Milk adulterators deserve life sentence: SC

New Delhi, August 5The Supreme Court today said people found guilty of adulterating milk with chemicals and synthetics deserved to be put behind bars for life.
A three-member Bench, headed by Chief Justice TS Thakur, suggested the Centre to consider amending the Food Safety and Standards (FSS) Act, 2006 to raise the penalty for selling synthetic milk to life sentence as had already been done by Uttar Pradesh, West Bengal and Odisha. At present, the Act provides for a maximum punishment of life sentence only if the “unsafe food” results in death. The minimum sentence is seven years.
The Bench issued 10 directives and guidelines to the Centre and the states on a PIL pleading for apex court’s intervention to stop the sale of such milk, particularly in Haryana, Uttarakhand, UP, Rajasthan and Delhi.
The Centre and the states “shall take appropriate steps to implement FSS Act, 2006 in a more effective manner,” the Bench said. 
The states should set up committees at the state and district levels to review steps taken to curb adulteration as was being done in Maharashtra. A complaint mechanism must be evolved for checking corruption and other unethical practices of the food authorities and their officers, it said.
State food safety authorities should identify high-risk areas and ensure adequate lab-testing infrastructure for sampling of milk and milk products.
The court noted that contaminated water in adulterated milk caused stomach ailments, while the presence of chemicals could damage vital body organs.

Bottle milk fiends for life: SC

New Delhi, Aug. 5: The Supreme Court today directed the Union government to consider amending laws to make adulteration of milk an offence punishable with life imprisonment.
At present, no national law deals exclusively with adulteration of milk. Adulteration of food products, which cover milk also, entails a punishment of just six months in prison. The jail term can be compounded by paying a fine of Rs 1,000.
Adulteration cases now come under Section 262 of the Indian Penal Code and the Food Safety and Standards Act.
Bengal, Odisha and Uttar Pradesh have already amended IPC provisions to award life term for milk adulteration, the bench of Chief Justice T.S. Thakur, Justices R. Banumathi and U.U. Lalit said, asking the Centre to adopt similar rules for the entire country.
Through a series of interim directives since 2012, the apex court had asked states to suitably amend the law.
Today, the apex court passed the final directive, asking the Centre to take necessary steps to amend the law. The court was dealing with a PIL filed by one Swami Achyuthanand in 2012, seeking deterrent punishment against milk adulterators.
The order was issued after the court perused expert opinion that adulteration of milk with chemicals like baking soda caused several life-threatening diseases like pneumonia and diarrhoea.
The petitioner had relied on a 2011 report titled "Executive Summary on National Survey on Milk Adulteration" released by the Foods Safety and Standards Authority of India (FSSAI). The report concluded that 68.4 per cent of milk being sold in the country was adulterated. The worst performers in the survey were Bengal, Bihar, Odisha, Jharkhand, Mizoram and Chhattisgarh.
"Since in India, traditionally infants/children are fed milk, adulteration of milk and its products is a concern and stringent measures need to be taken to combat it. The consumption of adulterated milk and adulterated milk products is hazardous to human health," the Supreme Court said.
"... It will be in order that the Union of India come up with suitable amendments in the Food Safety and Standards Act and the respondent, Union of India, shall also make penal provisions" on a par with the provisions contained in the state amendments," the court added.
"It is also desirable that Union of India revisits the Food Safety and Standards Act to revise the punishment for adulteration, making it more deterrent in cases where the adulterant can have an adverse impact on health," Justice Banumathi said.

SC directs Centre, states to take effective steps for checking milk adulteration

The apex court has suggested the Centre and the states to take steps to control milk adulteration.
The Supreme Court in a judgment passed today has suggested the Centre and states to take effective steps to control adulteration of milk. Disposing of a writ petition seeking direction to the Centre and states in this regard, the apex court issued several directions.
Considering the seriousness of the matter and in the light of various orders passed by it, the Supreme Court directed the Centre and the state governments to take appropriate steps to implement Food Safety and Standards Act, 2006 in a more effective manner.
It asked the states to take appropriate steps to inform owners of dairy, dairy operators and retailers working in the state that if chemical adulterants like pesticides, caustic soda and other chemicals are found in the milk, then stringent action would be taken on the state dairy operators or retailers or all the persons involved in adulteration.
The apex court also asked the state food safety authorities to identify high risk areas, where there is greater presence of petty food manufacturer, business operator and the likes, and the occasions, for instance when festivals draw close. There is a risk of ingesting adulterated milk or milk products due to environmental and other factors and greater number of food samples should be taken from those areas, the court said.
It asked the state food safety authorities to ensure that there is adequate lab testing infrastructure and ensure that all labs have or they obtain National Accreditation Board for Testing and Calibration Laboratories (NABL) accreditation to facilitate precise testing. The state governments have been asked to ensure that the state food testing laboratories and district food laboratories are well-equipped with the technical persons and testing facilities.
×The Supreme Court has directed taking of special measures by the state food safety authorities (SFSA) and district authorities for sampling of milk and milk products, including spot testing through mobile food testing vans equipped with primary testing kits for conducting qualitative test of adulteration in food.
It said since the snap short survey conducted in 2011 revealed adulteration of milk by hazardous substances including chemicals, such snap short surveys to be conducted periodically both in the state as well as at the national level by FSSAI.
For curbing milk adulteration, an appropriate state level committee headed by the chief secretary or the secretary of the dairy department and district level committee headed by the concerned district collector have been directed to be constituted. The court cited the example of Maharashtra to take the review of the work done to curb the milk adulteration in the district and in the state by the authorities.
The apex court has asked the concerned state department to set up a website specifying the functioning and responsibilities of food safety authorities and also creating awareness about complaint mechanisms. In the website, the contact details of the joint commissioners, including the food safety commissioners should be made available for registering the complaints on the website. All states should also have and maintain toll-free telephonic and online complaint mechanism, it said.
In order to increase consumer awareness about ill effects of milk adulteration as stipulated in Section 18(1)(f), the states, food authorities and commissioners of food safety have been directed to inform the general public of the nature of risk to health and create awareness of food safety and standards.
They have also been asked educate the school children by conducting workshops and teaching them easy methods for detection of common adulterants in food, keeping in mind indigenous technological innovations (such as milk adulteration detection strips)
Finally, the Supreme Court directed the Centre and the state governments to evolve a complaint mechanism for checking corruption and other unethical practices of the food authorities and their officers.

Consider life term for milk adulteration with chemicals, SC tells government

The Supreme Court on Friday directed the central government to consider to suitably amending the Food Safety and Standards Act, 2006 and the Indian Penal Code to incorporate penal provisions making adulteration of milk with chemicals - adversely affecting the health of the people - punishable with life imprisonment.
"It is also desirable that Union of India revisits the Food Safety and Standards Act, 2006 to revise the punishment for adulteration making it more deterrent in cases where the adulterant can have an adverse impact on health," said the bench of Chief Justice T.S.Thakur, Justice R.Banumathi and Justice Uday Umesh Lalit in their judgment.
Referring to its orders of December 5, 2013 and that of December 10, 2014, the top court said: "It will be in order, if the Union of India considers making suitable amendments in the penal provisions at par with the provisions contained in the State amendments to the Indian Penal Code" by Uttar Pradesh, West Bengal and Odisha governments, which have enhanced the punishment for adulteration of food and products to life imprisonment.
The court had by its December 5, 2013 order had said that "similar amendments are to be made in other states as well".
The December 5, 2013, order was reiterated by the top court when it had on January 30, 2014, directed the central government to consider bringing in suitable amendment in FSS Act, 2006.
Again on December 10, 2014, the top court had said: "We reiterate that the respondent - Union of India shall take up the matter seriously and come up with all possible amendments in the Food Safety and Standards Act, 2006.
"It goes without saying that while making necessary amendments in the Food Safety and Standards Act, 2006, the respondent - Union of India - shall also make penal provisions at par with the provisions contained in the Indian Penal Code and the States Amendments made therein."
On Friday, Justice Banumathi, speaking for the bench, said: "Since in India traditionally infants/children are fed milk, adulteration of milk and its products is a concern and stringent measures need to be taken to combat it. The consumption of adulterated milk and adulterated milk products is hazardous to human health."
The judgment referred to the "Executive Summary on National Survey on Milk Adulteration, 2011" released by Foods Safety and Standards Authority of India (FSSAI) which said that at the national level, 68.4 per cent of milk being sold is adulterated and alleging that the worst performers were Bihar, Chhattisgarh, Odisha, West Bengal, Mizoram, Jharkhand and Daman and Diu, where adulteration in milk was found up to 100 per cent.
In Uttarakhand and Uttar Pradesh, 88 percent of milk samples were found adulterated.
The top court direction to make milk adulteration, adversely impacting the health of the people, punishable with life imprisonment came on a PIL by a Uttarakhand-based religious seer Swami Achyutanand Tirth who had highlighted the menace of growing sales of adulterated and synthetic milk in different parts of the country.
The Swami had sought direction to the central and the concerned state governments to take immediate effective and serious steps to rule out the sale and circulation of synthetic/adulterated milk and milk products like ghee, mawa, cheese, etc.
Besides directing amending the FSS Act and IPC to provide for stringent and deterrent punishment, the court issued 10 directions addressing different aspect of dealing with the problem and curbing the menace of food adulteration.
This includes putting in place a complaint mechanism to deal with corruption, creating awareness about the nature of risk public is exposed to due to milk and other adulterations and the pro-active role of FSS authorities in high risk areas where there are petty milk producers and the sale of sweets at the time of the festivals.

NEW DELHI: Expressing concern over alarming level of milk adulteration+ in the country, the Supreme Court on Friday favoured stringent punishment+ of life imprisonment for the offence which at present is punishable only up to six months jail term or fine.
A bench of Chief Justice T S Thakur and Justices R Banumathi and U U Lalit said that there was an urgent need to tackle the menace of growing sale of adulterated and synthetic milk+ in different parts of the country. It said that the milk adulteration+ could adversely affect the growth of future generations as it was the staple diet of all children and infants.
Asking Centre and states to consider to amend the present lenient law, the bench said that states of Uttar Pradesh, West Bengal and Odisha had already amended the law making adulteration punishable up to life imprisonment and there was nothing wrong in following their footsteps for making stringent law.
"It will be in order, if the Centre considers making suitable amendments in the penal provisions at par with the provisions contained in the state amendments to the IPC. It is also desirable that the Centre revisits the Food Safety and Standards Act to revise the punishment for adulteration making it more deterrent in cases where the adulterant can have an adverse impact on health," it said.
The court directed the government to spread awareness about the hazardous impact of milk adulterations and to teach people easy methods for detection of common adulterants in food by conducting workshops. It directed the Centre and state governments to evolve a complaint mechanism for checking corruption and other unethical practices of food authorities and their officers.
"Since in India traditionally infants/children are fed milk, adulteration of milk and its products is a concern and stringent measures need to be taken to combat it," the bench said and referred to 2011 report of Food Safety and Standards Authority of India (FSSAI) which said that over 68% of the milk sold in the market found adulterated.
The report said that cases of milk adulteration was rampant in the country and the situation was worst in Bihar, Chhattisgarh, Odisha, West Bengal, Mizoram, Jharkhand and Daman and Diu where adulteration in milk was found up to 100%.
The court passed the order on a bunch of petition filed by people from different states seeking its direction to the governments to make stringent punishment for the offence of milk adulteration.
Advocate Anurag Tomar, appearing for the petitioners, contended that milk contaminated with synthetic material was being sold in various states particularly in northern states posing serious threat to the life and health of the consumers. He pleaded that the Centre should be directed to amend the prevailing law to provide punishment of life imprisonment for the offence.

The Supreme Court Friday favoured life imprisonment for the offence of milk adulteration and urged the central government to amend the Indian Penal Code to make the punishment deterrent for offenders.
A bench of Chief Justice of India T S Thakur and Justice R Banumathi maintained that it was high time that the Centre revisit the IPC as well as the Food Safety and Standards Act to make sure stringent penalties are provided under the law.
It preferred the amendments made to Section 272 (adulteration of food and drinks) in the IPC by states such as Uttar Pradesh, Odisha and West Benagl, providing life term as the maximum punishment for adulteration.
The bench also recalled its order in December 2013 and again in December 2014 whereby the central government was nudged by it to bring suitable amendments in the IPC to provide for maximum punishment on par with states like UP, Odisha and West Bengal.
“Since in India traditionally infants/children are fed milk, adulteration of milk and its products is a concern and stringent measures need to be taken to combat it. The consumption of adulterated milk and adulterated milk products is hazardous to human health… it will be in order that the Union of India come up with suitable amendments in the Food Safety and Standards Act, 2006 and the Union of India shall also make penal provisions on par with the provisions contained in the State amendments,” said the court.

“Milk is the only source of nourishment for infants and a major part of the diet for growing children in tender age and if no effective measure is taken to ensure the purity of milk, health of the children will be adversely affected,” a Bench of Chief Justice of India T.S. Thakur and Justices R. Banumathi and U.U. Lalit observed in a judgment on Friday.
The judgment referred to the amendments made by some States.

26 food outlets get notice in raids in Vadakara

KOZHIKODE: In a massive food safety drive conducted in Vadakara region on Thursday by the health department of the Municipality, notices were served on about 26 food outlets. These outlets were found to have violated the food safety rules listed by the municipality. Hotel Milton located near Vadakara Bus stand was ordered to be closed temporarily for breach of food safety norms. Rs 25,000 was collected as penalty from the erring units.
According to K Divakaran, Health inspector, Vadakara, several anonymous complaints were received from the public, based on which the flash raid was conducted at various food outlets, including juice shops. “A few squads of officials were formed to inspect the outlets including bakeries, provision stores, fruit and vegetable marts, fish and meat stalls, and other food outlets. The major issue found in these outlets was the use of the same oil and stocking it for days”,
Divakaran pointed out. "In addition to that we also found chicken and beef that was stocked days ago and these meats were used mostly for dishes like Sharwarma and a few other Arabian dishes", he added. A week back, Food Safety and Standards Authority of India (FSSAI) officials conducted surprise inspections at seven snack manufacturing units in the City and ordered temporary closure of four.
They also gave rectification notice to two others. Kozhikode Municipal Corporation Health officials also conducted raids in nearly 50 food units in the City including the Government Medical College premises and Beach Road. All the roadside eateries along the Beach Road have been given closure notices.

Milk contamination: samples sent to lab for testing

Vehicle that delayed supply of milk removed from service
A day after residents in a few parts of the city complained of contaminated milk packets supplied by Aavin, officials of the Tamil Nadu Food Safety and Drug Administration Department took samples of the milk and sent them for microbiological test here on Friday.
Residents in Bretts Road, MDS Nagar, Shevapet and Ponammapet complained of oil odour and spoilt milk on Thursday. They had purchased 250 ml and 500 ml packets of milk from retail shops in their respective areas. A four-year-old child developed vomiting and was treated as an outpatient at a private hospital. As the news spread, panic prevailed among the residents and they stopped consuming the milk. On Friday, officials of the food safety department took samples of the milk that were stored by the residents in refrigerators and sent for laboratory test. It was found that the milk supplied by a vehicle to agents on Thursday in these areas were unfit for consumption.
When contact, managing director of Salem District Cooperative Milk Producers’ Union (Aavin) K. Santhi told The Hindu that the private vehicle contractor has parked the vehicle in direct sunlight for two hours to carryout his personal work and delayed the despatch of milk to agents. She clarified that the acidity level had gone up in the milk packets making it unfit for consumption. The vehicle was removed from service and milk was supplied through another vehicle on Friday. Quality controllers and marketing officials had met the residents and distributed 600 litres of fresh milk on Friday, she added. Salem Aavin procures about 5.25 lakh litres of milk everyday through the cooperative societies in which 1.90 lakh litres were distributed in Salem and Namakkal districts everyday. About two lakh litres were sent to Chennai everyday while the remaining 1.35 lakh litres were used for producing khoa , milk powder and milk sweets.

Pesticide residue has come down in veggies: KAU

The pesticide residue in vegetables in the State markets has come down drastically, according to a report published by the Kerala Agricultural University (KAU).
The report based on pesticide residue analysis conducted at the National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited laboratory at the College of Agriculture, Vellayani, said that no hazardous element was found in samples collected from farmers’ fields and vegetable vendors across the State.
Other States
The report pertaining to April to June 2016 certified that not only the vegetables produced by Kerala farmers but also those brought from across the State were also found safe to eat.
Only one of the 22 samples collected from farmers’ fields in Karnataka and Tamil Nadu had been found to contain residue of a pesticide but it was well below the permissible limits. This shows that the impact of pesticide residue analysis and public awareness had proved successful in curbing indiscreet pesticide application.
Completely safe
The produce from Kasaragod, the lone district declared as organic, has been found completely safe and devoid of any hazardous chemicals.
Thomas Biju Mathew, Professor and Head, Pesticide Residue Analytical Laboratory, said that residues were also undetected in vegetable samples from shops in different districts. Though residues were found in very few samples of curry leaf, salad cucumber, chilly and cauliflower, the percentage of presence was well below permissible levels. With regard to fruits, it was found that avocado contained some residues, but below permissible levels.
Out of the several samples of condiments tested, only one sample of cardamom was found to contain residues above the Food Safety and Standards Authority of India (FSSAI) permissible levels. Though traces of hazardous chemicals were found in chilli powder, dried chilli and fenugreek, it was below the permissible level, he said. The decreased incidence of pesticide residue in vegetables and condiments is attributed to the increased public awareness about the hazards of consuming products contaminated with pesticide residues.
Reports
The KAU has been publishing periodical reports on analysis of samples collected from open market and farmers’ fields. The pesticide residue analytical lab at Vellayani is the only public sector laboratory with national accreditation. Farmers can get their produce tested at this lab free-of-cost, if they submit the samples with a certificate from the agricultural officer concerned.

Corpn. to tighten licensing norms of wayside eateries

The corporation is not ready to allow more than 50 eateries on the Kozhikode beach.

The Health Department officials had inspected eateries last week and found that many were not functioning under hygienic conditions.
The corporation is all set to tighten the licensing norms of wayside eateries in the city as part of its renewed food safety drive.
Following the eviction of all wayside eateries from the beach and other parts of the city a week ago, the corporation has come out with clear cut instructions for the eatery owners.
At a meeting with representatives of eateries on Wednesday, the Health officials insisted that there should be uniformity in the design and colour of the eateries. The handlers should wear a prescribed uniform. The licence numbers should be prominently displayed at the units along with a photograph of the owner.
The Health Department officials had inspected eateries last week and found that many were not functioning under hygienic conditions.
At the meeting, the corporation officials insisted that the prescribed safety standards be followed in stocking and preparing of food.
The representatives of eateries agreed to all the conditions set by the corporation, except for the cap on the number of eateries allowed. The corporation was not ready to allow more than 50 eateries on the beach. There were about 100 eateries functioning on the beach before they were evicted a week ago. The representatives demanded that all of them be brought back, but the corporation has not agreed to it.

Licensing will be made strict henceforth and only the eatery owners will be allowed to handle the units. As of now, most eateries are handled by people other than the owners, even migrant labourers.

7 food-hygiene tips for the monsoon season that can literally save you a trip to the hospital

You HAVE to be extra careful about laying your hands on these food items in the rains.

It's monsoon time again! The monsoon signals the end of the scorching summer heat and brings a sigh of relief to everyone around. While this season is a time for enjoyment, it's also a time when you need to be extra careful about infections--gastrointestinal infections, in particular.
We got in touch with Dr Saurabh Arora, Founder, FoodSafetyHelpline.com and asked him about the precautionary measures one needs to take when it comes to food hygiene in the monsoon.
During the rainy season, the moisture in the air increases to very high levels, and so do the microbes. In particular, the fungi tends to grow and multiply profusely in such conditions and spoils food easily. Here are 7 tips that you should follow for food safety. 
  • Food can cause gastric problems: Troublesome foods include various types of snacks made using mashed potatoes, which might be kept in the open for long. One of the most common snacks in this category is samosas. Other oily snacks include paneer pakoras, which might cause gastric problems if the ingredients are not fresh. Fermented food items like chhole bhature can be spoiled by fungi that flourish in he humid conditions prevailing during the rainy season. As a general rule of thumb, all types of spicy and oily foods should be consumed in moderation.
  • The storage of cooked food is very important: Prepared food should ideally be consumed hot, soon after cooking. In case it has to be consumed later, it should be quickly covered and refrigerated, in order to avoid microbial contamination. It is to be noted that while storing food in the refrigerator, cooked food should be stored in the upper shelves, while raw food in lower shelves.
  • Bread and other bakery products to be consumed as soon as possible: Cakes, pastries and confectionery items are particularly susceptible to spoilage by moulds. Therefore, you must not keep these food items exposed to the moist air for long periods. You should consume these items as soon as they are taken out of their airtight packets. Since cakes and confectionery items contain sugar, these are a rich source of nutrients for bacterial growth. This is another reason why these food items shouldn't be kept out in the open for long. Care should also be exercised with milk and milk products, as these are susceptible to contamination and spoilage by microorganisms too.
  • Don't keep sliced pieces of fruits out in the open: Fruits should ideally be consumed as soon as they are cut, to avoid any contamination with microbes. Likewise, fruit juices should also be consumed fresh and not stored for later consumption.
  • Kitchen must be clean and dry: It must also be ensured that the kitchen, and in particular the food preparation area, should be kept clean and hygienic in order to avoid any chances of microbial contamination during the process of food preparation.
  • Water-borne infections are at an all-time high: Personal hygiene is very important during the monsoon season, as during this time skin infections tend to sky-rocket. Water-borne infections can lead to gastroenteritis, diarrhoea, and even serious diseases like typhoid and cholera during the monsoon months, particularly due to a weakened immune system.
  • Avoiding street food is a good option: You must be careful while consuming certain types of food like pakodas, samosas and fermented food items. Moreover, the water used for preparing street food favourites like golgappas and chaats are likely to be contaminated, and there is a chance of contracting water-borne diseases like cholera and typhoid.
If these simple precautions and hygienic practices are followed, this will enable you and your family to enjoy and appreciate the true beauty of the monsoon season.

“Convert licence under Food Safety and Standards Act”

The district administration has issued an ultimatum to all those who were engaged in food business to convert their licences under the Food Safety and Standards (FSS) Act, 2006 by Thursday.
In a statement issued here on Tuesday, Collector S. Natarajan appealed to all those who were engaged in food business – from roadside eateries and tea shops to hotels and restaurants – to get their licences, earlier obtained under the Prevention of Food and Adulteration Act, 1954 changed.
As the Prevention of Food and Adulteration Act, 1954 was repealed on August 4, 2011 and replaced with the FSS Act, 2006, the authorities had advised those engaged in food business to get their licences changed under the new Act and extended the deadline from time to time.
They set August 4, 2016 as the final deadline and it was the duty of those engaged in food business to get their licences changed under the FSS Act, he said, and advised them to visit www.foodlicencing.fssai.gov.in for further details and applying for licence.
They could also visit the office of District Designated Officer, Food Safety Wing, for further details, he added.
Jagadish Chandra Bose, Designated Officer, Food Safety Wing, Tamil Nadu Food Safety and Drug Administration, said there were about 13,700 government and private food business establishments in Ramanathapuram district and till Wednesday, only about 50 per cent of them converted their licences under the new Act.
Action would be taken against erring businessmen based on instructions from the Commissioner of Food Safety, Chennai, he said.
Sivaganga Collector S. Malarvizhi has also advised those in food business in the district to convert their licences under the FSS Act, 2006.

Tempted to recharge by necking an energy drink? You should look elsewhere to get your "wings" as a case report has suggested that its high caffeine content can really make your heart go out of rhythm.
The case adds to previous reports of adverse cardiovascular events related to consuming energy drinks, including abnormal heart rhythms (arrhythmias).
The patient was a 28-year-old man seen in the emergency department after developing vomiting with blood. On examination, the only abnormality (other than obesity) was a very fast heart rate, about 130 beats per minute.
An electrocardiogram revealed an abnormal heart rhythm called atrial fibrillation: a common type of arrhythmia that can lead to serious complications if sustained. Further tests showed no other heart problems.
The patient said he routinely drank two Monster energy drinks per day, for a total caffeine content of 320 milligrams, along with two or three beers. No other common causes of his heart rhythm abnormality were apparent.
With medications, the atrial fibrillation resolved over 48 hours. Endoscopy showed a tear of the stomach and esophagus, probably caused by forceful vomiting. The patient was sent home in stable condition; at one year's follow-up, he had no further symptoms of arrhythmia.
Although several factors might have contributed to the patient's atrial fibrillation, lead author Maryam Sattari of University of Florida and colleagues wrote, "We believe that energy drink consumption played a key role." They point out the 160 mg caffeine content of a Monster energy drink is about four times higher than in a caffeinated soft drink.
A review of the medical research identified at least eight cases of cardiovascular events linked to energy drinks, such as Monster or Red Bull. The researchers discuss several mechanisms by which the high caffeine content of these products might lead to cardiovascular events. These include other ingredients, such as taurine, that might heighten the effects of caffeine; using energy drinks along with alcohol or illicit drugs; or high stress levels.
The study appears in Journal of Addiction Medicine.

FSSAI goes into overdrive to enhance hygiene at Delhi eateries

The food regulator FSSAI has already convinced brands like Haldirams, Mother Dairy's Safal and Starbucks to come on board for a pilot project that certifies the hygiene standards and quality of food at outlets.
India's food regulator Food Safety and Standards Authority of India (FSSAI) has gone on overdrive as it works to enhance cleanliness and hygiene at eateries and food outlets, starting with the Delhi region. The first step, we learn, is focus on quick-service restaurants like McDonalds, Dominos and Haldirams, reports CNBC-TV18. 
The food regulator has already convinced brands like Haldirams, Mother Dairy's Safal and Starbucks to come on board for a pilot project that certifies the hygiene standards and quality of food at outlets.
And this has tickled the taste buds of other quick-service restaurants like Jubilant Foodworks, which operates Dominos and Dunkin Donuts and Yum Group, which operates Taco Bell, KFC and Pizza Hut. 
FSSAI now provides display cards to customers with its Whatsapp number and even a toll-free number which customers can use to send feedback, or request remedial action. 
FSSAI hopes this pilot project will balloon into a nation-wide exercise and the regulator is working on streamlining its food safety measures and requirements and customising it for various food business operators under categories like meat, dairy, small restaurants and big restaurant. Once large restaurants come on board, this initiative will be deployed across smaller eateries which register with it. 
The ultimate aim, however, is to make these display cards mandatory for any such outlet.

The officials, who drafted an action plan for pre-Pushkaram drive, already conducted raids on a few eateries at Pandit Nehru Bus Station and near Kanaka Durga temple in Vijayawada on Monday.
As part of the raids, officials confiscated artificial colouring agents and stale food items from a few restaurants. On the directions issued by medical and health principal secretary Poonam Malakondaiah, and food safety commissioner Samuel Anand, as many as 33 special teams of food safety wing have been deputed on special duties in Krishna-Guntur districts for Pushkarams.
Of the total,18 special teams will keep a check on Pushkar nagars, hotels, sweet shops, roadside eateries, food courts and annadanam sathrams in Krishna district and 15 teams will monitor the food quality in Guntur district.
As part of the pre-Pushkaram drives, the special teams will be divided into sub-teams for administrative convenience. In Krishna district, four teams will monitor the food safety between Gollapudi to Vedadri, eight teams in Vijayawada and six teams between Thotlavalluru to Hamsaladeevi. While in Guntur district, two teams will monitor from Macherla, five teams from Amaravati and eight teams from Tenali. Each team will be monitored by the food inspector and other officials.
The special teams will also intensify drives to avert all possibilities of food poisoning and to prevent the entry of junk food traders without trade licenses or authorisation from the concerned authorities.
Krishna district food safety officer T Sekhar Reddy, on Tuesday said, that searches will continue in the next few days. Special teams under the control of the health department will carry out inspections of eateries in Krishna-Guntur districts.
Licences of establishments will be caught for violation of hygiene norms and notices will be served to them with immediate effect, he said.
T Sekhar Reddy said, “We have instructed all food business operators to ensure that they function fully in accordance with the Food Safety and Standards Act as lakhs of pilgrims from across the State will be congregating in the city for Krishna Pushkarams, all of whom would be mostly dependent on food and beverages served by eateries in the city”.
Stringent action will be taken against those who serve poor quality food items and water to the pilgrims, he added.

FSSAI bans silver leaf of animal origin in food items

NEW DELHI: N ow, be assured of vegetarian sweets. The Food Safety and Standards Authority of India (FSSAI) has banned the use of any material of animal origin in silver leaf (chandi ka warq), commonly used in confectionaries and sweets like barfi for decoration and also in pan and packaged supari.
According to sources in the ministry, the move comes in the wake of concerns over use of intestines of cows and buffaloes in making these thin strips of silver. "The silver leaf is prepared by placing small thin strips of silver between the intestines of cows and buffaloes and continuously hammering these bundles for up to eight hour a day till desired thickness of silver leaf is achieved," an official said. He said the process was found to be offensive and unhygienic posing potential risk to consumers. Moreover, such silver sheets do not carry any green dot or maroon dot. Hence, consumers fail to differentiate between a vegetarian and non-vegetarian product.
There were also concerns that the silver leaf contained heavy metal traces such as nickel, lead, chromium and cadmium - which are harmful for health.

RS MPs raise concern over impact of adulteration in food items

Members in Rajya Sabha today expressed serious concern over the harmful effects of adulteration and pesticides in food products including milk, vegetables and fruits, with the government saying it was working to ensure one food testing lab in each state. 
While member Vijila Sathyananth said some apples she had bought recently had "wax" in them, several others voiced concern over the quality of food products and linked adulteration and pesticides with deadly diseases like cancer.
After the members raised concerns during Question Hour, Health Minister J P Nadda said the Centre was trying to strengthen the capacity to tackle this issue. 
As per the Agriculture Ministry, about three per cent samples picked up from various Agriculture Produce Marketing Committee (APMC) markets, local markets, farm gate, organic outlets and public distribution systems had Maximum Residue Limits (MRLs) above the prescribed levels, he said. 
However, samples of fruits and vegetables drawn from Food Business Operators by states and UTs during 2014-15 and 2015-16, when tested, were not found to contain pesticides above MRLs notified by FSSAI, the minister said in his written reply. 
The Centre, he said, was working to ensure that every state has at least one testing laboratory while there are two such laboratories in every big state. 
He said the government was working on augmenting the laboratory facilities, training, surveillance and capacity building. 
Nadda also said that while the Food Safety and Standards Authority of India laid down the norms and it was for state food commissioners to implement them. 
Replying to supplementaries, the minister also said there were 112 NABL accredited labs in the country and overall 198 food testing laboratories.

Food safety raids in city

Vijayawada: As many as 20 food safety teams conducted surprise raids in restaurants near Kanaka Durga Temple, PNBS and other eateries in the city on Monday. The officials confiscated artificial colouring agents and stale items.
Food safety department official N Purnachandra Rao and controller and food inspector Sekhar Reddy conducted the raids and issued notices to the erring food joints. Further, they inspected edible oil shops and godowns.
The teams comprised food safety officials from Krishna, Guntur, East and West Godavari districts. They collected samples of the ingredients and some food items for examination. They found spurious 'manchuria' being served at an eatery near PNBS. The officials seized around 15 kilograms of the item. In Durga Bar on Pinnamaneni Polyclinic Road, officials seized adulterated chicken and issued notices to the owners.
Later, a few fruit shops were raided, where huge quantities of rotten produce was seized.
"We found many of the hotels using substandard ingredients. More such raids will be carried out till pushkarams," said Purnachandra Rao.

Food business operator fined for safety violation

PANAJI: A fine of 10,000 has been imposed by the North Goa district magistrate on a food business operator for violating safety rules by not providing the food products' details on the label.
As per provisions of the Food Safety and Standards Act, 2006, the penalty was imposed on Sachin Soni, who runs a shop at the municipal market, Panaji, "for packing and selling/distributing 'Red Chillies cashew nuts' food product, which was declared to be 'misbranded food'."
The label of the product was found to be without the manufacturing date / lot No. as well as the date of packing on its label, in violation of the provisions of the Food Safety and Standards (Packaging & Labeling) Regulation 2011.
The sample of the red chillies cashew nut was collected by senior food safety officer Rajiv Korde of the Food & Drugs Administration and the sample was tested at the food and drugs laboratory at Bambolim, and the fine was later imposed.

HC quashing of Bihar notice on gutkha may not impact ban under FSS Act

The recent decision by Patna High Court quashing Bihar state government’s notification prohibiting manufacture, storage, distribution, transportation and sale of gutkha and pan masala containing tobacco or nicotine has brought the Food Safety and Standards Act, 2006, and the Cigarettes and Other Tobacco Products Act, 2003, in conflict. 
A division bench of the High Court gave the judgment after hearing petitions challenging the validity of notification issued by the food safety commissioner last year on November 6, 2015. This has also raised questions on the FSS Act’s relevance with regard to such products.
The petition was filed by Prabhat Zarda Factory India Pvt. Ltd and others in which they challenged the notification banning manufacture, storage, distribution, transportation and sale of any type of tobacco and areca nut (supari) in the form of pan masala, zarda, scented supari and so on.
Clarifying on the subject, a senior official with the Bihar food safety department, said, "The High Court has said that whichever decisions that are to be taken with regards to the ban on gutkha will be taken by the Central government and not by the FSSAI or the state FDA."
Elaborating further, he said, "The provisions with FSSA state that the ban can be imposed for at the most one year by the commissioner and after the completion of the year, the ban can be extended for another one year. There is not a permanent solution to this ban. State government should inculcate reforms in this regard for statewide ban on gutkha for a permanent solution and to make our framework more strong."
He informed, "COTPA is a regulation which is just a rule-book which cannot over ride the FSS Act."
Meanwhile, offering a wider perspective, Seema Gupta, director, tobacco control and RCH, Voluntary Health Association of India (VHAI), said, “COTPA 2003 prohibits its sale within 100 yard of educational institutions and to children below the age of 18 years. FSSA regulation 2.3.4 prohibits the use of tobacco in food items.”
“The two Acts work in isolation. One regulates (COTPA) and the other bans (FSSA). Even if there is a conflict, the Food Act will have a primacy in view of Section 89 of the FSS Act,” she added.
On a concluding note, Gupta commented, “Gutka (including pan masala with tobacco) therefore stands banned. Since, Supreme Court has issued an order of year April 3, 2013, which directs all states to implement the ban, therefore the Patna HC order is of no significance as far as gutkha is concerned.”

A pinch of hazard

One will never be able to look at a sandwich the same way again after the recent scare with potassium bromate, a common additive in bread.
The Food Safety and Standards Authority of India banned the usage of potassium bromate because of its harmful effects on health, including causing cancer. But we have just scratched the tip of the proverbial iceberg in terms of paying attention to food additives. And for a health-conscious generation, we are surprisingly dense when it comes to recognising these silent killers, of which more than 3000 are being used in food processing these days. 
A busy lifestyle and rapid industrialisation have spurred the demand for packaged foods that are loaded with artificial preservatives.
On the top of this list is Monosodium Glutamate or MSG. Not many of us have heard about MSG but we know it by another name —‘Ajinomoto’. A common sight on supermarket shelves, it is found in many of the processed and packaged foods that we buy and is one of the most harmful things we can put inside our body. 
“Remember how you are unable to resist finishing off that packet of chips in one go, even though you were full? It was because of ‘Ajinomoto’,” says Nishika S Desai, a student. “We have also heard people complain about how they are not able to reduce weight even if they are not eating that much. All these changes, whether in our taste preferences or body structure, have started becoming rampant only in the last few decades. These are all the side-effects of the intake of food additives like MSG.”
Says Parikshith B, a professional, “More and more people are getting addicted to outside food because it is tastier. Definitely! The reason is inclusion of enhancers like MSG, artificial sweeteners, Sodium Nitrate, Olestra, transfats and many more chemical cocktails that are not found in mom’s healthy cooking. Apart from the obvious side-effect of developing obesity, these are also known to cause headaches, nausea, weakness and heart burn at the very least.”
Picking out one more example, Nishika explains, “Artificial dyes, which are added to eatables to enhance their colour, can be found in thousands of foods, including breakfast cereals, cakes, sports drinks and even sweets. These are basically made from chemicals derived from petroleum and have been known to cause brain cancer and cell damage. Artificial food colours have been banned in many countries across the world but are still being liberally used in India.”
A knee-jerk reaction would be a decision to avoid these enhancers altogether. But that is easier said than done, especially for young working professionals or students who just look to grab a quick bite without paying attention to what they are eating. 
“Eating well is easy when we are eating fresh produce. But it becomes almost impossible when you are shopping from the supermarket,” says Syed Suhail Ahmed, a professional. “A handy tip is to avoid eatables which have a long list of ingredients. Also, it helps if one knows how to read the labels on packets and identify the different names under which additives come. For example, E 620, E 621, E 622, yeast extract, hydrolyzed protein, gelatin etc are all forms of MSG. It only takes a little bit of reading and knowledge for a healthier you.”
And this is a small effort that we should all be willing to take. As someone said, ‘If you don’t take care of your body, where are you going to live?’
