About 40% of food items adulterated

Chennai: About 40 per cent of food items tested by government labs in the state in 2013-14 were either adulterated or “misbranded”, Food Safety and Standards Authority of India (FSSAI) statistics said. Interestingly, the rate of adulteration in Tamil Nadu is two times higher than that of the national average of 19 per cent, according to information availed from FSSAI through RTI by this newspaper.
Food samples tested range from commonly used items such as edible oil, masala powder, dals, salt, sugar and grains to ready-to-eat packed foods available in grocery shops as well as big departmental stores. As per FSSAI guidelines, food samples were collected from the markets and tested to find whether it met the set standards or not.
The rate of adulteration found in food samples tested in the state has gone up by four times from 8.43 per cent in 2011-12 to 39.66 per cent in 2013-14. A senior official of the food safety administration department attributed the high rate of adulteration or misbranded food items found in the state to lifting of more suspected samples from the market rather than taking random ones.
“We mostly take food samples based on complaints from people, officials or media reports. That is why the rate of adulteration in the food samples tested in our labs is high,” the official explained. According to sources in the FSA department, daily used items are normally adulterated. In edible oils, used cooked oil is mixed with fresh oil. Pepper powder packets sold in the markets are mostly adulterated with cornstarch with only five per cent pepper it, said sources.
Consumer activist and founder trustee of the Consumer Association of India R. Desikan said that he was not surprised by the large adulteration found in food samples tested in the state. He said that traders, hoteliers and manufacturers in the state are making every effort to prevent enforcement of the FSSAI Act by filing numerous cases against it in various courts. There are about 34 cases filed in various courts including the Madras high court against implementation of the Food Safety Act by traders and others.

Drive against adulterated food products before festive season

JAIPUR: Adulterated food items like sweets or other milk products spoil the flavour of the festivals. Therefore, the health department will be launching a drive in state to check food adulteration ahead of the festive season.
Health director and state's food commissioner Dr BR Meena said, "We have prepared plans to launch drive against food adulteration."
There are always chances of food adulteration when the demand for certain items goes up and supply is limited, he said.
A health department official said, samples of ghee, oil, mawa, sweets and paneer will be collected and sent to laboratories for quality test.
Also, the officials would keep a tab on supply of milk as its demand increases during Diwali, thus, increasing chances of adulteration. Adulterated or sub-standard food items can cause stomach-related problems, claim health experts.
However, the health department officials claimed that the laws are stricter now for persons involved in adulteration. According to the newly implemented Food Safety and Security Act (2006), unsafe food means an article whose nature, substance or quality is so affected as to render it injurious to health. The person who himself or by any other person on his behalf, manufactures for sale or stores or sells such goods will be liable to penalty of Rs1 lakh to Rs10 lakh and imprisonment ranging from six months to life imprisonment depending upon the injury it causes to the patient.

Tobacco sachets worth Rs 4 lakh siezed, two arrested

NASHIK: The Bhadrakali police on Saturday confiscated sachets of flavoured tobacco worth Rs 3.75 lakh and arrested two persons in this connection. The duo was, however, granted bail on Sunday.
The police had received a tip-off that a multi utility vehicle (MUV), loaded with the banned product, was about to enter the city.
They laid a trap on the Kannamwar bridge on the Mumbai-Agra road around 11 am and intercepted the vehicle in front of Kanchan Tata Motors and confiscated the gutkha sachets.
The police arrested Dileep Gulab Mali, a resident of Ashoka Marg, Hari Sankul and Sudam Ramesh Gaikwad,of Mhasobawadi under different sections of the IPC and the Food Safety and Standards Act 2006. The duo was produced before a city court which granted them bail.
The police said the two accused had brought the tobacco sachets from Nipani, Karnataka to be distributed in the grey market in Nashik city. The police also confiscated the MUV worth Rs 5 lakh.

வீட்டிலேயே பான் பராக், குட்கா தயாரிப்பு குற்றவாளியை தப்பவிட்ட அதிகாரிகள் நடு ரோட்டில் வாக்குவாதம்

சென்னையில் தடை செய்யப்பட்ட போதை பொருட்களான பான் பராக், குட்கா போன்றவற்றை சமூக ஆர்வலர் ஒருவர் பறிமுதல் செய்து, அதை தயாரித்த வாலிபரை உணவு பாதுகாப்பு அதிகாரிகளிடம் ஒப்படைத்தார். ஆனால் உணவு பாதுகாப்பு அதிகாரிகள் அவரை தப்பிக்கவிட்டதால் நடு ரோட்டில் வாக்குவாதம் ஏற்பட்டது.
தடை செய்யப்பட்ட பான் பராக், குட்கா, மாவா, ஹன்ஸ் போன்றவற்றை தயாரித்தாலோ, சேமித்து வைத்திருந்தாலோ, விற்பனை செய்தாலோ கடுமையாக நடவடிக்கை எடுக்கப்படும் என்று தமிழக அரசு அறிவித்துள்ளது. ஆனால் ரகசியமாக சென்னையில் பான் பராக், குட்கா விற்பனை படுஜோராக நடந்து வருகிறது. இதை தடுக்க வேண்டிய உணவு பாதுகாப்பு துறை அதிகாரிகள் சில இடங்களில் சோதனை நடத்தி கொஞ்சம் பொருட்களை பறிமுதல் செய்து விட்டு வழக்கு எதுவும் போடாமல் விட்டு விடுகின்றனர்.
சில இடங்களில் பெரிய அளவில் குடோன்களே சிக்குகிறது, ஆனால் அவற்றின் உரிமையாளர் மேல் நடவடிக்கை எடுக்கப்படுவதில்லை. இது தவிர கூலி வேலை செய்பவர்கள், ஆட்டோ ஓட்டுநர்கள், மாணவர்கள் என பலரும் மாவா என்னும் ஒருவகை போதை பவுடரை உபயோகிக்கின்றனர். இதை சாதாரணமாக வெற்றிலை பாக்கு கடைகளில் தயாரிக்கின்றனர். குடிசை பகுதிகளில் அதிகம் விற்பனை ஆகின்றது.
சமூக சேவகர் ஒருவர் உணவு பாதுகாப்பு அதிகாரிகளை பல மாதங்களாக அழைத்தும் போதை பொருட்கள் விற்பனையை கண்டுகொள்ளாமல் இருந்துள்ளனர். இந்நிலையில் நேற்று காலை உணவு பாதுகாப்பு கூடுதல் ஆணையரை சந்தித்த அவர் இன்று சோதனையிட வரவில்லையென்றால் நாளையே நோட்டீஸ் அடித்து உணவு பொருள் பாதுகாப்பு அதிகாரிகள் வீட்டு பிள்ளைகளுக்கு சென்னை கடைகளில் விற்கப்படும் மாவா, குட்கா, பான்பராக், ஹன்ஸ் போன்றவற்றை பரிசளிப்போம் என்று கூறியுள்ளார்.
இதையடுத்து உணவு பாதுகாப்பு மாவட்ட அதிகாரி டாக்டர் லட்சுமி நாராயணன் தலைமையில் 5 அதிகாரிகளுடன் ஒரு குழு சைதாப்பேட்டையில் சில கடைகளில் மட்டும் சோதனையிட்டனர். எல்லா கடைகளிலும் மாவா, பான் பராக், குட்கா, ஹன்ஸ் போன்றவை ஏராளமாக சிக்கி உள்ளது. கோட்டூர்புரத்தில் விஜய் என்ற வாலிபர் மாவாவை தனது இல்லத்தில் சொந்தமாக தினமும் கிலோ கணக்கில் தயாரித்து விற்பனை செய்தது கண்டுபிடிக்கப்பட்டு அவரை பிடித்து அதிகாரிகளிடம் ஒப்படைத்துள்ளனர். அடுத்து பட்டினப்பாக்கம் வருவதற்குள் ஜீப்பில் அழைத்து வந்தவர்கள் வழியிலேயே அவரை தப்பிக்க விட்டுவிட்டனர்.
இது பற்றி அறிந்த சமூக ஆர்வலர் அதிகாரிகளுடன் நடு ரோட்டில் வாக்கு வாதத்தில் ஈடுபட்டார். இதனால் அந்த பகுதியே பரபரப்பானது. சமூக ஆர்வலரின் கேள்விக்கு அவர்கள் சரிவர பதிலளிக்கவில்லை, அந்த வாலிபர் மீது நடவடிக்கை எடுக்காவிட்டால் நாளை கமிஷனரிடம் புகார் அளிப்பேன் என்று எச்சரிக்கை விடுத்தார்.

பறிமுதல் செய்யப்பட்ட 8.5 கிலோ குட்கா அழிப்பு

நகராட்சி அதிகாரிகள் நடத்திய சோதனையில் சிக்கிய 8.5 கிலோ குட் காவும், 20 கிலோ புகை யிலை பொருள் களையும் குப்பை கிடங்கில் கொட்டி அழிக்கப்பட்டன.
பள்ளிபாளையம் நகராட்சி பகுதியில் நேற்று சுற்றுசூழலை பாதிக்கும் பிளாஸ்டிக் பொருட்கள் மற்றும் புற்றுநோயை ஏற்படுத்தும் புகையிலை பொருள்கள் ஆகியவை குறித்து அதிகாரிகள் திடீர் சோதனை மேற்கொண்டனர். நகராட்சி ஆனை யாளர் மகேஸ்வரி தலை மையில் மேற்கொள்ளப்பட்ட இந்த அதிரடி சோத னை பஸ்நிலையம், ஒட்டமெத்தை, திருச்செங்கோடு சாலை பகுதி யில் உள்ள ஓட்டல்கள், தேநீர் கடை கள், மளிகை கடைகளில் தொடர்ந்து நடத்தப்பட்டது.
இந்த சோதனையில் 133 கிலோ பிளாஸ்டிக் கேரிபேக்குகள், 8.5 கிலோ பான் மசாலா, குட்கா, 20 கிலோ புகையிலை பொ ருள்கள் கைப்பற்றப்பட்டு நகராட்சி குப்பை கிடங்கில் கொட்டி அழிக்கப்பட்டது. மேலும் 5 விற்பனையாளர்கள் மீது வழக்கு பதிவு செய்யப்பட்டு, 2 ஆயிரம் ரூபாய் அபராதம் வசூலிக்கப்பட்டது.

மறைமலை நகரில் ரெய்டு காலாவதியான தின்பண்டங்கள் குட்கா பொருட்கள் பறிமுதல் அதிகாரிகள் அதிரடி நடவடிக்கை

மறைமலை நகர் நகராட்சிக்கு உட்பட்ட பகுதிகளில் தரமற்ற உணவு பொருட்கள் விற்கப்படுவதாக காஞ்சிபுரம் மாவட்ட உணவு பாதுகாப்பு துறை அதிகாரிக்கு புகார் வந்தது.
அதன்பேரில் உணவு பாதுகாப்பு அலுவலர் பாலசுப்பிரமணி தலைமையில் நகர மன்ற தலைவர் கோபிகண்ணன், நகராட்சி ஆணையர் மனோகரன், துப்புரவு ஆய்வாளர் புகழேந்தி உள்பட நகராட்சி ஊழியர்கள் மறைமலை நகராட்சியில் உள்ள எம்ஜிஆர் சாலை, பவேந்தர் சாலை, பாரதியார் சாலை, ஜிஎஸ்டி சாலை ஆகிய பகுதிகளில் உள்ள கடைகளில் நேற்று திடீர் சோதனை நடத்தினர்.
அப்போது, அங்குள்ள கடைகளில், காலாவதியான குளிர்பானங்கள், தின்பண்டங்கள், தடை செய்யப்பட்ட குட்கா பொருட்கள் இருப்பது கண்டுபிடிக்கப்பட்டது. ஆகியவற்றை, அதிகாரிகள் பறிமுதல் செய்தனர். மேலும், 40 மைக்ரானுக்கு குறைவாக உள்ள சுமார் 300 கிலோ பிளாஸ்டிக் பொருட்களை கைப்பற்றி, நகராட்சி குடோனில் வைத்தனர்.

தமிழ்நாடு மாசு கட்டுப்பாடு வாரியம் சார்பில் உதவி பொறியாளர் ரங்கசாமி, செந்தூர் பாண்டியன் உள்ளிட்ட மாசு கட்டுப் பாட்டு துறை அலுவலர்கள் மதுராந்தகம் நகரின் கடைகளில் அதிக மைக்ரான் அளவு கொண்ட பிளாஸ்டிக் கவர், கப் போன்றவை பயன்படுத்துவதை கண்டறிந்து அவற்றை பறிமுதல் செய்தனர்.
மதுராந்தகம் தேசிய நெடுஞ்சாலை, தேரடி தெரு, ஆஸ்பிட்டல் ரோடு உள்ளிட்ட பல்வேறு பகுதிகளில் சுமார் 80 கிலோ பிளாஸ்டிக் பொருள் களை பறிமுதல் செய்தனர்.
இதுபோல் அச்சிறுப்பாக்கம் பேரூராட்சியில் தேசிய நெடுஞ்சாலை, பஜார் வீதி உள்ளிட்ட பகுதிகளில் மேற்கண்ட அதிகாரிகளுடன் பேரூராட்சி செயல் அலுவலர் கேசவன் உள்பட சுகாதார துறை அலுவலர்கள் கடைகளில் பயன்படுத்திய 20 கிலோ பிளாஸ்டிக் பொருள்களை பறிமுதல் செய்தனர்.
இதுபோல் கருங்குழி பேரூராட்சியில் பஜார் வீதிகளில் பிளாஸ்டிக் பொருட்கள் பறிமுதல் செய்யப்பட்டன.
பறிமுதல் செய்யப்பட்ட பிளாஸ்டிக் பொருள்கள் அனைத்தையும் சிறு சிறு துணுக்குகளாக மெஷின் மூலம் நறுக்கப்பட்டு அவற்றை சாலையமைக்க பயன்படுத்துவோம்.
வியாபாரிகள் பிளாஸ்டிக் பொருள்களை பயன்படுத்துவதை நிறுத்தி கொள்ள வேண்டும். இல்லையெனில் நடவடிக்கை தொடரும் என உதவி பொறியாளர் ரங்கசாமி தெரிவித்தார்.

பொன்னமராவதி பேரூராட்சி பகுதியில் பறிமுதல் செய்யப்பட்ட குட்கா பொருட்களை அதிகாரிகள் தீயிட்டு அழித்தனர்.
பொன்னமராவதி பேரூராட்சிக்குப்பட்ட பகுதிகளில் மாவட்ட கலெக்டர் ஆணையின்படியும், மாசுகட்டுப்பாட்டு வாரிய அலுவலர் அறிவுறுத்துதலின் பேரிலும், பேரூராட்சி செயல் அலுவலர் கணேசன் ஆலோசனையின்படியும், பேரூராட்சி மன்ற தலைவர் ராஜா அம்பலகாரர் முன்னிலையிலும் வரித்தண்டலர் கேசவன், துப்புரவு மேற்பார்வையாளர் ஆறுமுகம் மற்றும் குடிநீர் பணியாளர் பாபு, துப்புரவு பணியாளர்கள் குழுவாக கடைகளில் ஆய்வு மேற்கொண்டனர். அப்போது, தமிழக அரசால் தடை செய்யப்பட்ட கேரி பைகள் மற்றும் கப்புகள் சுமார் 102 கிலோ பறிமுதல் செய்தனர். பறிமுதல் செய்யப்பட்ட பொருட்களை மறு உபயோகத்திற்கு பயன்படாத வகையில் அழிக்கப்பட்டது.
மேலும் ரூ.7ஆயிரத்து 500 மதிப்புள்ள அரசால் தடைசெய்யப்பட்ட புகையிலை பொருட்கள் மற்றும் காலாவதியான உணவு பொருட்கள் உணவு பாதுகாப்பு அலுவலர் ராஜேந்திரன் மற்றும் சௌந்திரராஜன் ஆகியோரால் பறிமுதல் செய்யப்பட்டு அழிக்கப்பட்டது. இதுபோன்ற தொடர் ஆய்வுகள் அடிக்கடி மேற்கொள்ளப்படும் என அதிகாரிகள் எச்சரிக்கை செய்தனர்.
மேலும் பிளாஸ்டிக் பொருட்கள் தொடர்ந்து பயன்படுத்தப்பட்டால் பறிமுதல் செய்வதோடு மட்டுமின்றி ரூ.500 அபராதம் விதிக்கப்படும். மேலும் நீதிமன்றம் மூலம் நடவடிக்கை மேற்கொள்ளப்படும் என எச்சரிக்கை விடுக்கப்பட்டது.

தடை செய்யப்பட்ட புகையிலை பொருள் அரியலூரில் பறிமுதல்

அரியலூரில் ரூ.30 ஆயிரம் மதிப்புள்ள தடைசெய்யப்பட்ட புகையிலை பொருட்களை உணவுத்துறை அதிகாரிகள் நேற்று பறிமுதல் செய்து அழித்தனர்.
நேற்று அரியலூர் சப்.கலெக்டர் சந்திரசேகரன் சாகமூரி தலைமையில் உணவு பாதுகாப்பு துறை செயல் அலுவலர் செல்வராஜ் மற்றும் அதிகாரிகள் நேற்று அரியலூர் பஸ் நிலையம், எம்பி கோயில் தெரு, சின்னக்கடை தெரு, சத்திரம், மாதா கோயில் தெரு உள்ளிட்ட பல்வேறு பகுதிகளிலுள்ள பெட்டிக்கடை, மளிகை கடைகளில் ஆய்வு செய்தனர். இதில் தடைசெய்யப்பட்ட குட்கா, ஹான்ஸ், பான் மசாலா போன்ற பல்வேறு புகையிலை பொருட்களை பறிமுதல் செய்தனர். பின்னர் அவை அழிக்கப்பட்டது. தடைசெய்யப்பட்ட புகையிலை பொருட்களை விற்பனை செய்தால் அவர்கள் மீது நடவடிக்கை எடுக்கப்படும் என்று எச்சரிக்கை செய்தனர். இந்நிகழ்ச்சியில், உதவியாளர்கள் ஸ்டாலின்பிரபு, நேர்முக உதவியாளர் தண்டபாணி உள்ளிட்ட பலர் கலந்து கொண்டனர்.

நூடுல்ஸ்

வீடுகளில் சமைக்கும் உணவுகளில், மிகவும் சுலபமாக இரண்டே நிமிடங்களில் தயார் செய்யும் உணவுதான் நூடுல்ஸ். இதனை, வாரத்தில் ஒருநாள் ஒருமுறையாவது சுவைக்க வேண்டும் என்ற விருப்பம் எல்லோருக்கும் உள்ளது. 
குழந்தைகள் விரும்பிக் கேட்டால் பெற்றோர்களுக்கு செய்து கொடுக்கவும் எளிதான உடனடி உணவாக நூடுல்ஸ் மாறிப்போய் விட்டது. இத்தனை கவர்ச்சியான விளம்பரங்களில் வரும் நூடுல்ஸ் அதன் சுவைக்கு நிகரான அபாயங்களையும் கொண்டுள்ளதை சமீபத்திய ஆய்வுகள் தெரிவிக்கின்றன.
சிலவகை நூடுல்ஸ்களில் மெழுகு அல்லது லிக்விட் பாரஃபின் ஒன்றுடன் ஒன்று ஒட்டாமல் இருப்பதற்கு சேர்க்கப்படுகிறது. இப்படி சேர்ப்பது உடல்நலத்துக்கு பெரும் தீங்கு இழைக்கக் கூடியது. 
நம் உடலுக்கு வரும் வைட்டமின்கள், தாது உப்புகள் போன்றவற்றை நூடுல்ஸில் சேர்க்கப்படும் மெழுகு உறிஞ்சி உடலில் தங்க விடாமல் செய்துவிடுகிறது. இதில் மூளைச்செல்களை உருவாக்கும் முக்கிய வைட்டமின்களும் அடங்கும். இது தவிர ஹார்மோன்களை சரியாக சுரக்கச்செய்து அழகான சருமத்தையும் கேசத்தையும் பராமரிக்க கொழுப்பில் கரையக்கூடிய வைட்டமின்கள் உதவுகின்றன.
இவையனைத்தும் மெழுகு சேர்க்கப்பட்ட நூடுல்ஸ்களை சாப்பிடுவதால் உடலுக்கு கிடைக்காமல் போகின்றன. நூடுல்ஸ் இதயம் சம்பந்தப்பட்ட நோய்களையும் அதிக ரத்த அழுத்தம், அதிக சர்க்கரை, உடல் பருமன், இடுப்பிலும் வயிற் றிலும் தேவையற்ற சதைகளை உருவாக்குதல் போன்றவற்றை ஏற்படுத்துகிறது. இதனால், மூளைத்தாக்கு நோய் (ஸ்ட்ரோக்), நீரிழிவு போன்றவை எளிதாக வருகின்றன. 
நூடுல்ஸில் உள்ள மைதா, ரத்தத்தில் உள்ள சர்க்கரையின் அளவை அதிகரிக்க செய்து இரண்டாம் வகை நீரிழிவு நோய் வர காரணமாக அமைகிறது. நூடுல்ஸில் வெள்ளை நிறத்துக்காக சேர்க்கப்படும் பிளீச்சிங் பொருளான அலோக்ஸான் (alloxan) கணைய சுரப்பிகளில் இன்சுலினை சுரக்கச் செய்வதை பாதிப்படையச் செய்து நீரிழிவு நோய் வருவதற்கு வழிவகுக்கிறது. மக்களுக்கு அலோக்ஸான் பற்றிய விழிப்புணர்வு இல்லை. 
தென்கொரிய ஆய்வு நிறுவனத்தின் சமீபத்திய ஆய்வு இந்தியாவில் பெண்களுக்கு நூடுல்ஸ் சாப்பிடுவதால் அதிக தீமைகள் வருவதைத் தெரிவித்துள்ளது. நூடுல்ஸில் உள்ள ‘பிஸ்பினால் ஏ’ என்ற மூலக்கூறு பெண்களின் உடலில் சுரக்கும் ஈஸ்ட்ரோஜன் ஹார்மோனை பாதிக்கிறது. இதனால் பெண்களுக்கு ‘பாலிஸிஸ்டிக் ஓவரி சிண்ட்ரோம்’ எனப்படுகிற சினைப்பை நீர்க்கட்டி பிரச்னை வரும் அபாயம் உண்டாம். 
பெரும்பான்மையான மக்களுக்கு இயற்கை தானியங்களால் செய்யப்பட்ட ஆரோக்கியம் தரும் நூடுல்ஸ் கடைகளில் கிடைப்பது தெரிவதில்லை. இயற்கை முறையில் வரகு அரிசி, சாமை அரிசி, தினை அரிசி, கம்பு, கேழ்வரகு, குதிரைவாலி அரிசி போன்றவற்றால் செய்யப்படுகிற நூடுல்ஸ் இப்போது கிடைக்கின்றன. இவற்றில், உடலுக்குத் தேவையான சத்துக்களான கால்சியம், இரும்புச் சத்து, வைட்டமின் பி, பி-6, நியாசின், மக்னீசியம் போன்றவை உள்ளன. 
இவை உடலில் தாறுமாறான இன்சுலின் அளவை தடை செய்து சர்க்கரையின் அளவைக் கட்டுப்படுத்துகின்றன. இரண்டே நிமிடங்களில் தயார் செய்துவிடக் கூடிய இன்ஸ்டன்ட் உணவு உண்மையிலேயே அவசியமானதுதானா, ஆரோக்கிய மானதுதானா என்பதையும் இனி இரண்டு நிமிடங்கள் யோசியுங்கள். நூடுல்ஸில் உள்ள‘பிஸ்பினால் ஏ’ என்ற மூலக்கூறு பெண்களுக்கு ‘பாலிஸிஸ்டிக் ஓவரி சிண்ட்ரோம்’ எனப்படுகிற சினைப்பை நீர்க்கட்டி பிரச்னை வரும் அபாயத்தை அதிகரிக்கலாம்.

REGISTRATION OF STREET FOOD VENDORS


The Food Safety and Standard Authority of India have started the registration of the street food vendors in the whole of India. In exercise of the powers conferred under section 92 of the Food Safety and Standards Act, 2006, FSSAI has proposed Draft of Food Safety and Standards Regulation, 2010 under which Part 3.2 makes it mandatory for all Food Business Operators in the country to be registered or licensed in accordance with the procedures laid down in the regulation. Hence Licensing or Registration of Food Business Operators (FBOs) shall be an important activity under FSSAI; this not only envisages integrating the individual licensing activities of various divisions of FSSAI under a single Licensing System, at Central or State Level, but also requires Registration of all Food Business Operators using Local Administration Bodies, when their activity does not require a License. All of these are covered under the Food Safety & Standards Regulation, 2010 under deliberation.
The Registration of the food vendors has started since April 2014 in various cities across India. The food vendors can go with valid documents to nearby General Resource Centres of their cities and do the registration.
How to Apply for License/Registration
For License: FBO’s are required to have a valid personal e-mail ID and Mobile Number which should be kept active.

The name of the FBO should be spelt correctly in the application as it appears in the License.
On successful submission of application, the system will generate a unique Reference Id for the application.
Take a print out of the “Acknowledgment” and “Online Application Form” and attach the Demand Draft for the fee (if payment mode is Demand Draft) and supported documents (Refer Document Checklist) required as part of the application and submit the application to your State Authority or Regional Office of Food Safety and Standards Authority of India, within 15 days from the date of submission of application online.

Test report says DJ Halli school children fell sick due to the presence of E.Coli
Food samples from the Government Urdu Higher Primary School in DJ Halli sent for testing to the State Public Health Institute (PHI) have been found to be contaminated with E.Coli and Enterobacter. Certain strains of these bacteria can cause food poisoning and may even be life-threatening.
Nearly 360 children from the school had been rushed to Dr. Ambedkar hospital on Friday after they complained of stomach ache and vomiting sensation during class hours. They had earlier consumed midday meals served to them at the school, supplied by Akshaya Patra Foundation of ISKCON.
Samples of plain rice and sambhar were collected and sent to PHI for bacteriological analysis. The presence of E.Coli and Enterobacter were confirmed.
PHI Deputy Director Jaikumar, who is also the designated officer for Food Safety and Standards Act (FSSA) in the State, told The Hindu on Tuesday that the presence of E.Coli in the food samples indicated that there was “handling contamination.”
“Although a lizard had fallen in the rice served to the students, the report does not suggest the presence of Salmonella. This rules out the possibility of any bacteria having been released from the lizard. Lizards are a carrier of Salmonella,” Dr. Jaikumar said.
Sources in the Bangalore Urban District Surveillance Unit said a detailed report, based on the laboratory findings, had been forwarded to State Surveillance Officer Venkatesh and Bangalore Urban District Health Officer (DHO) M. Rajani on Tuesday. Dr Rajani said she is yet to get the report.
Quoting the laboratory findings, sources in the State Surveillance Unit said the presence of E.Colibacteria clearly indicated that the food was unfit for human consumption.
“Under the Food Safety and Standards Act, legal action has to be initiated against Akshaya Patra Foundation of ISKCON, which had supplied food to the school,” a source said.
Meanwhile, parents in the school refused to allow their children to eat food for the third day in a row in view of Friday’s incident. The headmaster, Zaheera Khanum, said that a meeting would be convened with parents to convince them that the food is safe for consumption of children.
The Department of Public Instruction and Bangalore Urban Zilla Panchayat has issued a notice to Akshaya Patra Foundation to which it is yet to respond.

Stern warning to traders selling expired food

Local Administration Minister N.G. Pannir Selvam has warned of stringent action against those who sell substandard and expired food stuff at the Puducherry Bus Stand.
Replying to questions in the Assembly on Monday, Mr. Pannir Selvam said stringent action would be taken under the Food Safety and Standards Act, 2006 against those who sell such food products.
A separate wing under the Excise Department has been functioning to check if shopkeepers were selling packaged food above the maximum retail price.

Sikkim bans gutkha

It is the 13th state to do so after FSSAI issued a regulation last year. The government of Sikkim has banned the sale, distribution and storage of gutkha, a form of chewing tobacco. This makes Sikkim the second state in the north-east after Mizoram to ban gutkha. The notification issued on September 17 bans all food items containing gutkha and nicotine.
A large number of people in Sikkim—25.6 per cent—consume gutkha. Twelve other states have already banned gutkha; these are: Madhya Pradesh, Chhattisgarh, Kerala, Bihar, Maharashtra, Rajasthan, Haryana, Jharkhand, Punjab, Chandigarh, Mizoram, Delhi and Gujarat.
The ban is based on the regulation issued on August 1, 2011 by the Food Safety and Standards Authority of India (FSSAI), a statutory body under the health ministry, to look after food safety. Rule 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations of 2011 says that a food product should not “contain any substance which may be injurious to health: Tobacco and nicotine shall not be used as ingredients in any food products.” But the Centre sent letters to all states recommending the ban only on April 25, this year, after Madhya Pradesh took the initiative and banned the sale and storage of gutkha on April 1.

Organisers pulled up over food and transport issues

Going from one venue to another has been a problem for athletes and the media over the last few days at the Asian Games here.
The media had to wait for nearly two hours for the official vehicle at the Yeorumul Squash Complex on Sunday evening after the matches there to get back to the main press centre. And the officials in charge of transport at the venue had no clue about what was happening and of little help too. Language is a big hurdle as very few speak English here.
It has now emerged that a massive food poisoning scare has hit the Games.
It was reported on Monday that organisers prevented a potential mass outbreak of food poisoning after salmonella bacteria was detected in lunch boxes prepared for athletes. The bacteria was detected by South Korean food safety inspectors, who screen athletes’ food provided by authorised caterers, in meat included in boxed meals provided by a caterer.
Shooters, fencers, weightlifters and sepak takraw players were among those who had asked for packed meals. Despite India having a sizeable number of athletes in these disciplines here, none have been affected, though life without proper dal and other Indian dishes have disappointed our athletes.
“None of our athletes have been affected. So far so good, but keep your fingers crossed,” Adille Sumariwalla, the chef-de-mission of the Indian contingent, told The Hindu here on Monday night. “There seems to be one case (of bacteria detected in food packets). They (the Incheon Asian Games organisers) are so finicky on quality, I’m very surprised. They have thrown everything out.”
Sumariwalla, who stays at the Athletes Village, revealed that a meeting of the chefs-de-mission was held on Monday over food and transport issues.
“We really pulled them up and they had an emergency meeting to improve the quality of food and transport. We’ll know day after tomorrow, every alternate day there’s a chefs-de-mission meeting.”
Transport has also been a problem for athletes. “Transport is an issue, we are pushing for more frequency. Not enough vehicles have been pushed into service. Even the media’s vehicle problem was reported at the meeting,” he said.

Natural sago manufacturers’ protest continues

Protesting against the adulteration of sago with wet starch, members of the Tamil Nadu Tapioca Natural Sago Manufacturers Association continued their strike for the third consecutive day.
Members said that since harvest of tapioca season began, all the sago processing units were functioning in the district and nearby districts. They were producing 100 per cent chemical free sago that has good market in North India. But allege that wet starch, produced by mixing banned chemicals, were supplied by manufacturers from Attur and Thalaivasal areas. Though in 2012 the then Collector J. Kumaragurubaran issued five guidelines for functioning of these units, the manufacturers failed to follow it later. Hence, adulteration continues, they said.
Members said that if adulteration is allowed to continue, tapioca starch will no longer be needed and the crop cultivated in over one lakh acre in the State will go wasted. They wanted officials from Food Safety Department to inspect these units immediately and take action against them for adulteration. Members wanted the Collector to ban the wet starch trading.

Meanwhile, Collector V. Dakshinamoorthy has called for a meeting of natural sago and wet starch manufacturers and others involved in activities related to the industry.

ஆனால் பல ஆலைகள் வழக்கம் போல் இயங்கின. விவசாயிகளுக்கு எதிரான நடவடிக்கைகளில் ஆலை நிர்வாகத்தினர் தொடர்ந்து ஈடுபடுகின்றனர். மேலும், கெமிக்கல் கலப்பது, மக்காசோள மாவு கலப்பது, ஈரமாவு கலப்பது என ஒவ்வொரு முறையும் பிரச்சனை வரும் பொழுதும், மாவட்ட நிர்வாகத்தின் மூலம் பேச்சு வார்த்தை நடத்தப்பட்டும், இதுவரை இறுதி முடிவு எட்டப்படவில்லை. தற்பொழுதும் கண்துடைப்பு கூட்டமாகவே முத்தரப்பு கூட்டம் நடத்து முடிந்துள்ளது. என விவசாயிகள் தெரிவித்தனர்.

இதனால், தற்போதுள்ள மரவள்ளி ஆலை களில் ஈர மாவு உற்பத்தி செய்ய முடியாத நிலை உள் ளது. மேலும், சில பெரிய உற்பத்தியாளர்களின் தூண்டுதலின் காரணமாக தற்பேது செயற்கையாக உற்பத்தி நிறுத்தம் செய்யப்பட்டுள்ளதாகவும், போராட்டம் நடப்பதாகவும் பொதுமக்களுக்கும் அரசு நிர்வாகத்திற்கும் தெரிவிக்கப்பட்டு வருகிறது. ஆனால், எங்கள் சங்கத்தினர் இதுபோன்ற போராட்டம் எதிலும் ஈடுபட விரும்பவில்லை.
எங்களின் ஒரே கோரி க்கை ஈர மாவு உற்பத்தியை தடுக்காமல் இருக்க வேண் டும் என்பது தான். இதன ல் மரவள்ளி விவசாயிகளு க்கு உரிய விலை கிடைக்கும். எனவே, தற்போது உணவு பாதுகாப்பு அலுவலர்களின் ஈர மாவு உற்பத்தியை தடுப்பதை அரசு தலை யிட்டு பிரச்னைக்கு தீர்வு காண வேண்டும் என்பது உள்ளிட்ட தீர்மானங்கள் நிறைவேற்றப்பட்டன.

Issue of stuck packaged food cargo reaches PMO

NEW DELHI, SEPTEMBER 22:
The issue of processed food import consignments worth crores of rupees held up by Food Safety and Standards Authority of India (FSSAI) in various ports and airports due to ‘improper’ labelling has landed at the Prime Minister’s door.
“I have discussed the issue with Health Minister Harsh Vardhan and the matter is now with the PMO. The system needs to be more transparent and less rigid,” said Union Food Processing Minister Harsimrat Kaur Badal here on Monday. She added that while health safety had to be kept in mind, the growth of industry should also be taken into account.
According to FSSAI, the nodal agency under the Health Ministry, labels on shipped imported packaged food items must list the ingredients used and the nutritional value in English, along with the producer’s name, address and the country of origin in the prescribed format. As per the Food Safety and Standards Act of 2006 that came into force in 2011, pasting of stickers on products is also not allowed.
Badal, who was addressing the media on the her Ministry’s 100-day report card, however, denied reports that her Ministry was pushing for the food regulator to be brought under her Ministry, or jointly handled with the Health Ministry.
“It does not matter under who the system is, but it should not be arbitrary,” Badal said, adding that various stakeholders had met her regarding their import consignments being held up ahead of the festival season. Among the companies affected are some top MNCs as well as gourmet restaurants that use ingredients, such as olives and olive oil, canola oil liquor, seafood, herbs, sauces, chocolate and other ingredients.
Almost 400-500 odd containers of shipment were lying at different ports and airports for their failure to meet FSSAI’s labelling norms. Some importers are said to have even made advance payments for them.

Food safety standards should not be arbitrary: Minister

Expressing concerns over imported food items getting stuck in customs, Food Processing Minister Harsimrat Kaur Badal today said safety standards should not be arbitrary and detrimental to the industry.
Huge consignments carrying food processing ingredients are lying at ports due to the new labelling norms of the Food Safety Standards Authority of India's (FSSAI).
The matter has been taken up with the PMO and the Health Ministry, she told reporters while briefing her ministry's 100-days initiatives.
"Ingredients imported by the processing industry are lying at the customs as there are certain ingredients on which industry is having issues with FSSAI. It has been taken up with Health Ministry and a solution should be found very soon. The system needs to be very transparent," Badal said.
Badal said the food processing sector should be provided a level-playing field.
"Systems should not be arbitrary. While maintaining the food safety standards, it should also encourage the industry. So, if industry is having some issues that need to be addressed," Badal said.
The Minister said she has met Health Minister Harsh Vardhan and discussed the industry's issues related to FSSAI.
The matter has also been brought under the notice of Prime Minister's Office (PMO), she added. Badal said there is no proposal to bring FSSAI under the Food Processing Ministry from the purview of Health Ministry.
FSSAI has been established under Food Safety and Standards Act, 2006 which consolidates various acts & orders that have hitherto handled food related issues in various ministries and departments.

A food blogger petitioned the chain to remove a controversial ingredient used as a bleaching agent and dough conditioner for breads, which is also used to make yoga mats and has been banned in some other parts of the world. Another food safety scare in Russia seems to have got McDonald's cash registers dwindling on claims of alleged sanitary violations. It led to the temporary closure of five of their restaurants in Moscow and Southern Stavropol region. According to a Wall Street Journal report, following the food scandal the overall sales drop of 3.7% was the worst since February of 2003. (More: McDonald's August Sales Hurt by China Scandal)
We asked McDonald's if there are any precautionary measures that are being taken in Indian outlets while procuring ingredients from suppliers. Here's their statement.

In today's scenario, India is warmly welcoming a host of International fast food chains and the youth seems to be more than thrilled with the 'quick-bite' culture. But this growing taste for fast food is becoming a major concern.
For long, health experts have criticized the aggressive advertising and marketing tactics that these restaurants adopt to influence consumer preference. Previous studies have linked fast food to an increased burden of obesity, high sodium intake and cholesterol, especially on the youth. A recent report published by World Health Organization recommends stronger regulations on fast foods to help curb the global obesity epidemic.
Despite this, these restaurants have not encountered much opposition in India. They have, in fact, managed to garner a forever-growing customer base.
While they have been battling alleged health concerns, shocking revelations made about fast food restaurants using inferior ingredients and cost-effective but unhealthy practices, add fuel to fire. All we can say is that it's good to question and make more informed food choices.

Study Finds Food Cooked Over Fire May Increase Risk Of Esophageal Cancer
Smoked meat — red meat or fish dipped in greasy oil, and covered with a mix of salt, chilli powder and spices, before it is cooked directly over fire — is one of the most common causes of cancer of the foodpipe in the state, doctors from Government General Hospital announced at a scientific conference in Vancouver, Canada.
When meat or fish is cooked directly over fire, it gets covered with cancer-causing carcinogens, making it more dangerous than even smoking or consumption of alcohol, surgical gasteroentrologist Dr S M Chandramohan said.
As a part of an ongoing study, Government General Hospital’s department of surgical gastroenterology asked five undergraduate medical students to quiz 101 cancer patients about their lifestyle and eating habits and compare them with answers to the same questions by healthy people.
Statistical analysis of the data gathered showed that people eating smoked meat were at up to nine times higher risk of developing cancer compared to people who did not have it on their diet. The study found that people who smoked had an eight times higher risk of contracting cancer than others and those who consumed alcohol were at four times higher risk.
This is not the first time smoked meat has been linked to cancer. The National Cancer Institute in the USA has linked barbequed or grilled meat to cancer. Coal or gas used to cook meat emits chemicals called polycyclic aromatic hydrocarbons (PAH) that adhere to meat. Laboratory tests show these substances can cause cancer in animals.
“Some studies have linked occupational exposure to PAH to cancer in humans,” Dr Chandramohan said. Food experts say when salty, fatty meat exposed to smoke of wood or coal absorbs large amounts of tar, which may contain carcinogens. “In that sense, eating smoked meat isn’t very different from smoking tobacco,” said Dr Rajendran Vellaisamy, who was a part of the study.
The researchers admit that various factors outside the study are linked to cancer, but say the risks they found should be considered. For instance, during the interviews, many people with cancer, par ticularly those in lower socioeconomic groups, said they ate sutta karuvadu (dried fish cooked in direct fire) or leftover rice with karuvadu fry (deep fried dried fish).
“Many households reuse oil and that could be one of the factors that triggered cancer,” Rajendran said. “We’re not saying ‘no deep fries or smoked meat at all’. We do not have direct evidence to say that with certainty. But the study helps us know which foods are high-risk and should be avoided.”

New food standard rules hit importers

Items worth crores that are stuck at ports due to FSSAI's rules include chocolates, oils, cheese and liquor among others.A regulatory body's insistence on adhering to obscure regulations about the labelling of imported food, oil and liquor has held up consignments worth some Rs.25,000 crore at ports, forcing several major brands and groups to either shut shop or cut back on imports.
Among the items worth crores that are stuck at ports due to steps taken by the Food Safety and Standards Authority of India (FSSAI) are wines, premium liquors and perishable items such as cheese and seafood, say importers. The importers pointed to the unusual steps taken by the FSSAI, which comes under the health and family welfare ministry, such as its insistence that all imported containers of canola oil should be labelled "rapeseed oil - low erucic acid". As a result, consignments of canola oil have been stuck at ports since December last year.
After Dalmia Continental Private Limited, a leading importer of canola oil, petitioned the Bombay High Court against the FSSAI's directives regarding packaging and labelling regulations, the court ruled on September 16 that the "said label priama facie appears to be in complete conformity [with regulations] and the action of rejecting the said consignments is absolutely arbitrary". The high court further directed FSSAI to clear the detained consignments and listed the case for final disposal on November 17. During the hearing, a two-judge bench described the FSSAI's stance as "unreasonable" and said the regulatory body's lawyer had been unable to explain the logic of its orders.
The FSSAI has been insisting that imported foods and beverages should conform to domestic regulations on labelling and packaging even though they already comply with Codex, the harmonised global food standards developed by FAO and WHO. Stung by the FSSAI's actions, Lindt & Sprungli has decided to shut down. The Swiss chocolate major acted after two of its consignments were sent back by FSSAI purportedly because they did not comply with the new rules.
Initially, the FSSAI insisted that ingredients should be listed in descending order of composition by weight or volume. Though Lindt complied with this regulation in January, its consignments were again rejected because a new regulation stated chocolates with vegetable oil or fat could not be imported.
The Scotch Whisky Association, whose 51 members account for over 90 per cent of the global sales of the spirit, registers its strongest sales in India in the festive season that begins in September.
However, it has cut back on imports after consignments worth about Rs.70 crore were not cleared because they failed to comply with labelling rules. Diageo and Pernod Ricard have suspended shipments to India completely, importers said.
Other importers, who did not want to be named, largely blamed FSSAI chief K. Chandramouli for the current state of affairs. They claimed the FSSAI's actions could impact the NDA government's efforts to showcase India as a country that was open for business without unnecessary red tape. Sources said the FSSAI's actions have angered Food Processing Minister Harsimrat Kaur Badal who favours the separation of the regulatory body from the health ministry. Chandramouli, an IAS officer of the 1975 batch, could not be reached for comment.

For lifting of ban by EU, pre-export testing of betel leaves necessary

Mumbai: To have the ban on Indian betel leaves lifted in Europe (after the European Union [EU] reported alerts that they were contaminated), the Agricultural and Processed Food Products Exports Development Authority (APEDA) made several advisories to those exporting them to be undertake their pre-export testing.
One of them, signed by Vinod Kumar Kaul, deputy general manager, informed, “There have been reports of likelihood of betel leaves becoming the next product to be banned by EU. Exporters are hereby cautioned that they must immediately stop the export of betel leaves unless the consignment is tested through APEDA-recognised laboratories confirming compliance with EU norms.” 
Prior to the ban on betel leaves, trade relations with the EU were already on a shaky ground, with the ban of mangoes, eggplant and bitter gourd. The EU accounts for about 20 per cent of betel leaves exports from India. Indian trade delegation is in constant touch with the European counterparts to avoid any ban. 
For the same reasons, Bangladesh was banned from exporting betel leaves to European countries from 2012. In a recent meeting, the European Commission decided to extend the ban till 2015. The Indian market fear a similar ban on Indian consignments. 
Betel leaves are primarily imported from India by EU countries with large Asian populations. Generally betel leaves are used as mouth fresheners served post-meals. Many retail stores and Asian culinary stores import betel leaves for sale. Betel leaves worth $6.60 million were exported by India in 2013-14. Of this, $0.14 million were exported to the EU, mainly the United Kingdom.
The EU’s Food and Feed Safety report said, “Concerning new listings, the following commodities would be added to the list of feed and food which are subject to reinforced border checks - enzymes (feed and food) from India at a control frequency of physical and identity checks of 50 per cent for their possible contamination with chloramphenicol, betel leaves from India for their possible contamination with Salmonella.”
Pankaj Jaiminy, assistant vice-president (food, health and beauty), TÜV SÜD South Asia, said, “The quality concerns associated with export of betel leaves is the detection of Salmonella bacteria. The organism is highly pathogenic, known to cause typhoid fever and food poisoning. Traditional farming practices, unhygienic handling and storage of harvested leaves add to high contamination levels.”
Jaiminy said, “Fresh produce is known to have high microbial presence but steps to reduce pathogen levels need to be initiated. Training and awareness programmes on handling fresh produce post-harvesting will reduce fresh cases of contamination.” 
“Mandatory pre-export testing for pathogens in fresh produce would help in the identification of contaminated produce. The constant ban of Indian agricultural produce would affect the image of the country and have a negative impact on the exports in the long run,” he added.

Device to remove iron filing from tea developed

GUWAHATI, Sept 21 – Good news for the Indian tea industry and its trade. Iron filing, which is a major problem for the tea industry of the country, because of its leading to iron contamination of teas, is soon going to be eliminated, thanks to the mechanical device developed by senior Tea Research Association (TRA) scientist Dr J N Kalita.
According to TRA secretary Joydeep Phukan, the machine developed by Dr Kalita eliminates iron filings online during the production of made tea. The machine was released for commercial use by the tea industry of the country at the 50th annual general meeting (AGM) of the TRA held at Kolkata on September 18. An application for patenting the machine has also been filed with the appropriate authorities, said Phukan.
Iron filing in tea has become a major issue at present with the Food Safety andStandards Authority of India (FSSAI) fixing stringent norms of maximum permissible limitof iron filings in tea at 150 milligram per kg, Phukan said.
According to a TRA publication, iron filing generally comes to tea during themanufacturing process. The CTC cutter used for manufacturing CTC tea is to be periodically sharpened and this becomes the primary source of iron filing. Moreover, normal wear and tear of the other parts of machinery used in the tea manufacturing process are also the sources of iron filings.
The conventional removal process of iron filing in the factory is a tedious one and it requires the use of a magnet and manual efforts for taking out the adhered iron particles from the magnet.
However, the machine developed by Dr Kalita can be used in any online manufacturingtea factory at any point between the dryer mouth and the sorting point.

Case registered against sago unit

The rural police have registered a case against the supplier and the owner of a sago unit at K.N. Pudur in Thevattipatti for using banned chemicals.
A team led by T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department, inspected the sago unit on Saturday and found sulphuric acid and other banned chemicals being used for polishing starch.
Since these chemicals are declared as harmful for human consumption, officials sealed the unit and also took samples. Also, 101 bags of sago found on the premises were kept in a room and sealed by the officials.
Based on her complaint, Thevattipatti police registered a case against the owner of the unit and also against the supplier of chemicals. Cases were registered under various Sections of IPC and under Tamil Nadu Poisons (Regulation of Possession and Sale) Rules, 2014.

Supply chain of tobacco products survives raids

Raids continue, so too the sales
The Food Safety Department’s attempt to plug supply chain of nicotine-laced pan masala, gutka, and chewing tobacco in the district has yielded only limited results.
Periodic raids notwithstanding, shops continue to receive supplies. Chewable tobacco products worth Rs. 2 lakh was seized on Wednesday in raids conducted in shops at Veerappanchathiram on Wednesday by a team led by G. Karunanidhi, District Officer for Food Safety, but the officials could not extract the exact truth from the sellers about the supply source.
The sellers said they get their supplies from Salem district.
“But, that is not the truth. We suspect that the paan products are being brought into the district through private transport lorries,” Mr. Karunanidhi said adding that a combined effort by Department of Transport, the police, and Food Safety Department was necessary.
Last December, a parcel containing chewable tobacco, without any address of consignee, was seized from a private bus that originated from Bangalore.
The seized items valued at Rs. 1.9 lakh was destroyed after a month.
The seizure came a month after a huge rail consignment of banned gutka was confiscated at the Erode Railway Station.
The consignment worth over Rs. 5 lakh was unloaded after police personnel found that it did not have the address of either the sender or the receiver.
According to officials, the medical costs of treating smokeless tobacco-related cancers and diseases far overweights the tax revenue accruing from sale of the harmful products.
Though manufacture and sale of all forms of smokeless tobacco was made illegal under the Food Safety and Standards Act, 2006, the supplies persist because the law is not applied strictly throughout the country.
The National Institute of Health and Family Welfare has advocated total ban on manufacture and sale of such products to protect the citizens right to health under Article 21 of the Constitution.

Manufacturers,packaging units of food items flouting laws

Manufacturers of food items here seem to have no fear of law as packaging of home-made snacks and other products is being done without any mention of expiry and manufacturing details. Most shops and bakeries are selling items like chips, cakes, pastries etc in packets which don't mention manufacturing date, expiry date, the manufacturer's address etc.
When the HT team visited one of the manufacturing units here, KTT snacks, and questioned about the packaging of the products without necessary details, the owner confidently said that he is not the only one who is doing so. "I can name at least ten other manufacturing units that are doing the same," he said. The team also found that the items were being manufactured and packaged under very unhygienic conditions.
One of the shopkeepers, who sells these locally made food items, made some shocking revelations. He said, "We buy plastic packets from Sadar Bazar in Delhi and then pack locally made items like turmeric powder, cashewnut and biscuits in them. We prefer to sell the local items over the branded ones as they are cheaper."
He even showed some empty packets carrying the names of brands and designed for specific products. Some of the shopkeepers even alleged that the food safety department is aware of all this and "we pay the officials to avoid action".
"We conduct raids on a regular basis but most of the time the culprits manage to escape before we reach the spot," said food safety officer Charandeep Singh, expressing the inability of his department to curb this business.
Some officials of the food safety department also requested the HT team to investigate further on this issue and update them on this.
"The health hazards of consuming these items are grave. The children, who are fond of chips and biscuits, often complain of problems like indigestion and mouth ulcer," said Dr Harpreet Singh Sidhu, a practicing homeopathic physician, who has been campaigning against this practice for a long time. Deputy commissioner Parveen Kumar Thind, who expressed ignorance about this practice, said that proper action would be taken against this practice soon.

CWG: Delhi restaurants register for safe food programme

New Delhi : With the Commonwealth Games around the corner, restaurants in the capital are making a beeline to register with the Safe Food Destination (SFD) programme that emphasises on international standards of food safety and security.
Launched by private consultancy TQS Global Management System, the initiative is in coordination with standards devised by the government's Food Safety and Standards Authority of India.
Some major restaurant chains like TGIF, KFC and Pizza Hut, as also the Intercontinental hotel group, have already been accredited while several others have applied for it.
"Restaurants will go through testing of food, training of staff, auditing and consulting. The customers visiting the restaurants that are registered with us will be insured towards any illness arising out of any food-bourne disease," TQS (South Asia) vice president N.L.B. Pantulu told IANS.
The programme has been designed keeping in mind the need for proactive measures and international standards of food safety and security, which will be of great help during the Games.
According to TQS, the cost for registering a restaurant is Rs.50,000 per year.
"Food safety needs a diverse approach where the operator is made to understand the implications along with affordable and feasible solutions," Pantulu said.
TQS has an audit and mentor team that inspects each restaurant that applies for accreditation. The first team has a 30-page stringent checklist which rates the restaurants on cleanliness, courteousness and hygiene in preparing the food among others.
"We don't register anyone who scores below 25 percent. So, the mentor team provides guidance to all those who have scored less and also to those who need to improve," he explained.
The company would soon be launching a website with the names and addresses of all the SFD outlets. There will also be a tie-up with radio cab operator Meru, whose vehicles will have a list of registered outlets for tourists.
"We will also be launching a helpline in German and French", Pantulu added.
TGIF (Bistro Hospitality) president S. Roy said: "The SFD is a great initiative as this will enable serious restaurateurs to be at par with international standards of food safety and hygiene. Thus they are able to cater to both local as well as international tourists."
According to TQS, the programme aims at promoting the overall understanding of food safety and security. Regular workshops are conducted so that food safety becomes a habit for all the departments in an outlet.
"With consistently trained staff and improved system throughout the year, SFD is far more beneficial than the regular one time stamping exercise of any certification. Moreover, it gives the food operator the confidence to face any third party inspections at any time because food safety is assured continuously," Pantulu said.
At present, the SFD programme has been successfully executed in countries like Bulgaria and the Maldives. And with large number of outlets registered in Delhi and National Capital Region (NCR), the model could be replicated for other states as well, Pantulu said.
New Delhi will host the Commonwealth Games Oct 3-14.

What are the specific guidelines on the labelling of Edible Oils & Fats in India?

Edible Oils & Fats
Codex defines Edible Oils & Fats as, ‘foodstuffs which are composed of glycerides of fatty acids’. They are of vegetable, animal or marine origin. They may contain small amounts of other lipids such as phosphatides, of unsaponifiable constituents and of free fatty acids naturally present in the fat or oil.
Vegetable Oils & Fats are extracted from plant sources and does not include any margarine, Vanaspati, Bakery shortening etc.
The FSSAI has specified the labelling requirements for edible oil and fats. The first criteria that FBOs need to follow is that expressions that exaggerate the quality of the product must not be mentioned on the package, label or in advertisements. You cannot use expressions like “Super-Refined”, “Extra-Refined”, “Micro-Refined”, “Double-Refined”, “Ultra-Refined”, “Anti-Cholesterol”, “Cholesterol Fighter”, “Soothing to Heart”, “Cholesterol Friendly”, “Saturated Fat Free.”
Each container of solvent – extracted oil or any de-oiled meal or edible flour which is packed for sale must have at the time of sale, written in English or in the Hindi Devnagri script the following particulars.
the name, trade name, if any, or or description of the solvent-extracted oil or de-oiled meal or edible flour, as the case may be
If the oil does not fulfill the standards of quality for “refined” grade solvent extracted oils specified in the regulations of Food Safety and Standards (Food Products Standards and Food Additive) Regulations, 2011 for Edible vegetable oil/Vanaspati, a declaration has to appear on the label in a type-size of not less than 50 mm which states.
“NOT FOR DIRECT EDIBLE CONSUMPTION” if the oil complies with the requirements of ‘semi-refined” or “raw-grade 1” grades of oils specified in the regulations Food Safety and Standards (Food Products Standards and Food Additive) Regulation, 2011
“FOR INDUSTRIAL NON-EDIBLE USES ONLY” if the oil does not comply with the above mentioned requirements.
The label must mention the name and business particulars of the producer
The net weight of the contents in the container
The batch number, month and year of manufacture
These particulars above must be given with the accompanying documents if the solvent extracted oils are transported in bulk in rail tank-wagons or road tankers, or where de-oiled meal or edible flour is transported in bulk either for storage in silos or transferred to ship for bulk shipment.
Each container in which solvent is packed must bear the Indian Standards Institution certification mark at the time of sale by the manufacturer or dealer thereof.
Every container in which vanaspati, margarine, bakery shortening, blended edible vegetable oils, mixed fat spread and refined vegetable oil is packed should have in addition to other labelling.

FSSAI had released as document on guidelines for the correct labelling of Canola Oil (Rapeseed Oil), where the apex regulator stated that the Imported Canola Oil should be labeled as:
‘Imported Rapeseed – low erucic acid oil’
‘Imported Refined Rapeseed – low erucic acid oil’
However, this advisory was challenged by the importers of the Canola Oil in the Bombay High Courtand the matter is under judicial consideration.
