வெலவெலக்க வைக்கும் வெல்லக் கலப்படம்! ஷாக் ரிப்போர்ட்

‘கர்நாடகா மாநிலத்தின் மாண்டியா மாவட்டத்தில் வெல்லம் தயாரிக்கும் ஆலை ஒன்றுக்கு தற்செயலாகச் சென்றிருந்தேன்.அங்கு வெல்லம் தயாரிப்பில் பல ரசாயனங்கள் பயன்படுத்துவதை நேரடியாகப் பார்த்து அதிர்ந்து போனேன். அந்த ரசாயனங்களின் பெயர்கள் எனக்குத் தெரியவில்லை. 
ஆனால், அவையெல்லாமே ஆபத்தானவை என்பதை மட்டும் என்னால் உணர முடிந்தது.அங்கு இருந்தவரிடம் கேட்டபோது, ‘இதையெல்லாம் கலந்தால்தான் வெல்லம் தயாரிக்க முடியும்’ என்று சாதாரணமாகக் கூறினார். ‘என்ன செய்து கொண்டிருக்கிறோம்’ என்பதை உணர்ந்து செய்கிறார்களா? இல்லை... அறியாமலேயே செய்கிறார்களா? என்னால் புரிந்துகொள்ள முடியவில்லை. இது பற்றி விசாரிக்க முடியுமா?’
- சமீபத்தில் நண்பர் ஒருவரிடம் இருந்து நமக்கு வந்த ஷாக் மெயில் இது!
எந்தப் பொருளில் எல்லாம் கலப்படம் இல்லை என்பதைக் கண்டுபிடிப்பதுதான் இன்று கஷ்டம். அந்த அளவு ‘எங்கும் கலப்படம்... எதிலும் கலப்படம்’ என்று எல்லாம் கலப்படமயமாகிவிட்டது தெரியும்தான். சில மாதங்களுக்கு முன் ஜவ்வரிசியில் நடக்கும் கலப்படம் பற்றி எழுதியிருந்ததும் வாசகர்களுக்கு நினைவிருக்கலாம். 
ஆனால், வெல்லத்தில் நடக்கும் கலப்படங்கள் பற்றி இதுவரை பரவலான விழிப்புணர்வு எதுவும் இல்லை. தமிழகத்தில் வெல்லத்தில் நடக்கும் கலப்படம் பற்றி வெளிச்சத்துக்குக் கொண்டுவந்த உணவு பாதுகாப்பு அலுவலரான அனுராதாவிடம், அப்படி என்னதான் வெல்லத்தில் கலக்கிறார்கள் என்று கேட்டோம்...
‘‘தமிழ்நாட்டில் சேலம், நாமக்கல், ஈரோடு மாவட்டங்களில்தான் வெல்லம் உற்பத்தி அதிகம். கரும்பின் சாறிலிருந்து தயாரிக்கப்படும் இந்த வெல்லம் சர்க்கரையைவிட ஆரோக்கியமானது. ஆனால், இந்த நம்பிக்கையைக் கெடுக்கும் விதத்தில் மைதா, சர்க்கரை போன்ற கலப்படங்
களும் ஆபத்தான ரசாயனங்களும் வெல்லத்தில் சேர்க்கப்படுகின்றன.
கரும்புச்சாறிலிருந்து பாகு எடுக்கப்பட்டு, அதிலிருக்கும் அழுக்குகளை நீக்குவதற்காக சல்பர் என்ற வேதிப்பொருளைப் பயன்படுத்த சட்டத்தில் அனுமதியுண்டு. அதுவும், 70 பி.பி.எம். அளவுக்குத்தான் சல்பரை பயன்படுத்த வேண்டும். 
பி.பி.எம். என்பது பத்து லட்சத்தில் ஒரு பங்கு. அப்படியென்றால் எத்தனை குறைவாகப் பயன்படுத்த வேண்டும் என்பதைப் புரிந்துகொள்ளுங்கள். நாங்கள் ஆய்வு செய்தபோதோ 1500 பி.பி.எம். அளவு வரை அதிகபட்சமாக சல்பர் சேர்க்கப்பட்டிருப்பதைக்கண்டுபிடித்தோம்’’ என்று அதிர வைக்கிறார் அனுராதா. இன்னும் கொஞ்சம் விளக்கமாகச் சொல்லுங்கள்...
‘‘வெல்லம் தயாரிக்கும்போது கரும்புப்பாகுடன் வேறு எந்தப் பொருளையும் சட்டப்படி கலக்கக் கூடாது. ஆனால், வெல்லத்தின் விலையை விட சர்க்கரை விலை குறைவு என்பதால் லாபநோக்கத்துக்காக சர்க்கரையை கலப்படம் செய்து வந்தார்கள். அதுவும், கடந்த 2 ஆண்டுகளாக சர்க்கரைக் கலப்படம் மிகவும் அதிகமாகிவிட்டது. 50 சதவிகிதம் கரும்புப்பாகுக்கு 50 சதவிகிதம் சர்க்கரையை கலந்து தயாரிக்கிறார்கள். 
இத்துடன் நிறுத்திவிடுவதில்லை. கரும்புப் பாகில் சர்க்கரையை கலந்து தயாரிக்கும்போது வெல்லத்துக்குண்டான பதம் வராது. சர்க்கரையை சேர்த்த உடன் பாகு இளகிப் போய்விடும். அதனால் வெல்லத்துக்கு உண்டான பதம் வர வேண்டும் என்பதற்காக மைதா சேர்ப்பார்கள். இதைவிட அபாயகரமாக, சூப்பர் பாஸ்பேட் உரத்தையும் சேர்க்கிறார்கள். விவசாயத்துக்குப் பயன்படும் இந்த உரத்தைச் சேர்த்தால்தான் வெல்லத்துக்குக் கெட்டித் தன்மை கிடைக்கும். வெல்லத்தை உருண்டையாகவும் பிடிக்க முடியும். 
இதன்பிறகு, வெல்லம் அடர் பழுப்பு நிறத்தில் இருக்கும். வெல்லம் வெளிர்மஞ்சள் நிறத்தில் இருந்தால்தான் கவர்ச்சி கரமாக இருக்கும், மக்கள் வாங்குவார்கள் என்பதால் அதன் பிறகு சோடியம் பை கார்பனேட், ஹைட்ரோஸ் போன்ற ரசாயனங்களைச் சேர்ப்பார்கள். வெல்லத் தயாரிப்பில் சர்க்கரையை அளவுக்கு அதிகமாக சேர்க்க ஆரம்பித்த பிறகு, சோடியம், ஹைட்ரோஸ் ரசாயனக் கலப்பும் இப்போது அதிகமாகிவிட்டது. வெல்லம், சர்க்கரை, ஜவ்வரிசி போன்றவை 15 ஆண்டுகளுக்கு முன்பெல்லாம் இத்தனை வெண்மையாக இல்லை. இந்த வேதிப்பொருட்களின் ஆதிக்கம் வந்த பிறகு அதிகமாகிவிட்டது...’’ 
இதற்கு அரசு தரப்பு நடவடிக்கை என்ன?‘‘2011ம் ஆண்டு உணவுப் பாதுகாப்பு தர நிர்ணயச் சட்டம் வந்த பிறகு வெல்லம் உற்பத்தியாளர்களையும் வியாபாரிகளையும் வரவழைத்துத் தொடர்ச்சியாகப் பேசினோம்... பேசி வருகிறோம்... 
சட்டப்படி இந்த முறையில்தான் வெல்லம் தயாரிக்க வேண்டும், வேதிப்பொருட்களை இந்த அளவுதான் சேர்க்க வேண்டும், ஆபத்தான ரசாயனங்களைச் சேர்க்கக் கூடாது என்று அறிவுறுத்திக் கொண்டிருக்கிறோம். தொடர்ச்சியாக ஆய்வுகளையும் செய்து வருகிறோம். 
நாங்கள் ஆய்வு செய்யும்போது வெல்லத்தின் மீது சந்தேகப்பட்டால், சேகரிக்கப்பட்ட வெல்ல மாதிரிகளை உணவுப் பகுப்பாய்வுக் கூடத்துக்கு அனுப்பி வைப்போம். ரசாயனக் கலப்புகள் உறுதிப்படுத்தப்பட்டால் கடுமையான நடவடிக்கைகள் உண்டு. 
உணவுப்பகுப்பாய்வுக் கூடத்துக்கு அனுப்பி ஆய்வறிக்கையின் அடிப்படையில் பாதுகாப்பற்றது, தரம் குறைந்தது என்று உறுதியானால் நடவடிக்கை எடுக்கப்படும். இதற்கு 
6 மாதம் முதல் ஆயுள் தண்டனை வரை விதிக்க சட்டத்தில் இடம் இருக்கிறது. அபராதத் தொகையாக 5 லட்சம் வரையும் விதிக்க முடியும்.’’ 
வெல்லத்தில் கலக்கப்படும் வேதிப்பொருட்களின் தன்மை என்ன?
பதிலளிக்கிறார் வேதியியல் பேராசிரியரான வெங்கிடுசாமி நாராயணன்...‘‘சல்பர் டை ஆக்ஸைடு உணவுப்பொருட்களிலும், குளிர்பானங்களிலும், உலர் பழங்களிலும் காய்கறிகளிலும் பிரிசர்வேட்டிவாக பயன்படுத்தப்பட்டு வருகிறது. 
மிகவும் குறைந்த அளவில் பயன்படுத்தும் போது சல்பர் டை ஆக்ஸைடால் உடல்நலனுக்குப் பாதிப்பு எதுவும் இல்லை. அதனால்தான், உலக சுகாதார நிறுவனம் குறிப்பிட்ட அளவு மட்டுமே சல்பர் பயன்படுத்த அனுமதி அளித்திருக்கிறது. ஆனால், அனுமதிக்கப்பட்ட அளவு தாண்டி பயன்படுத்தும்போது மூச்சுத்திணறல், ஆஸ்துமா போன்ற சுவாசக் கோளாறுகளை உண்டாக்கும் குணம் கொண்டதாக சல்பர் மாறிவிடுகிறது. 
ஆஸ்துமா பிரச்னைக்கு ஆளாகியிருக்கும் ஒன்பது பேரில் ஒருவர் உணவுப் பொருளின் மூலம் சல்பர் டை ஆக்ஸைடால் பாதிக்கப்பட்டவர் என்பதற்கான ஆய்வுகளும் இருக்கிறது. 
அதேபோல, விவசாயத்துக்குப் பயன்படுத்தும் சூப்பர் பாஸ்பேட் உரத்தை வெல்லம் தயாரிப்பில் பயன்படுத்துவதும் பெரிய தவறு. பாஸ்பேட் நம் எலும்பின் ஆரோக்கியத்துக்குத் தேவைதான். ஆனால், அது உணவின் மூலம் மிகவும் குறைந்த அளவில்தான் தேவை. இதுபோல், உணவுப்பொருளில் நேரடியாகக் கலக்கப்பட்டு நம் உடலுக்கு அதிக அளவில் போய்ச் சேர்ந்தால் சிறுநீரகக் கல், எலும்பு தொடர்பான பிரச்னைகளை ஏற்படுத்தும். 
உடனடியாக வெல்லத்தை உருண்டை பிடிக்க வேண்டும் என்பதற்காகத்தான் இதுபோல சூப்பர் பாஸ்பேட் கலக்கிறார்கள் என்று நினைக்கிறேன். காய்ச்சிய பாகு கொஞ்சம் குளிர்ந்த உடன் உருண்டை பிடித்தால் சூப்பர் பாஸ்பேட் சேர்க்க வேண்டிய அவசியம் இருக்காது...’’ 
வெல்லம் வாங்கும் போதும்... பயன்படுத்தும் போதும்...சர்க்கரைப் பொங்கல், பாயசம், அதிரசம், கச்சாயம், சீடை என பல்வேறு இனிப்பு
களில் அத்தியாவசிய இடம் பிடிக்கிறது வெல்லம். சர்க்கரையைவிட ஆரோக்கியமானது என்ற காரணத்துக்காகவும் வெல்லத்தைப் பயன்படுத்துகிறவர்கள் உண்டு.‘வெல்லத்தின் அருமையை உணர்ந்தவர்கள், அதை வாங்குவதிலும் கொஞ்சம் கவனம் செலுத்த வேண்டும்’ என்கிறார் உணவுப்பாதுகாப்பு அலுவலர் அனுராதா. 
‘‘வெல்லம் முறைப்படி தயாரிக்கப்படும்போது அடர்பழுப்பு (Dark Brown) நிறத்தில்தான் இருக்கும். அந்த வெல்லம்தான் தரமாகவும் சுவையாகவும், நல்ல மணத்துடனும் இருக்கும். வெல்லம் வாங்கும்போது கொஞ்சம் அடர்பழுப்பான நிற வெல்லத்தைத்தான் வாங்க வேண்டும். ஆனால், பளிச்சென்று இருக்கும் வெல்லம் தான் சுத்தமானது என்று பொதுமக்கள் வாங்கிவிடுகிறார்கள்.
ஓர் உணவுப் பொருள் கவர்ச்சியாக, பளிச்சென்று இருந்தால் அதில் அளவுக்கு அதிகமான ரசாயனம் இருக்கிறது என்பதை மக்கள் புரிந்துகொள்ள வேண்டும். அதுபோன்ற தரக்குறைவான வெல்லம் உட்பட மற்ற பொருட்களை மக்கள் புறக்கணிக்க ஆரம்பித்தால் தானாகவே மாற்றம் நிகழும். வியாபாரிகள் வெளிர் மஞ்சளாக இருக்கும் வெல்லத்துக்குத்தான் அதிக விலை கொடுக்கிறார்கள் என்று எங்களிடம் பிடிபடுகிற உற்பத்தியாளர்கள் கூறுகிறார்கள். 
வியாபாரிகளிடம் கேட்டால் வெளிர் மஞ்சளாக இருக்கும் வெல்லத்தைத்தான் அதிகம் வாங்குகிறார்கள் என்று மக்களின் மீது குற்றம் சொல்கிறார்கள். என்னதான் சட்டம் இயற்றி, கண்காணித்து வந்தாலும் தவறுகளை முழுமையாகத் தவிர்க்க முடியவில்லை. 
எனவே, இந்த மாற்றம் மக்களிடம் இருந்தும் உருவாக வேண்டும். தரக்குறைவான வெல்லம் விற்காதபட்சத்தில் உற்பத்தியாளர்களும், வியாபாரிகளும் தரமான வெல்லத்தைத் தயாரிக்க வேண்டிய நெருக்கடிக்கு ஆளாவார்கள். மக்களை ஏமாற்ற முடியாது என்ற நிலைக்கு வந்துவிடுவார்கள். அந்த மாற்றம் நிகழ வேண்டும். 
வெல்லத்தை நேரடியாக உணவுத் தயாரிப்பில் சேர்க்கக் கூடாது. குறிப்பாக, நேரடியாக வெல்லத்தை நுணுக்கி பயன்படுத்துவதைத் தவிர்க்க வேண்டும். வெல்லத்தை சூடுபடுத்திப் பாகு மாதிரி காய்ச்ச வேண்டும். அதன்பிறகு, அதன் அழுக்குகள் கீழே வடிந்தபிறகுதான் எடுத்துப் பயன்படுத்த வேண்டும். உற்பத்தி செய்யும் இடங்களில் ஈ மொய்க்கும். எறும்புகள் ஊறும். 
அதனால் சூடுபடுத்திவிடும்போது கெமிக்கலும் ஓரளவு கீழே படிந்துவிடும். ஈ, எறும்பு, கரும்புச் சக்கைகள், தூசிகள் போன்றவை கீழே படிந்துவிடும். அதன்பிறகு பயன்படுத்துவது ஓரளவு பாதுகாப்பானது.’’வெல்லத்துக்குண்டான பதம் வர வேண்டும் என்பதற்காக மைதா சேர்ப்பார்கள். இதைவிட அபாயகரமாக, சூப்பர் பாஸ்பேட் உரத்தையும் சேர்க்கிறார்கள்!

பன்பட்டர் ஜாமோடு கொஞ்சம் கேன்சரும்! உஷார் உணவுகள்

சர்ச்சைகளைத் தாண்டி மீண்டும் புது அவதாரம் எடுத்துள்ள நூடுல்ஸ் வரிசையில், இப்போது புதிதாக இடம்பிடிக்கிறது பிரெட், பன் மற்றும் பேக்கரி அயிட்டங்கள். உள்ளூர் பொருட்கள் தரமற்றவை, வெளிநாட்டு கம்பெனிகளின் தயாரிப்புகள் தரமானவை என்ற கண்மூடித்தனமான நம்பிக்கையில் அவற்றைச் சாப்பிடுபவர்கள் நம்மில் உண்டு. அவர்களை எச்சரிக்கிறது சமீபத்தில் வெளியான அறிவியல் மற்றும் சுற்றுச்சூழல் மையத்தின் (CSE) ஆய்வறிக்கை.
பொட்டாசியம் ப்ரோமேட், பொட்டாசியம் அயோடைட் உணவு சேர்க்கைகள் பயன்பாட்டை, கனடா, நைஜீரியா, பிரேசில், தென்கொரியா மற்றும் ஐரோப்பிய ஒன்றிய நாடுகள் பல ஆண்டுகளுக்கு முன்பே தடை செய்துவிட்டன. 
இவை இலங்கை யில் 2001ல், சீனாவில் 2005ம் வருடத்தில் தடை செய்யப்பட்டுள்ள நிலையில், இந்தியாவிலும் அனுமதிக்கப்பட்ட உணவுச்சேர்க்கைகள் பட்டியலிலிருந்து நீக்குவதோடு, தடையும் செய்ய வேண்டும் என்ற கருத்து வலுவடைந்துள்ளது. 
கடந்த சில தினங்களுக்கு முன் மத்திய சுகாதார அமைச்சகம் கேட்டுக் கொண்டதன் பேரில், அறிவியல் மற்றும் சுற்றுச்சூழல் மையம் டெல்லியில் உள்ள பேக்கரி பொருட்களின் மாதிரிகளில் பொட்டாசியம் ப்ரோமேட் சேர்க்கப்பட்டுள்ளதா என்கிற ஆய்வினை மேற்கொண்டது. 
பிரபல நிறுவனங்களான டோமினோஸ், சப்வே, கே.எஃப்.சி., மெக்டோனல்டு போன்றவற்றில் பிரெட், பீட்சா, பர்கர் உள்பட 38 பொருட்களின் மாதிரிகளை ஆய்வுக்கு எடுத்துக் கொண்டதில், 84 சதவிகிதப் பொருட்களில் பொட்டாசியம் ப்ரோமேட் மற்றும் பொட்டாசியம் அயோடைட் சேர்க்கப்பட்டுள்ளதாக விரிவான அறிக்கை சமர்ப்பித்துள்ளது. 
இது பற்றிப் பேசுகிறார் தேசிய வேளாண் நிறுவன தலைமை அறிவியலாளரான ஜே.சாய்பாபா...‘‘அறிவியல் மற்றும் சுற்றுச்சூழல் மையம், புற்றுநோய் ஆராய்ச்சிக்கான சர்வதேச அமைப்பின் (IARC) அறிவுறுத்தலின்படி மனிதர்களுக்கு புற்றுநோயை உண்டாக்கக்கூடிய சாத்தியக்கூறுகள் கொண்ட பொட்டாசியம் ப்ரோமேட், பிரிவு 2Bல் இருப்பதாகவும், பொட்டாசியம் அயோடைட் கலந்திருப்பதையும் தன் அறிக்கையில் கூறியுள்ளது. 
உணவுப் பொருட்களைப் பொறுத்தவரையில், புற்றுநோயை உருவாக்கக்கூடிய வாய்ப்புகள் அதிகம் உள்ளவற்றை 2A என்றும், ஓரளவு வாய்ப்பு உள்ளவற்றை 2B என்றும் வகைப்படுத்தி வைத்துள்ளனர். அறிவியல் மற்றும் சுற்றுச்சூழல் மையத்தின் அறிக்கையில் 2B பிரிவின் கீழ் குறிப்பிடப்பட்டிருப்பதால் அபாயமில்லை.
நம் நாட்டில், 2006ம் ஆண்டு இயற்றப்பட்ட உணவுப்பாதுகாப்பு தர நிர்ணயசட்டத்தின் அறிக்கைகள் 2011 முதல் நடைமுறைக்கு வந்தன. இந்திய உணவுப் பாதுகாப்பு மற்றும் தர நிர்ணய ஆணையத்தின்கீழ் பால் பொருட்கள், உணவுச்சேர்க்கைகள் போன்று உணவுப் பொருட்களின் ஒவ்வொரு பிரிவின் கீழும் உணவு வல்லுனர் குழு உள்ளது.
இக்குழு தொடர்ச்சியான ஆராய்ச்சிகளில் சிறப்பாகச் செயல்பட்டு வருகின்றனர். உதாரணமாக 1954ல் 16 வகை நிறமூட்டிகள் உணவுப்பொருட்களில் பயன்படுத்தப்பட்டு வந்தன. இப்போதோ இந்த நிபுணர் குழுவின் பரிந்துரையின்படி 8 வகை நிறமூட்டிகளே பயன்பாட்டில் உள்ளன. தொடர்ச்சியான அவர்களின் ஆராய்ச்சியின் கீழ் பல பொருட்கள் தடை செய்யப்பட்டு வந்திருக்கின்றன. 
உலக சுகாதார நிறுவனத்தின் அறிவுறுத்தல்படி Acceptable Daily Intake (ADI) என்று சொல்லக்கூடிய அளவில்தான் வேதிப்பொருட்கள் உணவில் சேர்க்கப்படுகின்றன. இதன்படியே பொட்டாசியம் அயோடைட் வேதிப்பொருளை பேக்கரி பொருட்களில் சேர்க்கிறார்கள். 
பொதுவாக நம் நாட்டில் அயோடின் சத்துக் குறைபாடுள்ளவர்கள் அதிக எண்ணிக்கையில் இருக்கின்ற நிலையில், அவர்களுக்கு கூடுதலாக 15-30cc அளவில் அயோடின் மாத்திரைகள் கொடுக்கும் போது, குறைந்த அளவில் பொட்டாசியம் அயோடைட் கலந்த உணவுப்பொருள் சாப்பிடுவதில் ஆபத்தில்லை. 
100 கிலோ எடையுள்ள ஒருவர் ஒருநாளில் 200 மில்லிகிராம் பொட்டாசியம் அயோடைட் சேர்த்துக்கொள்ளலாம். அறிவியல் மற்றும் சுற்றுச்சூழல் மையம் கொடுத்துள்ள அறிக்கையின்படி பார்த்தால், பொட்டாசியம் அயோடைட் சரியான அளவிலேயே சேர்க்கப்பட்டிருக்கிறது.
அளவை பெரிதாக்கவும், மிருதுத்தன்மை மற்றும் பூஞ்சைப் பிடிக்காமல் இருக்கவும் பிரெட், பன் போன்றவற்றில் பொட்டாசியம் ப்ரோமேட் சேர்க்கிறார்கள். இது அங்கீகரிக்கப்பட்ட நிலையான 1 கிலோவுக்கு 20 மில்லிகிராம் என்ற அளவிலிருந்து சற்று கூடுதலாக 22 மில்லிகிராம் அளவிலேயே உள்ளது. எனினும், எலிகளிடம் மேற்கொண்ட ஆய்வில் பேக்கரி பொருட்களில் சேர்க்கப்படும் உணவுச் சேர்க்கைகளால் புற்றுநோய் ஏற்படுவதற்கான சாத்தியக்கூறுகள் உள்ளது உறுதிப்படுத்தப்பட்டுள்ளது. 
இந்நிலையில் மனிதர்களின் நீண்ட காலப் பயன்பாட்டில் புற்றுநோய் வருவதற்கான அபாயம் உள்ளது. இவ்விஷயத்தில் உணவு வல்லுனர் குழு தொடர்ந்து ஆராய்ச்சியில் ஈடுபட்டு வருகிறார்கள். 
வெளிநாடுகளின் ஆராய்ச்சிகளோடு ஒப்பிட்டு, அபாய நிலையில் இருக்கும் பட்சத்தில், உணவுப் பாதுகாப்பை முக்கிய காரணியாக எடுத்துக் கொண்டு கண்டிப்பாக நடவடிக்கைகள் எடுக்கப்படும். மற்ற நாடுகளைப் போலவே இந்தப் பொருட்கள் நம் நாட்டிலும் தடைசெய்யப்படும். உள்ளூர் பேக்கரிகளில் பொட்டாசியம் ப்ரோமேட்டின் உபயோகம் அதிக அளவில் இல்லை என்பதால் பொதுமக்கள் பீதியடையத் தேவையில்லை” என்கிறார் சாய்பாபா.

Patanjali claim on carcinogenic mustard oil not supported by quoted study

New Delhi, June 3 (IANS): Even as the Food Safety and Standards Authority of India (FSSAI) has directed its central licensing arm to issue a show cause notice to Patanjali Ayurved Ltd over complaints about 'alleged misleading advertisement', it has emerged that the "US Institute" quoted by Yoga guru Baba Ramdev-led FMCG group on mustard oil does not support its contention.
Patanjali Ayurved had brought out advertisement in major newspapers saying "According to NCBI (US Institute) Hexagon solvent which is a petroleum by-product is carcinogenic in nature."
It further said that "other than Kacchi Ghani process, most of the other edible refined oils and mustard oil are made using Neurotoxin Hexagon Solvent extraction process."
It also said "Patanjali's Kacchi Ghani Mustard Oil does not contain any harmful chemicals." Kacchi Ghani refers to the cold press extraction process.
The claim that Patanjali was alluding to was extracted by Maryland-based National Center for Biotechnology Information (NCBI), a part of the National Institutes of Health, a government body which is a leading medical research centre in the world. The research it extracted was carried in British Journal of Cancer in 1983, done by a five-member team for British Petroleum Company and Shell International.
But contrary to Patanjali's claim, the study led by S.M.A. Doak, which looked into twelve refined mineral oils, said "hydrotreatment or solvent extraction methods can yield oils with no carcinogenic potential."
"World over, soyabean, rapeseed, sunflower seed and all other oilseeds process through solvent extraction using food grade hexane and then refined to make it fit for human consumption. The process using food grade hexane is approved by all the authorities," B. V. Mehta, executive director of Solvent Extractors' Association of India (SEA), a body of edible oil producers, told IANS.
Patanjali Ayurved spokesman S K Tijarawala, though stuck to the claim. "The fact that hexagon solvent is a petroleum by-product and it is carcinogenic in nature is a known fact. We are only running a mass awareness campaign on this," he told IANS over phone in response to emailed queries.
"These methods are safe up to a permissible limit. But FSSAI has not set any permissible limit in India," Tijarawala said.
The SEA had sent a complaint to the FSSAI stating that "the process of hexane solvent extraction is very well recognised and approved as laid down in regulation of the Food Safety and Standards (Food Products Standards and Food Additives) Regulation, 2011" for edible oils.
The SEA had also complained to the Advertisement Standards Council of India (ASCI) about the Patanjali ads.
In response, the ASCI said that the ad "stating 'mineral oil is carcinogenic in nature and may cause cancer' was false and misleading by ambiguity and by gross exaggeration."
The ASCI also said "Patanjali's claims that many companies 'mix cheap palm oil in mustard oil to make profits at the cost of consumers' health', were not substantiated and the claims were misleading."
This, Mehta said, "is not the way to promote or market one's products. It is wrong to paint an entire industry as a thug.
On FSSAI show-cause notice against health claims and for "violations of FSS Act, 2006", Patanjali's Tijarawala said that it had not received any such notice. "There is no objection or questions were raised by FSSAI on the quality of our product. We have gone by all standards and have not violated anything. Our products are safe," he added.
He said "if they are saying our advertisement is denigrating or misleading, they should have first conducted an independent research and tests before simply applying a casual approach on this. This is their moral duty to the consumers. Even then, the moment ASCI raised objections, we stopped the advertising campaign," the Patanjali spokesman said.
In its directive, FSSAI has also asked its Central Licencing Authority, northern region to submit an action taken report at the earliest.

Bread and butter issues in food safety

The potassium bromate episode informs us about the gap between Indian and world food standards
A recent study by the Centre for Science and Environment (CSE) points to the presence of possible cancer-causing chemicals in pre-packaged bread. The specific chemical in question, potassium bromate, has been used as an oxidising agent for bread and a few other bakery items such as pao, bun and pizza base.
Similarly, potassium iodate was also found in samples and is reported to cause thyroid disorders.
The results came to the fore when CSE’s Pollution Monitoring Laboratory (PML) found residues in 84 per cent of the 38 bread and bakery samples it had sourced from retailers in Delhi.
The results show that major brands across categories have concentrations ranging from 0 to 22.54 parts per million (ppm) of the chemicals in the sample.
The devil in the detail
Though the discovery was well within the mandated limit of 50 ppm for the chemical, the release of the report by CSE saw stocks of major bread manufacturing companies fall considerably. However, there seems to be more to the incident than meets the eye.
First, potassium bromate had been classified as a level 2B carcinogen in 1999 according to the International Agency for Research on Cancer (IARC). It places potassium bromate in the list of 290 other chemicals which are “possibly carcinogenic to humans”.
Other chemicals in the 2B category include carbon tetrachloride and acetaldehyde. The classification system of IARC has five broad categories (1, 2A, 2B, 3 and 4) with group 4 representing chemicals “probably not carcinogenic to humans” while Group 1 represents chemicals “carcinogenic to humans”.
Second, it will be interesting to see how the use of the chemical in question is being restricted across the world.
In 1992, the Joint Expert Committee on Food Additives (JEFCA) declared the chemical as “not appropriate” and withdrew the previously acceptable limit of 60 ppm for the chemical before 1992. Now it is banned in the European Union, the UK, Canada, China, Brazil, New Zealand and Australia, but not in the US. This points to a restricted use of the chemical in major parts of the developed world.
Criminal negligence
Another important issue is the relationship between the relevant stakeholders, namely the Food Safety and Standards Authority of India (FSSAI), CSE, the ministry of health, the All India Bread Manufacturers’ Association (AIBMA) and ultimately consumers.
The FSSAI, on its part, has done the right thing by asking for the removal of potassium bromate from the list of permissible chemicals. The health ministry has responded by asking FSSAI to furnish details and a detailed report pertaining to the chemical. The AIBMA too has been positive about not using these chemicals in future.
Here, the important question to ask is, has the consumer interest been put to risk or is it adequately protected? Well, it seems various bodies have done their job, and there appears to be no reason for panic. However, it does point to an archaic standards regime that India continues to follow. The chemical ideally should have been restricted in the first place and even if it had regulatory clearance, it should not have been used by the industry, especially after international agencies in 1992 had termed it “non-appropriate”.
The industry was well aware of the fact and continued its usage on the ploy that it was being allowed as per the national standards under PFA earlier, and FSSAI now. The flour milling and bakery industry continue using potassium bromate even though options were available for achieving the desired functional requirements.
It also raises the question of the efficacy of the regulator and its regulations. Why did the regulator, FSSAI, which came into being after an Act of Parliament in 2006 and was operationalised in 2011, not look into the matter earlier?
Missing in action
The problem seems to be that regulation has been late in catching up with scientific research and developments in market behaviour and outcomes.
Being a young regulator, it seems FSSAI is taking some time to harmonise its standards with international norms. Here, civil society has a great role to play in pointing out problem areas.
However, this needs to be done in a consultative manner and with a positive approach rather than with scaremongering and publicity. That can ultimately harm rather than enhance consumer welfare.
In future, as the regulatory framework for food standards deepens within India, the need to harmonise the standards further as well as ensure consumer interest would be paramount.
The regulator has done the right thing by ordering a removal of potassium bromate from the list of permissible chemicals used for manufacturing bread. It is good that AIBMA too has on its own decided to discontinue the use of potassium bromate in bread-making.
The industry should play a more proactive role in the area of food safety, nutrition and good manufacturing practices.
However, in the long run, the need is to systematise the process of harmonising food safety regulations and standards with international norms and ultimately protect consumer interest.

Food firms to display specifics of edible oil, fat content on label

NEW DELHI, JUNE 2: 
The Food Safety and Standards Authority of India (FSSAI) has notified some amendments in standards for labelling, which is expected to offer clarity to consumers on the kind of edible vegetable oil and vegetable fat used in various food products. Companies will also now have to declare trans-fat and saturated fat content on the label.
The regulation, called the Food Safety and Standards (Packaging and Labelling) Second Amendment Regulations 2016, was floated as a draft in July last year to seek public and stakeholder opinion.
The food regulator, in its notification uploaded on its Web site on Thursday, said that packaged food companies will need to give specifics on the source of edible vegetable oil on the label of pre-packaged food. So, the companies will now need to specify the kind of edible vegetable oil used, such as mustard oil, groundnut oil among others.Nutritional facts
Similarly companies will also have to specify the type of edible vegetable fat used in the product. For instance, they will have to specify whether they used interesterified vegetable fat, hydrogenated oils, partially hydrogenated oils, edible vegetable fats, margarine and fat spreads, such as mixed fat spread and vegetable fat spreads etc.
The notification also states that in terms of nutritional information, companies will also have to declare the quantity of trans-fat content and saturated fat content on the label.

4 cases against Maggi in Nainital court

NAINITAL: The food safety department of Haldwani has registered four cases, including two of misbranding, against multinational food major Nestle's Maggi noodles in the court of the chief judicial magistrate of Nainital district.
Misbranding means not mentioning all the ingredients found in the product on its packaging.
The department had allegedly found traces of lead and some other ingredients not declared on the packaging of Maggi samples it had picked up from Haldwani and Ramnagar in May last year.
V S Bisht, food security officer of Haldwani circle, told TOI: "Four cases have been registered against the MNC and the owners of shops from where the samples were picked up."
Action was initiated after a report confirmed the presence of undeclared ingredients, in November last year. Asked what took them so long to file the cases, officials said a lot of paperwork was involved.
Bisht said two cases were registered on May 25 under Section 59 of Food Safety and Standards Act, 2006 as monosodium glutamate (MSG) was found in some of the samples; two more cases were registered in the ADM's court under Section 52 of the Act for 'misbranding'.
The department claims "objectionable" amounts of undeclared artificial colour and flavour were traced.
Responding to TOI's email query on the charges, a Nestle India spokesperson said, "We have not received any court notice with reference to details mentioned in your email."
He claimed that the safety of Maggi noodles had been confirmed by tests carried out in independent accredited laboratories, and traces of MSG were found as glutamate is a naturally occurring substance in food products.

While the wedding invitations, the clothes, the jewellery, the dance and music, décor and venue are all important aspects of a wedding but the biggest takeaway is the food! The multiple functions spanning a minimum of three days require multitudinous menus. Wedding caterers need to offer unique and exquisite cuisine but they also need to keep food safety in mind when preparing foods. The safer the food experience, the higher the demand for the caterer at other celebrations! If you wish to be a wedding caterer par excellence you need to ensure that the food is tasty but also completely safe. Wedding feasts therefore, require a huge amount of planning, right from procuring the best ingredients to handling, storing, preparing, serving and transporting food to preserve its freshness. You also need to consider the number of people you are catering for and the time at which the food is to be served so it does not get a chance to allow bacterial growth. If you also serve cold foods you must know for how long the fresh cut fruit dessert, salads, cold fish, cream, etc., can be safe to eat without refrigeration.
Procurement of raw food and ingredients
Food preparation plays a vital role in keeping away hazards, right from raw material to final dishes. Caterers that follow food preparation norms as laid down in the FSSAI regulations keep consumers safe as well as their own reputation. The first step is to procure raw materials only from licensed vendors as that helps prevent chemical and physical hazards from entering vegetables, pulses, rice, spices, etc. Raw milk must be only supplied by certified vendors because toxins produced by staph bacteria can appear in unpasteurised milk and cheese and these cannot be destroyed by cooking. Similarly, procure meat and chicken only from vendors that have been certified by the veterinary surgeon. Only those colours, additives and flavours must be used that are approved by food regulations as they can infuse foods with toxins. Use only branded packaged oil for cooking. Taking these precautionary steps eliminates hazards from entering food right at the beginning.
Is the venue suitable?
If you are planning to cook food at the venue then it is in your best interest to ensure the cleanliness of the food preparation area. Are the walls, ceilings and floors clean? Is the venue designed to prevent the entry of pests and vermin? Are there sufficient food preparation surfaces to handle vegetarian and non-vegetarian food so there is no cross contamination? Keep in mind that the venue must have enough space to prepare, store and serve food according to the volume of the food prepared. Any food for human consumption cannot be prepared under unhygienic or unsanitary conditions. Doing so could invite a penalty which may extend to one lakh rupees especially if there is an outbreak of food poisoning.
Water is a key ingredient
Keep in mind that the kitchen area in the venue must have a running supply of potable water or the water must be chlorinated or ozone water.
Water is also needed to thoroughly clean vegetables and meats and also to clean and disinfect food preparation surfaces, cooking and serving utensils so the supply should be sufficient and safe as unsafe water can cause a number of water borne diseases. All drinking water, water used for preparing beverages and ice must be potable and stored in a sanitary condition in containers that have taps for withdrawing it.
Right temperature
If there is no kitchen at the venue and you have transported the food from another location then you must ensure that you have the required equipment to keep the food hot. If reheating is required you must have heat sources that ensure that food reaches a temperature of up to 70°C as that temperature is required to destroy and minimise bacteria. Most often transported food is hot held in equipment like Bain-marie, hot holding cart, soup kettle or electrical heating is used.
These must be available with the caterer to keep the temperature at a steady 60°C to 63°C. Food that is in hot holding must not be mixed with food that is already on display as the previously served food might have been on display beyond two hours. It goes without saying that food that is left uncovered will attract flies and contaminants like dust will find their way into food. Besides, properly covered hot served food must also be stirred constantly so that it remains evenly hot. The practice of using higher quantity of oil to keep food hot for longer periods must not be used as excess oil in food is a health hazard.
High risk foods and frozen desserts
Fresh fruit, salads, confectionery items, chutneys, cream, cold platters become easy target for microbial contamination. These are high risk foods and if they are not consumed within two hours of preparation then they must be refrigerated at 5°C or lower as bacteria begin to multiply when the temperature of food is above 5°C. If caterers use their own refrigerated van then it must be parked close to the venue. In case there is no way to refrigerate high risk food at the venue then you must time the delivery in such a way that it is consumed within two hours or change the menu, if food safety is compromised.
Frozen desserts like ice-cream, cakes, ras malai are perishable and subject to microbial contamination if not stored appropriately. If electric freezer is not available then perishable cold desserts must be stored in ice-cream carts or insulated ice-boxes packed with dry ice. High risk foods and desserts also need to be handled with care when serving them as they can get contaminated easily and so gloves should be worn at all times when serving them.
Thawing and cooking temperatures
Caterers who use frozen foods must ensure that they are thawed thoroughly before they are cooked. Meat and chicken might not cook to the centre if they are not thawed fully. Temperature of the food must be maintained at 5°C, so it is best to thaw foods in the refrigerator or a microwave. Do not leave food outside on a surface to thaw. All foods whether vegetarian or non- vegetarian must be cooked so that the internal core temperature is 70°C as that kills all bacteria. In fact meat and poultry must be cooked to a temperature or 74°C to make it completely safe. Caterers use calibrated probe thermometers to check that correct cooking temperatures are reached. Probes are disinfected before and after use. Undercooking foods like meats allow bacteria to survive and cause food poisoning. Slow cooking and slow reheating at temperatures 20°C to 50°C cause bacteria to grow faster.
Equipment must not cause cross contamination
Another important aspect to keep in mind when cooking is to use separate equipment and utensils for vegetarian and non-vegetarian cooking, cooked and uncooked food so as to prevent cross-contamination. Knives, tongs, cutting boards, etc., must be separate for raw and ready-to-eat and they must be cleaned and sanitised between each use. Check to see that cooking equipment is made of steel, brass and not of aluminium or other corrodible material. According to experts cooking utensils must be flat bottomed as that helps to distribute heat evenly so all parts of the food are cooked at the right temperature.
Health and hygiene of staff
Most wedding caterers employ additional temporary staff for cooking and servicing if the catering order is big. Anyone handling food in the kitchen or in the service area must be suitably trained and supervised. Sometimes food can be contaminated by S Aureus bacteria by food service workers who handle food without washing their hands. Maintaining personal hygiene is extremely important and emphasis must be laid to train all staff to follow all hygiene rules like washing hands before handling food and after toilet use, not smoking, coughing, sneezing, scratching, or touching hair or nose when handling food.
It is an FSSAI requirement for all workers, whether permanent or temporary, to undergo a health check if they handle food. If a food handler has any cuts or abrasions, a skin infection or has recently had diarrhoea then he must not handle food in the kitchen, serve food or work as a waiter as the food can be contaminated or infection passed to the wedding guests. As a wedding caterer of repute you must provide clean uniforms, aprons, gloves, caps for the cooking and serving staff. Hair must be tied back neatly. Disposal towels and anti-bacterial soap must be available for washing hands. Food poisoning outbreaks can occur when workers don’t handle, cook or store food properly.
Transportation of cooked food
When transporting food to the wedding venue, caterers must use food grade, easy to clean, and covered containers. Cardboard boxes are hardly suitable for transporting food safely or hygienically. The vehicle must be clean and must not be used to transport other goods so as to avoid the risk of contamination. When transporting the food the temperature needs to be controlled to ensure it is kept hot at above 60°C or cold at below 5°C.
For short journeys insulated boxes with cold packs can also be used while for longer journeys a refrigerated vehicle is ideal. Once it arrives at the venue the temperature must be checked and food must be reheated to the adequate temperature. Food poisoning is the caterer’s biggest nightmare. As a caterer if you have ensured proper handling, storing and transporting of food then there should not be any danger of food poisoning. After the wedding is over you will know all has gone well if you get calls from wedding guests to cater food for them too.

OFFICE MEMORANDUM

Subject: Non-Statutory Departmental Canteens functioning in Central Government Offices- procuring Licence under Food Safety and Standards Act, 2006 and Rules & Regulations framed thereunder.
The undersigned is directed to refer to this Department’s OM of even number dated 11.8.2004 and para 9.9 of Administrative Instructions on Departmental Canteens in Government Offices and Industrial Establishments (Green Book) wherein it has been mandated that the Managing Committees of the Departmental canteens/ Tiffin Rooms run in various Central Government Offices would obtain the requisite licence from the concerned authority under the Prevention of Food Adulteration Act, 1954 an~ Municipal Act applicable to them.
The erstwhile PFA Act, 1954 has since been repealed after enactment of Food Safety and Standard Act, 2006.

2. The Food Safety and Standards Act, 2006 along with the Rules & Regulations framed thereunder provides the statutory framework for regulating, inter-alia, the manufacture, storage, distribution and sale of food so as to ensure its safety. Regulation 2.1.2 of the Food Safety and Standards (Licensing & Registration of Food Business) Regulations, 2011 stipulates that ”No person shall commence any food business unless he possesses a valid license”. Schedule 1 of the above mentioned Regulations places food catering services in establishments and units under Central Government agencies under the purview of Central Licensing Authority. All Departmental Canteens, Tiffin Rooms, etc. housed in various offices of the Central Government are, accordingly required to obtain licenses to be able to continue to manufacture and sell food.
3. It may be stated here that the Non-Statutory Departmental Canteens, set up as measure of staff welfare, have been functioning in the Central Government Offices since early fifties. The Office of the Director(Canteens) in the Department of Personnel & Training, Ministry of Personnel, Public Grievance & Pensions is concerned only with the laying down broad policy guidelines for running such canteens. However, day to day administration of the canteens are the responsibility of the concerned Ministries/Departments through their Managing Committees set up for this purpose.
4. It is the responsibility of respective Managing Committee to register/obtain licence under provisions of Food Safety and Standards (Licencing and Registration of Food Businesses) Regulations 2011. The concerned officers may please get in touch with FSSAI (Contact No.O 11··2323168) for implementation of FSS Act, 2006 and rules and regulations thereunder.
5. Accordingly, all the Ministries/Departments are requested to take further necessary action, as suggested above, with reference to all canteens functioning under their administrative control in attached and subordinate offices/field formations under intimation to this Department.

NEW DELHI: Cracking the whip on government canteens operating in unhygienic conditions, the Centre has made it mandatory for them to obtain licence from Food Safety and Standards Authority of India (FSSAI). The move would make it binding for over 1,350 canteens to get the licence to carry on with the business of preparing and selling foods.
The direction has come from the Ministry of Personnel, stating that canteens are required to comply with statutory framework for manufacturing, storage, distribution and sale of food so as to ensure its safety.
“All departmental canteens, tiffin rooms, etc, housed in various offices of central government, are accordingly required to obtain licences to be able to continue to manufacture and sell food,” it said.
Seeking licence would make it binding for government canteens to maintain the standard of food as the lack of it has often been a cause of consternation among the users of such canteens. Scenes of untidy corners, filth and lack of attention to clean the waste are replete in the canteens across the country.
It is the responsibility of respective managing committees to register or obtain licence under provisions of Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011. The concerned officers may please get in touch with FSSAI for implementation of Food Safety and Standards (FSS) Act, 2006, the Ministry said in a recent order issued to all central government departments.
As per FSS Act, no person shall commence or carry on any food business except under a licence. Currently, 1,352 registered canteens and tiffin rooms are functioning in various offices of the central government all over India.
However, the direction has remained silent on government run canteens in educational institutions which also operate under unhealthy conditions, putting the health of thousand of students at stake.

Revealed: The poison in your food FSSAI has approved

In January this year, the FSSAI, Indian's food regulator, gave batch-approval to around 8,000 food additives - without conducting proper tests, according to sources in the agency.
It isn't hard to believe. Because had tests been done on these additives the FSSAI would have found that several of compounds, which a frighteningly large number of people are perhaps consuming now, are quite deadly.
The approved additives include many that have been banned in most other countries because of a vast number of complications they have been found to cause - body rashes, rhinitis, nasal congestion, allergies, hyperactivity, kidney tumors, chromosomal damage, abdominal pain, nausea, indigestion, increased incidence of tumors, thyroid complications, even cancer.
It cannot be emphasised enough: this could be possibly one of the biggest food-related scandals in the country yet. More frightening, in fact, than the recent scandal about carcinogenic chemicals found in bread. According to a report published earlier this month, 84% of bread samples collected from Delhi were found to contain the harmful additives bromate and potassium iodate.
This, however, appears to be a mere oversight compared to what that FSSAI has just done by bulk approving thousands of additives without conducting thorough tests.
"It is quite unscientific to release an approved list of additives without their health impact assessment. In the light of recent revelations there should an official inquiry into the health impact of these additives," said Dr Gopal Krishna, Director, ToxicsWatch. "And pending the inquiry report, there should be a stay on this list to protect public health."
TOXIC TRAIL
On 23 December 2015, the FSSAI put out a list of food additives it was considering to approve on its website for public consultation.
Shockingly, in case of several of the additives listed, the FSSAI does not prescribe the upper usage limit. It only mentions "Good Manufacturing Practice" against those additives. GMP means that "the quantity of the additive added to food shall be limited to the lowest possible level necessary to accomplish its desired effect". As a GMP, the regulator also asks the food processor to reduce the extent of these additives used as much as "reasonably possible".
In other words, the regulator has delegated the responsibility of mixing potentially dangerous chemicals into our food stuff to the food processor, hoping they won't overdo it.
On 14 January, the FSSAI approved the list of additives. In an internal letter, a senior official directs that "the enforcement official in your state/UT be instructed to implement the said standards for food additives in various food categories".
The next day, Union Minister for Food Processing Harsimrat Kaur Badal told reporters that now that the approval process had been relaxed, food products containing the ingredients just approved by the FSSAI may not require any approval. This, she said, "will lead to more innovation and product launches and promote traditional food".
The minister added that with these new regulations in place, "the industry's concerns regarding product approvals will be addressed to a large extent. And I am optimistic that in the coming months, there will be an increase of 25 per cent FDI in the food processing sector".
What the minister didn't say was that many of the additives approved by the FSSAI are harmful. Here are 10 of these chemicals, and this is by no means an exhaustive list.
1. ACESULFAME POTASSIUM
It's an artificial sweetener, 100 times sweeter than natural sugar. It contains the carcinogen methylene chloride, long-term exposure to which can cause headaches, depression, nausea, mental confusion, liver and kidney diseases, visual disturbances, and cancer.
2. ASPARTAME
Another common artificial sweetener, said to be 200 times sweeter than sugar. Tests have shown Aspartame to cause tumours in rats. It's generally proscribed for consumption by children. Claims have made about its links with Alzheimer's, birth defects, diabetes, Gulf War syndrome, attention deficit disorders, Parkinson's, lupus, multiple sclerosis and seizures.
3. NEOTAME
A sweetener like aspertame and acesulfame potassium, only more toxic than either as studies have revealed. Long-term exposure can cause cancer.
4. MONOSODIUM GLUTAMATE
The excess presence of this chemical in Maggie noodles had caused a furore some months ago, and FSSAI's own officers had described it as harmful. Yet it has been included in the latest list of additives.
Research has linked MSG to burning sensation of the mouth, head and neck; weakness of the arms or legs, body rashes, headaches, upset stomach. While American and European regulators have not banned this chemical, they have, as a precaution, limited its use to less than 10 times what is permitted in India.
5. SULFITES
Sulfites are a group of chemical agents added as preservatives to ready-made meals like pizza as well as to beer and wine to prevent bacterial growth. The term 'sulfites' includes sulfur dioxide and the salts formed from sulfurous acid such as sodium sulfite or potassium metabisulfite.
Studies have shown sulfites to cause minor irritations. Asthmatics have been found to be under particular threat to the effect of sulfites; they can get severe reactions from it.
6. FOOD DYES
Brilliant Blue is known to cause chromosomal damage. It is banned in France and Finland.
Alura Red has been found to cause chromosomal damage, lymphomas (group of blood cell tumors that develop from lymphatic cells) and hyper-activity.
Fast Green is known to cause bladder tumours. It's banned in several European countries.
Sunset Yellow is linked to chromosomal damage, hyper-activity, asthma, eczema, allergies, thyroid tumours. It's banned in Norway and Sweden.
7. AZODICARBONAMIDE
This is generally used by break makers as a dough conditioner. A WHO report on this chemical had this to say: "Repeated oral exposures resulted in the appearance of pyelonephritis with casts and crystalline deposits in renal tubuli in several species. However, the dose levels required to induce these effects were high (>200 mg/kg body weight per day in studies of up to 1 year's duration)."
Studies have shown the chemical to irritate the gluten which is linked to a number of gastrointestinal, immunological and neurological diseases. It can cause skin irritation, respiratory issues, hormonal imbalance, and disrupt the immune system. It's banned in several European countries.
8. BHA AND BHT
Butylated hydroxyanisole and butylated hydroxytoluene are oxidants which form cancer-causing reactive compounds in the body.
These chemicals are used as preservatives in cereals, chewing gum, potato chips, vegetable oils, frozen sausages, enriched rice, lard, shortening, candy, jello. They are used to keep food from changing colour and flavour, or from turning rancid. Studies have shown these to effect the neurological system and have linked it to cancer as well.
9. TERTIARY BUTYLHYDROQUINONE
It's an aromatic organic compound. Studies on lab animals have shown it to produce precursors to stomach tumors, and cause damage to DNA.
10. ASCORBIC ACID, SODIUM BENZOATE, POTASSIUM BENZOATE
These chemicals are potentially dangerous individually - known to cause nausea, vomiting, heartburn, stomach cramps, headaches - but in combination, they may form benzene, a known carcinogen.
A few other compounds that we identified from FSSAI's list of approved additives as potentially dangerous are benzoyl peroxide, stannous chloride and beta-cyclodextrin.
Catch reached out to FSSAI's chairperson for comment, only to be told to contact the CEO. The CEO's office asked for a detailed set of questions, which we have sent. We will add their response here as and when it comes.

Government approves standards for food ingredients: Minister

The government has finalised as many as 12,000 standards for food additives and ingredients in line with global safety standards for food companies, union Food Processing Industries Minister Harsimrat Kaur Badal said here on Thursday.
The move will help food companies as they will not be required to seek product approval from Food Safety and Standards Authority of India (FSSAI) for minor changes and alterations if they comply with these declared standards.
"Earlier, only standards pertaining to 375 ingredients were harmonised with international standards; now about 8,000 ingredient standards have been harmonised. Soon this number will be about 12,000 ingredients," Badal said.
The minister was answering questions on the challenges faced by the food processing industry vis-a-vis product approvals by the FSSAI, which functions under the Health Ministry.
"Earlier, the companies faced immense problems. If some minor ingredients used to be sprinkled on cakes or to make sweet buttermilk salty, the approval process took months. Now things will be much easier," she said.
The new FSSAI standards are in harmony with the global food standards of Codex Alimentarius Commission, established by the United Nations Food and Agriculture Organization and the World Health Organization.
On recent health scares vis-a-vis instant noodles and bread, Food Processing Ministry's Joint Secretary Anuradha Prasad said the ministry is working closely with the FSSAI and has no major issues with the body as such.
She said she attends FSSAI meetings as ministry representative.
To another question, she said a notification for removing potassium bromate from the list of permissible additives will be issued soon.

Patanjali comes under FSSAI scanner again, this time over its ‘crude’ oil claims

FSSAI has asked its central licensing authority to issue a show cause notice to Patanjali over complaints about misleading advertisement of mustard oil product.KOLKATA | MUMBAI: Baba Ramdev-led Patanjali Ayurved has come under the Indian food regulator's scanner yet again, this time over its edible oil brand advertisement, which is alleged to be misleading. 
The Food Safety and Standards Authority of India (FSSAI) has directed its Central Licensing Authority to issue a show cause notice to the company. 
The Solvent Extractors' Association of India (SEA), a body of edible oil producers, filed a complaint against Patanjali in April claiming its advertisement for Kacchi Ghani Oil is misleading and derogatory.Patanjali claimed that the company uses the 'Kacchi Ghani' process to make the oil while the edible refined oil and mustard oil of most other brands are made using the neurotoxin hexagon solvent extraction method. 
It also claimed that many companies, in their pursuit for profit, mix cheap palm oil with mustard oil, which can be harmful to health. The print ad stated, that according to NCBI, an US institute, hexagon solvent, which is a petroleum by-product, is carcinogenic. 
SEA had initially written to Patanjali Ayurved, requesting it to withdraw what it said was misleading statement in the ad. But after Patanjali failed to respond, it approached FSSAI as well as the Advertising Standards Council of India (ASCI) for action. 
"It is obligatory to refine all solvent extracted oils to make it fit for human consumption. So, it is very clear that hexane is not a harmful solvent and even during the refining process, traces, if any, gets removed completely from the oil and, hence, oil obtained from the refining process is completely safe for use," said BV Mehta, executive director, SEA. 
Mehta also said there is no evidence that exposure to hexane increases the risk of cancer in people. 
When contacted, Acharya Bal-krishna, MD, Patanjali Ayurved, told ET, "If a show cause notice comes to us, we will respond to it. The fact that hexagon solvent is a petroleum byproduct which is carcinogenic in nature is a well-known fact. We have merely pointed it out in the interest of our consumers. If you go on the internet you will find many reports that scientifically proves it." 
This is not the first instance where the Rs 5,000-crore Patanjali Ayurved has got into trouble with the regulators over its claims. In the past, it has been pulled up for selling noodles and pasta without licence. 
But Patanjali's marketing revolves around comparing their ayurvedic, or natural, brands, against similar products that use chemicals. 
Abhneesh Roy of Edelweiss Financial reckons that this is a very common strategy among FMCG companies. 
"Patanjali is very small right now and if you want to grow fast, you have to be disruptive, else how will the customer notice you?" he said. 
Edible oil is still a highly commoditised category in India with large regional brands controlling the bulk of the market.

Buying ice cream? Check wrapper for its mfg date

Patna: Ice cream is a must for many during summers. However, the state health department's food safety wing has cautioned people to carefully look for details on the wrapper before having the ice cream. 
The warning followed a raid by food safety officials on the Golden Dairy Pvt Limited in Pataliputra industrial area on Tuesday. The officials stumbled on wrappers that did not mention the manufacturing date. 
At least 5,000 and odd pieces of Golden ice cream, including bricks and bars, had the manufacturing month and year, but not the date, on their wrappers.
While directing the manufacturers to mention the date on wrappers, the team collected samples of some raw materials, including sugar and emulsifying agents. "We have sent the samples for tests to a Kolkata lab," an official said. 
The food 'cops' also raided Buddha Heritage Hotel in Pataliputra Colony and collected samples of sweet corn and refined oil for lab tests. "We also collected samples of bread as the hotel manufactures breads for consumption by its guests," the official said and added these samples would also be sent for lab tests to check the presence of potassium bromate and potassium iodate.
A Centre for Science and Environment study recently said the presence of these chemicals in breads could cause cancer. The team found the drain in the hotel's kitchen "extremely dirty". The litchi squash kept in the hotel had expired 10 days back, the official said.

50 per cent of milk samples fail quality test in Kashmir

Srinagar: About 50 per cent of milk samples taken from across Kashmir Valley during the recently-concluded drive have been found substandard after tests.
About 25 samples were lifted by the Food Safety Wing of the Drug and Food Control Organisation during the special anti-adulteration drive carried out in April. Of them, 12 milk samples have been found lacking in standards set under the Food Safety and Standards Regulations 2011.
The report received by the wing from the laboratory late last week has mentioned that the samples do not “conform to the standards prescribed for cow milk under Regulation No. 2.1.1 of Food Safety and Standards (Food Products Standards and Food Additives) Regulations 2011 in respect of Milk Fat and Milk Solid Not Fat.”
“Hence declared as substandard,” the report read.
In a standard milk sample, the quantity of Milk Fat has to be 3.5 per cent or more whereas for Milk Solids Not Fat, it has to be at least 8.5 per cent.
In most of the samples tested, the quantity was found to be nearly half of the prescribed limit.
One of the samples lifted from the milk sold under trade name ‘Niamat Toned Milk’ was found misbranded.
“The misleading information…is of Toned Milk containing Skimmed Milk Powder, whereas mentioned on the label as 100 per cent pure Cow Milk, that is in contravention of regulations…,” a separate report read.
“Moreover, the sample does not carry the complete address of manufacturer on the label of the package as required under regulations 2.2.2 (6) of the Food Safety and Standards (Packaging and Labelling) Regulations 2011. Hence, declared as misbranded.”
However, none of the milk samples were found containing detergent, neutralisers, sodium chloride, or cellulose-like materials, which make milk unsafe for human consumption.
“We have drawn 25 samples from different manufacturers and transporting vehicles entering the city in the month of April. Out of them, many were found to be of a poor quality, as they lacked in standards of fat and SNF. The quality may be diluted by mixing sufficient amount of water in the milk, and the practice is not permissible under the law,” assistant commissioner Food Safety Srinagar, Hilal Ahmad Mir, told Kashmir Reader.
He said the dealers and producers whose samples have failed the quality test have been issued a notice and warned against indulging in the malpractices in future.
“The dealers and suppliers have been given a time of 30 days. If they fail to adhere to good trading practices, they will be fined,” Mir said.

With debates raging on the high levels of carcinogenic substances in bread, bun and other baked products of top brands, the Bakers Association of Kerala (BAKE) held a seminar here on Wednesday on the impact of the issue on small-scale industry owners here. Officials of the Food Safety Commission took part in the seminar.
Dismissing the issue as an attempt to malign the name of corporate food chains, P.M. Shankaran, State president, BAKE, said the issue had badly hit the sales of bread and bun in bakeries in the State.
According to a report released by the Centre for Science and Environment (CSE), bread samples of virtually all top brands in Delhi tested positive for potassium bromate and potassium iodate, banned in many countries as they are listed as ‘hazardous’ to public health.
“There should be clarity on the issue as it has caused apprehensions in the mind of consumers in spite of bakeries in the State not resorting to such malpractices,” he added. Potassium bromate and iodate are usually used in bakeries to give baked products a fluffy texture. FSSAI has approved permissible use of these chemicals in all kinds of bread and bun.
“Potassium bromate or iodate cannot be banned as these are not considered fatal poisons. The presence of these in final products will be negligible if used according to the prescribed amounts,” said Gopakumar, Food Safety Research officer.
“It depends on the conscience of the marketers to use or not to use the substances in large amounts, viewing immediate profits,” he added. The members also raised questions on the safety of imported raw materials used in making breads and buns.
While assuring the owners of the quality of imported materials, K. Anil Kumar, Joint Commissioner, Food Safety, emphasized the need for storing them under proper hygienic conditions.
“It is the duty of shop owners to demand quality services from wholesale marketers for the price you pay. Proper godowns and hygienic storage mediums are essential for ensuring the life of raw materials. Any kind of malpractice should be immediately brought to the attention of the district food safety officers,” he added.

உயிருக்கு எமனாகும் பிளாஸ்டிக் பாட்டில் 'சிரப்'... ஒரு பகீர் ரிப்போர்ட்!

மருத்துவத்துறைதான் மானிட வர்க்கம் இன்று தழைக்க மறுக்கமுடியாத காரணம். விதவிதமான நோய்களும் வகைவகையான மருந்துகளும் இந்த நூற்றாண்டில் பெருகியிருக்கிற சூழலில், மனித வர்க்கத்தின் ஒரே நம்பிக்கை மருத்துவத்துறைதான். 
குழந்தைகள் முதல் பெரியவர்கள் வரை யாராக இருந்தாலும் உடல் நலம் கெட்டால் உடனடியாக மருத்துவரிடம் சென்று நிற்கிறோம். அவர் எழுதிக் கொடுக்கும் மருந்தை வாங்கி சாப்பிடுகிறோம். குழந்தைகளுக்கு பெரும்பாலும் எழுதித்தரப்படுபவை பாட்டிலில் விற்கப்படும் 'சிரப்'புகள். முன்பெல்லாம் கண்ணாடி பாட்டில்களில் வந்த இந்த சிரப்புகள், இப்போதெல்லாம் பாதுகாப்பு காரணங்களுக்காக பிளாஸ்டிக் பாட்டில்களில் அடைக்கப்பட்டுதான் கடைகளுக்கு விற்பனைக்கு வருகின்றன. 
இப்போது இதுதான் சர்ச்சைக்குள்ளாகியிருக்கிறது. அதாவது 'பிளாஸ்டிக் பாட்டிலில் உள்ள மருந்தில் உள்ள வேதிப்பொருள், பிளாஸ்டிக்குடன் வினைபுரிந்து நச்சுப் பொருளாக மாறுகிறது அல்லது விஷமாகிறது' என அதிர்ச்சி தருகிறது மத்திய சுகாதாரத் துறை. மத்திய அரசு கேட்டுக் கொண்டதன்பேரில் 'ஆல் இந்தியா இன்ஸ்டிடியூட் ஆஃப் ஹைஜின் அண்ட் பப்ளிக் ஹெல்த்' நடத்திய ஆய்வில்தான் இந்த அதிர்ச்சி தகவல் வெளியாகியுள்ளது. 
மருத்துவத்துறையில் பிரபலமாக விளங்கும் இருமல் மருந்து தயாரிக்கும் நிறுவனங்களான பெனட்ரில் மற்றும் அலெக்ஸ் இந்த சர்ச்சையில் சிக்கியுள்ளன. அதாவது இந்நிறுவனங்களின் இருமல் மருந்துகளில் தாது மற்றும் குரோமியம், கேட்மியம் போன்றவை அதிகமாக கலந்திருக்கிறது. இந்த மருந்துகளை அறை வெப்பநிலையில் வைக்கும் போது, மருந்தில் இருக்கும் தாது பொருட்கள் மற்றும் குரோமியம், கேட்மியத்துடன் பிளாஸ்டிக் வினை புரிந்து மருந்தில் நச்சு தன்மையை உருவாக்குகிறது.


பிரபலமான ஐந்து நிறுவனங்களின் மருந்துகளில் இது போன்ற பிரச்னை இருப்பதாக 'ஆல் இந்தியா இன்ஸ்டிடியூட் ஆஃப் ஹைஜின் அண்ட் பப்ளிக் ஹெல்த்' அமைப்பு தெரிவித்துள்ளது. அதாவது Pfizer's Mucaine Gel, Hemfer Syrup, Alex cough Syrup, Benadryl cough Syrup, PolybionMerck Multivitamin Syrup ஆகிய ஐந்து மருத்துகளில் பிரச்னை உள்ளது. பெனட்ரில் 'ஜான்சன் அண்டு ஜான்சன்' நிறுவனத்தின் தயாரிப்பு ஆகும். அலெக்ஸ் இருமல் மருந்தை 'க்ளென் மார்க்' நிறுவனம் இந்தியாவில் விற்பனை செய்து வருகிறது. மேற்கூறியுள்ள மல்டி வைட்டமின் சிரப்பை ஜெர்மன் நிறுவனம் தயாரிக்கிறது. 
இது குறித்து சம்பந்தப்பட்ட மருந்து தயாரிப்பு நிறுவனங்களிடம் கேட்டால், விதவிதமான பதிலை தெரிவிக்கின்றனர். 
“மருந்து பொருட்களை மட்டும்தான் நாங்கள் தயாரிக்கிறோம். மருந்துகளை அடைக்க பயன்படுத்தப்படும் பாட்டில்களை வெளியில் இருந்துதான் வாங்குகிறோம். எஃப் டி ஏ (Food and Drug Administration) பரிசோதனை செய்து அனுமதித்த பொருட்கள் மூலம் மருந்து பாட்டில்களை தயாரிக்கும் நிறுவனத்திடம் இருந்துதான் பாட்டில்களை வாங்குகிறோம்” என்கிறது ஆல்கெம் லேப்ஸ் நிறுவனம். இப்படி ஒவ்வொரு நிறுவனமும் ஒவ்வொரு விதமான பதில்களை தெரிவித்துள்ளன.


இந்த ஐந்து மருந்துகளை தயாரிக்கும் நிறுவனங்கள், இந்தியாவில் அதிகமான சந்தை மதிப்பை வைத்துள்ளன. அதாவது பெனட்ரில் ரூ.50 கோடிக்கும், அலெக்ஸ் ரூ. 35 கோடிக்கும் கடந்த வருடம் மருந்துகளை இந்தியாவில் விற்பனை செய்துள்ளது. மேலும் ஃபைசர் நிறுவனத்தின் ஜெல் மட்டும் 50 சதவிகித சந்தை மதிப்பை வைத்துள்ளது. இதன் ஒரு ஆண்டு விற்பனை ரூ.100 கோடியாக உள்ளது. 
மத்திய சுகாதாரத் துறை அமைச்சகம், மருந்துகளை அடைப்பதற்கு பயன்படுத்தப்படும் பிளாஸ்டிக் பாட்டில்களின் அளவை குறைக்குமாறு கேட்டுக்கொண்டுள்ளது.
அதாவது குழந்தைகளின் மருந்துகள், முதியோருக்கான மருந்துகள், கருவுற்றிருக்கும் பெண்கள் பயன்படுத்தும் மருந்துகள், மாதவிடாய் பிரச்னை காரணமாக சாப்பிடும் மருந்துகள் உள்ளிட்ட மருந்துகளை அடைப்பதற்கு பிளாஸ்டிக் பாட்டில்களை பயன்படுத்துவதை குறைக்குமாறு அறிவுறுத்தி உள்ளது. மேலும் பிளாஸ்டிக் பாட்டில் பயன்பாட்டில் பாதுகாப்பான அளவைக் கேட்டு ஆய்வு மையத்திற்கு சுற்றறிக்கை அனுப்பியுள்ளது.

மத்திய அரசு, ஆய்வு மையத்திடம் பாதுகாப்பான அளவை கேட்பதை விட, பிளாஸ்டிக் பயன்பாட்டை அறவே தவிர்க்கவோ அல்லது குறைப்பதற்கான வழிமுறைகளையோ தேட வேண்டும். அதுதான் சரியான முடிவாக இருக்க முடியும்.

FSSAI recasts CAC with eye on stakeholders - FBOs, consumers, regulators

The Food Safety & Standards Authority of India (FSSAI) has reconstituted the Central Advisory Committee (CAC) that has a role to advice the apex food regulator on a variety of issues pertaining to safety in food and business. In this committee, the chief executive officer of FSSAI has been named the chairperson while two members each have been chosen from the industry, agriculture, research and consumer rights fields. 
The names that will be representing the industry on the committee include Nirupama Sharma from PHD Chambers and D V Malhan from All India Food Processors’ Association. 
Pertaining to the formation of the committee, a gazette notification has been issued recently by FSSAI. According to officials from FSSAI, the term of the committee is six years but those who have been named as its members will be part of the committee for a fixed period of three years. After three years, there will be a review of the committee and same members might continue or new members would be inducted into the committee. Previously the committee was formed in 2009. 
According to D V Malhan, the CAC’s objective is to strengthen the dialogue among various stakeholders that include FBOs, consumers and those that are belonging to the regulatory framework.“We would try to help the FSSAI in understanding the way Indian FBOs work, particularly in the smaller and medium sector, so that before taking any decision, the regulator should be able to analyse the ground reality,” he said, while pointing towards the recent controversy on the usage of potassium bromate in bread manufacturing.
The committee includes two representatives from the field of agriculture - Ajay Jakhar from Bharat Krishak Samaj, and Dr T P Rajendran, and two from the consumers’ side including Bejon Kumar Mishra, consumer rights activist, and George Cheriyan. 
According to Ajay Jakhar, food safety starts right from the farmland and there is a serious challenge in preharvest timings. “Spurious pesticide poses a serious challenge to food safety and the farmers are needed to be given advice about the best agriculture practices. Use of pesticides in farmland and antibiotics for animal husbandry should be monitored carefully, which ultimately comes in the food chain. Certainly the FSSAI wanted the farming community to be part of the whole ecosystem of food safety,” stated Jakhar.
Meanwhile, Dr Deepa Bhajekar and Dr S S Marwaha will be representing the research bodies and food labs while all the food safety commissioners in the state will be part of the CAC. Besides, the chairman of the scientific committee would also be part of the CAC.
According to sources in FSSAI, the members have been chosen in order to give every stakeholder a seat while ensuring that the food safety ecosystem is covered completely.

இது கு றித்து அதி கா ரி கள் நடத் திய விசா ர ணை யில், கோவில் பட்டி மெயின் ரோடு கரு வாட் டு பேட் டை யில் உள்ள ஆலையில் நவீன இயந் தி ரம் மூலம் கலப் பட எண் ணெய் பாக் கெட் டு களை தயா ரித் தது கண்டு பிடிக் கப் பட் டது.
இதை ய டுத்து நேற்று உணவு பாது காப் புத் துறை மாவட்ட நிய மன அலு வ லர் தங் க விக் னேஷ் தலை மை யில் உணவு பாது காப்பு அலு வ லர் கள் மாரிச் சாமி, பொன் ராஜ், சிவ பா லன் கொண்ட குழு வி னர் சந் தைப் பேட்டை தெரு வில் உள்ள ஆலைக்கு சென்று சோதனை நடத் தி னர்.
அங்கு கோவில் பட்டி பழ னி யாண் ட வர் கோயில் தெரு வைச் சேர்ந்த கார்த் தி கே யன்(45) என் ப வர் அருப் புக் கோட்டை, சிவ காசி, விரு து ந கர் போன்ற இடங் க ளில் இருந்து நல் லெண் ணெய், கடலை எண் ணெய், தேங் காய் எண் ணையை மொத் த மாக வாங்கி வந்து பெரிய டிரம் மில் ஊற்றி அதில் தரம் குறைந்த எண் ணையை கலப் ப டம் செய்து மெஷின் மூலம் பிர பல நிறு வ னங் க ளின் பெய ரில் போலி யாக பாக் கெட் டில் அடைத்து விற் றது வந் தது தெரிய வந் தது.
ஆலையில் இருந்த கலப் பட சமை யல் எண் ணெய், தேங் காய் எண் ணெய் 1,380 லிட் டரை அதி கா ரி கள் பறி மு தல் செய்து ஆலைக்கு சீல் வைத் த னர். மேலும் பிடி பட்ட கலப் பட எண் ணெய் பாக் கெட் டு க ளில் இருந்து மாதிரி எடுத்து சோத னை யி டு வ தற் காக ஆய் வுக் கூடத் திற்கு அனுப் பி னர்.
இது கு றித்து தங் க விக் னேஷ் கூறு கை யில், ‘கலப் பட எண் ணெய் பயன் ப டுத் தும் போது ரத்த கொதிப்பு, மார டைப்பு, அடிக் கடி நெஞ் சு வலி, நுரை யீ ரல் பாதிப்பு போன்ற பல் வேறு நோய் கள் ஏற் ப டும். இத னால் கடை க ளுக்கு சென்று சமை யல் எண் ணெய் மற் றும் தேங் காய் எண் ணெய் களை வாங் கும் போது அவை தர மா னது தானா? என பொது மக் கள் விசா ரித்து வாங்க வேண் டும். இதே போல கலப் பட எண் ணெய் தயா ரிப்பு நிறு வ னங் கள் எங் கா வது செயல் ப டு வது தெரி ய வந் தால் உட ன டி யாக உணவு பாது காப்பு அலு வ லர் க ளுக்கு தக வல் தெரி விக் க லாம்’ என் றார்.
