High toxin levels found in city's bottled water

Industry Says Ground Water May Be To Blame
High levels of certain carcinogens were found in bottled drinking water samples in Mumbai, according to a study conducted by the Bhabha Atomic Research Centre (BARC) at Trombay .
A BARC team of four scientists checked 90 samples from 18 brands of bottled water sold by various manufacturers in the city. They found 27% samples contained higher than World Health Organisation-permitted limits of bromates, a salt containing bromide that is a by-product of the disinfection. The International Agency for Research on Cancer (IARC) classifies bromates as Group 2B ca rcinogens that could possibly cause cancer in humans. Some samples had bromate levels four times the WHO limit of 10 microgram per litre (see box inside).
The BARC findings were published in the January 10 issue of Current Science Journal, a peer-reviewed Indian science publication. Its objective was to check the water for chemical by-products caused by disinfecting processes. A Bhabha Atomic Research Centre study, which found carcinogenic chemicals in bottled water samples in the city, says the paper should be used to recommend standards for disinfection by-products.
Technically speaking, the findings don’t mean bottled water samples are contaminated or below standards. The Bureau of Indian Standards has stringent limits on presence of chemicals and radioactive substances in bottled water, these don’t include disinfection by-products like bromates and chlorates.
Using ozone in disinfection can form bromates if the water had bromine to begin with. Similarly, certain hypochloride salts can form chlorites and chlorates. “Bottled water is in many cases drawn from ground water, which, in our country, is known to contain heavy metals that can cause chronic diseases like dementia, heart problems as well as hypertension,” said Dr Altaf Patel from Jaslok Hospital, who conducted several studies on heavy metal poisoning.
“Of the samples analyzed for bromates, 38 did not contain any detectable residues and the rest had detectable levels ranging from 0.7 to 43 microgram per litre. There are no regulatory limits prescribed in India for drinking water. Therefore, the presence of bromate in a sample does not violate any Indian standard for drinking water,’’ said a BARC spokesperson.
On WHO limits of 10 micrograms per litre for bromates in drinking water, the spokesperson said: “Only five samples of five brands showed bromate levels exceeding this limit. Even other bottles of the same brand did not have levels above WHO limits.’’ The spokesperson also said since data presented in the paper is limited to one city, generalized inferences should not be drawn from the paper.
The bottled water industry has faced allegations of the presence of toxins in the past as well. Ramesh Chauhan, chairman of Bisleri International, said, “Is the problem with the packing or water? If it's the latter, then it's the city water that is bad. There have been no objections with bottles.’’ He said the city’s piped drinking water contains chlorine which is harmful.
“We don’t allow chlorine in our process, but we do use ozone for disinfection,’’ he added.

‘Food Ripened Unnaturally With Carbide Can Be Carcinogenic’

Q: What are the challenges before the food safety department?
A: For starters, we need more manpower. We also need a state-of-the-art laboratory where food samples can be tested. The Kamrup (Metro) district is the first in the state to take up the initiative of checking the unnatural way of ripening fruits like bananas.

Q: As the district nodal officer of the tobacco control cell, what obstacles are you facing?
A: Law cannot ban cigarettes and 'gutkha', but it can control their sale and distribution. Another challenge is the ban on the sale of tobacco products in the vicinity of educational institutions. The problem is, most of the educational institutions are located in thickly-populated areas, and some of the shops have been there for years. This is an aspect that needs to be looked into carefully. Fighting the tobacco lobby is itself a big challenge.

Q: What are the current projects that you are working on?
A: The state government wants us to work on adulterated mustard and drum oil. I also want to look into adulterated milk. About 26 restaurants and hotels have been served improvement notices as they were serving substandard cottage cheese (paneer), substandard spices and using low quality mawa for sweets and desserts.

Q: How effective have been the raids?
A: We can say we have been able to control about 60% cases of premature ripening of fruits like bananas. We need to keep a close watch and monitor illegal traders. Restaurants and faulty bottling plants have been served with improvement notices.

Q: How dangerous is the consumption of artificially-ripened bananas, unsafe bottled water and other adulterated food products?
A: Carbide-ripened bananas can lead to cancerous development as the products used are carcinogenic in nature. Regular consumption can lead to stomach and other problems. As for packaged drinking water, samples have showed the presence of metal and bacteria.

Q: How can you identify an artificially-ripened banana?

A: They glow and have a uniform hue. They look very, very bright and tempting. If an artificially-ripened banana and a naturally-ripened banana are placed on a platter, we can easily identify the bad one. But vendors take full advantage of people's ignorance and take them for a ride.

Q: For how long has this illegal business been going on?
A: The illegal business has been on for quite some time. There are some traders who are coming from outside to do trade here.
A few have been booked and cases have been registered against them. The district administration asked us to conduct special drives against such traders. On the basis of information provided, we caught traders indulging in this unlawful act.
A week ago, we conducted a raid at a godown at Hangarabari Road, Ganashguri. We collected a sample of calcium carbide used for ripening. We seized bananas worth approximately Rs 25,000 that were being ripened using the chemical.
The produce was destroyed in the dumping ground of GMC at Gorchuk. The raid was conducted along with Tarun Das, senior food safety officer, and was led by L R Nampui, designated officer of Kamrup (Metro) district.

Q: Besides bananas, the department was also responsible for stalling production of a so-called safe packaged drinking water...
A: It all began with a survey of six facilities in the city responsible for providing safe drinking water. We found six brands flouting norms and their samples were sent to laboratories.
Harmful content was found in the water and, based on the findings, the factories were closed. The water was found unfit for drinking. Most of these brands are quite popular in the market.

‘Honey sold in domestic market not pure and contains sugar-mixed ingredients’

NASHIK: B L Sarswat, the executive director of the National Bee Board, was in the city recently to organise a seminar on Awareness, motivation, and technology transfer for development of beekeeping in Maharashtra. The National Bee Board is a part of the department of agriculture and cooperation, Government of India.
Addressing the gathering, Sarswat said, "There is a need to promote beekeeping in the country. The honey sold in domestic markets today is not pure and contains sugar-mixed ingredients. Exported honey is the only pure form available as it is tested as per parameters set by the importing countries. Even honey sold by leading companies contains only 10% total honey, while honey sold by a well-known trust run by a yoga guru contains only 1% honey."
Speaking to TOI, he said, "We don't have a lab in the country to test honey. We had requested the government to provide us with one, but it could not work out. Now, we are preparing a fresh proposal to set up a testing laboratory for honey, which will be submitted once more to the ministry of agriculture for approval. The testing lab is estimated to cost Rs 25 crore. It is also shocking that the country don't have a lab to test honey.
He further said, "The honey production in the country is 75,000 metric tonnes, of which 35,000 metric tonnes of honey is exported. Today, the country needs 2,000 lakh colonies of beekeeping, but we have have only 18 lakh colonies for beekeeping. It will take 10 to 15 years if we decide to meet this target and it will generate employment for around 2.15 crore people. But we need an investment of Rs 800 to 1,000 crore every five years. We will soon approach the government to allot funds to the NBB for this purpose."
A spokesperson from one of the leading honey manufacturers in the country said, "It is the Food Safety Standard Authority of India that makes regulations for honey. These regulations are stringent as compared to that in foreign countries. Moreover, the Consumer Voice, which is a body under the ministry of consumers, Government of India, in a report published this month stated our company's honey as superior."
Chandrakant Pawar the joint commissioner (Nashik division) of the Food and Drug Administration (FDA), said, "We monitor quality of food items as prescribed under the Food Safety Standard Act. There have been strict standards for food items sold in the market. So, I don't think that honey sold by these companies in the domestic market is impure. However, we will collect samples from the market and send them to the laboratory for testing to verify the truth."

Pan traders’ seek quashing of ban order

The Madras High Court has ordered notice on a writ petition by a traders’ association seeking to quash a notification of May 2013 and restrain the authorities’ from interfering with the sale of pan masala, gutkha and tobacco products.
Justice T.S. Sivagnanam admitted the petition. The Additional Government Pleader took notice.
The Tamil Nadu Pan Beeda and Zarda Traders’ Association submitted that the Health Secretary had issued a notification of May 23, 2013, under the Food and Safety Standard Act prohibiting manufacture, storage, distribution or sale of gutkha and pan masala and any other food product containing tobacco or nicotine as ingredients.
The organisation submitted that the authorities had not conducted any scientific research to determine whether the products came under the definition of ‘food products.’ While on the one hand, the impugned notification had been issued, on the other, sales tax and VAT were being collected on the first sale in the State. This was nothing but total non-application of mind, said the petition.

Huge Consignment Of Gutka Seized In Mira Rd

Bhayandar : Continuing its crackdown against the illegal trade of banned tobacco products, officers from the Thane unit of the Food & Drug Authority (FDA) in association with the Mira Road police seized a huge consignment of gutkha worth lakhs of rupees from an apartment in the Naya Nagar area of Mira Road late on Friday evening.
A tip-off culminated into a raid at a ground floor apartment in Century Park which led to the recovery of gunny bags stashed with thousands of sachets of gutkha, pan-masala and scented tobacco of various brands. The flat in a posh residential locality was used as a godown to store the banned substance, police said.
The process to ascertain the value of the seized consignment and filing of an FIR under the relevant sections of the IPC and regulations of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011 was on till reports last came in.

Jaundice Scare: Customers Thin Out At Eateries

Eateries seem to be doing so more out of compulsion than option and prefer packaged water if they are not carrying their own bottles, he added. Akash Damble of Soiree Restaurant in Hotel Saket here said earlier they used to receive customers from as far as Jharsuguda and the tables were booked in advance even on weekdays but their business has declined by half since the jaundice outbreak. On November 28 last year, the district administration had convened a meeting of the owners of restaurants and eateries and asked them to follow food safety rules to prevent spread of the disease.
A drive to destroy unhygienic and stale food was also undertaken in the city. Food Safety Officer, Sambalpur Municipal Corporation, Rudra Pratap Mandal said around 30 quintals of unhygienic food have been destroyed in the last one and a half months. The drive would continue till normalcy is restored, he added. As per the report of the Health Department, 2,862 persons have been affected and 21 have succumbed to jaundice in the city.

Gutkha makers move court

More than one-and-a-half years after the Tamil Nadu government banned gutkha products and pan masala, manufacturers of such products have moved the Madras high court against the May 23, 2013 ban order. The court issued notices to the state and central governments. Justice T S Sivagnanam, before whom the writ filed by Tamil Nadu Pan Beeda and Zarda Traders Association came up for admission on Friday, issued notices to the state and central governments, and posted it after three weeks for further hearing.
Pointing out that banning these specific tobacco products alone, while allowing free run for cigaretts, ciagrs and beedis, they said it would amount to discrimination. Also, while no Central legislation has banned the products, states alone could not ban them, they said, adding there is a "repugnancy between two statutes'.
The manufacturers wanted police and food safety department officials to stop interfering with their business.
109.29cr fine collected from tobacco dealers: The state commercial taxes department has collected 109.29 crore as fine for evasion of payment of sales tax on tobacco products. On Tuesday, based on action initiated against evading dealers in Coimbatore division,
a fine of 41.29 lakh was collected from tobacco dealers for tax evasion in Coimbatore for selling tobacco products without proper invoices and keeping stocks in unregistered godown. In Chennai, one enforcement division recovered tax and penalty of 29 lakh and another 13 lakh. On January 25, a passenger bus has been seized with contraband cigarettes and Rs10 lakh collected as tax and penalty.

MC fails to check violations of Food Safety Act

Jammu, January 30The inspection by officials of the Jammu Municipal Corporation (JMC) to check the violation of the Food Safety Act-2006 has been reduced to just a photo opportunity for the officials, as not much has changed when it comes to serving quality food to the people in the city by food stalls.
Officials said keeping in view the health aspect, the Municipal Corporation was organising awareness camps at different markets to urge people associated with the food business to maintain cleanness, but no strict action had been taken against the violators.
“Not much has changed on ground. Space used for cleaning utensils and preparation of food is not under scanner. Even the drinking water served is not safe,” said an official.
People who come under direct contact with food have to demonstrate “fitness for work” certificate following concern shown by the many NGOs and government agencies that people are getting low quality and unhygienic food in the city.
The Health Officer said it had already been decided to put a ban on the issuance or renewal of the licence without production of the fitness certificate to ensure that the these food sellers, regardless of the safety precautions they take at work, undergo a mandatory medical examination for ratifying their physical fitness in order to pursue their trade.

Health ministry reviews deadlock over product approval ; solution soon

Union health minister J P Nadda has said that the government is working towards streamlining the process for a time-bound system for product approval. He stated this while holding a review meeting on product approval at the health ministry recently.
Product approval has been a major issue that FSSAI (Food Safety and Standards Authority of India) is faced with as piles of product approval applications from both domestic manufacturers as well as food importers are awaiting clearance from the apex food authority.
The issue has assumed alarming proportions as apart from making domestic manufacturers run from pillar to post for getting their products approved, denial of approval has resulted in withholding of imported products worth crores of rupees at various ports and airports in the country for the past several months. Not only that, cases are being fought in various courts of law in this regard.
In view of this, Nadda informed the meeting, "This will not only clear the approval of several pending proposals for food products but will also give much-needed push to the domestic food processing industry, while not compromising on quality and safety of food products."
Impact of litigations
According to sources, the meeting extensively discussed issues related to product approval that have cropped up following several litigations currently underway in various courts. Also the Supreme Court had asked the government to constitute a committee to review the product approval system.
While the above-mentioned meeting was held on January 20, 2015, an earlier meeting was held on January 13, 2015. The highlight of the January 20 meeting was discussion on Section 22 of the FSS Act related to product approval.
Battle of two ministries
Meanwhile, the ministry of food processing industries was supposed to file its representation on the issue before the apex court. It is pertinent to mention here that the issue of product approval remained a bone of contention between ministries of health and food processing industries, so much so that, the issue was raised before the prime minister.
In this regard, in August 2014, a meeting was held between senior officials of the two ministries headed by the principal secretary to PM and it was decided that product approval for proprietary food using approved additives and ingredients should be discontinued.Yet no action was taken.
Thrashing out issues
According to the health minister, in order to ensure quality and safety of food products, various issues pertaining to regulations under the FSSA Act, 2006, were discussed at the meeting, including the mechanism for ‘product approval.’
The review meeting was held with stakeholders under the mandate of the Food Safety and Standards Act, 2006, to ensure that food that was consumed was safe, healthy and wholesome, and the manufacturing process adhered to standards and procedures.
Present at the meeting were stakeholders from the food processing industries; secretary, department of industrial policy and promotion; secretary, department of food processing; chairman & CEO, Food Safety and Standards Authority of India (FSSAI); and officials of the department of health and family welfare.

Top Questions on Food Safety Answered by FoodSafetyHelpline

Queries from Food Safety Discussion Forums
FoodSafetyHelpline experts replied to the recent queries:
Q. I am planning to setup food cold storage warehouse of each 200 MT at three different states. Whether I have to take state license or central license? Pl clarify.
A. The criteria of licensing/registration for a Cold Storage Unit should be based on the turnover rather than the storage capacity (MT).
For Registration: You need to obtain a Registration Certificate, if your annual turnover is upto Rs. 12 lakhs.
For State Licensing: You need to obtain a license under the State Licensing Authority, if your annual turnover is more than Rs. 12 lakhs and upto Rs. 30 Crores.
For Central Licensing: You need to obtain a license under the Central Licensing Authority, if your annual turnover is more than Rs. 30 Crores.
If you have multiple units in more than one state then you have to obtain a state/central license for each of the food business unit as per the criteria discussed above Plus a Central License for your Head Office.

Q. Do I create a batch number for each of my products or do I have to buy batch numbers? How does the whole ‘Batch Number’ issue work? Where do I get it?
A. As per FSS (Packaging & Labelling) Regulations, 2011, a ‘Batch No’ means any number either in numerals or in alphabets or in the combination of both by which the food can be traced in manufacture and identified in distribution. You have to decide as how you would like to use it on the label. It will be easy to track & distinguish among the products if each product has different identification ‘Batch No’.

Q. We have closed down our Restaurant and now want to surrender the FSSAI license. Kindly confirm the procedure.
A. If you have obtained a license through an online procedure for licensing then you can surrender your license through the online procedure only. Please check this link for more details:
http://foodlicensing.fssai.gov.in/pdf/FLRS_Ver_2.1_UserReferenceManualforFBO.pdf
If you have obtained your license offline (Manual process) then you have to approach the respective district/state/central licensing food authority from where you have been issued a license.

Q. I am a manufacturer of Bakery Products, Jam Sauces, below 1 MT and exporting the products to other countries also I am distributing to the local dealers, so please suggest me whether to go for state license for central license?
A. As per the criteria of licensing & registration, if your production capacity is more than 100kg/ Itr and upto 2 MT /day, then you are eligible for the State License under Food Safety & Standards Act, 2006. If you have multiple units with the same production capacity in more than one state then you have to apply for the separate licenses for separate manufacturing units plus a Central License for your Head Office. You have to comply with the Indian Regulations on Food Products & Standards.
For Export: You need to apply for the food license for exports from the Central Licensing Authority.

Understanding iso22000 and haccp in food safety

ISO 22000 is a generic Food Safety management system standard. It defines a set of general food safety requirements that apply to all organizations in the Food chain. If your organization is part of the food chain, ISO 22000 wants you to establish a Food safety management system. It then wants you to use this system to ensure that food products do not cause adverse human health effects. ISO 22000 is designed to be used for certification (registration) purposes. In other words, once you've established a FSMS that meets ISO's requirements, you can ask a registrar to audit your system. If your registrar agrees that you've met the ISO 22000 requirements, it will issue an official certificate that states that your FSMS meets the ISO 22000 food safety requirements. However, you don't have to be certified (registered). ISO does not require certification (registration). You can be in compliance without being formally registered by an accredited auditor. You can self assess your system and simply declare to the world that your FSMS complies with ISO 22000 (if it does). Of course, your customers and business partners are more likely to believe that you have an effective FSMS if an independent auditor says so.
WHO SHOULD USE ISO 22000?
Since ISO 22000 is a generic food safety management standard, it can be used by any organization directly or indirectly involved in the food chain. It applies to all organizations in the food chain. It doesn't matter how complex the organization is or what size it is, ISO 22000 can help ensure the safety of its food products. The food chain consists of the entire sequence of stages and operations involved in the creation and consumption of food products. This includes every step from initial production to final consumption. More precisely, it includes the production, processing, distribution, storage, and handling of all food and food ingredients. The food chain also includes organizations that do not directly handle food. These include organizations that produce feed for
animals that produce food and for animals that will be used as food. It also includes organizations that produce materials that will eventually come into contact with food or food ingredients.
ISO 22000 can be used by:
" Primary producers
" Farms
" Ranches
" Fisheries
" Dairies
"Processors
" Fish processors
" Meat processors
" Poultry processors
"Feed processors
"Manufacturers
"Soup manufacturers
"Snack manufacturers
"Bread manufacturers
"Cereal manufacturers
" Dressing manufacturers
" Beverage manufacturers
" Seasoning manufacturers
" Packaging manufacturers
" Frozen food manufacturers
" Canned food manufacturers
" Confectionery manufacturers
" Dietary supplement manufacturers
" Food service providers
" Grocery stores
" Restaurants
" Cafeterias
" Hospitals
" Hotels
" Resorts
" Airlines
" Cruise ships
" Seniors lodges
" Nursing homes
" Other service providers
" Storage service providers
" Catering service providers
" Logistics service providers
" Transportation service providers
"Distribution service providers
" Sanitation service providers
" Cleaning service providers
" Product suppliers
" Suppliers of tools
" Suppliers of utensils
" Suppliers of equipment
" Suppliers of additives
" Suppliers of ingredients
" Suppliers of raw materials
" Suppliers of cleaning agents
" Suppliers of sanitizing agents
" Suppliers of packaging materials
" Suppliers of other food contact materials
Of course, the previous catalogue does not exhaust the list of organizations that could benefit from the use of this standard.
ISO 22000 applies to all organizations directly or indirectly involved in the food chain, not just the ones listed here.
ISO 22000 OBJECTIVES
ISO 22000 will help you to achieve the following objectives:
" To establish a food safety management system (FSMS).
" To plan and implement a FSMS for your organization.
" To operate and maintain your organization's FSMS.
" To update and improve your organization's FSMS.
" To ensure that products do not cause adverse health effects.
" To demonstrate compliance with external safety requirements.
" To demonstrate compliance with legal safety requirements.
" To demonstrate compliance with regulatory requirements.
" To demonstrate compliance with statutory requirements.
" To demonstrate compliance with customer requirements.
" To evaluate your customers' food safety requirements.
" To provide safe products and enhance customer satisfaction.
" To export food products and penetrate international markets.
" To communicate safety issues throughout the food chain.
" To communicate with your organization's customers.
" To communicate with your organization's suppliers.
" To communicate with other relevant interested parties.
" To ensure that you comply with your food safety policy.
" To demonstrate compliance to all interested parties.
ISO 22000 uses roughly the same basic structure as the ISO 9001 quality management standard. This should make it a bit easier for ISO 9001 certified organizations to pursue ISO 22000 certification.
ISO 22000 AND HACCP
ISO 22000 uses HACCP. HACCP stands for Hazard Analysis and Critical Control Point. It was developed by the codex Alimentarius commission.
HACCP is a methodology and a management system. It is used to identify, prevent, and control food safety hazards. HACCP management systems apply the following methodology:
1. Conduct a Food safety hazarad analysis..
2. Identify your critical control points..
3. Establish critical limits for each critical control point.
4. Develop procedures to monitor critical control points.
5. Design corrective actions to handle critical limit violations.
6. Create a Food safety record keeping system.
7. Validate and verify your system.
This methodology is used to develop an HACCP plan. An HACCP
plan is a document that describes how an organization plans to
manage and control its food safety hazards. An HACCP plan
contains at least the following information:
1. Critical control points (CCPs)
2. Hazards that will be controlled at each CCP
3. Control measures that will be used at each CCP
4. Critical limits that will be applied at each CCP
5. Procedures that will be used to monitor CCPs
6. Actions that will be taken when limits are violated
ISO 22000 shows organizations how to combine the HACCP Plan with prerequisite programs (or programmes) and operational prerequisite programs into a single integrated food safety management strategy. Prerequisite Programs are the conditions that must be established throughout the Food chain and the activities and practices that must be performed in order to establish and maintain a hygienic environment. PRPs must be suitable and be capable of providing food that is safe for human consumption. PRPs are also referred to as good hygienic practices, good agricultural practices, good production practices, good manufacturing practices, good distribution practices, and good trading practices. Operational Prerequisite are prerequisite programs (PRPs) that are essential. They are essential because a hazard analysis has shown that they are necessary in order to control specific food safety hazards. OPRPs are used to reduce the likelihood that products will be exposed to hazards, that they will be contaminated, and that hazards.
will proliferate. OPRPs are also used to reduce the likelihood that theprocessing environment will be exposed to hazards.

Food Safety Officers raid fish stalls

Food Safety Officers on Thursday raided fish stalls in the city following complaints over the quality of fishes being sold.
A team led by Designated Officer of Tamil Nadu Food Safety and Drug Administration Department (Food Safety Wing), R. Kathiravan and comprising Food Safety Officers K. Chandran, M. Venkatesh, S.R. Gerald and R. Govindarajan inspected all three fish stalls on 100 Feet Road.
In the first instance at a fish stall, fishes were displayed in the open and the stocks were kept in boxes filled with blocks of ice. The rotten fishes, instead of being disposed of, were kept adjacent to the main stocks. There was no demarcation of different types of fishes and no running water to clean them before selling.
“We will issue notice to the shop directing it to rectify the deficiencies in three weeks. The rotten fish stocks were seized and destroyed,” Mr. Kathiravan said.
The second fish stall was found to conform to most of the norms. The officials directed them to rectify the other few problems found. The third stall operated near Powerhouse by Tamil Nadu Fisheries Development Corporation was the only one to conform to all norms. Such raids on fish stalls would continue, Mr. Kathiravan said.

Lov Verma is interim FSSAI chief; Dave back to APEDA

With the government holding consultations for a comprehensive review of the Food Safety and Standards Act, 2006, and the deadline for obtaining licence or securing registration by food business operators (FBOs) under the Food Safety and Standards (Licensing and Registration of Food Business) Regulations, 2011,round the corner, top level churning has begun at the Food Safety and Standards Authority of India (FSSAI).
K Chandramouli has relinquished the post of chairman of FSSAI while advisor Sanjay Dave has moved to parent organisation department of trade and commerce. Interestingly, the apex food authority’s CEO Y S Malik is also relatively new. He took office just three months ago.
With Chandramouli stepping down following his term coming to an end, senior IAS officer Lov Verma has been given additional charge of chairperson, FSSAI.
Verma, a 1978 batch IAS officer of Uttar Pradesh cadre, is currently serving the Union health ministry as secretary, department of health and family welfare.
According to an order released by department of personnel & training (DoPT), on January 23, consequent upon relinquishment of charge of the post of chairperson of FSSAI, with effect from Jan 23 by K Chandramouli former secretary, health, and IAS officer of UP cadre, the competent authority has approved the assignment of additional charge of chairperson, FSSAI, to Lov Verma for a period of three months with immediate effect.
Chandramouli joined FSSAI as chairman on Jan 27, 2012. Verma would be there till April and he would be leading the Authority in its most important task of comprehensive review after which a bill would be created to upgrade the existing FSS Act of 2006.
However, there are chances of him being given complete charge of FSSAI after April this year as he is 59-year-old and due for superannuation.
Meanwhile, Sanjay Dave who spearheaded the task of harmonisation of Indian standards with Codex international norms and was advisor to FSSAI, has just concluded his stint with the apex food body and moved back to department of commerce where he will be joining APEDA (Agricultural and Processed Food Products Export Development Authority).
Upon his going to APEDA, the charge of enforcement and surveillance has once again come to Bimal Kumar Dubey who is also handling food imports.
Apart from these developments, according to sources, in few months from now, many other senior director level officers’ tenure with FSSAI is coming to an end. By April and June, at least three more officials’ tenure will end. There may be large-scale rejig wherein a totally new team might emerge else all the officials concerned could be given extension.
The industry, meanwhile, wants a stable and friendly authority which would pay heed to their concerns. Some of the industry players remained cautious while waiting before the new dispensation takes shape.
