Ethnic food to make entry into Dasara fest this year

Have you tasted tribal food? If not, then don’t miss to visit this year’s Dasara Food Festival, which, for the first time, will be offering cuisines of tribals like Soligas, Jenukurubas, and others.
Soliga and Jenukuruba families reside in parts of H.D. Kote taluk, a tribal-dominated taluk of Mysore district.
Major attraction
In alliance with the large-sized Adivasi Multipurpose Cooperative Societies (LAMPS) and a Federation of Adivasis, stalls will be set up featuring tribal-style food items.
This would be one of the attractions of the food festival, said members of subcommittee overseeing the arrangements for the event.
Medicinal value
Another attraction will be the food items with medicinal value, which are also being featured for the first time.
This year, the festival will have 110 stalls featuring cuisines of North Karnataka to the mouth-watering cuisines from Kerala and north Indian States.
Coverage
About 20 food traditions, covering different districts in Karnataka and other States would be introduced for the benefit of tourists, they said.
Deputy Director of Food and Consumer Supplies K. Rameshwarappa, who is the working president of the Dasara Food Festival, told presspersons here on Friday that 271 applications had been received so far from individuals and hotels/restaurants from across the State.
Applications
The last date for receiving applications has been extended till September 15. “Stalls will be allocated based on the merits of applications,” he said.
The list of food prices had been collected from the applicants, along with the application, and the rate chart must be displayed in front of their respective stalls, he added.
Team
A team of officers from the departments of Food and Civil Supplies, Weights and Measurements and the Food Safety will monitor quality of food given to visitors.
“Maximum care will be given for hygiene and quality food,” he said and added that seminars would be conducted daily from 4 p.m. to 6 p.m. at the venue — Bharat Scouts and Guides Grounds — to educate visitors on Food Safety and Standards Act.
Stalls selling organic food such as indigenous rice would function. Cooking and eating competitions and competition to identify foodgrains for children would be conducted.
Industrialist Suresh Kumar Jain, who is the president of the Dasara Food Festival, said cuisines from Gujarat, Rajasthan, and other States would be there to cater to all types of visitors. Managements of food processing industries in Mysore will display their food products at the festival.
Awareness
He said awareness would be created on opportunities of setting up food processing industries with the support from the Ministry of Small and Medium Enterprises, Government of India, which gives subsidy in the range of 50 to 80 per cent on the projects proposed for setting up such units.

Dangerous roadside delights

Foodies devour unhygienic street fare.
Law enforcers look away, as rule books rot. These are eyesores dotting urban spaces and cannot be banished. Street foods are a way and part of our lives; they provide a medium for integrating rural and urban areas economically, socially and culturally. Unfettered expansion of towns and cities, teeming migration of labour force from hinterland and rural areas and paucity of time have all led to escalation of make-shift eateries that encroach pavements and berms along roads. Unlicenced hawkers sell ready-to-eat food that finds instant takers, mainly with the working class and themillenials, whogobble them, unmindful of their health and environment.
Consumers are not perturbedabout how and where these vendors perch their tables, stalls, stands or push-carts or kiosks- be it adjoining open toilets, drains choked with stagnating water and floating filth or flies milling around. The scenario looks alike, be it any metropolis or township. Change in their schedules, tastes, eating habits and attitudes towards food consumption have forced people, mostly low-income, to seek these food joints, which are accessible, affordable and palatable. Food safety and hygiene are hardly their concern. Street foods are a major public health risk due to lack of basic infrastructure and services, difficulty in controlling the large numbers of vending operations because of their diversity, mobility and temporary nature.
It is not the poor alone who gorge on these food. Street food is a low-cost meal for a bulk of students; they love it for it ‘unmatched taste’, found a study last year by the Institute of Home Economics, Delhi University, that covered students aged 18-23. The study, which covered 500 consumers and 250 street food vendors across the city, showed more than half of them fell ill and 43 per cent took medication. A majority (63 per cent) were aware of adulterated ingredients and food-borne diseases.
Several epidemiological studies suggest that street foods contribute to a significant number of food poisoning. Vendors lack adequate knowledge and understanding of basic food safety issues and norms. Consequently, improper handling of food results in microbial contamination. Major sources contributing to this are the place of preparation, utensils for cooking and serving, raw materials, water, time and temperature abuse of cooked foods and vendors’ personal hygiene. A study by FAO and All India Institute of Hygiene and Public Health found that street foods in Kolkata were prone to microbiological contamination.
The standard plate count (SPC- which is used as an indicator of the level of bacteria in dairy products) of samples of lassi, idli and dahivada, made by fermentation, was very high compared to samples of other products tested. Escherichia coli, an indicator of faecal contamination, were detected in 55 per cent of the samples tested. ‘The presence of E. coli raises a suspicion of improper food handling practices.’ The hazards in some other samples were because of poor personal hygiene, prolonged holding, repeated handling and the use of substandard water and implements at different stages.
Laws to regulate street food exist but are thrown into the bin. Cops and municipal food inspectors look askance once they get their mamool or hafta and enjoy free lunch. The Food Safety and Standards (FSS) Act 2006, enforced on 5 August 2011 across the country, is yet to be implemented properly. The rules stipulate that every food business with an annual turnover below Rs 12 lakh is to be registered with the state health department. Those earning more will need a license to operate. The deadline for registering and issuing a licence to street vendors was revised to February 2014 by the Food Safety and Standards Authority of India (FSSAI). Those failing to get a licence were to either close down their business or shell out heavy penalties ranging from Rs 25,000 to Rs 10 lakh if they continue without licence or registration. With the deadline long passed and no penal action imposed, vendors continue to flourish.
On the law enforcement side, the scenario is grim. The existing facilities at the authorised laboratories are unacceptably inadequate and do not conform to international food safety benchmarks, norms and practices.
Just four laboratories exist for food testing- two under the Central Health Ministry, one under the CSIR, and another under the Maharashtra government. Scientific protocols to maintain high standards of accuracy, reliability and credibility in operation of laboratory are in disarray. Besides, the quality audit system and surveillanceto achieve and maintain the required level of quality and its reliability leave much to be desired.
The FSSAI policies have not been properly implemented. The laboratories function in a complex and chaotic manner in the absence of standard operating procedures; with little regard to inter-lab collaboration. Besides, there is no specialised legal expertise to enable appropriate projection of scientific issues in a realistic and convincing manner when such issues are brought up in courts.
The government has not issued, till date, the Food Authority Gazette notification, defining the terms of reference and scope, in respect of private laboratories involved in food testing.

Food safety officials warn jaggery producers against adulteration

Food safety officials have warned jaggery producers not to involve in manufacturing adulterated items that are harmful for consumption.
There are 272 jaggery producers in the district with more than 90 per cent present in Karuppur area. About 50 to 75 farmers own their own sugarcane field and the processing units while the rest purchase sugarcane from farmers and run their units. They produce around 155 tonne jaggery everyday and sell it in wholesale market in Shevapet.
White sugar, super phosphate, chemical dye, soda power and chemicals are mixed by one group of manufacturers to produce bright yellow jaggery.
This adulterated jaggery is sold at Rs. 1,350 for a 31 kg pack. But jaggery in pale and dark colours, produced without adding sugar or other chemicals, is sold for Rs. 1,050 for a 31 kg pack in the market.
Members of Karuppur Zone Jaggery Manufacturer Farmers Association said that though they produced jaggery without adulterating the contents, they were not getting the right price.
“Increase in labour cost, manufacturing cost results in loss to us. Adulteration should be stopped and all should get the fair price”, they added.
As per the Food Safety and Standard Regulations, 2011 (Food Product Standards and Food Additives), a maximum of 70 ppm sulphur dioxide is allowed in the preparation of jaggery.
But of the nine samples taken from producers and at retail outlets, the presence of sulphur dioxide was between 350 to 1,500 ppm.
Consumption of these jaggery will lead to health problems and even cancer, warns, T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department.
She told The Hindu that very harmful to health and producers were warned sufficiently not to use white sugar during production of jaggery.
The department has asked merchants not to purchase adulterated jaggery. A meeting was held on Wednesday in which 150 producers have given written assurances that they would not involve in such activities.
There are 272 jaggery producers in Salem district with more than 90 per cent in Karuppur area

Fake ghee makers send food officials on chase

COIMBATORE: Fake ghee producers in the city have been sending the food safety department on a wild goose chase over the last few weeks. Officials have discovered that besides adulterating the product with vanaspati, small-time ghee producers also print fake addresses on their labels.
The food safety department which decided to throw the net over fake ghee producers in the city, were stunned when they realised that it was hard to track them down.
"We found that many of the addresses printed on the labels were fake. At least three addresses we have visited based on complaints and addresses printed on labels have turned out to be residential houses," said designated food safety officer R Kathiravan.
"We plan to trace the manufacturers by first finding the retail outlets or shops that sell such ghee or roadside eateries that use them, and then trace the retailers and distributors and crackdown the manufacturer," added another food safety official.
Officials say that many small players' clients are mainly small shops in the outskirts of the city, roadside eateries or lesser known bakery product manufacturers. "Most well-known restaurants and departmental stores sell only well-known ghee brands, so it's the smaller players who buy unbranded ghee," said another official.
Food safety officials say fake ghee manufacturers often function from small homes or godowns and often place vanaspati between large cubes of butter. "They often place vanaspati at the middle and bottom of the cube, such that only a layer on top and the sides is actually butter," says Kathiravan. "This is dangerous because Vanaspati contains 200% more trans fat than butter which is unhealthy," he says. They say that such cubes have 20% pure butter, compared to the 100% it is supposed to contain.
Food safety officials suspect a nexus between owners of homes and ghee manufacturers. "They probably have an agreement to use the place as a registered address and ensure all communication reaches the address," said a food safety officer. "But when we go there the owner acts surprised and helpless saying his address is being misused," he adds. "A ghee manufacturing unit is not found in the immediate locality even," he says.

Guidelines for Cleaning & Sanitizing to ensure Good Food Hygiene Practices

Cleaning Activity
Cleaning and sanitizing are two very important aspects that help to prevent the growth and spread of contaminants that cause food borne illnesses. Cleaning and sanitizing often involves the use of chemicals and cleaning agents which need to be stored safely too.
Cleaning requires that all food surfaces, preparation areas and equipment are clean to the touch. Surfaces should be free of grease, dirt and any leftover residue of raw foods. Eating and drinking utensils must be clean and properly dried. There should be no odour either in the premises or in the crockery and equipment used for food preparation.
Sanitizing involves the process of applying either heat or chemicals on surfaces to reduce the growth of bacteria and other contaminants. Sanitizing also reduces the entry of pests into the food preparation area or food serving premises.
FSSAI has laid down certain guidelines for best practices for maintaining cleanliness and to ensure proper sensitization of the premises as well as the equipment. FBOs must ensure cleaning and sensitization at every point of the food preparation chain by using the recommended cleaning agents, methods and cleaning schedules. For this, FBOs must
Develop systematic cleaning schedule with proper instructions that can be followed by the staff
Implement a documented cleaning and sanitation programme and maintain a record for the same
Ensure that food handlers clean all food areas and equipment between the tasks, especially after handling raw food.
Ensure that all the surfaces are cleaned thoroughly after spills of food/ water/ beverages
Clean food preparation areas at regular intervals with water, detergent and disinfectant
Clean and disinfect food surfaces, equipment, utensils and crockery thoroughly
Clean surfaces like racks, chimneys, door knobs, burner heads, drip trays at regular intervals with disinfectant even if these do not come directly in contact with food
Equip the milk receiving area with brush/ rotary/straight through can washer (For Milk Manufacturing /Chilling Centre/ Storage Units)
Ensure that the waste disposal system is hygienically operated
The staff and food handlers must follow the systematic schedule for cleaning strictly. The schedule must include
What needs to be cleaned
How often it needs to be cleaned
How the cleaning should be done
Cleaning instructions must be clear and should indicate
What cleaning products to use
How to store and use cleaning and sanitizing products (Store away from raw, cooked, packed food)
How much to dilute the solution/ chemical and how much to use at one time
How long the cleaning agent or disinfectant should be left in contact with the surface

Food Safety Guidelines for Waste Storage & Disposal in the Food Units

Green Garbage Containers
To keep foods and beverages safe, it is important that you manage your waste according to regulations set by FSSAI. These guidelines (Schedule 4) ensure that waste does not come in contact with food, either directly or indirectly, through flies and insects or through more serious contaminants like effluents. Cross contamination from flies and insects that have come in contact with waste and effluents could carry bacteria to the food from the waste.
Disposal of Food Waste (in Food Areas)
Remove food waste and other waste materials from the areas where the food is being handled cooked or manufactured in a routine manner
Provide refuse or dustbin of adequate size and with a cover in the premises for collection of waste. A bin should have a mechanism for opening it without having to touch it
Have the dustbin emptied and washed daily with disinfectant and dried before next use
Separate liquid and solid waste at the time of placing them in the bins
Locate your garbage cans in such a manner that it does not lead to contamination of the
food process
food storage area
environment inside and outside your premises
Keep all waste in covered containers, get it removed at regular intervals as per local law
Internal garbage bins should be all collected together daily at an assigned collection point where they can be emptied into a public garbage collection system
Place the bins in a sufficient distance to prevent contamination
Dispose food waste in such a way that it does not attract dogs, cats, birds, rodents and flies. Garbage cans must have covers
Follow the rules and regulations including those for plastics and other non environment friendly materials
Storage of Waste and Inedible Material
Provide enough storage facility for storing of waste and inedible material prior to removable from the premises
Ensure there is no pest and rodent access to waste of inedible material
Ensure that stored and inedible material does not contaminate
potable water
equipment used for food preparation
or building/premises
Effluent and Waste Disposal (Especially for Meat Processing Units)
Have an efficient effluent and waste disposal system in your meat processing unit
The effluent lines including sewer system must be constructed in such a way that they
are able to carry large peak loads
must not contaminate potable water lines
have a biological oxygen demand of less than 1500
Install an effluent treatment plant if necessary to dispose of effluents like gases, liquids and solids in conformity with Factory/Environment Pollution Control Board
Based on the comments & suggestions received, Food Safety Helpline would like to suggest the following:
There should be an arrangement of separation of the biodegradable and non-biodegradable waste before placing in separate bins
Mark waste trolleys and bins with defining symbols or have different colours for biodegradable and non-biodegradable waste/refuse bins

Food Safety Guidelines for High Risk Foods – Meat, Poultry & Fish Products

Chicken Nuggets
There is always a risk of food borne illnesses if the food is not appropriately processed or handled. That is why it is important to follow all the safety measures while handling foods, especially non-vegetarian foods. The biggest health risk that meat, poultry and fish products can cause, comes from cross contamination. The common points of cross contamination could be the chopping boards, utensils, knives and hands. Since raw meat and poultry contain a lot of liquid, it is important that handlers do not allow the uncooked liquid to contaminate the already prepared foods and salads that are ready for consumption. FSSAI has therefore laid down certain guidelines for handling these high risk products which you should use as a thumb rule to ensure the safety.
High risk non-vegetarian food products need to be handled with special attention right from purchase to consumption. It is for this reason that FSSAI has laid down certain regulations that ensure safety of the consumers. Food Business Operators must follow these guidelines, when dealing with non-vegetarian products.
You must purchase non-vegetarian products, whether processed or raw, only from licensed vendors/ slaughter houses. Ensure that the temperature of chilled products you are buying is at 5°C or below and that of frozen foods – 18°C or below. You should also have the cold storage arrangement to maintain these temperatures.
You should never purchase meat or poultry products that either have torn packaging or have packets that are leaking.
Before preparing or using non-veg products wash them thoroughly in potable water.
Clean and disinfect the processing area immediately after use
Prepare and process meat, poultry and fish separately
Cook non-vegetarian products thoroughly. The core temperature of the cooked product should be 75°C for at least 15 seconds or according to an effective time/ temperature control of 65°C for 10 minutes, 70°C for 2 minutes
Cover all non-vegetarian products that you want to store in the refrigerator. Store non-vegetarian products below vegetarian products
You must also store raw and cooked products separately. Store cooked products on the top and raw products below the cooked products
Remove immediately all left over refuse or waste of raw meat, poultry and fish from the preparation area
We may like to suggest here that FBOs should avoid serving the Raw Meat, Raw Eggs and Raw Seafood in any of the dishes.

Roaches in kitchen, stale food for athletes

It takes only a law to kill fine dining, says Sourish Bhattacharyya

A well-regarded expat chef of Indian origin said to me the other day that he was going back to Italy because he didn't see any future for international cuisine in this country. He wasn't exaggerating.
His hotel, one of India's showpiece addresses, will run out of rice used to make risotto by December and there's no possibility of replacements coming in because of the horrible jam in which food imports from across the world are stuck.

With the apex court staying the Bombay High Court's verdict against the Food Safety and Standards Act, it will take a long legal battle to save the lifeline of our fine-dining restaurant. It's because the Food Safety and Standards Authority of India (FSSAI) has got a stay from the Supreme Court on a Bombay High Court verdict quashing the law it has been implementing with the most disastrous consequences. Union Health Minister Harsh Vardhan, under whose ministry the FSSAI operates, refuses to intervene in the matter, even as food imports, from cheese and chocolates to olive oil and Scotch whisky, worth Rs.22,000 crore are stuck at Indian ports awaiting clearance.
"This is seriously hurting Brand India. It is coming across as a nation putting up barriers that prevent legitimate business," says Samir Kuckreja, President, National Restaurant Association of India (NRAI). "It denies consumers, both residents and international visitors, the natural freedom of choice?" Kuckreja is worried about the impact this confusion will have on the restaurant business, which has been on a steady growth curve in the past five years. The consignments of international restaurants are all piling up at ports, awaiting clearance, and to avoid paying demurrage, these operators are now simply re-exporting the perishable products.

The mess, in fact, has acquired tragi-comic proportions now that it has become known that Annapoorna World of Food India, one of two international food shows of any consequence held in the country, will have the dubious distinction of being the first event of its kind in the world where food and drink samples cannot be tasted by the visitors. This was inevitable because the organisers, led by FICCI, decided to duck the elaborate and expensive FSSAI testing procedures by assuring the authorities that the international consignments would only be displayed, not sampled! If you think this is ridiculous, what about Scotch whisky manufacturers being asked to make new labels that list out the ingredients used and the relevant nutritional information to boot? As a result of this most arbitrary rule, ships stacked with Scotch whisky are all held up.
Already, Lindt, which had emerged as the top-selling brand of chocolates during Diwali, has bid goodbye to India after it had to suffer losses because FSSAI did not allow three of its shipments from entering the country on grounds that may have been valid in the 1950s, but not in a world governed by the WHO's Codex Alimentaria, of which India is a signatory nation. Callebaut, another Swiss chocolate manufacturer whose products are most sought after by top pastry chefs around the world, also had to shut shop some months back after a consignment of 300 tonnes had flunked the FSSAI test.
The absurdity of the law is apparent from the fact that the FSSAI has issued 14 advisories, which are in effect amendments, in the one year since the regulations framed under the law - Food Safety and Standards Act of 2006 - came into effect. The Act doesn't have many more food standards apart from the 377 listed in the junked Prevention of Food Adulteration Act, 1954. The Codex Alimentaria has more than 11,000 listed on its pages. Absurd?

Aker BioMarine Antarctic AS’ Superba krill oil receives FSSAI approval

The Oslo, Norway-based Aker BioMarine Antarctic AS, a customer-driven supplier of krill-derived phospholipid omega-3 products, has received product approval for Superba krill oil from the Food Safety and Standards Authority of India (FSSAI).
According to publicly-available information, Superba krill oil - a natural source of Omega-3 fatty acids such as EPA and DHA, and the antioxidant astaxanthin - is the first and only krill oil that has obtained product approval by the country’s apex food regulator.
“We are delighted to introduce Superba krill oil - an omega-3 product evaluated in several clinical studies - to the Indian market,” said Atul Barman, Aker BioMarine Antarctic AS’ India representative, based in Mumbai.
“This new ingredient approval would enable Indian consumers to benefit from Omega-3 fatty acids in the phospholipid form,” he added.
“Omega-3 phospholipids are more efficiently incorporated into cell membranes, and are therefore an excellent source of Omega-3 fatty acids to support heart, brain and joint health,” Barman informed.
“This approval represents a key milestone for our entry into India,” stated Tim de Haas, vice-president, business development, Aker BioMarine Antarctic AS, Oslo.
He added, “We feel confident that with our local presence, we can successfully support our customers in India.”
“Backed by our success, especially in the United States and Australian markets, expanding into the Indian dietary supplement market presents great opportunities for Superba krill oil,” de Haas added.
