நாமக்கல் மாவட்ட உணவு பாதுகாப்பு துறை நியமன அலுவலர் தமிழ்செல்வன் தலைமையில், உணவு பாதுகாப்பு அலுவலர்கள் பாஸ்கர் மற்றும் பாலமுருகன் ஆகியோர் நாமக்கல் அரசு மருத்துவமனை கேன்டீன், நடராஜபுரத்திலுள்ள குழந்தைகள் மையம், மோகனூர் ரோட்டிலுள்ள ஆதிதிராவிடர் நலவிடுதி உள்ளிட்ட பல்வேறு இடங்களில் உணவுப்பொருட்களை ஆய்வு செய்தனர்.
இந்த ஆய்வின் போது, அரசு மருத்துவமனை கேன்டீனில் விற்கப்படும் உணவுப் பொருட்கள் கூடுதல் சுகாதாரத்துடன் இருக்க வேண்டும் என உத்தரவிட்டனர். மேலும், குழந்தைகள் மையத்தில் நடந்த ஆய்வின் போது, குழந்தைகளுக்கு உணவு கொடுக்கும் முன்பு, பணியாளர்கள் முதலில் உணவை சாப்பிட்டு பரிசோதித்து கொள்ள வேண்டும். சுத்தமான முறையில் உணவுப் பொருட்களை பராமரிக்க வேண்டும் உள்ளிட்ட பல்வேறு ஆலோசனைகளை உணவு பாதுகாப்பு அலுவலர்கள், பணியாளர்களிடம் தெரிவித்தனர்.

இதனைதொடர்ந்து உணவு பாதுகாப்பு அலுவலர் மணிமாறன் தலைமையில் நகராட்சி சுகாதார ஆய்வாளர் முருகன் மற்றும் அதிகாரிகள் பெட்டிக்கடைகள் உட்பட பல்வேறு கடைகளில் அதிரடியாக சோதனை செய்தனர். அப்போது அங்கு விற்பனைக்காக வைக்கப்பட்டிருந்த காலாவதியான உணவு பொருட்கள், தரமற்ற முறையில் தயாரிக்கப்பட்ட தண்ணீர் பாக்கெட்டுகள், குளிர்பான பாக்கெட்டுகள் மற்றும் தடை செய்யப்பட்ட புகையிலை பொருட்களை பறிமுதல் செய்தனர்.
மீண்டும் இதுபோன்று விற்பனை செய்தால் பொருட்களை பறிமுதல் செய்வதுடன் அபராதம் விதித்து சட்டப்படி நடவடிக்கை எடுக்கப்படும் என்று கடை உரிமையாளர்களை அதிகாரிகள் எச்சரித்தனர்.

Food safety officers continue inspection of Kitchens of hotels canteens

The Food safety officer from The Food Safety and Standards Authority of India inspected variouskitchens of Hotels and Canteens in Nehru Nagar area yesterday.
One Hotel was fined for selling a expired soft drink while others were warned to take immediate actions for cleanliness in their kitchens. 15 days have been given to all to update their kitchens and maintain cleanliness.
It may be recalled that a fortnight ago this inspection was commenced in Belgaum.

Food safety officer alleged of over Rs one crore fraud



Sullia, Jul 3: There are allegations that an official of the government functioning under Food Safety and Standards Authority has defrauded both the merchants and the government by not properly accounting for and remitting the money he had collected for issuing licences to the businessmen under Food Safety and Standards Act. After finding that some certificates issued by the official to them were fake, a number of businessmen from the town are up in arms against the official.
Dayanand, food safety officer having jurisdiction over Sullia, Puttur, and Beltangady taluks, stands suspended since June 2. The department has reportedly found that the officer concerned has failed to remit to the government a major portion of the licence fee collected by him from traders. Food Safety and Standards Act 2006 has made it mandatory from August 5, 2011, for those engaged in conservation, transportation, distribution, and sale of food items to get registered in the department and obtain licences. Failure to do so attracts penal provisions including penalty up to five lac rupees and jail term up to six months.
Designated officer for the district under this act, Dr Praveen Kumar, has informed that with effect from March 7 this year, the system of obtaining on-line licences has come into operation, and the traders can now pay an annual fee of Rs 2,000 to the food safety commissioner and obtain their licences on-line. He said based on complaints from merchants, an inquiry was held against the said officials. He has said that the department can act upon the grievances of businessmen if the concerned file written complaints duly mentioning the amount of loss they suffered. The designated officer said that the actual amount involved in this fraud can be calculated only after verifying the evidences provided by the traders and conducting departmental audit, although the businessmen here are of the opinion that the size of this fraud is over a crore of rupees.
A number of businessmen are in a dilemma, as they do not know whether the licences they hold are genuine or not. A number of businessmen and hotelliers, who are holding licences, do not know whether the money remitted by them was deposited in the department by the official or not. It is said that the official used to collect anywhere between Rs 1,000 and Rs 20,000 from each businessman as licence fee, and issue them licences, several of which are alleged to be fake.
President of Merchants Association here, Vishwanath Rao, points out that there the businessmen have no way to check whether the licences issued by the said official are genuine or fake. Insisting that the traders who have paid licence fees as per the said act and obtained licences from this official should not be made to face penal provisions as they are innocent, he has demanded that the official at fault should be proceeded against by filing first information report against him and make him accountable for the financial loss faced by the department.

UN releases list of 10 food-borne parasites of greatest global concern



A top ten list identifying the food-borne parasites of greatest global concern has been released, and new guidelines are being developed to control them.
The parasites affect the health of millions of people every year, infecting muscle tissues and organs, causing epilepsy, anaphylactic shock, amoebic dysentery and other problems. Some can live on in our bodies for decades.
Despite their huge social costs and global impacts, information is generally lacking regarding just where these parasites come from, how they live in the human body, and – most importantly – how they make us sick.As a first step in tackling the problem, the United Nations’ Food and Agriculture Organisation (FAO) and World Health Organisation (WHO) are initially focussing on the ten food-borne parasites with the greatest global impact.
The rankings contained in today’s FAO-WHO report, Multi-criteria-based ranking for risk management of food-borne parasites, are based on the parasites’ burden on human health and other factors, and includes information on where they can be found.
The top ten are:
Taenia solium (pork tapeworm): In pork
Echinococcus granulosus (hydatid worm or dog tapeworm): In fresh produce
Echinococcus multilocularis (a type of tapeworm): In fresh produce
Toxoplasma gondii (protozoa): In meat from small ruminants, pork, beef and game meat (red meat and organs)
Cryptosporidium spp (protozoa): In fresh produce, fruit juice, milk
Entamoeba histolytica (protozoa): In fresh produce
Trichinella spiralis (pork worm): In pork
Opisthorchiidae (family of flatworms): In freshwater fish
Ascaris spp (small intestinal roundworms): In fresh produce
Trypanosoma cruzi (protozoa): In fruit juices
The list and supporting report were developed following a request by the global food standards body, the Codex Alimentarius Commission for FAO and WHO to review the current status of knowledge on parasites in food and their public health and trade impacts.
FAO’s food safety and quality unit and WHO responded by jointly organising a global call for information on the problem.
Twenty-two nations and one regional body responded, followed by an assessment and analysis by 21 experts on the impact of food-borne parasites.
From this work, an initial list of 93 parasites was developed.
The list was then narrowed down to the 24 most damaging parasites based on the following criteria:
Number of global illnesses;
Global distribution;
Acute morbidity;
Chronic morbidity, and
Economic impact
What next?
The Codex Committee on Food Hygiene is now developing new guidelines for the control of these parasites. FAO and WHO are supporting the process by providing scientific and technical information.
The aim is to develop new standards for the global food trade that would help countries control the presence of these parasites in the food chain.
“Obviously this top ten is a more general, global perspective and does not necessarily reflect parasite rankings at a national level, where each country may have more precise information,” said Renata Clarke, head of food safety and quality, FAO.
“But considering the problems they cause, these parasites do not get the attention they deserve. We hope that by releasing a top ten ranking we can increase awareness among policy-makers, the media and the general public about this major public health issue,” she added.
The FAO-WHO report lists a number of ways to reduce the risk of parasite infections. For farmers, it advises the use of organic fertilisers, particularly on produce, should be closely monitored to ensure it is composted properly and all fecal matter is removed.
Water quality must also be closely monitored. For consumers, it advises that all meat should be well-cooked and only clean water should be used to wash and prepare vegetables.

Hostels in Namakkal asked to ensure hygiene

To ensure quality food is served to students in hostels in private schools and colleges and sanitation prevails in kitchen and dining areas, officials of the food wing in Namakkal carried out inspection in the premises of few colleges here on Wednesday.
A team led by K. Tamil Selvan, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department visited the kitchen, dining hall in few hostels. He inquired with the supervisors and workers in the kitchen about the quality of food being served, inspected the store rooms and the water storage areas. He instructed the supervisors to purchase ingredients found only with date of manufacturing, expiry date and details of the manufacturer.
Fresh non-vegetarian items from the market should be purchased and ensure that quality is not compromised in the food served to students, he said.
Clean water tanks regularly and ensure that food preparation areas and dining room remains clean.

Miles to go before eating 'bhel'?



You may not have easy access to your favourite, next-door street vendor soon if what the officials at the Public Health Institute (PHI) say is to be believed. 
A lazy evening drive-by to Sankey Tank for some tomato masala and bhutta or a sudden stop at a golgappa-wala may no longer be possible. 
In an attempt to emulate VV Puram’s bustling and popular ‘Food Street’, the Food Safety and Standards Authority of India (FSSAI) has teamed up with the Bangalore Bruhat Mahanagara Palike in an ambitious project to replicate the same concept throughout the City. “We want to give a particular place in every ward for street hawkers just like VV Puram. We have already identified such areas in every ward. The plan is to keep it open from 4 pm to 9 pm or so,” says SN Nanjundaiah, chief food analyst at PHI. But the plan is still half-baked and might put many out ofbusiness. “Not all the vendors can have the same cart. We are still looking into the idea and not forcing them. We are still in talks with the BBMP. Until the discussion ends, they can continue as they are,” he adds.
In a recent press conference, food safety commissioner, SN Jayaram, told reporters that August 4 is the last date for all food operators to register as per the Food Safety and Standards Act, 2006. This has sent many vendors into a tizzy. They are unsure about where to go and what to do. 
“I will gladly register. Why shouldn’t I? But I don’t know where to go and what to take with me,” says Lingappa, who owns a chaat cart. 
Thippeswamy had already heard about this but wasn’t sure if he had to go to the BBMP office or the PHI. Nanjundaiah has said that all the vendors will be turned away if they come to the PHI and every ward has its own Food Safety Officer to whom they have to report. He says there is a board near Anand Rao Circle with all the details. “It’s just Rs 100 and once it’s done, they can hang it on their carts and even the police won’t be allowed to harass them,” he adds.
However, most people are unaware of the deadline that has been imposed upon them. Chandrashekar, who fries bajjis for a living, looks clueless but is willing to register. While they run around for forms, the PHI says that it is better if they do everything online because there might be ‘glitches’ in the manual process. “It’s preferable if they do it online because it might get messed up manually,” says Nanjundaiah. 
The PHI says that these stalls need to meet the safety conditions asked by FSSAI or else they will be fined upto Rs 5 lakh. “They should have safe and clean water of portable quality and clean containers. And they should dispose their garbage off properly,” he says.
When asked where they get their water from, Thippeswamy says, “We take water from the houses nearby. Those house owners don’t ask for money. They give it because they know us.” 
“Every night before we leave, we clean up and throw the garbage in a dustbin and the Corporation picks it up the next day,” says Lingappa. 
And it’s not just the fast food stalls. Even vegetable and fruit vendors are under the scanner. According to Kamalamma, who sells vegetables in the Malleswaram market, they clean up every night and keep the garbage in a heap for the Corporation but it’s the sweepers who don’t do their job. “They sweep one side of the road and don’t do the other and we get blamed,” she says. 
But not everyone is as clean. The mango vendors in front of Fun World continually dump rotten mangoes on to the side of the road but blame others. “It’s not us, we give our garbage to the autos in the morning. The people who walk around with carts are the ones who throw it there,” says Raju, a vendor. But Veeramma, who sits besides him, says they dump it right next door. 
Hopefully, we won’t have to travel distances and push through crowds just to eat bhel!

FDA ensures hygienic food at iftaar stalls in Pune


Pune: This Ramzan, officials of the Food and Drugs Administration (FDA), Pune will be undertaking a special drive to ensure that the food that you eat off the stalls conforms to minimum health standards. FDA officials have been requested by the police department to ensure that no untoward incident of mass food poisoning takes place during the month of prayer which has prompted FDA officials to alert all food safety officers (FSOs) to carry out local surveys of the neighbourhoods in which food stalls are set up and conduct hygiene audits.
Speaking to dna, Shashikant Kekare, joint commissioner (food), FDA Pune said that an area-wise plan is being drawn up and the parameters to check food safety would include source of water used, potability of water, cleanliness and quality of raw materials, hygiene of surroundings in which food is prepared and served, hygiene practices followed by chefs etc.
"During Ramzan, large crowds of people leave their fasts together at these food stalls and there is a high chance of mass food poisoning incidents in case the basic food safety standards are not followed. Anticipating such a situation, even police department has requested us to carry out the inspections, similarly to what we did during the Pandharpur wari. Even if we find that hygiene practices are not followed, we will ensure that these food stall owners make changes. We don't intend to close down these stalls unless we find no improvement and threat to public health," said Kekare.
Assistant commissioner (food) Dilip Sangat said that all caterers would be informed about standard cooking methods and procedure. "We would also request people to help us in this drive. If they find that hygiene or food quality is compromised at any place, especially where a large number of people might be eating out during Ramzan, please alert us about such places so we can encourage them to take remedial measures," he said.

சிவகங்கை மாவட்டத்தில் இந்தாண்டு கோடையை மிஞ்சும் அளவுக்கு கடந்த சில வாரங்களாக வெயிலின் தாக்கம் அதிகரித்து வருகிறது. மானாமதுரையில் புதுபஸ்ஸ்டாண்ட், அண்ணாசிலை, காந்திசிலை, குண்டுராயர் வீதி, பைபாஸ் ரோடு, பழைய பஸ்ஸ்டாண்ட், டாஸ்மாக்கடை அருகே உள்ள தனியார் பார்கள் உள்ளிட்ட இடங்களில் சுகாதாரமற்ற மறுசுழற்சி செய்யப்பட்ட பிளாஸ்டிக் கவர்களில் குடிநீர் பாக்கெட்டுகள் விற்பனை தாராளமாக நடக்கிறது.

இது குறித்து தனியார் ரத்த பரிசோதனை நிர்வாகி ஒருவர் கூறுகையில், குடிசை தொழிலாக தயாரிக்கப்படும் குடிநீர் பாக்கெட்டுகளில் கிருமிகள் சுத்தம் செய்யும் யூவி முறை, மெம்பரேன்கள் தரமற்றதாக இருக்கின்றன. குடிநீர் நிரப்பப்படும் பிளாஸ்டிக் கவர்கள் தரமற்றதாக உள்ளன. மேலும் பெரிய கேன்களில் விற்கப்படும் தண்ணீரும் சுகாதாரமானதாக இல்லை. ரூ.30 க்கு விற்கப்படும் இந்த கேன்கள் மிகவும் அசுத்தமாக இருக்கிறது. இந்த கேன்களை கிருமிநாசினிகள் கொண்டு சுத்தம் செய்வதில்லை. பாக்டீரியா, வைரஸ் கிருமிகள் பெரும்பாலும் காற்று மற்றும் குடிநீர் மூலம் எளிதில் பரவும். அதனால் சுகாதார அலுவலர்கள், உணவுபாதுகாப்பு அலுவலர்கள் தண்ணீர் பாக்கெட்டுகளை பரிசோதிக்க வேண்டும் என்றார்.

HC quashes FSSAI advisory; relief to health supplements industry

Bombay high court on Monday quashed, as unlawful, an advisory issued in May 2013 by the Food Safety and Standards Authority of India (FSSAI) for prior product approvals for dietary food and health supplements already licensed and existing in the market.
Vital Nutraceuticals pvt. Ltd. of Ambarnath in Thane district and Indian Drug Manufacturers Association (IDMA) had moved the high court and filed a writ petition challenging the advisory.
Justice R S More delivered the order on Monday. Earlier, a two-judge bench of the Bombay High Court comprising of Justce V M Kanade and Justice Girish Kulkarni had delivered a split verdict on whether the FSSAI had the power to issue guidelines requiring existing manufacturers to take approval for products that are already in the market. Hence the Chief Justice had referred the matter to Justice R S More.
The petitioners had filed the petition primarily on the ground that FSSAI does not have power or authority to issue these advisories which have an effect of amending regulations which have been framed under section 92 of the Food Safety and Standards Act, 2006 and that they are illegal and without any statutory force; they being issued neither under section 92 of the Act nor having been in consonance with section 16(2) and 18(2)(d) of the Act.
According to the May 2013 advisory of the FSSAI, food products covering a broad spectrum, including “novel foods, functional foods, food supplements, irradiated foods, genetically modified foods, foods for special dietary uses or extracts or concentrates of botanicals, herbs or of animal sources” should apply for product approval.

Chhattisgarh food department overlooks recruitment norms

RAIPUR: True to the proverbial saying of putting the cart before thehorse, Chhattisgarh food and drug administration department recently took an approval from state government for the creation of 38 posts of Food Safety Officers (FSOs), even when the recruitment process had been completed last year. 
While recruitment process in any government organisation begins with the creation of posts and is followed by issuing of advertisements for inviting applications, the department literally reversedthe norms and conventions while hiring the FSOs. 
The department had, in fact, advertised for the recruitment of 38 FSOs two years ago in 2012, even when the posts were non-existent, and the entire process was completed, after tests and interviews, in 2013.
However, the officers were hired only last month, after the department received sanction for the posts from state government. According to sources, senior officials in the department realised their mistake after it was pointed out to them earlier this year that no posts existed for the recruitments that had been undertaken. 
Even the government notification regarding Service Recruitment Rules (2013) of food and drug administration department has no mention of FSO posts, clearly indicating their non-existence at the time of completion of the recruitment process. 
The department subsequently sent a proposal to the state government for creation of 38 posts of FSOs in March 2014. The proposal was approved on May 22, 2014 and the FSOs were appointed on June 24. 
When contacted, state food & drug controller Dr Kamalpreet Singh said that some posts were created while advertising and the rest by the time of appointment. 
Claiming that there was no error and all rules were followed, Singh said the recruitment process was initiated as posts of food inspectors had to be converted to food safety officers. 
"We are on sound footing and would be able to defend the act, if challenged in the court of law," he said. 
However, an officer in the department confided that a faux pas had been committed. They claimed that under the rules, no department could initiate any recruitment when the posts don't even exist.State Government Union (class III employees) president Virendra Namdev said the entire recruitment process is wrong. 
He said the union had brought this irregularity to the notice of officials but they were not ready to accept their fault. "The only option left now is to approach the courts and challenge the recruitment," he said.

India's import trade survives scare

India’s fresh produce import trade appears to have survived a major scare, after the Food Safety and Standards Authority of India (FSSAI) started paying closer attention to declarations of post-harvest treatment on fruit with chemicals not registered in India. 
Chemicals under the microscope included the commonly used fungicide thiabendazole (TBZ), prompting fears amongst suppliers and importers that citrus and apple imports might be brought to a standstill. 
The matter caused a high degree of tension and confusion amongst the trade as India historically does not defer to the maximum residual levels (MRLs) outlined by the UN’s body for food safety standards, the Codex Alimentarius Commission. Some industry stakeholders expressed fears it could take months or years for India to establish workable MRLs or accept Codex harmonisation. 
Last week, FSSAI had taken a hardline approach and rejected some loads of Egyptian citrus because TBZ was listed on thecartons of fruit. They also held off on taking samples of shipments of apples from the US while they analysed the situation and formulated an appropriate policy. 
Asiafruit understands the severity of the threat led some suppliers to discuss options for diverting fruit to other markets with their customers. 
Some form of resolution appears to have been reached, after the All India Fresh Fruit Importers’ Association (AIFFIA) engaged the FSSAI on this issue late last week. According to an official internal FSSAI document obtained by Asiafruit, the regulatory body has provisionally agreed to resume taking samples for testing with additional chemicals on the list. Also, the body has decided to recognise Codex’s MRL standards where Indian MRLs are not established. 
In cases were there is no Indian or Codex MRL the importer can submit a safety risk assessment to FSSAI which may be referred to a scientific panel with a view to potentially establishing an MRL.

Few takers for online food licences

Even after four months of the launch of online facility to obtain a licence under the Food Safety and Standards Act, 2006, by the Health Department, there are few persons applying for the licence.
According to the data received from the Health Department today, only 10 persons have applied for online licences since March.
The recent announcement of the six-month extension given by the state government till August 5 has also made many people to postpone their plan to get a licence.
Health officials are now expecting a heavy rush of applicants during the end of this month.
“Due to the recent announcement of the six-month extension, very few people are coming to get their licences. Also, we have received very few online applications despite the service being launched four months ago,” said Dr Harjot Singh, food safety officer.
He also informed that though people are aware of the online process, they are approaching officials to apply on their behalf.
Although, the deadline is fast approaching, the Health Department has failed to provide the Licensing Department with the necessary infrastructure.
How to apply online
* Log on to foodlicensing.fssai.gov.in and furnish your business details.
* Submit the fee according to government’s policy.
* Even after applying online, applicants will also have to send documents and receipt through registered post to the office of the district health officer. 
Who should apply
Food business operators with an annual turnover of above Rs 12 crore must have a licence and those with less than Rs 12 crore a year must get a registration certificate as per the Food Safety and Standards Act, 2006. All stall holders, hotels, restaurants, canteens, dhabas, food carts, sweetshops, tea stalls, grocery stores, meat sellers and milk sellers, should get themselves registered with the department. The fee for registration is Rs 100 and for a license, it varies from Rs 2,000-3,000 and Rs 5,000 depending upon the category of business.

Ban on Chinese milk products extended by a year

PUNE: Ban on import of milk and milk products from China has been extended for one more year from June 23, 2014 across the country. The banned items include chocolates and chocolate products, candies, confectionery and food preparations with milk and milk solids as an ingredient.
The Food Safety and Standards Authority of India (FSSAI), the country's food regulatory body, has made it clear that the ban will continue 'unless there are dependable reports about significant improvement in the situation'.
Food and Drugs Administration (FDA) official have reiterated that they would initiate strict action against those found selling Chinese milk products in and around the city.
The ban was imposed after it was found that melamine, an industrial chemical which could be harmful if consumed, was present in some dairy products imported from China.
"The ban has been in force since September 2008 and has been extended periodically. The ban has been extended by one more year, from June 23, 2014, since there have been doubts about any improvement in the quality of milk from China. Action will be initiated against those found selling the banned products," said Shashikant Kekare, joint commissioner (food), FDA, Pune division.
The Directorate General of Foreign Trade had first banned import of Chinese milk products in September 2008 after reports suggested that they contained melamine, which damages kidneys in the long run.
"Chinese dairy farmers were using melamine to increase their profit margins. First, they diluted milk by 30% and then added melamine to increase its protein content. A quality-control equipment is designed to detect nitrogen and not melamine," said Dilip Sangat, assistant commissioner (food), FDA Pune.

No acid sales to sago units, say suppliers

With officials of the Tamil Nadu Food Safety and Drug Administration Department tightening their grip against adulteration and use of poisonous chemicals in food items, the Salem District Chemicals and Acids Suppliers Association has decided not to supply such products to the food processing industries in the district.
During the recent raids in Sago units, usage of oisonous chemicals for whitening sago starch was found.
As per the Tamil Nadu Poisons (Regulation of Possession and Sale) Rules, 2014, Government OrderNo 249, Home (Pol.XIII) dated March 21, 2014, T. Anuradha, District Designated Officer of the department had written to the suppliers of chemicals and acids stating that obtaining licence and renewing at regular periods are essential. About 19 chemicals and acids that has been declared poisonous should be sold by the licensee only to the purchaser who submits a photo identity card or any document which has his address.
The licensee should maintain a register and enter all sales of chemicals other than those used supplied to a chemist or druggist. If they violate the rules, action will be taken against the licensee, the letter warned.
Of the 45 members, 30 have signed a resolution stating that that they will not supply acids to sago units and submitted it to Ms. Anuradha.

Adulterated food: Centre's lab negates reports by state agency

RAIPUR: What perhaps puts a question mark on the quality of tests conducted by Chhattisgarh Food and Drug Administration (FDA) Department at the state's food testing laboratory, government of India's recognized Central Food Laboratory at Pune has been negating most of its findings on samples sent from here for a second opinion.
If insiders are to be believed, almost 90% of samples sent to Pune come back with positive reports, in contrast to the red flags raised on them at the local lab.
Majority of the food samples picked by the department to check adulteration and certified as unsafe or substandard at the state's food lab have been returned as normal by the Pune based lab, letting those booked for adulteration off the hook. As per provisions of Food Adulteration Act, four samples have to be collected from any shop or outlet and while one is to be sent to the state lab, two are reserved and one can be sent by the vendor to the accredited lab in Pune.
According to officials, almost 500 samples are collected across state by the food inspectors every year.
While majority vendors whose samples are picked up prefer to settle the matter here by paying monetary fines after their products are found lacking in quality, about 10% of them challenge the findings by sending samples for tests at the Pune lab.
When contacted, food analyst SS Tomar at the state lab attributed the difference in results to the methodology of testing. "The benchmarks and patterns used at Pune lab are different and hence variations are possible," he said.
Elaborating, Tomar said in a case relating to seizure of gutka, while the local food lab had certified the product as unsafe, since it is banned in Chhattisgarh, the Pune based lab had given it a 'normal' tag since the ban is not enforced there. He, however, admitted that this was a matter of concern and the state government was contemplating to raise the issue with Centre.
As per Food Adulteration Act, penalties for selling substandard products is severe and could even result in life imprisonment if it is found unsafe. The maximum fine for selling products of substandard quality is Rs 5 lakh and for misbranding it is to the tune of Rs 3 lakh.
According to officials, in June, 55 vendors were booked for selling substandard and misbranded products.

உணவு நிறுவனங்களுக்கு கெமிக்கல் சப்ளை செய்தால் கடும் நடவடிக்கை

‘Repeated deadline extension having a negative impact’

Only 10,000 of the total 22,000 food businesses in Coimbatore have got licences so far
The Food Safety Office here was receiving more than ten applications a day during the past year from food business operators seeking licences as mandated by the Food Safety and Standards Act, 2006.
That figure shot up to nearly 30 towards February 4 this year which was the original deadline given to all big and small food businesses to obtain/renew/convert licences. However, after it was extended, for the third time, the number of applications had fallen down to barely two a day.
A senior Food Safety Official told The Hindu here on Sunday that food business operators were no longer interested in obtaining licences. They had become confident of securing another extension when the next deadline comes. Enforcement of the Act had become difficult with the traders of late, the official added.
Of the 22,000 big and small food businesses operating in Coimbatore district, only around 10,000 hadlicences so far. The roadside eateries, which were earlier seeking licences, had now completely stopped coming.
When the Food Safety Act was notified and implemented from August 5, 2011, businesses were given an initial deadline of a year to register. It was extended from August 4, 2012, to February 4, 2013, and to February 4 this year and again to August 5.
Having a licence will make the businesses act more responsible. As an example, the official said that almost all of the food safety violations, such as adulteration, unearthed recently were in shops yet to obtain licences.
The Food Safety Act mandated all food businesses ranging from roadside eateries and canteens to star-category hotels and restaurants to either register or obtain licence, failing which it provided for imposing a fine of up to Rs. 5 lakh besides imprisonment for up to six months.

In response to the news report published in Jalandhar Tribune on Sunday regarding the lapse by the Health Department in serving food to drug addict patients without checking its quality, a team of food safety officers, working under the Health Department, today visited the de-addiction camp at the ESI hospital and took two samples of the food served to the patients.
The department has now sent these for testing to the State Health Laboratory in Chandigarh. The inspection was conducted after the department received directions from Husn Lal, Managing Director, Punjab Health Systems Corporation (PHSC), who, after going through the news report, expressed shock over the issue.
“I was not aware that the food is being supplied by some unauthorised contractor. I have directed the district Health Department to test the quality of food and to also check toxicants, if any, at the earliest. I have also directed them to issue a receipt for any money being charged from the patients either as meal or file expenses,” said Husn Lal.
When asked about the logic behind charging a whopping Rs 2,500 as meal expenses from extremely poor families of drug addicts, he replied that since such patients required special diet as prescribed by their doctors, the meal expenses had to be borne by the patient himself.
Although the Health Department received directions to inspect the quality of food in the morning itself, due to reasons best known to them, it could only dispatch its team of food safety officers by evening. “We had visited the de-addiction ward and took samples of ‘bhindi’ and ‘dal’ from the food given to the patients. The food is indeed being provided by a local contractor who was not holding any licence under the Food Safety and Standards Act 2006,” revealed Dr Harjot Singh, Food Safety Officer. He also said that during the inspection, the families had complained about the poor quality of food being served to them by the Health Department.

India should focus on non-trade barriers to promote trade

India should also focus on removing non-trade barriers to promote trade and investment in the country, Italian Trade Commissioner to India Amedeo Scarpa said. 
The new government was trying to promote FDI, but there was no word on removing non-trade barriers which was important to promote trade, Scarpa told an interactive session with the Bharat Chamber of Commerce. 
He was referring to Food Safety and Standards Authority of India labelling regulations that led to holding back of hundreds of shipping containers of imported food and alcohol by the customs. 
It was estimated that at least 50 containers of alcohol were stranded for labelling rules. 
He said in 2013, the total bilateral trade was USD 7 billion. 
"First, we have to recover trade of USD 10 billion we had in 2011-2012 and we don't see why cannot we get back to that by 2015," Scarpa said when asked about trade projections. 
Consul General of Italy in Kolkata Cesare Bieller said there was huge potential in exchange of knowledge for promoting business exchange with West Bengal. 
He also said state should promote tea tourism which held a lot of potential besides leather and food.

Food authority advisory unlawful, says Bombay high court

MUMBAI: In a relief to dietary and health supplement manufacturers, the high court on Monday, by a majority judgment quashed, as unlawful, an advisory issued last May by the Food Safety and Standards Authority for prior product approvals of dietary food and health supplements already licenced and existing in the market under the erstwhile Food Adulteration Act.
Since 2006, a Food Safety and Standards Act has been governing manufactured food safety in India.
Indian Drug Manufactures Association and a private neutraceutical firm had moved the HC last year, to challenge the advisory as it said the authorityhad no powers to issue it.

தேனி மாவட்டத்தில் கூடலூர், கம்பம், உத்தமபாளையம், சின்னமனுர், போடி, ஆண்டிபட்டி, பெரியகுளம், தேவாரம், கோம்பை உள்ளிட்ட பல்வேறு ஊர்களில் சிறுவர்களை கவரக்கூடிய சிப்ஸ் வகைகள், சாக்லெட், தடை செய்யப்பட்ட சீனா மிட்டாய்கள் விற்பனை செய்யப்படுகிறது. இதில் பெரும்பாலானவற்றில் பேக்கிங், காலாவதி தேதி குறிப்பிடப்படவில்லை. விலை குறைவாக விற்க வேண்டும் என்பதற்காக தரக்குறைவான பொருட்களில் இந்த ஸ்நாக்ஸ் வகைகள் தயாரிக்கப்படுகின்றன.
உதாரணத்திற்கு, மக்காச்சோளத்தில் தரம் குறைந்த வகைகளை வாங்கும் சிலர் அதிலிருந்து பாப்கார்ன்களை தயாரிக்கின்றனர். இதை ரூ.2 முதல் 10 வரை குறைந்த விலைக்கு விற்கின்றனர். தரம் உயர்ந்த பாப்கார்ன் அதிகபட்சமாக ரூ.20 முதல் விற்கப்படுகிறது. எனவே, விலை குறைந்த பாப்கார்ன்களை சிறுவர்கள் விரும்பி உண்கின்றனர். முக்கியமாக இவைகள் பள்ளிகள் அருகிலேயே அதிகம் விற்கப்படுகின்றன. வியாபாரிகளுக்கு அதிக லாபம் கிடைக்க வேண்டும் என்ற ஒரே காரணத்திற்காக சிறுவர், சிறுமியரின் உடல்நலத்தை பற்றி கவலைப்படாமல் விற்பனை செய்து வருகின்றனர். இதனால் மஞ்சள்காமாலை, புற்றுநோய், குடல் சம்பந்தமான நோய் பாதிப்புகள் வர வாய்ப்புள்ளன.
தற்போது கோடை வெயில் கொளுத்துவதால் ஐஸ்கீரிம் கம்பெனிகளும் புற்றீசலாய் பெருகி வருகின்றன. இந்த கம்பெனிகளில் தடை செய்யப்பட்ட சீன பொருட்கள் பயன்படுத்தப்படுகின்றன. இவை தினந்தோறும் வீதிகளில் உலாவருகின்றன. ஐஸ்கீரிம்கள் தயாரிக்கப்பட்டு 20 தினங்களுக்கு மேல் ஸ்டோரேஜ் செய்யப்பட்டு விற்பனை செய்யப்படுகிறது. இதனை வாங்கி சாப்பிடும் சிறுவர்கள் முதல் பெரியவர்கள் வரை காய்ச்சல், சளி பாதிப்பை அடைகின்றனர். இதேபோல் ஆண்மைக்குறைவு ஏற்படுத்தும் என்று சொல்லப்படும் சீனா மிட்டாய்கள் அதிகமான அளவில் விற்பனை செய்யப்படுகின்றன.
உணவு தர கட்டுப்பாட்டு அதிகாரிகள் பெரும்பாலும் நகர் பகுதிகளில் உள்ள கடைகளில் மட்டுமே சோதனை நடத்துகின்றனர். கிராமப்புறங்கள், பள்ளிக்கூடங்கள் உள்ள பகுதிகளில் சோதனை நடத்துவதில்லை. எனவே, அதிகாரிகள் சோதனை நடத்தி கலப்பட ஸ்நாக்ஸ் விற்பனையை தடுக்க வேண்டுமென பொதுமக்கள் கோரிக்கை விடுத்துள்ளனர்.

இந்த புதிய முறைப்படி மாம்பழங்களை பழுக்க வைக்க காற்று புகாத அறைகளில் எத்திரல் என்ற வளர்ச்சி ஊக்கியை ஒரு லிட்டர் நீருக்கு 2 மில்லி லிட்டர் என்ற அளவில் கலந்து 5 இடங்களில் வைக்க வேண்டும்.

பக்தர்கள் மற்றும் பொதுமக்கள் அதிகம் வரும் அடி வாரம், தாலுகா அலுவலகம், வங்கிகள் மற்றும் நீதிமன்ற வளாகங்களின் முன்பு மலிவு விலை உணவு வாகனங்கள் அணிவகுத்து நிற்கின்றன. அதுபோல் ரயிலடி சாலை, ராஜேந்திர சாலைகளில் ஏராளமான டீக்கடைகளில் தற்போது உணவு பொருட்கள் விற்பனை செய்யப்படுகின் றன. இங்கு ஓட்டல்களில் உள்ள உணவுகளின் விலையை விட பாதி அளவே வசூலிக்கப்படுகிறது. இதனால் இந்த மலிவு விலை உணவுகங்களில் எப்போதும் விற்பனை ஜோராக நடைபெறுகிறது.
ஆனால், விலை மலிவு என்பது போல், சுகாதாரமும் மலிவாகவே உள்ளதாக கூறப்படுகிறது. உணவு தயாரிக்க தரமான பொருட்கள் பயன்படுத்தப்படுகிறதா என்பது கேள்விக்குறியாகவே உள்ளது. இதுபோன்ற மலிவு விலை உணவுகளை உட்கொள்ளும் பலர் வயிற்றுப்போக்கு, வாந்தி போன்ற பல்வேறு பாதிப்புகளுக்கு ஆளாவதாக கூறப்படுகிறது.

இதுகுறித்து பழநி உணவு பாதுகாப்பு அலுவலர் மோகனரங்கத்திடம் கேட்டபோது, ‘உணவகங்களுக்கு விழிப்புணர்வு நோட்டீஸ் வழங்கப்பட்டுள்ளது. தயாரிக்கப்படும் உணவுகள் சுகாதாரமானதாக இருக்க வேண்டு மென அறிவுறுத்தப்பட்டுள்ளது. விரைவில் சோதனை மேற்கொள்ளப்படும். சுகாதாரமில்லாதது கண்டுபிடிக்கப்பட்டால் அபாராதம் மற்றும் நீதிமன்ற நடவடிக்கை மேற்கொள்ளப்படும்’ என்றார்.

No prosecution of Mehak Spices for one year

SRINAGAR, June 29: The Drug and Food Control Organization is playing with the lives of the common masses as it has failed to prosecute Mehak Spices within a year. The turmeric powder of the company was found unsafe for human consumption by Central Food Laboratory Kolkata last year and as per the Food Safety Act prosecution has to be launched within a year.
The Director Central Food Laboratory Kolkata in his communication (No. G 14-6/DO 2013-288 dated 2/5/2013) to the Designated Officer Drug and Food Control Organization District Budgam declared turmeric powder of Mehak Spices as unsafe. “The sample does not conform to the standard laid down under Regulation No. 2.9.18 – of Food Safety and Standards (Food Products and Food Additive) Regulations, 2011 as it shows Copper, Lead and Cadmium contents higher than the prescribed limit. Hence the sample is unsafe food as per Section 3 (1) (zz(iii) of FSS Act, 2006″, reads the laboratory report.
The Designated Officer Drug and Food Control Organization District Budgam took 5 months to write a letter to the Commissioner Food Safety and Standards to seek permission for the prosecution of the owner of the Mehak Spices and two shopkeepers who were selling the turmeric.
In her letter (No DD/FSSA/070/229-233 dated 23-10-2013) the Designated Officer Drug and Food Control Organization District Budgam recommended prosecution of Rohit Arora son of Sham Sunder Arora resident of 405 Akash A Amritsar, Manufacturer of Mehak Spices, Peer Shah Road O/S Gate Hakiman, Amritsar, Punjab and Shopkeepers Showket Ahmad Lone and Lateef Ahmad Sheikh.
The Commissioner Food Safety and Standards took two months to grant permission for the prosecution of the owner of Mehak Spices and the two shopkeepers (Order No. 01-CFS of 2013 dated 30-12-2013).
However, the letter of permission went missing between Commissioner Food Safety and Standards office and Designated Officer Drug and Food Control Organization District Budgam for 5 months.
The Designated Officer Drug and Food Control Organization District Budgam in her reminder letter (No DO/FSSA/070/429-432 dated 10-04-2014) to Commissioner Food Safety and Standards seeks grant of sanction for the prosecution of owner of Mehak Spices and two shopkeepers after 7 months.
The Controller Drug and Food Control Organization sent the Designated Officer Drug and Food Control Organization District Budgam another original copy (No. DFO/FSSA/JK/160/56-57 dated 13-05-2014) of sanction for prosecution of the owner of Mehak Spices and two shopkeepers.
Sources said that the copy of the permission for prosecution was deliberately misplaced so as to favour the Mehak Spices by delaying the prosecution by one year.
The prosecution was launched after one year and the Counsel of the Mehak Spices pleaded for dismissal of prosecution petition against Mehak Spices before the Judicial Magistrate Budgam on the ground that it was launched after one year. Quoting the Section 77 of Food Safety and Standards Act, he pleaded that prosecution can be launched within a year only.

200 kg of stale chicken seized

The city police seized 200 kg of stale chicken from Karuvelippady in an operation carried out along with the Health and Food Safety Departments late on Saturday evening. Police said the chicken was over two months old.
Police arrested Majeed, 50, of Mattancherry, on charge of selling the meat. The stale chicken was found in two autorickshaws outside a cold storage at Karuvelippady. Police said the meat was to be taken to various hotels in Kochi. Police also found stale chicken inside the cold storage, which was licensed to keep only fish.
“The meat is regularly kept in cold storages for months together and sold to hotels in Ernakulam and other districts,” said a police officer. The stale chicken was sold in packets of 2 kg each. A packet was being sold for about Rs.140. Customers also bought smaller quantities as necessary, police said.
The Thoppumpady police have registered a case against Majeed, who was produced in court on Sunday. The Food Safety Department is also taking action against the cold storage owner, Ismail.
The seizure is the latest in a series of arrests made by the city police for storing and selling stale meat. Several kilos of stale chicken, beef, and duck have been seized by the police from different parts of the district. Officials said many hotels and bakeries regularly bought meat from these cold storages as it was cheaper than fresh meat. The quantity of seizures made has raised concern about the widespread use of stale meat in the city. A large amount of the meat food products sold in hotels and bakeries is considered unhealthy.
Experts said the only reason more people weren’t falling ill from consuming the uncertified meat was because of the style of cooking. “The Indian cooking system ensures that disease-causing agents in meat are killed off during preparation. The problem occurs when meat goes into value-added products such as puffs, samosas, and burgers that are not cooked well,” said a veterinary surgeon in the city.

TFSMTA could approach health min for single window for supplement nods

Raising the demand that process of issuing manufacturing licences for nutraceutical products should be made transparent and rationalised, the Tamil Nadu Food Supplement Manufacturers’ and Traders’ Association (TFSMTA) may approach the Union health ministry, requesting it to consider launching a single-window system for giving permissions for the manufacture and sale of food supplements under the Food Safety and Standards Act (FSSA), 2006.
“The association has decided to raise the issue before the government because there is a confusion among manufacturers with regard to FSSA and increasing unwanted expenses which the small scale units are unable to bear,” said K Mohan Kumar, president, TFSMTA. “If the process of licensing is brought under a single-window system, all the hurdles for getting the product approvals (PA) and manufacturing licenses can be solved,” he said.
Kumar said the current method of licensing was cumbersome and prolonged, and it only confused the manufacturers. If all processes were done through a single window, much of the paper work could be reduced and the small-scale units avoid their weekly trips to the Food Safety and Standards Authority of India’s (FSSAI) office in New Delhi. Further, the state government would have a major role in controlling the industry.”No proper guidance on FSSA is given to the industry by the department and the manufacturers are unaware of how to proceed. We need simple and transparent process for getting product approval certificates and manufacturing licences. The PA are issued by separate authorities under FSSA and the manufacturing licences is given by another department. Today’s process is very tedious and expensive, which we cannot afford to,” added he.Regarding levying tax, Kumar said all food supplement products are now charged at 14.5 per cent value-added tax (VAT). The association wants the government to bring it down to a rate of five per cent as the consumers of these products are mainly patients.
For test analysis of a product, the company needs to pay around Rs 15,000 per product and a general fee of Rs 25,000 for product approval for one product. For renewal of licences, FSSA is charging Rs 7,000, whereas the drug department charges only Rs 1,500 to Rs 2,000 for product endorsement.Previously the manufacturers approached the state health authorities for their licence problems, but the process has been shifted to the FSSA office in New Delhi now. This makes several hurdles to the manufacturers, and the whole process would take more than six months.”For the domestic marketing of products, the state government would issue the licence, but for out of state sales, a licence is required from FSSA. Several drug companies are manufacturing food supplements after taking licence from FSSA,” Kumar added.
