Exporters, eateries warned over selling poisonous fish

MANGALURU: The Dakshina Kannada district administration and food and civil supplies minister UT Khader sent a stern warning to the fish exportersand eateries that they would be held responsible if more fish poisoning cases were reported.
This warning came in the backdrop of more than a hundred persons including workers of a fish exporting company falling ill after consuming red snapper fish heads in Ullal recently. With some exporters indicating that the poisonous puffer fish was also sold in the local markets and used in restaurants, deputy commissioner Jagadeesha KG directed restaurants to take due diligence while serving fish to consumers.
Khader, who chaired the meeting, said fish exporters need to take proper precautions while dispatching heads and viscera for fish meal or manure.
As there was no standard protocol to deal with such cases, Jagadeesha KG said a committee would be constituted with experts to draw guidelines on processing of fish that are poisonous and are used by the local population and also on the treatment to be administered in such situations. "We cannot say that it may not happen again. Hence, standard protocols are necessary," he added.
He warned the fish exporters that their units would be shut down if any head or parts which are deemed poisonous were found in the market and affected people. He explicitly told the exporters to use the remains of such fish for only manure since Dr Iddya Karunasagar, consultant, Food Safety and Standards Authority of India(FSSAI) said making fish feed of the poisonous part was not advisable.
He also told the fisheries and food safety department to circulate guidelines to restaurants and eateries that they would be held responsible if consumers fell ill after consumption of such fish cooked at their premises.
Marine Authority personnel Ashok Kumar said that the Red Snapper fish had been caught outside Indian territorial waters and they were yet to analyse where the catch had come from. "We have to trace the boat which did the fishing and get the GPS coordinates from them to know where the catch came from," he told TOI.
Khader also shared information that this was not the first time people fell ill due to fish poisoning. "That time we did not know what it was," he added.
Scientists from Central Marine Fisheries Research Institute, Mangaluru unit, and others pointed out that there were three or four varieties of fish which accumulated poison during certain seasons only and throughout the year.
The cases happen when some unicellular algae called dinoflagellates, which can be toxic, are eaten by fish and when these fish are eaten by larger fish. The poison gets accumulated in marine and estuarine fish (red snapper, grouper, perches) or molluscan shellfish (clams, oysters, muscles), and cause severe illnesses. One of the common poisoning due to consumption of marine fish is ciguatera food poisoning. The toxic fish have no alteration of odour, colour or taste, thus, making it very difficult to identify the potential risk associated with contamination.
Khader said the departments, fisheries, food safety has to prepare guidelines and give wide publicity on fish to avoid and how to consume such fish in a safe way.

Preliminary investigation conducted into the recent incident of ciguatera poisoning incident in Mangaluru, revealed that the consignment came from Cochin. The poisoning is caused by the consumption of reef fish contaminated with ciguatoxin, which originates with certain dinoflagellate algae associated with coral reef systems. These accumulate in the food chain via small herbivorous fish that are eaten by larger carnivorous fish. It may be recalled that nearly 152 fell ill in Ullal after eating the fish heads of a particular variety fish known as ‘chemberi’ or the two-spot red snapper (Lutjanus bohar), last Friday.
Following the incident, a review meeting chaired by UT Khader, minister for food and civil supplies and consumer affairs, was held at the deputy commissioner’s office on Thursday. The meeting was attended by the officers from the health and fisheries department, as well as scientists representing the Fisheries College, Central Marine Fisheries Research Institute (CMFRI), Marine Products Exports Development Authority (MPEDA) and Dr Iddya Karunasagar, FSSAI consultant and member of the scientific committee. According to experts, No reports of harmful algal blooms from state waters have been reported recently.
Speaking to Bangalore Mirror on the sidelines of the review meeting, Ganesh K, fisheries department director in-charge, said, “The consignment of the red snapper that affected consumers, was procured by a fish exporting firm from Cochin. It is suspected that the vessel may have gone to South Africa, Solomon Islands or Maldives - where rampant algal bloom occurs. Consumers must know that toxins are not present in the fish found in the Karnataka coast. The toxin is suspected from to be from Solomon Island where the coral reefs exist. The company had procured red snappers from a vessel in Cochin. The samples have been sent to labs,” he said. Ashok Kumar from the marine authority said, “The vessel had gone for deep sea fishing. We have to identify where they have gone exactly. We are in the process of getting the exact location of the vessel that was fitted with GPS,” he said.
Earlier at the meeting, he said, “We visited the factory on Wednesday and analysed where they procured the raw material. As per the report given by them, the vessel was from Kuthur and they claim that they went near South Africa. The Kuthur fishermen have the capacity to go for deep sea fishing. They have the capacity to go beyond our Exclusive Economic Zone waters. As per the preliminary information given by the processors, it was found to be from one of the South African Islands. We are in the process of getting facts regarding the location of the vessel. All processors of the region have been alerted. This is for the first time that such an incident was reported in our region. The source has to be controlled.”
Dr Prathibha Rohit, principal scientist, Pelagic Fisheries Division, CMFRI Research Centre, Mangaluru, said there are about more than 250 reef-associated fishes. “Regarding the two-spot red snapper, the availability in Indian Coast is not so great. But certainly our fishing capacity has increased. We are going outside the Indian boundaries. There are several chemberi species; this particular species forms less than one per cent of the total snapper catch from our coasts. We have gathered from fish processors that it has come from Kerala,” she said.
Deputy commissioner KG Jagadeesha said it is not that all fish heads have to be avoided. He said fish that cause harm should not be made available.
“The fish has not come from our coast. Extra care should be taken with regard to fish coming from other coasts. The fish heads of this particular species should not be made available for consumption. The waste must be used only as fertilizer,” he said. He warned exporters to take necessary precautions. Meanwhile, he directed the health department to follow a standard protocol to be announced in case of such incidents. He also asked the research institutes to constitute a committee about fish parts and fish that should not be consumed.
In a related development, the Food Safety and Standards Authority of India (FSSAI) has asked Dr Iddya Karunasagar to draft a national food advisory for fish poisoning, especially ciguatera-related poisoning. FSSAI consultant and member of the scientific committee, Karunasagar said before they are exported, the heads and viscera are removed from the fishes, which end up in the market.
At the meeting, caution when dealing with puffer fish was also discussed. The most poisonous part of the puffer fish is its gallbladder. According to an estimate, about 20-30 tonnes of this fish come to the state coast daily.

Mangaluru scientist asked to draft national advisory on seafood poisoning

MANGALURU: More than a hundred individuals, including workers at a fish exporting company, took ill on Saturday after consuming fish heads supplied by a firm in Ullal. The Food Safety and Standards Authority of India (FSSAI) has asked Mangaluru-based scientist, Dr Iddya Karunasagar, to draft a national food advisory for fish poisoning, especiallyCiguatera.
FSSAI consultant and member of the scientific committee, Dr Iddya said that he had brought the Ullal incident to the attention of the committee members on Monday, in the course of a meeting held in New Delhi on food safety. Dr Iddya said that he would not be able to confirm if the Ullal incident was the first instance of such fish food poisoning in the country. "But, it is definitely the first mass outbreak, which has affected hundreds of people," he said.
Pointing out that there could have been unrecorded sporadic incidents in the past, he added, "They may not have come to light since the affected population would have been less. There were reports from Mumbai about a similar incident; we thought it could be fish poisoning. We could not get any data on it. But, the Mangaluru outbreak, which has affected so many people, is a first in the country."
Before they are exported, the head and viscera are removed from the fishes, while the heads find their way into the local markets, Dr Iddya reasoned. "People were affected by the toxin in the head and viscera. The exporters may not be aware that certain parts of the fish were poisonous," he added.
Dr Iddya said that the director of the Export Inspection Council in New Delhi had made a mention of a couple of rapid alerts from the European Union regarding the issue. The national advisory, Dr Iddya said, would be ready in a fortnight. "It will be sent to the food safety committee members. It will be put up on FSSAI's website, once it has been approved," he said.
Meanwhile, the Udupi Department of Fisheries too has sought Dr Iddya to spread awareness of fishes that could have toxins among fishermen, besides speaking on the precautionary measures that need to be observed while consuming them.
EU raised a red flag in August
Through its Rapid Alert System for Food and Feed (RASFF), the European Union had thrice issued alerts in August, warning of the risks detected in fishes exported from India.
The alerts, issued on August 14, 19 and 22, pertained to three consignments, and were concerned with Ciguatera poisoning and Ciguatoxins.

உணவுப் பொருட்களில் இதையெல்லாமா கலப்படம் செய்கிறார்கள்?



நம் முன்னோர்கள் உட்கொண்ட சிறுதானியங்கள் தொடங்கி இன்றைய தலைமுறையினர் விரும்பி சாப்பிடும் பீட்சா, பர்கர் வரை காலத்திற்கு ஏற்ப உணவுப் பொருட்களிலும் ஏராளமான புதுமைகள் வந்துகொண்டேதான் இருக்கின்றன. ஆனால் இன்றைய சூழலில் உணவுப் பொருட்களின் ஆரோக்கியம், தரம் மட்டும்தான் கேள்விக்குறியாக இருக்கின்றது. 
மளிகைக்கடை, டிபார்ட்மென்ட்டல் ஸ்டோர்களில் பாக்கெட்டுகளில் அடைக்கப்பட்டு விற்கப்படும் மளிகைப் பொருட்களாவது தரமானதாகவும், உண்மையானதாகவும் இருக்கின்றதா? இல்லை. ஹோட்டல்களில் சாப்பிடச் சென்றால் சாப்பிடும் உணவுப் பொருட்கள் சுகாதாரமான முறையில்தான் சமைக்கப்பட்டிருக்குமா? அரைத்த மாவில், சாம்பாரில் எதாவது பூச்சிகள் விழுந்திருக்குமோ என்ற எண்ணம்தான் மேலோங்கி நிற்கிறது.
'இரசாயனம்', 'கலப்படம்', 'காலாவதி' இவை மூன்றும் நாம் உட்கொள்ளும் அனைத்து உணவுப் பொருட்களிலும் ஒரு நாளைக்கு ஒருமுறையாவது நேரடியாகவோ, மறைமுகமாகவே நம்மைக் கடந்து செல்வதைத் தவிர்க்க முடியாத காலகட்டத்தில் வாழ்கிறோம். ஒரு கிலோ உணவுப் பொருளில் 100 கிராமில் தொடங்கி பல நூறுகிராம் அளவிற்கு குறையாமல் போலியான, தரமற்ற பொருட்களை சேர்த்தல் எப்படி நியாயம். இது தெரியாமலேயே ஒவ்வொரு நாளும் கோடிக்கணக்கான நுகர்வோர் ஏமாந்துகொண்டே இருக்கின்றனர். இதில் உணவுப் பாதுகாப்பு எங்கே இருக்கிறது?
மத்திய அரசின் உணவுப் பாதுகாப்பு மற்றும் தரப்படுத்துதல் ஆணையம் (Food Safety and Standards Authority of India) சட்டங்களை வகுத்து பாதுகாப்பான உணவை வழங்கி, மக்களின் நலத்தைக் காக்கும் கடமையைத் தன்னகத்தே கொண்டிருக்கிறது. நம் நாட்டில் தேவையான சட்டங்கள் இருக்கிறது. ஆனால், அவற்றை நடைமுறை படுத்துவதில்தான் தோல்வியே. அதுபோல நாட்டின் சுகாதார அமைச்சகம் தொடங்கி, மாநில சுகாதாரம் அமைச்சகம், உள்ளூர் சுகாதார ஆய்வாளர் வரை பல கட்டங்களாக மக்கள் உட்கொள்ளும் உணவின் பாதுகாப்பை உறுதி செய்வதற்கான நபர்கள் இருக்கிறார்கள். ஆனால் இவர்களின் தரமான சேவைதான் மக்களுக்கு சென்றுசேருவதில்லை. இதனால் பல இடங்களில் நுகர்வோராகிய நாம் தோல்வியடைகிறோம். பல்வேறு பொருட்களின் தயாரிப்பு நிர்வாகிகளும், விற்பனையாளர்களும் அதிகாரிகளுக்கு கொடுக்கவேண்டியவற்றை கொடுத்து தங்களின் தரமற்ற, போலியான உணவுப் பொருட்களை மக்களை ஏமாற்றி விற்பனை செய்து காரியத்தை சாதிக்கிறார்கள். தெரிந்தே மக்களின் உடல் ஆரோக்கியத்தைக் கெடுக்கிறார்கள்.
இதற்கு சமீபத்திய உதாரணம், சில நாட்களுக்கு முன் சென்னை, குரோம்பேட்டையில் தந்தை-மகன் இருவர் தனியார் பால் நிறுவனத்தின் தயிர் பாக்கெட்டினை வாங்கி உணவு சாப்பிட்டனர். பாதி உணவை சாப்பிட்ட நிலையில்தான் தெரிந்தது, அந்த தயிர் பாக்கெட்டில் இறந்த நிலையில் அட்டை பூச்சி இருப்பது. தந்தை-மகன் இருவரும் அடுத்த சில மணிநேரங்களில் வாந்தி, மயக்கம் காரணமாக மருத்துவமனையில் சேர்க்கப்பட்டனர். பின்னர் அவர்களை காண அதிகாரிகள் விரைந்தனர். இது ஒரும்புறமிருக்க எண்ணெய், தானியங்கள், மசாலா பொருட்கள் என அன்றாடம் பயன்படுத்தும் மளிகைப் பொருட்கள், 'அக்மார்க்' எனப்படும் மத்திய அரசின் வேளாண் பொருட்களுக்கான சான்றிதழைப் பெற்றுதான் விற்பனைக்கு வரவேண்டும். ஆனால் முறையான சான்றிதழைப் பெற்றும், பெறாமலும் ஏராளமான பொருட்கள் விற்பனைக்கு வருகின்றன.
நம் உணவுப் பொருட்களுக்கான பாதுகாப்பை அச்சுறுத்தும் 'முறையான கண்காணிப்பு திட்டமில்லாமை, பாதுகாப்பு மற்றும் தரக்கட்டுப்பாட்டிற்கான விழிப்பு உணர்வு இல்லாமை ஆகியவற்றின் காரணமாக, உணவு சார்ந்த நோய்களும் அதிகரித்து வருகின்றன'. பலரது பசியை ஆற்றும் உணவு விஷயம் என்பதால் சம்மந்தப்பட்ட உணவுப் பொருள் நிர்வாகிகளே தரமான உணவுப் பொருட்களை விற்பனை செய்வதை உறுதிசெய்ய வேண்டும். அதைச் சோதித்து தவறு நடக்காமலும், நடந்தால் சம்மந்தபட்டவர்களுக்கு தண்டனை பெற்றுக்கொடுக்கவேண்டிய அரசும், அரசு அதிகாரிகளும் தங்கள் கடமையை சரியாக செய்ய வேண்டும். ஊழலும், முறைகேடுகளும் புரையோடிப்போன நம் நாட்டில் நுகர்வோராகிய நாமும் விழிப்புடன் தரமான பொருட்களைத் தேர்வு செய்து வாங்கி, நம் உணவுப் பாதுகாப்பை உறுதி செய்து கொள்ள வேண்டிய நிலையில் இருக்கிறோம்.
நுகர்வோராகிய நாம் செய்ய வேண்டியவை:
* நீங்கள் வாங்கும் உணவுப் பொருட்கள் தரமற்றதாக, கலப்படமானதாக இருப்பதாக நினைத்தால் அருகிலுள்ள ஃபுட் லெபாரட்டரிக்கு அவற்றை அனுப்பி சோதனை செய்யுங்கள். சோதனையின் முடிவில் அவை தரமற்று இருப்பது உறுதியானால் அந்தப் பொருளை விற்பனை செய்தவர், அந்த நிறுவனத்தின் மீது நுகர்வோர் நீதிமன்றத்தில் வழக்கு தொடர்ந்து நிவாரணமும் பெறலாம். தொடர்ந்து தரமற்ற பொருட்கள் விற்கப்படுவதை நம்மாள் இயன்ற அளவுக்கு குறைக்கலாம்.
* நம் குடும்ப நபர்கள், நண்பர்கள் யாராவது தரமற்ற, ஆரோக்கியமற்ற உணவுப் பொருட்களைச் சாப்பிட்டு உடல்நலம் பாதிக்கப்பட்டால் உடனடியாக அவரை மருத்துவமனையில் சேர்க்கவேண்டும். தொடர்ந்து உணவுப் பாதுகாப்பு அலுவலரிடம் சம்மந்தபட்ட கடைக்காரர் மற்றும் நிறுவனத்தின்மீது புகார் தெரிவிக்க வேண்டும்.
அதிக அளவில் கலப்படம் செய்யப்படும் பொருட்களும் அதனைக் கண்டறியும் எளிமையான சோதனைகளும்:
டீ தூள்:
டீ கடைகளில் பயன்படுத்தப்பட்ட டீ தூள் கசடை குறைவான விலைக்கு வாங்கி, அதை வெயிலில் உலர்த்தி அதனுடன் சிவப்பு நிறம் சேர்த்து விற்பனை செய்கின்றனர்.
சாதாரண ஃபில்டர் பேப்பரில் டீ தூளைக் கொட்டி, நான்கு துளிகள் நீர் விட்டால், சிவப்பு நிறம் தனியே பிரிந்தால் அவை கலப்பட டீ தூள் என அர்த்தம்.
மிளகு:
காய்ந்த பப்பாளி விதைகளை மிளகுடன் கலப்படம் செய்வார்கள்.
ஒரு தண்ணீர் டம்ளரில் மிளகைப் போட, மிளகு உள்ளே சென்றால் அவை தரமானவை. மேலே மிதந்தால் அவை போலி. ஒரிஜினல் மிளகு பார்க்க பளபளப்பாகவும், வட்டவடிவிலும், வாசனையற்றும் இருக்காது.
பெருங்காயம்:
பிசின் அல்லது கோந்துகளுக்கு மணம் சேர்த்து கலப்படம் செய்கிறார்கள்.
சுத்தமான பெருங்காயத்தை நீரில் கரைத்தால் பால் போன்ற கரைசலும் வாசனையும் கிடைக்கும். அப்படி இல்லாவிட்டால் அவை கலப்படம் என அர்த்தம்.
சர்க்கரை:
சர்க்கரையில் சுண்ணாம்புத்தூள் சேர்க்கப்படும்.
சிறிது சர்க்கரையை சிறிதளவு தண்ணீரில் கலந்தால் நீரில் எந்த கசடும் இன்றி, நீர் நிறம் மாறாமல் இருந்தால் அது நல்ல சர்க்கரை. நீர் வெண்மை நிறமாகி, அதனடியில் கசடு சேர்ந்தால் அவை கலப்படமானது.
தேங்காய் எண்ணெய்:
மினரல் ஆயில் என்னும் பெட்ரோலிய கழிவு எண்ணெய் தேங்காய் எண்ணெய் உடன் கலக்கப்படுகிறது.
தேங்காய் எண்ணெய்யை கண்ணாடி பாட்டிலில் ஊற்றி, ஃப்ரிட்ஜில் வைத்தால் அவை உறையும். ஆனால் உரையாமல் அப்படியே இருந்தால் அவை கலப்பட எண்ணெய்.
தேன்:
தேனில் சர்க்கரைப்பாகு அல்லது வெல்லப்பாகு கலப்படம் செய்யப்படுகிறது.
தேனை, தண்ணீரில் விட்டால் அவை கரையாமல் அடியில் சென்று தங்கும். பஞ்சைத் தேனில் நனைத்து நெருப்பில் காட்டினால் பஞ்சு எரிந்தால் அவை நல்ல தேன். எரியும்போது படபடவென சத்தம் வந்தால் அது கலப்படத் தேன்.
மிளகாய்த்தூள்:
மிளகாய்த்தூளுடன் செங்கல் பொடி, மரத்தூள், சிவப்பு நிற ரசாயனப் பொருட்கள் சேர்க்கப்படுகிறது.
தண்ணீரில் சிறிது மிளகாய்த்தூளை கலக்கும்போது அவை செங்கல்தூள் கலந்தாக இருந்தால் நீரின் அடியில் சேகரமாகும். இரசாயனம் சேர்ந்திருந்தால் அவை நீரில் அதிக நிறத்தை உண்டாக்கும்.
பச்சைப் பட்டாணி:
மாலசைட் கிரீன்( malachite green) என்னும் ரசாயனத்தில் முக்கி எடுக்கப்படுவதால் பச்சைப் பட்டாணிகள் அடர் பச்சைநிறத்தில் இருக்கும். இத்தகைய பச்சைப் பட்டாணியை வெந்நீரில் சேர்க்கும்போது அவற்றில் பச்சைநிறம் தனியாக பிரிந்து வெளியேறினால் அவை தரமற்ற, போலியானவை என அர்த்தம்.
மசாலா பட்டை:
பட்டையில் கேசியா(casia), சுருள் பட்டை என்னும் மசாலா பட்டை(cinnamon) என இருவகை உண்டு. இதில் சுருள் பட்டைதான் ஆரோக்கியமானவை. கேசியா பட்டை என்பது மரப்பட்டையில் நிறம் சேர்க்கப்பட்ட போலியானவை.
ஒன்றிரண்டு பட்டைகளை கசக்கிப் பார்த்தால் கைகளில் எந்த நிறமும் ஒட்டாமல் வாசனையாக இருந்தால் அவை தரமான பட்டை.

Government study finds toxins in PET bottles of 5 soft drink brands

The results of the test, conducted in February-March this year, and reviewed by The Indian Express, also show a significant increase in leaching with the rise in room temperature.
A government study has found five different toxins — heavy metals antimony, lead, chromium and cadmium and the compound DEHP or Di(2-ethylhexyl) phthalate — in cold drinks produced by two major multinational companies, PepsiCo and Coca Cola.
The study, commissioned by the top Health Ministry body, the Drugs Technical Advisory Board (DTAB), found that these toxins leached into five cold drink samples picked up for the study — Pepsi, Coca Cola, Mountain Dew, Sprite and 7Up — from the PET (polyethylene terephthalate) bottles they were in. Mountain Dew and 7Up are owned by Pepsico, while Sprite is owned by Coca Cola.
The results of the test, conducted in February-March this year, and reviewed by The Indian Express, also show a significant increase in leaching with the rise in room temperature.
Under the DTAB’s instructions, the study was conducted by the Kolkata-based All India Institute of Hygiene and Public Health (AIIH&PH), which comes under the Health Ministry.
According to a source privy to the development, the test results were submitted by the AIIH&PH to Jagdish Prasad, Director General of Health Services and chairman of DTAB, a few days ago. The institute had last year submitted another set of test results, where it had found heavy metals in various medicines packaged in PET bottles.
Prasad did not respond to queries sent by The Indian Express.
A PepsiCo India spokesperson said, “We have received no intimation nor a copy of the cited test reports and without an understanding of the methodology used, would be unable to comment on the reports. Having said that, we would like to reiterate that all our products conform to Food Safety and Standards Regulations. We would like to emphatically reiterate that our products comply with the permissible limits for heavy metals as laid down by these regulations.”
Coca Cola India declined to respond. Queries sent to PET Container Manufacturers Association remained unanswered.
The AIIH&PH had picked up four bottles (600 ml size) each of the cold drink brands as samples through the “stratified random sampling method”. The institute then handed over the samples to the Kolkata-based National Test House (NTH), which falls under the Ministry of Consumer Affairs, to perform the tests.
While there are no permissible limits for heavy metals in cold drinks, the tests found 0.029 milligrams per litre (mg/L), 0.011 mg/L, 0.002 mg/L, 0.017 mg/L and 0.028 mg/L of antimony, lead, cadmium, chromium and DEHP, respectively, in Pepsi. In Coca Cola, 0.006 mg/L, 0.009 mg/L, 0.011 mg/L, 0.026 mg/L and 0.026 mg/L of the aforesaid heavy metals, respectively, were found. The results were similar for Sprite, Mountain Dew and 7Up.
The leaching of these heavy metals — from the PET bottles in which the drinks were packaged — increased with the rise in room temperature. For example, at normal room temperature, the tests found 0.004 mg/L and 0.007 mg/L of lead in 7Up and Sprite, respectively. However, when it was kept at 40 degree Celsius for 10 days, the lead increased to 0.006 mg/L and 0.009 mg/L, respectively.
The World Health Organisation (WHO) considers lead and cadmium two of the top ten chemicals of “major public health concern”.
According to the WHO, children are particularly vulnerable to harmful effects of lead. “Lead can have serious consequences for the health of children. At high levels of exposure, Lead attacks the brain and central nervous system to cause coma, convulsions and even death. For cadmium, the WHO said, “Cadmium exerts toxic effects on the kidney, the skeletal system and the respiratory system and is classified as a human carcinogen.” Chromium, antimony and DEHP are also known to cause serious side effects on the body.
In April 2015, Jagdish Prasad is learnt to have directed the AIIH&PH to conduct a study on leaching of toxins from PET bottles, used for packaging pharmaceutical preparations, cold drinks, alcohol, juices and other beverages.
As per the minutes of the DTAB meeting held on May 13, in the first phase of the study, only pharmaceutical preparations were tested and it was found that antimony, lead, chromium and DEHP had leached into them.
The first test results were submitted to DTAB on August 2015. Reacting to the results, the Health Ministry formed another high level committee under M K Bhan, former secretary, Department of Biotechnology.
As per the minutes of the May 13 DTAB meeting, the Bhan committee found various faults with the institute’s test results and asserted that there was no clear proof of PET bottles contaminating medicines inside them. The committee, however, admitted in its report that there were no standards in India for safe plastic packaging, unlike in countries like the US.
In a comprehensive report submitted to DTAB on May 13, based on the first set of test results, AIIH&PH rebutted each fault pointed out by the Bhan committee. As per the minutes of the meeting, the institute told DTAB, “To consider a level (of heavy metal) as safe level amounts to playing with fire.”
As per minutes of the meeting, the DTAB did not find any merit in the Bhan committee recommendations and agreed with the test results and recommendations of AIIH&PH. Therefore, at the May 13 meeting, it recommended that the Health Ministry should issue draft rules prohibiting PET bottle packaging of medicines consumed by children, women and the elderly.

Cabinet approves recruitment to fill 177 vacancies
The state Cabinet on Wednesday approved a proposal to come out with a separate cadre and recruitment rules for appointing food safety inspectors in the state.
The Cabinet not only gave its approval to the Health and Family Welfare Department Services (Food Safety and Standards Act) (Recruitment) Rules, 2015, but also gave the go-ahead to the Health and Family Welfare department for recruitment of 177 food safety inspectors, Law and Parliamentary Affairs Minister T B Jayachandra told reporters after the Cabinet meeting.
Currently, the department is making medical doctors to double up as food inspectors though they are not qualified to do so. It is for the first time a separate cadre and recruitment rules are being framed for enabling the department appoint qualified persons as food inspectors, the minister explained.
As per the new rules, graduates in biotechnology and biochemistry will be recruited as food safety inspectors. To begin with, the inspectors will be deputed in all taluks of the state, he added.

Food dept issue notices to sweet shops for adulteration

DEHRADUN: The food safety department on Wednesday issued notices to two popular sweet shops in the city after finding “synthetic colours, fungus and high quantity starch” in some samples. The tests were conducted after local residents complained that some shops were selling substandard sweets.
A customer said that he had purchased ‘boondi laddus‘ from a popular shop on Chakrata road in July but when he opened the box, it was fungus-ridden. He then lodged a complaint at the department. However, the reports came late due to staff crunch at the food safety department and scanty sampling facilities , an official said.
“We have started inspection of all sweet shops since adulteration has become very rampant in the city. We will take legal action against those found flouting norms. As of now, we have sent notices to Anandam on Chakrata road and Ganpati Sweets on Rajpur road,” said food safety officer Anooj Thapliyal.
During festive season, incidents of adulteration increase every year. Dr Praveen Panwar from GDMC hospital said, “Synthetic colours are not only cancerous but they also cause major neurological problems among children and old people as their immunity is low.”
The department has decided to take instant samples and send it for testing either to Rudrapur-based lab or Chandigarh in order to get results as soon as possible and curb adulteration during festive season.

FSSAI working on revised stds to set maximum limit on used cooking oils

Mumbai, On receiving numerous reviews and representations from the enforcement agencies regarding the repeated use of cooking oils, the Food Safety and Standards Authority of India (FSSAI) is working on revised standards for fried foods, which will set the maximum limit to the use of cooking oils. The apex regulator suggested that the officers would avoid testing till the final standards in this regard were notified.
The advisory issued by FSSAI stated, “FSSAI is addressing this issue by amending the standards so as to, inter alia, prescribe the maximum limit of total polar compounds (TPC) beyond which reused edible oils will not be safe for use.”
“We are working on this and will further provide details on the maximum usage limit of edible oils for heating or reuse through TPC which will enable the enforcement officers to keep a vigil over reuse effectively,” said Kumar Anil, advisor (standards), FSSAI.
“Several enforcement officers have received complaints over the extensive reuse of cooking oils by the unorganised sector. The officers of the enforcement agencies suggested that they may avoid testing of overused oils till FSSAI notifies the revised standards in this regard,” he added.
The concern
FSSAI observed that Schedule-IV, Part-V, clause VI.7 of the Food Safety and Standards (Licencing and Registration of Food Businesses) Regulation, 2011 recognised the possibility of of reusing and reheating edible oils.
The regulations specified in the Act for fried foods (Schedule -IV, Part-V, clause VI.7) are as follows:
  • Good-quality/branded oils/fats should be used for food preparation, frying, etc.
  • Only packaged oil should be used
  • Use of oils with high trans-fats (like vanaspati) should be avoided as far as possibleReheating and reuse of oil should be avoided as far as possible. The use leftover oil should be avoided wherever possible
Detailing on his observations, J P Singh, chief food safety officer, Food Safety and Drug Administration (FSDA), Uttar Pradesh, said, “We usually keep an eye on the seasons as many unorganised players in the area may set up temporary stalls for the seasonal demand in the market for sweets and other popular snacks like samosas and kachoris.” 
“We have been receiving complaints about the poor quality of food served in small eateries. Even the taste is bitter, which is due to the excessive usage and reheating of the oil used for frying,” he added.

FSSAI asks food commissioners to review pending cases

New Delhi, Oct 5Food safety regulator FSSAI has directed the food safety commissioners of all States/UTs to examine all the pending cases against food business operators under various old laws that were repealed and withdraw those cases if found appropriate.
"We have written to Food Safety Commissioners of all States and Union Territories to examine all the pending cases under old laws including the Prevention of Food Adulteration Act, which is long dead and gone, and consider withdrawing them if found necessary," Food Safety and Standards Authority of India (FSSAI) CEO Pawan Kumar Agarwal told .
The withdrawal of pending cases against food business operators would reduce the burden on judiciary, he said.
"Any violation which were criminal in nature in the old laws might not be criminal under the Food Safety and Standards Act 2006. So why not close those cases. It will reduce burden on state governments as well as judicial system," he said.
Asked about number of such cases, Agarwal said the it varies widely from several hundred cases in some states to 10-15 cases in others.
In a letter to the state food commissioners, FSSAI said that "a large number of cases under the Prevention of Food Adulteration Act and other orders specified in Schedule 2 of the Food Safety and Standards Act 2006 are still pending in various courts and tribunals across the country."
"In a sizable number of such cases, the offence alleged to have been committed may not be very serious in nature and the penalties/punishments prescribed for such offences are also not substantial," the regulator said.
FSSAI noted that the pendency of such cases for a long time not only burdens the judicial system, but also diverts the scarce resources of the government in pursuing these matters.
Those resources should be rather deployed in effective implementation of the provisions of the FSS Act to ensure safe and wholesome food for the consumers, the regulator observed.
"In view of the above, the Commissioners of Food Safety of all States/UTs may like to examine all pending cases against food business operators under various provisions of various enactments and orders repealed on enactments of Food Safety and Standards Act, 2006 and take a view on withdrawal of the same if considered appropriate," the letter said.FSSAI also asked the State food safety commissioners to share the result of this exercise from time to time.

FSSAI has also proposed that when fortification of a food is made mandatory, it should be based on severity and extent of public health need as demonstrated by generally accepted scientific evidence.
Food safety regulator FSSAI has issued a draft regulation to allow fortification of food to improve the nutritional value for public health benefit.
The Food Safety and Standards Authority of India (FSSAI) has sought suggestions from stakeholders within a period of 60 days on the draft Food Safety and Standards (Fortification of Foods) Regulations, 2016.
In the draft regulations, the regulator has defined fortification means “deliberately increasing the content of essential micro-nutrients in a food so as to improve the nutritional quality of food and to provide public health benefit with minimal risk to health”.
It has proposed that essential nutrients may be appropriately added to foods for preventing or reducing the risk of, or correcting, a demonstrated deficiency of one or more essential nutrients in the population or specific population group.
Fortification can also be done for “reducing the risk of, or correcting, inadequate nutritional status of one or more essential nutrients in the population or specific population group”.
Food fortification could be done to meet requirements or recommended intake of one or more essential nutrients; maintain or improve health; maintain or improve the nutritional quality of foods.
“Any manufacturer who fortifies any food shall ensure that the level of micro-nutrient in such fortified food does not fall below the minimum level specified in the schedule,” the FSSAI said.
Every manufacturer should ensure that the level of micrometeorite in such fortified food does not exceed the highest amount of micro-nutrient that can safely be added to such food, having regard to recognised international standards, the draft added.
FSSAI has also proposed that when fortification of a food is made mandatory, it should be based on severity and extent of public health need as demonstrated by generally accepted scientific evidence.
“The Food Authority may, specify mandatory fortification of any staple food on the directions of the government,” the draft said.
All fortified food, whether voluntarily fortified or mandatory, should be manufactured, packed, labeled, handled, distributed and sold, whether for profit or under a Government-funded programme, only in compliance with the standards specified under the provisions of the Food Safety and Standards Act, 2006 and regulations made thereunder.
In the draft, FSSAI has also prescribed packaging and labelling norms for fortified food.

FSSAI initiates national milk qty survey focusing on adulterated milk

New Delhi, The Food Safety and Standards Authority of India (FSSAI) initiated a national milk quality survey. It will focus on unsafe or adulterated milk and will be carried out in 120 cities across the country. The apex regulator will collect samples of thirteen common adulterants.
There have been reports of delivery of low-quality milk to households across the country, and several litigations were filed with different courts. The Supreme Court is also looking into the matter, while a parliamentary committee has also expressed its concern on the subject of adulteration in milk. 
FSSAI will look into matters related to fat and solids-non-fat (SNF), vegetable oil, detergent, hydrogen peroxide, formalin, sugar, glucose, urea, starch, boric acid, ammonium sulphate, nitrates and cellulose maltodextrin. 
According to the apex regulator, the state-level steering committee, to be constituted by each state under the chairmanship of the state food safety commissioner, will comprise the state milk commissioner, representatives of organised dairy players in the cooperative and public sector, designated officers and food safety officers (FSO), amongst others.
“It will provide the states guidance throughout the survey with the involvement of FSSAI with an option to change the number of cities or include other cities or exclude the identified cities depending upon the availability of milk samples, the degree of risk and the chances of adulteration. Besides the steering committee will also identify hotspot areas and focus the survey in those,” FSSAI stated.

Food regulator FSSAI today issued a draft regulation for non-specified food and food ingredients and proposed prior approval for manufacturing, sale and import of such products if they are not covered under any other rules under the Food Safety and Standards (FSS) Act, 2006.Food Safety and Standards Authority of India (FSSAI) has sought comments from stakeholders within a period of 60 days on the draft Food Safety and Standards (Approval for Non-Specified Food and Food Ingredients) Regulations, 2016."
Only such article of food or food ingredients which have not been permitted to be manufactured, stored, sold, distributed or imported under any other regulation under the Act (FSS) shall require prior approval for being manufactured, stored, sold, distributed or imported under the Food Safety and Standards (Approval for Non-Specified Food and Food Ingredients) Regulations, 2016," the draft said.
Such articles of foods and food ingredients shall include novel foods or foods containing novel ingredients not having a history of human consumption in India; food ingredients with a history of human consumption but not specified in any other regulation under the Act; new additives and processing aids; foods manufactured or processed using novel technology.
The manufacturer or importer are required to submit an application along with requisite documents and fee to the FSSAI for approval. 
"Based on the safety assessment of the food product, the Chief Executive Officer of the FSSAI, or an Officer authorized by him, may either grant approval or reject the application. 
"Where approval is granted, the FBO shall submit certificate of analysis of the product on parameters relating to chemical, nutritional, microbiological, heavy metals, pesticide residues and naturally occurring toxicants to FSSAI," the draft said.

Supreme Court Nod To Destroying 550 Tonnes Of Maggi

NEW DELHI: The Supreme Court today gave its nod to Nestle India and FSSAI to destroy 550 tonnes of recalled stocks of Maggi noodles which have passed shelf life and are in the possession of the company and the food regulator.
A bench of justices Dipak Misra and U U Lalit said the stock which is stored at 39 locations of the company across India and the stock which is with Food Safety and Standards Authority of India (FSSAI) at Lucknow shall be destroyed as per the agreed procedures between both the parties.
Senior advocate Arvind Dattar, appearing for Nestle India, said the stock will be destroyed at the incinerators of the notified cement plants by FSSAI and representatives of food regulator can also be present.
Advocate Mehmood Pracha, appearing for FSSAI, said they are not opposed to destruction of stocks but there were some issues regarding disposal of the stock which are subject matter of SLP filed against the Bombay High Court order.
The bench granted liberty to the parties to approach court in case of any grievances and disposed of the pleas.
On September 21, Nestle India had moved court seeking its nod to destroy about 550 tonnes of recalled stock of Maggi noodles which have passed shelf life, saying their storage may lead to health hazard.
The company had said that pursuant to withdrawal announcement and ban order on June 5, 2015, Nestle India Ltd had recalled stocks of Maggi noodles and till September 1, 2015 destroyed around 38,000 tonnes of the noodles.
The firm said it had 490 tonnes of stock pending destruction and 60 tonnes were received from the market.
Hence, 550 tonnes of stock stored in 39 location across the country needed to be destroyed.
"This entire stock of approximately 550 tonnes is well past its 'best before date' and its storage is giving rise to conditions that may lead to health hazard at the said locations," the plea said.
It said over 38,000 tonnes of Maggi noodles have been destroyed till September 1, 2015 at incinerators of the notified cement plants, keeping in view environmental requirements.

IMPORTED EATABLES UNDER CUSTOMS SCANNER

Concerned over the sale and distribution of eatables manufactured in foreign countries into the National Capital Region, including Delhi market, without compliance of the Food Safety Standards Act, the Customs Department has made it mandatory that it would not clear any such item without receipt of the release order from the Food Safety and Standards Authority of India (FSSAI). 
The Customs Department has asked the FSSAI to ensure timely clearance of the goods where the test report of FSSAI is positive.
In a recent meeting with the customs authorities, it was also pointed out that sweets, chocolates, cereals and other consumables should not be allowed in the markets without being checked on quality.
According to sources, there were reports that some imported food items are being released in the market without proper checks and procedures laid in the FSSAI. In other words, the festive season has been started in the country and consumption of imported sweets and chocolates have been increased and these are being released without proper checks of safety standards.
A decision was taken that the FSSAI should put in place a mechanism for timely disposal of such cases in Delhi and its neighbouring areas. During the meeting, the Customs Department has directed FSSAI to provide details (name, designation and contact numbers) of the authorised officers who have been assigned the job of collecting samples or examination at these locations so that these could be displayed for the information of the trade and published on the website.
At present, the officers of the FSSAI are empowered to draw samples from the customs ports at Tuglakabad, Patparganj, IGI Airport, Faridabad/ Ballabhgarg, Loni and Dadri. The officers were directed to ensure there was no delay in taking samples for examination from these centers. Some officers reportedly raised concerns over delays in collecting samples due to customs ports located in distant locations of Haryana.
A source said Customs Superintendents, Appraisers, Inspectors and Examiners have now been authorised to collect samples from Panchi in Sonepat, Piyala in Ballabhgarh, and Garhi Harsaru in Panipat to expedite clearance process of the foreign food items.
The main focus of the department would be to adopt a single window clearance system to clear samples at the earliest so that the products can reach the markets in the shortest possible time span.
A senior officer said the meeting also took stock of labeling requirements which were mandatory before the goods were cleared by the concerned customs officers.
The officers were told that a circular issued by the Central Board of Excise and Customs had made it clear that the facility of labeling imported goods in bonded warehouses had already been extended to importers subject to certain procedural conditions.
The labelling requirements and the manner in which these are to be depicted on the label of the food products are mentioned in the Food Safety and Standards (Packaging and Labelling) Regulation, 2011. The officers were also instructed to fully comply with the FSS Act, Rules and Regulations in regard to the labeling requirements of foreign food items.

Fish poisoning: Food samples sent for tests; victims recuperate

Monday,Oct 3: Dozens of people who were hospitalised after consuming fish curry and fry in Ullal, Deralakatte and surrounding areas of Mangaluru taluk a couple of days ago, were discharged after recuperating. 
Medical sources said that a few of the food poisoning victims who were in a critical condition on Saturday are now out of danger moved out of intensive care unit. 
Nearly 200 workers of Baraka Fish Oil Mill in Ullal and dozens of residents in surrounding areas were taken ill on Friday night after consuming two specific variety fish of perch family known among local people as Cavage and Chamberi. 
While some reported of vomiting, others reported of giddiness and body pain after eating the dishes. Around 50 of them had got admitted to four different hospitals in next 24 hours. 
Samples sent for tests
Meanwhile, samples of fish dishes that led to food poisoning have been sent to Bengaluru for testing, said District Health Officer Ramakrishna Rao, who met the victims admitted in the four hospitals. 
“While some say that they purchased fish from persons who came to their area in vehicles selling parts of fish discarded from a fish meal unit in Ullal, a few said the dishes were prepared using fish they had purchased from the fishing harbour,” he said. 
A team of officials of the Medical Department on Sunday collected samples of the food that led to food poisoning and sent it to Bengaluru for testing. Apart from our department, Deputy Director of Fisheries and Food Safety Officer are inquiring into the cause of food poisoning,” he informed. 
On the other hand Ullal police said that they have collected all the necessary details like where the fish were procured from and sold. “We have submitted the details to the concerned authorities," said police sub inspector Shivaprakash. 
N Saleem, managing director of Baraka Overseas Trader, maintained that they are export-oriented firm and don't sell anything locally. "We transport fish waste that includes heads, thorns and other parts to fishmeal factories after processing of fish for export. The person who transports this waste might have sold this to local people and they have fallen sick," he said,

Banned tobacco products seized

Turning on the heat:Police officers display seized tobacco products.
Continuing with their crackdown on banned tobacco products, the police arrested as many as 28 persons across Puducherry over the last few days and seized banned tobacco products worth Rs.5.5 lakh from them.
A police officer said that though the government had banned the manufacture, storage, distribution or sale of gutka and pan masala and any other chewable tobacco products in the Union Territory since 2013 under the Food Safety and Standards Act, many shops were still selling them.
Following information, the Station House Officers and Circle Inspectors conducted surprise raids at various places especially near the educational institutions. As many as 27 cases were registered across the city since September 28. The accused were produced before a local court and remanded to custody.
The police had intensified raids and arrested three wholesale dealers of banned tobacco products during July. As many as 55 cases were registered and banned tobacco products worth Rs.10 lakh were seized.
Cases were booked against them under Section 6 of the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003 (COTPA) and Section 188 of the Indian Penal Code for violation of the notification issued by the Government.
Senior Superintendent of Police (Law and Order) Rajiv Ranjan has requested traders not to indulge in the sale of cigarettes or any tobacco products to minor children and in an area within a radius of 100 yards of educational institutions. The traders should discontinue the practice of selling banned tobacco items as per the notification issued by the government, he said.

Ullal food samples sent for tests

Samples of fish curry that led to food poisoning of around around 40 persons in Ullal on Saturday have been sent to Bengaluru for testing.
As many as 40 persons from different parts of Ullal got admitted to four different private hospitals on Saturday evening after consuming fish curry and other fish dishes. While some reported of vomiting, others reported of giddiness and body pain after eating the dishes.
District Health Officer Ramakrishna Rao said that he met the victims admitted in the four hospitals.
“While some say that they purchased fish from persons who came to their area in vehicles selling parts of fish discarded from a fish meal unit in Ullal, a few said the dishes were prepared using fish they had purchased from the fishing harbour,” he said.
Dr. Rao said a team of officials of the Medical Department on Sunday collected samples of the food that led to food poisoning and sent it to Bengaluru for testing. Apart from his department, Deputy Director of Fisheries and Food Safety Officer are inquiring into the cause of food poisoning.
Dr. Rao said all the 40 victims were discharged from the hospitals on Sunday evening.

SC to Centre, State : Ensure strict compliance of gutkha and pan masala ban

The Supreme Court has directed the Centre and state governments to strictly enforce regulations banning gutkha and pan masala.
The two-judge Bench comprising Justice Gopal Gowda and Justice Adarsh Kumar Goel was hearing a batch of petitions relating to the issue.
The Bench agreed with amicus curiae Senior Advocate Gopal Subramanium and made it clear that has not granted any stay of Regulation 2.3.4 of the Food Safety and Standards (Prohibition & Restrictions on Sales) Regulations, 2011, and the authorities concerned are duty bound to enforce the said regulation framed under Section 92 read with Section 26 of the Food Safety & Standards Act, 2006.
The Bench then directed the statutory authorities concerned to comply with the above mandate of law. The Bench also directed the secretaries, Health Department of all states and union territories to file their affidavits before the next date of hearing on the issue of total compliance with the ban imposed on manufacturing and sale of gutkha and pan masala with tobacco and/or nicotine. The Bench directed to post the matter for hearing on November 9, 2016, as first case.
Gutkha and pan masala has been a plague in our country for decades. It seems as if the TV commercial and commercials before movie screenings were not enough. This is a perfect example of the correct law being formulated but not being implemented. It is indeed a sad news but with the collective efforts of the judiciary and the legislative along with the law enforcing forces, the law regarding the ban of gutkha and pan masalas can be implemented and can be a huge success in our country.

50k laddus filled with worms at Vijayawada's Kanakadurga temple

VIJAYAWADA: Exposing the callousness of the temple authorities in maintaining hygiene in the kitchen , nearly 50,000 laddus were found to be filled with insects at Kanakadurga temple in Vijayawada on Sunday.
The incident created a furore among devotees.On the second day of the Dasara festivities, insects were found in the laddus at the prasadam potu (kitchen) building which is in a dilapidated condition. The laddus were kept for drying after they were prepared on Saturday night. However, the staff discovered insects in the laddus when they came to pack them. Later, they informed the higher authorities.
The food inspection authorities said that hygiene and cleanliness were completely ignored inside the building where the laddus were stored. Ironically, the temple officials were aware of the building condition and even claimed that they were making alternative arrangements shortly after the Dasara festivities.
"We will inspect the samples and initiate necessary action accordingly," said A Sundara Rami Reddy, food inspector of Vijayawada region.
Meanwhile, the incident has triggered differences among the newly-constituted temple trust board members and executive officer A Surya Kumari. "It was complete failure and negligence of the executive officer. She has to ensure food safety measures," Duggempudi Rambabu, a board member, told Express. More board members accused Surya Kumari of sidelining them with regard to the Dasara arrangements.
According to a press release, Surya Kumari clarified that the process of laddu making was being taken up in very safe and hygiene conditions. She blamed the recent rains and shortage of staff for the incident.

பல்லி விழுந்த சாம்பாரை விற்பனை செய்த உணவகத்திற்கு சீல் வைக்கும் உணவு பாதுகாப்புத் துறையினர்.

திண்டிவனம் அருகே பாஞ்சாலம் கிராமத்தில் அரசின் திட்டப்பணிகளை செய்துவந்த தொழிலாளர்களான கண்ணன், சீனு, ரவி, செல்வம், அன்பு, ராஜேஸ்வரி, சுசிலா, ராபர்ட் அகியோர் ஒலக்கூரில் இயங்கி வரும் உணவகம் ஒன்றில் மதிய உணவு வாங்கி வந்து சாப்பிட்டிக் கொண்டிருந்தனர். அப்போது சாம்பாரில் பல்லி இறந்து கிடப்பதை கண்டவுடன் அனைவருக்கும் வாந்தி, மயக்கம் ஏற்பட்டது.
இதையடுத்து சாரம் அரசு ஆரம்ப சுகாதார நிலையத்தில் அவர்கள் அனுமதிக்கப்பட்டு சிகிச்சை பெற்றனர். இதையறிந்த ஒலக்கூர் சுகாதார மேற்பார்வையாளர் வீரப்பன் உணவு பாதுகாப்புதுறைக்கு தகவல் தெரிவித்தார்.
இதையடுத்து உணவு பாதுகாப்பு நியமன அலுவலர் வரலட்சுமி தலைமையிலான உணவு பாதுகாப்பு துறை பணியாளர்கள் மோகன், கதிரவன் உள்ளிட்டோர் நேரில் ஆய்வு மேற்கொண்டு ஆட்சியர் சுப்பிரமணியன் உத்தரவின் பேரில் அந்த உணவகத்திற்கு சீல் வைத்தனர்.
