Around 10% food samples in Chandigarh fail quality test


According to the RTI information obtained by city based RTI activist RK Garg, since 2010, in five years, a total 851 samples of different 20 items, including sweets, bakery products, grocery items, were collected.
One in every 10 food items you consume in Chandigarh is adulterated, the data compiled by UT’s food safety and standards authority has found.
In the last five years, around 10% samples of different food items and sweets items collected by UT’s food safety administration failed the quality test. These samples were either adulterated or misbranded by the food safety administration.
Before 2012, department food safety and standards authority was called as Prevention of Food Adulteration Cell.
According to the RTI information obtained by city based RTI activist RK Garg, since 2010, in five years, a total 851 samples of different 20 items, including sweets, bakery products, grocery items, were collected.
Out of 851 samples collected in the last five years, 89 failed the quality test either due to misbranding or adulteration.
Once these samples failed quality, the food safety administration takes the cases to court. Depending on the nature of adulteration, they file civil or criminal cases in the court. According to the information provided by food safety administration, in the last three years, the cell pursued 32 criminal and civil cases in local courts against the defaulters.
In some cases, it also imposed penalties against the defaulters on the spotfor lack of hygiene. Last year the cell collected Rs 1.5 lakh as fine from the defaulters.
It is quite common that campaign against food adulteration picks up during the festival season. IN October, about 16 samples of food items have been collected for testing and the reports from the laboratory are awaited, informed Sukhwinder Singh, designated officer of UT’s department food safety and standards authority.
Three vendors have been barred from selling some particular products by the department.
“Instead of getting hyper active in the festival season, the food safety and standards authority should have a plan for the entire year. The officials must find out that why the conviction is so low in food adulteration cases,” RK Garg, RTI actvist, said.

Police protection sought for food safety officer

Farmers representatives cutting across association affiliations demanded police protection to T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department.
Farmers representatives one after the other who spoke at the farmers grievances day meeting on Friday commended the initiative taken by the Food
Safety Department headed by Dr. Anuradha raided units indulging in adulteration for the preparation of jaggery, sago etc in the district.
The official’s action has been widely welcomed by all sections of the society, they said and demanded adequate protection to her.
The government should provide police protection to her and her team and also post adequate staff to her department.
N. Elango, Joint Director of Agriculture, urged the farmers representatives to submit a petition in this regard.
When a farmer said that food safety officials should initiate action against the major sago and jaggery manufacturing units too, R. P. Rajendran, personal assistant to the Collector (Agriculture) said that Dr. Anuradha had raided a major sago manufacturing unit in Attur on Thursday.
Some of the farmers urged the district administration to order police protection to the officer on its own, taking into consideration the risk involved in her job.
Dr. Anuradha thanked the farmers for their gesture.

Farmers’ representatives want check in adulteration of jaggery

Farmers representatives made a forceful plea to the government authorities to take effective steps to check adulteration in the preparation of jaggery.
The jaggery manufacturing units have brought down the usage of sugarcane to a big extent, due to which the price of sugarcane has come down drastically badly hitting the cane farmers, they said.
R. Murugesan, president of the District Coconut Producers Association, raised this issue at the farmers grievances day meeting held here on Friday. He said the jaggery manufacturing units have been using sugar instead of sugarcane. Due to this, the price of sugarcane has crashed from Rs. 3,000 per tonne to a meagre Rs. 1,200 per tonne.
He sought action against the jaggery manufacturing units under the Prevention of Food Adulteration Act.
C. Vaiyapuri, president, United Farmers Association – Tamil Nadu, and other farmers representatives supported the views of Mr. Murugesan. Mr. Vaiyapuri said adulteration in the preparation of jaggery was a serious crime and sought severe punishment including imprisonment to those indulging in this act.
T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department, said that her department officials conducted series of raids in the jaggery units five months ago, due to which adulteration in the preparation of jaggery was brought down to a big extent.
She assured formation of special squads to check usage of sugar in the preparation of jaggery.

TENSION IN ATTUR AS SAGO UNIT WORKERS STRIKE WORK


Tension prevailed in Attur town for the whole day on Sunday with the workers of sago factories launching strike and farmers too joining them parking the lorries laden with tapioca on the roadsides.
The strike by the sago factories and its workers was to protest against the series of raids conducted by the Food Safety Officials to check adulteration in sago production.
The sago factory owners alleged that the raids had badly affected sago production. They said that they were ready to produce sago as per the Food Safety Department guidelines and demanded the State Government to come out with a set of safety norms.
T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department, conducted surprise checks in a few sago factories in Attur town on Thursday, which once again led to tension.
To condemn the action of the department officials, the factory owners and workers had announced strike from Sunday. Factories functioning in Attur, Talaivasal, Gangavalli, Rasipuram, Dharmapuri, and Namakkal remained closed today. The factory owners declined to procure tapioca till this problem was solved.
Meanwhile, following fixing of the procurement price for tapioca at the tripartite talks held at the Collectorate here on Friday, a large number of farmers had brought tapioca in lorries to Attur. Since the sago factories did not function on Sunday, the lorries were parked on the roadsides.The sago unit owners, workers and farmers staged agitation in front of the RTO office, Attur, demanding a permanent solution to this problem.
S. Selvaraj, District Revenue Officer, held discussion with the representatives of Attur Starch and Javvarisi Urpatthiyalargal Munnetra Nala Sangam, workers and farmers.
S. Jayachandran, Revenue Divisional Officer, Attur, and T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department too participated in the negotiations.
The farmers’ representatives said that this is the prime harvesting period and closure of sago units will put the farmers in severe financial loss. The officials informed the sago unit owners that no case was registered against them in connection with the raids conducted by the food safety officials

Staff shortage hits food safety dept

More manpower needed to carry out checks at sweet shops this festive season
The Delhi government’s Food Safety Department is reeling under staff shortage at a time the festive season is on and the department is intensifying checks on suppliers to check for substandard food items.
During Diwali, when the production of dairy products especially sweets is scaled up, inspections across sweet shops are more intensive to crack down on adulterated food items. The chances of using substandard products increase at this time.
“There are currently 12 food inspectors against 32 posts. There is acute staff crunch as we have to conduct inspections across the city. We are trying to cover as many areas as possible through the resources that we have,” said a senior official, Food Safety Department.
Even though the proposal for fresh recruitments was put forward in 2013, the posts yet remain to be filled.
Food analysis is also being carried out for packaged items like chocolates from across brands.
“The focus is on analysing the khoya which is often of poor quality,” said the official.
The department has increased vigilance in checking quality of sweets for the past two months. “Sweets are manufactured in huge scale before Dussehra and stacked in shops.
So the checks were stepped up for almost two months now. But the inspections will be made more intensive this week onwards,” said the official. With shortage in milk during the festive season, the quality of products fall.
Till now, inspections have found that at least 30 per cent of food suppliers and shops have been found flouting the basic standards of food quality. Suppliers found giving sub-standard items have been given warning.
The Food Safety Department has now also decided to come up with food safety kits after several food chains and local sweet shops complained they cannot track retailers supplying substandard items. The government is likely to emulate the model of Gujarat Food and Drug Control Department in which it will roll out these kits for commercial and personal use.

Have you been licensed? - Food safety angle

Being a new law passed only in 2006 and enforced in 2011, FSSA (Food Safety and Standards Act) is always in hot seat for one or other reason. FSSA repealed many earlier acts related to food and consolidated into one. FSSA is an evolving act with addition of many rules and regulations and safety standards. FSSA is the most important legislation that dictates the safety of food in India and thus the health and survival of citizens.
FSSA mandates that every business house that produce, sell, store or transport food should follow certain hygienic norms so that food in question is safe to ultimate consumers. If the business operators follow the hygiene norms (so called schedule IV), they are certified by a registration or licence. Since the ultimate safety of food is dictated by how it is made and in which environment, registration/ licence is the pillar of FSSA.
Section 1 of FSSA deals with 'Registration and Licensing of Food Business Operator'. Broadly there are three forms of licence. The first and the simplest is known as 'registration'. Those with annual turnover less than 12 lakh INR comes under the purview of 'registration'. Fee is only 100 INR per annum. Applicants need to submit a form (called Form A) along with certain documents such as health certificate of workers, identity documents, etc.
Another licence is called 'state licence'. If the installed capacity of the plant is below 2TPD (tonne per day) but the annual turnover more than 12 lakh INR the operator in question comes under the purview 'state licence'. Fee ranges from 2000 to 5000 INR depending upon the type and size of the business. Applicants need to submit a form (called Form B) along with certain documents. The act doesn't mention if there is any difference between registration and state licence with reference to the documents required so it should be assumed that both are same.
However, given the higher scale of operation, state licence ought to be more strict. Registration and state licence are given by DFSO (Designated Food Safety Officer) at district level. Inspection and dealing of file is done by FSO. Both are often sat in the office of the CMO when separate Food Safety office is not available.
Then comes 'central licence'. If the installed capacity of the plant is more than 2 TPD, 'central licence' is required. It is given by FSSAI at regional level and annual fee is Rs. 7500/-. The scope of compliance is bigger for 'central licence'. One glaring necessity for central licence is FSMS - Food Safety Management System which must be certified by an accredited agency. FSMS can be HACCP system, ISO 22000, etc. FSMS is accepted worldwide as one of the most important preventive measures for food safety. Central licence is already online which implies that submission of documents and payment are to be done on web.
Jurisdiction with which registration and state licence apply is very wide. So quite often it generates lots of grey area. It is also very difficult to distinguish if the business operator should come under registration or state licence since very few FBO keep book of account. There are also many documents which are seemingly not relevant to some FBO. For example, FSO demands certificate of degree holder in chemistry/ biochemistry/... from catering services (locally known as Eigyagi Chaksang). This may sound good but truly unrealistic. It will only invite fake certificates.
There is also a huge discrepancy on how licence are given to packaged drinking water manufacturers. Most water manufacturing plant easily crossed 2 TPD so automatically it should comes under the ambit of 'central licence'. However, our state authority turns a blind eye in this matter inspite of repeated reminder. It is also doubtful if the manufacturers apply for state licence knowingly even if they need central licence just to escape from legal entangle compromising safety.
Our food safety authority has so far been aloof to school mid day meal program. Thousands of school children are consuming meals at schools without any accountability on their food safety. Either school authority should approach food safety department before any untoward incident happens. Death of school children in Bihar must be a lesson. I saw our food safety department been active in private houses but unfortunately not able to take any actions on govt machineries.
Time has come now that every food stakeholders to comply with food safety rules for a healthy nation. Illness can happen to anyone no matter whether they are rich or poor.

MCG drafts policy to regulate food trucks

GURGAON: With mobile food trucks mushrooming across the city, the Municipal Corporation of Gurgaon has come up with a draft policy to regulate the space, location, timings and food standards to be followed by the food truck operators.
According to MCG officials, the draft policy will be discussed in the House meeting soon. "All businesses or community groups that sell food must comply with food laws, including the Food Safety and Standards Act, 2006, and are legally responsible to ensure that food sold or prepared for sale is safe to eat and free from contamination," said a senior MCG official.
After the policy is framed, the MCG will designate the space where the vans can be parked. The timing for operation of mobile food establishments will be determined by the municipal commissioner. All these establishments will also be required to register with MCG and obtain a license from it. They will also need a food certificate issued by the Gurgaon civil surgeon, a fire safety certificate and a no objection certificate (NOC) from the police department.
The authorities said the popularity of these food trucks has increased over the past few months, but right now there are no checks and balances to regulate them.
"While we have a policy for eateries and restaurants, there is no policy for food trucks as it is a recent phenomenon in Gurgaon," the official said.
The food trucks can be seen near many office complexes and market areas. Since there is no policy right now, we are not able to ensure that hygiene standards are maintained by these vans. Also, since these vans are mobile, it is difficult to keep track of them as they keep changing places," he added.
Officials said the civic body was also planning to make it mandatory to register temporary food establishments. A temporary food establishment is one that operates for less than 14 consecutive days for a single event or celebration. This will also include promotional sampling activities such as giveaways at exhibitions, train stations and trade shows.

Kuwait lifts ban on Indian poultry

Kuwait has lifted the ban on import of eggs from India, according to the website of Agricultural and Processed Food Products Export Development Authority (Apeda).
The ban was imposed in 2013 by the GCC countries and was lifted following reports by the World Organisation for Animal Health (OIE) stating that India was free from the highly pathogenic Avian influenza.
Usually, the ban is lifted only three months after the OIE declares a country free from bird flu.
Namakkal accounts for nearly 95 per cent of egg exports from India. Egg exports, which stood at 288.12 lakh in 2013-14 fiscal, dropped to 175.55 lakh in 2014-15. For the current fiscal (till June), the number stands at 140.12 lakh, according to the data from National Egg Coordination Committee.
Trade sources said this does not make any big difference as exports to Kuwait are negligible and that, on an average, they used to ship only five containers (of 4.72 lakh eggs each) a month.

Synthetic food colours pose health risk


Survey in north Kerala reveals need for more regulations
The sweetmeats inside the glass counter look tempting in their many hues but the colours that make them appealing could be hiding a toxic cocktail. A recent survey conducted in northern Kerala revealed excessive use of synthetic colours in sugar-based confections, posing a serious health risk, especially for children.
The survey found the use of two non-permitted colours, Amaranth and Rhodamine, underlining the need for more stringent food safety regulations.
Of the 14 samples collected from various locations, 97 per cent were found to contain permitted colours while three per cent contained a combination of permitted and non-permitted colours.
The analysis also showed that 82 per cent of the samples exceeded the prescribed limit of 100 ppm (parts per million) for permitted colours. Tartrazine was the most widely used permitted colour, followed by sunset yellow.
Commonly used
It was noticed that though the Food Safety and Standards Authority of India (FSSAI) permits eight colours to be added to specific foods, only six, namely Tartrazine, Sunset yellow, Carmoisine, Ponceau 4R, Erythrosine and Brilliant blue FCF, were commonly used. Brilliant blue was mostly used in combination with Tartrazine to impart a green shade to sweets, instead of using Fast Green, says R.Subburaj, Junior Research Officer, Food Safety Department, who presented a paper on the survey at the World Food Day celebrations here earlier this month.
Studies on animals have indicated that Brilliant blue induces liver damage, renal failure, and asthma while Tartrazine is responsible for Attention Deficit Hyperactivity Disorder (ADHD) and Sunset yellow causes adrenal tumor and hypersensitivity.
The survey found that indiscriminate use of colours in sweets was prevalent in small-scale industries and homestead units.
Non-permitted colours were not used in reputed brands of sugar boiled confectionaries but all the eight permitted colours were used in different combinations, ignoring the cumulative health effects caused by mixing synthetic food colours.
Joint Commissioner of Food Safety K. Anilkumar said there was scientific evidence to support the impact of synthetic food colours on human health. Pointing out that a campaign launched by the Bakers Association to avoid the use of synthetic colours had collapsed due to lack of response from buyers, Mr.Anilkumar stressed the need for a sustained consumer awareness drive.

Packaged drinking water unit sealed

A packaged drinking water unit at Pallipalayam that was found functioning without licence was sealed by the officials of Tamil Nadu Food Safety and Drug Administration Department.
A team led by District Designated Officer T. Tamil Selvan inspected four units at Pallipalayam area.
Workers of the units were asked to wear face mask, gloves and cover their head with a cloth while on duty.
One of the units was found functioning without obtaining BIS certification or licence from Food Safety and Standards Authority of India.
Also, officials found drinking water cans of various brands on the premises for refilling and supply to retail shops.
The unit was already served notice twice for not obtaining licence.
Hence, water samples were taken and the unit sealed.
Officials said that based on the laboratory report further action would be initiated as per the Food Safety and Standards Act, 2006.
Inspection to continue
They also warned of action against units that were functioning without licence or supplying sub-standard drinking water to the public.
Officials said that the inspection would continue in other units too in the coming days.

Health team seals 3 units in Daria

Chandigarh, October 30 A team of Health Department today sealed three units in Daria village here as these were being run without a Food Safety and Standards Authority of India (FSSAI) licence.
While a namkeen-manufacturing unit, run by Harun Ali at Plot No. 927, was issued prohibition notice for manufacturing in unhygienic and insanitary conditions, it was also found operating without having a valid FSSAI licence. The workers of the said unit fled from the spot, following which the unit was sealed.
A challan was issued to New Gopal Sweets, Plot No. 438, for operating without a FSSAI licence.
Another sweets unit was not operational because of Karva Chauth festival but the people present on the spot could not show a licence. They have been instructed to present it by Monday.

The directions to seal shops in the Kacchi Chawni area were issued by MC commissioner Mandeep in a surprise raid conducted along with Save Animals Value Enviornement (SAVE), animal rights NGO chairperson Rumpy Madaan.

The municipal corporation (MC) has sealed two meat shops for slaughtering animals illegally in violation of standard guidelines of the Food Safety and Standards Authority of India (FSSAI).
The directions to seal shops in the Kacchi Chawni area were issued by MC commissioner Mandeep in a surprise raid conducted along with Save Animals Value Enviornement (SAVE), animal rights NGO chairperson Rumpy Madaan.
Rumpy in a meeting with the MC commissioner had pointed out about unscientific slaughtering and butchering of animals at local shops in violation of the law. The raid on shops and slaughter houses was conducted on Friday morning.
The MC commissioner also visited the government-owned slaughter houses at Dogra Hall and Gujjar Nagar, where no standard procedures were followed.
SAVE chairperson said as the per the guidelines of the FSSAI the animals should be stunned (made unconscious) before slaughtering and should slaughtered in a scientific manner with proper equipments, lights.
The FSSAI also has guidelines for ritual slaughtering –Hallal and Jatka killings. She said but these are blatantly violated.
“The animals slaughtered in unscientific manner release toxins which are quite harmful on being consumed and can lead to serious health problems. But the general public is not made much aware about it,” she said.
She said it is mandatory to get the doctor’s certificate, issued by the municipal veterinary officer, a night before the slaughtering to check the health of the animals but during the raid it was observed that this was not done.
Rumpy said the waste of slaughter houses and butcher shops are being drained out without scientific treatment in the Tawi river.

27 mawa samples tested substandard

JAIPUR: Mawa miscreants, in a bid to cash in on the festive season, are producing unsafe mawa. So far, at least 4% mawa samples have tested unsafe and unhealthy, which are not fit for consumption. Also, 8% were found to be of substandard quality.
In the past 15 days, the food inspectors in the state collected over 538 samples of mawa and sent them for testing in six existing food testing laboratories. "Till date we have received report of 216 out of 538 collected samples. The report shows that while 18 of the samples were of substandard quality, nine out of the total samples were found unsafe," Dr Sunil Singh, additional director (rural health), health department, said.
However, as many as 188 samples out of 216 were found to be of standard quality, while 12.5% of the samples tested were either substandard or unsafe collectively.
He said that if a sample is tested unsafe, the cases are presented before the CJM court. "According to the Food Safety and Standard Act, there is a penalty of Rs1 lakh to Rs10 lakh. Besides that there are also provisions of imprisonment from six months to lifetime for selling unsafe food items," Dr Singh said.
Taking serious note of the influx of unsafe mawa, the health department has started a call centre for complaints on adulterated food. People can register their complaints on 0141-2220381 or 0141-2224831for complaints. The health department officials claimed that action would be taken against the complaints filed.
Moreover, the health department is taking care of the interest of the shopkeepers and mawa traders. Earlier, there have been instances when the chief medical health officers (CMHOs) did not provide the result of the test to the shopkeepers even when they were are found to be of standard quality. In such cases, the health department has directed all the CMHOs to provide the result of the test to the traders within seven days irrespective of whether they come out to be of standard or sub-standard quality.

If you have been using plastic containers, disposable plates, bottles and other plastic products to store food, it is time you switch to glass or metal containers.
City-based oncologists say that at certain exposure levels, some of the chemicals in plastic, such as Bisphenol A (BPA), can cause cancer in people, especially breast cancer. Concerned over the growing incidence of breast cancer in the State, specialists — who are focussing more on creating awareness about this second-most common cancer among women — say the government’s recent ban on plastic has come as a blessing in disguise.
According to the Population Based Cancer Registry, 36.6 new breast cancer cases are diagnosed every year per one lakh population in Bengaluru. Of the estimated 45,000 new cancer cases reported every year in Karnataka, over 8,000 are breast cancer cases.
The Kidwai Memorial Institute of Oncology sees nearly 22,000 new cases every year and of these over 850 are breast cancer cases. Although this has much to do with lifestyle, exposure to plastic products beyond certain levels is also a major risk factor, doctors say.
Nalini Rao, Consultant Radiation Oncologist at HCG Cancer Care Network, says BPA is a weak synthetic estrogen found in many rigid plastic products, food and beverage containers and other similar products.
“BPA’s estrogen-like activity makes it a hormone disruptor, like many other chemicals in plastics. Hormone disruptors can affect how estrogen and other hormones act in the body, by blocking them or mimicking them, which throws off the body’s hormonal balance. Because estrogen can make hormone-receptor-positive breast cancer develop and grow, it is better to avoid use of plastic products,” she explains.
Jayanthi Thumsi, Consultant, Breast Cancer Surgeon, BGS Global Hospitals, says there is increasing evidence from ecological research that indicates a strong connection between environmental factors and breast cancer. “There are over 75,000 synthetic chemicals used in day-to-day commodities like lipstick, water bottles, pesticide. As its use has increased, so has the incidence of breast cancer,” she says.

Maggi effect: F&B firms line up for ‘contamination’ cover

Most insurers are seeing a big jump in enquiries for such policies
Mumbai, October 30: 
As domestic food safety regulations get stringent on the back of Nestle’s Maggi fiasco, general insurers are seeing increasing enquiries for niche covers such as for contaminated products and product-recall.
Nestle India saw its consolidated net profit drop 60 per cent for the quarter ended September after a food-safety scare prompted a nationwide recall of its instant noodles brand Maggi in June.
The incident caused a big scare among companies operating in the food and beverages (F&B) sector, too, as many came under the scanner of the regulator FSSAI (Food Safety and Standards Authority of India).
Nestle recently resumed production of Maggi noodles in India after fresh tests found them safe for consumption.
Sushant Sarin, Senior Vice President — Commercial Lines — Tata AIG General Insurance, said that his company is now getting five-six enquiries a week on ‘product contaminated’ insurance; earlier, a whole quarter would average that many queries.
“At times, despite best efforts and quality standards undertaken by companies operating in the F&B and personal-care space, contamination can occur, due to which they can face severe consequences,” he said.
Contaminated product insurance covers, among other things, business interruption and recall costs, rehabilitation expenses, and related consultancy spend.
Bajaj Allianz General Insurance has also seen a jump in queries for ‘product recall’ cover, said Sasikumar Adidamu, Chief Technical Officer.
According to Sanjay Kedia, Country Head and CEO, Marsh India Insurance Brokers, apart from basic cover, most domestic F&B companies are now looking for more comprehensive covers such as contaminated product insurance, as they fear incurring huge costs not just on a product recall but also in the form of penalties, legal expenses, and outflows for protecting the brand image, and crisis management.
Tata AIG’s Sarin said the contamination cover starts at ₹5 crore and goes up to ₹130 crore. The company, he said, has paid out a few large claims, exceeding $1 million to a single company.
Marsh India CEO Kedia said that the premium for such policies depend on various parameters such as turnover of the company, the quality standards adopted, and the type of product. The premium, therefore, can range from 0.5 per cent to 3 per cent of the size of the insurance cover, he added.
Considering the massive claims that insurers can face, these covers are backed by global/domestic re-insurers.

You won't believe what some Iranians have found in their bottled water

TEHRAN, Iran — The latest in a string of questionable food quality calls by the government is bringing to light issues such as the mass supply of unsanitary food products, the violations of consumer rights and the lack of substantive legal recourse to deal with them. 

At issue now is the Iranian Health Ministry’s decision to halt a production line at the country’s biggest bottler of mineral water — and the ministry's quick reversal of that decision.
On Sept. 21, Behrouz Jannat, director general of inspection and supervision at the Food and Drug Organization, announced that Damavand Mineral Water Company's production line in northern Tehran would be shut down because the company was not complying with regulations. Damavand, which holds 40% of Iran's mineral water market, is a joint venture with food and beverage giant Danone SA of Paris. Known as Dannon in the United States, the company's numerous brands include Evian water and Oikos yogurt.
Reports emerged that Damavand was continuing to distribute its products, which prompted Health Minister Seyed Hassan Qazizadeh Hashemi to personally intervene. He announced that in recent months, 12 mineral water production companies had received warnings. Of them, 11 promised to correct their errors, but Damavand had resisted. Hashemi said, “This company … does not have the right to distribute bottled water in the market.”
Less than one month later, Damavand was back in full swing. Rasoul Dinavard, head of Iran’s Food and Drug Organization, told reporters, “They were allowed to resume work under certain conditions, and they guaranteed [they would] follow through with their commitments.”
Hashemi said Damavand's water was contaminated with Pseudomonas bacteria. According to the World Health Organization website, the bacteria does not usually cause symptoms in healthy people; however, its presence in large numbers in bottled water can affect taste, odor and clarity.
A senior official at the Food and Drug Organization who spoke to Al-Monitor on condition of anonymity said, “Unfortunately, our organization has been under a great deal of pressure to announce that Damavand’s mineral water is once again suitable for distribution. Damavand is a colossal company and it’s not possible to guarantee that this bacteria has been eliminated in its bottled water in only two weeks. This is not to mention that the company never truly accepted that its products were contaminated with Pseudomonas. Therefore, how can it have corrected the situation?”
Damavand’s executive manager gave a press conference Oct. 18. Without accepting any responsibility for earlier contamination in the company’s products or explaining how its bottled water would become free of contaminants in the future, he said, “Cultural differences are one of the main elements that has become a headache for Damavand Mineral Water Company," referring to his dissatisfaction with how authorities handled the situation.
When it comes to reporting on consumer rights violations, there are no independent media outlets in Iran, only ones that voice the opinions of government officials. There are also no powerful nongovernmental organizations to ensure that consumer rights are respected by food producers. The most influential government organizations in this field are The Organization for the Protection of Consumers and Producers and the Society for the Protection of Consumer Rights, whose databases have provided no reports, analysis or even news about the contamination of Damavand’s mineral water during the past month.
Consumer rights violations have become a huge concern among ordinary Iranians since last summer, after Iran’s health minister announced that the country’s main milk producers were using palm oil in their products. This oil, and not the natural fat of the milk itself, made up most of the fat found in their dairy products. The head of the Health Ministry’s Office for Nutrition, Zahra Abdollahi, said palm oil has a saturated fatty acid content of at least 50%. Some authorities say the product is a suspected factor in high cholesterol and fat levels in the blood, and could eventually result in clogged arteries.
Other reports about food quality problems have surfaced recently. On Oct. 4, Alireza Jamshidi, head of Tazirat-e-Hokoumati, an organization within Iran’s judiciary, spoke about fake lemon juice being supplied to the market. “Seventeen factories were reviewed, and not one drop of natural lemon juice was found in any of them. What is interesting is that all of them had the seal of quality,” Jamshidi said. On Oct. 17, the Health Ministry reported that since the beginning of the current Iranian year, which started March 21, violations had been found in 53 lemon juice factories.
Iran’s Standards Organization — linked to the Ministry of Industry and Mines — is the country’s main body for quality control and regulates products in terms of health and hygienic requirements, granting them a seal of quality. However, the recent disclosures have brought this entity’s credibility into question. AsrIran — a news agency with ties to the Reformists — has accused the Standards Organization of lying and inconsistency in connection with Damavand.
In the past few months, there have also been reports about the mass processing of chicken containing lead in Tehran’s slaughterhouses, the unsanitary use of chicken paste in the production of sausages and salami, as well as contaminated sugar cubes.
Yet it seems that these producers face no major legal repercussions. In an Oct. 13 news conference, the health minister complained about the low fines set for “food fraud,” somewhere between 5 and 20,000 toman ($1.60-$6.60). “These fines are truly sad. And it’s been 30 years since these laws were put in place, and still they have never been reviewed,” Hashemi said.
Majid Haghani, a health and food safety analyst in Tehran, told Al-Monitor that complicated bureaucracy has prevented true offenders from being punished. However, he is still hopeful for the future and said, “We should realize that it’s been only in the past one or two years that social groups and independent media have become aware of the vital issue of consumer rights and are seriously following up on it. And even that is thanks to the disclosures made by the health minister and the media, and this is good news.”
In the absence of strict rules, he suggested, “One of the important things in the current situation is to form completely independent and people-oriented NGOs to monitor the quality of products. Then, social campaigns can be launched to sanction the violating producers and their products. In a situation where there is a legal vacuum, it is popular pressure that can strongly punish such producers.”

சேலம் மாவட்டத் தில் கடந்த 27ம் தேதி நமக்கு நாமே விடி யல் மீட்பு பய ணம் மேற் கொண் ட போது ஆத் தூ ரில் சேகோ ஆலை அதி பர் கள் மற் றும் ஜவ் வ ரிசி உற் பத் தி யா ளர் களி டம் தி.மு.க. பொரு ளா ளர் மு.க.ஸ்டா லின் கலந் தா லோ சனை நடத் தி னர். இதில், ேசகோ ஆலை களில் சோதனை என்ற பெய ரில் உணவு பாது காப்பு அலு வ லர் கள் அச் சு றுத்தி வரு வ தாக புகார் தெரி விக் கப் பட்டது.
அதற்கு பதி ல ளித்து பேசிய மு.க.ஸ்டா லின், ஆளுங் கட் சி யி ன ருக்கு பணம் வசூ லித்து கொடுப் ப தற் காக இது போன்ற சோத னை யில் ஈடு பட்டு வரு வ தாக தெரி கி றது. இது கு றித்து திமுக ஆட் சிக்கு வந் த தும் நட வ டிக்கை எடுக் கப் ப டு மென உறுதி கூறி னார். இதை ய டுத்து, சில நாட் களி லேயே சேகோ ஆலை களில் சோதனை என்ற பெய ரில் அதி கா ரி கள் அத் து மீறி நடந்து கொள் வது பழி வாங் கும் செயல் என உரி மை யா ளர் கள் குற் றம் சாட்டி யுள் ள னர்.

ஆத்தூரில் சேகோ ஆலைகளில் ஆய்வு செய்த மாவட்ட உணவுப் பாதுகாப்பு நியமன அலுவலர் டி.அனுராதாவை, ஆலை உரிமையாளர்கள் வியாழக்கிழமை சிறைபிடித்த சம்பவம் பரபரப்பை ஏற்படுத்தியது.
ஆத்தூரை அடுத்துள்ள மஞ்சினி வால்கரடு பகுதியைச் சேர்ந்தவர் எஸ்.துரைசாமி. இவர் சேகோ ஆலை உரிமையாளர். இவர் ஆத்தூர் வட்டார சேகோ மற்றும் ஸ்டார்ச் உரிமையாளர்கள் நலச் சங்கத் தலைவராகவும் இருக்கிறார். இவரது ஆலை அருகே உள்ள செங்கோடன் சேகோ ஆலையை பூமாலை என்பவர் குத்தகைக்கு எடுத்து கடந்த ஒருவாரமாக நடத்திக் கொண்டிருக்கிறார்.
வியாழக்கிழமை மாலை அங்கு வந்த மாவட்ட உணவுப் பாதுகாப்பு நியமன அலுவலர் டி.அனுராதா மற்றும் வருமான வரி அலுவலர்கள் ஆலையை ஆய்வு செய்து விட்டு, துரைசாமி ஆலையை ஆய்வு செய்தனர்.
அங்கு ஆய்வு செய்த அனுராதா, ஆலையில் உள்ள ஜவ்வரிசி மூட்டையைக் கணக்கிட்டுப் பார்த்து 1600 மூட்டை இருப்பதாக நோட்டீஸ் எழுதும் போது குறுக்கிட்ட துரைசாமி, 300 மூட்டைகள் தான் இருப்பதாகக் கூறியுள்ளார். எடை போட்டுப் பார்த்துக் கணக்கை எழுதுமாறும் தெரிவித்தாராம்.
இதனால், உணவுப் பாதுகாப்பு நியமன அலுவலர் அனுராதாவுக்கும், துரைசாமிக்கும் வாக்குவாதம் ஏற்பட்டது. இதனால், துரைசாமி ஆத்தூர் காவல் நிலையத்துக்கு தகவல் கொடுத்து, பொய்யான கணக்கை எழுதுவதாகவும், நேரில் வந்துப் பார்க்க வேண்டும் என்றும் கோரிக்கை வைத்துள்ளார்.
இதுகுறித்து பிற சேகோ ஆலை உரிமையாளர்களுக்குத் தகவல் தெரிய வரவே நூற்றுக்கும் மேற்பட்டோர் அங்கு குவிந்தனர். இதனால் அங்கு பதற்றம் நிலவியது. ஆத்தூர் காவல் ஆய்வாளர் டி.கண்ணன் நேரில் வந்து பார்த்து ஆத்தூர் கோட்டாட்சியருக்குத் தகவல் கொடுத்தார். ஆத்தூர் கோட்டாட்சியர் சீ.ஜெயச்சந்திரன், வட்டாட்சியர் எஸ்.மனோகர் ஆகியோர் நேரில் வந்து விசாரித்தனர். இதையடுத்து, உணவுப் பாதுகாப்பு அலுவலர்கள் ஆலை சுகாதாரமாக இல்லை எனவும், இதனால் டெங்கு பரவுவதற்கு வாய்ப்பு இருப்பதாகவும் கூறி, நோட்டீஸ் கொடுக்க முன்வந்தனர். ஆனால் அதையும் துரைசாமி வாங்க மறுத்துவிட்டார்.

Kerala won’t drop Nirapara case

Kochi: The state government has decided to go in for an appeal against the judgment of a single bench of the Kerala High Court annulling the order of the commissioner of food safety banning the sale of Nirapara brand of food products.
Sources familiar with the development said the Chief Minister’s office on Thursday directed the health department to overrule the recommendation of the law department not to go in an appeal.
The law department had sent its file to the health department, the administrative depar-tment of the commissionerate, with the recommendation that the move for an appeal may be dropped as “the High Court says that one chance has to be given to the said company. It is advisable not to question the observation of the court.”
Commissioner of food safety T.V. Anupama, who had issued the order on September 13 had earlier told Deccan Chronicle that she had recommended to the government to file an appeal against the single bench order.
Holding that there was difference between ‘substandard food’ and ‘unsafe food’, the single bench had on October 13 annulled the order saying the commissioner had no power to ban food materials which are substandard but can only ask the manufacturer to record the same on the label.
Legal circles pointed out that the judgment virtually took away the government’s authority under the Food Safety and Standards Act, 2006, in ensuring that only quality food materials are sold, which the law mandates. They also pointed out that the government cannot direct the manufacturers on what should be there on the labels.
Congress MLA V.T. Balram had written to the chief minister saying the advocate general may be instructed to take the necessary steps for filing an appeal in the case.

Usage Of Harmful Chemicals By Farmers In Valley Causing Deadly Cancers

Srinagar: The unabated use of harmful chemicals by the farming community has led to a rise in deadly cancers in the state of Jammu and Kashmir. According to highly placed sources at the SKIMS, nearly 50 cancer patients in the state are received at major hospitals for treatment every day. All in all, sources state that there is a 35% rise in cancer cases in the state. Brain tumor has been found to be most prevalent of these among patients in Kashmir.
This is, by and large, attributed to a substantial increase in the use of pesticides and other chemicals in terms both of volume and value from the last two decades. The use of spurious oil sprays, fertilizers and pesticides have led to an adverse effect on humans as well as on horticulture and agricultural produce.
According to a research journal published by the Sher-e-Kashmir University of Agricultural Science and Technology (SKUAST), the excessive use of pesticides not only increases the cost of apple cultivation but also results in many human health problems and environmental contamination and degradation. The paper also says that in Kashmir, which is a huge belt for horticulture farming, usage of indiscriminate pesticides and fungicides without any proper planning has become widespread.
“The climatic and weather conditions of the Kashmir region are most suitable conditions for apple farming but the topography of the region only allows small fraction of the crude oils to be used like Hindustan Petroleum (HP) and Servo which were recommended as Tree Spray Oil (TSO) by the experts. But then paraffin based oils like Arbofine, Rallister, ATSO, MAK etc are being used excessively by the farmers without knowing the ill effects of these chemicals. This has led to the contamination of the surrounding and has badly affected the health of farmers as they are directly in contact with these chemicals. The result also has been greater damage to our horticulture sector besides the health of people,” said Nazir Ahmad Pandith, Village Extension Officer.
“The reasons for this are lack of knowledge among farmers and presence of strong marketing forces who sell the products without caring about their adverse effects. Multinational companies who sell these harmful products to the farmers are earning huge money and poor farmers in Kashmir without knowing the ill effects are buying these chemicals like hot cakes. SKUAST-K has imposed restrictions on these harmful chemicals since 2001 but they are being sold through black marketing practices and channels”, he further added.
Researchers and medical experts have raised an alarm over exposure to toxic chemicals through food, water and air which could lead to deadly diseases and ultimately to death. According to a report published in FIGO (International Federation of Gynecology and Obstetrics), brain tumors and cancers occur , among other things, due to the excessive usage of pesticides, air pollutant chemicals which remain as droplets in air and are inhaled by humans; they also cause other diseases like brain tumors, heart ailments and deformities in the limbs. The report also indicates that exposure to toxic chemicals during pregnancy can cause a threat to the foetus.
A 2013 study by the Food Safety and Standards Authority of India showed how most common food items contain banned pesticides in quantities that are several hundred times over the permissible limit (Indian Permissible Limits are much higher than EU Levels).Most of these are neurotoxins and carcinogenic and can cause long term damage to humans as well as to environment. In India, the state of Jammu and Kashmir is among the list of states that uses extensively lot of harmful pesticides with Punjab topping the list. According to report published by the state government of Punjab ,18 people succumb to cancer every day. It has 90 cancer patients per 10000 people compared to the national average 80 patients. The Jammu and Kashmir state according to the report has 60 cancer patients per 10000 people. A large percentage of these patients are from rural areas.
All these findings are validated by Medical experts in Kashmir. They attribute the rising number of brain tumors and other deadly diseases to the usage of these harmful chemicals. The medical expert community is also are of the view that Government has failed in combating the black marketing of these harmful products. The exigent need of the hour is proper planning and proportional usage of these chemicals. More importantly, awareness campaigns which highlight and illustrate the harmful effects the chemicals used by farming communities and resisting the efforts of snake oil salesmen and black marketers need to be launched on an urgent basis.
