Beware Consumers: Your Platter Is Full Of Hazardous Chemicals

Fruits and vegetables are highly nutritious and key food products for the human consumption. But, due to their low shelf life, they are highly perishable. These food commodities are reported to be contaminated with toxic and health hazardous chemicals to make their lives longer and healthy.

The next time, before you eat your favourite ‘Sarson-da-saag’ or fried Bharwa-Bhindi (Lady Finger or popularly known as Okra), Lauki (Bottle Gourd), Kaddu (Pumpkin), just be aware and careful of the fact that these simple fruits and vegetables which we all have been eating since ages, can leave adverse effects on our nervous system!!

Chemicals like calcium carbide / ethephon and oxytocin are reportedly being used in fruit and vegetable mandis / farms for artificial ripening of fruits and for increasing the size of fruits and vegetables respectively. Calcium carbide, more commonly known as ‘masala’, is a carcinogenic agent and banned under PFA Rules,1955. Ethephon is a pesticide, and so it is not recommended as a ripening enhancer. Oxytocin is a mammalian hormone, used as a drug in veterinary services which is not advised for use in fresh fruits and vegetables.
Many instances have been reported that some unscrupulous elements are following the practise of dipping green vegetables in artificial colours to give them a fresh, attractive and pleasant appearance. PFA (Prevention of Food Adulteration Act) strictly prohibits use of colours in fruits and vegetables.
The shocking evidences show that these crooks use Silicon Spray to make rotten vegetables and fruits look fresh and shining. As per rule 48-E of the PFA Rules, 1955, fresh fruits and vegetables shall be free from coating of waxes, mineral oils and colours. But, we can see wax coated-shining-decorated apples and various other fruits in similar condition with vendors.
Pesticide residues, crop contaminants (aflatoxins, patulin, ochratoxin, etc.) naturally occurring toxic substances and heavy metals are the major contaminants found in fruits and vegetables. Pesticides are used in management of pests and diseases in Agricultural and Horticultural crops. Heavy metals are present in the irrigation water and other manures. Infested seeds, irrigation water and soil act as the source of the fungal toxins.
Pesticides can leave adverse effects on the nervous system. Some harmful pesticides can cause several hazardous diseases like cancer, liver, kidney, and lung damage. Certain pesticides can also cause loss of weight and appetite, irritability, insomnia, behavioural disorder and dermatological problems. The pesticide residue found in fruits and vegetables include residues of both banned (Aldrin, Chlordane, Endrin, Heptachlor, Ethyl Paration, etc.) and restricted pesticides for use in India (DDT, Endosulfan, etc.). Heavy metals also cause adverse effect in human metabolic system, skin diseases, heart problems, etc.
A farmer in Ludhiana, who has been using oxytocin to his crops, when asked about the reason, told that he was frustrated that the agricultural experts whom he consulted about the fluctuated temperature could not explain why his crops became fruitless and barren. Therefore, farmers in India are resorting to this malpractice due to weather patterns, aside from the increase profit on their part.
Nutritionists and health experts are alarmed with the new advent of farming employed by Indian farmers. As per a Senior Doctor, any fruits and vegetables that were grown and harvested with the help of hormones will not immediately effect on health right after consumption. Nevertheless, various ailments may occur if continuously taken for long period. The damage can be irreparable including memory loss, cardiovascular diseases, and nervous breakdown.
Not only vegetables are laced with hormones, but animals like, chicken, cattle and cows too are injected with such hormones. There are certain hormones injected in young animals so that they can gain weight faster. It helps the meat and dairy industries to make more profit because of the reduced waiting time for an animal to be slaughtered and sold in the market. Not only that the amounts of feeds are lessened, but hormones can also increase milk production.
Food Safety and Standards Authority of India (FSSAI) has been created for laying down science based standards for articles of food and to regulate their manufacture, storage, distribution, sale and import to ensure availability of safe and wholesome food for human consumption.
Despite the ban implemented by the government to use any hormone growth to speed up the process of growth among vegetables and poultry animals and cattle, it seems useless because farmers can still purchase hormone in drug stores or in any fertilizer and pesticide market, particularly in India. Hence, it is the best option to be a wise consumer and learn more on the food we are eating on our dining table.
Organic products are always recommended by health and nutrition experts. Although it is the most ideal, not all consumers have the access or budget to afford organic vegetables, fruits, and poultry products. Just do not be lured to visually appealing crops. Most common vegetables injected with hormones are melons, pumpkin, gourds and cucumber to make it bigger, fresher, and more attractive to the consumers.
Buying dairy products and hormone-free meat can be very expensive. If one can change to vegetarian lifestyle, well and good. Nevertheless, when meat cannot be avoided in meal, eat the leanest part (less liver and fat), and eat meats in moderation. Dominate the plate with 80% vegetables or rich in fibre food and only small portion of lean meat is recommended.
Moreover, following simple methods can be taken care of while using vegetables:
-Select fruits and vegetables without spots or lesions and any abnormality.
-Wash fruits and vegetables thoroughly with preferably drinkable running water before eating and cooking.
– Purchase fruits and vegetables from known dealers.
– Peeling of fruits before consumption and vegetables before cooking will reduce exposure to pesticides.
– Do not buy and consume cut fruits from open market.
– Throw away fruits and vegetables infected by mould/fungus.
-To minimize the hazards of pesticide residues, discard the outer leaves of leafy vegetables such as lettuce and cabbage.
-Do not wash fruits and vegetables with detergents as they may get absorbed inside.
– Ensure the quality of fruits and vegetables by sending them to voluntary testing laboratories.
-Wash your hands with soap and filtered water, use clean utensil and clean cutting board with stainless steel knives.

Certified street food vendors, restaurants soon in Goa

PANAJI: Street food vendors and restaurants owners in Goa may soon have to display a certificate mentioning that they have been trained on safe food practices in their premises. The certificate will be issued by the Food and Drugs Administration (FDA) office in the state.
Presently, food carts and restaurants display their FDA permit prominently. The proposed certificate of training will be in addition to the FDA permit and it will be for the benefit of consumers.
About 800 food operators comprising of 500 street food vendors and 300 restaurants will soon be trained in batches by officials from the FDA and volunteers under the project ‘Serve Safe Food,’ launched recently by the Food Safety and Standards Authority of India (FSSAI), New Delhi.
Once trained, the participants will receive a certificate, which they may be asked to display on their carts or premises for the benefit of customers. The timeframe for completion of training and issuance of certificates is tentatively six months.
The project called as 10@10 initiative of the Ministry of Health and Family Welfare will first kick-off on November 2 wherein 30 street food vendors from Panaji, Taleigao and Bambolim will be taught hygienic food practices like handling of food, use of nutritious ingredients etc.
According to FDA estimates, there are 500 street food vendors and 300 restaurants with a turnover above Rs 12 lakh annually. Another equal number of restaurants have a turnover below Rs 12 lakh annually. In six months, about 800 vendors and restaurants will be trained and thereafter the rest will be trained, said Salim Veljee, director, FDA.
On Sunday, Pawan Agarwal, chief executive officer, FSSAI, visited Goa and launched a master trainer programme to train the trainers, who will be imparting education to the food cart and restaurant owners.
Goa is the first state in India where the 10@10 initiative has been launched. The initiative is on commemoration of a decade of completion of the Food Safety and Standards Act, 2006. Dr Pasupathy Chinmayee, the expert on food safety subject from FSSAI, came down to impart training to master trainers.
Those present at the function included Sanjay Bhandari, Nestle India, Heena Yadav, consultant to FSSAI, New Delhi, and Nita Brid, Cidade de Goa, where the function was held.

Concern over flouting of norms by unauthorized food processing units

MANGALDAI, October 25: The alleged functioning of a section of unauthorized food processing and manufacturing units flouting the existing government norms, including violation of the provisions of the Food Safety and Standards Act, 2006 and Legal Metrology Act, 2009, for a quite long time in the greater Kharupetia area in Darrang district has become a matter of concern for the consumers of the district. This allegation was proved right when the authority of the Assistant Controller of Legal Metrology, Mangaldai seized weighing instrument from the campus of M/S Shree Giridhar Food Products located at Nagajan area of Kharupetia and owned by one Satya Deo Gupta .
According to the source of the Legal Metrology Department, a team of officials of the department led by Inspector Mukul Dutta on Thursday made a sudden visit at the campus of the food processing unit to inspect the verification status of the weighing or measuring apparatus in use. But the apparatus was found to be in use without being duly verified and stamped for the last 3-4 years.
The inspecting officer immediately registered an offence against the management of the unit for violation of section 24 of the Legal Metrology Act 2009 and seized one non-auto electronic weighing instrument in presence of the custodian of the unit.
Moreover, the management of business establishment reportedly also failed to produce any valid packaging license before the inspecting official and the authority was stated to have directed the management to produce valid license of packaging under the provision of the Legal Metrology (Packaging Commodities) Rules 2011.
Meanwhile, the food processing unit, the name of which has been printed in the packets of some consumable products under the commercial brand name ‘Sanam Amla’ and ‘Ameer’, has allegedly failed to maintain the minimum standard of health and hygiene, thereby creating every possibility of serious health hazard for its consumers.
The management of the food processing unit recently engaged themselves in a physical altercation with a section of media persons while they were bringing to light the unsafe, unhygienic environment for storage, processing of the raw ingredients of the packaging products in the campus surrounded by high walls but without any information board. The doubtful character of the management of the unit has already been brought to the notice of the Officer in-charge of Kharupetia Police Station, the in-charge District Food Safety Officer of Darrang, Sanjib Boro and Joint Director of Health Services, Darrang, Dr Pronita Saikia for necessary move.

FSSAI to soon notify new standards for food supplements

Food regulator FSSAI will soon notify a new standards for food supplements as part of its efforts to ensure safe and nutritious food to the people. 
Last year, the Food Safety and Standards Authority ofIndia (FSSAI) had come out with draft quality and safety norms to regulate food or health supplements, nutraceuticals, functional and dietary foods.
"The new standards of food supplements are in the final stage of notification and will be shortly notified post government approval," FSSAI CEO Pawan KumarAgarwal said at a conference of the Indian Direct Selling Association (IDSA). 
Stating that about 60 per cent of the direct selling industry players deal in food products, he asked the members to create awareness about the food safety. 
"It is FSSAI's responsibility to ensure that safe and nutritious food is supplied to 130 crore people of the country and we do require support and cooperation of each member of this Industry," Agarwal said. 
"We have been having discussions with IDSA to effectively use the reach of 40 lakh distributors of IDSA member companies towards spreading food awareness, which is an elementary requirement," he added. 
IDSA Chairman Jitendra Jagota said: "The Direct Selling Industry has huge potential to reach Rs 15,000 crore by 2019-20. We are aiming at providing business opportunities to about 90 lakh people by 2019-20. While women remain the stronghold of the industry, our focus would also be to provide business opportunities to more men in the country.

Order to college canteens: Food safety licence a must

HYDERABAD: After rotten food and unhygienic practices have been raising hackles at several varsities in the city, students can now finally heave a sigh of relief with the the University Grants Commission (UGC) coming to their rescue.
The UGC in a fresh circular has made it mandatory for messes and canteens in educational institutions to get a licence from the Food Safety and Standards Authority of India (FSSAI) under the Food Safety and Standards Act, 2006.
UGC secretary Jaspal Sandhu said that the Act provides a statutory framework for regulating the manufacture, storage, distribution and sale of food to ensure health and hygiene. As per UGC directions, FSSAI authorities will now organise training of food handlers working in educational institutions to ensure safe and wholesome food is provided to the students. It may be recalled that students of Osmania University (OU) had earlier this month protested and raised objections over the poor quality of water and food being served at the mess. During the protest, hundreds of women students had blocked the main thoroughfare inside the campus for more than 12 hours."The stock used for making food in hostels is usually old and stale. The university does not conduct any inspection on the way contractors run the hostel mess," said Syeda Shahazadi, a student leader at OU. In May , students from Osmania School of Nursing were hospitalised because of food poisioning. Not just OU, but many complaints have been made at other central varsities too.
Now, food authorities will inspect colleges and universities to check if their canteens have adhered to norms. "The FSSAI had extended the deadline to get licences for all the educational institutions till August 5. Those who haven't got licence from FSSAI will be served notices and action will be taken against them as per the rules," said Balaji Raju, assistant food controller of Hyderabad.

UGC tells varsities to comply with food safety Act

Noting that canteens and messes in educational institutions are not licensed under the Food Safety and Standards Act, the University Grants Commission (UGC) has asked varsities and colleges to ensure that rules in this regard are complied with.
In a letter to vice-chancellors of universities, UGC Secretary Jaspal S Sandhu said it has been noted that canteens, messes and other food establishments located in various educational institutions have not been licensed under the Food Safety and Standards Act, 2006.
“You are requested to kindly ensure the implementation of the FSS Act, 2006 in food establishments of your esteemed university and in all the affiliated colleges,” he wrote.
The Food Safety and Standards Act provides the framework for regulating manufacture, storage, distribution and sale of food items so as to ensure its safety.
“...the Food Safety & Standards (Licensing & Registration of Food Businesses) Regulations, 2011 stipulates that no person shall commence any food business unless he possesses a valid licence,” the senior UGC official said in his letter.
The Food Safety and Standards Authority of India (FSSAI) would also organise training of food handlers working in food establishments of the educational institutions to provide safe and wholesome food to the students, Sandhu said. PTI

The University Grants Commission (UGC) has asked Vice-Chancellors of universities across the country to ensure that canteen/mess operators at the campuses of universities and their affiliated colleges are licensed under the Food Safety and Standards (FSS) Act, 2006, which states that “no person shall commence any food business unless he or she possesses a valid license”.
In a letter to the Vice-Chancellors of all Universities, UGC secretary Jaspal S Sandhu has observed that there are many canteens and/or messes on campuses of UGC recognised educational facilities which are running without a license made mandatory under the Act. “You are requested to kindly ensure the implementation of the FSS Act, 2006 in food establishments of your esteemed university and in all the affiliated colleges,” Sandhu wrote.
The letter also said that the FSS Authority of India will conduct instruction exercises for food handlers employed in the canteens/messes of universities and colleges to better the quality of food being served there. “Food Safety and Standards Authority of India (FSSAI) would also organise training of food handlers working in the food establishments of the educational institutions to provide safe and wholesome food to the students,” the secretary said in the letter. adding, “You may directly contact the FSSAI, Ministry of Health and Family Welfare, New Delhi for the same,” Sandhu wrote in the letter.
He also directed Vice-chancellors through the letter to give the matter top priority.
The FSS Act, 2006 provides the statutory framework for regulating, inter alia the manufacture, storage, distribution and sale of food so as to ensure its safety. Licensing and Registration of Food Businesses falls under Regulation 2.1.2 of the FSS Regulations, 2011.

From plate to plough: A clear trend towards non-vegetarianism in India

But per capita meat consumption remains relatively low. This has implications for nutritional and food security.
We define non-vegetarians as those consuming either eggs or fish or meat or any combination of these.
In the eyes of the world, India is seen as a vegetarian country. Presumably, this impression has been created by our best brand ambassadors from political, spiritual and yoga circles. Prime Minister Narendra Modi is a strict vegetarian. The popular yoga guru, Baba Ramdev, and many other Hindu religious leaders too, are vegetarians and preach vegetarianism.
But what is the reality? To know this, we dig into India’s largest household consumption surveys conducted by the National Sample Survey Office (NSSO). They were conducted in 1993-94, 2004-05 and 2011-12, each time with a sample size of over one lakh households, with a one-month recall period. We define non-vegetarians as those consuming either eggs or fish or meat or any combination of these. By this definition, 62.3 per cent of Indian households consumed non-vegetarian food in 2011-12, up from 56.7 per cent in 1993-94, and 58.2 per cent in 2004-05. So the trend is quite clear — non-vegetarianism is on the rise. The Sample Registration System Baseline Survey 2014, however, states that 71 per cent of Indians were non-vegetarians as on January 1, 2014. But this study covers only that segment of the population which is above 15 years of age; the NSSO survey includes individuals of all age groups. Hence the two are not comparable.
Which state has the most vegetarians? If you are thinking of Gujarat, the home of Gandhi and Narendra Modi, think again. While 28 per cent of Gujarat’s population eats non-vegetarian food, Punjab has an even lower percentage (23 per cent) of non-vegetarians. Haryana, however, has the lowest non-vegetarian population in the country with just 19 per cent non-vegetarian households, and has remained so since 1993-94 (see map).
A state-wide analysis shows that seven states in the Northeast had the highest proportion (97 per cent) of non-vegetarians in 2011-12, followed by West Bengal (95 per cent) and Kerala (92 per cent). At the other end, Haryana is followed by Rajasthan (20 per cent), Punjab (23 per cent) and Gujarat (28 per cent). There has been a sharp increase in the proportion of non-vegetarians in Jammu and Kashmir — from 35 per cent in 1993-94 to 71 per cent in 2004-05.
The percentage of non-vegetarians in the state increased to 74 per cent in 2011-12. The sharp increase is, presumably, due to the exodus of Hindus from the state during this period.
While the trend toward non-vegetarianism is clear, what is interesting to note is that it has been marked by a “chicken revolution”. The proportion of households consuming chicken shot up from eight per cent in 1993-94 to 38 per cent in 2011-12, while that of the fish-eating households increased marginally from 30 per cent to 32 per cent over the same period. The proportion of goat-meat/mutton-eaters has fallen significantly — from 30 per cent in 1993-94 to 15 per cent in 2011-12. The population of beef and buffalo meat-eaters has remained more or less constant at about six per cent over this period. Interestingly, the proportion of so-called “eggetarians” (those consuming only eggs) has fallen drastically from about 24 per cent in 1993-94 to merely 3.5 per cent in 2011-12.
A structural change in the poultry industry by organised large hatcheries like Venkateshwara and Suguna — who have mainstreamed small holders — seems to have ushered in the “chicken revolution”. As a result, broiler meat production rose from less than 0.2 million metric tonnes (mmt) in 1991 to about 2.47 mmt in 2011-12, and egg production from about 24 billion to 66 billion by 2011-12.
Normally, rising non-vegetarianism is attributed to increasing incomes and resulting diversification of diets for better and higher protein intake. However, the Indian story may not be that simple. Religious beliefs have played an important role in keeping meat consumption low in some states. For example, Kerala and Punjab are both prosperous states with comparable per capita incomes, but Kerala has 92 per cent non-vegetarians and Punjab only 23 per cent. Across states, correlation between per-capita incomes and non-vegetarianism does not yield positive results.
Religious movements in Punjab — Arya Samaj, Radhasoami and Namdharis — seem to have played an influential role in restricting meat consumption in the state. It is likely that vegetarians consume more milk to meet their protein requirements. The proportion of milk-consuming households increased from 70 per cent in 1993-94 to 81 per cent in 2011-12. India is the largest producer of milk (146 mmt in 2014-15), although per capita availability (322 g/day) still remains low. Internationally too, among countries with comparable or even lower per capita incomes, India has the lowest level of per capita meat consumption — 2.9 kg in 2015, of which 1.7kg/ capita is poultry meat (see graph: Total annual per capita meat consumption). Pakistan’s annual per capita meat consumption is about four times that of India; the country has a lower per capita income than India.
What do these numbers indicate for food and nutritional security? Indians draw only about one per cent calorie-intake and three per cent protein-intake from eggs, fish and meat. Given the high incidence of malnutrition in India, especially among children, this is somewhat worrisome for nutritionists. Will government policy promote egg or meat consumption for better nutrition? The chances are dim. But the government can give a fillip to poultry consumption by reducing import duty on chicken legs from 100 per cent to say 20 per cent. Meat consumption will increase primarily through private sector initiatives such as of KFC and McDonald’s, which can ensure food safety requirements are met. Modernised, well-equipped abattoirs will also help as they have in making India one of the largest exporters of buffalo meat. Milk and milk-products can be promoted by cooperatives with support from the government.
Further, since chicken rules the roost, not pork or beef, the feed pressure will be much less in India, as chicken is a comparatively more efficient convertor of energy with feed-to-meat ratio of 1.6:1 compared to 5:1 for pork and 7:1 for beef. This, coupled with low levels of meat consumption, will keep demand for feed food subdued. While the trend towards non-vegetarianism is increasing, vegetarians are certainly more benign to the planet’s environmental health.

Food safety sleuths survey market vends ahead of Diwali

JAMMU: In order to ensure availability of wholesome Food articles, especially the sweets, milk & milk products in the market on the occasion of Diwali festival, a team of the Food Safety Officers of Drugs & Food Control Organization today carried out a special day long drive in Jammu Division. 
The special drive has been undertaken under the instructions of Minister for Health & Medical Education, Bali Bhagat under the overall supervision of Controller, Drugs & Food Control Organization J&K, Lotika Khajuria. During the course of drive, as many as 41 samples of various food articles likeKhoya, Burfi, Paneer, Ladoo, mix sweets, milk, Refined Soyabean oil and Biscuit have been lifted and sent for testing/analysis in the designated laboratories. 
Besides, 35 kgs of decomposed/unwholesome sweets have been destroyed on spot. All the food business operators dealing with sweets and milk products have been sensitized to observe/secure compliance with sanitary and hygienic conditions in their premises as per mandate of the Food Safety Standards (FSS) in letter and spirit and prepare/sell the quality products to the consumers. 
The drive will continue till Deewali festival in the entire Jammu division.

Food safety wing asks people to be alert

TRICHY: Ahead of Diwali, thefood safety wing of Trichy has issued an advisory to the people to be cautious about the quality of raw and cooked food items they buy from outlets across the district. The officials have asked the people to check the standard of packed food items they buy, especially edible oil, as they feel that not enough attention is given to verifying the date of manufacture and expiry as well as FSSAI imprint when it comes to oil products.
"People don't notice such information on the label of the packages. Another important thing is that people can also note down the batch number mentioned on the label as it will be helpful in case of any incidence of food poisoning due to such oils," said designated officer of Trichy Dr C Suresh Babu.
During the Diwali festival, people will be attracted to a range of sweets made with a variety of permitted colours. The overdose of permitted colours in the sweets and savouries will lead to health complications. So, people have been advised to avoid the sweet items in concentrated colours. Food safety officers (FSOs) in every area have been directed to visit the shops and take samples for testing which only would reveal the level of colour used in the items.
Another item that demands extra care while buying is ghee. Agmark-branded gheeis the edible variety while many shops sell the ghee meant for non-edible purpose too.
"Many people do not bother to check if the ghee is endorsed by Agmark," said DO Dr Suresh Babu.

Goa can be model state for food safety: FSSAI CEO

PANAJI: Stating that changing the food safety habits of an individual is a tall order, CEO of Food Safety and Standards Authority of India (FSSAI), Pawan Agarwal, said that Goa’s small geographical size and low population could help it become a model state in terms of food safety habits.
“Goa is already doing quite well in terms of health; it can also become a model for other states in food safety measures. Therefore, it will be a continuous activity,” said Agarwal, who was in Goa for the launch of the food safety initiatives which have been adopted by Goa.
Responding to the growing controversies involving in food testing laboratories, the FSSAI CEO denied the existence of any political or commercial pressures on the authorities.
“That has passed and you have to understand that food testing is not a perfect science. There are different parameters to distinguish different contents. We are still developing standards for some food items in tune with what is acceptable globally,” said Agarwal, stating that the central government has decided to invest around 500 crore to revamp the infrastructure of the state funded food testing laboratories.
Talking about the problem that food exporters face with certain countries, Agarwal stated that although there are no two ways about safety standards, at times, these controls are employed as trade tactics.
“There are tactical issues which certain countries raise and we have to deal with it in the same way. Our standards have to match the global ones and we have to have a robust internal checking system. Only then, we can question others if they stop our products,” he said, adding that the organization is also focusing on food fortification, to improve the country’s ranking in various global health and nourishment indices.
“Food fortification is an important factor to counter malnourishment in India. We are in touch with other organizations like the Food Corporation of India (FCI) to start food fortification. Some of the states have already started distributing fortified grains through the public distribution system.

Maha govt ignores milk quality survey

Pune: The Maharashtra unit of Food and Drugs Administration (FDA) is yet to confirm its participation in the union government’s mandatory National Milk Quality Survey, which was initiated in September this year.
This shocking revelation comes even as other states like Uttar Pradesh, New Delhi and Tamil Nadu have already completed their milk quality checks and sent the results to Food Safety and Standards Authority of India (FSSAI). States like Goa and Haryana are currently collecting the milk samples prior to forwarding it to laboratories for further tests.
Ten cities in Maharashtra including Pune, Navi Mumbai, Jalgaon, Nagpur, etc, have been identified as hotspots. “We are yet to receive any communication neither official letter or calls from FSSAI to the office of commissioner of FDA, Maharashtra,” Monika Puniya, Assistant Director (Technical), FSSAI, informed Sakal Times. 
According to sources at FSSAI, without confirmation, the national body will not be able to share the action plan with the State, which will then have to undertake the survey and complete it in stipulated time. Maharashtra could also be a culprit in causing an overall delay to the national survey, which was supposed to be completed by December this year.
FSSAI, on the basis of the past reports and incidents of adulteration, shared the survey plan to each of the states, which was inclusive of the number of milk samples to be collected, areas of interest for sampling, labs where the samples will be processed, etc. Food Safety Officer (FSO) from each division in the State was assigned to do the job in the stipulated period and share the results with FSSAI.
According to sources at FDA’s Pune division, there has not been any communication from the Mumbai-based headquarters about initiating any milk sampling as yet.
“We are not aware of any survey and have not been instructed about the same so far,” said a senior official from FDA, Pune.
What is National Milk Quality Survey? 
- The survey, argued to be first of its kind, aims to test the quality of milk to understand the prevalence of milk adulteration in states and chalk out measures to curb the menace. During the survey, over 1,700 milk samples will be randomly picked and tested for fat, Solids not Fat (SNF), vegetable oil, detergent, hydrogen peroxide, formalin, sugar, glucose, urea, starch, boric acid, ammonium sulphate, nitrates, cellulose maltodextrin. Each state will have a state-level steering committee comprising members like commissioner of FDA, milk commissioner of the State, personnel from dairy industries and Food Safety Officers (FSO).

Food safety licence for college canteens mandatory, says UGC

KOLHAPUR: The University Grants Commission (UGC) has made it mandatory for the canteens running at institutions of higher learning to have licences under the Food Safety and Standards Authority of India (FSSAI).
In a circular issue recently, UGC secretary Jaspal Sandhu said the Food Safety and Standards Act, 2006 along with the rules and regulations, provide the statutory framework for regulating, the manufacture, storage, distribution and sale of food to ensure health and hygiene.
He said the act stipulates that no person shall commence any food business unless he/she possesses a valid license. However, it has been observed that canteens and other food establishments in various educational institutions have not been licensed under the act.
The UGC has asked the vice-chancellors of the universities to ensure the implementation of FSS Act, 2006 in food establishments on campuses of universities and colleges affiliated to them. "The FSSAI would also organise training for food handlers working in food establishments of educational institutions to provide safe and wholesome food to students."
To obtain the licence, institutions will have to contact the FSSAI, Ministry of Health and Family Welfare, New Delhi.
M S Kembalkar, assistant commissioner, FDA city unit, told TOI that it is mandatory for college and university canteens to get the license from the FSSAI. "The FDA unit has started conducting frequent inspections at universities and colleges to ensure that the canteens are complying with norms. If any food establishment is found without license, the owner is given 15 days to obtain the same. A criminal case can be filed for failing to apply for the licence within this period," he said .

Not just this, expect nukkad nataks on consumer awareness and cleanliness, and poster-making competitions by schoolchildren for the rest of the month to sensitise consumers.
With Diwali round the corner, when both sales of companies and complaints on products touch new highs almost every year, the consumer mela and other initiatives by the ministry come at an opportune time.
A couple of days back, the 2,000-odd people thronging Central Park in Connaught Place in New Delhi for a consumer mela were in for a pleasant surprise to have representatives of big companies, including State Bank of India, ICICI Bank, Amazon, Reliance Communications, Tata Motors, Amway, HDFC Bank, LIC, Hero Motors, Make My Trip, Geetanjali, ITC and Panasonic, all ears to their queries and complaints. Many complaints were registered at the stalls put up by these companies — some resolved on the spot, while promises were made for quick redress of other grievances.
The government plans to organise a similar mela in March every year in the national capital, a senior official told FE. He added the fair will see greater participation in the coming years, “once more and more people get to know about it and see their complaints being handled by big companies with professionalism”. The government is considering replicating the idea in various parts of the country to create an impact among consumers about their rights, he added.
The mela, inaugurated by food and consumer affairs minister Ram Vilas Paswan, also saw regulators including the Food Safety and Standards Authority of India (FSSAI), Telecom Regulatory Authority of India (Trai) and the Advertising Standards Council of India (ASCI) putting up their stalls. Industry bodies such as CII, Assocham, Ficci and PHD Chambers were partners in this initiative. Consumers were told about various apps through which they can register complaints easily. For instance, using the FSSAI app, people can register their complaints against the quality of packaged food and also the items served in any restaurant. Also, they can go online to register complaints on www.consumerhelpline.gov.in on any product.
Already, to help resolve consumer complaints involving e-commerce players, the government has tied up with 200-odd such companies, including the prominent ones. The consumer affairs ministry forwards consumer query to these players and seeks necessary inputs.
The National Consumer Helpline took part in the mela to educate consumers about their rights and responsibilities, the procedure for seeking grievance redressal, and help them register grievances on the spot.

Eatery gets notice over 'stale' food at Science City

Lucknow: Taking cognizance of reports about alleged stale food at Regional Science City, chief development officer Prashant Sharmaordered an inquiry into the quality of the food and issued a notice to the restaurant which had supplied it.
According to the district administration, the Aliganj restaurant had supplied snacks packets for more than 1,000 participants at a science exhibition. The CDO tasted the food following rumours of bad food being served, and on finding its quality "poor", ordered the organisers to throw the food.

Stale food seized from hotel

Officials of the Food Safety Department on Saturday seized stale food from ‘Arabian Nights’ restaurant near Kathrukadavu and ordered suspension of its operation till further order.
The raid followed a tip-off by the Ernakulam North Police, which had inspected the building earlier for illegal sale of liquor. Though no liquor bottles could be spotted, the police found the restaurant’s kitchen operating in unhygienic condition and hence alerted the Food Safety officials. Though the police had earlier approached the health wing of the city corporation, they did not turn up.

Your college food joint may have to face closure

Taking note that canteens, messes or other food establishments located in various educational institutions have not been licensed under the Food Safety Standards Act, 2006, the University Grants Commission (UGC) has asked universities and their affiliated colleges to get their act together and ensure implementation of the Act.
A circular issued on Friday by Jaspal S. Sandhu, Secretary of UGC, says that as per the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, no person is allowed to commence any food business unless he possesses a valid licence.
The circular also asks educational institutions to contact the FSSAI to organise training for those handling food in establishments located on the campuses with the intent of providing “safe and wholesome food” to students.
The principal of one of the top colleges in the city said that while two of the main canteens on the college campus were licensed, it would not be viable for the college to monitor small eateries on the campus. “But if it is a UGC circular, we will have to comply with it in the interest of students,” the principal said.
But students are a disappointed lot as they fear many of the small stalls that sell food at reasonable prices may have to face closure.
“The canteens on the campus are not able to cater to thousands of students during the lunch hour. So students depend on small eateries to grab a quick bite,” said Pooja R., a final year B.A. student in a women’s college in the city.

Seven of 14 milk samples tested by FSSAI found to be substandard

HYDERABAD: The quality of milk in the city has once again been called for question with seven out of 14 milk samples tested by Food Safety and Standards Authority of India (FSSAI) turning out to be “of substandard quality”.
The tests were conducted earlier this month at the State Foods Laboratory (SFL) as a part of a routine check. The test was conducted on milk samples sold loose in the city.
“We are planning to collect samples for packaged milk as well,” said Vinod Dayal, deputy food controller at FSSAI. “We will file a case in judicial first class magistrate courts under the Food safety and Standards Act, against those selling milk of substandard quality,” he added.
Past cases
In 2013, milk sold in the city by dairy companies was tested and found to contain traces of E coli, salmonella and even urea. Milk samples of seven dairy companies were tested at SFL, the only government owned food testing laboratory in the state. Reports of the findings were then sent to the food safety officer of GHMC.
“At that time too we collected samples, there were some milk samples that were found to be of substandard quality,” said Dayal. There were traces of detergent in some of the samples, he added.
Earlier this year the supreme court had directed the Central government to make amendments to the Food Safety and Standards Act, 2006 and the Indian Penal Code. The apex court heard a petition filed on milk safety.
In Hyderabad, cases were filed against the offenders but prosecution is yet to begin. Most of the GHMC officials related to the issue were either ignorant or unaware of what had happened since 2013. “These things got sidelined after the bifurcation,” was what an GHMC official said when asked why no action was taken.
The cases had been filed, it will take time, the official added.
“There were 30 samples that were tested , eight were reported to have violations. There were cases filed against these companies but prosecution order is pending,” said Balaji, an assistant food controller with GHMC. Those who were found to be unsafe were the ones against which cases were filed. We had sent the report to Human Rights Commission and to the state Lokayukta, he added.
Civil society unhappy “GHMC should have taken action against the diary companies and banned them instead,” said Achyuta Rao, honorary president for Balala Hakkula Sangham.

Canteens too need licences under Food Safety Act

BENGALURU: Food courts or canteens in universities and their affiliated colleges will have to mandatorily get licences as stipulated under the Food Safety and Standards (FSS) Act, 2006. If not, the establishments will be shut down.
In an official communication to all universities and higher education institutions across the nation, the University Grants Commission (UGC) said the Act provides a framework to regulate the manufacture, storage, distribution and sale of food to ensure safety. Regulation 2.1.2 of the Food Safety and Standards stipulates that “no person shall commence any food business unless he possesses a valid licence,” it said.
The UGC said it has taken note that canteens/messes and other food establishments in various educational institutions have been operating without licences.The Food Safety and Standards Authority of India (FSSAI) will also organise training for handlers working in food establishments of educational institutions to provide safe and wholesome food to students, UGC said in the communication.

According to FSSAI’s Delhi legal office, Section 22 of the Food Safety Act governs GM foods use.
FSSAI said no genetically modified food has been cleared for import through the FSSAI locations.
Hyderabad: Food safety officials of Telangana haven’t lifted any samples till date to test Genetically Engineered food products sold in the market.
In-charge chief public analyst of TS and AP Food Laboratory N. Ravindra, said, “We haven’t tested any samples so far regarding GE foods.” Deputy controller of Food Safety — Telangana, Mr G. Vinod Dayal said. “Licenses pertaining to imports are given in Chennai. We do not have authority and we are not aware of the rule position on GE foods.”
Union minister of commerce and industry Nirmala Sitharaman, in a written reply in the Lok Sabha, had recently stated, “FSSAI has informed that no genetically modified food has been cleared for import through the FSSAI locations. Import of food products is regulated under FSSAI Act 2006. Indian Customs can clear food products including Genetically Modified food products only after necessary approvals or no objection certificates by FSSAI."
She had said that the DFFT notified import policy for GM food, feed and GM Organism and Living Modified Organism stated that prior approval of GEAC constituted by the Ministry of Environment was mandatory.
The policy states: “At the time of import, all consignments containing products which have been subjected to Genetic Modification will carry a declaration stating that the product is GM. In case a consignment does not carry such a declaration and is later found to contain GM material, the importer is liable to penal action. GEAC has accorded one-time approval for import of GM soya bean oil derived from Round Up, ready soy bean for the purpose of consumption after refining.” However experts said that FSSAI has to finally give clearance and it has so far not cleared any GE food product.
Interestingly, none of the products has GM labelling as US laws require only QR codes or bar codes. Scientist Dr S.J. Rehman said, “Labelling is mandatory only for Genetically Engineered products. If there is no label, it is deemed to be non-GMO food. So it is the contending party that has to prove it is GMO food.”
According to FSSAI’s Delhi legal office, Section 22 of the Food Safety Act governs GM foods use. Section 22 states: “… Save as otherwise provided under this Act and regulations made thereunder, no person shall manufacture, distribute, sell or import any novel food, genetically modified articles of food, irradiated food, organic foods, foods for special dietary uses, functional foods, neutraceuticals, health supplements, proprietary foods and such other articles of food which the Central Government may notify in this behalf.”
In 2007, a notification was issuing allowing GM products, however, the Ministry of Environment has continuously been keeping the notification in abeyance since February 2008.

Food samples taken from Bhopal: Zero in 2 weeks

BHOPAL: There has been no food sample collection in Bhopal for over two weeks after the legality of district food safety officer was challenged in a court.
Simply put, if the government does not come out with a notification, any adulteratedfood sample this Diwali may not be legally tenable and the offender could walk free.
A manufacturer in Shivpuri district against whom the Food and Drugs administration (FDA) had moved for prosecution got relief from the court over a technicality. The state government has nominated a food safety officer (FSO) in each district. But the notification for five years lapsed on August 4 and is yet to be renewed.
Which means, any sample taken by government food inspectors cannot lead to prosecution in court, since the legality of the chief medical and health officer (CMHO), who is the designated FSO, has been challenged. "The situation will be resolved soon. As for the offenders going free we will ask for legal opinion and apply the law retrospectively," said an FDA official.

POLICE, FOOD SAFETY OFFICIALS ON TOES AS DEEPAWALI NEARS

Deepawali festival approaching near, police and food safety officials are on their toes to stop adulterated milk and other food items, especially sweets, from being supplied to Uttarakhand from western Uttar Pradesh, something that happens almost every year around the time of Deepawali festivities. 
Dehradun food safety officer Anoj Kumar Thapliyal said that teams-each consisting of four officials-are alert. They had raided around 30 different shops and manufacturing units of sweets and collected 15 samples of food items – eatable oil, milk items and sweets-from within the city and its fringes over the past four days, he said, adding that some were found wanting after being tested preliminarily. “They were sent to Food and Drug Testing Laboratory (FDTL) based in Rudrapur to have their purity thoroughly checked,” he said.
Thapliyal said that despite the department facing acute staff crunch with the start of festive season from October, team members have been deployed at Rishikesh, Dharampur, Rispana, Kaulagarh and some other places of Dehradun city aside from Ajabpur, Rajpur, and others located along Chakrata Road.
During the raids, they are monitoring the preparation techniques and also keeping a tab over hygiene and precautions being maintained by the manufacturers while preparing the sweets. Such drive would continue in the district in the coming days, he added.
He further said that last year, they had sent around 60 samples of food items to Food and Drug Testing Laboratory (FDTL), Rudrapur. “15 of them were found negative as per the report. The manufacturers adulterated colour and starch in the sweet items. Cases were consequently filed in the additional DM Court which is under process,” he said.
Dehradun SP City Ajay Singh said that as per statistics, adulterated food items are supplied to Dehradun from some parts of UP during the time of Deepawali.
“Police are being put on alert. Maximum cases of such food adulteration come up a week ahead of the festival. We would put policemen alert to stop such malpractice. Station police officers would also put on alert. The policemen deputed at check posts would be asked to be alert too. Moreover, police station officers would launch vehicle checking drives in their jurisdictional limits. Vehicles carrying food items would be thoroughly checked at the check points,” he added.

Karnataka inks agreements with Akshaya Patra, Akshara Foundation

Akshaya Patra, which is run by the International Society for Krishna Consciousness (ISKCON), is known to run the world’s largest school lunch programme.
BENGALURU: The Karnataka government signed agreements Thursday with the Akshaya Patra Foundation and Akshara Foundation to tackle malnutrition and improve learning levels. 
The agreement with Akshaya Patra involves serving fortified rice to 4.5 lakh children in 2,600 schools in Bengaluru, Ballari and Dharwad districts as part of the midday meal programme. One kg of fortified rice will be mixed with the 99 kgs rice supplied to these schools. 
A year later, the government will review the benefits of fortified rice on the health of children. 
Akshara Foundation will roll out the second phase of its Ganita Kalika Andolana (Math Learning Movement) in an effort to improve pass percentage in mathematics and science, which is low in government schools. 
The 3-year partnership will have Akshara Foundation reach out to 1.29 lakh children in Classes 4 and 5 with specially-designed math kits across 4,419 schools in Bengaluru Rural, Chikkaballapura, Chamarajnagar, Chitradurga, Gadag and Dharwad districts at a cost of Rs 15.96 crore. 
The Bengaluru-based nonprofit ran the first phase of the programme in 7,515 schools covering three lakh children in the backwardHyderabad-Karnataka region. 
Karnataka’s Primary and Secondary Education Minister Tanveer Sait signed the agreements. 
Akshaya Patra, which is run by the International Society for Krishna Consciousness (ISKCON), is known to run the world’s largest school lunch programme. The nonprofit supplies midday meals to over 5 lakh children in 2,841 schools. 
“The Food Safety and Standards Authority of India (FSSAI) has asked states to go for fortified meals including rice, wheat, grain flour, oil, milk and salt. As a result, we want to start with fortified rice,” Sait said
