Food safety wing's lone lab lying defunct
PATNA: The only lab of state food safety wing of health department in Gulzarbagh area is lying defunct. The wing itself is suffering from acute shortage of manpower.
The lab at Gulzarbagh became non-functional after the food analyst retired two years back. The lab did not have the specialist to check the presence of micro-bacteria, if any, in the samples. The food items seized by food safety officials are now sent to Mines Area Development Authority Lab, Dhanbad which charges Rs 200 per sample. Some four months back, the services of a private lab in Kolkata were pressed into service and the department pays Rs 1000 for each sample. The Kolkata lab is accredited by National Accreditation Board for Testing and Calibration (NABL).
According to officials, every food safety inspector has a target of collecting 12 samples per month. The officials, who did not wish to be quoted, admitted that the entire process was cumbersome and, on many an occasion, even the test reports are delayed. Also, spending Rs 1000 per sample is a huge burden.
But the department has lofty plans in the pipeline. It has approved the proposals to set up one lab at every divisional headquarters and a well-equipped super lab in the state capital. The lab at division level is proposed to have 10 staff members including food analysts, technicians and assistants. The super lab will have food analysts who test any adulteration for chemicals, while another specialist will look into bacteria and other harmful microbes. It will be headed by a director. The ball is now in the finance department's court. At present, there are only 14 food safety inspectors against a sanctioned strength of 30. They are expected to look after all the 38 districts of the state. There are nine designated food safety officers who are expected to keep tab on adulteration in all the divisions. "The existing manpower is definitely not enough in implementing the objectives of Food Safety and Standards Act, 2006. So, we have proposed to create new posts in all the ranks," said Sanjay Kumar, state food safety commissioner. The proposal is to create posts of one food safety officer (FSO) at block level and one FSO per one lakh population at town level. Also, two posts of joint commissioners are proposed to be created at the state headquarters to look into legal and enforcement aspects. The food safety officials claim the new set-up will be in place in about a year's time.
Gutka worth Rs 1.16 crore seized in 2013
PUNE: The Food and Drug Administration (FDA) officials have seized gutka worth Rs 1.16 crore in Pune district during 2013. The officials also filed 94 criminal cases in courts for violation of various norms of Food Safety and Standards Act 2006.
The ban on gutka came into force from July 2012. Since then, the FDA officials have seized gutka worth Rs 2.67 crore in Pune district. "We have confiscated gutka worth over Rs 1.16 crore from the Pune city, Pimpri Chinchwad and rural parts of Pune between January 1 and December 31. The maximum amount was confiscated from Pune city. We have started analyzing the area-wise distribution of gutka seized. We would soon come up with a detailed report," said Shashikant Kekare, joint commissioner (food), FDA, Pune. The modus operandi used in selling gutka surreptitiously kept changing over the period. "We have to constantly keep the index of suspicion sharp to foil the bid and nab the offenders," Kakare added.
The officials have lodged 103 FIR at different police stations in Pune district against erring individuals during this period.
"One of the ingenious methods of selling gutka, that emerged following the ban in 2013, was 'supari mix'. The main ingredients in gutka are supari (betelnut) and 'jarda' (flavoured tobacco). These are being sold in separate pouches as 'supari mix', which, when mixed together becomes gutka," Dilip Sangat, assistant commissioner (food), FDA, Pune.
The Maharashtra government had extended the ban on the sale of gutka and paan masala by another year on July 20, 2013. The ban is not just limited to gutka and paan masala, but now also covers scented areca nuts, scented tobacco and all other contents that, if put together, make gutka or paan masala. The FDA officials have also asked civic officials to be vigilant and inspect vehicles for inter-state trafficking of gutka and paan masala.
Wal-Mart adds DNA tests in China after donkey-meat recall
Wal-Mart withdrew all products from vendor Dezhou Fujude Food Co, after fox DNA was identified in samples
New York: Wal-Mart Stores Inc. said it’s adding DNA tests of meat it sells in China after recalling donkey products from a local supplier that authorities said contained fox DNA.
Wal-Mart withdrew all products from vendor Dezhou Fujude Food Company Ltd, after fox DNA was identified in samples, the retailer said on Friday in a statement. Yucheng, China authorities put Dezhou Fujude officials in criminal detention, and Wal-Mart is considering legal action, according to the statement.
Wal-Mart said it’s offering compensation to customers and that the testing it’s adding goes beyond what is legally required in China. The world’s largest retailer had previously increased safety measures after contamination and mis-labeling incidents, including a 2012 citation by regulators for selling sesame oil and squid with hazardous levels of chemicals.
“Walmart will spare no effort in fulfilling its obligations as a retailer and in working with government authorities in their investigation,” Greg Foran, the company’s China president, said in the statement on Friday. “Walmart commits to further enhance sample testing in the future.”
Calls to the publicity department of Yucheng police bureau seeking comment went unanswered. An official at Fujude’s general office who asked not to be identified declined to comment.
Last year, Wal-Mart said it would invest 100 million yuan ($16.5 million) over three years to upgrade food safety in China by adding a mobile food-inspection program and increasing supplier training.

To a large extent Food Safety and
Standards Authority of India (FSSAI) has created a level playing field
among stakeholders of the industry, which is waiting to see the
authority to build strength, regulate the market and streamline and
accelerate the process of product approvals to that the local
nutraceuticals industry can become a leading player in the global
market.
The Indian Parliament passed Food Safety and Standard Act in 2006 (FSSA), to integrate and streamline the many regulations covering nutraceuticals, functional foods and dietary supplements, as the industry has been facing issues such as multiple food laws, varied standards that are restricting innovation, limited manpower, poor labs and infrastructure, rigid standards, non-responsive to scientific advancements and modernisation and poor level of consumer interface. Food Safety and Standard Act of 2006 will ensure improved quality of food for the consumers and censure misleading claims and advertisement by those in food business.

The Food Safety and Standards Act 2006, which came into effect from August 5, 2011, five years after it was passed in
Parliament, subsumes eight different Central Acts. It will ensure prevention of fraudulent, deceptive or unfair trade practices, which may mislead or harm the consumer, and unsafe, contaminated or sub-standard food.
An authority – The Food Safety and Standards Authority of India (FSSAI) – was established in 2008 under the overarching legislation to implement the Act, which will lay down science-based standards for food items and regulate their manufacture, storage, distribution, sale and import to ensure availability of safe and wholesome food for human consumption.

Immediately after
announcing the opening of FSSAI, the first Chief Executive Officer, V N
Gaur, said, “the Food Safety and Standards Authority will broadly frame
regulations to lay down the standards and guidelines for food items and
specify an appropriate system of enforcing various standards. It will
specify mechanisms for accreditation of certified bodies engaged in
certification of food safety management system for food businesses, and
procedures for accreditation of laboratories.”
As rightly pointed out
by Sanjay Dave, Chairperson, Codex Alimentarius Commission, The Food
Safety and Standards Authority of India was established as a single
reference point for all stake holders of the industry to help achieve
high degree of consumer
confidence; to work as an effective and transparent regulatory framework; to provide adequate information to consumers for informed choice; to help in decentralisation of licensing; to provide integrated response to novel/ genetically modified foods, trade, etc. and also to help in speedy disposal of cases.

In the last two years of
existence, the FSSAI has constituted apex scientific committees to
provide scientific opinion to the authority on wide range of subjects
that are within the mandate of the authority. The Scientific Panels on
Functional Foods, Food Additives, Method of Sampling and Analysis,
Biological Hazards, Contaminants in Food, Pesticides and Antibiotic
Residues, Genetically Modified Organisms and Food and Labelling,
claims/advertisements have been formed. It has also begun the exercise
of harmonising the standards for the various food items.
As required under the Act, 22 States and Union
Territories have Food Commissioners in place, while seven are to follow.
All the states have operationalised the FSS (Licensing and Registration
of Food businesses) Regulations, 2011. About 2,77,801 licences and
8,60,119 registrations have been issued by the state governments as of
March 2013. At the Central level, 9,348 licences have been issued till
March 11, 2013.
Making a new beginning
The FSSAI has taken many initiatives for fixing standards of food articles. These initiatives from the government received mixed responses from different stakeholders of the industry.

never been known to question a product’s efficacy in the past. Given
this scenario, it is really heartening to note that at last there is a
regulatory system in place at the Government of India level to protect
their interest. The consumer will now be ensured of quality and science
based products and dubious products will be weeded out. Substandard
products will leave the market and it will leave a positive impact on
the industry.”
“The new system is a blessing for all stake holders. And it definitely helps the industry,” said Reddy and added, “First and foremost, it brings accountability into the system, both at industry level as well as at the consumer level. Secondly, it helps in bringing quality products at competitive prices to the end consumer. The regulatory body will also be a huge support in terms of spreading awareness on the benefits of disease specific nutritional products. By and large, it helps in the growth of the industry and the need of the hour has been met with this controlling authority.”
Chairman and Managing Director of Avesthagen, Dr Villoo Morawala-Patell, said, “We have a good policy. The new Act will help the industry but it needs to be implemented and followed. We will deliver good and well priced quality products to the public.”

| Initiatives of FSSAI for fixing of standards of food articles |
| 1. Draft standards for caffeinated beverages have been formulated and are under notification for seeking public comments. 2. Draft notification for fixation of limit of trans fatty acid in partially hydrogenated vegetable oil, has been notified for seeking public comments. 3. Draft notification for fixing standards for antibiotics in Honey, has been notified for seeking public comments. 4. Draft standards for olive oil have been notified for seeking public comments. 5. Regulations of alcoholic drink – alcoholic drink has been defined as food under Food Safety and Standards Act 2006 and the process of framing standards and regulation thereof has begun. After following the prescribed process of standards setting, the same would be brought to the food authority for discussion. 6. Draft regulations of imported food safety have been framed. |
Sharing his views, Dr Dilip Ghosh, Director at
Nutriconnect, Sydney, Australia, says, “It was a very bold and
much-needed framework for both Indian industries as well as global
companies, who are in the process of entering Indian market. But due to
legacy of bureaucratic system, it is still uncertain about the final
outcome of this regulatory framework. I am looking with great interest
how SMEs are responding to these changes. Still effective patent
protection of innovative clinically proven natural medicines/
nutraceuticals is a big problem in India.”
The most important
trend in the food safety standards is that it takes a holistic view of
the problem and comes out with solutions, which are acceptable to the
industry. “The FSSAI standards are very helpful to the industry as it
gives insight to the fine points, which normally are overlooked by the
industry and create problems. The regulatory system needs more effective
implementation by government, who must train their staff on regular
basis as there is a dynamic process of novel products coming into the
market and consumers are not fully aware of the benefits. The government
has to intervene to protect the consumer from fly-by-night operators,”
said Kumar Bhatia, Adviser, Ministry of Food Processing Industries and
former Managing Director, National Seeds Corporation.
“Implementation of FSSAI Act is welcome for our growth and top up with
our quality and access in international clients and markets. This new
regulation perhaps may be the ideal one where it provides a wide
spectrum of regulatory clarity making approval process stronger. Thus
providing confidence among global consumers where there is a clear
distinction on use of ingredients –between drug and food use – unlike
other softer approval process in some of the leading countries,” points
out Dr Baidyanath Mishra, Vice-President, Product Development,
Regulatory and Medical Affairs, Katra Phytochem.
Need to address more concerns
By
defining the nutraceuticals, functional foods and novel foods
categories FSSA has given the much needed structure required to develop
this emerging segment. Reacting to the changes in regulatory set up,
Frost & Sullivan said, "The food industry sees the FSSA as a mixed
blessing. This would enable the companies in this segment to clearly
differentiate themselves from 'poser' products. As a result, not only
the companies benefit but the consumer is also able to make an informed
choice. However, the authority is yet to clarify on overlaps among the
definitions leading to potential confusion. Until this area is clearer,
the companies may find it difficult to adapt the new practices
ultimately increasing the time to market new products."
While,
features such as single window for licences and special courts to settle
disputes have been welcomed, Frost & Sullivan further said, "The
industry is still worried about the FSSA due to various concerns. For
example, the food safety administration is understaffed and 250
(approximate) food sample testing labs that currently exist in India are
insufficient. Only increase in number of testing labs and staff will
help to enforce the upcoming regulation. While the government is
planning to launch another 125 (approximate) food testing centres over
the next few years, this represents an opportunity for private players
to enter this space. Also, while companies expect the lead time to
settle litigations and implement their expansion plans to decrease
drastically when the FSSA policies are implemented, the related costs
are unclear. Furthermore, the cost of implementation of new regulations
is most likely to be passed onto the consumer, resulting in increased
food prices."
Making his point, Prof Huub L M Lelieveld,
President, Global Harmonization Initiative (GHI), GHI Association, The
Netherlands, said, "India is a very large country and correct
regulations alone will not achieve the goals of the law. In most
countries inspection is insufficient to prevent malpractices. Therefore,
there must be ample attention to inspection, meaning that knowledgeable
inspectors are needed and these must be educated and trained. This
needs to be stimulated so that there will not just be enough inspectors
in the future, but also that they will have the required capabilities.
This applies equally to all food products, including neutraceuticals."
Says Dr Ghosh of Nutriconnect, "I see a bright future for the Indian
industry, which is involved with food, nutritional, nutraceutical and
natural medicine’s research and development, commercialisation and
marketing areas. There are few grey areas such as food-medicine
interface need to be analysed and regulated properly. The regulatory
scheme of non-prescription drugs is not very clear."
The concept of "nutraceuticals" is still developing in India and
there are no regulations dealing specifically with nutraceuticals or
functional foods. K V Venugopalan, President, Indian Analytical Industry
Association, said, "It is also essential to have specific regulations
as regards to product approval, approval of claims, permitted additives,
quantity of vitamins and minerals etc. for nutraceuticals as it is
necessary to treat this segment as independent and unique entity under
the Food Safety Standard Act 2006. Once these regulations are in place
and implemented properly, it will benefit the consumers to a great
extend as well as the Instrument suppliers as the market opens up for
large scale investments."

Reacting sharply to the developments about the new regulations
on nutraceuticals industry, Dr R K Sanghavi, Chairman - Nutraceutical
Subcommittee, Indian Drug Manufacturers’ Association (IDMA), said,
“Nutraceutical industry will be suffocated to death and Food Business
Operators (FBOs) will churn out useless products (homeopathic
quantities) for business continuation resulting in depriving patients of
real benefits of alternative natural products.”
Airing similar sentiments, Krishna Kumar Joshi, head, Regulatory
Affairs, Foods Division, ITC Ltd, said, "The draft regulation made is
not comprehensive and lacks many aspects such as lack of clarity when a
product is main line food and when supplement; lack of comprehensive
regulation like Dietary Supplement Health And Education Act of 1994
(DSHEA), a 1994 statute of United States Federal legislation, which
defines and regulates dietary supplements, which to a great extent gives
clarity on supplements; Lack of regulation on dietary ingredient; Lack
of the date, which is used to define new dietary ingredient; Labelling
requirement for supplements including any disclaimers; Some given
claims, which can be made based on the ingredient e.g. calcium
osteoporosis, Psyllium husk - cholestoerl management as US DSHEA/ Food
and Drug Administration (FDA) allows. However, there is a guideline or
regulation for food for special dietary uses (FSDU)/
Nutraceuticals/Functional food is under review stage at FSSAI scientific
panel."
Looking pragmatically at the opportunities and challenges, Sandeep
Gupta, Vice-Chairman, Nutraceutical Sub-Committee, Indian Drug
Manufacturers' Association, pointed out that the industry bodies and
government to form a platform to have common consensus in order to
prevent and repair damages rather evolves ideas to build the strength of
this sector.
Gupta further said, "We need to take up positive initiatives and
quick actions to foster nation’s objective to arrest further
malnutrition, under nutrition and meeting adequate/ appropriate
nutrition through awareness of nutrition through various routes and
facilitate good health together for better tomorrow and rise up on to
the global map. Food industry is one such platform and medium, which
would help attain such status. Earlier the better we come together
before these ambiguous regulations/ governance turns up to just debate
and then finally into legal battle which will affect our people’s
health. We need to create positive actions to move forward."
Echoing similar thoughts, Dr Ghosh of Nutriconnect said, "FSSAI needs
to take steps for introduction of industry self-regulation and joint
regulation with industry bodies besides providing better intellectual
property protection and introduction of commercial incentive to
innovative companies, who are investing money for product development
and human trial."
"The new system can benefit the nutraceutical
industry if the government brings in separate rules for proprietary
foods, nutraceuticals, etc.; appoint panellists, who have worked in
nutraceutical industry for 5-10 years and handled products (sales &
marketing - not mere R&D, research) and medical doctors, especially
with nutra background, who should be a guiding force rather than
government officials associated with research, analysis etc of foods,"
Dr Sanghavi added.
Dr Baidyanath Mishra said, "FSSAI would work towards providing
cut-edging technology in processing, provide a clear cut traceability
mechanism, proper implementation of food safety management system in
every premises, consumer friendly promotions with proved claims,
encourage the clinical trial proven health beneficial or disease
reduction claims, and most crucial is to provide best of the best
products within reach of common people."
Sharing her comments Neeraja Shetty, Director and President, Strategy
and Business Development, Sami Labs, said, "The new reforms and
regulations will bring in a sense of clarity in the regulatory
guidelines, the lack of which had given rise to various spurious
products in the market, poor in quality, unscientific in claims and no
safety data. The 12th plan was initially scheduled to sanction Rs 5,000
crore to strengthen FSSAI. However, the authority received Rs 2,350
crore, which will definitely create a deficit and hamper and delay
FSSAI’s plans of improving infrastructure, staffing and setting up new
testing labs."
Despite shortfall in the budget, to a large
extent FSSAI has created a level playing field among stakeholders of the
industry, which is waiting to see the authority to build strength,
regulate the market and streamline and accelerate the process of product
approvals to that the local nutraceuticals industry can become a
leading player in the global market.
The government should
offer incentives to the industry like tax and excise holidays. This will
encourage more and more Indian companies to set up nutraceutical
industries. “Government can also help domestic entrepreneurs through
identifying and setting up channels for exports. Infrastructure for
research, forming industrial layouts for nutraceutical units etc., can
go a long way in further catapulting the growth of this sector in India,
“added V S Reddy of British Biologicals.
"I see a very significant attention to nutrition and the involvement
of many nutritionists in the process of developing the regulations and
standards. The Indian government clearly do not only address safety
(which is the focus of e.g. the EU, USA, Japan, Korea, etc.) but also
pay, rightfully, much attention to nutrition. The health of the
consumers and particularly children is at least equally influenced by
sufficient intake of essential nutrients as by contamination of food by
harmful substances and microbes," concludes Prof Huub L M Lelieveld,
President of Global Harmonization Initiative (GHI).
| Regulatory Challenges |
| 1. Lack of establish
rules & regulations for nutraceutical products, current governance
have no clarity of operating segment in Healthcare sector under Section
22 (Proprietary Food). 2. Ingredient standardisation will help create good standards and safety control rather asking for Product Approval which is making chaos and delaying execution of rules and regulations affecting the whole food industry. 3. Exorbitant application fees for approval, no rationalisation which is unpractical affair this percolates down and impact the operational economy especially for Micro and Small companies. 4. Referral of product for Scientific Committee assessment (with additional equal fees paid extra) for simple nutraceutical ingredients which are already in market overseas, even in India since years and having ample documentation on net. This system not forming specific rules under section 22 by itself will defeat the purpose for process. FBOs, inclusive of all streams, need final rules to comply will lead to challenges for both the government and industry. 5. Site approval ‘dependant’ on Product Approval. 6. Exorbitant repeated cost incurred by the FBOs travelling to Central Office for application filings. Lack of State/Zonal interface for PA applications. 7. Variable advisories without established rules causing phenomenal confusions and uncertainties - resulting filing or re-filing of the dossier already with duplication of fees. 8. New Business Opportunities/New Entrants/Innovation has become standstill impacting the complete sector under such ambiguous law with no clarity. Segregation of Proprietary Food rules is a must or else would be death of 9. Nutraceuticals sector in India as such we are invisible on the global graph. 9. Product rejection done without scientific reasoning when Section 22 has not been framed. 10 Lack of healthy dialogue with industry bodies to form co-operation by government and industry by understanding practical experiences, difficulties, limitations impacting ultimate to consumers with such uncertainties causing confusion and also considering the situation when future disease risk is very high if not supported with good and right supplements at the right time 11 RDA for nutrients imposed rather than upper tolerable limits which is the global norms to have better control of safety parameters and offer appropriate benefits of supplements in specific conditions/needs of individuals for good health. Early conclusions without evaluation and healthy dialogue will be the loss of good health for Indian Population. |
Selling ‘Ice Creams’ Can Land You In Jail
Many shopkeepers do not know the difference. First we should make them aware of the same
|
Trivandrum: The last
time you ate ice cream was perhaps not ice cream but frozen dessert.
Both are similar but they are totally different though they are often
sold under the same name. By law the manufacturer is protected but the
shopkeepers could be held responsible – and can invite up to six months
in jail. Yes, we time and again get frozen desserts when we ask for ice creams. According to internet sources, frozen dessert has taken over as much as 40% of the ice cream segment in India. We cannot notice the variance easily. Both frozen dessert and ice creams have similar packages. Only when we look carefully do we get to know that frozen dessert is printed on the package –in small print, mostly. The key differences are the ingredients. While ice creams are made of milk and dairy fat, frozen dessert uses vegetable oil. A food safety officer opined that this takeover by frozen desserts is happening probably because it is cheaper to manufacture. According to A K Mini, designated officer at Food Safety and Standards Authority of India, says, “This amounts to ‘misbranding’ and comes under unsafe category in our rule book. It is a prosecution offence and can be punished with 6 months or more in jail. Since the companies do specify ‘frozen dessert’ or ‘ice cream’ on the cover, it is the shopkeepers who will be held responsible for this decoy!” Having said this, Mini opined, “Many shopkeepers do not know the difference. First we should make them aware of the same. Then only action should be taken.” Unfortunately ignorance does not come as an excuse under anyone’s law book. |
This may not be ice-cream!
This reporter checked his luck at an East Fort shop. They gave frozen dessert instead of ice cream. When told them about this anomaly they pleaded ignorance. They said, "We did not know about this. We buy ice creams from this company because it gives us more profit." Another shop at Gandhi Park did the same. When questioned they said, "We knew about this but it is happening everywhere. It is the company's fault. They give this (frozen dessert) as ice-cream." Since both are equally harmful and both taste almost the same, one may ask what difference it really makes. The simple answer is, why not inform the customers? We are expecting milk and we get vegetable oil. Is that fair? |
CFTRI launches Green Milk
Another feather had been added in to
the crown of the Central Food Technological Research (CFTRI), a
constituent laboratory of Council of Scientific and Industrial research,
New Delhi, as it achieves yet another milestone in the world of food
science and technology by developing a new kind of milk, branded as
‘Green Milk’. The milk was developed after a 16 months of research by a
team of eight food scientists. CFTRI has launched green milk at the 7th
International Food Convention (IFCON) held in Mysore, Karnataka
recently.
The milk has been developed from vegetables and leaves
sources like moringa (Nugge Soppu), a soluble protein, leafy oils
(Kheere and Goni leaves), chicory (CH20 inulin), mushroom (Vitamin D2)
and chia/ocimum (Tulsi seed) emulsifier. Though it is called Green milk,
it is actually white in colour and can be mixed with tea and coffee.
The shelf life of this green milk is equal to the normal cow milk and it could be kept in refrigerator for five days. However, the milk should be boiled only once or else it will lose its nutritional values on boiling again. CFTRI is working on developing technology for converting the green milk into milk powder.
The current version of the milk has been named as 1.4 (named after the time taken to produce the milk). CFTRI is keen on bringing this innovative product to the market through its own firm company for which it a proposal to launch its own company to sell the milk has being processed.

BJP threatens State-wide agitation over areca ban
Mangalore: BJP local leader, member and supporters take out a procession
to protest against a proposed ban on arecanut in Mangalore on Thursday
2nd January 2014.
Leaders allege cigarette lobby to be behind the push for prohibition
The Bharatiya Janata Party (BJP) on Thursday threatened to launch a
State-wide agitation if the government failed to prevail upon the Union
government to withdraw “its move to ban areca nut”.
Addressing party workers at a demonstration in front of the office of
the Deputy Commissioner, the party leaders took objection to the State
government withdrawing its impleading petition in favour of areca nut
growers in a case pending before the Supreme Court.
The leaders alleged a cigarette lobby was behind the move to ban areca nut as sales of a cigarette major had been badly hit.
Mangalore MP Nalin Kumar Kateel said a letter written by the Director of
the Union Ministry of Health and Family Welfare to the Director of Food
Safety and Standards Authority of India (on September 6, 2013) made the
impending ban on areca nut clear. The letter referred to said,
“…examine the scientific evidences on the harmful effects of areca nut
with a view to take action to classify areca nut as an injurious
substance and accordingly prohibit its use as ingredient in any food
product…”.
The former Chief Minister D.V. Sadananda Gowda said the State government
withdrew the impleading petition on October 22 through an order. He,
along with K. Pratap Simha Nayak, president of the Dakshina Kannada unit
of the BJP, said the government had also withdrawn the panel of
advocates appointed to argue in favour of areca nut growers.
The case before the court in fact pertained to banning gutkha in which
areca nut was a major ingredient. Mr. Nayak said the impleading petition
argued against ban on areca nut, but did not support gutkha. Mr. Gowda
said the government should explain why it had withdrawn the petition and
the panel of advocates.
‘No written order’
Araga Jnanendra, president, State Farmers’ Morcha of the BJP, said the
Union Minister for Health and Family Welfare Gulam Nabi Azad in
Bangalore on December 27 said the Centre has decided to rethink the
proposed ban on areca nut, but his office has not issued a statement to
this effect in writing.
Mr. Gowda said the economy of Mangalore was dependent on areca nut
cultivation. If areca nut was banned traders would have no business, he
said.
Earlier the party workers took out a procession from Amedkar Circle to the venue of demonstration.
Delay in reconstitution of Spices Board body
Reconstitution of the Director Board of Spices Board of India has been delayed by over a year. As a result, several issues pertaining to marketing and export of spices fail to get due attention, according to industry representatives.
The list of nominees has to be approved by the Union Ministry of Commerce. The ministry is yet to finalise the names of members, a top official of the board said. The official could not make a categorical statement as to when the Director Board, would be reconstituted.
Governing body
The governing body consists of about 30 members nominated from among the members of legislature, State governments, certain Central Government ministries, Planning Commission, plantation sector, spice growers, processors, exporters and specialist organisations in food technology segments. The three-year term of the last board of directors expired in December 2012.
The delay had been posing problems to trade bodies as several key issues were getting sidelined, said Kishore Shamji, an exporter of pepper.
There was a persisting demand to include pepper in the focus product scheme (FPS) of commodities to facilitate optimum benefit to farmers and industry, he said.
There were other issues such as procedures to be adopted by the trade in relation to the new norms brought in by Food Safety and Standards Authority of India (FSSAI).
Spices Board officials, responding to the issues, said pepper was being traded at an all-time high price, a fact which could make the commodity ineligible to be considered in the FPS.
The issue pertaining to mineral oil content in pepper was being considered by FSSAI and not by the board, he said.
They’re squeezing tomato out of your ketchup
New Delhi: “Thoda ketchup try karo/Ketchup hota kaddu bhara/Isme kaddu nahin zara.” Remember these lines from the catchy Wolfarm jingle that first warned Indian consumers about the presence of pumpkin in what we thought till then was the real red stuff ? The pumpkin may not be back but the tomato content in the sauce is going down.
Faced with rising input costs and increased competition from smaller players, FMCG majors such as Hindustan Unilever (HUL) and Nestle are reducing the amount of tomato paste in their ketchups. The quantity of tomato paste in Kissan Fresh Tomato Ketchup made by HUL has gone down from 28% to 22.5%, and in Maggi Rich Tomato Ketchup, made by Nestle India, from 28.1% to 26.7%.
Says Arvind Singhal, chairman of retail consultancy Technopak Advisors, “To stay competitive, quite a few manufacturers are tinkering with either pack sizes or product ingredients without conveying the same to the consumer in a clear manner. This could lead to a backlash and harm the brands once the consumer finds out about it.”
In India’s crowded ketchup and sauce market, pegged at 1,000 crore and growing at around 20% year-on-year, Nestle and HUL are wrestling for the lion’s share, followed by US-based Heinz and other players like Del Monte, Sil, Cremica, Tops and Druk. Tomato paste content in foreign brands like Del Monte (29%) and Heinz (26%), as well as Indian brands like Cremica (34.5%) and Safal (35%), has not come down.
In reply to a questionnaire from TOI, a HUL spokesperson said, “Kissan has changed the formulation of Kissan tomato ketchup to enhance the experience and mouth feel. Kissan now uses 22.5% tomato paste and tomato solids in the formulation of the ketchup.”
TIPPING THE SAUCE
Standard Indian tomato ketchup comprises ripe tomatoes with more than 25% by weight of soluble solids
Kissan has now reduced the quantity of tomato paste and tomato solids in its fresh tomato ketchup from 28% to 22.5%
Maggi’s Ketchup had scaled down tomato paste from 28.1% to 26.7%
India’s ketchup and sauce market is worth nearly 1,000 crore, with Nestle and HUL wrestling for the lion’s share ‘New recipe for better product’
Swiss multinational food and beverages major Nestle had a similar point to make. “Maggi constantly renovates its products to further enhance the sensory profile and quality in line with consumer expectations. The recipe change of our tomato ketchup was driven by the desire to provide the consumers with an even better and superior product,” a Nestle spokesperson said.
According to the Indian standard specification for tomato ketchup, it should be prepared from sound and ripe tomatoes with more than 25% by weight of soluble solids. The American standard breaks down tomato ketchup into three grades — fancy (33% total solids), extra standard (29% total solids) and standard (25% total solids). Usually, total solids are higher than the tomato paste percentage.
“If you reduce tomato paste percentage, you cut down on lycopene,” says an industry expert who did not want to be named. Lycopene, found in tomatoes, is the age-defying antioxidant that guards against everything from cardiovascular disease to prostate cancer.
Tomato products are one of the chief ingredients in readyto-eat or fast food products. As validated by American investor Warren Buffett and Brazil’s richest man Jorge Paulo Lemann's purchase of Heinz for $23 billion earlier this year, the demand for processed tomato products is slated to go up in India as well as globally due to the changing eating habits.

Fox meat makes an ass of Wal-Mart's China donkey product
BEIJING: Global retail giant Wal-Mart Stores has recalled a donkey meat product from some Chinese stores after tests found traces of other animals' DNA, the company said today, after authorities said it contained fox meat.
The world's largest retailer will reimburse customers who bought the "Five Spice Donkey Meat' 50 yuan (USD 8.25), a spokeswoman told AFP.
The company would also independently DNA test all of its "high risk' meats in China, a procedure which is not required by retailers under Chinese food laws, the spokeswoman said.
Wal-Mart would also cooperate with food officials in the eastern province of Shandong with their probe into the "adulteration incident', said a statement posted on Sina Weibo, a Chinese Twitter equivalent.
The Shandong Food and Drug Administration had previously said the "Five Spice Donkey Meat' product contained fox.
"We are deeply sorry for this whole affair,' said Wal-Mart's China president and CEO Greg Foran according to the Weibo statement, posted yesterday.
It did not give an explanation for how the contamination happened, but Foran added that the company would increase its focus on "supplier management'.
Donkey meat is not a Chinese staple meat dish, but is commonly consumed as a snack.
China has seen several food safety scares in recent years, including one in which the industrial chemical melamine was added to milk formula in 2008, killing at least six babies and making 300,000 ill.
Wal-Mart plans to open up to 110 new stores in China over the next two years, according to the company's website.
Joshi appeals to PM on rules for food vendors
New Delhi, Jan 3, 2014 DHNS:
Senior Bharatiya Janata Party (BJP) leader Murli Manohar Joshi has urged Prime Minister Manmohan Singh to revisit a decision by his government to enforce compulsory registration of all food business operators after February 4, saying it will inflict “untold hardships” on small retailers and food product manufactures.
“I would like to bring to your kind notice that the provisions of this Act and rules and regulations under it put unreasonable restrictions on doing food business. The licensing provisions, particularly the documentation required to run the business, are so numerous and harsh that a small trader will not survive under them,” he said in a letter to Singh on Thursday.
Joshi, who is also chairman of the Public Accounts Committee, has sought the prime minister’s intervention on the issue after a delegation from the Confederation of All India Traders approached him, expressing their reservations with the government’s decision to make registration of all food business operators compulsory after February 4.
The BJP leader requested Singh to listen to the grievances of the food business operators, who demand that the government should defer enforcement of compulsory registration for “at least one year” and constitute a special task force to make an in-depth study of the Food Safety and Standard Act and its rules. “It is requested that an opportunity of personal hearing may also be granted to the federation to place their views in person before the committee,” Joshi urged.
The implementation has been facing hurdles since the provision was brought in. The Food Safety and Standards Authority of India has so far extended the deadline to obtain licensing and registration for the food business operators twice since 2012. The first deadline to obtain licensing and registration was extended from August 4, 2012, to February 4, 2013. The time frame was against extended to February 4, 2014.
As per the rules, anyone engaged in selling anything edible, including those from roadside tea stalls, dhabas, fruit and vegetable hawkers, grocery shops, milk vendors, canteens, caterers, restaurants, hotels and food processors, must get a licence or register by February 4, 2013, or will be penalised by the food regulator.
“It appears that the technical facilities, laboratories and technical staff required for implementing the above said rules are almost non-existent. It will not be advisable to enforce the rules without having proper infrastructure both scientific and administrative in the field. I do not know whether the number of laboratories, technical manpower and trained administrative staff is available,” Joshi noted in his letter.
Registration and License for Food Business Operators
As reported in the media that in pursuance of the Food Safety and Standards Act, 2006 it is mandatory to obtain a license or registration by all the food business operators on payment of required fees considering their yearly turnover throughout the State within February 4, 2014. However, they have to obtain a NOC from the local municipal co–operators like street vendors, canteens, hotels and restaurants, milk sellers etc. Operating without the required registration or license will attract penalty. We have noticed in and around Guwahati city that a number of roadside eating houses are coming up and we are surprised to see the conditions in which food is prepared without considering the hygienic aspect, in the interest of the general health of the public. We fail to understand why the Food Inspectors of the Health department of the State are not taking action against such establishments. We feel that an enactment of an act will not serve the purpose, unless of course the same is implemented wholly in its real sense. We, therefore, request the officials of the Food Safety Organization, Assam to ensure implementation of the act flawlessly, keeping in mind the general health of the people of the State.
