What are the specific guidelines on the labelling of Edible Oils & Fats in India?

Edible Oils & Fats
Codex defines Edible Oils & Fats as, ‘foodstuffs which are composed of glycerides of fatty acids’. They are of vegetable, animal or marine origin. They may contain small amounts of other lipids such as phosphatides, of unsaponifiable constituents and of free fatty acids naturally present in the fat or oil.
Vegetable Oils & Fats are extracted from plant sources and does not include any margarine, Vanaspati, Bakery shortening etc.
The FSSAI has specified the labelling requirements for edible oil and fats. The first criteria that FBOs need to follow is that expressions that exaggerate the quality of the product must not be mentioned on the package, label or in advertisements. You cannot use expressions like “Super-Refined”, “Extra-Refined”, “Micro-Refined”, “Double-Refined”, “Ultra-Refined”, “Anti-Cholesterol”, “Cholesterol Fighter”, “Soothing to Heart”, “Cholesterol Friendly”, “Saturated Fat Free.”
Each container of solvent – extracted oil or any de-oiled meal or edible flour which is packed for sale must have at the time of sale, written in English or in the Hindi Devnagri script the following particulars.
the name, trade name, if any, or or description of the solvent-extracted oil or de-oiled meal or edible flour, as the case may be
If the oil does not fulfill the standards of quality for “refined” grade solvent extracted oils specified in the regulations of Food Safety and Standards (Food Products Standards and Food Additive) Regulations, 2011 for Edible vegetable oil/Vanaspati, a declaration has to appear on the label in a type-size of not less than 50 mm which states.
“NOT FOR DIRECT EDIBLE CONSUMPTION” if the oil complies with the requirements of ‘semi-refined” or “raw-grade 1” grades of oils specified in the regulations Food Safety and Standards (Food Products Standards and Food Additive) Regulation, 2011
“FOR INDUSTRIAL NON-EDIBLE USES ONLY” if the oil does not comply with the above mentioned requirements.
The label must mention the name and business particulars of the producer
The net weight of the contents in the container
The batch number, month and year of manufacture
These particulars above must be given with the accompanying documents if the solvent extracted oils are transported in bulk in rail tank-wagons or road tankers, or where de-oiled meal or edible flour is transported in bulk either for storage in silos or transferred to ship for bulk shipment.
Each container in which solvent is packed must bear the Indian Standards Institution certification mark at the time of sale by the manufacturer or dealer thereof.
Every container in which vanaspati, margarine, bakery shortening, blended edible vegetable oils, mixed fat spread and refined vegetable oil is packed should have in addition to other labelling.

Adulterated jaggery seized from manufacturing units

Officials find caustic soda being mixed with product

Food safety officials seized adulterated jaggery weighing over 200 kg in raids on jaggery manufacturing units in the district, on Saturday.
Searches in over 150 units revealed the use of chemicals that made the product unfit for consumption. Officials found that jaggery was being mixed with caustic soda, soda bicarbonate, ammonium nitrate, washing soda, maida and milk powder, to make the product soft and also give it a lighter yellow colour.
Food Safety Officer P.Dinesh told The Hindu that traditionally, jaggery was produced only with sugarcane syrup and limestone, making it rich in iron, calcium and glucose.
However, in keeping with public demand for jaggery that was soft and light coloured, manufacturers were using chemicals that were extremely hazardous to health. Buyers as well as manufacturers required counselling, Mr. Dinesh said. “We found out that almost all the factories were shockingly unclean, where the labourers walk into the toilets barefoot and return to stamp on the jaggery mix. We have seized jaggery from all units, and have given them show cause notices, considering there are also farmers engaged in this agri-based activity,” Mr.Dinesh told The Hindu . The administration has planned to inspect the units a fortnight from now and send the manufactured stock for chemical sampling and further action, the Food Safety officer said.

90 pc of packaged drinking water companies in State not BIS certified

Product must meet 140 parameters before ‘ISI’ stamp is given
Of the over 4,000 manufacturers of packaged drinking water in the State, only 415 have the all important ‘ISI’ stamp certifying that the product is fit for consumption. In cities like Bangalore, where a big chunk of residents remain off the pipe water grid and depend on packaged water, this revelation by the Bureau of Indian Standards (BIS) becomes particularly significant.
All packaged water – whether in bottles, canisters or packets – has to meet 104 requirements before being certified by the BIS with an ‘ISI’ stamp. Samples have to clear tests for several types of pesticides, microbiological contamination, heavy metals and other chemicals.
While it is illegal for any packaged drinking water manufacturer to operate without a BIS certification, “most manufacturers have not applied for a licence,” said A.K. Bhatnagar, head of BIS, Bangalore branch. So large is the packaged water industry in the State (located mostly in and around the city) that monitoring these manufacturers has become “the main focus” of the national standards body, Mr. Bhatnagar said at a press conference on Friday.
Packaged water is among 95 types of products for which a BIS certification for quality and safety is compulsory. The other products that require mandatory BIS certification include baby food, electrical home appliances, automobile parts, medical appliances and gas cylinders, none of which cannot be stored or sold without a BIS licence.
Another group of products require only ‘voluntary testing’, such as gold jewellery.
In 2001, the Ministry of Health and Family Welfare enforced quality control for packaged drinking water and natural mineral water, bringing them under Prevention of Food Adulteration Act, and under the Compulsory Certification Scheme.
The lack of consumer awareness about drinking water certification makes matters tougher for the Bureau to track down illegal entities, said Mr. Bhatnagar.
Also, while BIS is authorised to monitor and certify products, it cannot enforce the law, he said, adding that they have, however, referred several cases of unlicenced manufacturers to the regulatory body, Food Safety and Standards Authority of India. Water manufacturing companies have also been booked for using the ISI stamp without a licence, he said.
BIS, in 1987, took over the functions of Indian Standards Institution (ISI) in implementing national standards for various consumer goods. The ‘certification mark’, however, remains ‘ISI’.

Real-time quality check in tea soon

KOLKATA: In the wake of the recent pesticide debate raised by a Greenpeace study, the Centre is planning to empower tea producers especially small tea growers (STG) with a new three-tier, real-time and web-based quality checking-cum-standardisation system which would help Indian tea industry maintain the global health food parameters of tea leaves and made-tea, said Rajni Ranjan Rashmi, additional secretary, Union ministry of commerce.
On the sidelines of the 131st annual general meeting (AGM) of Indian Tea Association (ITA) in Kolkata on Friday, Rashmi told TOI that the government would unveil two more laboratories in the eastern region in addition to its existing three Tea Research Association (TRA) labs in Kolkata, Guwahati and Siliguri. He asked the industry to bring in a greater element of transparency in the current e-auction process and a systemic change.
However, the additional Union commerce secretary has denied that this upcoming initiative has anything to do with the Greenpeace report claiming that the Indian tea contains some pesticides beyond permissible limit. He clarified that this new system is in a conceptual stage now and a natural progression to a process initiated by the Centre in March with a notification to the tea producers to maintain the Food Safety and Standards Authority of India (FSSI) norms.
The tree-tier system will consist of separate places for collection, process and analysis of tea leave samples. "This would mainly help small tea growers — who form over 30% of the Indian tea industry — produce quality tea. The STGs can then access the lab-test system through the small tea growers directorate. We need to give them a support system like this to upgrade quality and trace chemicals," added Rashmi.
According to him, a four-pronged strategy like in-depth study on mechanization, optimum handling of labour cost (which 60% of total expenditure), fresh investment and productive research on which both the government and the industry would have to work hand in hand. "As almost 80% of the existing research in the tea sector is carried out by TRA, industry has to pitch in with more research initiatives to handle effects of weather anomalies, drought and subsequent pest attacks to stabilize the quality," Rashmi said.
Speaking as the chief guest of the AGM, state finance, commerce and industries minister Amit Mitra reiterated that the sector must benchmark its practices and improve productivity. "The state government is extremely serious about tea. Tell me, what kind of assistance is needed from the government. We must brainstorm to aggressively compete with global giants in tea like China. An e-auction centre and a dry port in Siliguri is what the government can come up with to help the sector at the moment," said Mitra.
Outgoing ITA chairman A N Singh said, "Poor infrastructure in terms of power and road communication and non-availability of coal is becoming a major stumbling block in improving the competitiveness. Assam has been the most hit with around 23 million kg of YoY crop loss owing to the erratic rainfall in the past nine months. Darjeeling tea, whose prices are down by around Rs 75 per kg, are affected by unchecked infiltration of Nepal tea these days." Singh proposed for a pan-world e-auction facility for Darjeeling tea. He also welcomed A K Bhargava as the new chairman of ITA.
Tea Board chairman Siddharth, who was also present at the AGM, urged the industry to embrace all new sustainable tea production initiatives like Plant Protection Code (PPC) and TrusTea. "We cannot ignore them now. As the industry is not keeping pace with the demand, Indian tea has to strengthen its brand value by complying with all standards. If not, more questions will be raised," he said.
Welcoming new testing concept, Bijoy Gopal Chakraborty, president of the small tea growers body Cista, told TOI: "As an integral part of the industry, we are responsible enough to meet the health standard. We, too, want to produce eco-friendly, healthier tea. We first need time and understanding on these issues like plant protection code or the three-tier testing system."

    Milk adulterator caught

NAGPUR: Acting on a tip off from a consumer activist Mohammad Shahid Sharif, a team of food wing of the Food and Drug Administration (FDA) led by assistant commissioner NR Wakode raided the residence of Gyaneshwar Paunikar in Adarash Vinkar Colony in Tandapeth and caught him red handed adulterating milk of various local as well as national brands. FDA has filed a complaint against the accused under section 26 of Food Safety Act 2006 and IPC sections 272 and 273. The process of lodging an FIR has also been initiated.
The team, besides Wakode, consisted of food safety officers AS Mahajan and AD Raut. They found packets of pasteurized, homogenized and toned milk of brands like Amul, Dinshaw and Haldiram. He had been opening these packets, removing milk, filling them with water with the help of a group of his associates. The team seized 39 litres of milk costing Rs912.
Sharif, who runs an anti-adulteration society, had been keeping a watch on Paunikar for some time and had informed the FDA about it. He told TOI that the accused used a special machine to cut open the packets. He used packets discarded from the tea stalls to refill them for selling them back in the market.

Students fall sick after having hostel food

TRICHY: As many as 20 nursing students of the K A P Viswantham Government Medical College (KAPVGMC), Trichy who were suffering from diarrhoea due to food poisoning for the past two days were admitted to an exclusive ward in Mahatma Gandhi Memorial Government Hospital (MGMGH).
The students staying in the hostel inside MGMGH premises had fallen sick on Tuesday allegedly after consuming food provided there. The affected students were given treatment in the hospital on Wednesday but did not recover fully. Hence, they were admitted to the nursing students ward in the hospital where they were being treated till Thursday. As on Thursday, six severely-affected students were hospitalized while the rest of them remained in the hostel with medication.
When TOI spoke to some of the students, they were reluctant to open up about the reason for the outbreak fearing consequences from the college administration.
A student on condition of anonymity said, "The students were affected by vomiting and diarrhoea from Tuesday after consuming food provided in the hostel. Very few students only got admitted after they were severely affected.
But some of them did not want to get admitted so they are taking rest in the hostel." More than 500 nursing students are staying in the hostel.
The health wing of the Trichy Corporation took food samples from the hostel and sent it for testing. The students were provided corporation supplied drinking water.
"The drinking water should be checked at the end point periodically by the hospital itself. If it was due to water contamination, it would have affected a lot of patients. Hence, we suspect food contamination could be the reason. Anyway, we have taken the water sample," Dr S Mariappan, city health officer told TOI.
The food safety officer (FSO) of food safety wing also inspected the hostel but they could not take the food sample. "There was no food establishment there to take them for sample. So, we are waiting to check where there will be any further history of the disease. If not, there will be no need for taking food samples. The food contractor of the hospital has applied for the renewal of the food safety licence," Dr A Ramakrishan, designated officer, food safety wing said.
Meanwhile, the college faculty refused to comment on the matter as the principal was unavailable.

Milk samples fail test, water used for adulteration

    Amritsar, September 18
The testing of milk in certain areas of the city by the Dairy Development Department has highlighted the fact that water was being used for adulteration. The seizures of synthetic milk products in the past indicate usage of more contaminants.
The Dairy Development Department had released figures of the milk tests conducted by it during the last two days. According to the department, of the total 52 samples tested, only 17 were found unadulterated and fit for consumption.
The 35 samples, which were found adulterated, contained water. The department had claimed that the 35 milk samples had water from 5 per cent to 50 per cent.
Earlier this year, the Health Department had seized 7 quintal synthetic khoya. Sources in the dairy business said synthetic khoya and milk were being sold with impunity.
“When a person sells a kilo of paneer for Rs 100 to 120, one should easily get suspicious that pure cheese cannot be produced at that cost,” said a shopkeeper.
Although the Dairy Development Department has now found that around 66 per cent samples were adulterated with water, yet it does not have any powers to take action against milk suppliers.
Deputy director, Dairy Development Department, Kashmir Singh, said, “We do not have statuary powers to punish. Our drives are basically for creating awareness among consumers.” Kashmir said the department would organise 60 camps where mobile milk testing van would be available. Besides the consumers could bring their samples to the dairy development office for testing, he added.
He said milk suppliers were cheating customers by supplying them milk mixed with water and charging for superior quality fresh milk. At present the residents procure fresh milk from vendors at a Rs 35 to 40 per litre.

FOOD SAFETY AND STANDARDS ACT Health Dept to serve notices on violators

    Amritsar, September 18
The District Health Department is all set to initiate action against owners of shops selling food items in the city, who have not registered or obtained licences under the Food Safety and Standards Act so far.
In a meeting with officials of the Health Department from all the districts, the Health Minister had given instructions to take action against all such shops, which did not possess a licence.
District health officer, Dr Shivkaran Singh Kahlon said, “The last date for obtaining licences or
registration passed in August. The Health Minister has given instructions for taking action against defaulters.”
He said food inspectors while inspecting food businesses would ask for registration certificate or licence as applicable from owners. On failing to show registration or licence a show cause notice would be issued by the Health Department, he added.
“Businessmen who are selling eatables and have not obtained licenses or registration certificates shall be deemed to carrying on an illegal trade and will invite action,” said Kahlon.
According to the Food Safety and Standards Act, a food business with a annual turnover of less than Rs 12 lakh is required to get registration from the Health Department. A food business with an annual turnover exceeding Rs 12 lakh is required to obtain a licence.
The registration and licence is mandatory for all food businesses, which involves processing, manufacturing, packaging, catering or transportation at any stage. According to the figures available with the department, around 15,000 food businesses have either registered or obtained licences.
Dr Kahlon said there were reasons to believe that a large number of businesses had not yet registered or obtained licences. He said the Food Safety and Standards Act covered all consumable sellers, including chemists and liquor shops. Even the government institutions and warehouses had obtained licences, added Dr Kahlon.

    SMART FOOD LABLES

Are you the type to smell the milk just to make sure it hasn’t expired before you chug it straight from the carton? Etiquette failures aside, there’s some good news for you, buddy. A new smart food labelingsystem could save you that smell test.
Engineers at the University of Alberta are fine-tuning a new type of smart label that will change colors to notify you if the food has gone bad. As a consumer, you won’t notice a difference in the packaging as it will look virtually the same. However, the main upgrade will be that the label will change from blue to white or cloudy if the food is filled with bacteria.
There’s a number of reasons it could go bad ranging from previous contamination, like a spread of Salmonella, to the food simply expiring. At the same time, expiry dates aren’t always accurate as eggs tend to last much longer than the label indicates while other foods can become bacteria beds long before the expiry date -- especially if not properly stored.
The challenge for most of us is that with certain foods it’s hard to tell if they’ve become infested with bacteria. Sometimes there will be a clear discoloration or a noticeably pungent smell, but some food items don’t give us the signs. And then there’s the fact that we’re just hungry and don’t want to waste money or time, so we’ll try to push the boundaries of expirations since it’s right in front of us to eat. In any case, this would be a huge help when fridge surfing, and if you’re a single male bachelor this could single-handedly save you upset stomach and food poisoning at least a couple of times a year.
While the researchers are first focusing on food safety in terms of expiry and contamination, it’s only a matter of time before smart food labeling expands to other realms. There’s a big push to get better labeling on grocery store products -- especially in the United States with GMO’s -- and while we hear lots about smarter labeling, it’s often this type of “smart” that we’re referring to.
This is just the start, but there are smart labels in the works that involve technology where you can scan with your phone to get ingredients and quickly understand what they are. We’ve seen some apps pop up to try and help the consumer out, such as GoodGuide. They provide a different type of safety with reviews on what’s really inside the product and whether it’s detrimental to your health. Consumers are becoming hungrier for transparency from food corporations, so that we know exactly what we’re getting when we’re shopping -- especially as the gluten-free and GMO-avoiding crowds continue to include greater numbers.
This is a three-year project that in its second year, but the results are fairly positive so far. One of the last steps is to make this affordable enough so that food corporations get on board. It’s not expected to be a huge hurdle not just because they want to please the consumer. They’re interested because they’ll be able to save money in terms of food recalls by catching the problem early.

Packed food labelling: Even educated not interested in knowing nutrient contents

HYDERABAD: The Food Safety and Standards Authority of India (FSSAI) has introduced food labelling for packaged food products but not many seem to be interested in knowing the nutrients contents.
A survey taken up in Hyderabad and New Delhi showed that only 20 per cent of people from a sample at super markets went through the nutrients contents on the packaged food products.
The survey was taken up by the National Institute of Nutrition (NIN) in Hyderabad. Considering the problems of overweight, obesity and other diseases, the FSSAI had felt making it mandatory for food labels to carry nutrient contents would help consumers make a choice. "More people were interested in looking at the expiring date of the product," said SubbaRao M Gavaravarapu of NIN.
According to the findings of the survey, 92 per cent consumers reported that they read food labels. Of them, 40 per cent said they checked the food labels. It was found that 85 per cent of consumers checked the brand name and 80 per cent for expiry/ best before date. Only 20 per cent check for list of ingredients. The prepackaged foods that were brought were milk, biscuits, snacks and savories, beverages, oils, bakery foods, confectionary, cereal products, pulses, spices, jams/ jellies and marmalades.
"Nutrient information on labels was not often read because most consumers either lacked nutrition knowledge or found the information too technical to understand," the scientists involved in the study said.
As mandated, food labels have to carry information on energy (kcal), carbohydrate (g), total sugars, added sugar, total fat, saturated fat, transfat and cholesterol. It was reported that women and girls concerned about 'fat' and 'sugar' intake read the nutrition facts panel.
In what reflects the changes in lifestyle, it was found that a higher proportion of men (58.7 per cent) shopped for pre-packaged foods than women (41.4 per cent). The majory of consumers (58.4 per cent) belonged to nuclear families. Almost all consumers were literature (99 per cent) and a majority (60.8 per cent) were graduates.
While taste was the major draw for most adolescents, some of the elderly expressed concerns about additives and chemical preservatives added in pre-packaged foods.
"Since a majority of people found it difficult to comprehend nutrition information, there is a need to take up educational activities or introduce new forms of labelling," the scientists involved in the study advised.
