India's toxic milk and plastic cows

They hog our streets: inert, gentle and oblivious to honking horns. We feed them, pat them and love them. No book or movie on India can be complete without them somewhere in the background. Riots to massacres, they keep the logic of our politics ticking, even 67 years after Independence.

India has 304 million dairy cows and produces about 17 per cent of global milk. But scratch beneath the hype over the cow and you will find an unpalatable reality: They live and die in deplorable conditions and might be producing toxic milk.
The news spread in the wake of a case hearing on milk contamination in the Supreme Court on January 30.
Justices K.S. Radhakrishnan and Vikramajit Sen asked states and Union Territories to take steps to curb impure milk and stipulate harsher punishment, even life imprisonment, if necessary.
The buzz on polluted milk has been doing the rounds for a while.

The first National Survey on Milk Adulteration by the Food Safety and Standards Authority of India in 2012 revealed an alarming trend: Most urban Indians drink contaminated milk, with 70 per cent samples containing anything from starch to detergents and bleaching agents to fertilizers.

Last year, the Tamil Nadu Veterinary and Animal Sciences University found traces of a cancer-causing chemical, dioxin, in milk.
How are pollutants getting into milk? What lies at the root of the problem is something the nation has never bothered to 'notice': The condition of the Indian cow.
Since 2000, People for Ethical Treatment of Animals (PETA) has repeatedly reported about thousands of illegal dairies across the country where animals are impregnated repeatedly and forced to produce enormous amounts of milk every day.
Chained by the neck in narrow stalls, unable to move, and often lame as a result, the cows suffer from chronic debilitating diseases due to lack of movement and poor and unhygienic diet.
Most are unlawfully injected with hormone oxytocin to make them give more milk.
Oxytocin keeps their bodies in perpetual condition of labour, with repeated uterine contractions, destroying their reproductive systems and making them bone thin and eventually sterile.
The man-animal interface has largely been taken over by machines: Most cows in India are milked by low-cost milking machines. They may have reduced drudgery for dairy workers but are painful for animals.
The suction machines tend to take more milk out of the cows than what they would yield naturally. And they are often kept on even when udders have become dry, causing acute pain.
Bigger urban dairies tend to be foul-smelling infernos, where the animals stand in feet-deep slush and dung, suffer from skin disease, other infections and TB. Death is a daily affair. But even in death they are useful: the carcasses are sold for beef and leather.
The small dairy owners in cities and big towns send their animals out on the street to fend for themselves. They forage for food in garbage bins or vegetable markets. And what do they eat?
Doctors at a Tamil Nadu vet school report that cows are brought in with gastroenterological problems as a result of swallowing large amounts of plastic waste.
Doctors have witnessed cases where cows had swallowed more than 25 kg of plastic. On an average, every month, 10 per cent of cows brought in are found to have plastic deposits inside their bodies.
When plastic is stuck in a cow's stomach for long, the toxicity can contaminate the milk it produces, report doctors, with plastic residues entering the human food chain.
With garbage and food spilling out either on the road or dustbins in plastic bags, knotted at the mouth, cows eat end up eating food leftovers along with the plastic.
Over time, a huge amount of plastic accumulates inside their stomachs, hard like cement.
Karuna Society for Animals and Nature at Puttaparthi in Andhra Pradesh was the first to report on, what they call, "plastic cows".
In 2010, it took 36 stray animals into its custody. Soon an animal died. The postmortem revealed that the animal's stomach was full of plastic.
The Society has since done umpteen surgeries to remove plastic from inside animals to save their lives. It was on their PIL that the Supreme Court gave anti-plastic directives in 2012.

Meantime, a movement is gearing up in the West to move away from modern farming practices that leave no room for farm animals to display natural behaviour.

Big animals, like cows, have distinct personalities.
"When you see cows standing in the pasture blandly chewing some dreary bit of grass and staring into the middle distance, you'll never guess what lies beneath that placid exterior," writes photographer Glen Wexler in his 2007 book, Secret Life of Cows.
Organic activist Rosamund Young gives a fascinating insight into that secret world in her 2003 book with the same title: "Cows can love, play games, bond and form strong, life-long friendships. They can sulk, hold grudges, and they have preferences and can be vain."
The secret behind a healthy nation might just be to remember that a happy herd produces better milk.

உணவு பாதுகாப்புத் துறையில், வணிகர்கள் உரிமம் பெற மத்திய அரசு விதித்த கெடு, நாளையுடன் முடிகிறது. வணிகர்கள் எதிர்ப்பு தெரிவித்து வரும் நிலையில், கால நீட்டிப்பு குறித்து, மத்திய அரசு மவுனம் சாதித்து வருகிறது. நுகர்வோருக்கு கிடைக்கும் உணவுப் பொருட்கள், தரமாக கிடைக்கும் வகையில், உணவு பாதுகாப்பு மற்றும் தர நிர்ணயச் சட்டம் - 2006ஐ, மத்திய அரசு கொண்டு வந்தது. 
விதிமுறைகள் வகுக்கப்பட்டு, 2011ல் சட்டம் அமலுக்கு வந்தது. இதன்படி, ஆண்டுக்கு, 12 லட்சம் ரூபாய்க்குள் வர்த்தகம் செய்வோர், 100 ரூபாய் கட்டணம் செலுத்தி, உணவு பாதுகாப்புத் துறையில் பதிவுச்சான்று பெற வேண்டும்.

Corporation fails to obtain license from food safety board for Kovai's Amma canteens


COIMBATORE: In yet another case of double standards, the city municipal corporation has failed to obtain the mandatory license from the food safety department for its highly successful Amma canteens. The civic body has not even bothered to apply for the license even with the extended deadline for the same coming to a close tomorrow (February 4). The same is the case with the three slaughter houses of the civic body in its limits as there has been no attempt so far to apply for license or registration for these facilities as per the provisions of Food Safety and Standards (Licensing and Registration of Food Business Operators) 2011.
"We have not received any application so far from Coimbatore corporation for issuing license to Amma canteens and the slaughter houses in the city," said R Kathiravan, Designated Officer, Food Safety and Drug Administration Wing, Coimbatore.
As per the law, all food business operators and related processes are expected to either get registered or apply for license from the Food Safety and Standard Authority of India by February 4, 2013. The civic body's laidback attitude comes at a time when more than 1179 temporary/ permanent food stall owners, 932 mobile food vendors, 256 home based canteens, 1206 petty tea shops below an annual turn over 12 lakh have got themselves registered with the department.
"We will look into the matter," said S Sivarasu, Deputy Commissioner, Coimbatore Corporation.
The registration and license provisions are being made mandatory to ensure there is no compromise on the quality of food offered for public consumption. The corporation has 10 Amma canteens in the city and each canteen serves around 1200 idlis and 300 servings of sambhar rice and curd rice on a daily basis. The corporation has also not applied for license for its three slaughter houses at Ukkadam, Sathy Road and Podanur. There are two more corporation slaughter houses at Singanallur and Sowripalayam that are not functioning at the moment.
City corporation sources claimed that they would apply for the license before the deadline.

Many Hyderabad eateries yet to register under Food Safety and Standard Act

HYDERABAD: With not many eateries coming forward to take licence and register themselves with the Greater Hyderabad Municipal Corporation (GHMC) under the Food Safety and Standard Act (FSS), 2006, the corporation has decided to take up a special drive and even initiate prosecution proceedings against some hotels for not taking the mandatory licence to run eateries. 
The Centre has given time to hotels and small eateries to take licence and register themselves till February 4, 2014. Though there were about 12,000 hotels and another 20,000 small eateries and tiffin centres in Greater Hyderabad, only 5,000 have taken licence and registered with the GHMC so far. 
As per the FSS Act, 2006 (rules framed in 2011), a licence is mandatory to run any food-related business like manufacturing, distribution, processing or retail sale with an annual turnover of over Rs 12 lakh. For the licence, the establishments have to pay a fee of Rs 2,000. Vendors or eateries having less than Rs 12 lakh turnover should register with the GHMC by paying Rs 100 per year. 
Apart from hotels and restaurants, roadside eateries, grocers and departmental stores selling food products, and meat stalls would also have to register or obtain licence depending on their turnover. However, many traders in the city were yet to register themselves under the FCC Act
Official sources said the rules for FSS Act were released in August 2011. In 2012, 3,575 vends had taken licences and another 4,655 got registered. In 2013, 2,495 eateries had obtained licences and 1,484 had registered with designated officers and food safety officers in the corporation limits. 
The sources said poor response was mainly due to lack of awareness among hoteliers, small vendors and businessmen. While in some cities like Chennai, the corporation has started spot registration for roadside eateries at various places and even taken out awareness rallies in view of the nearing deadline, the GHMC has not taken up any awareness programmes so far, especially for roadside eateries. 
If anyone fails to take licence under the Act, the designated officers have powers to prosecute hotels. The courts might impose fine up to Rs five lakh, while for establishments having less than Rs 12 lakh turnover the fine could be up to Rs two lakh. 
When contacted, GHMC designated officers of FSS Act, K Balaji Raju admitted that many traders have to take licence and register. They have not been coming forward even after the deadline was extended several times, he added. 
"The corporation has conducted meetings with hotel associations and bakeries' associations to bring awareness among vendors and hoteliers. Some more awareness programmes are being planned for roadside eateries with the help of Reddy's Foundation," Balaji Raju added.

Tepid response to Food Safety Act

With only two days left to the deadline for food business operators and others dealing with food products to either register or get a licence from the Food Safety and Standards Authority of India (FSSAI), none of the 60 slaughter houses-cum-shops in the Bhoor Mandi area have submitted an application to the authorities.
Civil Surgeon Dr RL Bassan said that he was aware of the issue. "I will ask the district health officer Dr Balwinder Singh to hold a camp in the mandi on Monday and ensure that the owners of these businesses apply under the act and the law is followed."
He added that if the Central government did not extend the deadline under the Act, then a drive will be started for penal action. Non-registration/licencing is liable to be punished with a fine of up to Rs. 5 lakh and/or imprisonment of up to six months. The district health officer Singh was unavailable for comments. 
Apart from slaughter houses-cum-shops, chemists, which also sell processed food, and number about 1,500-1,600, have also not shown any response. It is reported that only around 20 have applied. 
Till date, nearly 1,550 eateries have got licences and nearly 8,200 joints, including stall holders, hotels, restaurants, canteens, dhabas, food cats, sweetshops, tea stalls, grocery stores, meat sellers, milk sellers have got themselves registered with the department in Jalandhar. 
Even as the FSSAI tracks the businesses, the district health authorities have made efforts to get the business in the area to follow some norms. In May 2012, a health department visited Bhoor Mandi and had instructed slaughter house owners to maintain cleanliness in the area and asked them for immediate registration under Food Safety Act. They also issued instructions regarding deep-freezing the meat and maintaining hygiene.
'DHS debunks rumours'
The eateries and establishments dealing in food products will have to register under the Food Safety Act, 2006, as any reports that the Act would be abolished were wrong, a senior official has said. 
Speaking to HT over phone, director health services, Dr Karanjit Singh said, "The proceedings of registration under this Act will continue."

Food safety rules to be implemented by Feb 2014

GUWAHATI: The state health and family welfare department has urged all food business operators in the state to implement the guidelines of the Food Safety and Standards Act (FSS), 2006, before February 4, 2014. Accordingly, all operators will have to acquire food licenses and register before the deadline.
The measure will help the Food Safety and Standards Authority of India, an agency of the Union ministry of health and family welfare, protect and promote public health through the regulation and supervision of food safety.
“It will be helpful for us to trace vendors for any follow-up action and address the needs of consumers. It will also help maintain a record of vendors. Introduction of good manufacturing practices and good hygienic practices is another aspect of this act,” said Samiran Baruah, food safety officer.
According to Section 63 of the FSS Act, any person found running a food business without a valid license will be imprisoned for six months with a fine of up to Rs 5 lakh. The commissioner of food safety, Assam, instructed all the designated officers in the five regions of the state to organize licensing melas.

Ban sale of adulterated milk: Activists

HYDERABAD: While top milk suppliers in the state are jacking up prices, activists alleged that milk continues to be adulterated and unsafe for consumption, and demanded a ban on such spurious products till they meet safety standards.
As per analysis of six samples across major brands, milk manufactured by leading Indian and even international companies are of substandard quality, claimed activists who received lab reports following an RTI query. Scientific analysis of milk done at the State Food Laboratory at Nacharam revealed that the samples did not conform to the standards of milk fat and total plate count. In one case, the type of milk was not mentioned on the label, making it a case of 'misbranding'.
"On one hand the milk that is being sold is toxic and on the other hand, these companies are hiking their prices. We have been fighting for distribution of safe milk for a long time, but nothing is being done ," said Achyuta Rao, who had filed a petition with the human rights commission last year on this matter.
Activists further alleged that the price of milk has more than doubled since 2008 when one litre cost an average of Rs 16 compared to the Rs.40 charged now. Previous analysis of samples from these brands had revealed dangerously high levels of enterobacteria such as salmonella and e-coli, known to cause gasteroenteritis, fever and typhoid.
The continuing racket surrounding milk adulteration is currently being discussed in the Lokayukta and petitioners have asked the GHMC's health and family welfare department to call for a ban on spurious milk products. The most vulnerable group, activists claimed, are children, especially infants, who have been weaned of breast milk. Ironically, a milk survey undertaken by the Food Safety and Standards Authority of India (FSSAI) found AP to be in the 'mostly safe' zone compared to other states.
Meanwhile, statements issued by some of the top brands said that they have been compelled to raise the price of their milk products on account of increase in milk procurement costs.

திருமண மண்டப உணவுக்கூடங்கள், ஓட்டல்கள், மளிகை கடைகள், சாலையோர தள்ளுவண்டி கடைகள், பால்காரர்கள், இறைச்சி விற்பனையாளர்கள், பள்ளி, கல்லூரி உணவு விடுதிகள், சமையல் கான்ட்ராக்டர்கள், ஸ்டார்ச், ஜவ்வரிசி உற்பத்தியாளர்கள், பேக்கரிகள், உள்ளிட்ட உணவுப்பொருள் தயாரிப்பில் உள்ள அனைத்து உணவு வணிகர்களும் உணவுப்பாதுகாப்பு அலுவலரிடம் பதிவு செய்து கொள்ள வேண்டும் என்று அரசு உத்தரவிட்டது.
ஆண்டுக்கு ரூ.12 லட்சத்துக்கு மேல் வர்த்தகம் செய்யும் வியாபாரிகள் மாவட்ட நியமன அலுவலரிடம் லைசென்ஸ் பெற வேண்டும். ரூ.12 லட்சத்துக்கும் குறைவாக வியாபாரம் செய்யும் வணிகர்கள், அந்தந்த ஒன்றியங்களில் உள்ள உணவு அதிகாரிகளிடம் விண்ணப்பம் செய்து பதிவு செய்தால் மட்டும் போதுமானது. இவர்கள், லைசென்ஸ் பெற தேவையில்லை. இதில் உணவு நிறுவனங்களை பதிவு செய்ய ரூ.100ம், லைசென்ஸ் பெற ரூ.2 ஆயிரமும் கட்டணம் செலுத்த வேண்டும் என்று உள்ளது.
இந்த சட்டத்தை எதிர்த்து கடந்தாண்டு வணிகர்கள் நீதிமன்றத்தில் வழக்கு தொடர்ந்தனர். அந்த வழக்கில் நீதிமன்றம் ஒரு ஆண்டுக்குள் உணவகங்கள் மற்றும் கடைகள் பதிவு சான்றிதழ் மற்றும் லைசென்ஸ் பெற வேண்டும் என்று உத்தரவிட்டது. இதன்படி, தமிழகம் முழுவதும் உள்ள வணிகர்கள் பதிவு சான்றிதழ் மற்றும் லைசென்ஸ் பெற்று வருகின்றனர். இந்த லைசென்ஸ் பெற நாளை மறுநாள்(பிப்.4ம் தேதி) கடைசி நாளாகும்.
இதுகுறித்து உணவு பாதுகாப்புத்துறை சேலம் மாவட்ட நியமன அலுவலர் டாக்டர் அனுராதா கூறியதாவது: சேலம் மாவட்டத் தில் சிறிய மற்றும் பெரிய அளவில் 28 ஆயிரம் உணவு நிறுவனங்கள் இயங்கி வருகின்றன. இதில், இதுவரை ரூ.12 லட்சத்துக்கு மேல் வணிகம் செய்து வரக்கூடிய 3100 நிறுவனங்கள் பதிவு செய்து லைசென்ஸ் பெற்றுள்ளன. 18 ஆயிரம் சிறு உணவு நிறுவனங்கள் பதிவு சான்றிதழ் பெற்றுள்ளன.
அரசு கல்லூரிகளில் இயங்கும் உணவு விடுதிகள், ரேஷன் கடைகள், சிவில் சப்ளைஸ் கிடங்கு, கோயில்கள் ஆகியவை 100 சதவீதம் முறைப்படி பதிவு செய்துள்ளன. 40 சதவீத தனியார் நிறுவனங்கள் இன்னும் பதிவு சான்றிதழ் மற்றும் லைசென்ஸ் பெறவில்லை. உணவு வர்த்தகத்தில் ஈடுபட்டுள்ள நிறுவனங்கள் நாளை மறுநாள் (பிப்.4ம் தேதி)க்குள் லைசென்ஸ் மற்றும் பதிவு சான்றிதழ் பெற வேண்டும்.
சேலம் மாவட்டத்தில் ஆத்தூர், இடைப்பாடி, மேட்டூர் உள்ளிட்ட நகராட்சியிலும், மேச்சேரி, நங்கவள்ளி, மகுடஞ்சாவடி, ஓமலூர் உள்பட 20 ஒன்றியங்களிலும் பதிவு மற்றும் லைசென்ஸ் பெற அலுவலர்கள் உள்ளனர். இதேபோல் தமிழகம் முழுவதும் அந்தந்த ஒன்றியங்களில் உணவு பாதுகாப்பு அலுவலர்கள் உள்ளனர். அவர்களிடம் விண்ணப்பம் செய்து லைசென்ஸ் பெற்று கொள்ளலாம்.

தமிழகத்தில் உணவு பாதுகாப்பு அதிகாரிகள் பதிவு மற்றும் லைசென்ஸ் எடுக்கவில்லை என்றால் ரூ.5 லட்சம் அபராதம், 6 மாத சிறைத்தண்டனை என்று நோட்டீஸ் அளித்துள்ளனர். சட்டத்தில் முழுமையான மாற்றங்கள் செய்யவும் வரை மேலும் ஒரு வருட கால நீட்டிப்பு செய்ய வேண்டும்,” என்றார்.
ரூ.2 ஆயிரம் கட்டணம் அதிகம்
இது குறித்து ஓட்டல் உரிமையாளர்கள் கூறியதாவது: வாடிக்கையாளர்களுக்கு தரமான உணவு, குடிநீர் வழங்க வேண்டும் என எங்களுக்கும் எண்ணம் உள்ளது. ஆனால், உணவு பாதுகாப்பு சட்டத்தில் கூறப்பட்டுள்ள விதிகளை மாற்றி அமைக்க வேண்டும். ஆண்டுக்கு ஒருமுறை ஓட்டல்கள் பதிவு செய்து லைசென்ஸ் பெற ரூ.2 ஆயிரம் கட்டணம் செலுத்த வேண்டும். இதை மூன்று ஆண்டுக்கு ஒருமுறை லைசென்ஸ் பெறும் வகையில் திருத்தம் செய்ய வேண்டும்.
லைசென்ஸ் கட்டணத்தை சிறு ஓட்டல்களுக்கு ரூ.500 ஆகவும், பெரிய கடைகளுக்கு ரூ.1000 ஆகவும் குறைக்க வேண்டும். அபராதம், சிறை தண்டனை என்பது வணிகர்களை மிரட்டுவது போல் உள்ளது. இச்சட்டத்தை மாற்றி அமைக்கும் வரை லைசென்ஸ் மற்றும் பதிவு செய்ய மேலும் ஒரு ஆண்டு காலம் நீட்டிக்க வேண்டும். இவ்வாறு ஓட்டல் உரிமையாளர்கள் கூறினர்.    

கலப்பட எண்ணெய்களால் உடல்நலம் பாதிப்பு: சுகாதார துறையினர் நடவடிக்கைக்கு வலியுறுத்தல்


சென்னிமலை: 'கலப்பட எண்ணெய்களால் உடல் நலம் பாதிக்கப்பட்டு வருகிறது. சுகாதார துறையினர் நடவடிக்கை எடுத்து, கலப்பட எண்ணெய் உற்பத்தியை தடை செய்ய வேண்டும்' என்ற கோரிக்கை எழுந்துள்ளது.
ரசாயனம்:
திருப்பூர் மாவட்டம், காங்கேயம் பகுதியில் எராளமான எண்ணெய் ஆலைகள் இயங்கி வருகின்றன. இங்கு, தேங்காய் எண்ணெய், நல்லெண்ணெய், நெய் போன்றவை, பல கோடி ரூபாய்க்கு உற்பத்தி செய்யப்படுகிறது. எண்ணெய் உற்பத்தியில், கண்காணிப்பு இன்றி ஏராளமான கலப்பட எண்ணெய் உற்பத்தியாகிறது. இந்த எண்ணெய் நாடு முழுவதும், விற்பனை செய்வதால், மக்கள் உடல் நலம் பாதிப்புக்கு ஆளாகின்றனர். காங்கேயம் பகுதியில் தயாராகும், நல்லெண்ணெய், தேங்காய் எண்ணெயில், சல்பர் என்ற கொடிய ரசாயனம் கலக்கப்படுகிறது. இங்கு சல்பர் இல்லாமல், தேங்காய் எண்ணெய் உற்பத்தி இல்லை என்றே கூறலாம். தேங்காய் எண்ணெய் உற்பத்திக்கு, முதலில் தேங்காயை உடைத்து, உலர் களத்தில் காய வைப்பர். தேங்காய் பருப்பில் பூஞ்சை வராமல் தடுக்க, தேங்காய் பருப்பை ஓரிடத்தில், மலைபோல் குவித்து, தார்பாய் மூடி, கொடிய ரசாயனமான சல்பரை, ஒரு இரும்பு சட்டியில் போட்டு அதன் அடியில் வைத்து, நெருப்பு இட்டு புகைக்க செய்வர்.
உடலுக்கு தீங்கு:
இப்புகை தேங்காய் முழுவதும் பரவி, தேங்காயின் மேற்பரப்பில், பனிபோல் வெள்ளை நிறத்தில் ஒட்டி, பூஞ்சை வராமல் தடுக்கும். ஐந்து நாளில் உலர வேண்டிய பருப்பு, இரண்டு நாளில் காய்ந்து, தேங்காய் எண்ணெய் தயாரிக்கும் பதத்துக்கு வந்துவிடும். இந்த சல்பர் கலந்த தேங்காய் பருப்பில் இருந்து, எண்ணெய் எடுத்து, விற்கின்றனர். தீப்பெட்டி தயாரிக்க பயன்படும் சல்பர் (கந்தகம்) உடலுக்கு தீங்கானது. சல்பர் கலந்த தேங்காய் எண்ணெய் வாங்கி பயன்படுத்தினால், முடி உதிரும். புற்று நோய், நரம்பு மண்டல பாதிப்பு வர வாய்ப்புள்ளது. இதற்கு ஒரு உதாரணமாக, தமிழகம் மற்றும் புதுச்சேரியில் சிகிச்சைக்கு செல்வோரில், ஈரோடு, திருப்பூர், கோவை மாவட்டத்தை சேர்ந்தோர் அதிகம். இங்கு, சில நல்ல உற்பத்தி நிறுவனங்கள், சல்பர் கலப்படம் செய்யாமல், சுத்தமான தேங்காய் எண்ணெய், நல்லெண்ணெய் தயாரித்து விற்பனை செய்தாலும், சல்பர் கலந்த எண்ணெய் விற்பனையே அதிகம். இதனால், சில நிறுவன எண்ணெய் பட்டியலில், 'சல்பர் கலக்காத தேங்காய் எண்ணெய், உடலுக்கு கேடு விளைவிக்காதது' என, கூறி விளம்பரம் செய்கின்றனர். மாம்பழம் பழுக்க வைக்க கார்பைடு கல் பயன்படுத்துவதை தடுக்க, சுகாதாரத்துறையினர் நடவடிக்கை எடுப்பதுபோல, இவற்றையும் ஆய்வு செய்து, அந்நிறுவன உற்பத்திக்கு தடை விதிக்க வேண்டும்.

Many hotels, eateries yet to register with food safety department

COIMBATORE: With a handful of days left for food business operators to apply for registration or license from Food Safety Standards Authority of India (FSSAI), it seems at least 50 per cent of food businesses in the district will miss the February 4 deadline. Out of the total 22,000 identified food business operators in Coimbatore, only 2841 licenses were issued till January 31, 2014 while another 7,000 have registered with the department.
"We have been actively trying to get all food business ranging from roadside hawkers to eateries, hotels and food manufacturers to either get registered or licensed as per the nature of their business before the deadline," said R Kathiravan, designated officer, Tamil Nadu Food Safety and Drug Administration Department (food safety wing).
The officials have 31 food safety officers in the district involved in keeping a check on the quality of food products that are being manufactured and sold. As per the present norms of the central FSSAI body, all food business operators with an annual turnover of less than Rs 12 lakh will have to get themselves registered with the local unit of the department whereas those exceeding this annual turnover limit will have to apply for license and get it issued to be eligible to operate and do business in the country. The procedure for getting registered is to apply with the department with valid ID and a set of 18 documents along with a processing fee of Rs 100 and licenses are issued on an annual basis and the renewal charge is Rs 200 per year.
"We have a set of strict guidelines and hygiene practises that are to be followed for getting the final approval for the license and registration. As of now the food safety wing could conduct raids and take action against those establishments without valid registration or license after February 4. We are waiting for further instructions in this regard," said Kathiravan.
As far as Coimbatore is concerned , the officials claimed they have issued licenses to over 383 hotels as on December 31 and were in the process of getting all major food establishments and eateries registered with them. Out of the 60 registered mineral water packaging units in the district, 45 of them have obtained license from the food safety wing and the remaining were in various stages of getting it done. They also added that they were having a tough time convincing small scale traders like regular provision and grocery store owners to register with the department.
"I have not taken any registration from the food safety department. Usually some officials from corporation come and ask us to show some license and we have to keep them happy. We have not applied for any separate license from the food safety department," said a provision shop owner near Redfields in the city.

Foodgrains merchants seek extension of time

Members of Tamil Nadu Foodgrains Merchants Association have submitted a memorandum to Union Minister for Health and Family Welfare Ghulam Nabi Azad, seeking one-year extension for the foodgrains merchants to register and get licence under the Food Safety and Standards Act, 2006, and Regulations of 2011.
In a press statement, S.P. Jeyapragasam, president of the association, said they had sought extension till February 4, 2015.
The association had also demanded the constitution of a committee comprising farmers, manufacturers, food business operators and scientists to confirm the new quality standards for the agricultural produce and to redress the shortcomings of the Safety and Standards Act, 2006, and Regulations of 2011.

N.S.V. Chitthan, Member of Parliament, Dindigul Constituency, led the team that visited the Union Minister, the statement added.
The Ministry earlier fixed February 4, 2014 as the last date for merchants to register and obtain licence.

Milk manufacturing units to face action

The Tamil Nadu Food Safety and Drug Administration Department (Food Safety Wing) will file cases against four private milk manufacturing units in Coimbatore district for making substandard and misbranded products.
Samples were taken from six manufacturing units during the second week of January. Only two of them were found to conform to all the norms mandated by the Food Safety and Standards Act (FSSA), 2006, the Food Safety Wing Designated Officer R. Kathiravan told The Hindu here on Saturday.
These firms account for the bulk of the market share in Coimbatore district. The samples were taken as part of surveillance and protection measures and tested at the Government Food Analysis Laboratory here. They were investigated for fat and solid-not-fat (SNF) contents besides the presence of prohibited substances such as starch and adulterants.
The milk from two companies was found to have SNF component below the mandated levels.
The other two had not complied with the labelling norms as the sachet had not given the proper address of the manufacturing unit. While it was located at Coimbatore, the sachet contained an address in Kerala. A financial penalty would be imposed on all the four firms.
However, microbiological tests, vital to detect the growth of disease-causing organisms, were not performed at the laboratory as some equipment were still to be procured.
The Designated Officer said that such checks would be frequently conducted on various food businesses across the city. The FSS Act provided for imposing stringent penalties including imprisonment on those found violating the norms.
Dr. Kathiravan said that around 50 firms were approaching the Food Safety Wing every day for obtaining licences and registration.
The Food Safety and Standards Authority of India (FSSAI) has warned food business operators recently that the deadline for obtaining licences and registrations will not be extended again from February 4 this year. Following this, the Food Safety officials had launched an awareness drive across the city.
Coimbatore has one of the six food analysis laboratories accredited under the FSS Act. The others are in Chennai, Salem, Thanjavur, Tirunelveli and Madurai.

Traders dealing in food who require to obtain a licence by February 4 in order to comply with the provisions of the Food Safety and Standards Act 2006 are up against the “draconian legislation,” said Praveen Khandelwal, Secretary General, Confederation of All India Traders (CAIT), the apex body representing the interests of retailers.
Speaking to The Hindu before addressing traders gathered under the auspices of the Federation of Karnataka Chambers of Commerce and Industry (FKCCI), Mr. Khandelwal said: “The deadline for mandatory licences for those retailing food is likely to be extended by another year, just as it was in the last two years.”
Mr. Khandelwal said the CAIT leadership, during its recent meeting with the Union Minister of Health and Family Welfare Ghulam Nabi Azad, had been assured them of a “favourable response.”
He said Union Minister for Communications and IT Kapil Sibal, whom he met on Friday, had assured them of a “favourable review” of the implementation of the legislation. “The legislation is not merely impractical but also sinister,” Mr. Khandelwal said.
He alleged that the provisions are geared to “wipe out” Indian competition to multinationals operating in the food business. “We have urged the government to review the legislation and spend the next year consulting all stakeholders so that we are left with a people-friendly legislation.”
Even nodal agencies under government control, such as the Food Corporation of India and the Central Warehousing Corporation, are not yet compliant with the legislation, he observed. “At this rate, even the Karnataka Chief Minister’s pet scheme, the Anna Bhagya, runs the risk of getting derailed,” he remarked.
Mr. Khandelwal also criticised Commerce and Industry Minister Anand Sharma’s recent observation that the decision by the State governments to allow foreign direct investment (FDI) in multi-brand retail was not open to reversal.
“Governments reviewing decisions is the very essence of democracy,” he quipped.

    AURANGABAD: Doctors attending to the students who fell ill after having mid-day meal at the Jawahar Nagar school on Saturday said food poisoning appeared to be the prima facie cause, while mayor Kala Oza has ordered an inquiry into the incident.
    However, food and drug administration officials said the students might have come in contact of insecticides sprayed in the vicinity of the school. Nine girls and 14 boys from classes I to VII were served the food in batches.
    Head of the paediatric department Prashant Patil said the students were feeling nausea. A team of 15 doctors are monitoring the condition of the students, who have been kept under observation for 24 hours.
    Health officer in AMC Jayashree Kulkarni said it was a case of food poisoning. "Insecticide is sprayed daily throughout the city. If anyone comes in contact with it, the person shows different symptoms from what the students reported," she said.
    Assistant food commissioner, Food and Drug Administration, M D Shah, said the children might have come in contact with the insecticides. "We found that insecticide was sprayed in the surrounding, though we did not find samples of food."
    The International Society for Krishna Consciousness Food Relief Foundation (IFRF) provides meals cooked at the mostly automated setup. The organastion also plans to re-examine the entire system of food preparation to ensure the safety of the students.
    Sudershan Potbhare, in-charge of midday meal programme of Iskcon, said, "We have preserved the food sample and anyone can take it for analysis. We will cooperate with the investigation. From Monday, we will also inspect the places where the meals are served."

    Roadside eateries to register with food safety department by February 4

    CHENNAI: Street food may be off the streets soon with the Food Safety and Drug Administration department asking all food vendors and roadside eateries to register with them by February 4. 
    Food safety officials launched a spot registration drive in Anna Nagar on Thursday to bring food vendors, including restaurants, roadside eateries, tea shops, juice shops and vegetable and fruit vendors, under the purview of Food Safety and Standards Act. 
    District food safety officer S Lakshmi Narayan said close to 200 vendors in Anna Nagar were registered on Thursday. "We have conducted awareness programmes about the provisions of the act and instructed vendors to keep their premises clean. We plan to conduct similar camps in Tondiarpet, Sowcarpet, Velachery and Adyar," he said. Hotel or eatery owners can call 8682868400 for details about registration.
    As per the Food Safety and Standards Act, a licence is compulsory to run any food business with an annual turnover of more than 12 lakh. Those with a lower turnover must mandatorily register with the department. Less than 10,000 of the 23,000 identified food vendors in the city have enrolled with the department. 
    Vendors who fail to register may have to shut shop, pay fines ranging from 25,000 to 10 lakh or face imprisonment up to six months. Many vendors complain that enrollment under the act is a cumbersome procedure. 
    K T Srinivasa Raja, president of Chennai Hotels Association, said they have sought an extension of the deadline. "The stringent punishment for minor violations should be removed from the act as it would adversely affect the hotel industry," he said.

    EVEN WEDDING NEEDS TO COMPLY WITH FOOD SAFETY ACT AFTER 4TH FEBRUARY

    There is much hue and cry across the Country among trading community on account of The Food Safety and Standards Act, 2011 as the last date for obtaining Registration of Food Business Operators under the said Act is 4th February, 2014 and the traders feel that the provisions of the Act are such that no trader in the Country will be able to comply the provisions. Interestingly, the Act is applicable not only on the traders but has wider implications even on a common man as wherever the food items are served for profit or even for non-profit motive which includes even religious places like Temples, Gurudwara, Wedding or any other social function, meetings, Conferences, Seminars etc. Further, Mahila Grah Udyog, Cottage and Rural Industry, Self Employed Persons, Fishermen, Roadside Vendors, Hawkers, small and medium restaurants and food places, farmers, tribal groups, Honey Bee Collectors, slaughter Houses, small traders, traditional Halwais and even the social service schemes like Mid Day Meals etc of the Government will be under the purview of the Act. Even the enterprises involved in processing, packing, storage, distribution, imports or transportation will be liable to comply the provisions of the Act. 
    The Confederation of All India Traders (CAIT), apex body of the trading community has already submitted a detailed representation to Union Health Minister Mr. Ghulam Nabi Azad during a meeting with him on 14th January, 2014. Though Mr. Azad has assured the CAIT to defer the Act and to constitute a Joint Committee of senior Officials and CAIT representatives but in the absence of any notification of deferment so far, there is much panic among trading community of the Country since continuation of food trade without Registration will attract fine of Rs. 5 lakh and imprisonment for six months.
    Leader of Opposition in Lok Sabha Smt. Sushma Swaraj and Dr. Murli Manohar Joshi, Chairman, Public Accounts Committee of Lok Sabha has already sent communications to Mr. Azad supporting the demand of deferment of the Act raised by CAIT. Union Law Minister Shri Kapil Sibal in a deliberation held today with CAIT leaders informed that he has extensively discussed the issue with union Health Minister Shri Gulam Nabi Azad who is convinced that the Act needs a re-look raised by CAIT, the Government will take necessary steps soon.
    The Food Safety and Standards Act, 2006 was introduced by replacing the Prevention of Food Adulteration Act, 1954 and the Rules and Regulations for the said Act were made applicable on 5th August, 2011. CAIT National President Mr. B. C. Bhartia and Secretary General Mr. Praveen Khandelwal said that the Act and the Rules and Regulations are arbitrary and put unreasonable restrictions and there is no rational between the Rules and Regulations and the objects to be achieved. The Act permits Adulteration under the guise of “mis-branded”. The standard of agriculture produce cannot be uniform throughout the Country since the quality of agriculture produce depends on water use, fertility on soil, fertilizer and pesticides use, climatic conditions etc. Moreover, even the Government infrastructure to apply the Act including Testing Laboratories which is mandatory is not adequate. The Act has given discretionary powers to Authorities which will culminate into harassment and extortion.
    Both Mr. Bhartia and Mr. Khandelwal said that even for the lapses of the Government Agencies which are unable to maintain proper cleanliness in public areas, the food business operator will be penalized.” It is a mockery and an attempt to handover the food business in the Country to Multinational Companies “–said the trade leaders.

    HC refuses to vacate stay on food safety regulations

    The Karnataka High Court on Friday refused to vacate the stay on implementation of the regulations and some of the provisions of the Food Safety and Standards (FSS) Act, 2006.
    Justice A.N. Venugopala Gowda refused to vacate the stay order when the counsel for the Food Safety and Standards Authority of India (FSSAI) requested to lift the stay while pointing out that the provisions would become operational from February 4, which is the last day for the food business operators across the country to obtain licences under the new law.
    The counsel also pointed out that the other High Courts, which had earlier stayed the regulations, have already vacated the stay orders and now only in Karnataka, the implementation of regulations has been put on hold due to stay order by the court.
    However, Justice Gowda refused to alter the interim order till final order is passed on the petition, filed by the Karnataka Pradesh Hotels and Restaurants’ Association. Claiming that the new law would affect Indian traditional culinary ways, the association said it had been drafted keeping in mind the “four bread and dozen dressing” food style of the west. The new law replaced the Prevention of Food Adulteration Act, 1954.

    GMC considers issuing food licenses in residential areas

    AHMEDABAD: Even though food licenses have been made mandatory for all eateries as per the Food Safety Act, Gandhinagar is the only municipal corporation that allows eateries to function in residential areas without these licenses. Interestingly, till date there has not been any effort in the capital city to monitor food licences in such areas. 
    What the eateries would show you is the copy of the commercial tax permits that have been issued to them. "We do not have a food laboratory of our own. The food and drugs laboratory of the state is where any food that has questionable quality is sent for tests. The municipal corporation is yet to get its own food safety laboratory," says a senior official at GMC 
    The official adds, "A representation from Gandhinagar Snack vendors association was accepted by the GMC and soon procedures to issue licenses may be taken up." 
    Gandhinagar was declared a municipal corporation on March 2010 and got its first elected municipal corporation council in April 2011 and since then it has a meager budget. While essential civic services like drainage, water supply and roads are still handled by the notified authority—which functions under the roads and building department, the GMC just handled the sanitary department.

    HC directs Khyber, Kanwal, Avon to deposit Rs 10 cr within 7 days

    Srinagar, Jan 31: Jammu and Kashmir High Court today directed Khyber, manufacturers of tonned milk, Kanwal Agro Food Industry and 'AVON Agro Industries Pvt Ltd', a New Delhi based company to deposit within seven days Rs 10 crore each with Director SKIMS.
    Besides, a Division Bench comprising Justice Muzaffar Hussain Attar and Justice Tashi Rabstan also issued a notice to all the three companies to show-cause as to why, besides initial direction for depositing Rs. 10 crore each, they shall not be directed to deposit further Rs. 10 crore each in view of the report of the Director SKIMS, revealing deceases that can be caused by the material found in the adulterated brands of the companies.
    The parties have also been asked to file undertaking before the Registrar Judicial within 7 days to the effect that they will not sell the products in dispute.
    Besides, the court directed the Deputy Commissioners across the State to ensure that adulterated food items are not sold in the market in their respective districts.
    The December 23 directions were issued by the bench after perusing documents submitted by Deputy Commissioner Food Safety Kashmir. 
    The documents revealed that as per reports from Central Food Laboratory, Kolkata, tonned Khyber Milk (lot no. MD E S P 17), turmeric powder which is manufactured by AVON Agro Industries and saunf powder manufactured and marketed by Kanwal (batch-P21/B6) were found unsafe for human consumption.
    The court was hearing a PIL--Sheikh Ayoub Vs State-- seeking implementation of Food Safety and Standard Act 2006 (FSSA) to check food adulteration in the state.
    The order had come following a report by Central Food Laboratory Kolkata which found samples of some of the products manufactured by the companies as "misbranded, substandard and unsafe."
    The laboratory report had revealed that a batch of toned Khyber milk manufactured in July was found to be unsafe, misbranded and substandard. The report also suggested that detergents were also found in the sample of the milk.
    The laboratory had also declared unsafe the turmeric powder manufactured by Delhi-based AVON Agro Industries Private Limited because one of its samples showed the presence of Tartrazine (a colouring matter which can be cause of subjecting a consumer to fatal diseases).
    Similarly, the laboratory had found Carmoisine and Tartrazine in samples of a 'saunf' (fennel seeds) powder processed and sold by south Kashmir based Kanwal Agro food industries and it was also declared to be "unsafe".

    Exemption in purchase of loose edible oils extended for one year

    BHOPAL: Ahead of the implementation of food security act from Tuesday, Madhya Pradesh government once again extended its exemption on purchase of loose edible oils for a year. 
    A government press release said it was for the convenience of poor people, specially daily earners and labourers, the state government 
    It said, the state government has taken this decision in public interest in exercise of the power conferred by Food Security and Standards (Prohibition and Restrictions on Sales) Regulations, 2011. 
    It is noteworthy that poor people of the state still purchase loose edible oils out of the payment of wages on daily basis. Common man specially those belonging to labour class cannot purchase packed oil. Therefore, prohibition on sale of loose oil shall make their lives troublesome. The period has been extended in view of this, according to a press release. 
    Last year, after getting the notification from the health ministry, the Food Safety and Standards Authority of India (FSSAI) had further extended the licensing and registration deadline for Food Business Operators (FBOs) to February 4, 2014. It was the third time the country's apex food regulator has granted an extension to FBOs.

    State govt requests to reconsider FSSA provisions

    INDORE: The state government has written to the Prime Minister to urgently convene a meeting of all chief ministers to ascertain their views regarding implementation of provisions of Food Safety and Standards Act, 2006. Chief minister Shivraj Singh Chouhan has sought indulgence in keeping the implementation of the provisions of the Act under abeyance till the issues are fully resolved. 
    Chouhan said that provisions of the Act need reconsideration as they are impractical and cannot be implemented. Small business operators have been adversely hit on account of the stringent provisions of the Act. Unable to cope with the high benchmarks prescribed, which in some cases are impractical, most will be forced to close their businesses. 
    The stipulated deadline of February 4, 2014 is fixed for registration and issue of licenses to all FBOs. Madhya Pradesh has approximately 7 lakh FBOs. Referring to the previous letter of March 30, 2012, the state government has requested to reconsider the provisions as they relate to larger FBOs and to very poor and petty FBOs like street hawkers and road side vendors.

    UP government admits most milk from the state is contaminated

    You may want to think again if your milk is finding its way to Delhi from Uttar Pradesh, as a large portion of it is a toxic cocktail of white paint, caustic soda, detergent, shampoo, urea, starch and blotting paper that is harmful for the heart, lungs, liver - and can even cause cancer.
    In a startling admission, the UP government has told the Supreme Court that adulteration of milk was rampant in the state and confessed that it has failed to take effective steps to curb it.
    In an affidavit filed in court, which is hearing a PIL on the issue, Vijay Bahadur, UP government's food safety assistant commissioner, said the menace was most rampant during festival seasons when the demand peaks.
    It said that out of the 4,503 samples collected between January 2012 and May 2013, 1,280 were found to be adulterated with detergent, starch, carbohydrate and whitener.
    Another 613 samples were collected after August 2013 till now, out of which 207 were found adulterated.
    The affidavit said cases of adulteration were most acute in Faizabad, Moradabad, Agra and Saharanpur.
    The court will be taking up UP's affidavit for hearing on Thursday.

    NEW DELHI: The Supreme court today expressed concern over milk adulteration in the country and sought response from all the states on providing harsher punishment of life imprisonment to people indulging in production and marketing of spurious milk. 
    A bench headed by Justice K S Radhakrishnan said that the issue is very "serious" and asked the governments to take immediate steps to control the menace of milk adulteration. 
    It sought detailed affidavits from all the state governments on what steps they are taking to tackle the issue of adulteration and on amendment in law to make the offence punishable upto life imprisonment as has been done by Uttar Pradesh, West Bengal and Odisha. 
    The bench also pulled up the UP government for not prosecuting people indulging in milk adulteration under the stringent provision and sought details of the pending cases on the issue in the state. 
    The bench granted three weeks time to states to file their responses. 
    The bench was hearing Public Interest Litigation seeking its direction to state governments to stop practice of milk adulteration which is rampant in various states. 
    Advocate Anurag Tomar, appearing for the petitioners, contended that milk contaminated with synthetic material is being sold in various states particularly in northern states posing serious threat to the life and health of the consumers. 
    He submitted that samples collected by the Food Safety and Standards Authority of India in 2011 showed that there was largescale sale of adulterated milk across the country.

    Food Safety License’ Must for Food Business Operators

    As per a recently passed directive by Food Safety and Standards Authority of India (FSSAI), all those in food business, including road side canteens and hotels, have to obtain a license/registration under the Food Safety and Standards Act 2006, before February 4. 
    Operators running operations post 4th Feb without license would be levied a penalty upto Rs. 5 lacs and/or imprisonment upto 6 month. 
    The directive,first passed in month of November 2013, declares that all Food Manufactures, Packers, Wholesalers, Distributors & Sellers, Hotels, Restaurants, Clubs, Canteens and Caterers must have food safety license. 
    The prime objective of the directive is ensuring that the food items served are hygienic, wholesome and free of contaminants. 
    According Kailash Sharma, President, Hotel Association Udaipur, around 450 members of the association operating across various hotels in Udaipur have already applied for license.Besides the hotels, the association also has 60 restaurants as members, all of whom have also duly applied for license. 
    For those who are yet to apply for license, last date of getting the license is 4th February.The form is available for download on FSSAI’s website.

A team of officials, led by R. Ramesh Babu, Designated Officer of the department, conducted the check.

    In a release here, Mr. Babu appealed to the members of the public to contact his office by calling 04366241034 during working hours for giving vital tips about the sale of outdated bottle drinks.

    Banned tobacco products seized

    Food Safety Department officials seized banned tobacco products worth Rs. 50,000 from shops in Gobichett-ipalayam town on Wednesday morning. The raids were carried out by a team led by G. Karunanidhi, District Officer for Food Safety and Drug Control, with support from the Revenue Department. Cases would be registered against the sellers of illegal tobacco products, Mr. Karunanidhi said. But, the officials who acted on a tip-off are at a loss to make out how the illegal tobacco sale could be curbed in the long run. They say it is difficult to cut the supply line to the shops that continue to sell banned tobacco products to a trusted customer base. Officials are able to act on specific information.

    Chouhan brought to the notice of the Prime Minister extreme hardships being faced by very small food business operators (FBOs) in Madhya Pradesh. He said that entire country is facing similar problems on account of promulgation of the provisions of the Food Safety and Standards Act, 2006.
    The Chief Minister said that the State Government is deeply concerned and conscious of the need to provide safe food to the people. However, in doing so, it would not be appropriate to treat all categories of FBOs by the same yardsticks of registration.
    The Chief Minister said that another impractical provision is that the Act treats unprocessed commodities such as food grains, on the same footing as processed, packaged or cooked and ready to consume items. This has resulted in traders refusing to purchase food grains from farmers. Chouhan said that he is aware of the observations of the Supreme Court on the issue of food safety and standards.
    However, it is necessary that the Central Government place the facts in the correct perspective before the court. If this is done the court would take a reasonable view in the matter.

    Schoolkids Hospitalised after Having R-Day Refreshments

    Nearly 200 children from various schools in Kottarakkara who took part in the procession conducted as part of the Republic Day celebrations in Kottarakkara on January 26 were admitted to various hospitals with food poisoning.
    Kottarakkara police and Food Safety Officials said that the sweets and the drinks supplied during the procession were contaminated and it might have caused diarrhoea, vomiting and stomachache among the children. A procession was taken out with students after the Republic Day flag hoisting on Kottarakkara Boys Higher Secondary School Ground. Various associations and voluntary organisations supplied drinking water and sweets to the children.
    Ironically, this service turned out to be an agonising time for the students as nearly 200 pupils from Jawahar Navodaya Vidyalaya, Boys HSS, Girls HSS, Mar Thoma HS, Valakom and Mar Thoma HS, Kottarakkara are still in hospitals with stomach pain, diarrhoea and vomiting.
    The children started vomiting vigorously on Monday afternoon and were admitted to the Kottarakkara Taluk Hospital and various other private hospitals in the vicinity. There was a rush of children and parents to hospitals in Kottarakkara even on Tuesday afternoon. This created panic in the region and Food Safety officers, Police and other associations rushed to the hospitals to assess the situation.
    In the meantime, Food Safety Officer A K Mini collected samples of water and food materials supplied to the students and sent them to the Government Analytical Lab in Thiruvananthapuram. “Most probably the poisoning was caused due to contaminated water or ice. We requested the Lab to get the test results at the earliest and once we get it the real cause of this mishap can be ascertained,” said Mini.

    Fungous cakes seized

    IMPHAL, Jan 29:along with seizing some packets of fungous Sandwich Cake (real cream in between) from a Mantripukhri godown for sample reference to a food testing laboratory, Federation of Regional Indigenous Society (FREINDS) has sealed the storage facility and banned sale of the food item with immediate effect pending report of the sample examination.
    According to FREINDS secretary (Organisation) Pebam Premkumar, the Mantripukhri godown storing the food product of retail outlet Sangai Beverages Enterprises, MG Avenue was checked by its volunteers this morning based on a complaint about discovering fungus in the food cake.
    Identifying the retail trader to newspersons as one Sunil Prasad (36) s/o Jagnarayan of Bihar and the dealer as Rajendra Singh of Punjab, Sunil said during random checking by unwrapping of the food packages stored at the godown many of said cake brand were found to be fungous.
    Some of the packages were also opened before the mediapersons wherein presence of fungus could be confirmed.
    the godown storing over 50 cartons of the food item has been sealed, handful collected to be sent for testing at a food laboratory and sale of the same banned in the State with immediate effect, he maintained.
    Sunil opined that the food items might have been brought to Manipur and intentionally adulterated so that the people suffer from impotency.
    With regard to the manufacture date of food item branded 'Bisk Farm Sandwich Cake' labelled as December 2013, he said the date of manufacture being changed/rewritten on the package to mislead the consumers cannot be ruled out.
    if the manufacture date is real and duly conformed to food safety measures there should be no fungus in the food item, Sunil pointed out.

    Chouhan urges PM to convene meeting of CMs on Food Safety Act

    Madhya Pradesh Chief Minister Shivraj Singh Chouhan has written to Prime Minister Manmohan Singh demanding that implementation of the Food Safety and Standards Act 2006 be kept in abeyance until issues concerning its provisions are resolved and also urged him to convene a meeting of all chief ministers at the earliest. 
    Chouhan said certain provisions of the Act were causing extreme hardships to very Small Food Business Operators (FBO) across the country and need immediate intervention. 
    "Keeping in view the approaching deadline of February 4, for issue of licences and registration of FBOs, the impractical and unimplementable nature of the provisions, and the great turmoil that it has caused, the provisions of the Act need reconsideration and extensive discussion," Chouhan said in a letter to prime minister. 
    "The fallout of this in each state of the country also needs to be examined in detail to look for reasonable solutions. I request you, therefore, to urgently convene a meeting of all chief minsters to ascertain their views on the subject. 
    "Till the time the issues are fully resolved, I seek your indulgence in kindly keeping the implementation of the provisions of the Act under abeyance," Chouhan said. 
    He also highlighted that there are approximately seven lakh FBOs, including street hawkers and roadside vendors, in Madhya Pradesh and the provisions of the Act affect all of them in the same way. 
    "This (street hawkers and roadside vendors) segment, specially has been very adversely hit on account of the stringent provisions of the Act. Unable to cope with the high benchmarks prescribed, which in some cases are impractical, most will be forced to close their businesses," Chouhan added.

    FDA registers 17,000 food vendors during drive, issues licences to 352

    NASHIK: The spot registration drive launched by the Nashik divisional office of the Food and Drug Administration (FDA) is receiving good response, as the FDA has registered 16,945 businesses and issued licences to 352 food-related businesses across the division in the last 21 days.
    The division includes five districts - Nashik, Ahmednagar, Jalgaon, Dhule and Nandurbar. The FDA had launched a month-long spot registration drive in the division from January 7, which will continue till February 5. Thereafter, legal action will be taken against those food businesses which are found carrying out their activities without registration or licence.
    As per the new Food Safety and Standard Act which came into effect from August 5, 2011, it is mandatory for businesses with an annual turnover of over Rs 12 lakh to have licences. Besides, business with a turnover of less than Rs 12 lakh are required to get registered by paying just Rs 500 and Rs 100 as annual renewal charges, while the license fee is Rs 2,000.
    Speaking to TOI, Chandrakant Pawar, joint commissioner (food), Nashik division of FDA, said, "Our objective is to register of all food-related businesses across the division. We have launched a month-long spot registration drive to register businesses and issuing licences. We have really received a very good response so far. In the past 21 days (from January 7 to 27), we have registered 16,945 businesses and issued licences to 352 businesses in the division. We have formed teams comprising our officials across the division for the drive."
    Of the total registrations, 3,765 businesses have been registered in Nashik district, 7,279 in Ahmednagar, 4,060 in Jalgaon and 1,841 in Dhule and Nandurbar districts. Besides, licences have been issued to 352 industries in the division, including 173 in Nashik, 72 in Ahmednagar, 23 in Jalgaon and 84 in Dhule and Nandurbar districts.
    "Besides spot registrations, we have also set up separate sections in all our district offices to facilitate registration and issuance of licences. The drive will continue by February 5. Thereafter, we will take legal action against those businesses which are found without registrations and licences," Pawar added

    What is the procedure for obtaining a License as per FSSAI Guidelines? Is there a separate application form for renewal of the License?

    The Food Business Operators seeking a new license or looking to renew their existing license have to apply through application form B, so there is just one application form for either applying for a new license or to renew the existing license of a food business.
    The procedure for obtaining a license: 

    1. Application for License shall be made in FORM B to the concerned central licensing authority or the state licensing authority, based on the eligibility criteria for the food business..(See – Regulation 2.1.2, Regulation 2.1.3 and Regulation2.1.7 of FSS ACT/RULES&REGULATIONS
    2. The application shall be accompanied by a self attested declaration in the specified format declaring that he conforms/shall conform to the Food Safety and Standards Act,Regulations/Bye Laws and shall follow the guidelines on Hygiene and Sanitary Practices provided under Schedule – 4 of the Registration and Licensing Regulations, along with the requisite documents and requisite license fee. 
    3. The Authorities will carry out inspection of the food business. 
    4. The license shall be issued by the concerned licensing authority within a period of 60 days. 
    5. If from the date of making the completed application, a license is not issued within 60 days or the applicant has not received any intimation in this regard the applicant may commence his food business without waiting for further communication. 
    Important 
    * The Food Business Operators who are applying for the renewal of the license have to apply atleast 30 days prior to the expiry date of the license 
    * The last date for registration of the existing food businesses under the Food Safety and Standards Act, 2006 is ending on February 4, 2014 and for the new businesses, FBOs can continue apply for the registration but they shall only allowed to start their business operations once permitted from the concerned authorities.

    ‘Packaged drinking water cannot be produced, sold without BIS mark’

    Regulatory body makes assertion in affidavit to National Green Tribunal, Southern Bench 
    The Food Safety and Standards Authority of India (FSSAI), the highest regulatory body in the country, said no person should manufacture or sell ‘packaged drinking water’ without the Bureau of Indian Standards (BIS) certification mark.
    FSSAI made this assertion in the form of a counter affidavit filed before the National Green Tribunal, Southern Bench, which was hearing a suo motu matter related to the quality of water supplied by local bodies such as Chennai Metrowater. 
    Taking suo motu notice of a letter sent by a public-spirited person, the Tribunal, in August 2013, had issued notices to the State agencies and FSSAI. The Tribunal was conducting a hearing on another suo motu matter related to illegal packaged drinking water units based on a report published in The Hindu. 
    When the matter came up for hearing before the Bench comprising Justice M. Chockalingam and Prof. R. Nagendran, the counter affidavit was filed by a counsel for FSSAI.
    The counter said after the enactment of the Food Safety and Standards (FSS) Act, 2006, the FSSAI was the competent authority to ensure availability of safe and wholesome food for human consumption. 
    The FSSAI also said the question raised by the complainant would not fall within the ambit of the National Green Tribunal Act, 2010. 
    “Mere supply of drinking water by the State machinery/instrumentality to its people, in view of its constitutional duty, will not per se attract the provisions of the FSS Act and the National Green Tribunal Act, and as such, the contention of the complainant is misplaced and misconceived,” said FSSAI.
    However, FSSAI said the specifications of packaged drinking water had already been prescribed. 
    “As per Food Safety and Standards Regulations 2011, no person shall manufacture, sell or exhibit for sale packaged drinking water under the BIS certification mark,” it said.

    MP’s traders should purchase farmers’ product without worry: CM

    Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that Madhya Pradesh’s traders should purchase farmers’ product without worry. They should not stop purchasing farmers’ products having become sub-standard due to apprehension of provisions of Food Safety and Standards Act 2006. No action will be taken against traders on purchase of farmers’ products. On the Chief Minister’s assurance, traders’ associations decided to call off strikes in Mandis.
    Chief Minister Shri Chouhan assured a delegation of traders here today that a permanent solution will be evolved regarding difficulties being caused to farmers and traders by provisions of Food Safety and Standards Act. He said that traders and farmers from almost all places have informed about difficulties due to this Act. State’s 37 Mandis’ are shut due impractical provisions of the act. The Prime Minister and presidents of all major opposition parties will be apprised of difficulties cropping up due to this Act’s provisions. A meeting of Chief Ministers of all states will be convened on the issue to suspend the Act’s implementation with immediate effect and make its provisions practical and later the Prime Minister will be urged in this regard. He said that this Act should be streamlined. The delegation was led by School Education Minister Shri Paras Jain.

    How safe is the colour in your cola?


    The U.S. Food and Drug Administration says there's no reason to believe that the colouring added to sodas is unsafe. But the agency is taking another look just to make sure. The agency's announcement comes in response to a study by Consumer Reports that shows 12 brands of soda have varying levels of 4-methylimidazole -- an impurity found in some caramel colouring.
    The FDA says it has studied the use of caramel as a flavour and colour additive for decades but will review new data on the safety of 4-methylimidazole. The agency did not provide details about the data. "These efforts will inform the FDA's safety analysis and will help the agency determine what, if any, regulatory action needs to be taken," said FDA spokeswoman Juli Putnam. The agency monitors food and drug safety.
    There are no federal limits on the amount of 4-methylimidazole in food and drink. The substance is formed in some caramel coloring at low levels during the manufacturing process. The FDA says it also can occur in trace amounts when coffee beans are roasted or some meats are grilled.
    The Consumer Reports study urged the agency to set a maximum level of the substance when it is artificially added to foods or soda, to require labeling when it is added and to bar products from carrying the "natural" label if they contain caramel colours.
    "There is no reason why consumers need to be exposed to this avoidable and unnecessary risk that can stem from colouring food and beverages brown," said Consumer Reports' Dr. Urvashi Rangan, a toxicologist and lead investigator on the study.
    Though studies have not been conclusive about whether 4-methylimidazole is a carcinogen, California includes it on the state list of carcinogens and a state law mandates a cancer warning label on products that have a certain level of the substance. In reaction to that law, Coke, Pepsi and other soft drink makers have directed their caramel-colour suppliers to reduce the levels of 4-methylimidazole. It is not found in all caramel colourings.
    Over an eight-month period, the study found that single 12 oz. servings of two beverages purchased in California, Pepsi One and Malta Goya, exceeded the 29 micrograms of 4-methylimidazole that are the threshold per day in California but carried no warning. Consumer Reports has asked the California attorney general's office to investigate; a spokesman for the attorney general says the office is reviewing the request.
    PepsiCo spokeswoman Aurora Gonzalez said the company is "extremely concerned" about the study and believes it is factually incorrect. Gonzalez said the average amount of soda consumed daily by those who drink it is less than the 12-ounce can Consumer Reports used as its basis for measurement. As a result, she said people are not exceeding the limit of 29 micrograms a day.
    But PepsiCo did not provide details about how it arrived at its conclusions of daily soda consumption. "All of Pepsi's products are below the threshold set in California, and all are in full compliance with the law," she said.
    A spokeswoman for the Centers for Disease Control and Prevention could not point to any recent data on daily consumption of all sodas, but Beverage Digest, a trade publication that tracks the industry, says per capita consumption of carbonated soft drinks in the U.S. is 1.3 cans of soda a day.
    The drinks tested were Sprite, Diet Coke, Coca-Cola, Coke Zero, Dr Pepper, Dr. Snap, Brisk Iced Tea, A&W Root Beer, Pepsi, Diet Pepsi, Pepsi One and Goya Malta. Consumer Reports said there was no significant level found in Sprite, and consistently low levels were found in Coke products.

    February 4 deadline to register food business

    NOIDA: As the licensing of Food Business Operators (FBOs) have been made mandatory by the Food Safety and Standards Authority of India (FSSAI), food safety officials of Gautam Budh Nagar are organising a camp on Tuesday inviting operators to get their registration done. With the new move, no person shall partake in any food business without a license. The last date of registration is February 4.
    Food Safety Officer, S N Singh, said that a camp will be organised on 28 January at the CMO office in Sector 39 to register food vendors and provide them with licenses. "The camp will be organised in accordance with the directions of FSSAI to provide licenses to all food vendors," he said.
    Officials said FBOs include all food manufacturers, packers, wholesalers, distributors and sellers. "All hotels, restaurants, clubs, canteens, caterers, food transporters, food storage establishments and food processing units will also have to get licence to run their business," the Authority's website stated.
    The process from registration to getting the licence may take up to two months. Officials said that those operating their business without a license will be penalized up to Rs 5 lakh and jailed up to six months.
