Who said mineral water is safe

KOCHI: Forget water supplied by tanker lorries, even mineral water produced by major companies, including multinationals, is unsafe for drinking with some containing E coli bacteria, reveal tests done by the food safety commissioner's office.

The special drive, conducted by the food safety department, has found that the quality of bottled drinking water and water supplied by tanker lorries is particularly unsafe in Kochi.

The three-day drive was carried out from March 21, simultaneously in Kochi, Kozhikode and Thiruvananthapuram, as per the direction of the food safety commissioner. Officials collected 34 samples, including 16 bottled drinking water samples and nine each from tanker lorries and water sources of tanker lorries. The samples were subjected to chemical and biological tests. According to food safety officials, the situation is alarming in Kochi compared to other two cities as 90% samples collected from the city proved unsafe to drink.

"Both chemical and biological results of water samples collected from Kochi are not satisfactory. The presence of E coli is a major cause of concern. As per the Food Safety and Standard Act it should not be present in bottled drinking water. In the samples there was a minimum of two organisms in 100 ml," said an official with the food safety department in Thiruvananthapuram.

Authorities said pH level in samples collected from sources and tankers were above the permitted level of 6.5. The iron and nitrate content in samples were also high. "If pregnant women drink water with high nitrate level, it can cause blue baby syndrome," said the official.

Tests showed the presence of E coli in major brands. The presence of E coli in a well at Toshiba Junction near HMT, which is a water source, came to 1,600 organisms/100ml against the permitted level of 10 organisms/100ml. Despite the grave situation, food safety officials expressed their inability to take action against those who supply unsafe drinking, considering the scarcity of drinking water in the city and nearby areas.

"The bottled drinking water is relatively safe but do not conform to our standards. However, we cannot take any action as this was a random sampling. The drive has given us some idea about the quality of water. We will collect statutory samples and if they are found to be contaminated, we will take action," said Biju Prabhakar.

A meeting has been called by the
food safety commissioner in Thiruvananthapuram on Friday to discuss the issue and decide on the next course of action.

Meanwhile, tanker lorries, which supply drinking waterin the city, denied that water supplied by them is not safe to drink. "Around 90% of tankers supply quality water. It is true that some are collecting water from all water sources without considering the quality due to the severe shortage of water. But their number is very minimal," said A Ibrahim, general secretary, Ernakulam District Drinking Water Transporters Welfare Association.

Sangrur school staff detect rat droppings in mid-day mea

Sangrur, April 11
Though complaints of substandard ingredients being used in the mid-day meals served in the state are common, rat droppings being spotted in a meal is a first. School staff of the Government Middle School, Haripura Basti, Sangrur, had allegedly detected rat droppings in cooked rice a couple of days ago.

The meal is supplied to this school by an agency ‘Istri Shakti’ from nearby Badrukhan village. After the headmistress of the school complained about the matter to the authorities concerned, the Additional Deputy Commissioner asked the health authorities to take samples of the foodgrain from the store of the agency ‘Istri Shakti’.

A team of officials from the health department, led by District Health Officer Dr Surinder Singla, visited the store at Badrukhan village yesterday and collected samples of rice, atta, refined oil and cooked food. The samples were collected under the Food Safety and Standards Act.

Dr Singla said they had sent the samples for testing to the public analysts of Punjab and Chandigarh. Further proceeding would be initiated on the basis of the results of the samples, he said.

Teja Singh, District Manager, Mid-day Meal, Sangrur, said they had taken serious note of the complaint as it was a matter related to the health of schoolchildren.

Earlier, in the first week of January, Deputy Commissioner Kumar Rahul had checked the mid-day meal at Government Senior Secondary School for Boys, Sangrur and had found the quality of cooked rice and the curry very poor. Later, a sample of turmeric powder taken by the health authorities from the store of mid-day meal supplier agency was found to be substandard.

"We have sent the samples for testing to the public analysts of Punjab and Chandigarh. We will proceed further on the basis of the results"

NSUI seizes gutkha from two shops

April 10: Members of the National Students’ Union of India (NSUI) today seized a substantial number of gutkha packets from two shops in Fancy Bazar.

The state government had issued a notification under the provisions of the Food Safety and Standards Act, 2006, banning the product for one year.

The NSUI activists, led by Assam state unit vice-president Arup Talukdar and Durlav Talukdar, who contested for the national delegate post, went to Fancy Bazar today and seized the gutkha packets.

City senior superintendent of police (SSP) Anand Prakash Tiwari personally rushed to the area to prevent any untoward incident.

Durlav Talukdar said the gutkha was being sold in packets of Rajanigandha paan masala. “We requested the police and other government officials who were present to keep a sharp eye on the shops in the city so that gutkha is not sold in any way.”

“One of the shops from where we seized the gutkha packets belonged to a BJP leader,” Durlav said.

Sources said gutkha is now also being sold in packets of spices. “Thanks to the ban, gutkha has now gone into the black market. Gutkha is now sold at much higher prices — up to Rs 5 per packet,” a source said.

NSUI members said they would continue anti-gutkha drives in the future to help make Assam a gutkha-free state. “We want the state to be gutka-free. Today, the SSP requested us to inform him through SMS if we come to know about any shop selling gutka,” Durlav said.

Food Safety and Standards Rules (Amendment),2013 dated 06th March, 2013

The objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, Food and Drug Administration Bhawan, Kotla road, New Delhi. 110002 and mail to rulesfssai@gmail.com on or before 30.04.2013.

In Public Interest

Obviously, the honourable High Court has given the state government a large benefit of doubt in entertaining the possibility of mutton being sold under categories at designated rates in Kashmir. But the bench cannot be faulted for following logical procedures in addressing a public issue, and has therefore correctly first sought answers from the administration on several counts. The government’s formal response is necessary for the record to enable the Court to rule according to a stated factual position – provided officials involved do not obfuscate the issue in usual bureaucratic circumlocution. The High Court’s directives to the divisional commissioner Kashmir and the head of the Consumer Affairs and Public Distribution (CAPD) department have come over a public interest petition seeking credible checks on food adulteration. Among the several queries raised by the HC are whether mutton is being categorised for sale in the market, and if so, whether the commodity is being sold at rates fixed according to category. This, by any standards, is an extravagant assumption to make. To assume that Kashmir’s government machinery involved in everyday public issues like price control, quality checks, food safety, drug standards etc follows systems devised around delivering public benefit is to presume utopia. For the best part, the government machinery is propped on established structures of payoffs, nexus, and gratification, to the benefit of all concerned, except what is known as the general public.
Institutions interested in streamlining administrative mechanisms for responsibility and accountability cannot be unaware of the roaring trade in duplicates, be it pharmaceuticals, electrical goods and components, automobile spares and packed food items. Recent reports of an extensively used antibiotic being supplied in sub-standard form are only the tip of the iceberg in the highly lucrative pharmaceutical trade. That this lethal business should have gone unchecked for so long is a commentary on the efficiency and probity of the state’s drug control authority, and an apt indicator of how other such government agencies work. As proved conclusively by the fate of a central report on massive milk adulteration in Kashmir, violators have powerful political patrons and can literally get away with murder. The courts could not have failed to notice that absolutely nothing has happened on the explosive milk adulteration report of over a year ago, even when some officer designated as the state’s food safety commissioner popped up at an opportune time to declare that identities of the adulterating dairy producers would be obtained from the Food Safety and Standards Authority of India which had conducted the tests. It is a widely known fact that figures at the very top of the state’s political spectrum have financial and partnership stakes in widely-selling milk brands. Ergo the hush-up. Ditto for mutton. It is not mere happenstance that retailers have been charging Rs 40 to Rs 70 extra per kg of the commodity over and above the supposedly government-fixed rate of Rs 280. Surely, it should not have fallen to the lot of the High Court to remind the government of having regular market checking squads to monitor the sale and rates of mutton and other commodities. Now that it has, it remains to be seen what move the mafia’s political patrons make.

Enforcement of Food Safety Act hit in State

Suffering staff crunch, officials try to meet February 2014 deadline for registrations
With a 60 per cent shortage in the number of food safety officers, implementation of the Food Safety and Standards Act, 2011, has become a problem in Karnataka. Unable to meet the targets of registrations of and issuance of licence to firms/units under the new Act, the deadline has been extended twice.

Officials of the Food Safety and Standards Authority of India (FSSAI) in the State are now concentrating on registering and issuance of licences to firms and units in the business of manufacturing, transporting, processing, storing and selling easily perishable items (milk, vegetables, ice cream et al) to bring them under the ambit of the new rules, on a priority basis.

“Registration of other units will be carried out later,” one of the designated officers said, adding that the law mandates these registrations so that they fall under the purview of the Act.

A senior official from FSSAI told Deccan Herald over the phone: “The first deadline was September 2012, and it was extended to February this year and now it has been extended again.”

Statutory advisory
A statutory advisory issued on February 5, 2013, a copy of which is with the Deccan Herald, reads: “In continuation of the statutory advisory dated July 25, 2012, issued by the Authority, it has been decided to extend the timeline to February 4, 2014, for FBOs (full business operators) seeking conversion/renewal of their existing licences and also for FBOs who have not obtained licences/registrations under the new Act.”
One of the main reasons for such extensions is the shortage of staff. “While the Centre fixes/extends the deadline, it does not mean that all registratons have to happen voluntarily. It is fine if FBOs do it otherwise; it is also our duty to inspect places and register them. But given the shortage, this has not been possible,” a source said.

A designated officer from one of the districts, who is responsible for issuance of licences and registration, said: “Given the kind of shortage we have, we have no choice but to concentrate on easily perishable items, as there is maximum quality issues there.”

Many vacancies

V  V Patil, food safety commissioner, Karnataka, while conceding that there is severe shortage of staff, said that an executive order has been passed recently to fill the vacancies.

“There is a problem, but we will have to work around it,” he said. According to Patil, there is a basic requirement of 210 food safety officers (FSOs) across the 30 districts in Karnataka of which only 84 have been recruited. In Belgaum, for example, there are 10 taluks but only four FSOs, a source said, without revealing the figures for Bangalore.

Further, the 30 designated officers are on additional charge. “We will also be recruiting full-time designated officers soon,” Patil said.

Use of ethylene to ripen fruit suggested at FDA workshop in Aurangabad

The Aurangabad division of Maharashtra Food and Drug Administration (FDA) recently organised a workshop on the disadvantages of using calcium carbide for fruit ripening at Shetkari Niwas Krishi Utpanna Bazaar Samiti, Jadhavwadi, Aurangabad. It was attended by Chandrashekhar Salunkhe, joint commissioner, Aurangabad FDA, wholesale fruit vendors and other senior officers.

The workshop was organised to point out the unsafe ripening practice carried out by the fruit vendors by the use of harmful chemicals like calcium carbide, which are hazardous to the human body. It focussed on how to curb such harmful practices. It was suggested that farmers and sellers use ethylene to ripen the fruit instead.

Ganesh Kulkarni, chief executive officer, Greentech India Ltd – a key speaker at the workshop – said, “More than 95 per cent of the fruit sold in local markets are artificially ripened and may take a toll on the health of the consumers. The compound calcium carbide is used to ripen huge quantities of mangoes, bananas and other fruits.”

“By bringing artificially-ripened mangoes into the market before those which go through the natural ripening process enter it, the traders make a quick buck. Only the outer layer of a fruit that has been artificially ripened becomes yellow in colour, while the flesh inside remains raw,” he said.

Kulkarni stated, “Although the government has banned the use of the chemical for the purpose, a large number of traders and fruit growers continue to use it for commercial gain. Consumers who eat these fruits could develop mouth ulcers, gastric problems and skin rashes, and in the long run, it could also cause asthma and even cancer.”

Discussing the scientific method of ripening, which is safe, he said, “Ethylene is one alternative. When the fruit is exposed to ethylene under controlled conditions of temperature and relative humidity, a uniform rate of ripening can be achieved. Moreover, the quality of fruit that ripens naturally is also superior.”

“Calcium carbide reacts with the moisture in the air and releases acetylene, which stimulates the ripening process. It changes the colour of the fruit very fast, but the fleshy part does not become sweeter. But when natural ethylene is used under controlled conditions, the fruit ripens as a whole,” Kulkarni explained.

“FSSA is helping to check adulteration at all levels”

Satej Patil, minister of state for Food and Drug Administration (FDA), Maharashtra, is focussing all his energies to make FDA a priority for the state. Among the various steps that he has taken include meeting finance minister P Chidambaram seeking an enhancement in FDA budget. The minister delves into the detail in a conversation with Abhitash Singh. Excerpts:

What initiatives is the Food and Drug Administration (FDA) taking to curb incidence of adulteration in Maharashtra?
The Food Safety and Standards Authority of India (FSSAI) implemented a new Act all over India in 2006. And the Act is a very good one, which is helping to check adulteration at all levels. For instance, adulteration of milk takes place during transportation, distribution and logistics. But now we are having strict check to curb incidence of milk adulteration in Maharashtra. Earlier there was little punishment for milk adulterators but now strict action is taken against them. If adulterators do not abide by the new Act of FSSAI they will face the consequences. The maximum punishment for adulterator will be 10 years of imprisonment and a fine ranging from Rs 1 lakh to Rs 10 lakh.

FDA Maharashtra is said to be facing manpower problems. What steps are being taken by FDA to sort out these problems?
Earlier FDA was not a priority sector for the government. But after taking the portfolio of food and drug administration, I am taking it seriously and have made the government think about it. Other departments of the government are not concerned about everyone. But food department is concerned about more than 100 crore population of the country. Now the government has come forward to make this department strong and instead of just Rs 1 crore budget provision, it is increasing the budget for this department. This new budget will help in increasing the manpower, infrastructure like laboratories and mobile laboratories and other facilities, which are needed for the development of FDA.

The deadline for licensing and registration for FBOs has been extended by FSSAI. What initiatives will be taken by FDA to complete the procedure on time?
In Maharashtra, more than 3,57,000 food business operators (FBOs) are registered and licensed and revenue worth more than Rs 63 crore has been collected. Recently, I met the Food Safety and Standards Authority of India (FSSAI) chairman K Chandramouli and had a word with him regarding outsourcing the licensing and registration work, because government cannot handle this alone. Even the registration fee should be increased from Rs 100 to Rs 200. We are leading in the country in the licensing and registration process and will be the first state to complete it before the deadline.

Let us know in detail about the separate budget for FDA.
Yes, there should be separate budget for FDA. I had a word with finance minister about having separate budget for FDA and making it priority sector to which he has given assurances. Now FDA budget is under medical and education department. If it is brought out from medical and education department we will have a major say in the working. And thus we will succeed in getting more budget for FDA. We are also proposing a separate secretary for FDA department.

What steps is FDA taking in order to provide safe food to the people of Maharashtra?
We are taking the safety measures very seriously. Those who are involved in providing unsafe, adulterated food will be booked and strict action will be taken against them. Recently the team of FDA officials raided the wheat godown at Chandrapur in Maharashtra. Wheat worth Rs 1.25 crore was raided. We stopped the wheat to come into the market.

What steps are you taking at personal level to make people aware about the safety of foods?
We have done lots of milk adulteration campaigns and continuing with them in various parts of Maharashtra. We are holding awareness camps for both FBOs as well as customers to make them aware about the importance of safety of foods. We are also creating awareness among masses through radio jingle, TV ads, pamphlets and newspaper advertisements. We also taught women in various places about the method of cutting milk packets so that they cannot be reused.

Officials on toes to curb use of dead meat in roadside eateries

COIMBATORE: While the hygiene at road side eateries has always been suspect, one would assume that the use of substandard or decaying meat is not a compromise that these small eateries indulge in. Unfortunately, food safety officials in Tiurpur and Coimbatore districts made a shocking discovery recently when they went on a quality control drive.
This hazardous practice was first unearthed by food safety officials of Tirupur district a few months ago when they seized a whopping 500 kg consignment of dead chicken. "Following this seizure, we intensified the quality control drive across the district and for now we have managed to curb the dead stock being sold to eateries," said Dr. O L S Vijay, Designated Officer, Food Safety and Drug Administration department, Tirupur district.
According to the official, ever since the department started intensifying the drive against poor quality meat, roadside eateries started disappearing mysteriously. "This makes us suspect that many of these road side eateries thrive on dead stock," said Dr Vijay.
On the modus operandi of the gang that was involved in this business, the official said that dead stock disposed off by poultry farms were picked up by this gang and sold at cheaper rates to roadside eateries. Enquiries with police revealed that most of the accused remanded in this connection were released on bail later.
Following this, Tirupur district collector G Govindaraj ordered the poultry farms not to dispose off their dead stock in the open but to bury the wastes in their own premises. "A similar incident was also reported near Annur recently after a youth was caught red-handed for possessing dead chickens," Dr Vijay said. Local police say that the youth fled the scene immediately leaving his bike and a complaint was given to the police by the Village Administrative Officer. It is suspected that the dead stock was meant for supply to roadside eateries in Annur.
While unhygienic roadside eateries that are mushrooming in many areas remain a challenge to public health, the issue of dead stock used for chicken preparations has aggravated the problem. Dr.R Kathiravan, Designated Officer, Food Safety and Drug Administration department, Coimbatore district, said that officials are alerted in Coimbatore after the issue was unearthed by their Tirupur counterparts. "It is not possible to ascertain whether the meat available at roadside eateries are from dead stock or not," he said. There is a strong suspicion they use poor quality meat because of the low cost of their dishes, he added.

Food Adulteration: HC unimpressed by Govt’s implementation of FSSA

Seeks Status About Mobile Food Testing Laboratories in J&K

Srinagar: Expressing dissatisfaction over its compliance report, the J&K high Court has directed government to take necessary steps by providing all basic ‘paraphernalia’ for making the provisions of the Food Safety and Standard Act 2006 (FSSA) “effective and visible on the ground.”
In this regard, a division bench of the court comprising Justices Mohammad Yaqoob Mir and Janak Raj Kotwal directed Commissioner Secretary Health and Medical Education to file a “better affidavit” within three weeks “which must be totally in-keeping with direction (a)” issued on 31 December last year.
“(The affidavit) shall indicate as to what steps have been taken for ensuring strict compliance,” the bench said after perusal of a compliance report regarding “comprehensive proposal” which according to the Commissioner Secretary was under the “active” consideration of the Government for the implementation of Act.
On March 12 last, the court had asked the Commissioner Secretary about the time to be taken by it for finalization of the comprehensive proposal.
In response, the Commissioner Secretary submitted that 12 posts of Assistant Commissioners of Food have been created and the process for filling up of all these posts was under consideration.
“The comprehensive proposal perhaps has been confined only to the creation of the 13 posts,” the court said, adding, “The proposal must take into its sweep all the requirements of the direction (a).”
On December 31, the J&K High Court had issued six directions to authorities as a track “to ensure people of the state are provided safe food items and eatables.”
With regard to direction on the problem of adulteration in milk, the Commissioner Secretary filed compliance report which court observed suggested that a project report has been procured from Commissioner of Food Safety, Gujarat where Mobile Food Testing Laboratories have been put in place with success.
The court further observed as per a Communication addressed by Controller, Drugs & Food Control Organization to the Commissioner Secretary is suggestive of the fact that the proposal for setting up the Mobile Food Testing Laboratories is under active consideration of the Government.
After the perusal of the report, the bench directed the Commissioner Secretary to file an affidavit within three weeks so as to indicate the status vis-a-vis setting up of Mobile Food Testing Laboratories in the State.
The court also directed the Commissioner Secretary Commissioner to file within three weeks an affidavit as to what measures have been taken to provide requisite technical staff and the latest equipments to the concerned food testing Laboratory.
The directions followed the observation by the court that taking the samples shall be result oriented only when testing process is carried out well in time. “When a Laboratory is suffering from its internal ailment, as there is no man-power and latest equipments, the object will get frustrated.”
Regarding the direction to the authorities about taking samples on weekly basis from all factories and industrial units which manufacture and produce spices of all kinds, the court reiterated and directed that process of taking samples shall be increased.
“The action taken report shall also be submitted on next date of hearing on 1st May,” he said.
The directions were passed by court while hearing a Public Interest Litigation filed by a lawyer Sheikh Ayoub, seeking implementation of the FSSA in the state.
While Additional Advocate General J A Kawoosa, B A Khan and S A Makroo appeared respondents in the case, the petitioner appeared in person along with advocate T H Khawaja.

So Much for ‘Revolutionary’: New Food-Safety Rules End Up in Trash

Call it “photo-op” politics. Here’s how it works: Pass a bill in Washington, then hold a press conference hailing it as revolutionary reform. Bask in the limelight as you’re lauded for your exemplary progressiveness. Then, when the news cameras have moved on, let the thing languish.
You probably didn’t need that explanation; it’s become all too familiar in politics today. And here’s the latest casualty: the 2010 Food Safety and Modernization Act, which was hailed (such bills are always “hailed”) as the biggest reform in how the federal government ensures the safety of our food supply in over 70 years.
Now it’s more than two years later and, well, guess what happened. The Obama Administration has basically eviscerated many of the key provisions of the law that it championed in the first place.
By way of Grist we find out that food makers will not now be required “to design, implement, and test risk-based food-safety plans.” Nor will food processing facilities, or the food they process, be tested for contamination—unless they volunteer to do so.
As Tom Laskawy writes: “Without requirements for testing and verification of safety plans, the FDA will remain powerless to stop things like the deadly 2011 listeria outbreak in cantaloupe caused by shockingly unsanitary storage conditions at a Colorado farm. Had that farm been forced by law to produce a safety plan and then to have that plan verified, much less to have its produce tested, the people who died would likely be alive today.”
Passed in the wake of a number of scary outbreaks of foodborne illnesses, the “landmark” food safety act (yes, “landmark” now gets scare quotes) received bipartisan support in Congress—yeah, something that might actually qualify as bipartisan, with more than, say, two Republicans joining Democrats to support it.
So what happened? The Food and Drug Administration dragged its feet drafting the new regulations that were required by the law. Then there was an election year. The general consensus seems to be that the Obama Administration didn’t want the proposed rules released in 2012 for fear of being further tarred as promulgating more “job killing” government regulations.
But it appears at the end of the day it was the White House Office of Management and Budget (OMB)—one of those offices that few Americans have ever heard of but which holds immense power—that put the kibosh on the new regs.
The OMB has long had a reputation under Republican presidents as being the place new regulations go to die. Agencies submit their proposals to OMB, and the office analyzes how much those proposals are going to cost. And this being Washington, of course, politics comes into play.
Word on the street is that OMB is appeasing the food industry lobby. “It’s OMB once again protecting the corporate bottom lines at the expense of protection for public health,” David Plunkett, an attorney with Center for Science in the Public Interest, told Food Safety News.
It’s all enough to make someone feel a little queasy.

Jharkhand gutkha report card unimpressive

In four weeks, the State will file a dismal compliance report on implementation of the ban of gutkha and pan masala.
The Supreme Court has directed all 23 States — including Jharkhand — and five Union Territories where gutkha and pan masala are banned to file a report. In Jharkhand, the State health department had on July 24 last year issued a notification for ban on production, storage, distribution and sale of gutkha under the Food Safety & Standards Act, 2006.
However, this notification has been questioned by the Jharkhand High Court when it issued a notice to the Union government on August 24, 2012, asking it to explain whether gutkha was a food product or a product that contains tobacco.
It had also directed both the Central and State Governments to file affidavits and explain whether the ban imposed by the Jharkhand Government on sale of gutkha could be sustained, in response to a writ petition filed by Jagat Enterprises challenging the Government order.
However, Health Secretary K Vidyasagar maintains that after the July 24 notification, the ban on these products officially stands imposed. “We will file a report maintaining that the ban is in place,” he said on Thursday.
However, he was quite candid in accepting that production, storage and sale on gutkha and pan masala has not stopped substantially.
State secretary Rameshwar Singh of Voluntary Health Association of India (VHAI), an organisation campaigning for implementation of the ban, said not much had changed in last few months. “The only change that is visible is that shops have shifted themselves from places near schools and colleges. But in sales have not gone down,” he added.
President of the Federation of Jharkhand Chamber of Commerce & Industries (FJCCI) Ranjeet Tibrewal said though the chamber had not given any promise for ensuring implementation of the ban, it would ask its associate businessmen to follow the ban effectively, if the Government issued a notice for this.
“But if they start a drive against sellers of gutkha and pan masala and confiscate their assets without any prior notification, we will hit the streets,” he cautioned.

IRCTC kiosks to come up in 130 Delhi Metro stations

New Delhi: Passengers travelling on the Delhi Metro can look forward to quality delicacies from IRCTC kiosk, as the company under the Railways has firmed up plans to open its stalls in 130 Metro stations.
The mini-ratna company has tied up with the Delhi Metro Railway Corporation for the kiosks christened ‘Food Track’, which would open its shutters next month.
“We will open the kiosks in a phased manner starting with the stations on the blue line and the purple line,” an IRCTC official said.
The hallmark of the kiosks would be the hygiene factor as all the food items, including samosas, rolls and burgers would come packed.
“The Food Safety and Standards Authority of India (FSSAI) has certified the stalls,” the official said, claiming IRCTC stalls would be the only kiosks in the metro stations certified by FSSAI.
Besides, the kiosks will serve ‘chana chawal’, ‘rajma chawal’ and ‘kadi chawal’ in sealed trays which would be microwave compatible.
IRCTC, which provides catering facilities onboard trains, has expanded its reach in recent years, opening stalls and canteens in Government offices, ministries and educational campuses, including IIM Indore and Delhi University.
It has also come up with an automated central kitchen concept in Noida, from where it serves freshly-made food to companies and educational institutions.

Supply of quality mutton: Govt forms panels to suggest measures

Srinagar: The Government on Friday constituted two separate committees headed by Divisional Commissioners of Jammu and Kashmir to give suggestions for facilitating supply of standard quality of mutton to the public within one week.
The five-member committees will also suggest measures for controlling the activities of butchers, dealers in selling quality meat to the public, at fixed rates, until abattoirs or slaughter houses are established, according to a government order.
The Committees shall submit their reports to the Health and Medical Education Department within a week’s time, the order said.
Headed by the Divisional Commissioners, both the panels will have respective Commissioners of Municipal Corporation, Director Consumer Affairs and Public Distribution, Deputy Commissioner Food Safety and Health Officer Municipal Corporation as members.
The panels have been formed on the directions by the J&K High Court asking government to constitute expert committees to suggest how standard quality mutton can be supplied to people until required abattoirs are established in the Valley.
Hearing a Public Interest Litigation, a division bench of the court comprising Justices Mohammad Yaqoob Mir and Janak Raj Kotwal had directed that the committees suggest how quality mutton can be supplied to people besides propose measures for controlling the activities of the butchers and dealers in selling the quality meat to the public at the rates fixed by the government.  The court was hearing a PIL—Sheikh Ayoub Vs State— seeking implementation of Food Safety and Standard Act 2006 (FSSA) to check food adulteration in the state.

Ensure Gutkha is not found anywhere in J&K: HC

Srinagar: The J&K High Court on Friday asked the  government to ensure that ‘gutkha’ or any other chewing products containing tobacco and nicotine as ingredients is “not found anywhere in Jammu and Kashmir.”
In this regard, a division bench of the court comprising Justices Mohammad Yaqoob Mir and Janak Raj Kotwal directed all the concerned government functionaries including police and “more particularly authorities under Food Safety and Standards Act, 2006,” to ensure the implementation of government notification which was issued on 6 March last.
As per the notification which was taken on record by court, manufacture, storage, sale, transportation, display or distribution of Gutkha by whatever name has been banned.
With the directions, the court closed the proceedings of the Public Interest Litigation filed by an NGO (J&K Voluntary Health and Development Association). However, the bench said petitioner (NGO) reserves the right to re-agitate in case the ban was not imposed entirely.
The PIL had sought directions from the High Court for implementation of the Regulation 2,3,4  of the Food Safety and Standards Authority of India Regulations, banning the manufacture, storage, sale and  distribution of ‘gutkha’, ‘pan masala’ and all other forms of chewing  tobacco containing tobacco and nicotine as ingredients, by whatsoever name it is available in the market.
Earlier, in his submission, the counsel for petitioner’s Sajjad A Geelani said that the notification has not been implemented in its letter and spirit.
Considering the health hazards of these smokeless chewable tobacco products, 21 states in India which includes New Delhi resorted to the provisions of FSSAI and banned the ‘gutkha’.
The respondents in the PIL were represented by Additional Advocate General J A Kawoosa, S A Makroo Additional Solicitor General, advocate B A Khan and advocate T H Khawaja.
High Court directs govt to ensure implementation

BAN ON GUTKHA

Srinagar, Apr 5: The Jammu and Kashmir High Court on Friday directed the government to ensure implementation of the notification under which it has banned manufacture, sale, storage and distribution of Gutkha, pan masala and other forms of chewing tobacco containing nicotine in the state.
A division bench of High Court comprising Justice Muhammad Yaqoob Mir and Justice Muzaffar Hussain Attar passed the direction after Additional Advocate General, J A Kawoosa representing the government submitted that the Chief Secretary has filed an affidavit stating compliance of the court direction on ban of Gutkha.
Disposing of the petition, the court held that following the issuance of government notification, there should be complete ban on manufacture, transportation, display of Gutkha and it should not be found anywhere in the state.
Counsel for the petitioners, Sajad Ahmad Geelani submitted that the notification under which ban has been imposed on Gutkha was not being implemented in letter and spirit in the state.
In its affidavit, the Chief Secretary has stated that a notification has been issued vide SRO- 68 on March 6, 2013 in keeping with Food Safety and Standards Act, 2006 under which manufacture, storage sale and transportation of Gutkha has been banned with immediate effect in the state.
Seeing no justification in the government’s response that it was waiting for the Finance Department’s nod to ban the manufacturing and use of the items, the Court had directed the Chief Secretary to take necessary steps to impose ban on use of said items.
A Public Interest Litigation filed by Jammu and Kashmir Voluntary Health and Development Association through its counsel was seeking ban on the tobacco products in accordance with Food Safety and Standards (Prohibition and Restriction on Sales) Regulation 2011 in the interest of public health. According to the PIL, the smokeless form of tobacco contains deadly chemicals which are major causes of mouth as well as throat cancer.
The PIL stated that the products contain nicotine, as delineated under new regulations notified by Food Safety and Standards Authority of India (FSSAI).

Salt assault

Excessive salt use may trigger autoimmune diseases
IT’s time for a fact check for those who love to sprinkle some extra salt on their food. Three studies have found eating excessive salt may trigger autoimmune diseases, like multiple sclerosis, psoriasis, rheumatoid arthritis and ankylosing spondylitis. In these diseases, body’s immune system turns against healthy cells along with diseased ones. The research was partly inspired by the observation that eating the typically high on salt junk food sold at major fast food chains triggers the formation of inflammatory cells.
For the studies, published in Nature on March 6, researchers from Yale Medical School, Harvard Medical School and the Broad Institute of the Massachusetts Institute of Technology (MIT), in the US, explored the causes of autoimmune diseases. They focused on Th17, antibodies that cause inflammation and protect the body from microbes but trigger autoimmune diseases if produced in excess. “We wanted to understand how the body gets the right kind of immune cells in the right amount, and how it keeps those cells at the right activity level so that they are not too active but also not underactive,” says Aviv Regev, a Broad Institute core member and an associate professor of biology at MIT.
To understand this, the researchers decided to identify the gene responsible for Th17 production. They eliminated several genes from mice cells one by one and assessed the impact of this on the formation of Th17. They found that inhibiting SGK-1 gene stopped the formation of Th17 antibodies, implying that this gene is solely responsible for over or under-production of these antibodies. Next, the researchers fed some mice with excessive salt and some with normal levels of salt.
They observed that mice fed with excessive salt developed much severe autoimmune diseases and at a much faster rate than those fed with normal levels of salt. This showed that high salt intake somehow triggers the SGK-1 gene to overproduce Th17 antibodies, which in turn trigger autoimmune diseases.
It has always been thought that genes and certain environmental factors trigger autoimmune diseases. But the studies add another dimension to the belief. Though salt alone might not be the culprit, it definitely is one of the factors. “These are not diseases of bad genes alone or diseases caused by the environment, but diseases of a bad interaction between genes and the environment,” says David Hafler, chair of the department of neurology at Yale University and senior author of one of the studies.
Salt consumption in India has traditionally been much higher than what the body needs. National Institute of Nutrition (NIN), Hyderabad, recommends not more than 6 g of salt per day per person. According to the institute’s data average per capita consumption of salt in India varies between 5-30 gm per day.
“There is enough evidence linking high dietary salt intake with high blood pressure and hence cardiovascular disease,” says Sailesh Mohan of the Delhibased advocacy group, Public Health Foundation of India, emphasising on an urgent need of policy measures to cut down population salt intake.
