‘Check and Chew Foreign Chocolates’

CHENNAI: The country’s Food Safety and Standards Authority (FSSAI) has been facing roadblocks in regulating imported goods, especially chocolates, even as the regulatory body has brought within its ambit about 30 lakh food business operators.
Speaking at a two-day national seminar on Consumer Product Safety, organised by CONCERT and sponsored by the US Consulate here, FSSAI chairman K Chandramouli said during the Deepavali season, a large chunk of chocolates shipped to India violated domestic regulations of ‘zero vegetable fat’.
While the companies adhered to the US and the European food safety standards, they failed to satisfy Indian standards, he said.
“On testing one of the brands, we found that it contained 70 per cent of vegetable oil,” Chandramouli said, adding that the FSSAI drew flak for its action while cracking down on imported chocolates. He said some of the imported goods used Chinese or Arabic labelling, making it difficult for Indian consumers to ascertain their manufacturing and expiry dates. However, the situation had improved with FSSAI’s intervention, he said.
Speaking of another hurdle in the registration of food business operators, Chandramouli said, “This is applicable from a small-time sundal vendor to big corporate food manufacturers. It’s a tough task and for the last three years, we have had only 30,000 registered operators.”

FSSAI Has Brought 30 Lakh Food Business Operators Into Its Ambit

CHENNAI: India’s Food Safety and Standard’s Authority (FSSAI) has been facing roadblocks in regulating imported goods, especially imported chocolates, even as the food safety regulator has brought in its ambit 30 lakh food business operators.
Speaking during the two-day national seminar on Consumer Product Safety organized by CONCERT and sponsored by US Consulate in Chennai, K Chandramouli, chairman of FSSAI, said that during Deepavali a majority of imported chocolates shipped into India violated the domestic regulations of zero vegetable fat.
He said while these companies adhere to the US and European food safety standard, they failed to adhere to Indian standards of zero vegetable fat. “While testing one of the brands we found that it has 70 per cent of vegetable oil,” said Chandramouli.
Interestingly, after FSSAI tried to crackdown on the imported chocolates it drew flak for its action. Chandramouli now has left the issue with the consumers.
He also highlighted how the imported goods were using Chinese or Arabic labelling making it hard for Indian consumers to know about the manufacturing as well as expiry date of these goods. “Now things has improved after FSSAI intervention,” he said.
Interestingly, another big headache for FSSAI is to register the food business operators. “They can be from a usual sundal seller to big corporate food manufactuer. This is a really tough task. For the last three years we had only 30,000 registered food operators. But since we left it out to the state government who has to enforce the act, we now have 30 lakh food business operators. But we can’t quantify the exact numbers,” says Chandramouli.

FDA officials seize gutka worth Rs 72k in two-day drive

KOLHAPUR: Food and drug administration officials have in two days raided seven paan shops in the city and seized gutka (scented tobacco) worth Rs 72,565 from them.
The officials also lodged complaints at the Shahupuri police station on Tuesday against two of the shop owners from whom the gutka was seized and at Juna Rajwada police station on Wednesday against the remaining five.
The sale or hoarding of gutka is banned in Maharashtra and the FDA officials have stated that they will continue taking action against shops in the district that violate the law.
Assistant commissioner (food) of the FDA, Kolhapur, S N Deshpande said, "The two-day drive was part of our routine surprise check at paan shops in the city. The raids were conducted following information from sources. We have taken action against the paan seven shop owners under section 59 of Food Safety and Standards Act"
He added, "Now word has spread among the paan shop owners and they have become alert. So we have stopped our drive for some time. We will renew it after a few days and organize surprise raids at several places in the district at a time. We suspect that the gutka enters Kolhapur from Karnataka state and is sold on the sly. The shop owners sell the gutka only to a select customers they know. All these shop owners will be nabbed soon," he said.
Under Section 59 of the Food Safety and Standards Act 2006, those selling gutka can face a year's imprisonment and a fine of up to Rs 3 lakh.

Controversy Over 'Unsafe' Food Samples from KFC, Sagar Ratna in Delhi

The Delhi High Court has been informed by the Food Safety and Standards Authority of India (FSSAI) that rice and other food samples collected from three popular eateries in the Capital have been found to be unsafe.
The affidavit filed by the department states that the presence of artificial colour makes these dishes 'unfit' for human consumption. The samples of 'Rizo Rice' taken from KFC at Scindia House in Connaught Place showed that it contained artificial colour. Rice samples collected for testing from Sagar Ratna restaurant in Guru Teg Bahadur Nagar were also found to be unsafe.
It was also found that the samples of ghee (clarified butter) collected from various eateries were of 'sub-standard' quality and were 'misbranded' to mislead the public. Moreover, samples of fruit and vegetable chutney from the Bikanerwala restaurant at ITL Tower in Netaji Subhash Place was also contaminated with artificial colours. (5 Most Shocking Ingredients in Your Food)
Sagar Ratna responded by saying that the department inspected raw uncooked rice instead of what they actually use. "Sagar Ratna has had a lineage of providing great quality food, good service in a clean ambience to a large customer base, several who have been our loyal customers for years. We are aware of this visit by FSSAI officials to our outlet which was conducted in February 2013. We have been very cooperative throughout the entire inspection. The sample that was picked up by FSSAI was primarily the raw uncooked rice, we source this rice from various known brands of rice producers. The raw uncooked rice is firstly thoroughly washed and cleaned, boiled properly and then only it is cooked according to different recipes and served to customers. This is a standard and stringent procedure adopted at all our outlets. The matter is currently subjudice," says Mr. Murali Krishna Parna, CEO, Sagar Ratna.
KFC denied these allegations and the authorities have confirmed that their rice product is safe for consumption. "The recent news reports on KFC rice being unsafe is a case of misinformation. We only use the natural colour (beta carotene) which is sourced from highly reputed international suppliers, in our Rizo rice meals. The recent rice sample collected by FSSAI has also been analyzed from an NABL accredited independent lab at the same time and it confirms that Tartrazine or any other synthetic colour is not present in the product. We are confident of our product quality and are working closely with the regulatory authorities in this matter who have assured that the sample is safe for consumption and no proceedings have been initiated against KFC," they stated.
Sometime back, a Food consultant revealed shocking secrets about the fast food industry that allegedly uses inferior ingredients which raised questions about quality control and food safety. (Shocking Secrets About the Junk Food Industry)
On April 30th 2014, a plea was filed in the Delhi High Court seeking an immediate ban on the sale of fruits and vegetables that contain artificial colours and harmful pesticides. The PIL filed by advocate Sugriv Dubey alleged that fruits and vegetables sold in Delhi are "coated with carbohydrate and other cancerous chemicals to increase their life span." (Simple Tricks to Remove Pesticides From Fruits and Vegetables)
On the High Court's direction, the department has been regularly inspecting food items in the Capital to detect artificial colours and pesticide residue in them. Recently, the Kerala government decided to take strict measures against food adulteration after receiving several complaints about pesticide-laden vegetables and fruits being sold in the markets.

No artificial colours in our dishes, says KFC

New Delhi, Dec 5 (IANS) Fast food restaurant chain KFC Friday denied that it uses artificial colours in its rice dishes.
"We only use natural colour (beta carotene) sourced from highly reputed international suppliers in our Rizo Rice meals," KFC said in a statement.
"The recent rice sample collected by FSSAI (Food Safety and Standards Authority of India) has also been analysed at an NABL-accredited independent lab at the same time and it confirms that tartrazine or any other synthetic colour is not present in the product," KFC said.
"We are confident of our product quality and are working closely with the regulatory authorities in this matter who have assured that the sample is safe for consumption and no proceedings have been initiated against KFC," it said.
The denial came after the Delhi High Court was informed by the city government's food safety department that samples of rice dishes collected by it from two popular eateries, including KFC, here have been found to be unsafe.
In an affidavit filed before the court, the department said the presence of artificial colour rendered the dishes "unsafe" for human consumption.
Samples taken from KFC's restaurant at Scindia House in Connaught Place of its "Rizo Rice" showed it to be unsafe due to the presence of artificial colour, the affidavit said.
Rice samples collected for testing from Sagar Ratna restaurant in Guru Teg Bahadur Nagar also were found to be unsafe.

KFC, Sagar Ratna rice unsafe, HC told

Two popular restaurant chains, KFC and Sagar Ratna, are serving rice dishes that have been found to be “unsafe” due to the presence of harmful artificial colouring, the Delhi government’s food safety department has said in a report submitted to the high court.
The “unsafe” dishes mentioned are fast-food giant KFC’s Rizo Rice served at its restaurant at Scindia House in Connaught Place, and some rice recipes from South Indian favourite Sagar Ratna’s outlet in Guru Teg Bahadur Nagar. Both chains operate scores of restaurants across the Capital.
Random samples were taken from the two restaurants and tested between January 2013 and October 2014. “Legal action has been initiated against them by the department,” the report said.
The report also said action has been initiated against a third restaurant, Bikanerwala, after “one sample of fruit and vegetable chutney was found to be sub-standard”.
Both KFC and Sagar Ratna denied the allegations.
“We only use natural colour (beta carotene) sourced from highly reputed international suppliers in our Rizo Rice meals. The recent rice sample collected by FSSAI (Food Safety and Standards Authority of India) has also been analysed at an NABL-accredited independent lab at the same time and it confirms that tartrazine or any other synthetic colour is not present in the product. We are confident of our product quality and are working closely with the regulatory authorities,” said a KFC statement released to HT.
Similarly, Sagar Ratna CEO Murali Krishna Parna said, “Sagar Ratna has had a lineage of providing great quality food and good service in a clean ambience to a large customer base, several of whom have been our loyal customers for years. We are aware of this visit to our outlet by FSSAI officials in February 2013. We have been very cooperative throughout the entire inspection. The raw uncooked rice is first washed and cleaned thoroughly, boiled properly and then only is it cooked according to different recipes and served to customers. This is a standard and stringent procedure adopted at all our outlets. The matter is currently sub-judice.” Attempts to elicit a response from Bikanervala went unanswered.
In March, the high court had observed that some fruits and vegetables sold in the Capital were “unfit for human consumption”, basing its remark on an expert committee report that said 5.3% of vegetables and 0.5% of fruits had pesticide traces above the maximum residue limit. The report claimed pesticides such as chlordane, endrin, heptachlor, ethyl and parathion — that can cause neurological problems, kidney damage, cancer and other diseases — were being liberally used in growing a number of vegetables.
As part of its safety drive, the Delhi government department also tested 648 samples of fruits and vegetables sold in the city’s markets. Two fruit samples (mosambi or sweet lime and pear) and one vegetable sample (beans) showed residues of a pesticide, fenthion, that were above the permissible limit prescribed in the FSS (Contaminants, Toxin and Residue) Regulation, 2011, the report said. It went on to say that a number of ghee samples collected and tested over the past two years from various outlets “were of sub-standard quality and ‘misbranded’ to mislead the public”. Of the tomato ketchup samples examined, one sample of vegetable sauce was “unsafe” and another “misbranded”.
HT had reported Monday that reports of alarming levels of pesticide residue in farm produce has prompted the Centre to work on a “grow safe food campaign” that could entail policy initiatives on pesticide use.

Dish samples of two restaurants found unsafe

The presence of artificial colour in ‘Rizo rice’ from KFC and another rice dish from Sagar Ratna restaurant rendered them unfit for human consumption
Samples of rice dishes collected by the Delhi Government’s Department of Food Safety from two popular eateries in the Capital have been found to be unsafe. The presence of artificial colour rendered the dishes unfit for human consumption, according to the department.
An affidavit filed on behalf of the department in the Delhi High Court on Wednesday said a sample of ‘Rizo rice’ from KFC restaurant at Scindia House in Connaught Place was collected for testing and another rice dish from Sagar Ratna restaurant in Guru Teg Bahadur Nagar.
The affidavit, filed in response to a public interest writ petition seeking ban on the sale of fruits, vegetables and food items with artificial colours, said action had been initiated against the offenders.
Among the samples of ghee collected from different outlets, many were found to be of sub-standard quality and were “misbranded” to mislead the public. The samples of fruit chutney picked up from the market also showed addition of artificial colours.
The affidavit said a total of 1,420 samples of different edible items were taken since the Court issued the directions on March 5 this year. Five of them showed the presence of pesticide residues above the prescribed tolerance limit.

Rice dish samples from two Delhi eateries found unsafe

New Delhi, Dec 4 (IANS) The Delhi High Court has been informed by the city government's food safety department that samples of rice dishes collected by it from two popular eateries here have been found to be unsafe.

The response of the government came on a petition seeking ban on the sale of fruits, vegetables and food items with artificial colours and pesticides.
The affidavit said legal action has been initiated against the offenders.
It also said samples of ghee collected from various eateries were found to be of "sub-standard" quality and were "misbranded" to mislead the public.

A total of 1,420 samples of various edible items were taken since the court issued the direction March 5. Five of them showed the presence of pesticide residue above the prescribed tolerance limit.
The court had acted suo motu on a report by NGO Consumer Voice, which in 2010 found that 35 varieties of vegetables and fruits, picked from Delhi markets and tested for pesticide content, had toxins beyond permissible limits.

Soon an Indian standard for enzyme Diastase in honey

PUNE: Indian honey is soon likely to get a domestic standard for Diastase, an enzyme that is considered good for diabetes patients as well as for carbohydrate digestion. However, exporters say Indian standards are more urgently needed to regulate the antibiotics in honey.
Pune-based Central Honey Bee Research and Training Institute (CHBRTI) is working on a two-year project to come out with Indian standard for diastase in Indian honey. "According to the European standard, 8N should be the diastase content in honey. So far, we have noticed that Indian honey has diastase between 3 and 50," said CHBRTI's deputy director Daisy Thomas.
Exporters are, however, demanding domestic standards that will be on a par with the global norms.
"Our honey already has higher diastase than required by the global community," said an exporter, who did not wish to be named. "So having standards for diastase will not make much difference to Indian honey exports." Sardar Jagjit Singh Kapoor, chairman and managing director of Kashir Apiaries, India's leading honey exporter said, "We are not able to grow our exports as good quality honey is not available in sufficient quantity. We need standards to improve quality of our honey."
Similarly, another prominent exporter, Prakash Kejriwal, managing director of Kejriwal Bee Care said, "We want the FSSAI (Food Safety and Standards Authority of India) to notify the standards for Indian honey." Another exporter claimed on condition of anonymity that Indian honey is not good for health. "There is no agency to monitor the antibiotics in Indian honey. There should be no sugar in honey. But Indian honey has up to 40% sugar due to added sugar and rice syrup, which is available at 35 per kg," the exporter said.

Food recall notification on probiotic supplement; product still selling

The country’s lack of an efficient food recall mechanism has once again come to the fore.
In this regard, while FSSAI (Food Safety and Standards Authority of India) has uploaded a notification about the recall of Solgar ABC Dophilus Powder (a probiotic health supplement manufactured by a company in USA) on its website last week, many Food and Drug Administration (FDAs) and Food and Drugs Control Administration (FDCAs) and other regulatory compliance bodies in India are found to be unaware of the development.
While it is understood that issuing of and acting on notification does take time, what is alarming is that the said notification cites a preterm infant death in the United States as it was infected by Mucormycosis following the ingestion of the product. It further talks about how it can be hazardous to infant, children and those having low immunity if it is used by them.
Hence, it is a matter of concern that most compliance bodies have either not received the notification or seem to have treated it like other routine communication extended by FSSAI. For example, both Gujarat FDCA and Maharashtra FDA had not received it yet while an official from Tamil Nadu on the condition of anonymity admitted that they were yet to go through it.
Compliance bodies
Dr H G Koshia, commissioner, Food and Drugs Control Administration (FDCA), Gujarat, explained, “We are yet to receive a letter from FSSAI regarding Solgar’s recall. But since the notification has been uploaded onto the website, we would take action against pharmacists, retailers, wholesalers and e-tailers who are selling the recalled product.”
He added, “In India, food recall is still at a primitive stage, and there is no proper recall mechanism in place. There have been various deliberations by the food regulator about laying down the guidelines for the same, but they are in the initial stages, and it would take some time. In order to implement food recall in an effective manner, each department must be brought under a single umbrella.”
Meanwhile, Purushottam Bhapkar, food commissioner, Food and Drug Administration (FDA), Maharashtra, stated, “We have not received any letter from FSSAI, and that is the reason why we are unaware about the recall of any such product.”
This being the scenario, the product is still being sold at many retailers, pharma chains, and other outlets in the country, apart from being available on the Internet. Speaking on the condition of anonymity, an official from e-tailer Snapdeal.com said, “Solgar ABC Dophilus powder is in stock.” When quizzed about the recall of the product, she stated, “We are neither aware of any notification by FSSAI, nor have we received any letter regarding the suspension of the recalled product in India. Hence we are selling it.”
FSSAI take
Meanwhile, Vinod Kotwal, director, Codex and enforcement, FSSAI, answered a few queries on the issue. Excerpts:
In India there is no recall mechanism. So how would you ensure that all concerned including those who are selling on Internet comply with this recall?
Section 28 of the Food Safety and Standards Act-2006 deals with the provision of food recall procedure, which is as under:
(1) If a food business operator considers or has reasons to believe that a food which he has processed, manufactured or distributed is not in compliance with this Act, or the rules or regulations, made thereunder, he shall immediately initiate procedures to withdraw the food in question from the market and consumers indicating reasons for its withdrawal and inform the competent authorities thereof.
(2) A food business operator shall immediately inform the competent authorities and co-operate with them, if he considers or has reasons to believe that a food which he has placed on the market may be unsafe for the consumers.
(3) The food business operator shall inform the competent authorities of the action taken to prevent risks to the consumer and shall not prevent or discourage any person from cooperating, in accordance with this Act, with the competent authorities, where this may prevent, reduce or eliminate a risk arising from a food.
(4) Every food business operator shall follow such conditions and guidelines relating to food recall procedures as the Food Authority may specify by regulations.
What about the people who are already using the product? How would awareness be created among them?
In this particular case, the problem is restricted to a few lots and information has been e-mailed to all the concerned authorities, including those in the states / UTs, in this regard apart from being put on FSSAI’s website for public awareness.
Since the risk factor is huge - uncontrolled diabetes, cancer etc. - among infant and children the recall has to be quick. So how would the country ensure this without proper recall mechanism and infrastructure?
As per Sub-sections (1), (2) & (3) of Section 28, the primary responsibility regarding the recall of food products rests with the food business operators. Recall of food, which is found to be unsafe at any stage, is a challenging process in the Indian context, especially when the retail distribution / sale business does not maintain the particulars and database of the purchasers thereof. However, for the present, it is feasible to block its further sale from out of the unsold stocks with the FBOs. Keeping this peculiarity in view, a draft notification i.e. Food Safety and Standards (Recall Procedures) Regulation has been prepared and the same will be put in the public domain for comments / feedback from stakeholders on the same regarding the procedures of recalling the food products.
Many of the FDAs in the country and some Internet portals are not aware of the recall even now. Would not this scenario be dangerous for infants and children?
It is expected that the authorities recommending the product usage and those using the said product are also responsive to the recall notice. Since the advisory stands addressed to all possible stakeholders, it is expected to achieve the desired outcome.

Health department fails to implement food safety rules

The district health office has failed to strictly implement the Food Standards and Safety Rules (FSSR) 2011, in the district. Since the implementation of the norms in the district, only around 10% vendors, dealing in food items, have registered themselves with the health department.
Officials at the health department said that the state government was not strict on implementing the licensing process and keeps on extending the deadline for registration of the shops with the department. The last deadline expired on August 31, 2014.
A few days before the expiration of the deadline, the municipal commissioner's office had announced that the deadline for getting registered with the department under the Act, mandatory for all food suppliers of the district, would not be extended, however a few days before its expiry, it was again extended for six months.
Sukhrao Singh, an official of the department, said, "Due to the constant extension of the deadline, vendors are not taking the registration process seriously. Some of the vendors, who got registered under the FSSA in 2011 for five years, are now red-faced for getting themselves registered, whereas other shops in their vicinity are functioning without registration."
This is not the only problem, the district received nearly Rs. 5 crore for strengthening the food and drug administration (FDA), which was in accordance with an order passed by the Supreme Court. However, sources within the health department said that not a single penny has been spent till date.
A separate office and department was to be built for the officials of the health department dealing with food adulteration in the district. A right to information (RTI) application filed by this reporter clearly stated that the department has been created, but the information failed to mention the cost incurred in the process, despite the query being in the application.
It is a classic case of creating a department on pen and paper, but without any proper implementation at the grassroots-level. A visit to the food safety office, located in the civil surgeon's office complex, clearly shows that the department created is a single room office, with negligible facilities.
The officials working here have to run from pillar to post for getting facilities to carry onheir work. The height of irony is that the district health department started online registration of food vendors, but not a single computer has been installed in this one-room office for the purpose.
The department is completely dependent on the civil surgeon's office for basic amenities needed for keeping a tab on food adulteration in the district.
Balwinder Singh, district health officer, said, "Braving all these problems, our department is very prompt in handling adulteration-related issues."

NCDEX takes step to release 6,400 tonnes of pepper

Asks depositors to bear cost for cleaning
KOCHI, DECEMBER 1:
The National Commodities and Derivatives Exchange (NCDEX), following a direction from the Kerala High Court in August, has initiated action to clean 6,400 tonnes of pepper which were found to have been contaminated with mineral oil. The stocks have been lying in warehouses for over 18 months now.
In a bid to get the stocks released after removing the mineral oil, NCDEX has notified all the depositors of pepper in its accredited warehouses that they should bear all the costs for cleaning.
The Kerala High Court on August 28 directed the Food Safety authorities to allow the exchange to clean the pepper stocks without prejudice to the exchanges’ rights/claims, etc., against any party for the costs incurred.
Based on the Court order, the notification said, the exchange has taken up the matter with the food safety authorities for initiating cleaning process and will complete it according to the orders passed by the High Court and authorities’ directions incurring necessary costs and charges. Consequently, the exchange has decided to pass on the costs/charges to the depositors.

EU may lift ban on import of Indian mangoes this month

NEW DELHI: The European Union is likely to lift the ban on import of mangoes and other vegetables from India this month, according to a senior government official.
In April this year, the 28-member European Union had temporarily banned the import of Alphonso mangoes and four vegetables from India from May 1.
"Recently, the EU's Food and Veterinary Office (FVO) team visited here to inspect our pack houses and other facilities, hope they will soon lift the ban from import of mangoes and other vegetables," Export Inspection Council of India director S K Saxena told PTI.
He was speaking on the sidelines of CII National Food Safety and Quality Summit here.
When contacted, sources in APEDA confirmed that EU's team has visited India and added that EU's team also deliberated in detail with officials of National Plant Protection Authority (NPPA) and Agriculture APEDA (on this issue), so far the talks have been positive.
Sources in APEDA added: "The team was satisfied with our facilities and has already filed a report which will be deliberated with member countries."
Earlier, commerce and industry minister Nirmala Sitharaman had also said that Food and Veterinary Office of European Commission had agreed to send an audit team to verify improvement in plant health controls and certification system with regard to fruits and vegetables.
India has taken several measures, including enhancement of capacity and numbers of inspecting staff and improvement in infrastructure, implementation of a standard operating procedure to guarantee safe exports.
In addition to that, the country has also routed all export consignments of perishables to EU through approved pack houses from April 1 to enable better inspection and certification.
India has not only informed the EU regarding implementation of these control systems but also formally conveyed our disagreement on the temporary restriction imposed by the EU, Sitharaman had said.
In 2013-14, India exported mangoes worth Rs 5,022 lakh (3,933 tonnes) as against Rs 3,559 lakh in 2012-13 (3,890 tonnes).

Govt on a mission to tackle food adulteration

MYSURU: The district health and family welfare department is coming up with various initiatives to deal with food adulteration. It is upgrading the adulteration testing lab with latest equipment and authorities are reaching out to public, seeking support to tackle the menace.
The department is primarily aiming at spotting milk adulteration. The authorities conducted several drives to check the menace, but did not find illegal activities in dairies. "We had collected 10 samples from private dairies. But luckily, no adulterated milk was found," says designated officer of Food Safety and Standard Act, department of health and family welfare department, Dr S Chidambara. However, many smalltime vendors are involved in illegal activities, threatening to consumers' life, he added.
The authorities have been receiving several complaints and taking samples of alleged adulterated items. As natural raw milk contains urea, authorities could not prove them as adulterated due to lack of technologies. "At present, we are functioning on old technologies and could not detect minute adulteration," said authorities.
A new lab is under construction and latest equipment will be in place in the next six months. The problem is more in the border of the district. "We are concerned about this and we will end this soon. Legislations have stringent provisions to provide maximum punishment to those involved in adulterating milk. The state government had been keeping a close watch on the milk coming into the state," said an officer.
Consumers and public who come across any kind of food adulteration can approach the department's office at NPC Hospital compound in Nazarbad. Call 08212438144 or email domcca2013@gmail.com

Government to Ban Tobacco Chewing in Hospitals

BHUBANESWAR: Chewing of paan, gutkha or other tobacco products in hospitals will henceforth invite action as the Government has moved to enforce tobacco control laws stringently across its health institutions.
No visitor, patient’s attendant or staff of any hospital or health centre from tertiary to primary level can consume tobacco products on the premises of the institution and violators will be dealt with an iron hand.
The State Health Department has declared all healthcare facilities as tobacco-free zones with prohibition on consumption of all kinds of tobacco inside the premises. It has issued orders to Collectors and chief district medical officers (CDMOs) in all districts to strictly enforce the ban with particular focus on stopping chewing of tobacco, which is a major menace in Odisha.
After implementation of the Cigarette and Other Tobacco Product Act (COPTA), 2003, smoking has been banned in public places including hospitals but chewing of paan, gutkha or other products is still rampant.
The move to crack down on smokeless tobacco comes in the wake of the decision taken by the governing body of Rogi Kalyan Samiti (RKS) of Koraput district to ban sale and use of tobacco products in and around the hospital by all including visitors, attendants and staff.
“Similar steps should be taken to ensure all health institutions are made tobacco-free by prohibiting tobacco use on the campus. There should be a strict ban on sale of tobacco products in the hospital vicinity,” Health Secretary Arti Ahuja has directed the CDMOs though an official order.
Health Minister Atanu Sabyasachi Nayak has stressed on strict enforcement of both COPTA and Food Safety Standards Act, 2006, which have banned manufacture, sale and supply of gutkha and chewing of tobacco, along with focused monitoring at all levels. A State-level Co-ordination Committee has been constituted under Chief Secretary for the purpose.
The ban assumes significance as smokeless tobacco is the number one killer of people in Odisha.

Bake to offer colour-free items as part of Good Bye To Colour campaign

As a part of its Good Bye to Colour campaign, Bakers Association Kerala (Bake) plans to remove colours from all the bakery items produced in the state. As an experimental initiative, 210 bakery producers in the Nattika assembly constituency of Thrissur district have been producing non-coloured bakery items of late.
Colourful bakery products, a specialty of Kerala, have huge markets in both its rural and urban areas. Bakers in the state feared that a complete removal of colours from bakery products could reduce their demand and adversely affect profits.
With the campaign (which was launched in 2007), Bake aims to create public awareness about the consumption of colourless bakery products. It initiated various awareness programmes and cleanliness drives to encourage healthy bakery products. If it succeeds in Nattika, it would spread to all parts of Kerala.
P M Sankaran, state president, Bake, said, “We lost many of our homemade traditional products due to the nuclear family system and the introduction of artificial products. Bake is deeply involved in bringing those traditional products back.”
“Every colour used by the bakers in the state is permitted by the government and causes no harm. Barring banana chips and meat, colours are allowed in all food products," he added.
"But using colour above a certain level is harmful for consumption. Doctors say that colours contain adulterants, which may cause diseases,” Sankaran stated.

Bakers to say ‘Goodbye to colours’

The Bakers’ Association Kerala (Bake) has taken a healthy step. ‘Goodbye to colours,’ a programme launched by Bake in 2007, is being pursued with renewed vigour now thanks to an improved awareness among the public on the harmful effects of artificial colours. Perhaps, the fresh initiative is born out of a necessity
Colours are being used by almost all food manufacturing companies. Limits on the use of colours are being monitored by the Food Safety and Standards Authority of India. The violation is liable for punishment, which could include jail term.
“Bakeries in Nattika in Thrissur have begun displaying ‘jalebis’ and ‘laddus’ sans colour, as part of the initiative. The move is being followed by bakers in Kottayam. The project is to be spread across Kerala”, says P.M. Sankaran, president of Bake.
Jalebis made of black gram flour and sugar will have a whitish tinge unless coloring matter is added. Laddus made of Bengal gram flour and sugar too will have a faint white colour. It may take time for the consumer psyche to accept the product as such, but bakers are opting for a trouble-free course that would ultimately benefit buyers. The mission should be seen as a move to promote a healthy habit, he says
Standards for hygien
Earlier, Bake had launched an initiative to ensure hygienic practices in bormas (kitchens) of bakeries. Accordingly, standards for hygiene to be adopted in kitchens were stipulated by the organisation. Tips for improving cleanliness were given to the employees as well as the owners, based on individual requirement, as noted by a committee of experts. The organisation proposes to give a Bake-fit certificate to the bakeries which ensure standards on subsequent examinations by a team of food services authorities and Bake representatives.
