தம்மம்பட்டி: தம்மம்பட்டியில் உள்ள ஸ்வீட், பேக்கரி கடைகளில், உணவு பாதுகாப்பு துறை அதிகாரிகள் ஆய்வு செய்து, காலாவதி குளிர்பானம், தரமற்ற உணவு பொருட்களை பறிமுதல் செய்தனர்.

Is your food safe? 20% of samples tested in 2015 were adulterated, government says

It looks like the food safety issue is here to stay in India. The problem that first found its ground in the Maggi noodles debacle last year, was soon joined by other ready-to-eat noodles that were dragged into the laboratories for testing. And recently, even our breads and pizza naans have been found to be highly carcinogenic. 
In 2015, over 74,010 food samples were tested, out of which, 14,599 samples (19.72%) failed to meet safety standards and were found to be adulterated and misbranded, Minister of State of Health and Family Welfare, Faggan Singh Kulaste, said in a response to a question in the Lok Sabha.
The Minister's response included comprehensive data of all the food items collected and tested under the Food Safety and Standards Act, 2006 from 2012 to 2015. 
For example, in Maharashtra alone, 6,985 food samples were analysed, and 1,162 of them were found to be adulterated last year, while 1,243 samples of the 11,700 tested in Gujarat failed the tests. 
In 2013, 72,200 food samples were analysed for adulteration, out of which 13,571 or 18% failed the test, the data showed. In 2012, 14% or 10,380 food samples out of the 69,949 tested, failed the standards' test. 
A study by the Centre for Science and Environment said in May this year that 85% of bread and bakery items made in the country, used potassium bromate and potassium iodate, both known carcinogens that have been banned in several countries.
The study revealed that popular brands like Kentucky Fried Chicken (KFC), Subway, Mc Donald's, Slice of Italy, and Domino's used these ingredients in their bread-based recipes. 
However, a quick look into the Food Safety and Standards (Food Product Standards and Additives) Regulations, 2011, showed that restaurants were allowed to use these ingredients in their food, till a permissible extent (50 parts per million). With effect from June 20, the use of Potassium Bromate in bread was banned by the authorities. 
Answering a question about adulteration of milk and milk products, the Minister said that special cell has been created in the Food Safety and Standard Authority of India (FSSAI). 
“The FSSAI has in the month of April, 2016, distributed rapid milk testing equipment [Electronic Milk Adulteration Tester (EMAT) with Milk Analyser] to three States/UTs i.e. Delhi, Uttar Pradesh and UT of Chandigarh on pilot basis.
The Cell is now coordinating with the states to check adulteration of milk and milk products,” the ministry said in a statement.

The Kozhikode Municipal Corporation will set up a permanent facility to conduct inspections on eateries and food processing units in the city, in the wake of large scale irregularities found during inspections carried out by the Health Department recently.
Mayor Thottathil Raveendran told reporters here on Friday that shops that did not have a proper licence would not be allowed to function.
A set of rules had been prescribed for the eateries with regard to preparation and storage of food, which if found neglected would be severely dealt with, he said.
The Corporation’s health wing along with Food Safety officials had conducted inspections in around 160 eateries in the city, of which three have been issued closure notice as they were found to be operating under unhygienic conditions.
Eateries fined
The eateries that had minor problems were issued warning and were fined. The Corporation has collected Rs.21,000 as fine in the last two days. Roadside food vendors are also under the scanner of the Corporation’s health officials.
Mobile units evicted
All the mobile eateries parked along the Kozhikode Beach Road were evicted during Wednesday’s drive. It was noted that most of them were not licensed.
“Thousands of people come to the beach every evening and they have been taking food from these eateries. From the ice and water they use to the fruits and vegetables as well as oil used for frying, everything was unhygienic. This cannot be allowed, with so many contagious diseases spreading,” the Mayor said.
Health standing committee chairman K.V. Baburaj said a special squad would be formed to conduct flash raids on a regular basis.
“Keeping food items open, usage of industrial ice in eateries and parking mobile eateries on the roadside at night will be strictly prohibited. A health card will be made mandatory for employees of all eateries and baking units. They should undergo timely check-up and should be granted leave from duty when they are sick. We cannot allow people with contagious diseases to prepare food that thousands of people eat,” Mr. Baburaj said.

Food firms try to alter Indians’ tastes by using flavours, enhancers in food.
About five per cent of the general population is sensitive to one or more flavouring agents, colours and enhancers.
Hyderabad: The Indian palate is now dominated by food flavours and taste enhancers, according to latest market reports. The market is estimated to be $745 million, and is expected to grow. Colouring agents, flavours, sweeteners, enhancers, emulsifiers and preservatives are seeing a huge demand.
Food expert Vinod Kumar said, “A taste is being developed wherein foods not flavoured with these ingredients do not attract much attention. At the same time, with Codex being set for all the additives, there is a huge code of standardisation which makes it very important for people to only use within those limits. If the limits are in excess, then action will be taken against them.” While the Food Safety and Standards Authority of India has re-designed standards to international standards, it has also ensured that the Indian palate has a variety of flavours to experiment.
Nutritionist Madhu-rima said, “With people opting to eat out at least two times a week, there is a scope for development of these tastes. Enhancers make one eat more than required leading to abdominal obesity and also early onset of non-communicable diseases.” Sweeteners made from corn, high fructose corn syrup, and high-intensity sweeteners have seen a sharp rise thanks to the huge increase in the consumption of packed fruit juices, sharbats, artificial fruit drinks and other beverages.
Dr A. Krishnan, senior consultant, community medicine said, “There is an aggressive marketing technique for these foods and beverages. When children walk into the supermarket with their pa-rents, they are attracted to these products and develop a taste for them after which it becomes a part of their eating habit. Use of preserved and packed-fruit juices and beverages is one of the reasons for rise in obesity levels among school going children.”

NEW DELHI, JULY 22: 
After the Maggi instant noodles controversy that hit the packaged food industry last year, the government has increased the number of scientific panels under the Food Standards and Safety Authority of India (FSSAI) and increased the frequency of their meetings.
In a written reply to a query in the Lok Sabha, the Minister of State for Health and Family Welfare Faggan Singh Kulsate said the government had taken steps to improve regulatory procedures to ensure safe and wholesome foods as well as to improve ‘ease of doing business’. “These include increasing the number of scientific panels under FSSAI and frequency of their meetings, harmonisation of food standards with international standards and laying down more standards,” the Minister said.
He was replying to a query on whether the government was aware that the trust deficit had increased between consumers and packaged food companies and the steps taken to bridge this deficit.
“Government is aware of the concerns of the food processing industries. All steps considered necessary for promoting the interest of consumers through availability of safe and wholesome food and growth of food processing industry are being taken by the government,” he added.
These steps include setting up and upgrading food testing labs and creation of infrastructure like mega food parks and cold chains.

FDA takes illegal fast food stalls to task

Mapusa: Continuing with its raids to clampdown on the selling of illegal and unhygienic food items, the Food and Drugs Administration (FDA) ordered two fast food centres in Mapusa to shut shop and seized masala (spices) packets which were on the sale beyond the expiry period.
FDA conducted a raid near Alankar theatre in Mapusa and seized expired masala packets worth 7,000 and closed two fast food stalls after the owners of the food carts failed to provide the necessary documents to operate the business involving the sale of the food products.
A team of FDA officers, comprising Rajiv Korde, Richard Noronha, Ankita Palyekar, Madhav Kavlakar and others, under the guidance of FDA director Salim Veljee, conducted a surprise raid at Alankar theatre at Mapusa to check the quality of the fast food items.

FDA officials informed that owner of food stall Sitaram Sawant failed to produce licence and was asked to shut down the stall. A few other restaurants operating next to Alankar theatre, Bobby Fresh Food and Chunky Chicken were found using non-permitted food colour. They were issued notices. Expired masala packets worth 27,000 were seized from the Chunky Chicken stall.
Another food stall near the masjid in Mapusa was found operating in unhygienic condition, without Food Safety and Standards Authority of India licence .
FDA officer Korde said that that during the previous raids at Mapusa, FDA had asked the fast food stalls to operate in hygienic condition and display FSSAI licences . Korde also said that many of the food stall owners were found following the guidelines.

Tobacco products banned for 1 more yr

Nagpur: The Maharashtra Food and Drug Administration (FDA) has banned tobacco-based products like gutkha, kharra, pan masala, scented tobacco, and betel nut, whether flavoured, scented or mixed with other ingredients and additives, for one more year. The GR dated July 15, 2016, states that the ban is being implemented from July 20 .
The ban has been imposed for fifth year in a row after 20 organizations and institutions pressurised the Maharashtra government for continuing with the ban and providing fresh data and information on the ill-effects of these products.
"The state government doesn't have the power to ban such 'food products' for more than a year. But even if it is for one year at a time, it is more than welcome. Ban restricts sale, manufacture, distribution and storage of these products which cause diseases like oral sub-mucous fibrosis, oral, oesophageal cancers etc," said Dr Prakash Gupta, president of Action Council against Tobacco Healis — Sekhsaria Institute of Public Health, Navi Mumbai.
In the GR, the Food Safety Commissioner, FDA, Maharashtra, Harshdeep Kamble has cited data released by Government Dental College and Hospital (GDCH) Nagpur, RST Regional Cancer Hospital, Nagpur, along with fresh data as per latest media reports (including TOI report dated May 31 and July 3) to substantiate the ban. GR has also added figures of Tata Memorial Hospital (TMH) and studies on economic burden of tobacco related diseases by the Public Health Foundation of India and the WHO country office in India.
GDCH dean Dr Vinay Hazarey and Regional Cancer Hospital director Dr Pankaj Chowdhary hailed the ban. "Nagpur and Vidarbha are oral cancer capitals of India. It is a very serious issue and should concern every person in the city and region. The state government deserves kudos for banning gutkha from 2012 and kharra from 2013," said Dr Hazarey. "Fresh data from Regional Cancer Hospital, GDCH and 20 other institutions and organizations has once again proved the fact that tobacco kills," said Dr Chowdhary.
Dr BK Sharma, deputy director of Regional Cancer Hospital, said chewing tobacco and its products not only cause OSF and oral cancer but they also lead to diseases like leukoplakia, stomach cancer, metabolic abnormalities, gastrointestinal and respiratory diseases besides affecting the reproductive health.
In 2015, Tata Memorial Hospital recorded out of 30,107, 16,916 patients were found to have tobacco related cancer which is 56.19% of cancer cases reported there

Officials close down 11 snack production units in Kozhikode

Food unit owners asked to sign a 14-point guideline
KOZHIKODE: The flash raids on eateries and snack manufacturing units separately conducted by food safety officials and corporation health department continued on Thursday. The Food Safety and Standards Authority of India (FSSAI) officials conducted surprise inspections at seven snack manufacturing units and have ordered temporary closure of four. They have also served rectification notices on two others.
Kozhikode Municipal Corporation health officials conducted raids on nearly 50 food units including Government Medical College premises and Beach Road. All the roadside eateries along the Beach Road have got closure notice. The searches will continue in coming days. Food safety assistant commissioner P.K. Aleyamma said strict action would be taken against food business units not following safety standards.
“Many of the units where we have conducted raids revealed extreme unhygienic conditions," she told DC. “We have made the food unit owners to sign on a 14-point guideline which they should implement to open their units again.” The corporation health squad conducted raids on nearly 30 hotels and served rectification notice.
On Medical College premises also they conducted raids and ordered the closure of one street food joint near IMCH after officials found gross violations of food safety rules. “We have also ordered the closure of all street side food joints along Beach Road until the corporation council took a further decision,” said its health officer-in-charge M.M. Vijayan. The drinking water supplying tanks and the residential camps of migrant labourers were also checked by the health inspectors of the civic body.
Kerala Consumer Association, which welcomed the move, said corporation health department should involve in the food safety drive more actively. “The FSSAI alone cannot handle the unhygienic practices prevailing in the eateries. The corporation health wing should be more alert and involved in regular inspections,” said its general secretary Salam Vellayil.
Quality examination of water mandatory for eateries
The FSSAI officials have directed all hotels and eateries in the district to hang water test certificates in their respective outlets. Weekly tests on water they use are also mandatory to avoid contamination. Food safety assistant commissioner P.K. Aleyamma said norms of Food Safety and Standards Authority of India require hotels and restaurants and hospital and hostel messes and other establishments supplying food to maintain a register on suppliers of water.
“It is terrible that many eateries are reportedly using contaminated water that can lead to several diseases,” she said. "Recently health department reported the outbreak of diarrhoea in the district and a major factor for it is the dependence on hotel food. Hence we made frequent water quality tests mandator, she added."

Govt forms RC to oversee pesticides on

The government has set up a Registration Committee (RC) under Insecticides Act, 1968 which registers pesticides after considering the data on different parameters like chemistry, bio-efficacy, toxicity, packaging and processing to ensure efficacy and safety to human beings and animals, the Rajya Sabha was informed today. 
In a written reply, Minister of State for Agriculture and Farmers Welfare Sudarshan Bhagat said, ''There are 272 technical pesticides registered under Insecticides Act, 1968 which has been enacted to regulate the import, manufacture, sale, transport, distribution and use of insecticides with a view to prevent risk to human beings or animals and for matters connected therewith.'' If pesticides are used as per approved label claims, they do not cause any hazard to human beings, live-stock among others, he said. 
The Food Safety and Standards Authority of India fixes Maximum Residues Limits of specific crops. No pesticide is registered without fixation of "Maximum Residue Limit" for the crop on which it is intended to be used, Mr Bhagat informed. 
Also, the Central government has started a scheme "Monitoring of Pesticide Residues at National Level" under which samples of food commodities are collected and analysed for the presence of pesticide residues, Mr Bhagat said. Implementation of the Insecticides Act , 1968 is the responsibility of both, Central and State governments. 
The Centre is responsible for registration of insecticides whereas, the state governments are responsible for enforcement of the provisions relating to sale, transport, distribution and use of insecticides. The Central and state governments are jointly responsible for quality control, Mr Bhagat informed.

Random sampling and testing of food products, etc. is undertaken by officials of Food Safety Departments of the respective States/UTs to check compliance of standards laid down under the FSS Act, 2006 and Regulations thereunder. 
In cases, where the food samples are found to be non-conforming to the prescribed standards, recourse is taken to penal provisions under Chapter IX of the FSS Act, 2006. 
As per the information made available by State/UT Governments to the Food Safety and Standards Authority of India (FSSAI), the details of samples collected, tested, found not conforming and action taken during the year 2014-15 are at Annexure.

Avoid junk food, Collector tells students

Collector S. Natarajan addressing a ‘ Food safety awareness programme’ at Syed Ammal Engineering College in Ramanathapuram on Thursday.

Collector S. Natarajan has advised the student community to avoid junk food, aerated drinks with artificial flavours and colours and adulterated food to lead a healthy life.
Addressing a ‘Food safety awareness programme’, organised by District Food Safety Wing of Tamil Nadu Food Safety and Drug Administration Department at Syed Ammal Engineering College here on Thursday, he said the students should have a healthy lifestyle and should be careful in selecting their food items.
While consuming packed or preserved food items, they should check the ingredients, contents, expiry date and markings given by the food safety officials and create awareness of food safety among their families and friends.
Pointing out that the market was flooded with unbranded and low quality chocolates with attractive colours and banned tobacco products containing nicotine, he said these products were pushed into the market, targeting school and college students.
Teachers and parents of the students should keep an eye on the sale of these products, if any, near schools and colleges and bring it to the notice of police and food safety officials. Consumers had the right to examine all the products they bought, he said.
Licence necessary
All those who engaged in the sale of food products should obtain licence under the Food Safety and Standards Act by August 4 and consumers had the responsibility to check whether the shops and hotels obtained licence while purchasing food items from them, the Collector said.
Dr. Jagadish Chandra Bose, District Designated Officer, Food Safety Wing, and food safety officers demonstrated how various food items and fruits such as tea, pepper, salt, oil, watermelon and pomegranate, were adulterated with artificial flavours and colours.
College Principal P. Marimuthu and Kilakarai Municipality Food Safety Officer S. Mohanraj were also present.

Food joints on kanwar route under FSDA scanner

MEERUT: To keep an eye on the food being prepared at the restaurants and dhabas on the kanwar route, the Food Safety and Drugs Administration (FSDA) has intensified its food sample collection drive along the route. Every year, lakhs of Shiva devotees go to Haridwar on foot with kanwars on their shoulders to fetch Ganga water. They eat food at camps and food joints that fall on the way. The drive has been started to ensure that no substandard food is being served at these places, said officials.
"A huge number of kanwariyas will be passing through the city. Various city-based NGOs, food joints and religious groups will be hosting camps on the route to provide the kanwariyas with food. We don't want any untoward incident to be reported because many people will be consuming the food served at these camps, so sampling of food items and raids have been started," said JP Singh, chief food safety officer, Meerut district, talking to TOI.
Cases have been reported in the past where inedible substances were mixed in prasad, causing health problems to devotees at religious events.
"Checks will be made to detect inedible oil and banned food colours. If any such case is seen, samples will be sent to the food testing laboratory in Lucknow. Also, if the food item looks inedible prima facie, immediate action will be taken against the food joint or dhaba owner," said Singh.
While the results of samples sent to the Lucknow laboratory arrive in a month, the facility of sending the samples to the Meerut lab will also remain open because the latter will be able to give the reports in a week's time.
"We have also issued instructions to the kanwar camp owners so as to ensure that no guidelines are flouted and no stale food is provided during the kanwar yatra, especially because the speed of food deterioration increases in monsoon season. We are also ensuring that no drugs are sold in these camps," said Singh.

FBOs can now pay online

The Delhi government on Wednesday introduced online payment system for licensing and registration of food business operators (FBOs). Besides, the Drug Control and Food Safety Department under the Health Department have also announced a training programme for street vendors in the city.
Making the process of licensing and registration simpler for FBOs, the department stated that applicants can now pay dues through credit/debit card and netbanking. “This will eliminate delay in collection of fees and simplify the process for applicants as well,” explained an official.
Food safety training
On the programme for street vendors, the government said that around 23,000 street food vendors in the city will be trained in hygiene and food safety as part of its plan to ensure clean, wholesome and unadulterated food for the public in the Capital.
As per the plan, street food vendors will be given training on techniques on food storage and handling, and maintaining hygiene by the Drug Control and Food Safety Department, a senior government official said.
“The trained vendors will be issued certificates and skill cards. In the first phase, 18,000 vendors will undergo training and education on how to ensure hygiene in their food items while serving them to people,” he added. Vendors would be issued certificates on the basis of their performance after undergoing a test.
Meanwhile, the Drugs Control Department has cancelled the licence of 14 medical stores situated in Mahinder Park, Chaukhandi and Chand Nagar to curb the sale of habit-forming drugs in the Capital. The Department busted an unlicensed godown with large stocks of Buprenorphine, a habit-forming drug.It further stated that it is coordinating with the Narcotics Control Bureau, UNODC, Delhi State AIDS Control Society and Delhi Police to curb misuse of drugs.

Increased FDA scrutiny seen for Indian food exporters

USFDA’s Food Safety Modernization Act will put in place a new system based on prevention and will hold imported foods to the same standards as domestic foods
Hyderabad: Indian exporters supplying food to the US will have to face increased scrutiny, as they have to comply with the US Food and Drug Administration’s (FDA) new food safety act from September.
The FDA’s Food Safety Modernization Act (FSMA), which the regulatory agency calls the most sweeping reform of food safety laws in more than 70 years, will put in place a new food safety system based on prevention and will hold imported foods to the same standards as domestic foods.
FSMA provides the FDA with important new tools for inspection and compliance such as a mandate to inspect at least 600 foreign facilities and double the frequency of those inspections every year for the next five years; FDA will have access to records, including industry food safety plans, and firms will be required to maintain documents on the implementation of their plans and get tested by accredited laboratories.
The FDA is putting the accountability on US importers to ensure compliance by the foreign suppliers, thereby empowering them to inspect production facilities either themselves or through third party audits by agencies accredited by the FDA.
Around 15% of the US food supply is imported, according to the FDA.
India exported about Rs.9,000 crore worth of food commodities to US in the year ended March 2016, of which spices accounted close to a third at Rs.2,783 crore, followed by guar gum (Rs.1,668 crore), basmati rice (Rs.862 crore), and natural honey (Rs.619 crore).
India is the largest exporter of spices to the US, accounting for a third of US imports.
A spice trader from Virudhunagar, Tamil Nadu, who did not want to be named, said most exporters aren’t prepared and that compliance is going to be a challenge.
“With FSMA taking effect, the suppliers need to have a safety plan – outlining risks of hazards such as contamination in every stage of the supply chain and listing mitigation measures,” said K.V. Satyanarayana, senior manager at life sciences advisory group at Sathguru Management Consultants, a Hyderabad-based consulting firm.
“This means exporters have to invest and upgrade their safety systems to ensure compliance, and thereby margins of exporters will be under pressure,” Satyanarayana said.
The law also requires Indian exporters to get qualified by FDA or its identified agency by the first half of 2017, though there will be some relaxation of the rules in initial years of implementation.

FDA raids namkeen unit in Musakhedi

Indore: The food and drugs authority on Thursday raided a namkeen making factory, Sawariya Namkeen, in Musakhedi on Wednesday and found adulteration in preparation of the products. 
Acting on a complaint of a consumer, the department officials led by food safety officer Manish Swami, raided the factory and found that instead of using besan (gram flour) as an essential ingredient in their products, the factory owner was using pea powder.
The officials also found worms in the flour and stated that the oil used was impure. They also took into account the unhygienic condition in which the factory operates.
"We've collected samples of the namkeen and the oil in which it was being prepared from the factory. We'll test them in our laboratories and verify the outcome. We'll also get to know the proportion of adulterated material in the product through the tests in the laboratories," said Swami.
In addition to this he also confirmed that the department has issued an improvement notice to the management.

Students complain of worms in school canteen food

Indore: Officials of food and drug department found worms in the food offered to students in canteen of a city school at Nipania on Wednesday. Acting on a complaint filed by fathers of two students, the department officials led by food safety officer Manish Swami inspected the canteen of Choithram School north campus at the morning. 
"We had received a complaint that there were worms in the canteen food, which is detrimental to the students' health. We took a sample of the dal and found worms in it," said Swami.

Delhi govt to give food hygiene training to 23k street vendors

New Delhi, Jul 20 () Around 23,000 street food vendors in the city will be trained in hygiene and food safety as part of the Delhi government's plan to ensure clean, wholesome and unadulterated food for the public in the national capital.
As per the plan, street food vendors will be given training on techniques on food storage and handling, and maintaining hygiene by the Drug Control and Food Safety Department, a senior government official said.
Vendors would be issued certificates on the basis of their performance after undergoing a test, he added.
"The Department has undertaken the training and education of 23,000 street food vendors to ensure clean, wholesome and unadulterated food for the public.
"The trained vendors will be issued certificates and skill cards. In first phase, 18,000 vendors will undergo training and education on how to ensure hygiene in their food items while serving them to people," he said.

FSSAI issues draft quality standards for instant noodles

Food safety regulator FSSAI today issued draft guidelines for standards of instant noodles and has proposed that egg powder may be added. 
The notification has been issued in wake of maggi controvesry last year, so that to bring more clarity in regulating the instant noodles products.
Instant Noodle means product prepared from wheat flour and/or rice flour and/or flour of any other cereals, millets and legumes.., Food Safety and Standards Authority ofIndia said in a notification. 
"Starches, dried fruits and vegetables, nuts, edible protein and egg Powder may be added, if required," the regulator said in a notification. 
Besides instant noodles, the food regulator also issued draft guidelines for quality standards of fortified atta, fortified maida, durum wheat maida, quinoa, fortified rice, instant noodles, tapioca sago or palm sago and pearl millet flour. 
Earlier this year on April 1, FSSAI had asked state authorities to launch proceedings against only those noodle or pasta companies that had taste-enhancer MSG in their products despite carrying 'no MSG' or 'no added MSG' label on the packets. 
Glutamate is naturally found in some common foods such as milk, spices, wheat, and vegetables. 
In June last year, FSSAI had banned Nestle's Maggi noodles over allegations of high lead content and the presence of MSG above permissible limit. 
The Bombay High Court lifted the nationwide ban on Maggi noodles, and asked Nestle India to go for a fresh test of samples in three independent laboratories across India. 
Nestle re-launched Maggi noodles in Indian markets in November 2015.

Disease scare: FDA to conduct special checks of eateries

Nashik: The Food and the Drug Administration (FDA) in Nashik has decided to check hotels, restaurants and other eateries on the road side to ensure that hygienic conditions are being maintained during the monsoon, when chances of various diseases spreading increases.
U S Vanjari, Joint Commissioner, FDA (Food), Nashik Division said, "The rains bring a host of diseases. Unhygienic conditions, contaminated water etc. can lead to spreading of lot of diseases. Considering this, we would be conducting a drive to check as many restaurants and hotels during the monsoon."
If hotels and restaurants are seen not following hygienic conditions, their licences would either be cancelled or suspended. Further, such establishments would have to pay a fine up to Rs 25,000.
Meanwhile, we would be collecting food samples from restaurants if the concerned food safety official suspects they are unhygienic and would be sent to our government laboratory in Pune for further investigation.
There are a large number of hotels and restaurants spread all across the city. Apart from hotels and restaurants, there are a large number of food joints donning the city roads.
Vanjari said that they have five food safety officers for the district and if need arises, more officers from different parts of Nashik division would be called to take up the campaign.
Recently, food safety officers from different parts of Nashik division had been called to conduct raids on pan stalls for checking if they were selling gutkha and other banned tobacco products.
"We can definitely call food safety officers from other parts of Nashik division for such drives. Nashik has only five food safety officers, due to which the action is limited. The check on the eateries would be all through the rains," Vanjari added.

Delhi: Online payment system for licensing of food businesses

New Delhi, Jul 20 (PTI) Continuing with its reform initiatives, the Delhi government has introduced online payment system for licensing and registration of food business operators in the national capital, a move aimed at ensuring transparency in the system.
A senior government official said applicants can now make payments through credit and debit card and net banking which will eliminate delay in collection of fees and simplify processes for applicants as well.
The Drug Control and Food Safety Department has also introduced a credit note system in dealings between the food safety officers and the food business operators (FBOs) which used to be in cash.
"In the new practice, no cash dealings will be done. Instead, payment to FBOs will be made by the department through a crossed account payee cheque. Such measures will ensure transparency and also check corruption," the official said.
The department has also taken steps to end "Inspector Raj" by ending the practice of posting food safety officers to specific areas for long duration.
"To check growth of any nexus between inspecting offers and the trading community, the officers are now assigned areas on a daily basis, without prior information," official also said.
Last year, the Arvind Kejriwal government had made various licenses issued by the Excise Department online which include excise, luxury and among others to ensure transparent system.
Apart from that, government has directed all its departments to set up its e-offices under which files would be sent through emails in order to curb the practice of corruption.

Patna HC quashes ban on ‘gutka, pan masala’


The Patna high court on Tuesday quashed the state government’s notification prohibiting manufacture, storage, distribution, transportation and sale of ‘gutkha’ and ‘pan masala’ containing tobacco or nicotine.
A division bench of acting chief justice Iqbal Ahmed Ansari and justice Chakradhari Sharan Singh delivered the judgment after hearing petitions challenging the validity of notification issued by the food safety commissioner on November 6, 2015.
M/s Prabhat Zarda Factory India Private Ltd and others had challenged the notification banning manufacture, storage, distribution, transportation and sale of any type of tobacco and areca nut (supari) in the form of pan masala, zarda, scented supari and other incidental activities for a period of one year from November 11, 2015.
Counsels for the petitioners contended that the Cigarettes and Other Tobacco Products Act 2003 (COTPA) was a special and comprehensive legislation for tobacco products which could not override a general law like Food Safety and Standards Act 2006.
Stating that executive power of the state should not extend to central legislations, they said sale of pan masala mixed with tobacco was regulated by COTPA Act, enacted by the Union government. They claimed that the state order banning these products was beyond its jurisdiction and fit to be set aside.

HC quashes Bihar notification banning gutka and pan masala

Patna, Jul 19: The Patna High Court today quashed the Bihar government's notification banning manufacture, storage, distribution, transportation, sale of any type of gutka and pan masala which contain tobacco or nicotine.
A bench of Acting Chief Justice Iqbal Ahmad Ansari and Justice Chakradhari Sharan Singh delivered the judgement after hearing a batch petitions challenging the notification issued by state food safety commissioner.
The government's November 6, 2015 notification banning manufacture, storage, distribution, transportation, sale of any type of gutka and pan masala containing tobacco or nicotine for a period of one year and its allied activities was challenged by M/s Prabhat Zarda Factory India Private Ltd and others.
Quashing the notification, the bench said the state government has no jurisdiction to ban tobacco products and, hence the decision of food safety commissioner is beyond jurisdiction.
It agreed with the contention of the petitioners' advocate Prabhat Ranjan that Cigarettes and Other Tobacco Products Act 2003 (COTPA) is a special and comprehensive legislation for tobacco products which cannot override the general act like Food Safety and Standards Act, 2006.
Ranjan submitted that when tobacco product is being regulated by a substantive central Act, then the same cannot be overriden by way of executing instructions or administrative orders of the state government.
Additional Advocate General P N Shahi, appearing for the government, said the ban was clamped in the interest of public health. As the product mixed with tobacco is a food item, therefore food safety commissioner has powers to ban it, he said.
Additional Solicitor General S D Sanjay submitted that since the central government has delegated its powers to state government officials under Food Safety and Standards Act, so the food safety commissioner was justified in banning 'gutka' and 'pan masala' as it was in the public interest.

Why food safety should not come at cost of food security

Environmentalists, traditionalists and wellness advisers seem to believe that pesticides are dispensable. They do not see them as crop protection chemicals
During Onam last year, political parties in Kerala competed to provide pesticide-free organic vegetables. The Indian Express reported that the Communist Party had leased in more than 2,000 acres for organic farming and had set up over a thousand outlets to sell organic produce. The Congress party was reported to have engaged self-help groups for the purpose. Tamil Nadu’s health department was required to certify that vegetables being exported to the state had pesticide residues within permissible limits.
Organic has become a fetish. People see the skull and crossbones when they look at vegetables, which they think are doused with chemicals. Sikkim has become wholly organic. The Centre is promoting traditional, chemical-free farming. The area under certified organic farming has increased 17-fold—to 7.23 lakh hectares in 10 years—the agriculture ministry says (this is just 0.5% of the country’s total sown area.) It wants another 5 lakh hectares added in three years.
Environmentalists, traditionalists and wellness advisers seem to believe that pesticides are dispensable. They do not see them as crop protection chemicals. The opposition suits the ideological positions of those on the far right and far left, because all the 260 pesticides approved for use in the country have been developed by multinationals. But is pristine agriculture possible? Can we go back to the pre-Green Revolution days? More importantly, do consumers have valid reasons to be terrified?
The Indian Council of Agricultural Research (ICAR) has been monitoring pesticide residues in food commodities since 2005. As many as nine organisations and ministries with 25 accredited laboratories are involved. They follow standardised international protocols.
Of the 1,13,744 samples of rice, wheat, pulses, oilseeds, fruits, vegetables, eggs, milk, honey and water analysed between 2008 and 2015, only 2,346 samples—or 2.06% of the total—were found to have pesticide traces above the maximum residue level (MRL).
The MRL and the safe waiting period—between the last spray and harvesting—are determined on the basis of supervised field trials done at 15 centres of an all-India ‘network’ project on pesticide residues. It was started in 1984.
It develops protocols for safe use of pesticides and recommends good agricultural practices.
When a company wants its pesticide brand to be approved for use on a particular crop, it approaches a registration body based in Faridabad, Haryana. The food standards authority fixes the MRL based on toxicological studies, the likely daily consumption of a particular food item which has been sprayed with the chemical, its acceptable daily intake (ADI) and the residue data generated during the supervised trials. The ADI is the amount of a chemical that can be ingested daily over a lifetime without harm.
The MRL for Fluopicolide on grapes, for example, is 0.02 milligrams per kg of the fruit (assuming that the safe waiting period of 32 days between harvest and the last spray has been observed). The ADI is 0.079 milligrams per kg of body weight. If a person weighing 50 kg ate 105 gm of grapes spayed with the chemical, she would ingest 0.0021 milligrams per day, which is just 0.05% of the ADI of 3.95 milligrams per day for that person.
Farmers in India do not generally care about safety. They often spray indiscriminately, and on the advice of retailers who may prescribe what they have in stock even if it is not recommended for a crop. Excessive spraying, use of inappropriate pumps, resorting to cocktails, non-observance of safe waiting periods and the use of spurious chemicals are not uncommon.
So, it is a surprise that only 2% of samples were found to have residues above safe limit. Of course, samples of chemicals not approved for a crop, and for which the MRL has not been fixed, were not counted. Even if they were, the findings may not have been alarming. The ICAR is now generating data to fix the MRL for these chemicals.
According to KK Sharma, a residue chemist and coordinator of the ICAR’s national pesticide residue monitoring project, fewer fruit and vegetable samples in India were found to have residues above the maximum limit, than in the UK and Europe. Of the 60,432 Indian samples analysed between 2008 and 2015, residues were detected in 15.5% (detection does not mean they are harmful). Only in 2.4% of the samples were they above the maximum limit. In the US, 2.2% of the samples were above the MRL, in the UK 3.4%, and in the European Union 3.4%.
Surprisingly, the ICAR found a higher percentage of the so-called pesticide-free organic vegetables with residues above the MRL. Of the 166 samples taken from Hyderabad, West Bengal, Bangalore, Lucknow, Kerala, Delhi and Chennai in 2014-15, residues were detected in 27% of the samples, and in 4.8% of the cases the traces were above the maximum permitted.
“Pesticides are like antibiotics,” says Sharma. They are required to protect plants from pests and diseases, and minimise harvest losses estimated at 20-30%. Like antibiotics, they should be taken judiciously, he says.
Currently, only half of the sown area is covered by pesticides. The coverage should be extended to the other half too, says Sharma. That will allow us to produce more from the same amount of land. He finds the current debate skewed towards food safety at the cost of food security.
The scaremongering creates business opportunities. A Kerala Agricultural University professor involved in monitoring pesticide residues has created a commercially hit vegetable scrub. On testing, the ICAR found it to be less effective than even plain water!
Sharma says that reports about Endosulfan causing physical deformities in a Kerala village, or unacceptable levels of pesticides in soft drinks, or very high levels of Organochlorines in Delhi vegetables (according to Jawaharlal Nehru University’s Environmental Monitoring and Assessment Laboratory) have not been found to be true.
The ICAR itself must realise that its job is not only to monitor, but also to communicate. It should be less wary of the media and should be active on platforms such as Twitter. How about reassuring the people of Kerala before Onam in September?
