Enforcement Branch officers on Tuesday rounded up a vegetable
wholesaler from Howrah for using inorganic colours in his vegetables.
Cops also seized 2 quintal pointed gourd from the market.
Enforcement Branch DG Vijoy Kumar said similar raids will be continued across the state to stop adulteration in food and vegetables. The initiative was taken following the order of chief minister Mamata Banerjee, who had expressed concern over the matter on Monday.
Colours, mostly chemicals harmful for human body, are used to mix with the vegetables for fresh looks. The traders even use most harmful chemicals like copper sulphate, rodamine-B, melaphite green and tatragin to make the vegetables look attractive to buyers. When people consume them, a portion of the chemicals gets into the human system. It can cause several health hazards like fatal infections in lever, kidney and can even cause cancer.
To prevent such adulteration in food items, the central government brought Food Safety and Standards Act in 2006 and set up designated offices in all states. But the practice of mixing colours continued due to lack of action, said Kumar. Police also have scope to prosecute such offenders under sections 272 and 273 IPC.
On Monday, the CM had entrusted the Special Task Force to keep a watch on market price and hoarding of food items. During the meeting at Writers' Buildings, she had expressed concern over food adulteration and asked the task force to take adequate action. Following the CM's instruction, the officers raided Howrah vegetable market on Tuesday and arrested one Tapas Das, who supplies vegetables to the market from Barasat. A case has been registered at Golabari police station.

Ban on import of dairy products from China
The Government of India (Directorate General of Foreign Trade) had imposed a ban on import of milk and milk products from China vide notification No. 46 dated 24/09/2008 for three months. The ban for three months was imposed as an interim step to enable other Departments to put in place suitable measures, to restrict import of contaminated milk products in the country. The ban was extended vide notification No. 67 dated 01/12/2008 for another six months up to 23/06/2009. The import of chocolates and chocolate products and candies/ confectionary / food preparations with milk and milk solids as an ingredient were also included in the ban. The ban was further extended vide notification No. 111 (RE-2008)/ 2004-2009 dated 16/06/2009 for another six months up to 23/12/2009. The ban was further extended vide notification No. 22/2009-2014 dated 23/12/2009 for another six months up to 23.06.2010. The ban was further extended vide notification No. 49/2009-2014 dated 24th June, 2010 for another six months up to 23/12/2010. The ban was further extended vide notification No. 16 (RE-2010)/2009-2014 dated 3rd January, 2011 for another one year up to 23/12/2011. The ban was further extended vide notification No. 91 (RE-2010)/2009-2014 dated 26th December, 2011 for another six months upto 24/6/2012 again the ban was further extended vide notification No. 4 (RE-2012)/2009-2014 dated 2nd July, 2012 for one year upto 23rd June, 2013.
Consultations were held on 6th June, 2013 with the concerned Departments / Ministries of the Government of India to review the ban on import of dairy products from China. Based on these consultations the following advisory No. 10/FSSAI/2011 is issued:
1. Ban on import of milk and milk products including chocolates and chocolate products and candies/ confectionary / food preparations with milk and milk solids as an ingredient from China may be extended for a period of one year from 23rd June, 2013 unless there are dependable reports available about a significant improvement in the situation.
Consultations were held on 6th June, 2013 with the concerned Departments / Ministries of the Government of India to review the ban on import of dairy products from China. Based on these consultations the following advisory No. 10/FSSAI/2011 is issued:
1. Ban on import of milk and milk products including chocolates and chocolate products and candies/ confectionary / food preparations with milk and milk solids as an ingredient from China may be extended for a period of one year from 23rd June, 2013 unless there are dependable reports available about a significant improvement in the situation.
Govt will defend gutka ban order, advocate-general tells court
BANGALORE: Advocate-general (AG) Prof Raviverma Kumar on Monday informed the high court that the state will defend its order banning production and sale of gutka.
"We will defend the order. It is a matter of policy," he told a division bench headed by Chief Justice DH Waghela which is hearing a PIL seeking a ban on gutka.
The court declined to transfer another petition from Dharwad circuit bench to the principal bench, seeking to challenge the May 30 ban order. The plea for transfer was made by the Cancer Patients Aid Association, which had filed the PIL.
"The challenge and reliefs sought are different. They (gutka companies) will also be deprived of appeal remedy if the petition is to be transferred here. You still have an appeal remedy available against the single bench's order ," the bench told the AG.
The Cancer Patients Aid Association withdrew its application after the court wanted to know how it can seek transfer as it was not a party in the petition in the Dharwad circuit bench.
Meanwhile, the counsel for gutka companies told the court that proceedings in the PIL before the high court had already been stayed by the apex court and the interim order extended beyond summer vacation (July first week) in the latest order passed in the first week of May.

Meanwhile, Justice B S Patil will take up further hearing of the petition filed by Godavat Pan Masala Products and others, challenging the gutka ban order in the Dharwad circuit bench on Tuesday.
The gutka companies claimed that the order issued by the office of the food safety commissioner is ultra vires of the Food Safety Standards Act 2006 and the Cigarette and Other Tobacco Products (Prohibition of advertisement regulation of trade and commerce production, supply and distribution) Act 2003.
The food safety commissioner had issued ban order under regulation 2,3,4 of the Food Safety and Standards (prohibition and restriction on sales) Regulations 2011 holding that tobacco and nicotine are used in gutka and pan masala as ingredients and it is expedient to ban the sale, manufacture, storage of these articles in public interest . Gutka sellers plead for more time to clear stocks

Even as the Health Department officials are going about
implementing the ban on sale of gutka and paan masala that came into
effect on May 31, hundreds of gutka traders staged a protest here Monday
demanding time from the State government to clear their existing stock.
The traders, who assembled under the banner of the
South-Karnataka Zarda, Pan Masala and General Merchants’ Association,
wore black armbands and said they were not given prior notification on
the ban. K.K. Muhammad Gayazuddin, president of the association, said
traders were not against the ban, but only wanted time to sell their
stock. He added that members of the association “merely” wanted buffer
time of one month to sell their stock and pay off their debts.
Huge losses
The
shop owners who hold large stocks of gutka and paan masala said they
would face huge losses if the ban is implemented immediately. Anil
Kumar, General Manager of Pan Parag India Ltd., said, “We understand
that the government ban is binding on us; we are not fighting the ban
itself. However, when other States introduced the ban, retailers were
given one to six months to get rid of their existing stock. Why can’t
Karnataka allow the same?”
Jayesh Chande, a gutka
shop owner, added, “If the government does not give us time to clear
stocks, the retailers whose gutka sales are their bread and butter will
incur huge losses. Most owners store gutka worth Rs. 50,000 to Rs. 1
lakh.”
Meanwhile, Jaikumar, Deputy Director, Food
Safety, said the Health Department would not oblige the request of gutka
sellers or manufacturers. “The enforcement of the ban was with
immediate effect from May 31. We have already started ceasing gutka
stocks and warning shops that still have gutka stocks. We also plan to
start booking cases shortly.”

It's time for picnics and parties with lots of grilled goodies, but experts at Dana-Farber Cancer Institute have warned that all that sizzling and flipping on the gas or charcoal grill may also be cooking up cancer-causing chemicals.
And surprisingly, those chemicals have been linked to breast, stomach, prostate, and colon cancer, according to the American Institute for Cancer Research.
But Stacy Kennedy, MPH, RD, CSO, LDN, a Dana-Farber nutritionist, said that doesn't mean giving up those tasty summer time treats like burgers, steaks, and ribs.
"It's really about planning ahead and making wise choices," he stated.
There are two risk factors to keep in mind. First, research has shown that high-heat grilling can convert proteins in red meat, pork, poultry, and fish into heterocyclic amines (HCAs). These chemicals have been linked to a number of cancers.
"What happens is that the high temperature can change the shape of the protein structure in the meat so it becomes irritating in the body and is considered a carcinogenic chemical," explained Kennedy.
Another cancer-causing agent, called polycyclic aromatic hydrocarbons (PAHs), is found in the smoke. PAHs form when fat and juices from meat products drip on the heat source. As the smoke rises it can stick to the surface of the meat.
"That's where the main cancer causing compound occurs in grilling. So you want to reduce the exposure to that smoke," said Kennedy.
Here are some tips to lower the risk:
Prep the Meat
- Choose lean cuts of meat, instead of high-fat varieties such as ribs and sausage.
- Trim all excess fat and remove skin.
- When using marinades - thinner is better. Thicker marinades have a tendency to "char," possibly increasing exposure to carcinogenic compounds.
- Look for marinades that contain vinegar and/or lemon. They actually create a protective barrier around the meat.
Limit time - limit exposure
- Always thaw meat first. This also reduces the cooking time.
- Partially cook meat and fish in a microwave for 60 to 90 seconds on high before grilling and then discard the juices. This will lower cooking time and reduce risk of cause smoke flare-ups.
Grilling techniques
- Flip burgers often - once every minute for meat burgers - to help prevent burning or charring.
- Place food at least six inches from heat source.
- Create a barrier to prevent juices from spilling and producing harmful smoke. Try lining the grill with aluminum foil and poking holes, and cooking on cedar planks.
Plan ahead and choose wisely
- Lean meats create less dripping and less smoke.
- Choose smaller cuts of meat, like kabobs, as they take less time to cook.
- Try grilling your favorite vegetables. They do not contain the protein that forms harmful HCAs.
"If you're grilling and following the proper safety tips, the risk of getting cancer from grilling food is very low," said Kennedy.

Gutka traders given June 22 deadline to destroy stocks
Traders who are in possession of the banned gutka, pan
masala, and tobacco nicotine-added products should destroy or remove
them from their shops before June 22, said K. Baskaran, District
Collector.
The traders were given a month’s time to
remove them and those failing to do so would attract stern action, he
said speaking at a meeting with officials to discuss the matter here on
Saturday.
The Collector said awareness should be created among school and college students about the ban in the morning assemblies.
Municipal
commissioners of three municipalities in Thanjavur district should
conduct meetings of revenue divisional officers, police officers and
commercial tax officers periodically.
They should conduct raids, identify places where these articles are kept and destroy them.

Team formed
A
nine-member team has been formed in the district to monitor the
effective implementation of the ban on the production and marketing of
gutka, pan masala and tobacco in the district.

committee, led by the district collector, will include the
Superintendent of Police, District Revenue Officer, Deputy Director of
Health Services, Chief Educational Officer, District Social Welfare
Officer, municipal commissioners, Commercial Tax Officer, and Regional
Transport Officer.
The Collector in a release issued
here on Saturday said that stringent action would be taken against those
who continue to produce the banned items, stock them, and market them.
The
police and Commercial Tax Department officials will check the vehicles
transporting these banned items from other States and other districts at
all the check-post.
The officials will prepare a list of those who continue to involve in this business and blacklist them.

eateries, then don’t complain, as the City Corporation seems least
concerned for food safety and its standards.

safety officers of GHMC must conduct the impossible task of ensuring
food safety standards of a City of eight million.
The state government does not seem to be
too conerned about implementing the Food Safety and Standards Act 2006,
says consumer forum office-bearers. Apart from inspecting the samples
of raw food items like oil and pulses, these officers also have to obey
the orders of the Health Wing under GHMC in dealing with restaurants.
Meanwhile, the monthly samples, which
must be checked by the Food Safety Officers, has recently gone up from
an average of 8 to 22.
According to one of the Food Safety
Officers, there should have been at least 18 such officers in the GHMC
covering all the circles. “We used to check eight samples each month,
but recently the target was set to 22,” says one of the Officers, under
the condition of anonymity.
Besides inspecting samples, these
officials are engaged by the GHMC for inspecting food items of hotels
and roadside eateries under the guidance of two AMOH, (Assistant Medical
Officers of Health) who will either act at their will or on complaints
from the Health Wing of Corporation.
Interestingly, the post of the Chief
Medical Officer of Health is also vacant for about five months, since Dr
D Shalini Devi was transferred.
Even though the GHMC is set to start the
process of filling up 2,500 jobs, the process may take at least one or
two years. “This particular segment of food safety will be filled with
26 jobs during this process, but in the second phase. Even though the
government has given a nod for this, it would not surprise many if the
coming government forgets its promise”, laments the official.
According to K R K Murthy, convenor,
Consumer Forum of India, if the situation persists in the City, health
issues such as Diarrhoea and other food-related health problems will
arise. “Higher level officials like Commissioner of Food Safety should
make surprise visits to restaurants. Many top restaurants are failing to
meet the expected standards. One of the reasons is the fact that these
same Food safety officials who are crying foul get their cut from them”,
says Murthy. He believes that once the Parliament passes the Bill on
Food Safety in this Monsoon Session, all the States will oblige.
Eateries have their way as authorities doze
Despite concerns raised about hygiene, the authorities are yet to conduct inspections and raids.
A few months back, the raids on various eateries in the district by the Food and Safety Department had unearthed some ‘stale’ facts about the food being served to the people. However, the initial enthusiasm on the part of the Health Department seems to have died down.
Despite the Monsoon triggering ‘hygiene concerns’, the authorities are yet to initiate any step in this regard and according to the sources, no inspection has been conducted in any eatery in the city recently. “As per the Food Safety Standards Act, the eateries must follow some norms. Mainly, the workers in the eateries should have health cards and the entire space, especially kitchen, must be kept clean. The kitchen must be painted white. Moreover, the eateries should keep certificates that prove the quality of water used. However, many are still functioning under unhygienic condition and the Food and Safety Department are turning a blind eye towards the issue,” sources said.
According to the details collected from the department using a Right to Information Act (RTI), they have not yet taken any action against the hotel owners who were found to have provided stale and unclean food for customers last year. “The department had conducted raids on as many as 256 eateries in the district. They have also collected the samples of the stale food for tests. However, no concrete action has been taken against the eateries till now. The sample testing are not yet been completed,” the RTI reveals. Meanwhile, the Hotels and Restaurants Association members said the eateries were maintaining hygiene. “We are sticking to all the norms as per the Food Safety Standards Act,” they said.
District Food Safety Officer Ajit Kumar refuted the allegations and said they were conducting inspections at hotels and restaurants.
“Last week, we have conducted inspections at the eateries in the eastern side of the district. We have also suspended the licences of few hotels found flouting norms,” he said.

holding a small bag and begs every passersby for food and money for
survival. A poor family waits for the elder most who has been out for
site to work and will bring the meal of the day for them. But how safe
is the food they get?
The situation is particularly serious in Jharkhand. The newly formed State is one of the country’s most insecure in terms of food and nutrients. A major part of the population lives below the poverty line and above 70% of the state are engaged in agriculture.
After almost five years of its enactment, the Jharkhand Government finally brought the Food Safety and Standards Act in force. As per the notification issued by the State Health Department, Health Secretary would officiate as the Food Safety Commissioner, whereas Food Controller as the Director In-Chief, Food.
“The new act lays more emphasis on selling of quality food grains/eatables, while the old act, Food Adulteration Control Act 1954, had many loopholes that often allowed the culprits evade severe penal action,” Health Secretary K Vidyasagar said.
However, this more emphasis on quality foods becomes irrelevant when it comes to practical terms. Roadside hawkers, grocery shops, tiffinwallas in the town can be spotted almost everywhere selling and distributed adulterated food.
‘The street hawkers are not provide spaces by Government to sell their stuffs. If they were allotted some legal space or land for the business, it would have been easy to monitor the quality’, said an official.
The authority of issuing license to food shops has been delegated to sub-divisional officer which was earlier with civil surgeons. The officials could now take at least four food samples instead of previously norms of three for better lab testing. The new Act says it tightens the noose around food grain sellers indulging in supplying adulterated eatables; the Act empowers the Food Safety cell officers to file the case against the offending firm. But the scenario remains the same as before. The use of poor quality products and adulterated food has still the sale in the market. The Ranchi officials and the staff uncharged of the Food and Safety departments refuses to give any comments or explanations in this issue.

தமிழகத்தில் மொத்தம் மற்றும் சில்லரை விற்பனை கடைகளில் பான்பராக், குட்கா, புகையிலை போன்ற போதை பொருட்கள் விற்பனை செய்வதற்கு அரசு தடை விதித்துள்ளது. இந்தநிலையில், சேலம் தாதகாப்பட்டி கேட், நெத்திமேடு உள்ளிட்ட பகுதிகளில் உள்ள மொத்த குடோன் மற்றும் சில்லரை விற்பனை கடைகளில் மாவட்ட உணவு பாதுகாப்பு அலுவலர் அனுராதா, உணவு பாதுகாப்பு அலுவலர்கள் பாலு, திருமூர்த்தி, மாநகராட்சி துப்புரவு ஆய்வாளர்கள் சரவணன், சங்கர், சேகர் ஆகியோர் நேற்று மாலை அதிரடியாக சோதனை செய்தனர்.
அப்போது ஒரு மொத்த விற்பனை கடையில் சுமார் ரூ. 20 ஆயிரம் மதிப்பிலான பான்பராக், குட்கா, புகையிலை போன்ற போதை பொருட்கள் பறிமுதல் செய்யப்பட்டது.
மேலும், வருகிற 22–ந் தேதிக்குள் அரசு உத்தரவுப்படி போதை பொருட்களை கடைகளில் இருந்து அகற்றிவிட வேண்டும் என்றும் கடைக்காரர்களுக்கு விழிப்புணர்வு துண்டு பிரசுரங்களையும் அதிகாரிகள் வினியோகம் செய்தனர்.
தமிழகத்தில் மொத்தம் மற்றும் சில்லரை விற்பனை கடைகளில் பான்பராக், குட்கா, புகையிலை போன்ற போதை பொருட்கள் விற்பனை செய்வதற்கு அரசு தடை விதித்துள்ளது. இந்தநிலையில், சேலம் தாதகாப்பட்டி கேட், நெத்திமேடு உள்ளிட்ட பகுதிகளில் உள்ள மொத்த குடோன் மற்றும் சில்லரை விற்பனை கடைகளில் மாவட்ட உணவு பாதுகாப்பு அலுவலர் அனுராதா, உணவு பாதுகாப்பு அலுவலர்கள் பாலு, திருமூர்த்தி, மாநகராட்சி துப்புரவு ஆய்வாளர்கள் சரவணன், சங்கர், சேகர் ஆகியோர் நேற்று மாலை அதிரடியாக சோதனை செய்தனர்.
அப்போது ஒரு மொத்த விற்பனை கடையில் சுமார் ரூ. 20 ஆயிரம் மதிப்பிலான பான்பராக், குட்கா, புகையிலை போன்ற போதை பொருட்கள் பறிமுதல் செய்யப்பட்டது.
மேலும், வருகிற 22–ந் தேதிக்குள் அரசு உத்தரவுப்படி போதை பொருட்களை கடைகளில் இருந்து அகற்றிவிட வேண்டும் என்றும் கடைக்காரர்களுக்கு விழிப்புணர்வு துண்டு பிரசுரங்களையும் அதிகாரிகள் வினியோகம் செய்தனர்.
ஈரோடு மாவட்டத்தில் தடை செய்யப்பட்ட குட்கா, பான்மசாலா விற்ற 75 பேர் மீது வழக்கு வாலிபர் கைது

தடை செய்யப்பட்ட குட்கா, பான்மசாலாவை விற்பனை செய்ததாக ஈரோடு
மாவட்டத்தில் 75 பேர் மீது வழக்குப்பதிவு செய்யப்பட்டு உள்ளது. மேலும் இது
தொடர்பாக வாலிபர் ஒருவர் கைது செய்யப்பட்டுள்ளார்.
பான்மசாலா, குட்காவுக்கு தடை
குட்கா, பான்மசாலா போன்ற புகையிலை பொருட்களுக்கு தடை விதித்து தமிழக
அரசு உத்தரவிட்டு உள்ளது. அதைத்தொடர்ந்து கடைகளில் குட்கா, பான்மசாலாவை
விற்பனை செய்யக்கூடாது என்று கடையின் உரிமையாளர்களுக்கு அறிவுறுத்தப்பட்டு
உள்ளது. மேலும் தடையை மீறி புகையிலை பொருட்களை விற்பனை செய்யும் கடைகளின்
உரிமையாளர்கள் மீது கடுமையான நடவடிக்கை எடுக்கப்படும் என்று அதிகாரிகள்
எச்சரிக்கை விடுத்து உள்ளனர்.
இந்த நிலையில் ஈரோடு மாவட்டத்தில் உள்ள கடைகளில் குட்கா, பான்மசாலா
விற்பனை செய்யப்படும் கடை உரிமையாளர்களின் மீது கடுமையான நடவடிக்கை எடுக்க
வேண்டும் என்று மாவட்ட போலீஸ் சூப்பிரண்டு பொன்னி உத்தரவிட்டுள்ளார்.
அதன்படி ஈரோடு மாவட்டம் முழுவதும் போலீசார் தீவிர நடவடிக்கை எடுத்து
வருகிறார்கள். பல்வேறு பகுதிகளில் தீவிர சோதனை நடத்தி வருகிறார்கள்.
வாலிபர் கைது
ஈரோடு டவுன் போலீஸ் இன்ஸ்பெக்டர் ரமேஷ் தலைமையில் போலீஸ்
சப்இன்ஸ்பெக்டர் செல்லமுத்து மற்றும் போலீசார் நேற்று தீவிர சோதனையில்
ஈடுபட்டனர். அப்போது ஈரோடு கொங்காளம்மன்கோவில் வீதியில் உள்ள ஒரு கடையில்
குட்கா, பான்மசாலா போன்ற புகையிலை பொருட்களை விற்பனை செய்வதற்காக
வைத்திருந்தது கண்டுபிடிக்கப்பட்டது.
அதைத்தொடர்ந்து போலீசார் கடையின் உரிமையாளரான ராஜஸ்தான் மாநிலத்தை
சேர்ந்த பகவான்ஜி என்பவரின் மகன் நரியங்காராம் (வயது 26) என்பவரை கைது
செய்தனர். மேலும் கடையில் இருந்த சுமார் ரூ.3 ஆயிரம் மதிப்பிலான புகையிலை
பொருட்களை பறிமுதல் செய்தனர்.
75 பேர் மீது வழக்குப்பதிவு
இதேபோல் ஈரோடு மாவட்டத்தில் கடந்த 2 நாட்களில் போலீசார் நடத்திய
சோதனையில் ஈரோட்டில் 7 பேர், பவானியில் 10 பேர், கோபிசெட்டிபாளையத்தில் 26
பேர், சத்தியமங்கலத்தில் 18 பேர், பெருந்துறையில் 14 பேர் என 75 பேர் மீது
வழக்குப்பதிவு செய்து போலீசார் நடவடிக்கை எடுத்து உள்ளனர்.
உணவு பாதுகாப்பு மற்றும் தரச்சட்டத்தால் கிராம பொருளாதாரத்துக்கு ஆபத்து - சந்தைகள் காணாமல் போகும்
கிராமங்கள் தான்
இந்தியாவின் முதுகெலும்பு என்றார் காந்தி. நம் நாட்டின் அடிப்படை
பொருளாதார வளர்ச்சி கிராமங்களில் இருந்து தான் துவங்குகிறது. இப்படிப்பட்ட
நிலையில் மத்திய அரசு நடைமுறைப்படுத்தியுள்ள உணவு பாதுகாப்பு மற்றும்
தரச்சட்டம் கிராம பொருளாதாரத்தையே சீர் குலைக்கும் வகையில் உள்ளதாக குற்றம்
சாட்டுகின்றனர் வணிகர்கள். இந்த சட்டம் தீவிரமாக நடைமுறைப்
படுத்தப்படும்போது பாரம்பரியம் மிக்க கிராம சந்தைகள் காணாமல் போய்விடும்
என்றும் கவலை தெரிவிக்கின்றனர்.
உணவு
கலப்பட தடுப்புச் சட்டத்திற்கு மாற்றாக புதிய உணவு பாதுகாப்பு மற்றும் தர
நிர்ணய சட்டம் கடந்த 2006ம் ஆண்டில் நடைமுறைப்படுத்தப்பட்டது. இதற்கான
விதிகள் 2011ம் ஆண்டில் உருவாக்கப்பட்டு அனைத்து மாநில அரசுகளும் இதை
அமல்படுத்த வேண்டும் என மத்திய அரசு கூறியது. மத்தியப்பிரதேச மாநிலம் இதை
உடனடியாக முழுமையாக நிறைவேற்ற முடியாது, இந்த சட்டத்தில் நிறைய மாற்றங்கள்
செய்ய வேண்டும். அதனால் படிப்படியாக நிறைவேற்றப்படும் என அறிவித்தது.
இச்சட்டத்தை
நடைமுறைப்படுத்துவதற்காக தமிழகத்தில் ஒவ்வொரு மாவட்டத்திலும் உணவு
பாதுகாப்பு அலுவலர்கள் நியமிக்கப்பட்டுள்ளனர். உணவு பொருட்களில் சட்டத்தை
மீறி கலப்படம், தயாரிப்பு குறைபாடுகள், பொருட்களின் தரம் மற்றும்
காலாவதியாகும் நாள் போன்றவற்றை ஆய்வு செய்து நடவடிக்கை எடுக்க இவர்களுக்கு
அதிகாரம் வழங்கப்பட்டுள்ளது. விதிமுறை மீறியிருந்தால் சிறை தண்டனை மற்றும் 10 லட்சம் வரை அபராதம் விதிக்க சட்டத்தில் இடம் உள்ளது.
இந்த
சட்டத்தில் ஏராளமான நடைமுறை சிக்கல்கள் இருப்பதால், அதில் கூறப்பட்டுள்ள
நிபந்தனைகளுக்கு எதிர்ப்பு கிளம்பியுள்ளது. நாடு முழுவதும் உள்ள உணவு
பொருள் தயாரிப்பாளர்கள், உணவு பொருள் விற்பனையாளர்கள், சிறு சில்லறை
வணிகர்கள் கடுமையாக ஆட்சேபித்து வருகின்றனர். இதில் விவசாயிகளுக்கும்
தீங்கு விளைவிக்கும் நிபந்தனைகள் இருப்பதால் பெரிய அளவில் அவர்களும்
நஷ்டப்பட வாய்ப்புள்ளதாக கூறுகின்றனர்.
விதிக்கப்பட்ட
நிபந்தனையின்படி, விவசாயிகள் தாங்கள் விளைவித்த பொருட்களை விற்பனைக்கு
எடுத்து வரும் போது சட்டத்தில் குறிப்பிடப்பட்டிருக்கும் தரத்தின்படி
அப்பொருட்கள் இல்லை எனில் எந்த ஒரு வணிகரும் அதை கொள்முதல் செய்ய
முன்வரமாட்டார்கள். இதனால் விவசாயிகள் தங்கள் பொருட்களை வேறு வழியின்றி
அழிக்க வேண்டிய நிலை ஏற்படும். அதன்பின் அந்த விவசாயியின் நிலை என்னவாகும்
என்பதை இச்சட்டம் கண்டு கொள்ளவில்லை என்கின்றனர் விவசாயிகள்.
அதே
போல் தயாரிப்பாளர்களுக்கும் அவரின் ஆலைகளுக்கும் விதிக்கப்பட்டுள்ள
நிபந்தனைகளும் ஏற்க முடியாத வகையில் உள்ளதாக கூறுகின்றனர். சட்டத்தில்
சொல்லப்படுகின்ற நிபந்தனைகளை நிறைவேற்ற வேண்டுமானால்
தயாரிப்பாளர்களுக்கும், விநியோகஸ்தர்களுக்கும், வணிகர்களுக்கும் கூடுதல்
முதலீடு தேவைப்படும். ஆனால் இன்றைய நிலையில் இப்படி கூடுதல் முதலீடு
செய்வதற்கு வணிகர்கள் யாரும் தயாராக இல்லை.
மேலும்
உணவு பொருட்கள் தயாரிக்கும் தொழிலகங்களிலும், உணவு பொருள் வணிக
நிறுவனங்களிலும் வேலை செய்யும் பணியாளர்களுக்கு விதிக்கப்பட்டுள்ள
நிபந்தனைகள் மிக மிக கடுமையானவை. குறிப்பாக 3 மாதத்திற்கு ஒரு முறை அந்த
பணியாளர்கள் தங்கள் உடல்நிலை குறித்த மருத்துவ சான்றிதழை வழங்க வேண்டும் என
சட்டம் சொல்கிறது. இது கிராமப்புறங்களில் இருந்து நகர்ப்புற
தொழிலகங்களுக்கும், வணிக நிறுவனங்களுக்கும் வேலைக்கு வரும் நபர்களை
பெருமளவு பாதிக்கும். இதனால் அவர்களுக்கு பொருளாதார சிதைவு ஏற்படும்.

நடைமுறைக்கு
கடினமாக இச்சட்டங்களையும், விதிகளையும் அமல்படுத்துவதற்கு முன்பாக, நம்
நாட்டு பொருளாதாரத்தின் அடிப்படை அம்சமான கிராமப்புற உற்பத்தி மற்றும் வணிக
நடைமுறைகள் பற்றி ஆராயாமல் எடுக்கப்பட்ட அவசர முடிவாகவே இச்சட்டம்
குறித்து எண்ணத் தோன்றுகிறது.
மறைமுகமாக
சில்லரை வணிகத்தில் அன்னிய நேரடி முதலீட்டிற்கு ஆதரவாக எடுக்கப்பட்ட
நிலையாகத்தான் இச்சட்டத்தின் நிபந்தனைகள் குறித்து எண்ண வேண்டியுள்ளது.
அன்னிய நாட்டு மிகப்பெரும் பணக்கார குழுமங்களுக்கு சாமரம் வீசும் சட்டமாகவே
இச்சட்டம் சிறு வணிகர்களால் நோக்கப்படுகிறது.

பேசி தேவையான பொருட்களை வாங்க நினைக்கும் மக்கள் நிறைந்த கிராமங்களை
அதிகளவில் கொண்டது நம் நாடு. இவர்கள் கிராமங்களில் வாரம் தோறும் கூடும்
சந்தையை நம்பித்தான் உள்ளனர். அவர்களிடம் பொட்டலப் பொருட்களை மட்டுமே வாங்க
வேண்டும். உயர்தர பாதுகாப்பு கொண்ட உணவு பொருட்களை மட்டுமே உணவுக்காக
பயன்படுத்த வேண்டும் என்று எப்படி வற்புறுத்த முடியும்?
கிராமத்தில்
ஒரு திறந்த வெளியில் மண் திட்டில் தற்காலிக கூடாரம் அமைத்து அதில் ஒரு
நாள் வியாபாரம் செய்யும் இவர்கள் முறைப்படி கட்டப்பட்ட கட்டிடத்தில் தான்
வியாபாரம் செய்ய வேண்டும். விற்பனை பொருட்கள் திறந்த நிலையில் இருக்க
கூடாது. பொட்டலத்தில் அடைக்கப்பட்டு தான் விற்க வேண்டும். அதில் லேபிள்,
முகவரி, எம்ஆர்பி ரேட், காலாவதி தேதி அனைத்தும் இருக்க வேண்டும் என்று
கூறினால் பேரம் பேசி வாங்கும் வாரச்சந்தையில் இதற்கு சாத்தியமில்லை.
கண்டிப்புடன்
இச்சட்டத்தை நடைமுறைப்படுத்தினால் கிராமச் சந்தைகள் இல்லாமல் போகும்.
கிராமப்புற பொருளாதாரம் வீழ்ச்சி அடைந்து விடும். கிராமப்புற பொருளாதாரம்
சிதைவடையத் தொடங்கினால் அது மாநில பொருளாதாரத்தை சீர் குலைக்கும். இதன்
காரணமாக நாட்டின் ஒட்டு மொத்த பொருளாதாரத்தையும் அது பாதிக்கும்.
கிராமப்புற சந்தை வணிகம் பாதிக்கப்பட்டால் நாட்டின் ஒட்டு மொத்த உணவு தானிய
வணிகம் பெரும் வீழ்ச்சியை சந்திக்கும் என்பதை மத்திய அரசு பரிசீலனைக்கு
ஏற்றுள்ளதாக தெரியவில்லை. அதுமட்டுமன்றி, கிராம பொருளாதாரம் சீர்
குலைந்தால் விவசாயம் வெகுவாக பாதிக்கப்படும். விவசாயிகளின் வாழ்வாதாரம்
பாதிக்கப்படும்.
கிராமத்தில் இருந்து
நகர்புறத்திற்கு வரும் பொருட்கள் குறையும். இதனால் விலைவாசி உயரும்.
விவசாயத்தில் சரியான வளர்ச்சி இல்லையென்றால் கிராம மக்கள் தங்கள் தேவைக்காக
நகர்புறத்தை நாட வேண்டியிருக்கும். இதனால் நுகர்பொருட்களுக்கு தேவை
அதிகமாக ஏற்பட்டு விலை உயரும். விவசாயிகளின் பொருளாதாரம் பெரிதும்
பாதிக்கப்படுவதால் அது மாநிலத்தையும் பாதிக்கும்.
மக்கள்
அனைவருக்கும் தரமான உணவு பொருட்கள் கிடைக்க வேண்டும் என்பதில் எவ்வித
மாற்றுக்கருத்தும் இல்லை. ஆனால் அதை மாற்று வழியில் எப்படி நிறைவேற்ற
வேண்டுமோ அப்படி நிறைவேற்ற முன்வராமல் சட்டம் என்ற சாட்டையை சுழற்றினால்
பாதிக்கப்படுவது அனைத்து தரப்பு மக்களும் தான் என்கிறார் ஜெயசீலன்.

உணவு பொருட்களுக்கு அரசு தடை விதித்துள்ளது. ஆனால், கடைகளில் அவற்றின்
விற்பனை தாராளமாக உள்ளது. அரசாணையை அமல்படுத்த கமிட்டி அமைக்கும்
அதிகாரிகள், காலத்தை விரயமாக்காமல் களத்தில் குதிக்க வேண்டும்.
உலக
சுகாதார நிறுவன ஆய்வில், "நடுத்தர வயது இளைஞர்கள், பெண்கள், குட்கா,
பான்மசாலா, புகையிலை கலந்த உணவுப்பொருட்களை உட்கொள்வதால் பல்வேறு வகையான
நோய்களுக்கு உள்ளாகின்றனர். புற்றுநோய் தாக்குதலில் 80 சதவீதம் லாகிரி
வஸ்துகளால் ஏற்படுகிறது' என தெரிவிக்கப்பட்டுள் ளது. இந்நிலையில்,
பான்மசாலா, குட்கா, புகையிலை பொருட்கள் விற்பனைக்கு தமிழக அரசு தடை
விதித்துள்ளது மக்களிடையே வரவேற்பை பெற்றுள்ளது.
கடந்த மாதம் 23ம் தேதி, தமிழக அரசு சுகாதாரம் மற்றும் குடும்ப நலத்துறை சார்பில் வெளியிட்ட (எண் 132) அரசாணையில், ""உணவுப்பாதுகாப்பு மற்றும் ஒழுங்குமுறை சட்டத்தின்படி, குட்கா, பான்மசாலா பொருட்கள், புகையிலை, நிகோடின் கலந்த உணவு பொருட்களை தமிழகத்தில் இருப்பு வைக்கவோ, விற்பனை செய்யவோ, ஓராண்டுக்கு தடை விதிக்கப்படுகிறது'' என, குறிப்பிட்டுள்ளது.
கடந்த மாதம் 23ம் தேதி, தமிழக அரசு சுகாதாரம் மற்றும் குடும்ப நலத்துறை சார்பில் வெளியிட்ட (எண் 132) அரசாணையில், ""உணவுப்பாதுகாப்பு மற்றும் ஒழுங்குமுறை சட்டத்தின்படி, குட்கா, பான்மசாலா பொருட்கள், புகையிலை, நிகோடின் கலந்த உணவு பொருட்களை தமிழகத்தில் இருப்பு வைக்கவோ, விற்பனை செய்யவோ, ஓராண்டுக்கு தடை விதிக்கப்படுகிறது'' என, குறிப்பிட்டுள்ளது.
குட்கா, பான்மசாலா,
புகையிலை பொருட்களை இருப்பு வைத்திருந்தால், முழுமையாக அப்புறப்படுத்த ஒரு
மாத காலம் அவகாசம் வழங்கப்பட்டுள்ளது. அதனால் வரும் ஜூன் 22ம் தேதிக்குள்
குட்கா, பான்மசாலா அப்புறப்படுத்த வேண்டும். அரசாணையை அமல்படுத்த, மாவட்ட
கலெக்டர் தலைவராக கொண்ட கமிட்டி அமைக்கப்படுகிறது. உணவுப்பாதுகாப்பு பிரிவு
மாவட்ட நியமன அலுவலர் ஒருங்கிணைப்பாளராகவும், எஸ்.பி., மாவட்ட வருவாய்
அலுவலர், துணை இயக்குனர் (சுகாதாரம்) உள்ளிட்ட பல்வேறு துறை அதிகாரிகளை
கமிட்டி உறுப்பினர்களாக நியமிக்கவும், பணிகள் தீவிரமாக நடக்கிறது. லாகிரி
வஸ்துகளை தடை செய்யும் சட்டத்தை அமல்படுத்த அதிகாரிகள் திட்டமிட்டாலும்,
சிறிய பெட்டிக்கடை முதல், பெரிய மளிகை கடை வரையிலும் லாகிரி வஸ்து
பொருட்கள் விற்பனை அமோகமாக நடக்கிறது.கோவையிலுள்ள பெட்டிக்கடைகளில் குட்கா,
பான்மசாலா, புகையிலை பொருட்கள் சரம் சரமாக தொங்க விடப்பட்டுள்ளன. போலீஸ்
கெடுபிடியுள்ள பகுதிகளில் மறைமுக விற்பனை நடக்கிறது. அரசின் தடையுத்தரவால்,
ஒரு பாக்கெட்டின் விலை 20 ரூபாயில் துவங்குகிறது.
மக்களிடையே
புழக்கத்தில் புரையோடி கிடக்கும், குட்கா, பான்மசாலா, புகையிலை பொருட்களை
கட்டுப்படுத்த, அரசாணை வெளியிட்டால் மட்டும் போதாது; நுகர்வோரிடையே
விழிப்புணர்வு ஏற்படுத்தி, விற்பனைக்கு முற்றுப்புள்ளி வைக்க வேண்டும்.
அரசாணையை அமல்படுத்த கமிட்டி அமைக்கும் அதிகாரிகள், காலத்தை விரயமாக்காமல்
களத்தில் குதிக்க வேண்டும்.
கோவை மாவட்ட உணவுப்பாதுகாப்பு பிரிவு நியமன அலுவலர் டாக்டர் கதிரவனிடம் கேட்டபோது,

தடையை மீறினால்?

ஓராண்டுக்கு மட்டும் அரசு தடை உத்தரவு பிறப்பித்துள்ளது. கமிட்டி அமைத்து
கண்காணித்தாலும், இவற்றை கட்டுப்படுத்த முடியாத நிலையே உள்ளது.
இந்நிலையில், தடையை மீறி இவை விற்கப்பட்டால், நடவடிக்கை என்னவாக இருக்கும்
என்பது அனைவரின் கேள்வியாக உள்ளது. தடை செய்யப்பட்ட உணவுப் பொருட்களை
விற்றால், அவற்றை பறிமுதல் செய்து அழிக்க வேண்டும் என்பது மட்டுமே உணவு
பாதுகாப்புசட்டத்தில் வலியுறுத்தப்பட்டுள்ளது. கமிட்டியில் போலீசாரும்
சேர்க்கப்பட்டுள்ளதால், லாகிரி வஸ்துகள் விற்பவர்கள் மீது போலீஸ்
நடவடிக்கையும் பாயும் நிலையுள்ளது.
ரயிலில் வந்த புகையிலை பண்டல்கள் பறிமுதல்
மதுரை: சென்னையிலிருந்து மதுரைக்கு, பாண்டியன் ரயிலில் வந்த, 3 லட்சம்
ரூபாய் மதிப்புள்ள புகையிலை பண்டல்களை, ரயில்வே போலீசார் பறிமுதல்
செய்தனர்.
தமிழகத்தில் பான்பராக், குட்கா மற்றும்
புகையிலை பொருட்களை அரசு தடை செய்துள்ளது. அதையும் மீறி விற்பவர்கள் மீது,
போலீசார் நடவடிக்கை எடுத்து வருகின்றனர். தென் மாவட்டங்களுக்கு தேவையான
புகையிலை பொருட்கள் ரயில்களில் அனுப்பப்படுகின்றன. சில நாட்களுக்கு முன்,
ரயிலில் வந்த புகையிலை பொருட்கள் பறிமுதல் செய்யப்பட்டன. நேற்றும்,
சென்னையிலிருந்து மதுரை வந்த பாண்டியன் ரயிலில், 60 பண்டல்கள் இருந்தன.
அவற்றில் முகவரி தெளிவாக இல்லை. போலீசார் சோதனையிட்ட போது, புகையிலை
பொருட்கள் (ஹான்ஸ்) இருந்தன. அவற்றை கைப்பற்றிய போலீசார், இன்வாய்ஸ் மூலம்,

The implementation of the much-touted gutka ban
has hit a roadblock due to severe shortage of food inspectors in the
State. According to health department officials, against a minimum
requirement of 210 food inspectors, currently there are only 85.
Gutka ban is being implemented under the Food Safety and Standards Authority Act and requires qualified graduates of pure sciences (chemistry or biology) to serve as food inspectors. The department has placed advertisements, calling for applicants to fill the vacancies.
Meanwhile, the Health department, officials said, has approached the Home department for help to implement the ban. According to M Madan Gopal, Principal Secretary to the Health and Family Department, they had requested the Director General and Inspector General of Police (DG&IGP) to ensure that police personnel across the State apprehend those selling gutka.
“When the ban on smoking in public spaces was implemented, we got the co-operation of the police department. Similarly, we are seeking their co-operation to implement the gutka ban,” Gopal said. The Health department has also sought the support of urban local bodies (ULBs) and orders are being issued by the Urban Development department to chief officers of the ULBs to implement the ban.
Currently, the State government has sealed all gutka manufacturing units in Karnataka. On alternative employment for those working in the manufacturing units, the State has asked the owners to shift production to non-tobacco or non-nicotine based arecanut products.
‘No impact on growers’
The State government has said there will be no impact of the gutka ban on arecanut growers in the State. Horticulture department principal secretary M K Shankarlinge Gowda said the areca grown in the State is never utilised in the manufacture of gutka.
“We are likely to see only a small percentage of arecanut growers who may be impacted by the gutka ban. But, they can change their land use to plantations or other such activities. The arecanut used in the manufacture of gutka is the reject of the actual arecanut,” he said. Most of the arecanut used in the manufacture of gutka comes from outside the country and only 25 per cent is from the State.
On the Gorakh Singh Committee report, Gowda said the measures recommended in the report had already been taken and farmers in Chikmagalur and Shimoga are being encouraged to grow alternative crops. On loan waiver, Gowda said only those loans obtained from co-operative societies by arecanut growers can be waived of.
“For those who have sought loans from nationalised banks, it is the Centre which has to take the call,” he said.

Concern over easy availability of banned pan masala
Concern has been expressed over the sale and easy
availability of banned substances, particularly pan masala, in the city
and more significantly, the limited powers of enforcement authorities
like the Excise department to initiate action in this regard.
Excise
and Narcotic officials, along with members of a committee chaired by
District Collector K.N. Satheesh, which met here on Friday to discuss
the issue of bootlegging, illicit spirit, sale of narcotic substances
and other Excise-related subjects, were told by a member about theQ
availability of pan masala from the Chala market, with exact locations
and the manner in which the banned stuff was smuggled here.
However,
Excise officials, when asked about what action they could take in this
regard, said their powers were limited to seizing such stuff during
inspections at check-posts, and even then, they could not charge cases.
All that they could do was to hand over the seized contraband and the
carrier to the police or Food Safety officials, who would have to carry
on with the rest of the procedures.
Though police
and Food Safety officials were conducting raids at regular intervals,
the pan masala menace was still large in the city, with the action so
far against vendors and persons who smuggled these being ‘not deterrent
enough’. Excise officials said they had communicated to the government
to vest with them powers to take action on this issue as well.
The
meeting, which decided to ask police and Food Safety officials to
closely monitor the sale of pan masala and similar substances, also
decided to keep an eye on and to take action against illegal sale of
liquor in various parts of the district, while inspections to curb sale
of illicitly brewed spirit would be intensified.
Deputy
Excise Commissioner (Thiruvananthapuram) P.G. Pramod Chandran,
Assistant Commissioner B. Suresh Kumar, Deputy Superintendent of Police
(Narcotics, Rural) K. Raju and others were present.

குட்கா,
பான் பொருட்களுக்கு தமிழக அரசு தடை விதித்துள்ளது. இதையடுத்து, சேலம்
சின்னக்கடை வீதி, முதல் அக்ரஹாரம், இரண்டாவது அக்ரஹாரம் ஆகிய பகுதிகளில்
உணவுப்பாதுகாப்பு திட்ட மாவட்ட நியமன அலுவலர் டாக்டர் அனுராதா தலைமையில் 50
கடைகளில் அதிகாரிகள் சோதனை நடத்தினர். இந்த கடைகளில் இருந்து மொத்தம் 15 ஆயிரம் மதிப்புள்ள 2500 போதை பாக்கு பொட்டலங்கள், புகையிலை பாக்கெட்டுகள் பறிமுதல் செய்யப்பட்டன.
போதை
பொருட்களை விற்ற 50 கடைகளுக்கும் எச்சரிக்கை நோட்டீஸ் அளிக்கப்பட்டது.
அந்த நோட்டீஸில், உணவு பாதுகாப்பு சட்டம்&2006, அரசாணை எண் 132ன் கீழ்,
தமிழக அரசு போதை பாக்கு, புகையிலை உள்ளிட்ட பொருட்களுக்கு கடந்த மாதம்
23ம் தேதி முதல் தடை விதித்துள்ளது.
இவ்வகை
பொருட்களை, ஏற்கனவே வாங்கி இருப்பு வைத்திருக்கும் சிறு வியாபாரிகள்,
விநியோகஸ்தர்கள் இம்மாதம் 22ம் தேதிக்கு பின்னர் விற்பனை செய்யக்கூடாது.
இருப்பு வைத்திருக்கவும் கூடாது. மீறினால், சட்டப்பூர்வ நடவடிக்கை
எடுக்கப்படும்,’’ என எச்சரிக்கப்பட்டு உள்ளது.

Sale of food products containing tobacco, nicotine banned
With the selling of gutka, pan masala and any other food
product containing tobacco or nicotine as ingredients banned in the
district from Friday, health officials began inspecting petty shops and
seized the items that were kept for sale.
They
distributed awareness pamphlets to the traders asking them not to sell
the products and explained the ill affects of consumption of the
products.
A team led by T. Anuradha, District
Designated Officer, Food Safety Department, and Sanitary Inspectors from
City Municipal Corporation inspected shops in Second Agraharam Street,
Chinna Kadai Veedi, Old Bus Stand areas and other parts of the city.
They
explained the provisions in the law and also the action that can be
taken against them if they were found selling banned tobacco products.
A
district level monitoring committee was formed on Thursday to implement
the ban in the district, as traders were warned that cases would be
booked against them from June 26 after initial warnings.
With
consumption of tobacco, pan masala and gutka among schoolchildren
increasing, headmasters and teachers will be vested with the
responsibility of creating awareness among the students once the schools
reopen on June 10.
The benefits of quitting tobacco and other products would be explained to the students apart from organising awareness rallies.
Officials
of the education department were also told that they could inform the
designated officer if the banned products were noticed being sold near
school premises.

பொருட்களை உணவு பாதுகாப்புத்துறை அதிகாரிகள் பறிமுதல் செய்தனர்.

கடந்த மாதம் 23ம் தேதி முதல் பான்பராக், குட்கா மற்றும் புகையிலைப்
பொருட்கள் விற்பனை செய்ய மாநில அரசு தடை விதித்தது. இதையடுத்து அதிகாரிகள்
கடைகளில் தொடர் சோதனைகளில் ஈடுபட்டு வருகின்றனர்.

ஆலோசனையின் பேரில், சாத்தூரில் உணவு பாதுகாப்புதுறை அதிகாரிகள் நேற்று
திடீர் சோதனையில் ஈடுபட்டனர். சாத்தூர் மெயின் ரோடு, ரயில்வே பீடர் சாலை
உட்பட பல்வேறு இடங்களில் உள்ள பெட்டிக்கடைகள், பலசரக்கு கடைகளில் திடீர்
சோதனை நடத்தினர்.
இதில் தடையை மீறி
விற்கப்பட்ட பான்பராக், குட்கா மற்றும் புகையிலைப் பொருட்களை பறிமுதல்
செய்து அழித்தனர். இவற்றின் மதிப்பு ரூ.5 ஆயிரம் என அதிகாரிகள்
தெரிவித்தனர். தொடர்ந்து பான்பராக், குட்கா விற்பனை செய்யும் கடைகளின்
உரிமையாளர்கள் மீது கடும் நடவடிக்கை எடுக்கப்படும் என அதிகாரிகள்
எச்சரித்துள்ளனர்.

ஆலோசனை கூட்டம்

அலுவலகத்தில் நடந்தது. கூட்டத்துக்கு கலெக்டர் ஆஷிஷ்குமார் தலைமை
தாங்கினார்.
மாவட்ட உணவு பாதுகாப்பு பிரிவு நியமன அலுவலர் ஜெகதீஷ் சந்திரபோஸ்
முன்னிலை வகித்தார். கூட்டத்தில் வட்டார போக்குவரத்து அலுவலர் தங்கவேலு
மற்றும் வணிகவரித்துறை, சுகாதாரத்துறை, கல்வித்துறை, போலீஸ்துறை அலுவலர்கள்
கலந்து கொண்டனர். பின்னர் மாவட்ட கலெக்டர் ஆஷிஷ்குமார் நிருபர்களுக்கு
பேட்டி அளித்தார். அப்போது கூறியதாவது:–
தடை
தமிழ்நாடு அரசு குட்கா, பான்மசாலா உள்ளிட்ட பொருட்களுக்கு தடை விதித்து
உள்ளது. இந்த தடை உத்தரவு கடந்த 23–ந் தேதி முதல் அமலுக்கு வந்து உள்ளது.
இதனால் தூத்துக்குடி மாவட்டத்தில் தடைவிதிக்கப்பட்ட குட்கா, பான்மசாலா
விற்பனை செய்யக்கூடாது. தற்போது கடைகளில் விற்பனை செய்யப்பட்டு வருவதை
உடனடியாக நிறுத்த வேண்டும். அவர்கள் குடோன்களில் வைத்து இருக்கும்
பொருட்களை ஒரு மாதத்துக்குள் அகற்றி முழுமையாக அழிக்க வேண்டும். குட்கா,
பான்மசாலா ஆகியவற்றால் வாய், தொண்டை, நுரையீரல் உள்ளிட்ட பகுதிகளில்
பல்வேறு நோய்கள் தாக்குகின்றன.
மக்கள் இதனை பயன்படுத்தக்கூடாது. தமிழ்நாடு மட்டுமின்றி பல மாநிலங்களில்
குட்கா, பான்மசாலா தடை செய்யப்பட்டு உள்ளது. இதனை தூத்துக்குடியிலும்
முழுவீச்சில் செயல்படுத்த உள்ளோம். அதிகாரிகள் மக்கள், கடைக்காரர்களை
துன்புறுத்தக்கூடாது. ஏதேனும் துன்புறுத்தியதாக புகார்கள் வந்தால்,
அதிகாரிகள் மீதும் நடவடிக்கை எடுக்கப்படும்.
தீவிர கண்காணிப்பு
பள்ளி, கல்லூரிகள், ஆஸ்பத்திரி அருகே பான்மசாலா விற்பனை செய்யப்படாமல்
தீவிர கண்காணிப்பு மேற்கொள்ளப்பட்டு தடுக்கப்படும். தடையை மீறி விற்பனை
செய்தால், உடனடியாக பறிமுதல் செய்து அழிக்கப்படும்.இவ்வாறு மாவட்ட கலெக்டர்
ஆஷிஷ்குமார் கூறினார்.

தமிழக முதல்வர் ஜெயலலிதா ஆணைப்படி குட்கா மற்றும் பான்மசாலா போன்ற
பொருள்களை தூத்துக்குடி மாவட்டத்தில் தடை செய்வது தொடர்பான ஆலோசனைக்
கூட்டம் மாவட்ட ஆட்சியர் ஆஷிஷ்குமார் தலைமையில் வெள்ளிக்கிழமை நடைபெற்றது.
கூட்டத்தில் ஆட்சியர் ஆஷிஷ்குமார் பேசுகையில், தமிழக முதல்வர்
8.5.2013-ல் குட்கா, பான்மசாலா போன்ற பொருள்களை தமிழகத்தில் விற்பனை
செய்யக் கூடாது என அறிவித்துள்ளார். இந்த அறிவிப்பு 23.5.2013-ல் அரசிதழில்
வெளியிடப்பட்டுள்ளது.
தடை செய்யப்பட்ட பான்மசாலா பொருள்கள் விற்பனை செய்யப்படுவதைத் தடுக்கும்
வகையில் மாவட்ட அளவில் மாவட்ட ஆட்சியரைக் கொண்ட ஒரு குழு
அமைக்கப்பட்டுள்ளது.
இதில் மாவட்ட காவல் கண்காணிப்பாளர், மாவட்ட வருவாய் அலுவலர், மாவட்ட
சமூக நல அலுவலர், மாநகராட்சிப் பிரதிநிதி, மாவட்ட வணிக வரி அலுவலர்,
வட்டாரப் போக்குவரத்து அலுவலர், உணவு பாதுகாப்புத்துறை நியமன அலுவலர்
ஆகியோர் உறுப்பினர்களாக செயல்படுவர்.
இந்த அலுவலர்கள் திடீர் ஆய்வு மேற்கொண்டு குட்கா, பான்மசாலா பொருள்களின்
விற்பனையை தடைசெய்தும், அவற்றை பறிமுதல் செய்தும், பின்னர் வழக்குப்
பதிவு செய்தும் நடவடிக்கை மேற்கொள்வர். அரசின் தடை உத்தரவு இருப்பதால்
பான்மசாலா மற்றும் குட்கா பொருள்களை விற்பனை செய்வதை கடைகள் நிறுத்திக்
கொள்ள வேண்டும். யாரேனும் கள்ளச்சந்தையில் இப்பொருள்களை விற்பனை செய்தால்
கடும் நடவடிக்கை எடுக்கப்படும் என்றார் அவர்.

சந்திரபோஸ், வட்டார போக்குவரத்து அலுவலர் கே. தங்கவேலு உள்ளிட்ட அதிகாரிகள்

Gutka ban to be strictly imposed

The ban on sale of gutka and pan masala will be strictly imposed in Tuticorin district from Friday.
The
District Monitoring Committee, led by Collector Ashish Kumar, convened a
meeting here with officials of Food Safety, police personnel and other
departments to effectively act against those indulging in the illegal
sale of the banned commodities.
The Collector said
Chief Minister Jayalalithaa had formally announced the ban in the
Assembly session on May 8, 2013 and Commissioner of Tamil Nadu Food
Safety and Drug Administration, Kumar Jayant notified the ban in the
gazette with effect from May 23, 2013. The ban was effective in 24
States and three Union Territories across India.
Initially,
shopkeepers if found storing the product, would be instructed to remove
it and warning notices would be issued until June 22. The banned items,
if found in shops beyond the stipulated period, would be seized and
destroyed as per instructions of Food Safety Standards Act. The
committee comprising Food Safety officers, corporation authority, police
personnel, transport authority, departments of Health and Education
would be involved in conducting raids at public places, he said.
Commercial
tax department would also join the committee to carry out
mobile-checks. He also added that officials should not harass shop
owners under any circumstances but continue to ensure that Tuticorin
remains gutka-free district.
Citing the ill effects
of chewing gutka and pan masala, M. Jegadeesh Chandrabose, District
Designated Officer, Food Safety and Standards Act, said all organs of
the body were affected. Gutka, he said was a composition of 700 to 4,000
chemical products and fatality due to the use of this product in the
world is about 2.5 million to 3 million according to a World Health
Organisation report.
Karnataka HC issues notice to state & central govt on plea against gutkha ban
BANGALORE: In an interesting development, the Karnataka high court has ordered issuance of notices to state government s well as central government in response to a petition filed by manufacturers of gutkha challenging the May 30 gutkha ban order .
Justice B S Patil officiating at the Dharwad circuit bench directed the state to file its response to a petition filed by Msrs Godavat pan Masala Products and others challenging the ban order.
The petitioners have claimed that the order issued by the office of the food safety commissioner is ultra vires of the Food Safety Standards Sct ,2006 and the Cigarette and other tobacco products (Prohibition of advertisement regulation of trade and commerce production, supply and distribution) Act 2003.
The food safety commissioner had issued ban order under regulation 2,3,4 of the Food safety and standards(Prohibition and restriction on sales) regulations 2011 holding that tobacco and nicotine are used in gutkha and pan masala as ingredients and it is expedient to ban the sale, manufacture, storage of these articles in public interest.
The state government issued another order on June 4 asking the local authorities to enforce the ban inciting the Supreme Court order and also in view of the fact that nearly 216 million people in India are using tobacco in smokeless form , resulting in carcinogenic and non-carcinogenic effects, a huge health hazard as per a global study conducted in 2009.

Belgaum-based manufacturers challenge the May 30 order
The Karnataka High Court has ordered issue of notice to
the State government on petitions challenging the ban imposed on the
manufacture, sale, storage and distribution of gutka and paan masala
containing tobacco and nicotine as ingredients.
Justice
B.S. Patil, sitting at the Dharwad Circuit Bench of the High Court,
passed the order on petitions filed by Ghodawat Pan Masala Products (I)
Private Ltd., Heera Enterprises, and Raja Nandini Foods Private Ltd.,
all based in Belgaum district.
Further hearing has been adjourned till June 11.
These
firms claimed that the ban imposed under the provision 2.3.4 of the
Food Safety and Standards (Prohibition and Restriction on Sale)
Regulations 2011, was a violation of the provisions of the Food and
Safety Act, 2006 and the Cigarettes and other Tobacco Products
(Prohibition of Advertisement and Regulation of Sale and Commerce,
Production, Supply and Distribution) Act, 2003.
The
government imposed the ban with effect from May 30 while treating gutka
and paan masala as “food articles”, consumption of which was injurious
to health as they contained tobacco and nicotine.

Do not politicise issue, they say
Even as the Opposition tried to pressure the government to lift the ban on gutka, a group of public health activists have urged political party representatives not politicise the issue.
Upendra Bhojani, public health expert, told reporters here on Friday that leaders were making exaggerated claims about the threat of the livelihood of arecanut farmers. Referring to the report by University of Agricultural Sciences, Bangalore, on ‘Special scheme on cost of cultivation of arecanut in Karnataka’, he said that arecanut farmers’ share in consumer rupee (how much they earn) for value-added products was only nine to 20 per cent, which is far lower than it is for other crops.“Although it is too early, we can see that the arecanut prices have not crashed post the ban. Moreover, the government has promised to protect the interests of arecanut farmers.”
Mr. Bhojani reiterated that the ban on sale of gutka was a welcome move and not a hasty decision. “Twenty-five States and five Union Territories have already banned gutka. Other States are also expected to ban it as per the Supreme Court directive.”
Getting to the root
Explaining that gutka consumption was influenced by a variety of factors, Prathima Murthy, professor of Psychiatry and head of the De-addiction Centre at Nimhans, said several people consume gutka to reduce hunger and stress. “Addressing the root cause such as stress, will go a long way in reducing consumption of gutka,” she said.
Dr. Murthy added there is a tremendous opportunity for users to give up gutka in the wake of the ban, as it would not be easily accessible. “Several patients have come to our de-addiction centre and told us they would consider quitting as gutka is not as accessible as before.”
Withdrawal symptoms
However, she added there was a need for patients to deal with withdrawal symptoms. “People will start experiencing symptoms such as restlessness, loss of attention and cravings. These symptoms are likely to last anywhere between a week and a few months.”
Citing a case study, Dr. Murthy said a nine-year-old, who used to chew tobacco, was referred to her. The boy used to suffer from impulsivity and had difficulties in school.
Asked if people were likely to shift from gutka to other forms of tobacco such as cigarettes, Mr. Bhojani said, “The switch from gutka to cigarettes is relatively less, as not many can afford cigarettes. However, the government can play a proactive role and increase the taxation on tobacco-related products. This will go a long way in reducing consumption of tobacco products.”
