ஆத் தூர் அருகே ஜவ் வ ரிசி தயா ரிப்பு ஆலை களில் திடீர் ஆய் வுக்கு சென்ற உணவு பாது காப்பு அலு வ லரை ஆலை அதி பர் கள் சிறை பிடித்த சம் ப வம் பர ப ரப்பை ஏற் ப டுத் தி யுள் ளது.
சேலம் மாவட்டம் ஆத் தூர் அருகே மஞ் சினி பகு தி யில் ஏரா ள மான ஜவ் வ ரிசி ஆலை கள் செயல் பட்டு வரு கின் றன. இங்கு, நேற்று மாலை மாவட்ட உணவு பாது காப்பு நிய மன அலு வ லர் டாக் டர் அனு ராதா தலை மை யி லான உணவு பாது காப்பு ஆய் வா ளர் கள் மற் றும் வணிக வரித் துறை அலு வ லர் கள் கொண்ட குழு வி னர் ஆய்வு பணி யில் ஈடு பட்ட னர். அங் குள்ள பூமாலை என் ப வ ரின் சேகோ ஆலை யில் நடத் திய சோத னை யில், போதிய சுகா தார பணி களை மேற் கொள்ள வில்லை என கூறி நோட்டீஸ் வழங் கி னர்.
இதை ய டுத்து, மாலை 3.30 மணி ய ள வில் அதே பகு தி யில் செயல் பட்டு வரும் மற் றொரு ஆலை யில் சோதனை நடத் தி னர். அப் போது, அங்கு வந்த ஆலை யின் உரி மை யா ள ரும், ஆத் தூர் வட்ட ஜவ் வ ரிசி உற் பத் தி யா ளர் கள் சங்க தலை வ ரு மான துரை சா மிக் கும் நோட்டீஸ் வழங் கி யுள் ள னர். இதற்கு அவர் கடும் எதிர்ப்பு தெரி வித் தார். என்னை வைத் துக் கொண்டு சோதனை நடத் தா மல் விதி மீறி செயல் பட்ட தாக கூறி கடும் வாக் கு வா தத் தில் ஈடு பட்டார். இது கு றித்த தக வ லின் பே ரில், அப் ப கு தி யில் செயல் பட்டு வரும் 100க்கும் மேற் பட்ட சேகோ ஆலை அதி பர் கள் அங்கு திரண் ட னர். பின் னர், அனை வ ரும் சேர்ந்து மாவட்ட உணவு பாது காப்பு நிய மன அலு வ லர் அனு ராதா மற் றும் குழு வி னரை சிறை பி டித் த னர்.

சேலம் மாவட்டத் தில் கடந்த 27ம் தேதி நமக்கு நாமே விடி யல் மீட்பு பய ணம் மேற் கொண் ட போது ஆத் தூ ரில் சேகோ ஆலை அதி பர் கள் மற் றும் ஜவ் வ ரிசி உற் பத் தி யா ளர் களி டம் தி.மு.க. பொரு ளா ளர் மு.க.ஸ்டா லின் கலந் தா லோ சனை நடத் தி னர். இதில், ேசகோ ஆலை களில் சோதனை என்ற பெய ரில் உணவு பாது காப்பு அலு வ லர் கள் அச் சு றுத்தி வரு வ தாக புகார் தெரி விக் கப் பட்டது.
அதற்கு பதி ல ளித்து பேசிய மு.க.ஸ்டா லின், ஆளுங் கட் சி யி ன ருக்கு பணம் வசூ லித்து கொடுப் ப தற் காக இது போன்ற சோத னை யில் ஈடு பட்டு வரு வ தாக தெரி கி றது. இது கு றித்து திமுக ஆட் சிக்கு வந் த தும் நட வ டிக்கை எடுக் கப் ப டு மென உறுதி கூறி னார். இதை ய டுத்து, சில நாட் களி லேயே சேகோ ஆலை களில் சோதனை என்ற பெய ரில் அதி கா ரி கள் அத் து மீறி நடந்து கொள் வது பழி வாங் கும் செயல் என உரி மை யா ளர் கள் குற் றம் சாட்டி யுள் ள னர்.

மாவட்ட உணவுப் பாதுகாப்பு நியமன அலுவலர் சிறைபிடிப்பு

ஆத்தூரில் சேகோ ஆலைகளில் ஆய்வு செய்த மாவட்ட உணவுப் பாதுகாப்பு நியமன அலுவலர் டி.அனுராதாவை, ஆலை உரிமையாளர்கள் வியாழக்கிழமை சிறைபிடித்த சம்பவம் பரபரப்பை ஏற்படுத்தியது.
ஆத்தூரை அடுத்துள்ள மஞ்சினி வால்கரடு பகுதியைச் சேர்ந்தவர் எஸ்.துரைசாமி. இவர் சேகோ ஆலை உரிமையாளர். இவர் ஆத்தூர் வட்டார சேகோ மற்றும் ஸ்டார்ச் உரிமையாளர்கள் நலச் சங்கத் தலைவராகவும் இருக்கிறார். இவரது ஆலை அருகே உள்ள செங்கோடன் சேகோ ஆலையை பூமாலை என்பவர் குத்தகைக்கு எடுத்து கடந்த ஒருவாரமாக நடத்திக் கொண்டிருக்கிறார்.
வியாழக்கிழமை மாலை அங்கு வந்த மாவட்ட உணவுப் பாதுகாப்பு நியமன அலுவலர் டி.அனுராதா மற்றும் வருமான வரி அலுவலர்கள் ஆலையை ஆய்வு செய்து விட்டு, துரைசாமி ஆலையை ஆய்வு செய்தனர்.
அங்கு ஆய்வு செய்த அனுராதா, ஆலையில் உள்ள ஜவ்வரிசி மூட்டையைக் கணக்கிட்டுப் பார்த்து 1600 மூட்டை இருப்பதாக நோட்டீஸ் எழுதும் போது குறுக்கிட்ட துரைசாமி, 300 மூட்டைகள் தான் இருப்பதாகக் கூறியுள்ளார். எடை போட்டுப் பார்த்துக் கணக்கை எழுதுமாறும் தெரிவித்தாராம்.
இதனால், உணவுப் பாதுகாப்பு நியமன அலுவலர் அனுராதாவுக்கும், துரைசாமிக்கும் வாக்குவாதம் ஏற்பட்டது. இதனால், துரைசாமி ஆத்தூர் காவல் நிலையத்துக்கு தகவல் கொடுத்து, பொய்யான கணக்கை எழுதுவதாகவும், நேரில் வந்துப் பார்க்க வேண்டும் என்றும் கோரிக்கை வைத்துள்ளார்.
இதுகுறித்து பிற சேகோ ஆலை உரிமையாளர்களுக்குத் தகவல் தெரிய வரவே நூற்றுக்கும் மேற்பட்டோர் அங்கு குவிந்தனர். இதனால் அங்கு பதற்றம் நிலவியது. ஆத்தூர் காவல் ஆய்வாளர் டி.கண்ணன் நேரில் வந்து பார்த்து ஆத்தூர் கோட்டாட்சியருக்குத் தகவல் கொடுத்தார். ஆத்தூர் கோட்டாட்சியர் சீ.ஜெயச்சந்திரன், வட்டாட்சியர் எஸ்.மனோகர் ஆகியோர் நேரில் வந்து விசாரித்தனர். இதையடுத்து, உணவுப் பாதுகாப்பு அலுவலர்கள் ஆலை சுகாதாரமாக இல்லை எனவும், இதனால் டெங்கு பரவுவதற்கு வாய்ப்பு இருப்பதாகவும் கூறி, நோட்டீஸ் கொடுக்க முன்வந்தனர். ஆனால் அதையும் துரைசாமி வாங்க மறுத்துவிட்டார்.

Kerala won’t drop Nirapara case

Kochi: The state government has decided to go in for an appeal against the judgment of a single bench of the Kerala High Court annulling the order of the commissioner of food safety banning the sale of Nirapara brand of food products.
Sources familiar with the development said the Chief Minister’s office on Thursday directed the health department to overrule the recommendation of the law department not to go in an appeal.
The law department had sent its file to the health department, the administrative depar-tment of the commissionerate, with the recommendation that the move for an appeal may be dropped as “the High Court says that one chance has to be given to the said company. It is advisable not to question the observation of the court.”
Commissioner of food safety T.V. Anupama, who had issued the order on September 13 had earlier told Deccan Chronicle that she had recommended to the government to file an appeal against the single bench order.
Holding that there was difference between ‘substandard food’ and ‘unsafe food’, the single bench had on October 13 annulled the order saying the commissioner had no power to ban food materials which are substandard but can only ask the manufacturer to record the same on the label.
Legal circles pointed out that the judgment virtually took away the government’s authority under the Food Safety and Standards Act, 2006, in ensuring that only quality food materials are sold, which the law mandates. They also pointed out that the government cannot direct the manufacturers on what should be there on the labels.
Congress MLA V.T. Balram had written to the chief minister saying the advocate general may be instructed to take the necessary steps for filing an appeal in the case.

Usage Of Harmful Chemicals By Farmers In Valley Causing Deadly Cancers

• 35% Rise In Cancer Cases; Brain Tumor Most Prevalent

Srinagar: The unabated use of harmful chemicals by the farming community has led to a rise in deadly cancers in the state of Jammu and Kashmir. According to highly placed sources at the SKIMS, nearly 50 cancer patients in the state are received at major hospitals for treatment every day. All in all, sources state that there is a 35% rise in cancer cases in the state. Brain tumor has been found to be most prevalent of these among patients in Kashmir.
This is, by and large, attributed to a substantial increase in the use of pesticides and other chemicals in terms both of volume and value from the last two decades. The use of spurious oil sprays, fertilizers and pesticides have led to an adverse effect on humans as well as on horticulture and agricultural produce.
According to a research journal published by the Sher-e-Kashmir University of Agricultural Science and Technology (SKUAST), the excessive use of pesticides not only increases the cost of apple cultivation but also results in many human health problems and environmental contamination and degradation. The paper also says that in Kashmir, which is a huge belt for horticulture farming, usage of indiscriminate pesticides and fungicides without any proper planning has become widespread.
“The climatic and weather conditions of the Kashmir region are most suitable conditions for apple farming but the topography of the region only allows small fraction of the crude oils to be used like Hindustan Petroleum (HP) and Servo which were recommended as Tree Spray Oil (TSO) by the experts. But then paraffin based oils like Arbofine, Rallister, ATSO, MAK etc are being used excessively by the farmers without knowing the ill effects of these chemicals. This has led to the contamination of the surrounding and has badly affected the health of farmers as they are directly in contact with these chemicals. The result also has been greater damage to our horticulture sector besides the health of people,” said Nazir Ahmad Pandith, Village Extension Officer.
“The reasons for this are lack of knowledge among farmers and presence of strong marketing forces who sell the products without caring about their adverse effects. Multinational companies who sell these harmful products to the farmers are earning huge money and poor farmers in Kashmir without knowing the ill effects are buying these chemicals like hot cakes. SKUAST-K has imposed restrictions on these harmful chemicals since 2001 but they are being sold through black marketing practices and channels”, he further added.
Researchers and medical experts have raised an alarm over exposure to toxic chemicals through food, water and air which could lead to deadly diseases and ultimately to death. According to a report published in FIGO (International Federation of Gynecology and Obstetrics), brain tumors and cancers occur , among other things, due to the excessive usage of pesticides, air pollutant chemicals which remain as droplets in air and are inhaled by humans; they also cause other diseases like brain tumors, heart ailments and deformities in the limbs. The report also indicates that exposure to toxic chemicals during pregnancy can cause a threat to the foetus.
A 2013 study by the Food Safety and Standards Authority of India showed how most common food items contain banned pesticides in quantities that are several hundred times over the permissible limit (Indian Permissible Limits are much higher than EU Levels).Most of these are neurotoxins and carcinogenic and can cause long term damage to humans as well as to environment. In India, the state of Jammu and Kashmir is among the list of states that uses extensively lot of harmful pesticides with Punjab topping the list. According to report published by the state government of Punjab ,18 people succumb to cancer every day. It has 90 cancer patients per 10000 people compared to the national average 80 patients. The Jammu and Kashmir state according to the report has 60 cancer patients per 10000 people. A large percentage of these patients are from rural areas.
All these findings are validated by Medical experts in Kashmir. They attribute the rising number of brain tumors and other deadly diseases to the usage of these harmful chemicals. The medical expert community is also are of the view that Government has failed in combating the black marketing of these harmful products. The exigent need of the hour is proper planning and proportional usage of these chemicals. More importantly, awareness campaigns which highlight and illustrate the harmful effects the chemicals used by farming communities and resisting the efforts of snake oil salesmen and black marketers need to be launched on an urgent basis.

Schools welcome move to ban junk food near campuses

BHUBANESWAR: Schools in the city have welcomed Food Safety and Standards Authority of India's (FSSAI's) proposed guidelines to ban junk food and food with high amount of salt, sugar and fat, near their campuses.
FSSAI has also asked schools to form a canteen policy to provide wholesome nutritious food to children.
While welcoming the move, city schools said there was confusion over the definition of 'junk food'.
FSSAI's guidelines seek ban on sale of burgers, chips, aerated drinks, noodles, pastas and pizzas within 50-metre radius of a school. The term 'junk food' is understood as food high in fat, sodium and sugar and lacking in micro-nutrients such as vitamins, minerals, amino acids and fibre and these food responsible for obesity, dental cavities and heart diseases.
FSSAI sent the list of guidelines to the Centre earlier this month.
"Food is different according to the geographic location of the place. What we call junk here may not be junk elsewhere. In Bhubaneswar, we sweat a lot so our diet must include lots of salt and water. So dahibara, aludam and gupchups are also good for health. The ban (on sale of junk food near schools) is a welcome step no doubt but it may not solve the problem as children can avail it in other parts of the city," said principal of SAI International School, Harish Sanduja.
He said the school serves mostly home cooked food, Indian ethnic food, including roti, chawal, dalma, alu matar, paneer, rajma-chawal, chhole, to children.
Some international schools in the city have students from other countries, so they have to choose menu accordingly. "We don't encourage junk food in the school at all. But we try to give them a mix of taste and food that will be nutritious. Having students from different countries, it is difficult to make a menu that suits all. Sometimes, they may not like the food initially, but they get used to it soon," said principal of KIIT International School, Sanjay Suar.
He said the school has students from 15 countries, including Singapore, South Korea, Australia, Thailand, Bangladesh, Zambia and Nigeria. "We have to add continental food in the menu in consultation with the dietician," he added.
"Including nutritious food and items that are tasty in a child's lunch box has always been a challenge, which gave rise to junk food. We would have liked a complete ban on the sale of junk food, but restriction is an important step in recognition of the fact that this kind of food is bad for children and must not be allowed in schools. We, at our school, provide our students the best quality nutritious food that equals a healthy and balanced diet," said Poly Patnaik, principal, Mother's Public School.
Many big schools in the city have their own canteens. Though the sale of aerated drink is banned in most schools, but chips, burgers, patties are available.

Couple finds worms in KFC burger after eating half of it

This young couple ordered a KFC Zinger Burger, halfway through the burger they found two wriggly worms in it!
The worst nightmare of this young couple came true when they ate half of a KFC Zinger burger infested with slimy wriggly worms!
This happened when Prashant and his fiancee Deekshita were at a KFC outlet in the City Centre Mall in Mangalore. Halfway through the burger Deekshita felt there was something odd with the burger, only to see two worms wriggling inside.
According to a report in the Times of India the KFC staff in the outlet did not allow them to take pictures and also got a casual reply from the outlet manager that it must have come out of the vegetables.
A day after this incident the Minister of Health and Family Welfare, UT Khader said the department will issue a notice to the multinational food joint KFC, reports TOI.
Khader told that it was duty of the outlet to ensure the quality of food they serve, 'We cannot tolerate such lapses by anyone, including an MNC', he told TOI .
Spokesperson for KFC said, "As a responsible brand, KFC is committed to following best international standards and serving the highest quality products to all our customers across all our restaurants. We have regular checks and effective systems in place."
The aim is to make sure KFC restaurants operate as per highest standards. "The incident was brought to our notice and we invited the customer for a kitchen tour (on Tuesday). After seeing our quality systems and processes, he was convinced about our international standards. We have no information on any notification from the authorities concerned.We will, however, extend our complete cooperation in this matter." added the Spokesperson for KFC. 
This is not the first time such an incident is happening at KFC. In 2012, a family in Kerala found worms in their fried chicken at an outlet in Thiruvananthapuram. After inspection by the Food Safety Authority it was found the outlet did not live up to the required sanitation, and that the chicken was almost five months old. The incident led to the inspection of many more outlets. Clearly to no avail, because such cases are still being reported.
In a another incident a woman in China found a dozen wriggling worms in a piece of chicken and was appalled when the staff offered her a compensation in the form of a free meal, reports the Metro .
However in a statement to IndiaToday the Spokesperson for KFC clarified that, '"The china incident is a haox and we have clarified that in the past. In Thiruvananthapuram, the sampling process followed by the authorities were not as per protocol and the local courts gave a ruling in our favour. The fact of the matter in Mangalore is that the customer is still a loyal fan of KFC. He took a tour of our kitchen and is convinced about the international standards we follow on food safety and quality. He has confirmed that he will continue to visit KFC regularly, as before.

In a special drive carried out by the District Food Safety Office, under the commissionerate of Food Safety on 9th & 10th October’ 2015, at Havelock Island, 05 (Five) Food Business Operators were compounded and a fine of Rs. 5000/- (@ Rs. 1000/- each) was realized for violation of different sections of Food Safety & Standards Act’ 2006 for their 1st Offence. 01 (one) Food Business Operator was compounded and booked under Sec. 26 (3), 27 (2) (e) & 27 (3) (b) of Food Safety & Standard Act’ 2006 for 2nd Offence and a sum of Rs. 5000/- was realized as fine. The Enforcement team was led by Shri. Mammen Abraham, Designated Officer, South Andaman, along with Shri. S. S. Santhosh, area Food Safety Officer, Shri A. Khalid, Shri. Tahseen Ali, Food Safety Officers of South Andaman.
Meanwhile, on 08th October’ 2015, 01 (One) Wholesale & Retail Agent was adjudicated by the Adjudication officer under sec.56 and sec.58 of Food Safety & Standards Act’ 2006 and a penalty of Rs 10000, was penalized and collected as fine.
The Commissioner Food Safety has further cautioned the Food Business Operator, who are conducting the food Business of Bakery & Sweets Stall to take extra precautionary measure for providing safe & wholesome sweets to the general public in the ensuing Diwali Festival.

Challan filed for supplying spurious items

According to an official handout, 16 more cases have also been filed in the court of Adjudicating Officer against various food business operators for violating different provisions of Food Safety and Food Safety wing of Drugs and Food Control Organisation district Srinagar, filed three challans in the court of Adjudicating Officer (Additional Deputy Commissioner) Srinagar against a Chattisgarh-based company namely M/S Divine Corps & Allied Products Pvt Ltd for supplying substandard and misbranded nutritional items to various ICDS centers of the district which include salt, Moongi and sugar.
According to an official handout, 16 more cases have also been filed in the court of Adjudicating Officer against various food business operators for violating different provisions of Food Safety and Standards Act 2006, Rules/Regulation 2011.

Nestle to resume Maggi production at all factories

Maggi noodles will have to undergo a fresh round of tests to comply with the Bombay High Court order before it hits the market.
Nestle India, which has resumed production of Maggi instant noodles at three of its units, on Tuesday said it is in talks with State authorities to restart production at other facilities in the country.
Nestle manufactures Maggi at five plants in India. While production has begun at Nanjangud (Karnataka), Moga (Punjab) and Bicholim (Goa), manufacturing is yet to resume at Tahliwal (Himachal Pradesh) and Pantnagar (Uttarakhand).
Maggi noodles will have to undergo a fresh round of tests to comply with the Bombay High Court order before it hits the market.
“In compliance with the orders of the High Court of Bombay, fresh samples from these newly manufactured batches will be sent for testing to the three accredited laboratories mandated by the High Court,” the company said in a statement to the BSE.
It added that sales will commence only after the samples are cleared by these laboratories.
The company said it is “engaging with the relevant State authorities and other stakeholders at our other manufacturing locations to commence manufacture at the earliest.”
Nestle India was forced to withdraw Maggi from the market and stop production in June after the Food Safety and Standards Authority of India (FSSAI) banned the instant noodle brand saying it was ‘unsafe and hazardous’ for consumption after it held lead levels in the product were beyond the permissible limits.

Fresh samples of Maggi noodles sent to labs

Samples of freshly produced Maggi noodles, collected from Nestle India’s plant at Nanjangud near here, have been sent to accredited food laboratories for tests.
The production of noodles resumed at Nestle India’s Nanjangud plant on Monday, with 70 grams packs of the instant noodles being made in five batches.
Food Safety Officers visited the facility on the same evening and collected five samples – one from each of the five batches. “We have sent three samples to the laboratories identified by the Bombay High Court and retained two with us”, Food Safety Officer Dakshayini Badiger told The Hindu .
The noodles can be released to the market only after the three NABL (National Accreditation Board for Testing and Calibration Laboratories)-accredited labs give a clearance.
Sources said the Nanjangud facility, which is one of the five plants, where Maggi noodles is manufactured in the country, was carrying out only trial production. Commercial production for release of Maggi noodles into the market will be carried out only after the laboratories give a clearance.
The ingredients of the noodles in the resumed production had not been changed, said sources ruling out the possibility of the instant noodles tasting differently. Production of Maggi noodles resumed only after the State government lifted the ban on the popular brand on October 19. Earlier in June, Food Safety and Standards Authority (FSSAI) had banned the product as a precautionary measure following a nation-wide uproar over content of lead and MSG.
But, sources in Nestle India said Maggi noodles had cleared the earlier tests conducted by the laboratories.

Despite SC order, FSSAI changing definitions to manipulate rules: Industry

With Union health ministry getting ready for yet another review of Food Safety and Standards Regulations, 2011, the food industry is anxious about its outcome. The fear stems from the fact that as part of the review, the ministry has proposed new definitions for proprietary food and nutraceuticals. The industry rejects these proposals outright. 
According to the industry, the apex food regulator Food Safety and Standards Authority of India (FSSAI), with every review, continues to push for enhancing its arbitrary powers and include words and provisions that would help it in arbitrary actions.The last review, details of which were made available a couple of months ago, looked at issues related to enforcement.
With regard to the latest review, in a statement, the recently-formed National Joint Action Committee (NJAC) of 12 different food and drug business organisations such as CAIT and IDMA, claimed that even after facing a serious setback with the order of the Supreme Court quashing the illegal procedure of 'Advisories,' for Product Approval, FSSAI did not realise the importance of transparent working and was trying to introduce certain measures in Rules and Regulations to give itself additional/arbitrary powers. It alleged that this was being done to manipulate the rules so as to extend their reach and command. 
“It is also learnt that FSSAI is in the process of imposing ad hoc provisions by "rewording" the basic definitions of 'Food,' ‘Proprietary Food' and 'Nutraceuticals Foods' which are already well established under the FSS Act/Rules/Regulations and form the defining principles of the entire sector. It will be extremely risky, unjustified and unscientific to alter these fundamental definitions and create further chaos & instability in the sector already immensely damaged by the arbitrary working of FSSAI,” said the statement by NJAC.
NJAC further stated that recently ministry of health had issued some revised definitions on plain paper in this respect which were viewed by experts as a grave violation of principles of probity and transparency. This has come as a blow to the sector already suffering because of overarching practices of FSSAI.
According to NJAC, it would be well advised that FSSAI restrained itself from arbitrary and unscientific procedures and work transparently in participatory manner. Instead of trying to alter the basic definitions, it should conduct technical deliberations on the Regulations already drafted on 'Nutraceutical Foods' and 'Food Additives' and take these forward for their efficient implementation. 
“Such arbitrary practice, non-transparent and posing restriction to trade is only reflecting vindictive intent of authorities and overruling directions of the apex court as well as illegal means of gaining power which are highly unconstitutional and an alarming state in our country,” deplored Sandeep Gupta, co-chairman, NJAC.
Meanwhile, Praveen Khandelwal, convener and chairman, NJAC, felt that the PM needed to urgently intervene before the authorities escalated the situation to such an extent that it aroused conflicts that led to litigations. “PMO and ministries should immediately arrest the situation which is creating shame and sham for India. It is absolute "Joke of India" not a mission of "Make in India" and such an Act may cause serious unrest amongst the trade, transporters who are closely supporting the National Joint Action Committee,” he observed.
The New Definitions
According to sources, the new definitions presented before the industry
1.Traditional Indian food means a food which has not been standardised and is prepared in accordance with the knowledge normally transmitted from one generation to another, conforms to the gastronomic heritage of the country, or local area, or region of the country, with little or no processing or manipulation through addition of preservatives or otherwise and retains the sensory property. 
2. Proprietary food means a food which has not been standardised and includes traditional foods to which additives permitted under this Act or Regulations thereunder have been added with a view to preserve such food and provide it with a distinct aroma or flavour or taste and a shelf life but does not include any novel food, genetically modified food, irradiated food, foods for special dietary uses, functional foods, nutraceuticals and health supplements.

FSSA steps up vigil as price of pulses remain high


Uzhunnu vada made of urad dal is still in demand despite vendors hiking prices in the wake of dal prices going up.

Food Safety and Standards Authority of India has stepped up vigil as the price of pulses continues to rule high.
An FSSAI official said here on Wednesday that they had so far not come across any instance of costly food inputs being substituted though test on samples collected were on. “We have to wait and see if food vendors resort to new techniques,” he said.
An official of the State Civil Supplies Department hinted at the possibility of food vendors resorting to the use of lower grade inputs as produces like urad dal could not be substituted by anything else for making items like vada.
If lower quality inputs are used the nutritional content may vary, he said.
A wholesaler here said that the first quality urad dal sold for Rs. 170 a kg in the retail market while the second quality sold for Rs. 160 a kg. Smaller grains mark the second quality urad dal.
A food vendor in the city, who plies a pushcart selling vadas and bonda, said that uzhunnu vada price was hiked by a rupee to Rs. 6 following the price rise.

Have you been licensed? - Food safety angle

Being a new law passed only in 2006 and enforced in 2011, FSSA (Food Safety and Standards Act) is always in hot seat for one or other reason. FSSA repealed many earlier acts related to food and consolidated into one. FSSA is an evolving act with addition of many rules and regulations and safety standards. FSSA is the most important legislation that dictates the safety of food in India and thus the health and survival of citizens.
FSSA mandates that every business house that produce, sell, store or transport food should follow certain hygienic norms so that food in question is safe to ultimate consumers. If the business operators follow the hygiene norms (so called schedule IV), they are certified by a registration or licence. Since the ultimate safety of food is dictated by how it is made and in which environment, registration/ licence is the pillar of FSSA.
Section 1 of FSSA deals with ‘Registration and Licensing of Food Business Operator’. Broadly there are three forms of licence. The first and the simplest is known as ‘registration’. Those with annual turnover less than 12 lakh INR comes under the purview of ‘registration’. Fee is only 100 INR per annum. Applicants need to submit a form (called Form A) along with certain documents such as health certificate of workers, identity documents, etc.
Another licence is called ‘state licence’. If the installed capacity of the plant is below 2TPD (tonne per day) but the annual turnover more than 12 lakh INR the operator in question comes under the purview ‘state licence’. Fee ranges from 2000 to 5000 INR depending upon the type and size of the business. Applicants need to submit a form (called Form B) along with certain documents. The act doesn’t mention if there is any difference between registration and state licence with reference to the documents required so it should be assumed that both are same. However, given the higher scale of operation, state licence ought to be more strict. Registration and state licence are given by DFSO (Designated Food Safety Officer) at district level. Inspection and dealing of file is done by FSO. Both are often sat in the office of the CMO when separate Food Safety office is not available.
Then comes ‘central licence’. If the installed capacity of the plant is more than 2 TPD, ‘central licence’ is required. It is given by FSSAI at regional level and annual fee is Rs. 7500/-. The scope of compliance is bigger for ‘central licence’. One glaring necessity for central licence is FSMS - Food Safety Management System which must be certified by an accredited agency. FSMS can be HACCP system, ISO 22000, etc. FSMS is accepted worldwide as one of the most important preventive measures for food safety. Central licence is already online which implies that submission of documents and payment are to be done on web.
Jurisdiction with which registration and state licence apply is very wide. So quite often it generates lots of grey area. It is also very difficult to distinguish if the business operator should come under registration or state licence since very few FBO keep book of account. There are also many documents which are seemingly not relevant to some FBO. For example, FSO demands certificate of degree holder in chemistry/ biochemistry/... from catering services (locally known as Eigyagi Chaksang). This may sound good but truly unrealistic. It will only invite fake certificates.
There is also a huge discrepancy on how licence are given to packaged drinking water manufacturers. Most water manufacturing plant easily crossed 2 TPD so automatically it should comes under the ambit of ‘central licence’. However, our state authority turns a blind eye in this matter inspite of repeated reminder. It is also doubtful if the manufacturers apply for state licence knowingly even if they need central licence just to escape from legal entangle compromising safety.
Our food safety authority has so far been aloof to school mid day meal program. Thousands of school children are consuming meals at schools without any accountability on their food safety. Either school authority should approach food safety department before any untoward incident happens. Death of school children in Bihar must be a lesson. I saw our food safety department been active in private houses but unfortunately not able to take any actions on govt machineries.
Time has come now that every food stakeholders to comply with food safety rules for a healthy nation. Illness can happen to anyone no matter whether they are rich or poor.

இவற்றிலிருந்து உணவு மாதிரிகள் எடுக்கப்பட்டு, உணவு பகுப்பாய்வுக் கூடத்துக்கு அனுப்பப்பட்டுள்ளது. அவற்றின் முடிவுகள் வந்த பிறகே அடுத்தக் கட்ட நடவடிக்கை எடுக்கப்படும் என்றார்.

Consume a disease


Food products kept without any protective shields in shops at the New Bus Stand are exposed to harmful emission from the buses.
It seems, neither the shopkeeper nor the customer is worried about it.
There are over 30 shops on the bus stand premises selling beverages, fresh juices, and other eatables.
Unauthorised shops too are present in large numbers on the platforms that sell fruits, flowers, and fancy items.
Almost all the tea shops keep the food items in the open exposing them to the dust and smoke emanating from the buses. Some of the food packets do not carry the mandatory information like date of manufacturing, date of expiry, and details of the product.
Soft drinks and water bottles are sold for more than the price mentioned.
Passengers blame officials for not checking such malpractices. Officials of the Tamil Nadu Food Safety and Drug Administration Department have warned the shopkeepers against keeping food items in the open.
“The names of officials concerned should be displayed at the bus stand so that passengers can report sale of sub-standard products or excessive pricing,” said K. Madan, a passenger who frequents the bus stand.
Instead of carrying out awareness programmes, officials should ban the sales of eatables in the open, he said.

Nestlé resumes Maggi Noodles production at three plants

The product will have to undergo fresh round of tests to comply with the Bombay HC order before it hits market
New Delhi: Swiss packaged food maker Nestlé SA’s Indian unit, Nestlé India Ltd,has started producing Maggi Noodles at three of its five plants at Nanjangud (Karnataka), Moga (Punjab) and Bicholim (Goa) from Monday.
“We have resumed manufacturing of Maggi Noodles at three of our plants,” said a Nestlé India spokesperson.
The product will have to undergo fresh round of tests to comply with the Bombay high court order before it hits the market. “We shall commence sale only after the samples are cleared by these laboratories. We are engaging with the relevant state authorities and other stakeholders at our other manufacturing locations to commence manufacture at the earliest,” said the spokesperson.
Nestlé has Maggi Noodles production facilities in Moga (Punjab), Bicholim (Goa), Nanjangud (Karnataka), Taliwal (Himachal Pradesh) and Pantnagar (Uttarakhand). It also used to produce the instant noodles through contract manufacturers in West Bengal and Delhi.
On 17 October, Nestlé India said that three laboratories certified by the National Accreditation Board for Test and Calibration Laboratories declared Maggi Noodles safe for consumption.
The NABL tests were ordered by the Bombay high court, which set aside the Maggi ban imposed by food regulator Food Safety and Standards Authority of India (FSSAI) on 13 August.
Nestlé India moved the high court after the FSSAI on 5 June ordered the company to withdraw all nine variants of the instant noodle brand from the market, calling them unsafe and hazardous for human consumption citing excess lead content and traces of monosodium glutamate (MSG), a flavour enhancer.
Last month, Nestlé India’s managing director Suresh Narayanan, appointed after the Maggi controversy broke, said the company hopes to bring the product back to the shop shelves by the year-end.
State governments of Gujarat and Karnataka have already lifted the ban on Maggi Noodles.
Nestlé India’s Maggi Noodles had earlier cleared tests in various countries, including the US, the UK, Singapore and Australia.
For the first time in 15 years, Nestlé India reported a loss of Rs.64.4 crore for the quarter ended 30 June after accounting for a one-time charge of Rs.451.6 crore related to the recall and destruction of Maggi Noodles, which contributed about 30% of the firm’s India sales.
The recurring impact of the ban on Maggi Noodles is likely impact the September quarter sales too. Nestlé India’s domestic sales growth for the September quarter was expected to drop by 19% year-on-year, said Abneesh Roy, associate director (institutional equity research) at Edelweiss Securities Ltd in a research note dated 6 October.
“Maggi is key to Nestlé’s franchisee in India, and would be the backbone for all future growth in the prepared dishes segment… We also look forward to seeing steps from Nestlé, to derisk its India business from this one brand,” said Sunita Sachdev, analyst with UBS Securities India Pvt. Ltd.

Rival brands are bracing up for the re-entry of Maggi after Nestle announced it had resumed production of the instant noodles in three states.
ITC, maker of the Yippee brand of noodles, is gearing up to introduce new variants soon apart from focusing on customer-engagement programmes. "Our products are innovative and differentiated. The Yippee Magic Masala variant has driven growth, but we will launch more variants that are under development," VL Rajesh, divisional chief executive, foods division, ITC said.
According to him, the company will kick off the second phase of a "reassurance" campaign launched a month ago. "The instant noodles category witnessed a significant decline in sales after the (Maggi) controversy. It was imperative to reinstate consumer trust in this category through a campaign, which we did," Rajesh added.
While, ITC has adopted a multi-pronged strategy to increase its sales Lalitpur (Nepal)-based Chaudhary Group (CG), which manufactures Wai-Wai noodles is focusing on its existing products. CG which had gained from the absence of Maggi, is planning a distribution and marketing push. Nirvana Chaudhary, managing director of the Chaudhary Group, said the company would soon launch a national advertising campaign and undertake on the ground initiatives in malls and housing societies.
"Developments in the past few months made us realise the trust consumers have on Wai-Wai. This prompted us to come up with a new marketing strategy to increase our visibility," Chaudhury said. Industry sources said this was the first time that Wai-Wai was undertaking such a massive exercise.
Experts said the fight for market share between Wai-Wai and Yippee was inevitable because both wanted to capitalise on Maggi's absence. The two companies also did not have competition from Indo-Nissin Foods’ Top Ramen noodles for three months following its recall from the market in June. Top Ramen has now been relaunched.
The Rs 3,500 crore instant noodle industry in India shrunk after the recall of Maggi to Rs 1,000 crore. Maggi noodles, which contributed 25-26% to Nestle’s Rs 9,800 crore revenue, was a Rs 2,500 crore brand, analysts said.
The challenge for existing players is not only to protect their market share but also grow quickly before Maggi stages a comeback.
"Nestle was quick to tap into the latent demand for Maggi right after the August 13 verdict of the Bombay High Court. Excitement is predictably high, which will result in good sales for the brand after its relaunch," said the chief executive of a consumer goods firm. "The pressure on existing players only grows," he added.

Maggi may face 'Maha' hurdle; state likely to reinforce ban

In the petition which has been accessed by CNBC-TV18’s Ashmit Kumar the state government seeks to reinforce the ban on the sale of the instant noodles, which had been lifted by the Bombay High Court. 
Sources say there were various legal arguments being raised by the state government. They have argued that there were legal remedies available to Nestle under FSA but those were not taken, and that the appeal before the Bombay High Court is not legally tenable. 
The state government also argues the veracity of the lab reports cannot be questioned because they were approved by the High Court. Incidentally, they are relying on the reports that the FSSAI had relied on in the first place. 
They state also argues that High Court’s observation that principles of National Justice were not followed are also case of erring argument by the Bombay High Court. 
So despite Nestle’s announcement that manufacturing is currently underway at three facilities they could still face legal hurdle, if the appeal was accepted by the Apex Court.

Maharashtra to move Supreme Court against HC order lifting ban on Maggi

The Maharashtra government has decided to move the Supreme Court against Bombay High Court's order lifting ban on Maggi noodles.
Earlier, Food Safety and Standards Authority of India (FSSAI) had banned Maggi noodles after finding lead levels beyond permissible limits, following which the company had withdrawn it from the market. Nestle India had then challenged the ban by FSSAI in the Bombay High Court.
Meanwhile, the Nestle plans to resume production of Maggi and launch it in markets by first week of November.
Karnataka and Gujarat had Monday revoked the ban on manufacture and sale of Nestle India's popular instant food brand.

Beware before you plan to buy sweets and chocolates for your family this festive season. For more than a year now, 60 per cent posts of food inspectors have been lying vacant. This is the peak season when the food department conducts rigorous checks on the shops selling milk and milk products. Lack of these inspectors might hamper the overall sampling process.
There are 32 sanctioned posts of food safety officers of which 20 posts have been lying vacant for more than a year now. The food safety officer assists the designated officer in all matters related to field inspections, including collection of samples and instituting prosecution proceedings in a court of law in defaulting cases.
The department has been waiting to get food inspectors for long but nothing has happened. The Food and Drug department of Delhi keeps surveillance over the market by organising surprise inspections and raids and collecting samples of such food articles which can be potentially adulterated, sub-standard or misbranded.
The department, on an average, receives 125 food samples in a month for testing. Sources in the health department added that due to the vacant posts, the overall process gets hampered.
Officials added that due to large number of food business operators in Delhi, the role and availability of such officers is extremely important. In 2014-2015, the department collected 1,480 samples of food items and sent them for testing.
"The posts have been lying vacant for more than a year now. We have escalated the matter to Delhi government and soon new people will be hired. Such posts should not remain vacant for long, as these officers have a direct link to people's health," Dr Mrinalini Darswal, Commissioner, Department of Food Safety, Delhi government told Mail Today.
The food inspectors are hired by Delhi Subordinate Services Selection Board (DSSSB). There are 11 districts in the capital, for which there are 12 food safety officers. Interestingly, apart from conducting regular inspections, these food officers have other duties.
With these 12 officers, the department has begun the rigorous checking of the food items. "Our focus is to check the raw materials. During this season, the shopkeepers mix the old and stale food with the new packets and try to sell it to the customers," added Dr Darswal.
The department is also working on getting a hi-tech upgraded lab for testing food samples. Experts add that the lab will have better infrastructure, more people and upgraded equipment.
As per the official process, the food department receives a complaint about an adulterated food item, the report is then marked to the designated district officer, who along with the food safety officer visits the shop to collect the samples. The samples are then sent for testing where the food analyst supervises the work and sends the reports back to the concerned department.

FSDA launches drive against adulterated sweets in festive season

Agra: With the festive season in progress, cases of adulteration of food items are increasing. Keeping this in mind, the Food Safety and Drug Administration (FSDA) Agra is taking action against adulterers and is conducting regular food checking and testing at different places around the city.
The department after receiving information about adulteration in milk, spices, tomato sauce and paneer, has seized 40 sacks of powder used in making sweets. Shops were found offering sweets and petha with aluminum foil dressing in place of silver foil. In the name of pistachio sweets, groundnut flakes excessively coloured with hazardouse green food pigment was being used, officials alleged.
"On Monday two petha samples collected along NH-2 from two locations were found unsafe. One sample had aluminium dressing in place of silver, while another had excessive synthetic food colouring (288 parts per million). The shops belonged to Roopkishore Agarwal and Santosh Singh," said Ram Naresh Yadav, designated officer, FSDA Agra. "Sweet samples from Shri Ram Traders, Peepal Mandi, collected on Sunday, were found to have aluminium foil dressing foil dressing and coloured groundnut flakes in place of pistachio. The samples collected will be tested at our laboratory and further action will be taken based on report findings," Yadav added.
The FSDA official explained that the law allows silver to be used in its edible form on sweets for decoration, but use of aluminium is not allowed as it can lead to serious health hazards. As per the food safety norms, colours up to 100 parts per million, a way of expressing very diluted concentrations of substances, are allowed in food items, beyond which they are harmful to humans.
Adulteration causes serious risk to health. Presence of harmful starch, urea-mixed milk, caustic soda, artificial sweetening chemicals, non-approved colored sweets and unhygienic cooking conditions lead to acute gastritis, serious diarrhoea, dysentery, dehydration and kidney inflammation among others, officials pointed out.
"On a complaint of adulterated sweet-making powder brand, two men had been arrested for copyright violation. A joint team of local police and FSDA seized 40 sacks of sweet-making powders. Samples collected are being sent for laboratory testing," FSDA officials added.

40% eateries in district operating without licence

There are about 20,000 eateries in the district, but as many as 8,000 food operators are operating without proper licences and are violating safety norms.

Despite getting an extension on the deadline for online registration under the Food Safety and Standards Act, 2006, about 40% vendors in the district are yet to get themselves registered with the district health department. 
The deadline for registration has been extended thrice in the past one-and-a-half year. After the expiry of the previous deadline on August 4, the health department had further extended the deadline to February 4, 2016. 
However, sources in the health department said that only around 1,000 registrations have been made and 260 licences have been issued in the district through the online portal over the past 19 months.

The department had stopped issuing manual registration and licences after the facility for online registration was started in the district in 2014. As per details, before the launch of the online facility, 848 eateries had got licences and 9,543 food operators, including kiosks, hotels, restaurants, dhabas, sweetmeat shops, canteens, tea stalls, meat sellers, milk sellers and grocery stores, had got themselves registrated under the act. 
Officials in the health department said that food operators such as local vendors and eateries hesitate to apply online as the process is more complex than the manual process and most are not familiar with the use of computers. 
Moreover, there is no provision of fine against violators as the state government had extended the deadline for applying. “If the government did not extend the date, we could have started issuing challans to violators,” said a senior health official, on the condition of anonymity. 
District health officer Rajpal Singh said, “We are doing our level best to create awareness and motivate food operators to get registered under the act. But there is no fear of fine among people.” 
The Food Safety and Standards Act, 2006, states that food operators who have an annual turnover of above `12 lakh should have mandatory licences while the remaining operators should get a registration certificate, to ensure availability of safe and wholesome food for human consumption. 
The registration fee per applicant is Rs 100. To get a licence under act, the applicants have to pay `2,000, `3,000 or `5,000, depending on the kind of business. 
Registration process 
An applicant can log on to the government website http://foodlicensing.fssai.gov.in/and can register with the health department after furnishing complete details of the business and submitting the fee amount. 
Later, applicants will have to fill in a form seeking issuance of a licence or registration certificate and upload scanned copies of documents on the website. 
After completing the online process, health officials will visit the shop or eatery for physical verification.

Nestle to resume sales of Maggi by November

 

Swiss food giant Nestle has begun production of Maggi from three of its plants in India and the popular noodle can be expected to be back on shop shelves in a few weeks.The final date, however, has not been fixed yet, the company said on Monday .
The move to start production of Maggi comes after all 90 samples, covering six variants, tested by three laboratories mandated by the Bombay high court, were found to be safe, with lead content much below the permissible limits.
The imminent resumption of Maggi's sales marks an end of nearly six months of turmoil for the brand which has remained a favourite with consumers for years.
In June, Maggi was ordered off the shelves as the country's food regulator found high lead content in some of the samples of Maggi. The tough stance of the regulator triggered a scare among food companies and foreign investors.
“We have resumed manufacturing of Maggi noodles at three of our plants, at Nanjangud (Karnataka), Moga (Punjab) and Bicholim (Goa). In compliance with the orders of the Hon'ble High Court of Bombay , fresh samples from these batches will be sent for testing to the three accredited laboratories designated by the HC,“ said a Nestle spokeswoman. Nestle will commence sale of Maggi only after the samples are cleared by these laboratories, said a company spokesman. “We are engaging with the relevant State authorities and other stakeholders at our other manufacturing locations to commence manufacture at the earliest,“ she said.
The controversy over Maggi had dealt a huge blow to the com pany , its suppliers, factories, employees, truckers and distributors. “Consumers love Maggi the way it is and it's my job to give them Maggi the way it is,“ Nestle India managing director Suresh Narayanan had told TOI in an interview last month.
The company had planned to bring Maggi back in the market by the end of the year but with the results of the tests they would want to hit the shelves in the festival season and seek to help nurse the brand which has been a comfort snack for millions.
Nestle India has conducted over 3,500 tests representing over 200 million packs in both national as well as international accredited laboratories and all reports are clear. In addition to these, various countries including USA, UK, Singapore, Australia and others have found Maggi noodles manufactured in India safe for consumption.
