Now, Indian paan leaves under EU scanner

According to a report released by the European Commission on Friday, since August 2011 a high proportion of consignments of paan leaves imported into the UK from India have tested positive for salmonella which causes severe diarrhoea and vomiting.

EU's Rapid Alert System for Food and Feed (RASFF) said "continuous reports notified by UK have led to the setting up of reinforced checks for paan leaves from India". 
"An important source of RASFF notifications on pathogens are fruits and vegetables," it said. "The main pathogen referred through RASFF is salmonella. The high reason for salmonella contamination since 2011 is paan leaves." 
The latest data showed last year India received the second highest number of RASFF notifications (257) after China (433). 
The EU said Europe was more than ever reliant on RASFF to ensure "that our food meets some of the highest food safety standards in the world". 
The UK Food Standards Agency (FSA) has earlier issued a warning to consumers about the risk of salmonella food poisoning from paan leaves. The FSA has asked authorities at UK ports and airports to sample and test all consignments of paan leaves presented for import, especially those coming from India and Thailand. 
"RASFF is a vital tool to respond to food safety risks in Europe, since information is swiftly exchanged to protect European consumers," said Tonio Borg, the EU commissioner for health. "The horsemeat scandal illustrated the RASFF system in action and food products adulterated with horsemeat were traced back to source and withdrawn from the market." 
Europe has already banned the import of India's world-famous Alphonso mangoes. On March 26, the EU's 28 member states endorsed emergency measures proposed by the European Commission to ban the import of certain fruits and vegetables from India. The ban, put in force by EU's Standing Committee on Plant Health, came into force from May 1. 
Besides the Indian mango, the other fruits and vegetables banned included Colocasia (taro, eddo) Momordica sp (bitter gourd), Solanum melongena (eggplant) and Trichosanthes sp (snake gourd). The commission says the decision was taken due to a high number of intercepted consignments containing quarantine pests, mainly insects. 
A review of the measures will take place before December 31, 2015.

The Hon’ble Minister told the industry that Hon’ble Prime Minister Narendra Modi ji’s one of the primary focus areas is “to use ‘agro technology’ to boost ‘agro based industries’. The Hon’ble Minister said that she has asked the Ministry to prepare National Food Map that showcase all our agriculture and livestock produce and food processing potential states and areas so that we could know what our strengths and weaknesses are and then we shall tackle them by suitable interventions. She also said that as a Minister her focus is on:
-Installing Food Processing Growth Engines at village farm level so that agriculture gets a boost and wastage is reduced. 
-Apart from our focus being on reducing our fruits and vegetable wastage and losses, we also need to optimize yield from per acreage of land by inducting better technology simultaneously to give double benefit to farmers 
-We wish to develop entire North East Region into Organic Food Processing Zones, and we seek to develop SPECIAL FOOD PROCESSING ZONES in the country.
-Special focus on small scale food processing units for women to make them financially self-reliant.
-To encourage special food processing units to impart skill development to augment skills and bring up a skilled workforce. 
And to do that “Government shall do what it needs to do tocreate food processing environment in the country and we need to build BRAND INDIA of food processing for exports and STATE SPECIFIC BRANDS for our domestic National markets. Because apart from Brand India we also have a very big domestic market that we should tap. 
Talking to the Industry the Hon’ble Minister assured the industry that she is all set to take up the issues relating to Food Safety Standards Authority of India with the Hon’ble Health Minister and she assured the industry that special attention shall be paid so that delay in product approvals and other regulatory environment does not derail the food processing in the country. 
Hon’ble Minister also emphasized on adopting the best Model Food Processing Policy and adopting ‘best practices’ to be followed as a policy of FPI Ministry. She said that the general perception that processed food is for the elite and not for the common man needs to be shunned. The growth of food processing industry in the country is also linked to this perception which adversely affects the industry which works like discouragement to start processed food ventures. Talking about virtues of processed foods, she said, “the processed food shall prove to be far cheaper and safer than the fresh food and would lead to reduction of both poverty and inflation.” She also welcomed the industry to resolve all issues relating to the food processing industry.

Food map of India will be made to boost Food Processing




Prime Minister Modi in his first parliament speech said that we don’t have real time agri produce data. He emphasized on technology revolution in agriculture with the help of already successful India IT sector. Now the first feeler working towards some real time data, the ministry of food processing is planning to develop a food map to help identify food clusters across the country.
Harsimrat Kaur Badal, minister for food processing industries said the food map will not only help identify strengths in terms of crop strength, production, processing, but also help the ministry to ensure the desired interventions to expand the Indian food export market and develop brand India in CII meet.
Kaur also said the food processing ministry is working to devise new schemes to provide last mile delivery to farmers, which include ‘farm to shelf’ schemes like setting up mobile processing vans which could reach out to farmers, and setting up small food processing units providing business incubation, training and a processing centre at village level so that farmers’ produce is processed and reach markets.
Minister also mentioned government top priority to curve the inflation which is directly related to processing of agro produce. Boosting food processing is also on top of the agenda, followed by mitigating post harvest fruit and vegetable losses and driving and accelerating food processing industries growth and to de-regulate and simplify governmental systems, processes and clearances that delay food processing projects, causing huge losses to the companies putting up projects.

Officials cancel licence of Milan Hotel, slap fine of Rs 35,000

Food Safety and Standard Authority officials today cancelled licence of a Hotel and slapped fine of Rs 35,000 for not maintaining hygiene condition in kitchen and store room.
A team of officials led by Food Safety and Standard Authority Designated Officer Jagadish Nuchin, who are on a drive to inspect the hygienic condition in the city Hotels, held raids on Hotel Milan on Club Road. It was found that the hotel owner was carrying out business in complete violation of norms and not maintaining hygiene and cleanliness.
It was found that the Food was being prepared in filthy conditions; more over the toiletwas located besides the kitchen. Even the store room was in a dismal state. The personal hygiene of the food serving staff was not up to the mark. They were sporting long uncovered hair and long dirty nails.
Speaking to media, Mr Nuichin said they were on a drive to check hygienic condition at hotels, during their visit to Hotel Milan owner had completely comprised with hygiene.
The officials without heading to any pressure slapped fine and canceled the licence. Mr Nuchin also stated he had recommended for the seizure of the hotel for violations.
The same team which held inspections at a few Hotels and Restaurants yesterday issued notice against the Delhi Darbar, a non-vegetarian Hotel in the city.

Implementation of Drug, Food Control Laws reviewed

Jammu, June 13: Controller, Drug & Food Control Organization, Dr. Baldev Sharma today convened a meeting of Enforcement Officers of the Organization at Jammu to take stock of the status of implementation of Laws and Regulations related to Drug/Food Regulation and Tobacco Control. 
The Controller impressed upon the designated Authorities to take due cognizance of violations of the Laws and take necessary action against the violators. He directed the concerned to perform their duties with dedication and missionary zeal to safeguard the public interest. 
Dr. Baldev stressed the need for stepping up awareness campaign to educate the masses about the quality drugs and food products and the impact of sub-standard food articles on the health. He said the Department will start special awareness drive across the State to highlight the importance of quality drugs and food for the better health. He directed the concerned functionaries to step up their vigil on the outlets to ensure quality drugs and food to the consumers. He called for strict action against the culprits. 
The Controller directed the District Officers to involve all stakeholders to ensure quality drugs, food and food products to the consumers which is mandatory for a healthy society. All the stakeholders need to be briefed about the provisions of Law Governing their Trade and significance of applying the Legal Provisions in their Day today business. 
The Controller, who is also designated as Commissioner Food Safety Act, directed the Deputy Commissioners, Food Safety to undertake survey of food establishments along the National Highway in order to secure compliance with the mandated provisions of Hygienic conditions envisaged under the Food Safety Laws. 
All designated officers of Drugs and Food Safety from across the Jammu division were present in the meeting.

Gutkha packaging unit busted

Sleuths of the Local Crime Branch (LCB) unit in the Thane (rural) police claimed to have unearthed a gutkha packaging unit that was operating from a tenement in the Dhaniv Baug area of Nallasopara (E). While three people including the kingpin of the racket have been arrested, the police has seized a huge consignment of gutkha, empty sachets and a packing machine. Following a specific tip-off, a joint team headed by Food and Drug Administration (FDA), officer V.V. Vedpathak and LCB chief Kishore Khairnar, raided a tenement in Abdul Chawl of Jadhav Nagar on Wednesday and caught the accused red-handed while packing guthka in sachets of various brands using a packaging machine. The accused have been identified as Tanzim Ahmed Khan (30), Abdul Khan (20) and Govind Ramlal Chaurasiya (27). A case under sections 272, 273, 179, 188, 328, 420 and 34 of the Indian Penal Code and under the relevant sections of the Food Safety and Standards Act, 2006, has been registered against the trio who have been remanded to police custody till June 18. Further investigations are on.

'Food Safety Offices in Constituencies Soon'

THIRUVANANTHAPURAM: Food safety offices will be opened in all constituencies before July 30, Health Minister V S Sivakumar told the Assembly on Friday.
“A total of 57 posts has been created in the Food Safety Department recently,” the Minister told the House while the Speaker criticised the lapses in ensuring food safety saying that though steps were taken, no follow ups were done.
“Extensive raids were conducted. Discussions will be held with the officials in the state to test the quality of mangoes coming from Tamil Nadu,” the Minister said.
Chief Minister Oommen Chandy also said that various measures were being taken in this regard.
“Six persons have died in the state due to medical negligence after the government came to power,” Sivakumar said, while replying to a question.
“Five persons became disabled due to medical negligence. Action has been taken against fivedoctors for this,” the Minister told the House.
“A total of Rs 1.5 crore has been spent on advertisement as part of the Chief Minister’s mass contact programme,” Minister K C Joseph told the Assembly.
“A total of Rs 70,60,40,464 has been spent on advertisements, both in print and in visual media.
“As many as 22,634 persons have returned from Gulf countries following the implementation of Nitaqat,” he said.
“A legislation named Kerala Real Estate (Development and Regulation) will be made to prevent the fraudulence and violations of law while selling flats and buildings,” Minister Manjalamkuzhi Ali told the House.
“For this, a draft Bill is under the government’s consideration. Plans to set up a real estateregulatory authority, real estate authority and a real estate appellate tribunal have been included in the draft Bill.
“The authority will have the power to take decisions on the complaints. Appellate Tribunal will have the power to receive appeals against the decision of the authority. Those having the same status of High Court Judge would be appointed as the Tribunal Chairman. It has been decided to include a clause to punish cheaters even with jail term.,” the Minister said.

Officials raid slaughterhouses

The officials of food safety, revenue, police and Corporation conducted a raid at illegal slaughterhouses in Kunjalumoodu on Friday morning. Most of the slaughterhouses were working from houses. According to officials, around 20 such houses were raided. All of these were working without licences and proper waste treatment facilities.
“The raid was conducted as we got complaints that diseased cattle were being sold from these illegal outlets. We found stale meat as well as animal waste piled up,” said an official. There was minor opposition from the owners of the shops, but the presence of the police kept the situation from getting out of control. An investigation has been ordered to ascertain the purpose for which the fat contents were bottled.

Filthy meat and fish stalls closed

Flash inspections across the city led to the closure of five fish and meat stalls for operating under unhygienic conditions. Eight traders from Nayarambalam, Valappu, and Puthu Vypeen were arrested on Friday.
The inspections were targeted at illegally operated abattoirs and fish outlets. The operators of thestalls that were shut down were caught dumping waste from the slaughterhouse into a canal nearby.
Additional District Magistrate B. Ramachandran led the inspections assisted by officials of the pollution control board, health, police, revenue, animal husbandry and panchayat departments. Inspections were held to check the outbreak of epidemics in the wake of a Supreme Court order to that effect. District Collector M.G. Rajamanickam said that inspections will continue in the coming days.

திருச்சி மாநகராட்சி பகுதியில் கல்வி நிறுவனங்களில் இருந்து 100மீட்டர் சுற்றளவுக்குள் சிகரெட், பீடி, தடை செய்யப்பட்ட புகையிலை பொருட்களான பான்பராக், குட்கா, ஹான்ஸ் விற்கப்படுவதை தடுக்க பொது சுகாதாரத்துறை இயக்குநரகம் அதிரடி உத்தரவிட்டது.

இந்நிலையில் நேற்று மத்திய பேருந்து நிலையம் அருகில் உள்ள கல்வி நிலையங்களை சுற்றிலும் உள்ள கடைகளில் மாநகராட்சி நகர்நல அலுவலர் மாரியப்பன் தலைமையிலான குழுவினர் அதிரடி சோதனை நடத்தினர். இந்த சோதனையில் 7கடைகளில் புகையிலை பொருட்கள் விற்பனை செய்வது கண்டறி யப்பட்டது. இதில் சம்பந்தப்பட்ட கடை உரிமையாளர்களுக்கு சம்பவ இடத்தி லேயே அபராத தொகை யாக ரூ.2,200 வசூலிக்கப்பட்டது.
இதுகுறித்து மாநகராட்சி நகர்நல அலுவலர் மாரியப்பன் கூறியதாவது: கோடை விடுமுறை என்ப தால் மாநகரில் பெரும்பாலான பள்ளி மற்றும் கல்லுரிகள் விடுமுறை விடப் பட்டு இருந்தது. சில கல்லுரிகள் மட்டும்தான் திறக்கப்பட்டு இருந்தது. இதனால் இன்று (நேற்று) முதல் கல்வி நிலையங்களில் இருந்து 100மீட்டர் சுற்றளவுக்குள் உள்ள கடைகள் மற்றும் வணிக வளாகங்களில் சோதனை தீவிரப்படுத்தப்பட்டு உள்ளது.

ஊட்டிக்கு ஏராளமான சுற்றுலா பயணிகள் வருகின்றனர். இதுமட்டுமின்றி பல்வேறு பணிகளுக்காக சுற்று வட்டார பொதுமக்களும் நாள்தோறும் வருகின்றனர். அவர்கள் ஊட்டி நகரில் உள்ள ஓட்டல்கள், உணவகங்கள் போன்றவற்றில் உணவருந்துகின்றனர்.
இந்நிலையில் ஓட்டல், உணவகங்களில் சுகாதாரமான குடிநீர், உணவு வழங்க வேண்டும் என உணவு பாதுகாப்பு மற்றும் தரக் கட்டுப்பாட்டுத்துறை அறிவுறுத்தி உள்ளது.

Beware! Those juicy mangoes are toxic

Think twice before savouring the mangoes being sold in markets across New Delhi. If consumed, these mangoes, many of which are ripened artificially with harmful chemicals, can affect the neurological system and result in headache, dizziness, sleep disorder and other mental problems.
For the past few weeks, markets are full of mangoes and one can get the fruit at every nook and corner of residential colonies. A visit to the Azadpur fruit market revealed that the mandi is flooded with varieties of mangoes that are artificially ripened. According to traders, more than four lakh kilograms of mangoes reach the markets daily and around three lakh kg are sold in Delhi alone.
It may be difficult to resist the temptation, but experts warn that people should be careful about eating them. A. K. Singh, Head of the Division of Fruits and Horticultural Technology at the Indian Agricultural Research Institute, said these mangoes are "premature" and are usually ripened with the help of calcium carbide. "These mangoes are plucked before reaching physiological maturity just for the purpose of profit-making. As it is premature, it can't ripen naturally. The natural method is simply letting the fruit ripen by itself. Fruits produce ethylene, which hastens ripening. But the mangoes being sold now can't produce ethylene and vendors use the chemical to ripen it," Singh said.
Although mango dealers agree with this fact, they try to give their side of the story. "Mangoes are arriving from Andhra Pradesh and Tamil Nadu. Farmers at those places pluck them prematurely because in that condition, they are more resistant to damage during handling, transport and storage before reaching the areas where they are sold. Otherwise, it will result in huge losses. Ripe fruits are soft and prone to damage," a mango dealer said.
A visit to the Azadpur market on Saturday revealed the real picture. Thousands of cartons of mangoes from the two states were ready for sale. All these mangoes were green and hard. Some people were found selling what they described as "masala" wrapped in small packets. They said the "masala" costs Rs.2 or Rs.3 a sachet. It was revealed that mango traders buy this "masala" to ripen the mangoes.


At some distance, some persons were found packing mangoes in cartons and one sachet of "masala" was placed over every layer. "This is the only way to ripen the mangoes. People would not buy them if they are green. It will take not more than a day for them to become ripe, turn yellow and be ready for eating," a trader said.
Another trader said the merchants would incur heavy losses if they did not usecalcium carbide. When asked about the possibility of authorities cracking down on the use of chemicals, a trader responded: "Nothing happens. Local officials are aware of this. This has been going on for years." Laws exist to prevent such practices, but experts say that there is lack of enforcement in the city. "Use of carbide is already banned by the government under rules to prevent food adulteration, but authorities are hardly enforcing them. Due to a lacklustre approach, middle men are easily making money out of this," Singh said.

Lab testing of potatoes, green chillies before export mandatory: APEDA

Due to the ban imposed by Saudi Arabia on Indian green chillies and Russia’s displeasure about contaminated potatoes from India, the Agricultural and Processed Food Export Development Authority (APEDA) imposed mandatory laboratory testing of exporting items. 
With effect from May 30, 2014, Saudi Arabia had banned the import of green chillies from India due to the presence of a higher-than-permissible level ofpesticide residues. In the past, there have been several reported instances of contaminated green chilli consignments in Saudi Arabia. 
APEDA had issued several advisories to the exporters of green chillies urging them to get their consignments tested from APEDA-approved laboratories and export only the compliant material. The exporters did not take serious cognisance of these advisories, and that resulted in a ban. 
The agriculture ministry directed APEDA not to issue any phytosanitary certificates to consignments containing chillies to the Middle-East or potatoes to Russia without submitting a certificate by a lab approved by the authority. APEDA doubled the sampling intensity for potatoes to Russia. 
A recent communication by the Federal Services for Veterinary and PhytosanitarySurveillance (FSVPS) of the Russian Federation informed that 23 consignments of Indian potatoes have been intercepted with pests and diseases. It demanded that stringent action be taken. 
V K Kaul, deputy general manager, APEDA, said, “In a serious tone, the Russian government informed us to take immediate measures to stop phytosanitary violations in exporting potatoes, as they found many consignments contaminated.” 
“The investigations are still going on. The contamination was identified as brownrot agent (Ralstonia solanacearum), which poses a potential threat for Russia. APEDA is strict to its quality methods and advised exporters to follow all quality measures,” he added. 
“As per the directions of the agricultural ministry, APEDA would produce a phyto-sanitary certificate only after lab testings. The quality testing of exporting potatoes to Russia in APEDA-approved laboratories are now mandatory,” Kaul added.
The document released by FSVPS stated that the violations of phytosanitary requirements during the potato exportation from India and Bangladesh to Russia have become systematic. It added that since the beginning of 2014, Brown Rot agent, which is exotic for the Russian territory, had been detected in 24 potato consignments from these countries. 
“Such violations of the international and Russian plant quarantine legislation are the reason to impose temporary restrictions on import of high-phytosanitary risk products from the violating countries,” it added.
“However, realising the necessity to maintain and develop trade relations, the Rosselkhoznadzor sent official letters to Indian and Bangladeshi national plant protection organisations with a request to investigate the violations immediately and take urgent measures,” the document said.
Currently, Ralstonia solanacearum was included in the list of quarantineable objects in Russia. In case this agent is spread in the Russian territory, it may cause economic losses of about 700-760 thousand rubles a year, based on an estimate.
T Sudhakar, deputy general manager, APEDA, said “Misunderstanding in the use of pesticide residues by farmers lead to the recent ban on Indian green chillies by Saudi Arabia. Farmers use different kinds of chemicals and pesticides to protect their crops and for good harvest.” 
“But using of these chemicals are depended on many factors, including the soil, the climate, the place and even the variety of chillies produced. Using pesticides just before the harvest would be dangerous, and mostly affects the exporting consignments,” he added. 
“Every pesticide has a prescribed level of use. Farmers should not use pesticides, if it is labelled unfit for chillies or vegetables. The quantity of pesticides can also affect the quality of products. Careless use of chemicals would affect the trade of agricultural products with foreign countries,” Sudhakar said.

After EU ban on mangoes, Iran cuts basmati import

CHANDIGARH: Close on the heels of a ban on mangoes from India by the European Union(EU), Iran has cut down its purchase of basmati rice by around half over the past three months. And yet, even farmers in Punjab and Haryana - the country's biggest producers of the aromatic crop - are planning to bring more area under basmati this kharif season.
About of 80% of basmati rice exported by India is bought by millers from Punjab and Haryana. Last year, Punjab had about 5.59 lakh hectares (ha) of area under basmati and had an output of 14.87 lakh tonnes while in Haryana the area under the crop was 7.21 lakh ha and production was 18.90 lakh tonnes.
Iran, which is the biggest importer of basmati rice from India, has cited stringent standards on chemical contamination, mainly arsenic, and dissatisfaction with the quality of commodity being delivered for lowered buying. While experts and officials fear this could hurt prices of the new crop as its transplantation begins in the first fortnight of July, exporters have allayed such fears.
Amit Marwaha, a leading rice exporter from Amritsar, said Iran had changed its food safetynorms therefore it sent back some consignments of basmati rice from India. "I don't think this will impact rice exports to Iran and other countries since most of us have applied for hazard analysis and critical control points (HACCP) 
certification, which states that all food safety standards are met by the millers."
The Agricultural and Processed Food Products Export Development Authority (APEDA) data shows that India exported 35 lakh tonnes of basmati rice worth Rs 19,409 crore in the crop year 2012-13. Of this, Iran accounted for about 10.82 lakh tonnes valued at Rs 6,463 crore. From April 2013 to February 2014, basmati rice export stood at 34.38 lakh tonnes worth Rs 26,519 crore, riding mainly on strong demand from Iran, Saudi Arabia and Iraq.
Former president of the All India Rice Exporters Association (AIREA), Vijay Setia, said demand from overseas wouldn't suffer much in the coming season since most of the exporters had started maintaining the required international standards for metal residue in rice. "All concerns about quality of rice have been addressed so I see no negative impact on the export from India this year as well," said the Karnal-based exporter.

FDA police officials seize banned gutka, arrest 3 in Thane

In a joint operation, officials of the Food and Drugs Association (FDA) and the Thane District Rural police, today raided a premises in Nalla Sopara in the western part of the district, seized banned gutka and arrested three people in connection to the crime, FDA officials said.
PM Raut, Joint Commissioner FDA, Thane told UNI that officials raided Abdul Chawl, in Suresh Budhaji Jadhav Nagar at Dhaniv of Nalla Sopara and seized banned gutka of various brands including Pukar Gutka, Scented Tobacco, Gutka (Loose), and Tobacco flavour used for making gutka.
The team of officials also seized a Gutka packing machine and packing material from the premises.
Three people were arrested in connection with the raid. They were caught red handedwhile in packing operations, the FDA officials said.
Offences have been registered against the trio under sections 272, 273, 179, 188, 328, 420 and 34 of the IPC and also under relevant sections of the Food Safety and Standards Authority of India (FSSAI) with the Valiv Police station under Vasai division, the officials added.

Chewing tobacco seized

Police seized 126 packets of chewing tobacco from two shops near Kalady here on Thursday. About 106 packets were seized from a shop run by Shamir, 35, of Pallikkavala junction.
Another 16 packets were seized from the store of Unnikrishnan, 55, at Nayarpeedika junction, on the same day.
Police arrested both store owners and registered cases against them.

தேனி மாவட்ட கலெக்டர் பழனிசாமி, மாவட்ட வருவாய் அலுவலர் சோமசுந்தரம் உத்தரவின்படி கம்பம் பகுதியில் நேற்று சோதனை நடத்தப்பட்டது. இதில் உணவு பாதுகாப்பு நியமன அலுவலர் டாக்டர் மீனாட்சி சுந்தரம் தலைமையில் உணவு பாதுகாப்பு அதிகாரிகள் ஜனகர் ஜோதிநாதன், மதன் மற்றும் நகராட்சி சுகாதார ஆய்வாளர்கள் ரவிச்சந்திரன், சரவணன், ராதாகிருஷ்ணன் உள்ளிட்டோர் இடம்பெற்றனர்.
கம்பம் மெயின்ரோடு, சிக்னல், பஸ் ஸ்டாண்ட் உள்ளிட்ட பகுதிகளில் திடீர் ஆய்வை மேற்கொண்டனர். இதில் தடை செய்யப்பட்ட சுமார் ரூ.50 ஆயிரம் மதிப்புள்ள போதை பாக்குகள் மற்றும் பிளாஸ்டிக் கப்புகள், பைகள் ஆகியவற்றை பறிமுதல் செய்தனர். மேலும் தடை செய்யப்பட்ட பிளாஸ்டிக் பொருட்கள் மற்றும் பாக்குகள் விற்பனை செய்ததாக ரூ.2200 அபராதம் விதிக்கப்பட்டது. இதில் போதை பாக்குகள் நகராட்சி குப்பை கிடங்கிற்கு கொண்டு செல்லப்பட்டு தீ வைத்து அழிக்கப்பட்டது.

Stale food seized in raids

Health hazard:Stale food seized from food outlets during a raid carried out in Kasaragod on Wednesday.
A raid conducted by the health wing of the municipality in select canteens and hotels here unearthed stale food.
The raids led by health supervisor K. Rajan in canteens attached to three leading hospitals and five other food outlets found stale food being served to customers, a pressnote issued her e said.
Officials, while issuing notices to the owners of the outlets, made it clear that they would intensify the raids in the coming days.

Pan masala seized

The Railway police confiscated 450 kg of pan masala from a train at the Alappuzha Railway station. According to officials, the banned product was recovered from sacks that had reached Alappuzha as parcel in the Kochuveli Express by 11.30 a.m. Around 2,700 kg of tobacco-related products have been seized from the railway station during a year, they said.

Decision on bar licence soon

The government will soon take a policy decision on the bar licence issue as 418 bars across the State have been remaining closed for two months, Minister for Excise and Ports K. Babu has said.
Intervening during the reply to a question in the House on Wednesday, the Minister said the sales in the Kerala State Beverages Corporation (Bevco) outlets had gone up after the bars that did not have quality standards were closed as per a Supreme Court directive.
Bevco earned additional revenue of Rs.200 crore during the period with an increase of seven lakh litres of liquor sale in May this year, compared to the corresponding period in 2013. Mr. Babu said the government’s policy was to introduce prohibition in a phased manner after creating awareness among the public.
Minister for Labour Shibu Baby John said only 503 of 6,670 workers employed in these 418 bars had been registered in the Abkari Welfare Board. Only the bars had been closed and the hotelsand restaurants attached to them were working. A decision on the rehabilitation of the employees of these bars would be announced after the policy decision was taken, he said.Food Safety
Mr. Sivakumar, in reply to another question, said the Food Safety and Standards Authority of India had extended the time for obtaining the licence till August 5 this year. Only 30,439 traders had taken the mandatory licence and 1,60,365 had registered.

    Tapioca farmers, sago traders boycott meeting

    Tapioca farmers, sago manufacturers and sago traders on Tuesday boycotted the meeting that was organised to create awareness among them on the Food Safety and Standards Act in connection with adulteration of sago.
    The manufacturers and traders expressed their concern over the delay in starting the meeting which was to be chaired by Collector K. Maharabushanam.
    Mr. Maharabushanam, who arrived half-an-hour late, said he was busy making arrangements for theinauguration of the Integrated Commercial Taxes office – at Hasthampatti in Salem city by Chief Minister Jayalalithaa through video conferencing on Wednesday. Officials of various departments made repeated pleas to the participants to give up the boycott and return to the meeting venue. Some of them returned to the meeting venue while the rest stood by their decision and left that place. The meeting began after print and electronic media persons were asked to leave the venue at 6 p.m.

    கோவை மாநகர் பகுதிகளிலுள்ள மளிகை கடைகள், பெட்டிக்கடைகள் போன்றவற்றில் தமிழக அரசால் தடை செய்யப்பட்ட ஹான்ஸ் உள்ளிட்ட பல வகை புகையிலை பொருட்களை விற்பனை செய்வதாகவும், பள்ளி, கல்லூரி அருகில் பீடி, சிகரெட் போன்ற பொருட்களை தடையை மீறி விற்பனை செய்யப்படுவதாகவும் மாநகர போலீசாருக்கு புகார் வந்தது. புகாரின் பேரில் மாநகர போலீசார் நேற்று தங்கள் போலீஸ் எல்லைக்கு உட்பட்ட பகுதிகளிலுள்ள கடைகளில் சோதனை நடத்தினர்.
    சிங்காநல்லூர் போலீசார் ஒண்டிப்புதூரிலுள்ள கேபிஜே மளிகை கடை, சிங்காநல்லூர் சுப்ரமணியம் பிள்ளை வீதியிலுள்ள ஏ1 மளிகை கடை போன்றவற்றில் நேற்று முன்தினம் சோதனை நடத்தினர். இதில் பதுக்கி வைத்து புகையிலை பொருட்கள் விற்பது தெரிந்தது. இதையடுத்து போலீசார் புகையிலை பொருட்களை விற்ற ஒண்டிப்புதூரை சேர்ந்த ஜோசப் செபஸ்டின்(55), சிங்காநல்லூரை சேர்ந்த அழகப்பன்(50) ஆகிய இரண்டு பேரை கைது செய்தனர். இவர்களது கடையில் இருந்து விற்பனைக்கு வைக்கப்பட்டிருந்த ஹான்ஸ், பான்பராக், கணேஷ் உள்ளிட்ட 201 பாக்கெட் புகையிலை பொருட்களை போலீசார் பறிமுதல் செய்தனர்.
    அதேபோல், கோவைப்புதூரிலுள்ள ஒரு தனியார் கல்லூரி அருகேயுள்ள பேக்கரி, மளிகை கடைகளில் குனியமுத்தூர் போலீசார் சோதனை நடத்தினர். இதில் தடையை மீறி கல்லூரி அருகே பீடி, சிகரெட் போன்ற பொருட்களை விற்பது தெரிந்தது. இதையடுத்து போலீசார் பீடி, சிகரெட்டுகளை விற்ற குனியமுத்தூரை சேர்ந்த சாமி(40), கோவைப்புதூரை சேர்ந்த கதிரேசன்(55), கோவைப்புதூரை சேர்ந்த வேலுசாமி(41) ஆகிய மூன்று பேரை கைது செய்தனர். இவர்களிடம் இருந்து 39 பாக்கெட் பீடி, சிகரெட்டுகளை போலீசார் பறிமுதல் செய்தனர்.

    Delhi street food vendors get registration lessons to assure quality, safety
    The street food vendors registration advocacy campaign gained momentum on Wednesday with street food representatives, food, health and TVC members asserting at a consultation – Interface between Street Food Vendors and Authorities organized by the National Association of Street Vendors of India (NASVI) with the help of FSSAI here in Delhi that the Food Safety department must speed up Delhi street food vendors registration process to assure quality, safety of food and also to safeguard the livelihood of Street Food Vendors as Street Food Vendors are an important part of our City’s backdrop.
    The National Association of Street Vendors of India (NASVI), which has been at the forefront of getting a Central Act enacted in 2014 despite the impasse in Parliament, initiated the process of Street Food Vendors registration process in Delhi with help of FSSAI few months back but the process has been very slow.
    Addressing the Street food Vendors conference at Gandhi peace foundation, the Food Safety Commissioner Mr. S S Kannout promised full co-operation in getting the Street Food Vendors registered. He stressed that August 4 2014 is the cut off date for getting food vendors registered. He also promised to relax the mandatory identity card of Delhi State and said that identity card of any state will suffice. He also promised that the dialogue with Municipal Bodies to create Safe Food Zones in the city. A presentation on registration process was also made.
    Enforcement Director of FSSAI Binmal Dubey also stressed on the urgent need of preparing food safety plan of every ward so that vendors know their responsibilities. On his plea, food vendors of Karol bagh, Narela, Okhla, Dwarka promised to make this area food safety zones.
    Speaking on the perspective and purpose of the event, NASVI National Coordinator Arbind Singh urged that despite the Food Safety ACT 2011, the Health Departments of Municipal Bodies of Delhi continue to harass the Street Food Vendors. He said that NASVI will soon file a PIL demanding food vendors to be regulated by one authority as far as food selling is concerned. He informed the participants that the three Municipal Bodies of Delhi have formed the Town vending Committee and in all meetings of TVC the demand and consensus is to stop harassment of vendors and creation of vending zones.
    Beginning the interface NASVI Food Program head Sangeeta Singh shared the various activities of NASVI to empower Street Food Vendors of which helping them to get registered under the Food Safety Act 2011. She pointed out the difficulties in speeding of registration and urged the Food Safety Commissioner to organize camps for registration.
    The organizer of the event Anuradha Singh, Program Manager NASVI, stressed that NASVI is helping Street Food Vendors in many ways and this interface is being organized to solve the bottlenecks in speeding registration. She pointed out that the objective of the interface is to get all the estimated 10, 0000 Street Food Vendors registered by August 4 2014.

    Software architect Rayson Rappai found his true calling in organic farming
    I’m at the farm, planting china vengayam and manjal. Can I call you back?” asks Rayson Rappai, 45. He does, after sunset and a day of hard work behind him. “My wife Nimmy and I planted about 60 kg of onion. Feels good,” says the founder of OTR Organic Farm Products, Saibaba Colony.
    Rayson lived every middle class Indian’s dream. He studied well and migrated to the U.S. in 1999. During the week, he was a Microsoft architect. In the weekends, Rayson, Nimmy and kids Rohith and Rhea hit the orchards of North Carolina. They visited local markets and hand-plucked vegetables at farms. A local grape farmer even wanted to adopt Rayson!
    The fruit-and vegetable-laden farms reminded Rayson of his family’s lushkitchen garden in Coimbatore. The couple returned to India in 2007 and Rayson decided to become a farmer. He started off planting cauliflower, greens and thattaipayir in the plot adjacent to his house. He trawled the Net for a working farm, and found one in Puthur near Thondamuthur. “It’s ironical. I came back from the U.S. to buy a farm from a person who was migrating to the U.S.!”
    The farm was semi-organic, and Rayson continued that way for two months, till an incident changed his mind. “Workers would spray pesticides and head straight to the toilet. They had severe stomach upsets. When I passed by the area being sprayed, I would have a lingering headache. What was happening was wrong. And, I was determined to set things right,” he says.
    Rayson read up on pesticide-free cultivation, learnt about farming techniques from his uncle Baby, an organic farmer himself, and decided to go natural. He raises fenugreek, thandu keerai, mulai keerai, arakeerai, sirukeerai, mint, coriander, dill... He started a store to stock produce from his farm and other nearby organic farms. Today, locals in Saibaba Colony head there to pick up grocery, greens,fruits and vegetables. Monday is D-day, when greens (20 varieties), lemon, amla, brinjals and mullangi arrive from his farm.
    There’s a queue in front of the store, and two cash tills operate that day. “The crowd can get difficult to manage. But, it adds to your responsibility to provide only organic stuff,” he says. Rayson chooses his suppliers carefully, whetting them based on certification and references. “There’s a lot of inorganic stuff masquerading as organic. We have to be careful.”
    Rayson’s farm is home to many fruit-bearing trees — guava, chicku, rose apples, pomegranate, mangoes. Herbal plants such as thoodhuvaalai and kuppaimeni abound too.
    “I restrict myself to raising a few varieties of vegetables. One person cannot cultivate everything. And, if you sell only what you produce you cheat others of a livelihood,” he says. He interacts with other farmers, so that there is no duplication. “I don’t plant banana. I leave that to another who is an expert in it,” he explains.
    At work in the farm are both technology and traditional wisdom. “We avoid flood irrigation and plant on raised beds,” he explains. He is also particular about running an ‘orderly’ farm. “Everyone wonders if I am creating software here or running a farm,” he laughs. “But, I like to do things scientifically, and with discipline.” He’s also pursuing a degree in Farm Technology from TNAU.
    Rayson visits the farm every day, either on his scooter or car, and brings back the day’s produce. “The farm is where my life lies. For me, happiness is the thought that I cultivate food, and that someone depends on me for nourishment,” says Rayson, packing half a kg of sundaikkai for a customer. “He called yesterday. It took me some time to pluck it. It won’t earn me a lot of money. But, that customer will cook something healthy. That’s what drives me.”

    "ஐந்து துறை அலுவலர்கள் கொண்ட கண்காணிப்பு குழு அமைத்து, சேகோவில் கலப்படம் கண்டறியப்பட்டால், கடும் நடவடிக்கை எடுக்கப்படும்,'' என,மரவள்ளி கிழங்கு விவசாயிகள், சேகோ ஆலை உரிமையாளர்களுடன் நடந்த முத்தரப்பு கூட்டத்தில், மாவட்ட கலெக்டர் மகரபூஷணம் எச்சரிக்கை விடுத்தார்.
    சேலம், நாமக்கல், விழுப்புரம், கடலூர், ஈரோடு உள்பட, 20க்கும் மேற்பட்ட மாவட்டங்களில், மரவள்ளி கிழங்கு சாகுபடி செய்யப்படுகிறது. ஆத்தூர், தலைவாசல், கெங்கவல்லி, ராசிபுரம், நாமக்கல் பகுதியில் உள்ள, 400க்கும் மேற்பட்ட சேகோ பேக்டரிகளில் அரவை செய்து, ஸ்டார்ச், ஜவ்வரிசி உற்பத்தி செய்யப்படுகிறது.
    மரவள்ளி கிழங்கில் இருந்து கிடைக்கும், ஜவ்வரிசி மற்றும் ஸ்டார்ச் ஆகியவை, 58 சதவீதம் உணவு பொருளாகவும், 28 சதவீதம் கால்நடை தீவனம், நான்கு சதவீதம் ஸ்டார்ச் மாவை பயன்படுத்தி, திரவகுளுகோஸ், டெக்ஸ்ட்ரோஸ் மருந்துக்கு பயன்படுத்துகின்றனர்.
    ஆத்தூர் பகுதியில் உள்ள, சேகோ பேக்டரிகளில், 30 சதவீதம் மரவள்ளி கிழங்கு மாவுடன் (ஸ்டார்ச்), 60 சதவீதம் மக்காச்சோளம் மாவு கலந்து தரமற்ற ஜவ்வரிசி உற்பத்தி செய்கின்றனர். ஜவ்வரிசி தரம் பாதிப்பதுடன், மக்காச்சோளம் கலந்து தயாரிக்கும் சேகோவில், புரோட்டீன் அதிகரிக்கும் என்பதால், உடல் பருமன் எடை அதிகம் போன்ற உடல் உபாதை ஏற்படும் என, மரவள்ளி விவசாயிகள், புகார் தெரிவித்தனர்.
    சேலம் மாவட்டத்தில், ஜவ்வரிசி உற்பத்தியில், கலப்படத்தை தவிர்க்க, விவசாயிகள், சேகோ ஆலை உரிமையாளர்களுடன், நேற்று, 10ம் தேதி, மாலை, 4.30 மணியளவில், முத்தரப்பு கூட்டம் நடப்பதாக, விவசாயிகள், சேகோ ஆலை உரிமையாளர்கள், சேகோ சர்வ், உணவு பாதுகாப்பு துறை அதிகாரிகளுக்கு, மாவட்ட கலெக்டர் அழைப்பு விடுத்தார்.
    நேற்று, மாலை, 4.30 மணியளவில், மாவட்ட கலெக்டர் அலுவலகத்துக்கு, மரவள்ளி விவசாயிகள், சேகோ ஆலை உரிமையாளர்கள், சேகோ சர்வ் மற்றும் உணவு பாதுகாப்பு துறை அதிகாரிகள் வந்தனர். மாலை, 5.45 மணி வரை, கலெக்டர் வராததால், ஏராளமான விவசாயிகள் புறக்கணிப்பு செய்தனர்.
    மாலை, 6 மணிக்கு மேல், கலெக்டர் மகரபூஷணம் வந்தவுடன், சேகோ ஆலை உரிமையாளர்கள், 30க்கும் மேற்பட்ட விவசாயிகளுடன், முத்தரப்பு கூட்டம் நடந்தது.
    இக்கூட்டத்தில், மாவட்ட கலெக்டர் மகரபூஷணம், ""சேகோவில், ரசாயனம், மக்காச்சோளம் மாவு கலப்படம் செய்வது, சட்டத்துக்கு புறம்பானது என்பதால், உணவு பாதுகாப்பு துறை, மாசு கட்டுப்பாடு வாரியம், வருவாய்த்துறை, வணிக வரித்துறை, சேகோ அதிகாரிகள் என, ஐந்து துறை அதிகாரிகள் கொண்ட கண்காணிப்பு குழுவினர், எந்த நேரத்திலும் ஆய்வு பணி மேற்கொள்ளலாம்.
    மக்காச்சோளம் கலப்படம் கண்டறியப்பட்டால், சேகா ஆலைக்கு, "சீல்' வைத்தல் போன்ற குற்ற நடவடிக்கை மேற்கொள்ளப்படும். நாளை (இன்று) முதல், இந்த உத்தரவு அமலுக்கு வரும்,'' என, தெரிவித்தார்.
    இதை சேகோ ஆலை உரிமையாளர்களும், ஒப்புக்கொண்டனர். தமிழக மரவள்ளி உற்பத்தியாளர்கள் சங்கம், மாநில செயலாளர் சுந்தர்ராஜன், நமது நிருபரிடம் கூறியதாவது:
    இந்தியாவில், தமிழகம், கேரளா, ஆந்திரா உள்பட, 13 மாநிலங்களில், 3.1 லட்சம் ஹெக்டேர் பரப்பளவில், மரவள்ளி கிழங்கு சாகுபடி செய்வதால், 60 லட்சம் டன் மரவள்ளி கிழங்கு உற்பத்தி செய்யப்படுகிறது. ஜவ்வரிசி, ஸ்டார்ச் மாவு உணவு பொருளாகவும், மருந்து தயாரிப்புக்கு பயன்படுகிறது.
    ஜவ்வரிசி, ஒரு மூட்டை (100 கிலோ), 5,500 ரூபாயும், ஸ்டார்ச், மூட்டை, 4,000 ரூபாய்க்கும் விற்கப்படும் நிலையில், மரவள்ளி கிழங்கு, ஒரு மூட்டை (75 கிலோ), 300 ரூபாய் என, குறைவாக வாங்குகின்றனர். மரவள்ளி கிழங்கின் ஸ்டார்ச் மாவுடன், மக்காச்சோளம் மாவு கலந்து, கலப்படமாகவும், தரமற்ற ஜவ்வரிசி உற்பத்தி செய்தால், இத்தொழில் அழிந்து விடும் என்பதால், தடுக்க நடவடிக்கை எடுக்க வேண்டும்.
    கூட்டுறவுத்துறையில், கரும்பு ஆலை செயல்படுவது போல், சேலம், நாமக்கல், விழுப்புரம் மாவட்டத்தில், கூட்டுறவு சேகோ ஆலை அமைத்தால், 15 லட்சம் விவசாயிகள் பயன்பெறுவர் என, கூறினார்.
