இச்சம்பவம் தொடர் பாக தகவல் அறிந்த மாவட்ட உணவு பாதுகாப்பு அதிகாரி டாக்டர் ராஜா தலைமையில் அலுவலர்கள் நல்லதம்பி, சுப்ரமணியன் உள்ளடங்கிய குழுவினர் நள்ளிரவு 1 மணிக்கு அக்கிராமத்திற்கு சென்று அந்த பெட்டிக்கடையில் சோத னை நடத்தினர்.
அங்கிருந்த 2 அரிசி வற்றல் பாக்கெட்டுகளை பறிமுதல் செய்து விசார ணை நடத்தினர். அவர் குள்ளஞ்சாவடி ஆலப்பாக்கம் சாலையில் உள்ள கடையில் வாங்கி வந்ததாக தெரிவித்தார். உடனே சம்பந்தப்பட்ட கடைக்கும் சென்று அங்கிருந்து 20 பாக்கெட்டுகளை பறிமுதல் செய்தனர். இரண்டு கடைகளுக்கும் உணவு பாதுகாப்பு அதிகாரி டாக்டர் ராஜா சீல் வைத்தார். அரிசி வற்றல் பரிசோதனைக்காக ஆய்வு கூடத்திற்கு அனுப்பப்பட்டுள்ளது. அறிக்கை வந்த உடன் அதன் பேரில் உணவு பாதுகாப்பு சட்டத்தின் படி நடவடிக்கை எடுக்கப்படும் என அதிகாரிகள் தெரிவித்தனர்.

Sans streetfood, Indian cuisine incomplete: Chef Sanjeev Kapoor

NEW DELHI : No story on Indian cuisine can be complete without the inclusion of street food, says celebrity chef Sanjeev Kapoor.
“Indian cuisine has three important parts – home food, restaurant food and street food. Indian street food reflects the country’s ethos and also mirrors the ever changing needs of the Indian consumer, be it the man on the streets or the one living in an ivory tower,” says Kapoor.
The chef is the celebrity face at the sixth edition of a four-day National Street Food Festival organised by NASVI (National Association of Street Vendors of India) that began here at the Jawaharlal Nehru Stadium complex.
“As a child, eating street food was something you indulged in without adult supervision. During those glorious ten minutes of a school recess, I indulged in the usual chats, sherbets and ice golas. I try to make them at home and try out a classic street food as well!” says the chef.
The chef, who hosts his own television show, says he is very excited to take a look at the innovative dishes which will be an integral part of the festival this year.
Delicacies such as Ragra Pattis from Mumbai, fish curry and sandesh from West Bengal, non-alcoholic Konkani drinks from Goa, Litti Chowkha and Tash Kebab from Bihar and other innovative dishes are slated to be on the menu at the street food fest.
“Street food festivals are always a good idea because it is the best way of promoting this cuisine. This will create awareness and will expose people to street food from across the country,” says Kapoor.
Shedding light on the importance of health and hygiene
associated with street food, the celebrity chef is of the opinion that street food is healthy and hygienic since it is always served hot.
“There is a lot of debate on the safety of Indian street food. There are many who believe that street food of India is many times safer than those served at restaurants!
“It is shocking but this statement is supported by the fact that street food is cooked for the day and served hot on the spot,” says Kapoor.
Breaking out of the usual format of just organising a festival, NASVI has also organized a mass training program on food safety and hygiene of more than 1000 roadside chefs who are participating at the festival.
“With street food there is no monitoring of ingredients used. It is not just about the freshness but also whether or not the colours used are safe for consumption, whether the food is stored in an area free of contamination from insects, animals and dangerous bacteria.
There is a lot here to be regulated and regularized, a mammoth task considering the number of hawkers and food vendors in every lane of the country,” says Kapoor.
Urging vendors to serve hygienic food to patrons, the culinary expert says there is need for strict food laws but not at the cost of the appeal of the street delicacies.
“Yes, there should be hygiene and other laws related to safety of food in place, but with these laws the charm and the raw appeal of street food shouldn’t suffer. I would request the vendors to look into the quality of ingredients, do not compromise on the health of patrons. Do not serve anything that you wouldn’t serve your own family!” says Kapoor.

Bird flu scare: Authorities to keep vigil

KANGRA: The district authorities have directed the food safety officer and drug inspectors to keep vigil one meat and chicken shops in view of the bird flu scare in neighbouring Punjab.
Kangra District Chief Medical Officer (CMO) BM Gupta said a meeting chaired by him was held in Dharamsala yesterday and was attended by Medical Officer RS Rana, the district food safety officer, drug inspectors and other officers to discuss steps to be taken in view of the situation.
He said a video-conference meeting too would be organised in this connection in a day or so to strengthen surveillance in the district where thousands of migratory birds had arrived at the Pong Dam Lake.
The CMO said reports of the samples sent for tests were still awaited, but steps were being taken to keep vigil as a precaution.
Nearly 450 officers in charge of health sub-centres and hospitals in this district too have been put on alert to keep a tab on the health situation, Dr Gupta said.
Jawans of the SSB Training Centre at Sapri near Jwalamukhi had requested senior authorities to get meat and chicken tested before these were prepared for them as a part of their regular diet.

Govt nod must for meat shops and slaughterhouses, says FSSAI


Slaughterhouses and meat shops have been asked to get mandatory licences from the Centre and not civic bodies alone.
Meat shops and slaughterhouses would be required to have mandatory licences from the Centre and not the civic bodies alone. In a notice to all food safety commissioners and secretaries of urban local bodies across the country, the Food Safety and Standards Authority of India (FSSAI), under the Union Health Ministry, has asked them to direct all slaughterhouses and meat shops under their jurisdiction to seek mandatory licence for running the operations.
Asking the food commissioners and secretaries of urban local bodies to ensure compliance with the legal provisions as well as animal welfare measures, the apex body has asked them to prepare a clear action plan and submit the status at a meeting of the Central Advisory Committee to be held on December 29. "It may kindly be ensured that no abattoir or slaughter house operates without a valid licence or registration," the direction states.
Under the Food Safety (License and Registration of Food Business) Regulations 2011, all slaughter houses are required to be licensed and registered (with the FSSAI). The Supreme Court in 2012 had also directed all states and Union Territories to constitute state committees for slaughter houses within a specified time and sought compliance by them. While recommending provisions in the Motor Vehicles Act for proper transportation of animals, FSSAI has also directed the food safety commissioners to urban local commissioners to ensure that livestock is not illtreated during transportation and has asked them to take stringent action against the violators under the Prevention of Cruelty to Animals Act.
Taking note of inadequate infrastructure in most of the existing slaughter houses, FSSAI has asked the meat plants and slaughter houses to upgrade their infrastructure, while asking for proper training of butchers and implementation of proper practices.
Observing that the roadside slaughter units where live birds were kept and slaughtered lack basic infrastructure for stunning and handling, FSSAI has directed all food safety commissioners and secretaries of urban local bodies to close them down if they fail to meet hygiene in a defined time frame. Animal rights activists have welcomed the decision.
FSSAI has also asked the food commissioners and urban local commissioners to take necessary steps to prohibit slaughter of animals other than those allowed by the food safety regulations.
The food safety law prohibits meat shops from slaughtering animals, even chicken or fish. Besides, no animal, other than sheep, goat, bovines, pigs, poultry and fish are allowed to be slaughtered for food under the law.

Q. I had heard that there are new regulations coming out in India regarding the labelling of food products, could anyone update me if this has happened yet or are they the same as on the FSSAI website at the moment.
A. The Food Safety & Standards (Packaging & Labelling) Regulations, 2011 with some amendments are due from some time. It was learnt earlier that the amended regulations could come out in August 2014. We believe that the authorities are working on the comprehensive view of the regulations so that the proposed labelling changes could be more consumer friendly.
Just like to share with you the latest from FSSAI:
i) FSSAI extends the date for declaring Trans Fat on the labels until December 31, 2015.
ii) FSSAI has also extended the date of compliance for mentioning of the FSSAI Logo & License No. and as per the latest notification FBOs have to mention FSSAI Logo & License No. on the labels from July 1, 2015.
Q. I want to ask you about the product approval process and how much time does the whole process take, I have talked to my FSSAI consultancies and the answer from most of them I get is that the process takes somewhere around a year, it isn’t fixed and the case doesn’t file due to the non-working of their website, so is that true? The product, which I want to get approved, is ‘processed meats”
A. We cannot comment as how long will it take to get a product approval as there are no timeline mentioned by FSSAI. What we can tell you that if your application is complete in every respect along with all the required documents plus if the ingredients are already approved and standardized under the FSS Act, 2006 then relatively it will take less time. In case of any deficiency in your application, the authority will attempt to reply back within 10 working days from the receipt of the application.
Q. How to get information about the status for product approval application pending since October 2012?
A. You could track your application by writing to FSSAI for the status with any acknowledgement number if you have been provided while submitting the application or else you can track you application with the Demand Draft Number. We are sure that your pending application could be tracked this way.
Q. Plan to start e-tailing sweetmeat/biscuits/namkeen thru our own web portal being developed for this purpose. I need to know what are the registrations/licences and other formalities required if
(A) goods being e-tailed belong to other retailers/distributors/manufacturers
(B) goods being e-tailed belong to other retailers/distributors/manufacturers but are rebranded/re packed by us
(C) goods being e-tailed are manufactured by us.
I would also like to know if there is a single registration /licence which covers all the three above.
A. You cannot have a single license for all the discussed food business activities as separate criteria has been defined for different food businesses. Although for online sale you need to apply for the license under Manufacturer & Retailer category as defined under the Food Safety & Standards Act but you may have to apply for the separate licenses for relabelling & for warehouse (in case you own it) where you will be storing the commodities. Separate licenses for separate business premises based on the annual turnover and a central license for the head office.

Interim relief to tobacco producers



Patna: The Patna high court on Tuesday gave interim relief to tobacco producers, seeking lifting of ban on smokeless tobacco products, in its order to keep certain variety of pan masala and 'zarda' out of the purview of the ban.
Additional advocate general P N Shahi said, "The court said certain qualities of pan masala meet the specifications of the Food Safety and Standards Act and are allowed to be sold. So, such paan masala will not be in the ambit of the ban."
He further said the court also did not consider 'zarda', which is a flavoured tobacco, a food product until it is mixed with any other food product. "So, plain zarda has also been exempted from the ban," Shahi said, while quoting the court order.
The matter was heard by the bench of acting chief justice Iqbal Ahmad Ansari and Justice Samrendra Pratap Singh. The court has listed the matter for next hearing on January 15. It has also permitted the state government to file a modification application against this order in Supreme Court.
The state government has already filed a transfer petition in the Supreme Court pleading all such cases be transferred there. That petition will be heard on January 20 in the apex court.

FDA Officials Open to Complaints from Consumers

The Food Safety and Standards Act, 2006, covers various aspects of adulteration and categorises them into various segments.
The Act came into effect on August 5, 2011 and focuses on safe food, food not of the nature or substance or quality demanded, extraneous but harmless matter, misbranded items and unsafe for consumption.
An adulterant is a substance that is not permitted within other substances like food, beverages, fuels, for legal or other reasons. The addition of adulterants is called adulteration. 
According to the Act unsafe food means an article of food whose name, substance or quality is so affected as to render it injurious to human health. "As per the Act, adding a substance directly or as an ingredient which is not permitted is also considered as unsafe," said Shashikant Kekare, joint commissioner (food), FDA Pune.
"We have intensified our surveillance across the state and initiated a cross-verification of surveillance work by sending food safety officials outside their jurisdictions for inspection. There will be consistent cross-surveillance by officials who would be conducting raids on establishments," said Bhapkar, who was in the city to review the work done by FDA officials.
A toll free number 1800222365 was launched on December 17. Citizens can register their food and drugs related grievances 24x7 through this number. 
"Anyone can register complaints regarding adulteration, substandard quality, overcharging. They are free to reveal their identity or remain anonymous. The moment a complaint is registered, information is passed on to the FDA officials and the same is forwarded to the state FDA commissioner who takes a review of the complaints," said a help line employee. 
Officials would register non-cognizable offences against chemists if they overcharged or dispensed substandard or fradulent medicines. "FDA officials won't be spared if they are found at fault," he added.
"We have received complaints of milk adulteration from Mumbaikars following which we have filed criminal cases against top milk brands. We have registered cases against dairy owners in Jalgaon and Kolhapur. From milk manufacturer to the delivery boy, the entire chain involved in milk business is being monitored across the state," said, the commissioner.

Contaminants are not added intentionally but can enter food in any stage of food preparation.  Contaminants can enter food during production, packaging, transporting or even when in storage. Food can be contaminated even through environmental pollution. Contaminants have a negative impact on human health if they are ingested with food. That is why food safety norms advice testing food for contaminants so that food is safe for human consumption. Three main sources of contamination are from physical, chemical, and microbial sources.
Physical Contaminants
Physical contaminants are substances that become part of a food when mixed in it. Metal filings, stones and mud, glass, packaging material, insects and rodent droppings are all physical contaminants that can harm consumers. Flies can leave dangerous microbes on food when they sit on it. When insects and rodents damage the surface of fruit and vegetable microbes can enter and multiply to spoil food.
Insecticides and pesticides used to control pests and remove insect eggs from crops can cause   chemical contamination. If these insecticides and pesticide residues remain on food, they enter the food supply. Tests are often conducted to find out the amount of pesticide residue so that food is safe for human consumption. Chemical contaminants also enter foodthrough water.
Mercury, cadmium, lead, chloroform, benzene, and polychlorinatedbiphenyls (PCBs) are toxins that can get into water and cause health issues if the water used for food preparation is not tested from time to time for these contaminants.
Food is considered to be spoiled when the appearance, texture, flavour and odour change because microbes could have entered the food. These unpleasant changes can lead to foodborne illnesses. Bacteria can multiply into thousands of new bacteria within a day and so food deteriorates very fast if it has been contaminated by microbes. Bacteria, parasites and viruses are all microbial contaminants that cause changes in food.
Chemical Contamination from Food Sources
Chemicals may occur naturally in some foods yet there are other chemicals that can cause hazards if they are present in food or present in higher concentrations than permitted by food safety regulations. Chemical hazards can come from
  • Raw foods like mushrooms, green potatoes and even kidney beans are sometimes poisonous but they can become safe with cooking but not always so one has to be careful
  • Agricultural produce may be treated with pesticides and fungicides on a farm. Additives in animal feeds and veterinary residues may be present in animal and poultry
  • Chemicals and bleaches used for cleaning may contaminate food. Cleaning agents must not be too strong, or wrongly used. Never use unsafe chemicals.
  • Petrol and diesel fumes can contaminate food.
  • Chemicals should not be transported in the same vehicle that is being used to transport the food articles.
  • Metals like cadmium and zinc are used in cookers and fridges. However, these chemicals can cause metal contamination when they come in contact with food. Also when you grease equipment like mixers use only food grade oil to prevent contamination.
  • Tin cans made of iron and coated with tin plate. The tin can react with acidic foods canned in them. The reaction causes food to break down and which can then absorb the contamination from the tin. As a precaution once canned food is opened, transfer the contents of the tin into another clean container before refrigerating.

Food becomes contaminated through a variety of other mechanisms. These preventable contaminants can contribute to foodborne illness. Consumers as well as food business operators must be aware of introducing harmful microbes into food without realizing it.

  • Hand washing: Pathogens can be introduced into food from unclean hands or from those humans who are infected with contagious diseases. Fecal matter and dirt inside the fingers can enter food if hands are not properly washed according to food safety norms.
  • Cross contamination: This is caused by the transfer of harmful bacteria from one person, object or place to another. Microbes from raw meat and poultry can be transferred from kitchen equipment, utensils, knifes, cutting boards and surfaces if they are not washed adequately between uses. Some contaminants get killed in the cooking process. However, raw fruits and vegetables used for salads must never be cut, sliced or placed on cutting boards used to chop non vegetarian foods since they are eaten raw and could be infected with microbes that cause foodborne illness. Cooked food can be contaminated by other raw foods or drippings from non-vegetarian foods.
  • Storage and cooking temperatures: refrigeration or cooking prevents growth of bacteria. Adequate heating of food kills most parasites, viruses and most bacteria and storing at the recommended temperatures prevents microbes from multiplying.
  • Contamination through animal waste: During slaughter meat and poultry can be contaminated by small amounts of intestinal contents. Fresh fruits and vegetables can be contaminated if they are washed with water that is contaminated by animal manure or human sewage.
  • Shopping: When shopping carry separate plastic bags if you are planning to buy raw meats, poultry and sea foods. These raw meats can contaminate other grocery with juices and drippings if they are not separated.
  • Refrigerating Food: Raw meat juices contain harmful bacteria, so keep raw meat, poultry and fish in sealed packets to prevent dripping. Store eggs inside the refrigerator as soon as possible and in their original containers.
  • Food preparation and serving: Unless hands, surfaces, cutting boards, utensils and counter tops are cleaned frequently with hot soapy water, bacteria can grow in them. Kitchen cloths must be washed in hot water frequently or they can cause contamination. Use a separate cutting board for fresh fruit and vegetables and raw meat, poultry and seafood to prevent contamination. Immediately replace cutting boards when they have become old or cracked as microbes can enter the cracks. Always serve food in clean plates and dishes. Never place cooked food on a cutting board that had raw food on it earlier as raw food could contain microbes that would then enter the cooked food. Always use a clean cutting board. Wash hands after using bathroom, changing diapers or handling pets.
  • Marinate food in the refrigerator and not outside the fridge on the kitchen counter. The sauce used for marinating food can contaminate cooked food so don’t reuse it in other cooked foods.
  • Unclean cutting boards can cause contamination when fruits and vegetables are sliced on them before they are cleaned. Fruit and vegetables can get contaminated when
  • left too long at room temperatures.
  • dirt and grime is not removed from them by washing them
  • outer leaves from some vegetables like cabbage and lettuce are not removed

Tartrazine is a synthetic lemon yellow azo dye derived from coal tar to give food a bright yellow colour. It is used most often to colour sweets, orange drinks, cereals, chips and marmalades. Tartrazine  use can lead to problems like anxiety, migraines, skin rashes, thyroid cancer, asthma attacks, blurred vision, clinical depression, attention deficit hyperactivity disorder (ADHD) or hyperactivity, heart palpitations, sleep disturbances, general all-over weakness, hot flushes and OCD (obsessive compulsive disorder. It also affects children’s learning and memory functions besides affecting behaviour.  Tartrazine can be replaced with beta-carotene and turmeric to achieve a similar colour but they are more expensive so are not used. Watch out for bright yellow coloured foods.
High-fructose corn syrup (HFCS) is used as a common sweetener. Beware of this ingredient on food product labels as it highly processed and made by using genetically modified ingredients. It is difficult to digest and leads to health problems such as weight gain, dental cavities and poor nutrition, Sodas, cereals, ketchups and salad dressings can contain HFCS.
Diacetyl is another dangerous chemical and is found in microwave popcorn which gets its buttery flavour from it. It is also used in margarine, candies and baked goods. Microwaving popcorn causes diacetyl to vapourise in the bag. This is dangerous and can lead Alzheimer’s, lung damage and a rare, life threatening lung disease, known as bronchiolitis obliterans. Besides the popcorn the bag itself produces perfluorooctanoic acid, which increases the risk of certain tumours.
Metal cans that are lined with bisphenol A (BPA), can pose risk of breast and prostate cancer as well as neurological disorders, infertility, and type 2 diabetes, causes endocrine problems and may increase body fat. Canned foods like soups, fish, gravies, tomato-based products are convenient but may not totally safe. Health scientists advise reduced use of canned food and recommend bottled foods. Also avoid microwaving food in polycarbonate plastic containers as they leach BPA into the food. BPA can also be found in Styrofoam packaging.
Acrylamide is termed as being a carcinogenic agent. It is formed in certain foods when they are heated to high temperatures of over 120°C. Potato chips, doughnuts and fried chicken are highly suspect.  This potent neurotoxin adversely affects the brain and the reproductive system. Eating too many deep fried foods increases the risk of prostate cancer. Deep-fried foods contain high levels of advanced glycation endproducts (AGEs), associated with chronic inflammation and oxidative stress when the body cannot detoxify free radicals.
Some of the most contaminated foods
Based on the expert committee report the High Court announced that fruits and vegetables sold in the Capital were unfit for human consumption as 5.3% of vegetables and 0.5% of fruits had pesticide traces above the maximum residue limit. Pesticides like chlordane, endrin, heptachlor, DDT, parathion cause neurological problems, kidney damage, cancer and other diseases Common foods that can get easily contaminated with pesticides are
  1. Tomatoes and potatoes rank high among vegetables for being highly contaminated with pesticides that are above permissible levels. Spinach on the other hand was found to be contaminated with some of the most dangerous pesticides used to grow food. Celery, red and green bell peppers are other vegetables that are heavily sprayed with pesticides and so they test positive for pesticide residue that are at dangerous levels.
  2. Meat, pork and poultry are contaminated with the higher levels of pesticides. These pesticides accumulate in the fatty tissues along with animal feed, antibiotics, drugs and hormones administered to animals. Ocean fish are found to be contaminated with heavy metals while fresh water fish with pesticides that has contaminated the water. Milk, cheese and butter are similarly contaminated.
  3. Strawberries, raspberries and cherries are often sprinkled with several different pesticides ranging from between 25 to 39 pesticides and contamination level ranging from 57% to 90%. Similarly 91% apples and 94% pears tested positive for pesticide residues. Pealing these fruits does not remove the danger of imbibing them. Peaches, nectarines and grapes are all delicate fruit and absorb pesticides more easily.

Expired food products seized from shops


TRICHY: In a raid, officials of food safety wing here found expired cool drinks from shops around Srirangam temple and Chatram bus stand. More than 150 bottles were seized during the two-day operation.
The officials covered areas around Srirangam temple on Monday and Chatram bus stand on Tuesday. Shopkeepers said most of the faulty cool drinks had been recently supplied to them by the dealers of the cool drink manufacturers. Almost all the shops were found to be selling such drinks, officials said, many of which were products of major brands. The authorities said there was an increase in the number of these products due to the vaikunta ekadasi festival. "Some of the soft drink dealers deliberately supplied expired drinks with the intention of selling them during the festive season. People should be more cautious about the date of packaging. Otherwise, it could lead to health consequences," Dr A Ramakrishnan, designated officer of food safety wing, Trichy. Vaikunta ekadasi commenced on Sunday.
The festival attracts a large number of devotees for 'pagal pathu' (the first ten days) and 'raa pathu' (the second ten days). The highlight of the festival, 'sorga vassal thirappu' (opening the heavenly gates) will be held in the early hours of January 1, 2015.
On Monday, 11 food safety officers (FSOs) of the food safety wing were assigned to conduct raids in shops situated in the outer street of Srirangam temple, in view of the celebrations at Sri Ranganathar temple. The officers found that shops had stocked biscuits and cool drinks past their expiry dates. Around 100 cool drink bottles were seized, besides around 50 unlabelled water bottles and packets. A small quantity of banned tobacco products was also confiscated.
Dr Ramakrishnan said that the team would be monitoring the shops in Srirangam during the vaikunta ekadasi season. "All the 16 FSOs will be deputed to inspect the shops to ensure that quality food products are sold. Action will be taken if the public complaints (about the quality of the products)," he said, adding that the inspection would continue till the end of the festival, and they had taken samples by way of surveillance so far. The officials would also take food samples from 'annadhanam' (food offering) by the devotees. Last year, 23 devotees registered with the food safety wing to make 'annadhanam' for the next five years.

அனைத்து கால்நடைகளையும் கால்நடை மருத்துவர் முன்னிலையில் பரிசோதனை செய்து சான்று பெற்ற பின்னரே வதைக்க வேண்டும். மேலும் கால்நடை மருத்துவரிடம் இறைச்சியை காண்பித்து நோய் உள்ளதா என்பதற்கான சான்று பெற்ற பின்னரே விற்பனை செய்ய வேண்டும். இறைச்சி கூடங்கள் தூய்மையாகவும், போதுமான வெளிச்சம், காற்றோட்டம், மின் வசதிகளோடு இருக்க வேண்டும். ஈக்கள் மற்றும் கொசுக்களை கட்டுப்படுத்த நடவடிக்கை எடுக்க வேண்டும். இறைச்சி கூடங்கள் நகர்புற எல்லையில் அமைந்திருக்க வேண்டும்.
மேலும் இறைச்சிகளை கழுவுவதற்கு சுத்தமான நீரை பயன்படுத்த வேண்டும் பழைய மற்றும் அழுகிய இறைச்சிகளை விற்க கூடாது. இவ்வாறு அவர் பேசினார்.

Adulterated spices and millets that were kept for distribution in other districts were seized in large quantities at a godown in Shevapet here on Tuesday.
Based on information, a team led by T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department, inspected the godown located near Mulapilliyar Kovil on Siddhar Koil Main Road. Fennel seeds, cumin seeds, peppercorns, mustard and fenugreek seeds were purchased in bulk quantities from Gujarat and resemblance of these products were also purchased from New Delhi.
Later, chemicals were mixed and the adulterated products are packed and sent for sales in other districts.
About 400 bags of spices and millets and 75 bags of adulterated products were found in the godown.
Officials said that the adulterated products cannot be easily differentiated with genuine products and consumption is much harmful for humans. They said that samples were taken and would be sent to Government Food Laboratory in Udayapatti in Salem.
After obtaining the results, further course of action would be decided, they added.
This is the first time in the city that adulterated spices and millets were found in godown. The godown was sealed by the officials.

மசாலா பொருட்களில் கலப்படம்
சேலம் செவ்வாய்பேட்டை மாநகரில் முக்கிய வர்த்தக பகுதியாகும். சேலம் மாநகரில் இருந்து வெளிநாடு மற்றும் தமிழ்நாட்டின் பல்வேறு பகுதிகளுக்கும், அண்டை மாநிலமான கர்நாடகா, கேரளா, ஆந்திரா, மராட்டியம் போன்ற மாநிலங்களுக்கு நவதானியம், மசாலா பொருட்கள் அதிக அளவில் ஏற்றுமதி செய்யப்படுகிறது.செவ்வாய்பேட்டை பகுதியில் நவதானியங்கள் மற்றும் மசாலா பொருட்களை சப்ளை செய்யக்கூடிய பல நிறுவனங்கள் செயல்பட்டு வருகிறது. இந்த நிலையில் செவ்வாய்பேட்டை லாரி மார்க்கெட்டில் இருந்து சிவதாபுரம் செல்லும் வழியில் மூலப்பிள்ளையார் கோவில் அருகே ஏ.கே.கார்பரேசன் என்ற பெயரில் மசாலா அரவை குடோன் ஒன்று இயங்கி வருகிறது. இதை குஜராத் மாநிலம் ஊஞ்ஞா கிராமத்தை சேர்ந்த கிரீக் என்பவர் நடத்தி வருகிறார். இந்த குடோனில் மசாலா பொருட்களில் கலப்படம் செய்து, அவற்றை மூட்டையாக கட்டி, வெளிமாநிலங்களுக்கு சப்ளை செய்யப்படுவதாக சேலம் மாவட்ட உணவு பாதுகாப்பு நியமன அலுவலர் டாக்டர் அனுராதாவுக்கு நேற்று ஒரு ரகசிய தகவல் கிடைத்தது.
குடோனில் ஆய்வு
அதைத்தொடர்ந்து டாக்டர் அனுராதா தலைமையில் உணவு பாதுகாப்பு அலுவலர்கள் திருமூர்த்தி, இளங்கோவன் மற்றும் போலீஸ் சப்- இன்ஸ்பெக்டர்கள் பச்சியப்பன், ஜெகநாதன் ஆகியோர் மூலப்பிள்ளையார் கோவில் அருகே உள்ள கலப்பட குடோனுக்கு சென்றனர்.குடோனுக்கு சென்ற அதிகாரிகள் அதிர்ச்சி அடைந்தனர். அங்கு நயமான கடுகு, மிளகு, வெந்தயம், சீரகம், சோம்பு ஆகியவை ஒரு பகுதியிலும் அவற்றில் கலப்படம் செய்யக்கூடிய ஆயில், கலர் பவுடர், வெள்ளை பவுடர், பப்பாளி விதை போன்ற ஒரு பொருள் ஆகியவற்றை தனியாக ஒரு வாளியில் கலக்க தயார் நிலையில் இருந்தது. மேலும் கலப்படம் செய்த மசாலா பொருட்கள் குடோனில் மூட்டை மூட்டையாக அடுக்கி வைக்கப்பட்டிருந்தது. அத்துடன் அவற்றை பாலீஸ் செய்வதற்காக ஒரு எந்திரமே குடோனில் அமைக்கப்பட்டிருந்தது. பின்னர் மூட்டைகளில் அடுக்கி வைக்கப்பட்டிருந்த மசாலா பொருட்களில் இருந்து ஆய்வுக்காக மாதிரி சேகரிக்கப்பட்டது.

அதைத்தொடர்ந்து உணவு பாதுகாப்பு நியமன அலுவலர் டாக்டர் அனுராதா தலைமையிலான அதிகாரிகள், குடோனில் கலப்படம் செய்து உற்பத்தியான சீரகம், சொம்பு, மிளகு, கடுகு, வெந்தயம் போன்ற 500 மூட்டைகளை பறிமுதல் செய்தனர். மேலும் தொடர்ந்து குடோன் இயங்காத வகையில், அவற்றை பூட்டி ‘சீல்‘ வைக்கப்பட்டது. பறிமுதல் செய்யப்பட்ட கலப்பட பொருட்களின் மதிப்பு ரூ.15 லட்சம் ஆகும். உணவு பாதுகாப்பு நியமன ஆணையர் மற்றும் சேலம் மாவட்ட கலெக்டர் ஆகியோரிடம் முன்கூட்டியே தகவல் தெரிவித்த பின்னரே, கலப்பட குடோன் ஆய்வு செய்து ‘சீல்‘ வைக்கப்பட்டதாக டாக்டர் அனுராதா தெரிவித்தார்.

பொதுமக்களின் உயிருக்கு உலை வைக்கும் வகையில் மசாலா உணவு பொருட்களில் கலப்படம் செய்துள்ளனர். அன்றாடம் உணவில் பயன்படுத்தப்படும் மிளகில் மினரல் ஆயில் கலந்து அதை நன்றாக பாலீஸ் செய்துள்ளனர். மேலும் வழக்கமாக பப்பாளி விதையை மிளகுக்கு பதில் கலப்படம் செய்வார்கள். ஆனால், இதில் புதிதாக ஒன்றை மிளகுபோல கலப்படம் செய்யப்பட்டுள்ளது. அதற்காக பிரேத்யேக எந்திரம் பயன்படுத்தி உள்ளனர். சோம்புவில் உணவு பாதுகாப்பு சட்டத்தில் அனுமதிக்கப்படாத பச்சைநிற பவுடர் கலப்படம் செய்யப்பட்டுள்ளது. வெந்தயத்தில் ஒருவித கெமிக்கல் பயன்படுத்தி பாலீஸ் செய்தும் சில பொருட்களையும் கலப்படமும் செய்துள்ளனர். சீரகத்திலும் ஒருவித சக்கைபோன்ற பொருட்கள் கலப்படம் செய்யப்பட்டுள்ளது. நயமான பொருட்களை குஜராத் மாநிலத்தில் இருந்து அதன் உரிமையாளர் கிரீத் வாங்கி உள்ளார். பின்னர் கலப்படம் செய்யக்கூடிய பொருட்களை டெல்லியில் வாங்கி இருக்கிறார். பின்னர் அவற்றை சேலம் செவ்வாய்பேட்டையில் உள்ள குடோனுக்கு லாரி மூலம் கொண்டு வரச்செய்து இங்கு கலப்படம் செய்து தமிழகம் உள்பட வெளிமாநிலங்களுக்கும் மூட்டை மூட்டையாக சப்ளை செய்துள்ளார். அதைத்தொடர்ந்து 500 மூட்டை பறிமுதல் செய்யப்பட்டுள்ளது. அவற்றின் மதிப்பு ரூ.15 லட்சம் ஆகும். 
இந்த கலப்பட பொருட்கள் உணவில் சேர்க்கப்படுவதால் மனிதனின் உடல் உறுப்புகள் பாதிப்படையும், மேலும் புற்றுநோய் உருவாக்கும் ஆற்றல் கொண்டதாகும். தற்போது கலப்பட மசாலா பொருட்கள் சேகரிக்கப்பட்டு, சேலம் உடையாப்பட்டியில் உள்ள அரசு ஆய்வகத்திற்கு அனுப்பி வைக்கப்பட்டுள்ளது. ஆய்வு முடிவு வந்ததும் குடோன் உரிமையாளர் மீது சட்டப்பூர்வமான குற்றவியல் நடவடிக்கை மேற்கொள்ளப்படும்.இவ்வாறு அவர் தெரிவித்தார்.

சோம்பில் கூடுதல் நிறம் கிடைக்க பச்சை நிற ரசாயன பவுடரை கலந்து முதல் ரகம் போன்று விற்பனை செய்து வந்துள்ளார். மிளகில் பப்பாளி விதைகளை கலந்து கலப்படம் செய்து விற்பனை செய்துள்ளார். மேலும் சீரகம் மற்றும் கடுகில் அதே போன்று பொருட்களை கலந்திருப்பதும், வெந்தயத்தில் வெள்ளை நிற ரசாயன பவுடரை பயன்படுத்தி கூடுதல் நிறமேற்றியதும் தெரியவந்தது.
இதையடுத்து அதிகாரிகள் அவரது குடோனில் இருந்த 500 மூட்டை சோம்பு, சீரகம், கடுகு, வெந்தயம் ஆகியவற்றை பறிமுதல் செய்தனர். இவற்றின் மதிப்பு ரூ.20 லட்சம் என அதிகாரிகள் தெரிவித்தனர். மேலும் கலப்பட பொருட் களை விற்பனை செய்ததால், அந்த குடோனை பூட்டி சீல் வைத்தனர்.


இது குறித்து மாவட்ட உணவு பாதுகாப்பு அலுவலர் அனுராதா கூறுகையில், “ ரசாயன பொருட் களால் கலப்படம் செய்த உணவு பொருட்களை உட்கொண்டால், உடல் நலத்திற்கு பெரும் தீங்கு ஏற்படும். இங்கிருந்து சோம்பு, சீரகம் உள்ளிட்ட பொருட்கள் மாதிரி எடுக்கப்பட்டு, சோதனைக்கு அனுப்பப்பட்டுள்ளது. அதன் அறிக்கை அடிப்படையில், உரிமையாளர் மீது கடும் நடவடிக்கை எடுக்கப்படும்,” என்றார்.

FDA aims for ‘food literacy’ by May 1, campaign starts this month-end

Over 10,000 school-going children in Mumbai will be part of a unique ‘food literacy’ campaign by the Food and Drug Administration (FDA), which will be kickstarted by the end of this month. The FDA plans to visit schools, hotels, lanes that are full of street food vendors, and residential societies as part of this project, with the target of making Maharashtra ‘food literate’ by May 1 next year.
The state-arm of FDA, along with several self-help groups (SHGs), schools that serve mid-day meals, anganwadis and non-government organisations (NGOs), plans to conduct workshops and sensitisation programmes to educate masses about importance of consuming unadulterated food items and to train street vendors and hotels on the importance of adopting hygiene while preparing meals.
The programme, meant at stricter implementation of the Food Safety and Standards Act, 2006, will operate in the six divisions handled by FDA in the state, including Mumbai, Pune, Nashik, Konkan, Nagpur and Aurangabad.
According to joint commissioner of food for Mumbai district, Suresh Annapure, the process of making jingles, posters, presentations and advertisement is currently underway following which the campaign will be officially launched.
FDA commissioner Dr Purshottam Bhapkar said, “The idea is to generate self-discipline in handling, buying, making and transportation of ‘food’ without requiring regular inspection of FDA inspectors. The worst is the condition of street vendors who don’t wash plates before using them and often sacrifice on food quality to reduce costs.”
In urban pockets like Mumbai, a greater need of sensitisation is required as the trend of street food is very popular, said Kamlesh Sankhe, joint commissioner of food for state, FDA. “The vendors will be shown street plays and advertisements to increase their awareness onfood safety,” Sankhe added.
The target groups like school children, housewives, transport agencies, vendors, milk distributors, fish and meat suppliers, hotels and corporates will be approached separately.
“Public and private schools will be approached first and they will be taught about sanitary habits and hygiene. This will also include a simple act of washing hands,” said Sankhe.
The transport agencies will be sensitised about secured methods of transporting food products, including methods of packaging processed and raw food items.
“The food inspectors have observed ignorance when it comes to importance of using high quality and nutritious food products. This campaign will be aggressive in its approach and we hope to sensitise people about maintaining good health,” said Annapure.

'Local bodies can't issue licence to slaughterhouses'

KOCHI: The Food Safety and Standards Authority of India, in a communication to the food safety commissioners stated that local bodies are not the licencing authorities for slaughterhouses. All meat shops and slaughterhouses must have FSSAI licence, the communication from ministry of health and family welfare said.
According to the statement issued, the central advisory committee of the food safety society will meet on December 29 to review and discuss the enforcement issues and plans. The state food commissioners have been asked to come prepared with their action plan so that they together delineate a future roadmap.
In the guidelines to be proposed, the FSSAI wants to implement a penalty of up to Rs 5 lakh a day for defaulters and violators. The transport of animals for slaughter has to be as per FSSAI regulations (licencing and registration) 2011. No meat shop is allowed to slaughter animals, even chicken. No animal other than sheep, goat, bovines, pigs, poultry, fish are allowed to be slaughtered for food.
It has suggested that requisite infrastructure be put in place for the slaughterhouses as it is absent in most of the existing ones. State-supported slaughterhouses should be given adequate budgetary allocations. The private operators should also be called upon to make a provision in a time-bound manner. Stating that road-side slaughter units where live birds are kept and slaughtered do not have the basic infrastructure for stunning/handling, the authority said it is detrimental to health of consumers and also against animal welfare.
The FSSAI has also proposed installing CCTV at all strategic positions in the slaughterhouses, which would be an effective deterrent as far as hygiene and 'stunning' norms are concerned.
The communication follows the earlier letter sent on August 6 asking for enforcement of the regulations under legal provisions.

Despite ban, local vendors still sell gutka openly

Under the Food Safety and Standards Authority of India (FSSAI) Act, 2011 and its section 2, 3 and 4, the state government of Odisha had banned the production and sale of nicotine items that are used as food item. The state government had also issued a notification on January 4, 2013 regarding the issue, following the announcement of former Health and Family Welfare Minister Damodar Rout to ban manufacturing, selling and chewing of gutka in the state on January 1, 2013.
However, the local vendors including pan shops, grocery shops, verity stores, Omfed Parlours, BMC kiosks – Safal, 909, Pan Parag, Minajee, Pan Bahar – can be seen flouting the rules openly. Gutka shops have also been set up at railway stations, bus stands, schools, colleges, government offices.
Subhendu Mohanty, President of Youth and Student Organisation reveals, “About 14% of school children in the state are addicted to these products which trigger dangerous diseases like oral cancer. More than 15 illegal local Gutka companies surrounding Bhubaneswar have been selling these products in the state. Due to these illegal shops, the state government is loosing revenue worth Rs 12 crore per month and Rs 1crore 25 lacks as commercial tax per day. Besides the government is also loosing excise duty of Rs 150 crore per year.”
He further adds that although the state government has banned advertisement of Gutka on public places, hoardings of several gutka products on bus stands and public toilets that come under the jurisdiction of Bhubaneswar Municipal Corporation can be commonly seen.
Subhendu alleges that the BMC, Health and Family welfare, excise department officials and police are involved with the illegal gutka trader and manufacturer companies in the state.
In order to call upon the attention of the authorities, the Youth and Student Organisation has decided to stage a protest if the state government does not ban the illegal selling in the state by January 7.
It may be noted that Odisha is the 15th state in the country to ban gutka after Kerala, Uttar Pradesh, Madhya Pradesh, Bihar, Punjab, Rajasthan, Jharkhand, Maharashtra, Haryana, Marjoram, Chatishgargh, Gujarat, Sikkim, Himachal Pradesh and Uttarakhand and Union Territories like Delhi and Chandigarh.

இதுகுறித்து அதிகாரிகள் கூறுகையில், ஆய்வின்போது எடுக்கப்பட்ட அனைத்து உணவு மாதிரிகளும் அரசு உணவு பகுப்பாய்வு கூடத்திற்கு அனுப்பி வைக்கப்படும். சோதனையில் ஏதேனும் தவறுகள் கண்டுபிடிக்கப்பட்டு ஆய்வு அறிக்கை பெறப்பட்டால் உணவு பாதுகாப்பு தர நிர்ணய சட்டம் 2006ன் படி கடுமையான நடவடிக்கை எடுக்கப்படும் என்றனர்.
ஏற்கனவே இப்பகுதியில் சோதனையில் ஈடுபட்ட அதிகாரிகள், 2 ஆலைகளில் வெல்லத்தில் கலப்படம் செய்யப்பட்டதை கண்டுபிடித்து `சீல் வைத்தனர் என்பது குறிப்பிடத்தக்கது.

மேலும் பெட்டிக்கடை, மளிகை கடை, டீக்கடை, ஓட்டல்களிலும் அதிரடி சோதனை நடத்தினர். கடைகளில் காலாவதியான குளிர்பானங்கள் மற்றும் தடை செய்யப்பட்ட புகை யிலை பொருட்கள் விற் பனை செய்யப்படுகிறதா, டீக்கடைகளில் கலப்பட டீத்தூள் பயன்படுத்தப்படுகிறதா, ஓட்டலில் பிளாஸ் டிக் பைகளில் பார்சல்கள் கட்டமால் உள்ளனரா என வும் சோதனை செய்தனர். மேலும், வியாபாரிகளிடம் தரமான பொருட்களை விற்பனை செய்யுமாறு அறிவுறுத்தினர்.
ஓட்டல்களில் தரமான உணவு பாதுகாப்பான முறையில் பரிமாறப்படுகி றதா என சோதனை செய் தனர். சோதனையின்போது காலாவதியான குளிர்பானம் மற்றும் பொருட் களை பறிமுதல் செய்தனர்.
விழாக்காலம் முடியும் வரை இந்த சோதனை தொடரும் எனவும் உணவு பாதுகாப்பு அலுவலர்கள் அறிவித்துள்ளனர்.

முட்புதரில் பதுக்கிய 105 பான் மசாலா மூடைகள் பறிமுதல் திருமங்கலம் அருகே பரபரப்பு

திருமங்கலம் அருகே ரிங்ரோட்டில் முட்புதரில் பதுக்கி வைத்திருந்த 105 மூடை பான் மசாலா பொருட்கள் பறிமுதல் செய்யப்பட்டன.
திருமங்கலம் அருகே கப்பலூரில் இருந்து விமானநிலையம் செல்லும் ரிங்ரோட்டில், சாலையோர முட்புதரில் மூடைகள் கிடப்பதாக கப்பலூர் விஏஓ மகாலிங்கத்திற்கு தகவல் கிடைத்தது. இதுகுறித்து விஏஓ மகாலிங்கம், திருமங்கலம் தாசில்தார் பாலசுப்பிரமணியம் மற்றும் டவுன் போலீசாருக்கு தகவல் கொடுத்தார். தாசில்தார் மற்றும் போலீசார் சம்பவ இடத்திற்கு சென்று முட்புதர்களில் கிடந்த மூடை களை கைப்பற்றி திறந்து பார்த்தனர்.
அங்கு கிடந்த 105 மூடைகளில் தடை செய்யப்பட்ட பான் மசாலா, குட் கா பாக்கெட்டுகள் இருந் தன. இவற்றின் மதிப்பு சுமா ர் ரூ.5 லட்சம். அனைத்து மூடைகளையும் வருவாய்த்துறையினர் பறிமுதல் செய்து திருமங்கலம் டவுன் போலீசாரிடம் ஒப்படைத்தனர்.
தாசில்தார் பாலசுப்பிரமணியன் கூறுகையில், தடை செய்யப்பட்ட காலாவதியான பான் மசாலா, குட்கா பாக்கெட்டுகளை வீசி சென்றது யார் என விசாரணை நடத்தி வருகி றோம். திருமங்கலம் மற்றும் சுற்றுவட்டார கடைகளில் இவை விற்பனை செய்யப்படுகின்றனவா எனவும் சோதனை நடத்திவருகிறோம் என்றார்.

Directives for food manufacturers

Dimapur, December 22 (MExN): As per the directives received from the Food Safety and Standard Authority of India (FSSAI), New Delhi, the Chief Medical Officer (CMO), Dimapur has directed all the food items manufacturers, including the ones making at home, under Dimapur jurisdiction to put proper labels on each packet, which should have the information mentioned in the box. Non-compliance to this directive would be an offence and punishable under relevant Act and Rules, cautioned the CMO, Dr. MA Wati in a press release. Further, he directed bakeries, hotels, stalls, or any shop selling food items not to sell or store “mis-branded” food articles. Any shopkeeper found violating the above mentioned directives will be penalized under Food Safety and Standard Act, 2006, by the Food Safety personnel/ Food Safety Regulatory Authority at any time without warning, it was stated.
Each food packet should have label with following information:
1. Name of the food
2. Ingredients used
3. Veg or non-veg logo
4. Date of manufacture
5. Lot number/ batch number/ code number
6. Best before
7. Proper packer’s address
8. FSSAI license/ registration number with FSSAI logo, which is mandatory under 2.1 (Packaging and Labelling) Regulation, 2011.

The regulation in sale of Aravana to three tins (250 ml each) a pilgrim continued at Sabarimala for the second day on Sunday.
The shortage has left many a pilgrim from far-off places unhappy as they used to purchase large quantity of the prasadam to be distributed among friends and relatives on their return.
K.R. Jyotilal, Principal Secretary to devaswom, who is also the Sabarimala Chief Co-ordinator, told The Hindu that the TDB had regulated the Aravana sales to three tins a pilgrim from Saturday due to its short supply of the prasadom. Mr. Jyotilal said the Aravana production was stopped for six days earlier, owing to short supply of certain raw materials, reducing the fairly good buffer stock maintained by the devaswom to just 1.69 lakh tins by Friday evening. The devaswom had a buffer stock of 23 lakh tins of Aravana at the beginning of the pilgrim season.
Moisture content
Mr. Jyotilal said the duration of Aravana production had gone up by 30 minutes on every ‘koottu’ with the State Food Safety Department’s recommendation that the moisture content in the prasadam be maintained to a maximum of 10 per cent. Devaswom officials said that maintaining 10 per cent moisture content in Aravana required more time for drying and cooling, ultimately affecting the production.
Mr. Jyotilal said experts at the Council for Food Research and Development at Konni were of the opinion that the moisture content of Aravana, which had a sugar content of 60 per cent and above, could even go up to 15 per cent. He said the matter was taken up with the Central Food Technological Research Institute, Mysore, and a final decision would be taken after receiving technical advice from there.
Mr. Jyotilal said the production of Aravana at Sabarimala on Saturday was 2.29 lakh tins. He said the TDB should install one more Aravana unit at Sabarimala before the next pilgrim season.
Heavy rush
The Sabarimala Sanidhanam witnessed heavy rush on Sunday, raising the demand for Aravana. The average demand for Aravana at Sabarimala during rush days used to be 2.5 lakh to 3 lakh a day.

FDA scales up food safety drive to curb adulteration

PUNE: The state food and drug administration (FDA) commissioner Purushottam Bhapkar on Friday said officials have been told to conduct surprise visits to ensure food safety as the administration wants to weed out adulteration in food items.
"We have intensified our surveillance across the state and initiated a cross-verification of surveillance work by sending food safety officials outside their jurisdictions for inspection. There will be consistent cross-surveillance by officials who would be conducting raids on establishments," said Bhapkar, who was in the city to review the work done by FDA officials.
Officials would register non-cognizable offences against erring chemists if they overcharged or dispensed substandard or spurious medicines. "FDA officials won't be spared if they are found at fault," he added.
"We have received complaints of milk adulteration from Mumbaikars following which we have filed criminal cases against top milk brands. We have registered cases against dairy owners in Jalgaon and Kolhapur. From milk manufacturer to the delivery boy, the entire chain involved in milk business is being monitored across the state," he added.
The Food Safety and Standards Act, 2006, which came into effect on August 5, 2011, looks at various aspects of milk adulteration and divides them into various segments like safe food, food not of the nature or substance or quality demanded, extraneous but harmless matter, misbranded items and unsafe for consumption.
According to the Act unsafe food means an article of food whose name, substance or quality is so affected as to render it injurious to human health. "As per the Act, adding a substance directly or as an ingredient which is not permitted is also considered as unsafe," said Shashikant Kekare, joint commissioner (food), FDA Pune.
Toll-free number for complaints
Citizens can register their food and drugs related grievances 24x7 on a toll free number 1800222365. It was launched on December 17 and has already registered 10 anonymous complaints so far.
"Anyone can register complaints regarding adulteration, substandard quality, overcharging. They are free to reveal their identity or remain anonymous. The moment a complaint is registered, we inform FDA officials about it which forwards the same to state FDA commissioner who takes a review of the complaints," said a helpline employee.
Since December 17 the toll free number has received 10 complaints regarding food as well as drugs. People have registered complaints about possible adulteration in milk and milk products. There are complaints about food business operator doing business without obtaining valid licence from FDA. "So far there has been no complaint from Pune. The number became operational two days ago and not many are aware about such a facility," the call centre employee said.
