PDS dealers, RFC officials told to get licence from Dept of Food Safety

Ration card holders who normally complain of poor quality of food grains procured from Public Distribution System dealers might see better days soon because the PDS dealers and Regional Food Controller (RFC) officials have been directed to procure licence from the Department of Food Safety under Food Safety and Standards Act, 2006 and rules and regulation 2011. “Under this Act, licences are issued to those food manufacturer/processor or handler who maintain hygienic environment in the storage area. Apart from this, they will have to submit an affidavit on the maintenance of quality of the food items,” said Dehradun district Food Safety designated officer Anoj Kumar Thapliyal on Friday.
Thapliyal further said that this Act is enforced on all food business undertakings- profit, non-profit, public and private- carrying out any of the activities related to any stage of manufacture, processing, packaging, storage, import, sale, transportation and distribution of food.
Many food manufacturing units including hotels, canteens of various educational institutions in the district have procured license from the department. The department has issued 3, 000 licenses to the business operators whose annual turnover is more than Rs12 lakh and around 5,500 shopkeepers whose annual turnover is less than Rs 12 lakh. He said that the department officials are deployed to periodically inspect various manufacturing units to check the purity of items prepared there. The officials monitor preparation techniques and also keep a close watch on hygiene and precautions maintained by the manufacturers.
Samples of food items are sent to Food and Drug Testing Laboratory, Rudrapur for checking purity. Penalty is imposed on food business operators found manufacturing any food article without meeting standards established under Act, he added.Thapliyal further said that department officials had collected large number of samples of food items from restaurants, dairy, shops and other manufacturing units in the district in the last two years and around 80 samples were found to be unsafe or sub-standard, misbranded or containing extraneous matter with some of the cases pending in the ADM court. The department has collected revenue of Rs19 lakh in the form of penalty on 25 manufacturing units in the last two years. Roorkee based M Milk Company was fined maximum penalty of Rs4.5 lakh for failing to meet standards. Department imposes penalty ranging from Rs500 to Rs4.5 lakh depending upon nature of the violation, he added.

FSSAI will help food service sector in resolving licencing issues: CEO

Addressing National Restaurant Association of India (NRAI) in New Delhi representatives recently, D K Samantaray, chief executive officer, Food Safety Standards Authority of India (FSSAI) assured that the regulator would help the food service industry resolve all issues pertaining to licencing and registration, sampling and enforcement.
Emphasising on the larger participation of all stakeholders, he said that there was no place for Inspector Raj in the food sector, and the entire idea of the Food Safety and Standards Act (FSSA), 2006, was capacity-building, training and implementing it through participation.
Samantaray urged the stakeholders to help FSSAI in making the entire food chain, from farm to fork, secure. “The challenges are difficult, as the food does not merely contain viruses, but it now contains heavy metals, antibiotics and veterinary drugs as well, and therefore, the participation of primary producers (i.e. farmers) is also needed,” he added.
He also emphasised the need for back-end infrastructure like laboratory testing facilities for farmers that would educate and enable them to reduce the risk of overdose of chemicals during farming.
During the interaction, Samir Kuckreja, president, NRAI, said that the purposes of holding the interaction were to spread awareness about the Act and to discuss the challenges being faced by the industry in relation to the implementation of the various regulations under the Act.
He said, “The food service industry is a decent contributor to the public exchequer with an estimated contribution of Rs 11,500 crore towards taxes in 2013. This is projected to double by 2018 to nearly Rs 24,600 crore.”
“The industry successfully engaged with FSSAI and resolved many issues, including filing of returns, the list of documents to be submitted, checklists for inspectors, etc. NRAI has also taken up issues like the reduction of the appeal time to designated officers from 30 days to seven days,” Kuckreja added.
He said that he believed the new food safety laws were forward-thinking and ambitious, while the regulations should be aimed at helping the industry and not be overbearing in procedural issues which detract from core business.

4.5 tonne of artificially ripened mangoes seized in Puducherry, Karaikal

PUDUCHERRY: Food safety officials seized 4.5 tonne of artificially ripened mangoes in the Union territory of Puducherry in May and June.
Food safety commissioner G Ragesh Chandra said te officials had raided mango godowns and wholesale dealers following widespread complaints that most of the mangoes sold in the market were artificially ripened.
They seized three tonne of artificially ripened mangoes in Puducherry and 1.5 tonne from Karaikal. However, no arrest had been made in this connection, they said.
Chandra said sale of carbide-ripened mangoes was prohibited according to the Food Safety Standards Regulations 2011. He warned that traders and food business operators selling carbide-ripened mangoes would attract an imprisonment of six months under Section 59 of the Food Safety Act 2005, besides a fine under Section 50 of the same act.
Consuming carbide-ripened mangoes will lead to stomach ache, vomiting, diarrhea, burning sensation of chest and abdomen, weakness and difficulty in swallowing, permanent eye damage, ulcers of the skin, sore throat, cough and shortness of breath.
Carbide-ripened mangoes were inferior in taste and flavor. The fruits have shorter shelf life. The fruits develop uniform attractive surface colour but the tissue inside would not be ripe or may remain green or raw.
The food safety officials have advised consumers to put mangoes in water for 30 minutes and wash them thoroughly. They also suggested to peel off the skin before consuming the fleshy portion of the fruits.
Consumers can visit www.fssai.gov.in to know more about the ill effects of the artificially ripened mangoes.

Sago unit sealed

A private sago manufacturing unit at Minnampalli that was found to be using poisonous chemicals for bleaching and whitening was sealed by the officials of the food safety wing here on Wednesday.
A team led by T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department, inspected the unit.
They found the chemicals being used.
Officials said that samples were already taken from the unit in April and laboratory report confirmed the product as sub-standard. An appeal time was given for the manufacturer and later charge sheet was also filed before the adjudicating officer-cum-District Revenue Officer.
Since the unit was found to be continuously involving in manufacturing products with poisonous chemicals, officials sealed the unit.
This is the third unit to be sealed in the district in two months.
The product was found to be of sub-standard quality during inspection

Guj FDCA to give FSO 270 devices with GPRS connectivity, FSMS software

The Gujarat Food and Drugs Control Administration (FDCA) plans to give about 270 devices with GPRS connectivity and the Food Safety Management System (FSMS) software to all its food safety officers (FSO) in order to bring out the efficiency in the work of FSO and also to keep the track of the database.
State food safety commissioner Dr H G Koshia said, “In order to improve the efficiency and speed up our work, we are set to launch a system wherein dedicated softwares would be utilised and the latest gadgets would be provided to the field officers.”
“And to accomplish or goals the dedicated software for our upcoming project, FSMS is in place. This software would be installed in devices like mobile phones, tablets, phablets or a dedicated hand-held devices, and it would remain connected with our central server,” he added.
Koshia stated, “This way we would be keeping a track of our staff, like FSO, and also build a centralised database of all the food samples collected in the state, and increase the conviction ratio of people involved in selling or making adulterated food items.”
“Earlier, the FSO, in order to ensure that the food business operators (FBO) do not sell or manufacture adulterated food, used to collect food samples and then send it to the government laboratories for testing, and if the lab gave negative remarks, the FBO faced legal action from FDCA. However, the present system and procedure is very lengthy, and it is also not up to the mark,” he added.
“Due to the present procedure, the food samples and their details reach us after a considerable gap of time. But with the FSMS software, we would overcome all such problems. Because as soon as the samples are collected by the FSO, they would have to enter the details of each sample and submit it online, and in this way the samples would be submitted to us in real time,” Koshia said.
“The 270 devices with GPRS connectivity and FSMS software would be useful gadgets for the food safety officers,” he added.

Industry keeps fingers crossed ahead of budget

MADURAI: The industrial community in Madurai is keeping its fingers crossed ahead of the maiden budget of the Narendra Modi government, thanks to a host of promises given by BJP in its election manifesto.
Trade and business veterans in the city hope that the budget would give a fillip to the national economy and spur overall growth. But when it comes to announcements on infrastructure development for Tamil Nadu, particularly the southern districts, the industrial community is worried that there should not be a repeat of the Union railway budget presented on July 8, which lacked new projects or fund allocation for the state.
"We expect the government to provide a roadmap for implementation of the Food Safety and Standards Act. There should be a concrete announcement on implementation of the Act," said N Jegatheesan, president of Tamil Nadu Chamber of Commerce and Industry. "Direct taxation should be introduced to replace a host of indirect taxes. Excise duty, central sales tax, VAT and service tax should also be replaced by Goods and Services Tax. It would be a milestone," Jegatheesan said.

6 Adi Dravidar hostels for girls inspected

J. Suguna, designated officer for Food Safety and Drug Administration Department, inspecting a kitchen at an Adi Dravidar government hostel for girls in the city on Tuesday.

Kitchen appliances such as grinders are inoperative
Officials from the Food Safety and Drug Administration Department conducted inspections at six Adi Dravidar hostels for girls in the city on Tuesday. Madurai district has 56 Adi Dravidar hostels for boys and girls.
A team led by J. Suguna, designated officer for Food Safety and Drug Administration Department, comprising food safety officers K. Saravanan and V. Raja conducted the inspections and took samples of food prepared for breakfast. It also examined the stock at the store rooms, besides looking at the upkeep of the bathrooms.
“The food was prepared hygienically. However, the Reverse Osmosis plants were dysfunctional. The fire extinguishers expired. The kitchen appliances such as grinders were inoperative in all the hostels,” Dr. Suguna said.
All six hostels, including one for students of Industrial Training Institutes, three for school students and two others for college students, were located on Lady Doak College Road.
A few students of the hostel told the officials that they had difficulty in fetching corporation water for drinking because the RO plants were dysfunctional.
“There are three bathrooms on each floor. But we are able to use only one in each floor because the pipes are yet to be fixed in the remaining bathrooms,” said a student.
Officials further noted that sanitary napkin destroyers in five of the hostels were not working. “We will recommend the district administration to repair all the incinerators and appoint permanent sanitary staff in each hostel,” said the officials. There was no permanent staff in these hostels, but the district administration had employed temporary staff, they added.
The sanctioned strength for college students, ITI students and school students in the hostels is 180, 325 and 55 respectively. The hostels have 110 college students, 180 school students and 27 ITI students staying at present.

USDA updates recall of tainted chicken to include military bases

A package of Foster Farms fresh chicken fillets is pictured in this photograph taken in Burbank, California
(Reuters) - U.S. military bases and military commissaries in five states that supply food to personnel and their families are among the outlets believed to have received salmonella-tainted chicken produced by Foster Farms, the U.S. Department of Agriculture said on Tuesday.
U.S. Air Force, Navy and Marine bases in Alaska, California, Hawaii, Nevada and Washington state may have received the chicken, according to an updated list of recipients of the poultry, which was recalled last week. The recalled products may have been sold to the bases themselves, as well as on-base commissaries, the agency said.
Military personnel and their families typically shop at commissaries for food and other goods.
In a statement to Reuters, Foster Farms said it provided the USDA information "on involved products and customers" last week. "There have been no new customer or product extensions that we are aware of," the company said in its statement. "The only chicken products involved in this recall were produced on certain dates in March."
Officials at the Department of Defense could not be reached for comment.
According to the Agriculture Department, the recalled products were produced by Foster Farms on March 8, 10 and 11 this year at its plant in Livingston, California and two other facilities it owns in Fresno, California. The three plants have linked by public health investigators to the outbreak, which started in March of 2013.
The Defense Department has awarded California-based Foster Poultry Farms with $190.4 million worth of contracts for poultry products from 2003 through 2012, according to the government procurement website USASpending.gov.
On Thursday, Foster Farms said it would for the first time recall an undisclosed amount of contaminated chicken linked to a massive salmonella outbreak that has stretched on for more than 16 months.
The USDA's Food Safety and Inspection Service also said on Tuesday that the products were found to have also been carried by Costco stores in Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Washington; as well as Food 4 Less, Food Max and Food Source stores in California.
The outbreak has roiled the public and brought regulatory pressure on the poultry producer. The salmonella strains linked to the outbreak have been identified in at least 621 cases in 29 states and Puerto Rico, according to the Centers for Disease Control and Prevention.
On Thursday, Foster Farms said it initiated the voluntary recall "in the fullest interest of food safety."

Bakery closed after food safety raids

The production centre and outlets of a city-based bakery-chain were closed down following raids conducted by food safety inspectors here on Tuesday.
According to officials, they organised the raid after they received a complaint from the Accountant-General’s Office. Here, sandwiches brought from the bakery’s outlet inside a retail store at Statue were being served during a conference and the bread was found to have fungus on it, a food safety inspector said.
Inspectors visited the bakery’s production centre at Vanross Junction. They alleged that it was functioning in a very unhygienic environment, citing examples of food being laid out without any netting or protection against pests or contamination.
Officials said a few freezers were not working and that bulk of the meat and vegetables found here was unfit for consumption. The outlets at Bakery Junction and Kowdiar were also inspected. Food safety inspectors said they found cakes and pastries marked with expiry dates that extend their natural shelf-life. Artificial preservatives were being used to do so, they said. A report has been submitted to the Food Safety Commissionerate.

Delay in grant of NoC to imported edibles: HC raps officials

The Delhi High Court has lambasted officials of Food Safety and Standards Authority of India for misusing law to extort money
The Delhi High Court has lambasted officials of Food Safety and Standards Authority of India for misusing law to extort money from importers of edible items including chocolates in granting no objection certificates and warned that erring persons will be sent to jail.
Justice Manmohan said FSSAI officers, authorised to test the samples of imported edibles and grant NoCs to customs department to release them to the importers, have been creating "undue hassles" in clearing the food articles and use the law, which is otherwise "good", as a tool to extort money from innocent traders. Expressing dismay over the rise in such incidents, the court warned that it may think of sending the guiltyofficials to jail.
"If a policeman (authorised officers) becomes terrorist and extortionist then who will have faith in him. The FSSAI is not understanding my polite way of dealing the matter. I think one officer has to be sent to jail," the judge said.
"Other day, I was in the mood to send one of the officers behind the bars. Hearing a food and health matter is not good for my health. I just cannot understand why they are are not testing the sample and releasing the same? How these things will be controlled," the judge asked.
The FSS Act has a provision of appointing authorised officers who are empowered to carry out inspection ofimported food and issue a no objection certificate (NoC) or Rejection report (RR) to the Customs departmentleading either release or confiscation of the imported edibles.
The court's observations came during the hearing of the petition of M/s United Distributors Incorporation which had imported a consignment of chocolates from Belgium in January. The firm alleged the consignment has neither been cleared nor been tested by the authorised officers despite a direction that such refrigerated consignment should be tested and cleared within 24 hours.
The court asked the FSSAI to test the consignment and submit the report before it on July 15.

Coca-Cola, Pepsi told to list caffeine as ingredient

FDA sends notices to Coca-Cola and PepsiCo asking them to comply with the regulations within a fortnight
FDA has contended that caffeine must be mentioned in the list of ingredients as “it is not a flavouring agent at all”. Photo: Bloomberg Mumbai: A complaint from a consumer organization has prompted the Maharashtra unit of Food Safety and Standards Authority of India (FSSAI) to send notices to soft drink makers including Coca-Cola and PepsiCo, asking them to list caffeine as an ingredient on the packaging.
The Maharashtra Food and Drugs Administration’s (FDA) attention was drawn to the matter when the Society for Awareness of Civil Rights complained that although Parle Agro Pvt. Ltd’s Café Cuba mentions “contains caffeine” on its label, the list of ingredients at the back of the can doesn’t mention caffeine.
On 12 June, FDA impounded at least 90,000 cans of Café Cuba for violating these norms, following which Parle Agro approached the Bombay high court seeking their release. In his plea, Parle Agro’s lawyer Virag Tulzapurkar said that caffeine was used in Café Cuba “as a flavouring agent and, therefore, not required to be mentioned in the list of ingredients”. FDA has contended that caffeine must be mentioned in the list of ingredients as “it is not a flavouring agent at all”.
“In products which use artificial flavours that give an essence of caffeine, there is still some caffeine content that the product will have. However, if a consumer has large amounts of these products, then it would give a caffeine kick,” said Priya Khanna, a nutritionist practising in Mumbai. In response to Parle’s argument that other carbonated beverage manufacturers also didn’t mention caffeine in the list of ingredients, G. Hariharan, the lawyer representing the government, said that notices have been sent to other aerated drink makers as well.
A food and safety officer of FDA directly involved in the case confirmed that last week notices were sent to Coca-Cola and PepsiCo asking them to comply with the regulations within a fortnight. “We have recently received a communication from FSSAI regarding certain labelling declarations on Pepsi and Mountain Dew. We are examining the same and will not be able to comment further at this stage,” said a PepsiCo India spokesperson. “We declare ingredients and or additives on our label as applicable under the current regulations and are fully compliant,” said a Coca-Cola India spokesperson, who maintained that the company had not received any notice from the authorities to this effect.
On Wednesday, the Bombay high court passed an order asking Parle Agro to change the labelling for Café Cuba to reflect whether it contains caffeine or not. The court also asked FDA to release the seized cans of Café Cuba saying that “it is important to note, however, that the respondents (FDA) have not seized the stock of any other manufacturer”. Rajendra Kothari, chief financial officer, Parle Agro, expressed satisfaction with the court’s “reprimand” to FSSAI and FDA. “Seizure of Café Cuba at various locations in Maharashtra has been held invalid and all the stock is ordered to be released,” he said. Soft drinks are not the only target of FSSAI’s newfound zeal for enforcing labelling norms. Last week,
The Wall Street Journal reported how cases and cases of Scotch whiskey were lying impounded in customs warehouses because they didn’t meet labelling requirements. Arvind Singhal, chairman of management consultancy Technopak Advisors, said: “Consumers don’t really care about the fine print unless the ingredient in question is harmful for them.
What’s happening in this country right now is that we are going from a situation of zero consideration for consumer education to a situation where the pendulum swings to the other extreme, and regulation seeks to educate the consumer beyond what they want to, and need to, know.”
According to a report by Business Monitor International, the Indian non-alcoholic beverage market comprising carbonated drinks, juices, bottled water, ready-to-drink tea and coffee, and sports drinks is expected to touch $5.18 billion by 2015.

Coming soon, 'Nano-juice' to unravel the secrets of the human gut

LONDON: A drink will soon unravel secrets of the human gut and help diagnose irritable bowel syndrome, celiac disease, Crohn's disease and other gastrointestinal illnesses Researchers from the University of Buffalo in the US are developing a new imaging technique involving nanoparticles suspended in liquid to form a "Nano-juice" that patients would drink.
On reaching the small intestine, doctors would strike the nanoparticles with a harmless laser light, providing an unparalleled, non-invasive, real-time view of the organ.
"Conventional imaging methods show the organ and blockages, but this method allows you to see how the small intestine operates in real time," said Jonathan Lovell, UB assistant professor ofbiomedical engineering. "Better imaging will improve our understanding of these diseases and allow doctors to more effectively care for people suffering from them."
In laboratory experiments performed with mice, the researchers administered the nano-juice orally. They then used photoacoustic tomography, pulsed laser lights that generate pressure waves which when measured provide a real-time and more nuanced view of the small intestine.
The researchers plan to continue to refine the technique for human trials and move into other areas of the gastrointestinal tract.
The average human small intestine is roughly 23 feet long and 1 inch thick. Sandwiched between the stomach and large intestine, it is where much of the digestion and absorption of food takes place. It is also where symptoms of irritable bowel syndrome, celiac disease, Crohn's disease and other gastrointestinal illnesses occur.
To assess the organ, doctors typically require patients to drink a thick, chalky liquid containing barium. Doctors then use X-rays, magnetic resonance imaging and ultrasounds to assess the organ but these techniques are limited with respect to safety, accessibility and lack of adequate contrast.
None are highly effective at providing real-time imaging of movement such as peristalsis which is the contraction of muscles that propels food through the small intestine. Dysfunction of these movements may also be side effects of thyroid disorders, diabetes and Parkinson's disease.
