Codex committee to discuss quality standards for spices

Experts from over 36 countries and three International observation organisations will deliberate on setting up quality standards for 10 spices at the Codex Committee on Spices and Culinary Herbs (CCSCH) to be held in Goafrom September 14 to 18. 
The 'Codex Standards' for the spices is being discussed at the second session of CCSCH under Codex Alimentraius Commission (CAC), Rome, to ensure fair trade practices and better returns to farmers, according to a release. 
While, India has submitted proposals to set up standards for Dried Chilli, Ginger and Garlic, Egypt has submitted proposal for Basil and Coriander, Indonesia for Nutmeg,Nigeria for Cloves and Ginger, Iran for Saffron andArgentina for Paprika, it said. 
"The initiative of India and Spices Board through CCSCH are aimed at harmonising global standards for Spices and culinary herbs" A Jayathilak IAS, Co-coordinator for CCSCH, said. 
"Codex standards ensure common quality standards for spices among spices exporting countries, thus helping to eliminate potential distortion in exports due to diverse food quality legislations by different countries," he said. 
The Electronic Work Group constituted in the first session of CCSCH will also deliberate a report on the grouping of spices and standards of BWG Pepper, Cumin, Thyme and Oregano. 
Nearly 120 delegates from over 36 countries will attend the CCSCH, which is being hosted by the Spices Board on behalf of India. 
The function will be inaugurated by Ashish Bahuguna, the Chairman of the Food Safety and Standards Authority of India on September 14, 2015.

வெள்ளை உணவின் கறுப்புப் பக்கம்



இன்றைக்கு உணவகங்களுக்குச் சென்று இரவு உணவு சாப்பிடும் பெரும்பாலோரின் விருப்ப உணவாக இருப்பது பரோட்டா அல்லது புரோட்டா.
இந்தப் பரோட்டா தயாரிக்கப் பயன்படுவது ‘வெள்ளை கோதுமை’ என்றழைக்கப்படும் மைதா.கோதுமை மிகப் பழமையான தாவரப் புரதம். கோதுமையில் புரதம் மாவு வடிவில் இருப்பதால், 99 சதவீதம் எளிதில் ஜீரணமாகிவிடும். ஆனால், மைதா அப்படிப்பட்டதல்ல என்கிறது ஏற்காடு இளங்கோ எழுதிய ‘பரோட்டா’ என்ற புத்தகம்.
மைதா என்பது கோதுமையின் எண்டோஸ்பெர்மில் இருந்தே தயாரிக்கப்படுகிறது. எண்டோஸ்பெர்ம் எனப்படும் கோதுமையின் உள்பகுதியை அரைத்தால், மஞ்சள் நிறத்தில் இருக்கும். இதனுடன் அசோடிகார் போனமைட், குளோரின் வாயு, பென்சாயில் பெராக்சைடு போன்ற வேதிப்பொருட்கள், மிருதுவாக மாற்ற அலக்ஸான் எனும் வேதிப்பொருள் போன்றவை சேர்த்துத் தயாரிக்கப்படுகிறது மைதா.
மாவை பிளீச் செய்யப் பயன்படும் பென்சாயில் பெராக்சைடு வேதிப்பொருளுக்குச் சீனா, ஐரோப்பிய ஒன்றியம், பிரிட்டன் உள்ளிட்ட பல நாடுகளில் தடை விதிக்கப்பட்டுள்ளது. மரவள்ளிக் கிழங்கிலிருந்தும் மைதா தயாரிக்கப்படுகிறது.
இந்த மைதாவில் சர்க்கரைச் சத்தைக் கொண்ட 100 சதவீத ஸ்டார்ச் எனப்படும் கார்போஹைட்ரேட் மட்டுமே உள்ளது. நார்ச்சத்து, வைட்டமின், புரதம் போன்ற எதுவுமே இருக்காது. இதனால் எளிதில் ஜீரணமாகாது.
பரோட்டா சாப்பிடுவதால் உயர் ரத்தஅழுத்தம், மாரடைப்பு, இதய நோய்கள், உடல் பருமன், புற்றுநோய், நீரிழிவு நோய், சிறுநீரகக் கல், மன அழுத்தம் போன்ற நோய்கள் ஏற்படலாம். பரோட்டா மட்டுமல்லாமல் மைதா மூலம் தயாரிக்கப்படும் எல்லாப் பேக்கரி உணவுகளாலும் இந்த நோய்கள் வரக்கூடும் என்று எச்சரிக்கிறது.

கொஞ்சம் அமுதம் கொஞ்சம் நஞ்சு - 13: எண்ணெய்க்குத் தடை அவசியமா?


சுத்திகரிக்கப்பட்ட சமையல் எண்ணெய் ஏற்படுத்தும் ஆபத்து தொடர்பாக டெல்லி சி.எஸ்.இ.யின் (அறிவியல் மற்றும் சுற்றுச்சூழல் மையம்) பரிசோதனை முடிவு வெளியாவதற்கு முன், அது பற்றி பெரிய விழிப்புணர்வு இல்லை.
சி.எஸ்.இ. மாசுபாட்டு கண்காணிப்பு ஆய்வகம் சந்தையில் பாக்கெட்களில் அடைத்து விற்கப்படும் 30 எண்ணெய் மாதிரிகளை 2009-ல் பரிசோதனைக்கு எடுத்துக்கொண்டது. இவற்றில் இருக்கும் கொழுப்பு அமிலங்கள், டிரான்ஸ் ஃபேட் தொடர்பாக ஆய்வு நடத்தப்பட்டது.
விதி மீறல்
அதிகாரப்பூர்வ வேதி பகுப்பாய்வாளர்கள் சங்கம் (Association of Official Analytical Chemists - AOAC) வகுத்துள்ள முறைப்படி சூரியகாந்தி, கடுகு, தேங்காய் எண்ணெய் ஓரளவு ஹைட்ரஜனேஷன் செய்யப்பட்ட எண்ணெய் (வனஸ்பதி), நெய், வெண்ணெய், சோயா எண்ணெய் போன்றவற்றில் இருக்கும் கொழுப்பு அமிலங்கள் பரிசோதிக்கப்பட்டன.
மொத்த எண்ணெயில் 2 சதவீதம் மட்டுமே டிரான்ஸ் ஃபேட் இருக்க வேண்டும் என்கிறது டென்மார்க் தர மதிப்பீடு. ஆனால் ஆய்வுக்கு உட்படுத்தப்பட்ட அனைத்து வனஸ்பதி மாதிரிகளிலும் டிரான்ஸ் ஃபேட் 5 முதல் 12 மடங்கு அதிகமாக இருந்தது.
ஆபத்துகள்
எண்ணெய் சுத்திகரிப்பு நடைமுறையின் ஒரு பகுதியான ஹைட்ரஜனேஷன் காரணமாகவே டிரான்ஸ் ஃபேட் உருவாகிறது. இது உடலுக்குப் பெரும் ஆபத்தை ஏற்படுத்தக்கூடும். ஹெச்.டி.எல். என்ற நல்ல கொழுப்பை இது குறைப்பதால் இதயக் கோளாறு, பெண்களிடையே மலட்டுத்தன்மை, நீரிழிவு, அல்சைமர் நோய் போன்றவற்றை உருவாக்கக் கூடும். அத்துடன் மார்பகப் புற்றுநோய்க்கும் டிரான்ஸ் ஃபேட்டுக்கும் தொடர்பு இருப்பதாக ஃபிரெஞ்சு ஆராய்ச்சியாளர்கள் கூறுகிறார்கள்.
இந்த ஆபத்துகள் காரணமாகச் சமையல் எண்ணெயில் டிரான்ஸ் ஃபேட் இருப்பது பல நாடுகளில் தடை செய்யப்பட்டுள்ளது, தரக்கட்டுப்பாட்டுக்கு உட்படுத்தப் பட்டுள்ளது. அமெரிக்காவின் பல மாகாணங்களில் உணவில் டிரான்ஸ் ஃபேட் தடை செய்யப்பட்டுள்ளது.
இந்திய நிலை
வனஸ்பதியைப் பயன்படுத்த வேண்டாம் என்று உலகச் சுகாதார நிறுவனம் எச்சரித்து இருக்கிறது. ஓரளவு ஹைட்ரஜனேஷன் செய்யப்பட்ட (வனஸ்பதி போன்ற) சமையல் எண்ணெயை மூன்று ஆண்டுகளில் கைவிட வேண்டும் என்று அமெரிக்காவில் உத்தரவிடப்பட்டுள்ளது. ஆனால், இந்தியாவில் சமையலில் மட்டுமல்லாமல், ஜங்க் ஃபுட் எனப்படும் சக்கை உணவுத் தயாரிப்பிலும் வனஸ்பதி பெருமளவு பயன்படுத்தப்படுகிறது.
இந்தியச் சமையல் எண்ணெய் சந்தையைக் கட்டுப்பாட்டில் வைத்திருக்கும் பன்னாட்டு நிறுவனங்களும், உள்நாட்டு பெருநிறுவனங்களும் சமையல் எண்ணெய்க்குத் தரக்கட்டுப்பாடு விதிக்கப்படுவதை மறைமுகமாகத் தடுத்துவந்தன.
மற்ற எண்ணெய் வகை
வனஸ்பதியைத் தவிர்த்த மற்ற எண்ணெய் வகையில் டிரான்ஸ் ஃபேட் இல்லை என்றாலும், அவை உடலுக்கு ஆரோக்கியமானவை என்பதற்கு உத்தரவாதமில்லை.
சுத்திகரிக்கப்பட்ட எண்ணெய் வகையில் பாலி அன்சாச்சுரேடட் கொழுப்பு அமிலங்களும், சாச்சுரேடட் கொழுப்பு அமிலங்களும் 0.8-1 என்ற விகிதத்திலும், ஒமேகா 6 மற்றும் ஒமேகா 3 துணைப் பொருட்கள் 5-10 என்ற விகிதத்தில்தான் இருக்க வேண்டும். ஆனால், சந்தையில் கிடைக்கும் எந்தச் சுத்திகரிக்கப்பட்ட எண்ணெயும் இந்த விகிதங்களுடன் இல்லை.
புதிய கட்டுப்பாடு
சி.எஸ்.இயின் சமையல் எண்ணெய் தொடர்பான ஆய்வு முடிவு 2009-ல் வெளியிடப்பட்டாலும், சமையல் எண்ணெயில் டிரான்ஸ் ஃபேட் அளவு 10 சதவீதத்துக்குள் இருக்க வேண்டும் என்ற கட்டுப்பாட்டை 2013-ல்தான் எப்.எஸ்.எஸ்.ஏ.ஐ. அறிவித்தது.
சமீபத்தில் சுத்திகரிக்கப்பட்ட சமையல் எண்ணெயில் உள்ள டிரான்ஸ் ஃபேட்டின் அளவை 10 சதவீதத்தில் இருந்து 5 சதவீதமாகக் குறைத்து எப்.எஸ்.எஸ்.ஏ.ஐ. அறிவித்துள்ளது. அதன்படி சந்தையில் கிடைக்கும் சமையல் எண்ணெய், கொழுப்பில் டிரான்ஸ் ஃபேட்டின் அனுமதிக்கப்பட்ட அதிகபட்ச அளவை 2016 ஆகஸ்ட் மாதம் முதல் 5 சதவீதமாகக் குறைக்க வேண்டும்.
இப்போதாவது வந்ததே
இது தாமதமான ஓர் அறிவிப்பு என்றாலும் வரவேற்கத்தக்கதே. இந்த நடவடிக்கை உண்மையிலேயே நடைமுறைப்படுத்தப்பட்டால், டிரான்ஸ் ஃபேட் காரணமாக இந்தியாவில் பெருகிவரும் தொற்றா நோய்கள் கட்டுப்படுத்தப்படும். எதிர்காலத்தில் டிரான்ஸ் ஃபேட் முற்றிலும் இல்லாத சமையல் எண்ணெய்கள் மட்டுமே சந்தையில் விற்பனை செய்யப்பட வலியுறுத்த வேண்டும் என்கிறார் சி.எஸ்.இ. தலைமை இயக்குநர் சுனிதா நாராயண்.
எந்த எண்ணெய் நல்ல எண்ணெய்?
சுத்திகரிக்கப்பட்ட எண்ணெய் வேண்டாம் என்று நினைத்தால், அதற்கு மாற்று என்ன? செக்கில் ஆட்டிய எண்ணெய்தான் என்கிறார்கள் உணவு நிபுணர்கள். இது தொடர்பாகப் பாதுகாப்பான உணவுக் கூட்டமைப்பின் அனந்து என்ன சொல்கிறார்:

ஒரு நிலப்பகுதியில் குறிப்பிட்ட பருவத்தில் விளையும் எண்ணெய் வித்துகளைப் பயன்படுத்துவதே உடலுக்கு ஆரோக்கியம் தரும். பழங்காலத்தில் பருவநிலைக்கும் தட்பவெப்பத்துக்கும் உகந்த எண்ணெய் வகை மட்டுமே புழக்கத்தில் இருந்தன.
நிறம், மணம்
அது மட்டுமல்லாமல் ஓர் எண்ணெய் வகை எந்த வித்திலிருந்து எடுக்கப்படுகிறதோ, அந்த நிறத்தில் இருப்பதுதான் சரியானது. எள்ளில் இருந்து எடுக்கப்படும் நல்லெண்ணெய் அடர்த்தியான நிறத்தில்தான் இருக்க வேண்டும், வெள்ளையாக இருக்கக்கூடாது. அதுவும் நல்லெண்ணெய் செக்கில் ஆட்டி வந்திருந்தால், கரும்பழுப்பு நிறத்திலிருக்கும்.
வித்துக்கு உரிய நிறம், மணம், பிசுபிசுப்பு இருந்தால்தான், ஓர் எண்ணெய் சத்துமிக்கதாகவும் உரிய குணங்களுடன் இருக்கும். செக்கில் ஆட்டப்பட்ட எல்லா எண்ணெய் வகைகளிலும் இந்த அம்சங்களைப் பார்க்கலாம்.
நல்ல சத்துகள்
நவீன உணவியலில் 'கொழுப்பு' என்பது கெட்டவார்த்தை ஆக்கப்பட்டுவிட்டது. நமது உடலுக்குக் கொழுப்புச் சத்து மிக முக்கியம். கொழுப்பின் மூலமாகத்தான் நமது உடல் 'ஏ' உள்ளிட்ட சில வைட்டமின்களைக் கிரகித்துக்கொள்கிறது. கொழுப்பு மட்டுமல்லாமல் புரதம் மற்றும் பல சத்துகள் எண்ணெயிலிருந்து கிடைக்கின்றன.
நம் உடலுக்கு மிக அவசியமானது லாரி அமிலம். இது தாய்ப்பாலிலும் தூய்மையான தேங்காய் எண்ணெயிலும் மட்டுமே உள்ளது. இதய நோய்க்கு நல்லெண்ணெயை நோய்முறிப்பாக (antidote) கூறுகிறது ஆயுர்வேதம்.
பிரச்சினைகள்
அதேநேரம் ரீஃபைன்டு எண்ணெய் வந்த பிறகுதான், இதய நோய்கள் அதிகரித்தன. புற்றுநோய் உள்ளிட்டவை பெருகின. அதி வெப்பத்துக்குக் கொதிக்க வைத்த எண்ணெய் கல்லீரல் உள்ளிட்ட உறுப்புகளுக்குக் கேடு விளைவிக்கும்.
கண்ட எண்ணெயில் பொரிக்கும் பழக்கத்தையும், பொரித்த பண்டங்களை உட்கொள்வதையும் நிறுத்த வேண்டும். அப்படிச் செய்தால் ரத்தக்கொதிப்பு, நீரிழிவு, இதய நோய் போன்ற தொற்றா நோய்களில் இருந்து தப்பிக்கலாம்.
அருகில் உள்ள இயற்கை அங்காடிகளில் செக்கில் ஆட்டிய எண்ணெயைத் தேடி வாங்குவது நல்லது. அப்போதும்கூட மிதமான அளவிலும் சுழற்சி முறையில் பல்வேறு எண்ணெயைப் பயன்படுத்துவதுதான் சிறந்த ஊட்டச்சத்து பலனைத் தரும்.
முந்தைய வாரங்கள்
'கொஞ்சம் அமுதம் கொஞ்சம் நஞ்சு' தொடரில் கடந்த 12 வாரங்களில் பதப்படுத்தப்பட்ட, பாட்டிலில் அடைக்கப்பட்ட உணவுப் பொருட்களில் உள்ள பிரச்சினைகள், அவை ஏற்படுத்தும் உடல்நலக் கோளாறுகள் பற்றி பார்த்தோம். மேகி நூடுல்ஸில் உள்ள காரீயம் மற்றும் மோனோ சோடியம் குளூட்டமேட், தேனில் உள்ள ஆன்ட்டிபயாட்டிக், கறிக்கோழியில் உள்ள ஆன்ட்டிபயாட்டிக், பாட்டில் குடிநீரில் உள்ள பூச்சிக்கொல்லிகள், மென்பானங்களில் உள்ள பூச்சிக்கொல்லிகள், சுத்திகரிக்கப்பட்ட எண்ணெய் வகையில் உள்ள டிரான்ஸ் ஃபேட் ஆகியவற்றை அலசினோம்.
இத்தொடரில் விவாதிக்கப்பட்டுள்ள பிரச்சினைகள், பதப்படுத்தப்பட்ட உணவுப் பொருட்கள் ஏற்படுத்தும் பிரம்மாண்டப் பிரச்சினைகளின் ஒரு சிறு நுனிதான். அறிவியல்பூர்வ பரிசோதனைகளின் அடிப்படையில் பெறப்பட்ட முடிவுகளைக்கொண்டு மட்டுமே இந்தத் தொடரில் விவாதிக்கப்பட்டுள்ளது. பதப்படுத்தப்பட்ட உணவுப் பொருட்கள் ஏற்படுத்தும் பிரச்சினைகள் பற்றி யூக அடிப்படையில் எழுப்பப்படும் பிரச்சினைகள் ஆயிரக்கணக்கில் இருக்கின்றன. இன்னொரு முறை அது தொடர்பாக அலசுவோம்.

Health ministry starts process for amendment to FSS Rules; MoFPI has no say

The government has decided to review the rules and regulations governing Indian food industry. The review is being done on two fronts, FSS Rules and Regulations 2011 by ministry of health and Product Approval regulation by Food Safety and Standards Authority of India (FSSAI). 
Health ministry, in its notice dated September 3, 2015, states that it has invited comments-views-suggestions, if any, for a review of FSS Rules that may be forwarded to the under secretary (food), department of health and family welfare, on or before September 24, 2015, while the apex food regulator has invited law firms to help in framing guidelines for Product Approval to bring necessary regulation in place of Product Approval advisory quashed by the Bombay High Court in its order. 
The food industry is waiting with bated breath, as what will be formulated by the two agencies to govern them.
The review of FSS Rules, 2011, deals largely with the enforcement issues and it is a welcome step, said N M Kejriwal, chairman, PHD Chambers’ Committee on Agribusiness. He however adds that the government had identified only few points to amend the rules while it needs to do much more to review the Act in totality.
He further pointed out that the industry would like to see what came out with regards to rules for Product Approval and to what extent it might help them. He also raised a point that the industry expected the report by the Task Force on Product Approval to be made a public document.
Meanwhile, ministry of food processing industries (MoFPI) appears to be caught in the row sans an impact. Industry experts state that in spite of the key role the ministry plays for the industry, in this case, it appears helpless with regard to influencing policy making.
Such is the perception in the industry that MoFPI, although vocal about the concerns faced by the food industry, is not really able to help the industry much.
The Indian food industry is virtually on its own, says another industry representative.
However, Harsimrat Kaur Badal, Union minister for food processing industries, was able to push for a Task Force for a better coordination between the two ministries - health and food processing. It was the result of a direct intervention by PMO on an appeal made by Badal.
But similar was the case last year when despite PMO level intervention, the FSSAI stood firm on not giving NOC to the Product Approval applications for proprietary food.

FSDA collects ‘prasad’ from Banke Bihari temple

AGRA: A few months ago in July, priests at Banke Bihari were fined for offering 'prasad' to UP chief secretary inside temple premises in violation of norms. 
Now, the 'prasad' is back in the news. Food Safety and Drug Association (FSDA) officials have collected samples of the 'prasad' being sold and distributed in the temple to test its quality. They also collected the sample of the food being served to Lord Krishna as 'bhog prasad'. 
The samples were collected following a complaint by Samajwadi Party leader Ram Gopal Yadav. He visited Mathura on September 2 for the inauguration of Govardhan tehsil. Yadav claimed that he fell ill after consuming the 'prasad' of the Banke Bihari temple. He ordered the district administration to check the quality of the 'prasad' being sold and distributed in the temple. 
The FSDA team allgedly faced resistance from the temple committee officials while collecting the samples. A team of FSDA headed by food officer A K Gupta visited Banke Bihari temple on Thursday evening and collected the samples of the 'prasad' being distributed to devotees and the sweets being sold in the shops situated nearby. 
Both temple authorities and local shopkeepers resisted the FSDA team's attempt to collect samples of the 'prasad'. It was only after the DM's intervention that they submitted the samples to the FSDA team. 
The FSDA team also collected the sample of the food being served to Lord Krishna as 'bhog prasad'.
The team visited the kitchen where food items for the 'bhoj' were being prepared. This created panic among the temple authorities who refused to allow food samples to be taken by the food safety team. Later, the DM called up the temple authorities and persuaded its officials to allow the team to collect the food samples. 
"We have collected the 'boondi' samples which were being prepared in the temple kitchen. All the samples will be sent to the laboratory for testing," said food safety officer OP Singh. 
Senior member of Banke Bihari Temple Committee Nand Kishore Upmanyu said the temple committee would cooperate with the FSDA team at every step. 
He said cleanliness and hygiene, both are being taken care of, while preparing the 'bhog prasad' for the Lord.

How safe is the food in your fridge?

September has been national food safety month for a long time. Each year a special topic is chosen to focus on and this year it is refrigeration.
So the first question I ask you, “Do you know how cold your refrigerator is?” When I ask the question I often hear, “I can feel it when I open it! Anyway, I have a dial to adjust the temperature.”
Here is the fact: Unless you have thermometers built into your fingers, you need to use a thermometer to ensure your refrigerator is at or below 40 °F. And that dial? Important, but it is not a thermometer.
Research has shown that as many as 43 percent of home refrigerators have been found to be at temperatures above 40°F, putting them in the food safety “danger zone” where harmful bacteria can multiply and make you and your family sick.
Help slow the growth of bacteria by using a refrigerator thermometer to tell if your refrigerator is at 40°F or below. And if it isn’t? Use that dial to adjust the temperature so it will be colder. Then, use your refrigerator thermometer to measure again.
The second part of food safety in the refrigerator is to plan to prevent that cross-contamination doesn’t happen. The refrigerator is cold but cross-contamination can and does happen. You need to know that bacteria can survive and some can even grow in cool, moist environments like the refrigerator. In fact, listeria bacteria can grow at temperatures below 40°F.
To reduce the risk of cross-contamination in your refrigerator: Keep fresh fruits and vegetables separate from raw meat, poultry, seafood and eggs; clean up food and beverage spills immediately; and clean your refrigerator regularly with hot water and liquid soap. Don’t forget to clean the refrigerator walls and the undersides of shelves.
Now the subject of “I left some food out all day, but if I put it in the fridge now, the bacteria will die.” This is not true, refrigerator temperatures can slow the growth of bacteria, but will not stop the growth of bacteria in food. If food is left out at room temperature for more than two hours, putting it into the refrigerator will only slow bacterial growth, not kill it.
Protect your family by following the two-hour rule —refrigerate or freeze meat, poultry, seafood, eggs, cut fresh fruits and vegetables, and all cooked leftovers within 2 hours of cooking or purchasing. Refrigerate within one hour if the temperature is above 90 degrees F. While refrigeration does slow bacterial growth, most perishables will only keep for a few days in the refrigerator. To keep perishables longer than a few days — like most meat, poultry and seafood — you can freeze them.
The last part of our food safety and the refrigerator is about the produce bin. Some of you may think that because I only put fruit and vegetables in there you don’t have to worry about keeping it clean. The fact is: naturally occurring bacteria in fresh fruits and vegetables can cause cross-contamination in your refrigerator.
A recent National Science Foundation International study found that the refrigerator produce compartment was the No. 1 “germiest” area in consumers’ kitchens. To prevent the buildup of bacteria that can cause food poisoning, it is essential to clean your produce bin and other bins in your refrigerator often with hot water and liquid soap, rinse thoroughly, and dry with a clean cloth towel or allow to air dry outside of the refrigerator.

The Indian Institute of Crop Processing Technology (IICPT) and the Central Food Technological Research Institute, Mysore, organised jointly a stakeholders’ meet for the agriculture and food industry here on Friday in which a large number of farmers, scientists, and students were exposed to a range of avenues that could provide the right platform for post-harvest production techniques for value addition of crops.
Presiding over the programme, IICPT Director K. Singaravadivel pointed out that providing education and training for creating strong human resource capacities for the food processing industry was the need of the hour. The IICPT was involved in offering research and development services for solving problems of producers and food processing industries on preservation and value addition.
The institute offered hands on and skill-oriented short-term training programmes on food processing technologies and handling of analytical equipment on testing food quality and safety, he said.
CFTRI Director Prof. Ram Rajasekharan called upon delta farmers to raise diverse agricultural products depending on the soil and other climatic conditions. “Go beyond just paddy cultivation and we will provide the technological and training back up.” Innovate and earn was the current concept and farmers needed to take that into consideration by growing pulses, millets and oilseeds, he said.
Periyar Maniyammai University vice-chancellor N. Ramachandran counselled farmers to embrace recent and emerging technologies to make agriculture a viable venture.
He advised farmers to keep abreast of the latest governmental schemes to derive full benefit out of them.
R. Sankaran, Director, Frigoscan Food Limited, Chennai, stressed the need for delta farmers to nurture entrepreneurial skills if they had to compete with the global trendsetters in agriculture and food processing industry.
CFTRI scientists Dr. Arunkumar and Dr. L. Prasanna Anjaneya Reddy conducted technical sessions of agro technology of processing Quinoa, a South American grain crop grown primarily for its edible seeds, and Chia, a plant of Mexican and South American origin and well known for its “neutraceutical” value.
They pointed out that Quinoa and Chia were gaining wider currency as ``super food'' in India and in the international market.

திண்டுக்கல்:பள்ளி, அங்கன்வாடி மையம், அரசு மாணவர் விடுதிகளில் வழங்கப்படும் உணவு, சத்துமாவு போன்றவற்றை கண்காணிக்க, உணவு பாதுகாப்புத்துறைக்கு அரசு உத்தரவிட்டுள்ளது.ஓட்டல், உணவு நிறுவனங்களை உணவு பாதுகாப்புத்துறை அதிகாரிகள் அடிக்கடி ஆய்வு நடத்தி கண்காணிக்கின்றனர். பள்ளி, அங்கன்வாடி மையம், மாணவர் விடுதிகளில் வழங்கப்படும் உணவு பொருட்களை அந்தந்த துறை அதிகாரிகளே ஆய்வு செய்கின்றனர்.

இந்த அறிக்கை கலெக்டரிடம் சமர்ப்பிக்கப்படும்,” என்றார்.

Ban on a brand of spices raises questions of adulteration
The ban on spices of a popular brand in the State has brought the issue of food adulteration to the fore once again.
Though only a few cases of branded products containing adulterants have been registered, the potential health damage these can cause could be bigger due to a wide consumer base.
Three products of the brand in question were banned by the Food Safety and Standards Authority of India (FSSAI) a few days ago. The packaged powders of coriander, chilly, and turmeric were detected as ‘sub-standard’. Food safety officials conducted checks at various outlets to ensure removal of the product from market, says J.S. George, a senior FSSAI official. The manufacturer will have to prove that corrective measures have been taken, before marketing them again. A penalty has been imposed on the company. Another Kerala-based manufacturer of spices was also involved in a similar case earlier. “Identifying a product as ‘sub-standard’ will only let the manufacturer escape with a penalty. In contrast, if the item is found unsafe, the crime invites severe punishment, including imprisonment.
In most cases of food adulteration, the charges are listed in the former category, allowing the culprits to escape by paying penalty,” an expert in food industry says, on condition of anonymity.
Quite often, sales of fake items bank on consumer ignorance. For instance, dry ‘shell’ is sold as coriander after extracting oil from it, he adds. FSSAI is not keen on eliminating the entrepreneur, but wants to make safe products available, says an FSSAI official, who led raids in Alappuzha in the recent Operation Ruchi.
Samples taken from different outlets were analysed at the laboratory for food analysis in Thiruvananthapuram, before action.

Food Safety bar on Nirapara spices brands in Kerala


Thiruvananthapuram: The Commissionerate of Food Safety has stepped up surveillance across the state to ensure that banned Nirapara spices powders are off the shelves. Commissioner of Food Safety T.V. Anupama told DC that Nirapara had complied with the ban order and started withdrawing the banned products from the market.
The investigations carried out by Food Safety authorities found that wheat flour and starch were being used for adulterating chilly, coriander and turmeric powders manufactured by Nirapara. Subsequently, the Food Safety authorities issued the ban order last Friday.
“Our district offices have stepped up surveillance and as per their reports the products have been removed from the market. Also the company didn’t request for extension of deadline. Further action would be decided after getting a replay from the manufacturer,” said Ms Anupama.
Sources say that the Food Safety is planning to get the samples checked again at another laboratory. “Strict action would be taken against traders who continue to sell the banned products. It is a criminal offence as per the Act,” said the official.

FSSAI wants machines at sweet shops to test food products instantly

NEW DELHI: In a move to persuade the major sweet shops and other outlets selling milk and milk-based products to set up machines that can test the quality instantly, the food safety and standards regulator has sought details from equipment manufacturers within 15 days. 
"Once we have the details of equipments - both conventional and rapid - available with us, we will hold a demonstration to the state level regulators and the bulk buyers. Then the big names in selling milk and milk products and which have a chain of outlets can be persuaded to put these machines in shops. This will ensure that they are buying the right raw material and even consumers can also get the items tested for their satisfaction," said a Food Safety and Standards Authority of India (FSSAI) official. 
He added such a practice by sweet shop owners or other outlets dealing with these items will add to their credibility and they can market their quality product for more business. "Once consumer is also aware that there is such a mechanism in place, there will be a demand from their side for installing such equipments in the outlets. We don't want to impose on the business operators, but want to create a condition that is good both for businessmen and consumers as well," the official said. 
Sources said the regulator wanted to put in place such a system in place before Raksha Bandhan. Issuing a public notice on Wednesday, FSSAI said that the concerns regarding the quality of milk "intensify during festival/ holiday season when the preparation, sale and consumption of milk products is at its highest. FSSAI has, therefore, decided to facilitate setting up of infrastructural facilities."

Coffee chain fined for poor quality food

NOIDA: An outlet of a coffee house chain in Sector 62 has been fined by the Surajpur court for serving substandard products.
S N Singh, chief food safety officer, said some samples of sandwiches and ice cream were taken by the Gautam Budh Nagar food safety department in 2014 and sent to Lucknow for testing, where their quality was found to be below prescribed standards.
"The eatables were of poor quality. We sent them for a test to a government lab in Lucknow, which established that the samples were substandard," he said.
The food safety department registered a case against the outlet in the Surajpur court, which levied a fine of Rs 16 lakh against the coffee house chain.
The officials said that in another case, they had also sent eight samples of milk from another dairy outlet to the government lab and found them to be adulterated. "We had picked up these samples in June 2015 from different outlets in Noida. All the eight samples have failed to match the safety parameters. We will register a case against them soon," an official said.

Uttarakhand extends Maggi ban by another month

NAINITAL: The Uttarakhand government on Tuesday extended the ban on Nestle's Maggi noodles by one more month. The order, issued by the food safety department of the state, extended the ban after the three-month proscription of the noodle brand ended earlier this month.
The decision to extend the ban was confirmed by the food safety commissioner's office in Dehradun on Wednesday. While officials there confirmed that the ban had been extended by another month, they did not elaborate on the matter. 
Maggi lovers were hoping that the 2-minute noodle would be on the shelves soon after the Mumbai HC gave it a clean chit. The state government had imposed a three-month ban on Maggi on June 3, following which Nestle India — for who the state is an important market — had approached the state high court seeking a stay on the ban.
Samples of the noodles had failed tests at the state food testing lab in Rudrapur in July when objectionable amounts of artificial colour and flavour were allegedly found in them. Authorities had decided to ban Maggi on June 3 after excess amounts of monosodium glutamate (MSG) was found in the product. Worried about Uttarakhand's 3-month ban of its product, Nestle India moved the HC on June 5 seeking a stay on the ban as an interim measure. The writ also alleged that due process of law was not followed by the state government and that the ban order was "without jurisdiction".
In its reply to the petition, the state government argued that the ban was imposed using sections of Food Safety and Standards Act, 2006. The matter is still sub judice and the next hearing of the case is on September 15 this year. Apart from on-roll employees of the company, over 1,100 contractual workers, vendors, transporters and other associates of the company had hoped for some breakthrough in ongoing freeze which has affected their livelihood. Rajendra Singh, one of the former contractual workers of Nestle in State
Industrial Development Corporation of Uttarakhand Limited (SIDCUL), Udham Singh Nagar, who is now a rickshaw puller in Rudrapur, said, "This is like an extension of our agony. Our hopes are gradually fading and we do not know what to do or where to go."
Nestle officials, when contacted, declined to comment on the matter.

FSDA seizes over 2k flavoured milk bottles

AGRA: Food safety and drug administration (FSDA) of Agra has seized more than 2,500 Ksheer bottles, a flavored milk product by D S group, after a local resident lodged a complaint alleging that his family fell ill after consuming the dairy product. 
On Tuesday evening, the FSDA team seized the July 9 manufactured Ksheer bottles. 
The officer, Ramnaresh Yadav, leading the FSDA team told TOI: "We received a complaint from Ajeet Mehra, resident of Sadar Bazaar, who claimed that he and his family members fell ill after consuming the flavoured milk from D S Group, which is popularly known for their Catch spices." 
He said: "All the bottles were emitting foul smell, and some even had foam coming out of it." 
Businessman Ajeet Mehra, who filed the complaint, said: "On August 24, we had bought 10 flavored milk bottles from Best Price store. After drinking the milk, my entire family fell sick, including my grandson, and vomited several times. My four-year-old grandson Dharmik Mehra had to be hospitalized." 
The Septuagenarian said: "After the incident, we called customer care of the D S group, who sent city area sales manager Anil Singh. Instead of trying to explain why the stale product was being sold to customers, Anil offered us an additional 24 bottles of Ksheer and asked us to settle the matter." 
Furious with the approach of company's representative, Mehra claimed: "Even Anil vomited after drinking the flavoured milk, which he had bought to settle the case. We asked him to remove the stock from the store or we will lodge complaint with the FSDA. But, we found the same batch (which the family had brought on August 24) in the Best Price store on September 6. This is when we contacted the FSDA." 
When TOI contacted D S group officials they refused to comment on the incident and said they would reply on Thursday.

India’s food safety crisis indicative of bureaucratic failures

Food safety is a serious public health concern in the world’s two most populous countries, China and India. In both the countries, the challenges of feeding a large, geographically dispersed population, millions of whom are poor and malnourished, are immense. 
This has led to the proliferation of illegal, dishonest, and bootleg suppliers and slipshod government policies.
The results are detrimental to public health, particularly for vulnerable communities. Such crises further compromise international perceptions, indicating poor governance, weak political will, inadequate policies and lax law enforcement. The path to development is not exclusively about economic growth, jobs and infrastructure. Clear and consistent food regulatory policy, and their implementation are both imperative for growth and the inherent responsibility of responsible and progressive governments.
In recent years, tainted milk products in China have led to child deaths, resulting in angry consumer backlash and a strengthened pledge by the government to address the safety of food sources. Other food safety episodes in China include the 2013 discovery of a crime ring marketing fake or tainted meat products, and an August investigation of distillers charged with adding the virility drug Viagra to liquor products. McDonalds and KFC have suffered losses in China due to food safety concerns, and the widely publicized gutter oil scandal lingers amidst ongoing investigations. Concern about food contamination – more than a desire to improve fitness – is now driving increased interest in healthy diets, including organic meat. 
Likewise, food scandals have plagued India for decades. The ongoing case of Nestlé’s Maggi instant noodles has thrust the issue of food safety into the national political spotlight. Additives such as monosodium glutamate (MSG), which some consider a possible health concern, have been detected in Maggi noodles, although the company has consistently denied use of such additives. After the Food Safety and Standards Authority of India (FSSAI) discovered unhealthy levels of lead in the noodles, the Indian government banned Maggi. Tests in six countries, including Canada, Singapore, UK and USA, have determined the product to be safe for consumption, but Nestlé still responded by destroying more than 35000 tonnes of the product. In a legal petition, the company argued that India’s testing system is flawed, leading to inaccurate findings. In August, an Indian court overturned the government’s ban on Maggi noodles, arguing that the move was “arbitrary” and “that principles of natural justice were not followed.” 
Other cases illustrate India’s food sourcing challenges. The rampant use of milk adulterants (agents to reduce thickness after water is added) can cause both short-term digestive problems and long-term chronic health problems. Genetically modified products are increasingly seen by some as a viable solution for feeding India’s growing population, setting the stage for a public battle among corporations, scientists, public health advocates and NGOs. Despite the recent lifting of a ban on Indian mango imports to the EU, a number of agricultural products remain subject to import restrictions due ostensibly to lax regulations and enforcement of health and safety concerns.
In addition to garnering political notice, health and safety issues have become a publicly visible concern as well. For example, a recent video accusing of Hindustan Unilever of dumping toxic wastes has created a wave of attention on social media. Such episodes are indicative of a groundswell of discontent as information becomes more ubiquitous and consumers more informed – inevitabilities of a more educated and technologically savvy public.
Regrettably India’s food safety standards are not at developed world standards. The United States Food and Drug Administration (FDA) frequently rejects products shipped from India, from food to generic medicines and cosmetics. Given this fact, it is difficult to see how Maggi was declared unsafe when analyses by Singapore, the United States, the UK, and Canada indicated otherwise. This raises the prospect that India’s food safety monitoring system is inconsistent and arbitrary, a product of larger governance and bureaucratic failures at the regulatory level.
Testing and analytical capacity among India’s official food safety monitoring units is inadequate to manage a supply system that feeds nearly 1.3 billion people. In Delhi alone, a food testing agency has only three chemists and has had to rely on outsourced capacity of dubious reliability. Many have argued that food testing laboratories lack adequate equipment and expertise. Assuming the Maggi product sold in India is the same as that sold around the world, there appears to be a breakdown in India’s food safety monitoring system. Beset with under-capacity, the country’s food regulatory bodies lack credibility among the domestic public and international communities and investors. This undermines government efforts to protect citizens against legitimate health threats. 
Food safety is only one of many threats to public health in India. Delhi city ranks in the bottom-100 of 476 Indian cities for sanitation and waste management. Child deaths from diarrhea are among the highest in the world due in part to poor water quality. Not a single city in India provides clean water that can be consumed form the tap. To connect the issue with larger developmental concerns, India needs FDI to maintain growth. Prime Minister Modi aims to improve India’s ranking in the WEF’s Global Competitiveness Index, but consistent bureaucratic bungling and foot-dragging such as those related to food safety are compromising these efforts by signaling to investors that the country’s regulatory culture is haphazard, arbitrary, whimsical and ineffective. 
The solution is more effective appropriation of resources to regulatory units, institutional strengthening and capacity building, tighter strategic and operational coordination among agencies, and the maintenance of a balance-of-powers system in which one government branch (in the Nestlé case, the judiciary) calls out other government bodies for incompetence. Restrictions and sanctions should be applied in areas needing urgent policy attention, but targeting high-profile products in an attempt to signal regulatory activity is a counterproductive approach. Regardless of whether the Maggi case was a legitimate health threat, it is clear from this lamentable episode that India’s food safety and public health regulatory regimes are in dire need of a robust overhaul, sooner the better.

Nestle to use digital marketing platforms to promote 'Maggi'

Nestle India, whose flagship brand 'Maggi' had faced countrywide ban over alleged excessive lead content, will be using consumer engagement and digital marketing platforms to re-establish consumer trust in the product before bringing the popular instant noodles back to the table by the year-end.

Talking to reporters here today, NestleIndia managing director Suresh Narayanan said manufacturing of the noodles would begin after a first round of testing, following which the samples would be tested again, and once cleared by the regulators, they would be put back onto shelves before the year-end.
Talking about the measures to be taken by the Swiss food major, he said, "the entire consumer engagement landscape is changing. Going forward, we are setting up robust and far-reaching consumer engagement platforms and compelling digital marketing platforms. It's a question of re-establishing the primacy of trust in the brand." "There are huge opportunities in the digital space. We have a digital acceleration team, and a lot of them are young. In fact, they are responsible for the recent 'We Miss You Too' Maggicampaign," he added.
Narayanan said the company is looking at setting up 24x7 toll-free consumer services in order to "get the connect, and connectivity with the consumer.
"For us, the concept is not just digital media, but of competing in a digitally-connected age," he said.
In a major relief to the company, the Bombay High Court had, on August 13, quashed the Food Safety and Standards Authority of India (FSSAI) order banning Maggi for six weeks.
The HC asked Nestle to send fresh samples for testing at accredited labs and if the tests were cleared, the noodles could return to India's shelves.
"We will first bring back our big-hitters, which is what consumers want. Other opportunities will be considered as time evolves, and we get greater clarity on product approvals," he said, when asked about re-introducing other variants of Maggi like oats. 
Narayanan, who is five weeks into his new role as MD of Nestle India, also assured that the company is committed to engaging with the food safety regulator FSSAI on a "professional forward looking basis".
"A lot of work needs to to be done by the industry as a whole along with the regulator to define the infrastructure, protocol, safety standards, not just of noodles but standards of all processed foods," he said.
"Nestle has taken a big hit, but this is a rallying point to define standards for putting out genuinely safe products using fair principles," he added.
He called it a "golden moment" for the food processing industry as a whole to get its act together and contribute significantly to the 'Make in India' programme.
He also said that nearly 7,200 employees of Nestle India have been engaged in alternate programmes and training and not one of them has lost his job. "We are keen to resume business," he indicated. Five factories presently remain shut.
Besides, over 15,000 spice farmers, four lakh wheat farmers, 38 distribution centres, hundreds of distributors, suppliers, vendors, retailers and hawkers are impacted by the ban on Maggi noodles, he pointed out.

Days after food safety authorities in Kerala banned the spices sold by a popular brand on charges of adulteration, it looks like the official behind the ban, TV Anupama IAS, will be moved from the current post.
As the Commissioner of Food Safety Control Department in the State, Anupama had ordered the ban on the chilly, coriander and turmeric powder sold by Nirapara brand after they were found to have more than the permissible quantity of starch.
Now, a Malayalam online portal suggests that the Kerala government is planning to shift her from the department and appoint her as a District Collector as the company, established in 1976, is very influential in the State and abroad.
Even though the products are banned in the South Indian State, they are reportedly available across the UAE.
"The products coming to the UAE are not the same batch that is distributed in Kerala. Dubai Municipality is conducting detailed tests. There is no need withdraw the product here. We strictly follow the UAE rules, and our brands are checked and released, authorities at Enhance UAE, the local distributor of the product says,"Emirates247 quoted an official in UAE.
Meanwhile, popular local TV channels and newspapers came under the criticism of social media users after they failed to report the news on time as the company is a major advertiser.

Nestle Sets Out Plans for Maggi Comeback in India

MUMBAI: Nestle SA could start making Maggi noodles again in India as early as October, it said on Wednesday, paving the way for the snack to go back on sale by the end of the year.
In May, Nestle was at the centre of the country's worst packaged food scare in a decade, when local regulators reported some packets of the popular noodles, sold at roadside stalls across India, contained unsafe levels of lead.
The company had to order a recall of the product a month later, which cost it about 66 million Swiss francs ($67.42 million).
But in August, an Indian court ruled in favour of Nestle in its battle to overturn a nationwide ban on the noodles, although the popular snack will have to undergo more safety tests before it can go on sale again.
The court also questioned testing standards at the country's food watchdog, the Food Safety and Standards Authority of India.
"The comeback of Maggi is clearly at the top of our agenda. This is a fourth of our business," Suresh Narayanan, the newly appointed head of Nestle's Indian operations, said.
Nestle is now awaiting the results of fresh tests at court-appointed laboratories, expected by early October, after which it can begin manufacturing.
And after yet more tests, sales can restart.
"I don't have a magic wand," Narayanan said, declining to give a date at which Maggi noodles will regain their position in the Indian market. "It is going to be a climb up."

Narayanan now plans a 24/7 consumer helpline, more active engagement on social media and a revitalisation of what he described as "an organisation in agony."

Narayanan, the first Indian-born head of Nestle India in 16 years, also said the company would engage more actively with regulators in the country that represents less than 2 percent of sales now, but has huge potential.
He said the company would also work with industry rivals to enhance government testing processes and capabilities, adding talks were already underway.
"It could be common investments, it could be laboratories that will be set up with some kind of funding. It could be training," he said.

Delhi restaurants, hotels have to get food safety licence in 1 month

NEW DELHI: All restaurants and hotels in the national capital will now have to mandatorily register with the Delhi government and get food safety licence within a month failing which punitive action may be initiated. 
Delhi Health Minister Satyendar Jain said the government has decided to adopt a "zero tolerance policy" against those involved in food adulteration and will come down hard on the violators. 
"It will now be mandatory for all restaurants and hotels in the national capital to register and get food safety licences within one month, through a simplified online process," said a top Delhi government official.
Newly-appointed commissioner of Food Safety Mrinalini Darswal said the Directorate of Prevention of Food Adulteration will strictly enforce provisions of the Food safety and Standards Act, 2006 which provides for up to six months imprisonment and Rs five lakh fine on those running restaurants and hotels without food safety licences. 
Jain said Chief Minister Arvind Kejriwal has directed all departments concerned to take strict action to deal with the problem of adulteration. 
A decision in this regard was taken at a meeting between Jain and Darswal. 
Darswal said Section 31 (1) the Food Safety and Standards Act clearly states that "No person shall commence or carry on any food business except under a licence." 
She said all restaurants and hotels applying for food safety licences will get it through a simplified online process. Applicants can apply online and the department will process their applications and send them their licences on e-mail. 
For the benefit of those in the hospitality business and also for the general public, the government will also undertake a campaign to educate people about provisions of up to six months imprisonment and Rs five lakh fine against the violators. 
"The government wants to encourage trade and business in the national capital and licensing processes are being simplified but interests of consumers will also be protected," said Jain.

The regulator has asked all manufacturers of equipment used to test quality of milk and milk products, to give details about such equipment within a fortnight

Food Safety and Standards Authority of India (FSSAI), has decided to facilitate setting-up of infrastructural facilities for milk and milk products testing. This comes just as festival season is round the corner, when the sale and consumption of milk and milk products is the highest.
The food safety authority believes that these facilities will enable bulk as well as individual consumers to have easy access to testing equipment to ensure the quality of milk and milk products bought is up to required standards, it said on its website.
The food safety regulator has asked all manufacturers of equipment used to test quality of milk and milk products, to give details about such equipment within a fortnight.
“The equipment found suitable will be demonstrated to bulk consumers, regulatory officials, etc, and efforts made to set up these facilities in metropolitan cities to begin with, before the festival season,” the food safety regulator said in a notice on its website.
FSSAI chief Ashish Bahuguna had last month met key representatives of milk producers and co-operatives, when milk producers had said they will step up stringent checks.

"சம்பந்தப்பட்டவர்கள் தொடர்ந்து சக்கைப் பாலை கொண்டு வந்து அதே இடத்தில் வைத்து, பால் வியாபாரிகளுக்கு தினமும் ஆயிரக்கணக்கிலான லிட்டர்கள் விநியோகம் செய்கின்றனர். ரூ.10-க்கு விற்கப்படும் அந்த பாலை வாங்கிச் சென்று கலப்படப் பொருளை கலக்கி ரூ.40-க்கு விற்பது எவ்வளவு ஆபத்தான விஷயம் என்பது கண்கூடு. இருப்பினும், சம்பந்தப்பட்டவர்கள் மீது உரிய நடவடிக்கை எடுக்காததால் தொடர்ந்து சக்கைப் பால் விற்பனை தங்கு தடையின்றி நடைபெறுகிறது" என்றார் அந்த வாசகர்.
இது குறித்து கோவை மாவட்ட உணவுப் பாதுகாப்புத்துறை அதிகாரி ஒருவர் கூறியதாவது: உணவுப் பாதுகாப்பு மற்றும் தரக்கட்டுப்பாடு சட்டம் கடந்த 2006-ம் ஆண்டில் நிறைவேறியது. இருப்பினும், தமிழகத்தைப் பொறுத்தவரை கடந்த ஆண்டுதான் இது தனித்துறையாகக் கொண்டு வரப்பட்டது.
தற்போதுள்ள நடைமுறைப்படி சந்தேகிக்கப்படும் ஒரு உணவு மாதிரியை கைப்பற்றி பரிசோதனைக்கு அனுப்பி வைத்தால், குறைந்தபட்சம் 14 நாட்களாவது காத்திருக்க வேண்டி உள்ளது. ஆனால், கேரளம் போன்ற மாநிலங்களில் உணவுப் பாதுகாப்புக்கு அதிக முக்கியத்துவம் அளிக்கப்பட்டு நவீன கருவிகள் பயன்படுத்தப்படுகின்றன.
பாலில் கலப்படம் என்றால் சம்பந்தப்பட்ட இடத்துக்கு ஆய்வக வசதியை உள்ளிடக்கிய பரிசோதனை வாகனத்தை கூடவே கொண்டு சென்றுவிடுவார்கள். பாலின் மாதிரியை அதே இடத்தில் எடுத்து அதிகபட்சம் அரை மணி நேரத்தில் அங்கேயே வைத்து கலப்படம் உள்ளதா எனக் கண்டுபிடித்து வழக்கே போட்டுவிடலாம். ஆனால், தமிழகத்தில் நிலைமை அவ்வாறு இல்லை. உணவு மாதிரியை எடுத்துச் சென்று பரிசோதனைக்காக காத்திருக்க வேண்டியுள்ளது.
கடந்த சில நாட்களுக்கு முன்பு கோவையில் உள்ள ஒரு துரித உணவகத்தில் கெட்டுப்போன சிக்கன் பயன்படுத்தப்படுவதாக புகார் வந்தததை அடுத்து அங்கு சென்று பரிசோதனை நடத்தி, உணவு மாதிரியை சோதனைக்காக எடுத்து வந்தோம். ஆய்வகச் சோதனையில் கெட்டுப்போன உணவுதான் என்பது உறுதியானது.
நீதிமன்றத்தில் அந்த வழக்கு சென்றபோது ‘அது தங்களுடைய உணவகத்தில் எடுக்கப்பட்ட உணவு மாதிரி இல்லை’ என சம்பந்தப்பட்ட ஹோட்டல் நிறுவனத்தினர் மாற்றிக் கூறிவிட்டார்கள். உணவு மாதிரிகள் பரிசோதனை விஷயத்தில் ஆய்வக முடிவுகளை உடனுக்குடன் கிடைக்குமாறு நவீன ஆய்வுக்கூட வசதியுடன் வாகன வசதி இருந்தால் குற்றத்தில் ஈடுபடுபவர்கள் எளிதில் தப்பிவிட முடியாது. சக்கைப் பால் விஷயத்திலும் பரிசோதனைக்காக பாலை எடுத்துச் சென்று சோதனை முடிவுக்காக காத்திருக்கிறோம் என்றார்.

மாகிக்கு விதித்த தடை தீர்வாகுமா?

பூகம்பத்தின் தொடர் அதிர்வுகள் சில நாளைக்கு நீடிக்கும். இப்போது மாகிக்கு விதித்த தடையின் பாதிப்புகள் நெஸ்லேயை மட்டுமல்ல உணவு பதப்படுத்தும் தொழிலின் எதிர்காலத்தையே கேள்விக்குறியாக்கியுள்ளது.
மாகிக்கு தடை விதித்தது இந்திய உணவு பாதுகாப்பு, தரப்படுத்தல் ஆணையம் (எப்எஸ்எஸ்ஏஐ) ஆகும். இந்த அமைப்பு எடுத்த தடை எனும் நடவடிக்கை மாகி நூடுல்ஸுக்கோ அதை தயாரித்த நெஸ்லே நிறுவனத்தை மட்டுமே பாதிக்கவில்லை என்பதுதான் உண்மை நிலை. இதனால் 2006-ல் இயற்றப்பட்ட உணவு பாதுகாப்பு, தரப்படுத்தல் சட்டத்துக்கும் ‘இந்திய உணவு பாதுகாப்பு, தரப்படுத்தல் ஆணையம்’ என்ற அமைப்புக்கும் கூட கடும் பாதிப்பு ஏற்பட்டுவிட்டது.
மாகி நூடுல்ஸில், அனுமதிக்கப் பட்ட அளவுக்கும் அதிகமாக ரசாய னங்கள் கலந்திருப்பதாக சோதனைச் சாலை ஆய்வுகளுக்குப் பிறகு வெளியிடப்பட்ட முடிவு குறித்தும், நீதி வழங்கப்பட வேண்டும் என்ற கொள்கை மீறப்பட்டது குறித்தும் மும்பை உயர் நீதிமன்றம் எழுப்பிய கேள்விகளால் அந்த பாதிப்புகள் தெரியவந்துள்ளன. மாகி போன்ற உடனடி உணவு பொருள்களை சாப்பிட்டால் பாதிப்போ என மக்கள் மத்தியிலும், உணவு பதப்படுத்தல் தொழிலில் ஈடுபட்டுள்ள தொழில் முனைவோர் மத்தியிலும் அச்சத்தை ஏற்படுத்தி விட்டது.
இந்தியாவில் தரமான ஆய்வகங் களும், பயிற்சிபெற்ற நிபுணர் களும் இல்லாத நிலையில் தங்களது எதிர்காலம் கேள்விக்குறியாகிவிட் டதோ என அஞ்சுகின்றனர் உணவு பதப்படுத்தல் துறையில் உள்ளவர்கள்.
நெஸ்லே நிறுவனம் பன்னாட்டு நிறுவனமாதலால், அந்நிறுவனத் தயாரிப்புக்கு விதிக்கப்பட்ட தடை காரணமாக பிற வெளிநாட்டு நிறுவ னங்கள் இத்துறையில் இறங்குவதற்கு தயக்கம் காட்டுகின்றன.
இந்தியாவில் ஆண்டுதோறும் சுமார் 44,000 கோடி ரூபாய் மதிப் புள்ள வேளாண் பொருள்கள் (தானியங்கள், காய்கறிகள், பழங்கள், கீரைகள் போன்றவை) அழுகியும் கெட்டும் எவராலும் உண்ணப்படாமல் வீணாகின்றன. வீணாகும் அளவைக் குறைக்க பேருதவியாய் இருப்பது உணவு பதப்படுத்தல் துறை என்றால் அது மிகையல்ல. வேளாண் பொருள்களில் 10 சதவீதம் மட்டுமே உணவு பதப்படுத்தல் துறையில் பயன்படுத்தப்படுகிறது.
கிராமங்களில் விவசாயத்தையும் விவசாயம் சார்ந்த வேலைகளை மட்டுமே நம்பியிருக்காமல் இத்துறை யில் ஈடுபடுவதன் மூலம் நிரந்தர வருமானத்துக்கு வழி ஏற்படுகிறது. உணவு பதப்படுத்தல் துறையானது ஆயிரக்கணக்கானோருக்கு வேலை கிடைக்கச் செய்வதுடன் லட்சக் கணக்கானோருக்கு உரிய உணவுப் பண்டங்களைப் பாதுகாப்பாகக் கிடைக்கச் செய்கிறது.

உணவு பதப்படுத்தலுக்கு வேண் டிய சாதனங்கள், குளிர்சாதன வசதி செய்யப்பட்ட வாகனங்கள், நீண்ட நாள்களானாலும் கெடாமல் பாதுகாப்பாக வைத்திருக்கும் பெட்டிகள் என்று பல துணைப் பொருள்களின் வடிவமைப்பு, உற்பத்தி, விற்பனைக்கும் வழியேற் படுகிறது. எல்லாவற்றையும்விட முக்கியம் சிறு, நடுத்தரத் தொழில் துறையில் இவற்றைச் செய்துவிட முடியும். ‘இந்தியாவிலேயே தயாரிப் போம்’ என்ற கோஷத்துக்கு ஏற்ற தொழில் இது.
சட்ட அமலால் தொழில் நசியாது
மாகி நூடுல்ஸ் விவகாரம் தொடர்பான விவாதங்களில் பெரும் பாலும் அதற்கு ஆதரவாகவும் எதிராகவும்தான் பேசினார்களே தவிர இந்தத் தொழில் எவ்வளவு பெரியது, எத்தனை பேருக்கு வேலைவாய்ப்பு தருகிறது, இதை எப்படி மேம்படுத் தலாம் என்பதையெல்லாம் தீவிரமாகக் கவனிக்கவில்லை. இவற்றை யெல்லாம் தடை செய்துவிட்டால் உணவு பதப்படுத்தல் துறையை என்ன செய்வது?
எடை, தரம், சுவை, சுகாதாரம் ஆகிய அனைத்து அம்சங்களிலும் நுகர்வோரைப் பூர்த்தி செய்ய இத்துறையால் முடியும். தரமாகவும் சுவையாகவும் உணவுப் பண்டங் களைத் தயாரிக்கவும் பாக்கெட்டுகளில் அடைத்து விற்கவும் முடியும்.
உலக அளவில் பதப்படுத்தப்பட்ட உணவுப் பொருள் தொழில்துறையில் அமெரிக்கா முன்னிலை வகிக் கிறது. அங்கே சட்டமும் கடுமை யாக இருக்கிறது. எனவே சட்டம் கடுமையாக இருந்தாலும் தரமாகவும் லாபகரமாகவும் தயாரிக்க முடியும் என்பதே உண்மை. வெளிப்படை யான, நன்கு வரையறுக்கப்பட்ட, அனைவராலும் எதிர்பார்க்கப்படக் கூடிய வகையில் உணவுப்பொருள் களுக்கான தரத்தை நிலைப் படுத்தலாம். அதிகார தோரணையில் தலையிட்டு பயமுறுத்தாமல், முறையாக, எளிதாக, நட்புணர்வோடு அடிக்கடி உணவு பதப்படுத்தும் நிலையங்களுக்குச் சென்று உணவுப் பண்டங்களைச் சோதிப் பதுடன் மேம்படுத்துவதற்கான யோசனை களையும் தெரிவித்துவிட்டு வரலாம். அத்துறையினரின் நியாயமான பிரச்சினைகளை அத்துறைக்கான தொழில்நுட்ப நிபுணர்களின் உதவி யோடு தீர்த்து வைக்கலாம்.
மாகிக்கு மட்டும் குறி ஏன்?
ஏராளமான நிறுவனங்கள் இத்த கைய உணவுப் பண்டங்களைத் தயாரிக்கும்போது மாகியின் நூடுல்ஸ்கள் மீது மட்டும் கவனம் சென்றதேன் என்ற கேள்வி எழுகிறது. இந்திய உணவுப் பண்டத்துறையில் எல்லோரும் மோசமானவர்கள் அல்ல என்றாலும் கலப்படம், ரசாயனக் கலப்பு, எடைக்குறைவு, தவறான லேபிள்களை ஒட்டுவது, தரத்தை சரியாக சோதிக்காமலேயே பாக்கெட்டில் அடைத்து அனுப்புவது என்பது போன்ற முறைகேடுகள் இல்லாமல் இல்லை. இவையெல்லாம் எப்போதோ நடப்பவை அல்ல, வழக்கமானதுதான் என்று சொல்கிற அளவுக்கு இருக்கிறது. எனவே ஒரேயொரு நிறுவனத்தைக் குறி வைத்திருப்பது அரசியல் நோக்கம் கொண்டது என்றே கருதப்படுகிறது.
எந்த சோதனையையும் ஆய் வையும் முறையாகவும் குறிப்பிட்ட கால இடைவெளியிலும் செய்து வந்தால் துறையின் வளர்ச்சிக்கு அது பெரிதும் உதவும். எதேச்சதிகாரமாகச் சிலர் செயல்பட்டிருப்பதைத்தான் இது காட்டுகிறது. அதே நிறுவனத்தின் பாக்கெட்டுகளை வெவ்வேறு ஆய்வுக் கூடங்களில் சோதித்தபோது வெவ்வேறு முடிவுகள் கிடைத்ததும் வியப்பைத் தருகிறது.
இதன் உடனடி விளைவாக பல சகோதர நிறுவனங்கள் தங்களுடைய தயாரிப்புகளை சந்தையிலிருந்து விலக்கிக் கொண்டன. புதியவற்றை அறிமுகம் செய்வதை ஒத்திவைத்தன. இந்திய தரப்படுத்தல் நிறுவனமும் வெவ்வேறு பண்டங்களை இப்போது ஆய்வு செய்யத் தொடங்கியிருக்கிறது. ஆனால் இப்போதும் கூட இந் நடவடிக்கைகள் ஒழுங்காகவும் அறிவி யல் பூர்வமாகவும் அத்துறையின் வளர்ச்சிக்கு ஒத்திசைவாகவும் இல்லை என்பதே உண்மை.
அரசு முதலில் தன்னுடைய ஆய்வகங்களின் எண்ணிக்கையையும் தரத்தையும் உயர்த்த வேண்டும். அதன் ஆய்வாளர்கள் நல்ல பயிற்சி பெற்றவர்களாக இருக்க வேண்டும். எல்லா பொருள்களையும் ஆய்வுசெய்ய வேண்டும். ஆய்வுகள் தொடர்ச்சியாகவும் வலிமை யானதாகவும் இருக்க வேண்டும். ஆய்வு முடிவுகளை முதலில் நிறுவனத்திடம் தெரிவித்து அதன் விளக்கத்தைப் பெற்று மேல் நடவடிக்கையை எடுக்க வேண்டும். தவறு இருந்தால் கடுமையான நடவடிக்கையை எடுக்க வேண்டும்.
அங்கீகாரம் முதலிலா, பிறகா?
உணவு பதப்படுத்தும் தொழி லில் உள்ள நிறுவனங்களும் தின்பண்டங்களைத் தயாரிக்கும் நிறுவனங்களும் அரசின் உரிய துறைக்கு விண்ணப்பித்து முதலி லேயே அங்கீகாரம் பெற வேண்டும் என்று விதிகள் கூறுகின்றன. ஆனால் அப்படி அங்கீகாரம் பெறுவதற்கு நீண்ட காலம் பிடிக்கிறது. தாமதம் ஏன் என்பதற்கு விளக்கம் கிடையாது. சமீபத்தில் உச்ச நீதிமன்றம் இதைக் கேள்வி கேட்டு ரத்து செய்ய உத்தரவிட்ட பிறகு இந்நடைமுறை கைவிடப்பட்டிருக்கிறது.
சர்வதேச அளவில் எந்த உணவுப் பண்ட நிறுவனமும் புதிய பொருளை அறிமுகப்படுத்தும் முன் உரிய அரசு அமைப்பிடம் அனுமதி அல்லது அங்கீகாரம் பெற வேண்டியதில்லை. பொருள் தயாரிக்கப்பட்ட உடனேயே உரிய அத்துறை அதை நன்கு பரிசோதித்து அதன் தரத்தை உறுதி செய்துகொள்கிறது.
உணவுப் பதப்படுத்தல் துறையில் பண்டங்களை ஆய்வு செய்யக்கூடாது, வரம்புகளை விதிக்கக்கூடாது, எடையை ஆராயக் கூடாது என்றெல் லாம் யாரும் தடுக்கவில்லை. இவையெல்லாவற்றையும் நிறுவனங் களுக்கு இடையூறு இல்லாமல், கால தாமதப்படுத்தாமல், நல்ல தரமான கருவிகள் உதவியுடன், நன்கு பயிற்சி பெற்ற ஊழியர்களைக் கொண்டு செய்யுங்கள் என்பதுதான் கோரிக்கை. நுகர்வோரின் நலனும் முக்கியம், இத்துறை வளர்வதும் முக்கியம். இரண்டும் ஒன்றுக்கொன்று முரணானவை அல்ல என்பதை அரசு புரிந்துகொள்ள வேண்டும்.

Review of FSS Regulations silent on Product Approval, vocal on enforcement

The recently-released draft recommendations by the committee doing comprehensive review of Food Safety and Standards Regulations, 2011, seemed to be silent on the crucial issue of Product Approval.
The proposed draft recommendations, accessed by FnB News, talk about five parts of amendment to the regulations. These talk about mainly enforcement issues that include qualification of the food safety officer and designated officer, time limit for making an appeal under Rule 2.4.6 (1), rules for destruction or release of confined food, time limit for test report from referral labs and storage and packaging of food article. 
The committee suggestions include –
1. Qualification and eligibility condition of the designated officer and food safety officer may be rationalised. It further recommends training for the officers after recruitment. 
2. The time limit of 30 days for making an appeal to the designated officer under rule 2.4.6 (1) be reduced to 15 days. Further the designated officer shall send the sample part to the referral labs within 15 days from the date of the receipt of appeal.
3. Rules should be prescribed for destruction of the food items or their release, if found or not found complying with the specified requirement (This appears a direct fallout of Maggi noodles case).
4. Time limit may also be specified for referral labs to submit their report. Further rules should be specified for sampling of the food that will be sent to referral labs. 
5. The procedure of breaking open of package in which any article or food may be contained or any premise where food may be kept be also provided in the rules.
According to Union ministry of health and family welfare, suggestions, if any, could be made in this regard before September 24, 2015.
Meanwhile, a notification on the draft, released by ministry of health recently, stated that Central government intended to review and suitably amend the FSS Rules, 2011, to remove the deficiencies that were noticed during the operation of the rules. And subsequently, last December, a committee was constituted by the ministry to do a comprehensive review.
There were some 37 sections of the Act, the industry wanted a review of, among many key recommendations.
