Rosemary Gallagher, the association's communications manager said in response to an e-mail query.
She said, "Given that the term 'scotch whisky' must appear on every bottle sold, there is no risk of consumer confusion as to what is being bought, and there is no need for such a restriction."
FSSAI officials say the labelling norms are equal for all products entering the market, and labeling requirements will not be relaxed for any supplier. "If they are saying that ingredient labels are not required in many countries, there are also other countries where they are required. Moreover, Indian law requires this and therefore they need to declare it," Samantaray emphasised.
FSSAI has also written to various ministries such as ministry of health and family welfare, ministry of commerce as well as ministry of external affairs, clearing its stand and providing them details of the review by scientific committee and results of the sampling. The regulator has also discussed the matter with various stakeholders, including associations of wine makers and some other food product manufacturers.
"We are very clear in our stance. If a product is non-compliant, we cannot allow it in the market. It can be anything - Scotch, wine or chocolates. Labeling requirements under the law of the land need to be complied with," Samantaray said.
The spat between the regulator and food product importers has been on for quite some time now. At the end of last year, several containers of packaged food products, worth Rs 750 crore to 1,000 crore, carrying imported chocolates, crispies, gourmet cheese, olive oil, noodles, pasta, jams, honey, oats and sauces, etc, were blocked by FSSAI at various ports and airports across the country for allegedly flouting labelling requirements.
However, blocking of Scotch is also seen by many as a fallout of the ongoing tussle between India and the European Union. Recently, EU banned the import of Alphonso mangoes and four other vegetables - egg plant, taro plant, bitter gourd and snake gourd - from India, citing the presence of pests such as fruit flies in them. Reports suggested the Centre has taken up the issue and a European delegation is expected to visit India in September to review the situation.

LIQUOR CONSIGNMENTS BEING HELD UP AT AIRPORTS

NEW DELHI: Failure of European wine and Scotch makers to comply with India's new food labeling requirements has resulted in liquor consignments being held up at some airports — a fallout of the latest spat between New Delhi and the European Union, the 27-nation trading bloc.
The Food Safety and Standards Authority of India (FSSAI) recently notified new norms that require bottlers to disclose ingredients used in a drink. Several European winemakers and the Scotch manufacturers have, however, refused to comply with the guidelines arguing that the alcoholic beverages are made only from one ingredient. In any case, these requirements are not there in European markets, said a source familiar with the discussions.
Indian authorities have countered it, saying that preservatives and caramel may have been used in the liquors and need to be disclosed. "Besides, these are India's legal requirements that need to be complied with if anyone wants to sell in the market," said an official.
A EU delegation is flying down to India for a meeting of the Joint Commission on standards to resolve the impasse.
The stand-off has resulted in some of the consignments being held up at airports, although customs authorities said that the quantities are not very large. "The demand comes down during the summer months resulting in lower imports. States also introduce new excise policies at the start of the financial year, which slows down the flow of consignments into India," a customs official said.

The dispute over food labeling standards is the latest spat between India and the EU, which banned the import of Alphonso mangoes and four other vegetables — eggplant, the taro plant, bitter gourd and snake gourd - from India, citing the presence of pests such as fruit flies in them. The Centre has taken up the issue and a European delegation is expected to visit India in September to review the situation. But the "temporary ban" has meant that mango farmers are losing out on a season of exports.
Even boxes used as packing material are under lens and there have been reports of paan leaves facing restrictions in the EU.

Odisha govt.moots coordinated action for prohibition of tobacco

The Odisha government has initiated inter departmental coordination action plan for prohibition of the consumption of tobacco in the state.

5th raid in month reveals more stale food

Stale food that was seized from restaurants in Alappuzha town on Wednesday.
Restaurants in the town were raided for the fifth time in a month on Wednesday. The previous raids were found to have had little effect with authorities finding stale food from eateries yet again.
Raids were conducted by the health wing of the Alappuzha municipality in 15 restaurants; stale items were seized from most of them. These include outlets situated at the Alappuzha beach, near the Alappuzha railway station and Vellakinar. The items seized included rice, fish curry, chicken and vegetable dishes, and stale oil with many of them found to be many weeks old.
Health Inspectors K.N. Harish, Junior Health Inspectors P. Sandesh, Sumesh Pavithran and C. Ajayakumar were among those who led the raids. According to officials, selling stale food could attract fines up to Rs. 25,000 and also suspension of the particular restaurant’s license.
However, criticisms have been raised from various quarters that letting errant restaurant owners go with light punishments have led to many having scant regard for flouting basic food and hygienestandards set by the Food Safety and Standards Act.
There is growing call to impose stringent actions against those found to violate such norms.

Safe food zones planned

District Collector Biju Prabhakar on Wednesday announced the decision to set up safe food zones that will supply vegetables cultivated without using pesticides and hygienic meat products in the city.
The zones will come up first at the World Market at Anayara and at Nedumangad before Onam. Subsequently, they will be extended to all government offices in the city.
The government undertakings will procure vegetables grown organically and supply to the food zones.

Caffeine's safety concerns increase with energy drinks gaining popularity

New questions regarding the safety of caffeine for consumers has been recently raised as the caffeine-containing energy drinks have surged in popularity.
However, according to a June 23rd panel discussion at the 2014 Institute of Food Technologists (IFT)Annual Meeting & Food Expo in New Orleans there is a rich database of health evidence that had confirmed the safety of caffeine for consumers at current levels of exposure.
But the interaction of caffeine with the myriad of other ingredients that are found in many energy drinks is still unknown. Caffeine cleared out all the concerns over 30 years ago with extensive research for possible links to birth defects in animals and cardiovascular disease in humans.
James Coughlin, Ph.D. of Coughlin & Associates said that according to them the safety issues were put to bed in the 80s but today concerns are being raised because no one has gone back to look at the literature and there has been a lot of bad science related to caffeine that is fueling concerns.
In 2013, the U.S. Congress pressed the U.S. Food and Drug Administration (FDA) to look harder at the safety of caffeine and so they sponsored an Institute of Medicine scientific workshop which focused on the need to identify vulnerable populations that might be at risk from increased caffeine exposure and to pinpoint research gaps that needed to be filled.
James C Griffiths, Ph.D said that CRN believes that no new regulations are necessary concerning caffeine-containing products, since there is overwhelming scientific evidence demonstrating its safety but they are waiting to see what the FDA is going to do.

Next time at the ration shop, the owner may just take your photograph

The photographs will be cross-checked with the Food and Civil Supplies Department’s database. If the shop-owner is found to have sold produce to bogus beneficiaries, he will face action.

This is part of a technique called random picture matching
Next time a customer enters a ration shop, the shop-owner might just ask him to wait while he uses his cellphone to take his photograph. This is part of a technique called random picture matching and will be used by the Department of Food and Civil Supplies to weed out bogus cards and ineligible beneficiaries in the State. How it works.
The department will maintain a database of eligible beneficiaries. Food Inspectors and other officials will have access to the database.
On the other end, fair price shop-owners have to download an app on their phone, which will suggest, at random, which customer’s photo should be taken. The app will recognise all the members of a beneficiary family and not just the head.
The shop-owners have to take their phones to the tashildar’s office at the end of every month. The photographs will then be cross-checked with the database. If the shop-owner is found to have sold produce to bogus beneficiaries, he (shop-owner) will face action, which will include withholding of his allotment for the next month.
This is among several technological tools that the department will use to reduce irregularities, while issuing ration cards and distributing produce such as foodgrains. “We have set in motion the process to start using random picture matching,” Harsha Gupta, Commissioner, Food and Civil Supplies, told The Hindu. “We will help shop-owners buy low-end smartphones and use this application,” he said.
The second important intervention will be the convergence of data from various departments to weed out ineligible ration card holders.
The Food and Civil Supplies Department will cross-verify its database of BPL households with the databases of beneficiaries of Revenue Department’s social security schemes and of the Agriculture Department’s subsidy schemes.
“We will cross-check our household data with the National Population Register and the Election Commission data. We have already begun consultations with the officials concerned,” Mr. Gupta said.
This will not only help eliminate errors, but also act as third-party verification of the Food and Civil Supplies Department’s database, according to him.
The department will also begin using lorries fitted with GPS and GPRS devices to monitor their movement. “We will have level indicators inside kerosene lorries to monitor the quantity being carried. We will also have digital weighing scales for lorries that leave warehouses,” he said.
