The increasing health consciousness and awareness among consumers is compelling them to move over to organic food products, says Dr Saurabh Arora
The demand for organic foods began with fruits and vegetables when there were reports of pesticide residues in them. However, the popularity of organic foods has now extended to foodgrains, pulses, tea, spices and even oilseeds. According to a report in a leading newspaper, the organic food market in India is growing at 20-22 per cent annually. India has a rich heritage in organic farming and data shows that about 1.5 million hectares are certified as organic. In 2016-17, India exported `2,478 crore worth of organic commodities like oilseeds, cereals, millets and processed organic foods.
HEALTH advantages
Organic foods have gained popularity because people have become aware of their benefits. They contain no chemical pesticides or fertilisers and are grown naturally with manure or compost along with insecticides. Children are more susceptible than adults to diseases caused by chemical pesticide residues in food and thus parents prefer organic foods. Another advantage is that organic foods do not contain growth hormones or antibiotic residues. Animals are often given growth hormones and antibiotics in animal feeds which are directly transferred into animal foods like meat, poultry, fish, eggs and dairy products. In organic farming, these practices are banned and animals are usually fed in natural surroundings. Eating antibiotics containing foods frequently makes antibiotics ineffective in humans.
Saviour of the Eco-system
Organic farming is a lifeline not only for small farmers who receive a fair price for their produce but the environment also gets a fillip. Another area where organic farming proves useful is, it encourages the growth of varieties of natural foods and prevents loss of species. These natural varieties are tastier and nutritious as well. Today, more than natural species the hybrid varieties are dominating agricultural crops. Organic farming is carried out in harmony with nature so it helps in the preservation of the natural environment, wetlands etc. which in turn support wild life. It reduces pollution caused by chemical pesticides and fertilisers in the environment. Wildlife, insects, frogs, birds, and micro-organisms are able to play their natural roles.
Certified quality
Organic food products are grown under a natural system of agriculture without the use of synthetic fertilisers. Therefore, any food for sale under organic foods in India needs to comply with the provisions laid down under either the National Programme for Organic Production (NPOP) administered by the Agricultural and Processed Food Products Export Development Authority (APEDA) or the Participatory Guarantee System for India (PGS-India) operated by the ministry of Agriculture and Farmers’ Welfare. There are a number of organic brands that use the term “organic” on labels but if these products are not certified then their authenticity is suspectible to violation.
Organic FOOD REGULATIONS
According to the Delhi-based Indian Council for Research on International Economic Relations (ICRIER), foods that are labelled organic but not certified cannot be considered safe. The ICRIER also mentioned the need for a uniform standard for organic foods in its last report. Now, the Food Safety Standards and Authority of India (FSSAI) has launched the Food Safety and Standards (Organic Foods) Regulations 2017 along with the unified logo for organic food products, supported with the tagline Jaivik Bharat. All organic foods certified under this logo need to convey the full and accurate information on labels about the organic status of the food. The Jaivik Bharat logo will henceforth be recognised as a mark of quality assurance given by the above mentioned certification bodies in India or any other bodies recognised by FSSAI.
The people who buy organic foods in India come from all socio-economic backgrounds. However, what is common is these people are mostly health-conscious consumers who do not mind paying a bit more than conventional foods. They do not mind paying a little extra for the comfort of knowing that they and their families are safe from the perils of chemical fertilisers, pesticides and antibiotics. What these consumers must also understand is that they must not blindly buy foods labelled “organic” but must look for the certification mark ,which truly authenticates the food as being organic. This logo certifies that the organic food is indeed free from all kinds of adulterants like pesticides, heavy metals, mycotoxins, antibiotics and so on. With the regulatory framework in place, consumers can feel safer in the knowledge that the organic foods and products they are buying are indeed authentic and safe for their health and well being.

Uttar Pradesh implements BHOG project to ensure safety of prasad

Uttar Pradesh government has come forward to implement BHOG (Blissful Offering to God)—an initiative started by the Association of Food Scientists and Technologist of India (AFSTI) along with the FSSAI (Food Safety and Standards India) to offer clean and hygienic prasad to the devotees. The state government and the state FSDA (Food Safety and Drug Administration) department has come together to implement BHOG in Mathura and Varanasi, which are well-known pilgrimage sites in Uttar Pradesh.
This project was conceived in 2015 when Sajeev Patil, who is the CEO of Siddhivinayak Temple in Mumbai, Maharashtra stated that the foreign pilgrims are sceptical about the cleanliness of the prasad and they refuse to eat. Later, this was conveyed to Probodh Halde, who is the all India president of AFSTI. Halde came up with the BHOG project by joining hands with FSSAI, and the first pilot project was started at Siddhivinayak temple.
In 2016, the first workshop was conducted in Delhi, which was organised by FSSAI. During this session, all the stakeholders such as health ministers, representatives from well-known temples like Meenakshi Temple in Tamil Nadu and Somnath Temple in Gujarat, and officials from AFSTI were present.
“When it comes to implementation of the project, both the state government and the FSDA are responsible,” Probodh Halde tells Down To Earth. He also says that over 250 temples have been trained in Maharashtra and temples in Tamil Nadu, Gujarat and Rajasthan have also implemented the project and this was revealed in the review meeting, which took place in January 2018. Halde also appreciated the efforts taken by the Uttar Pradesh government to implement BHOG.
The project involves training temple authorities (prasad handlers and vendors) to follow the guidance document, doing routine inspection of temple kitchens by the state FSDA and licensing of the product. However, some temples are sceptical about the whole concept of inspection of their kitchen. Many sweets samples fail test during Diwali festival. Inferior quality of khoya is used in preparation of sweets. Milk is often adulterated with water, urea, starch, detergent, synthetic milk and other chemicals to cut costs. Water is commonly used by milk vendors to increase its quantity, which results in loss of nutritional value. Urea, starch and other chemicals when mixed with milk may cause long-term harmful affect on a consumer’s body. The Health Department should regularly collect and test samples from dairy farms, shops and stores selling milk and it by products. If sample collected from shop fails test then its owner should be fined and not allowed to carry on business. Adulteration with water can be checked by putting a drop of milk on a polished slanting surface. If the drop leaves a white trail then it is pure otherwise it will flow without a mark. Another test can be done by boiling milk to obtain khoya. Let it rest for a few hours. If khoya is oily then milk is pure and if not then it is adulterated. Synthetic milk has a bitter taste and feels soapy when rubbed between fingers. If people find that the milk is contaminated then they should immediately report to the Health Department so that action can be taken against vendor selling it.

It’s a matter of shame and pity for the Government of India that milk, which is consumed by a majority of the population throughout the country, is adulterated with contaminants, including skimmed milk powder, starch, cereal flours, glucose, sugar, salt, maltodextrin, detergent, nitrate fertilizers, hydrogen peroxide, unhygienic pond water, neutralizers, vegetable oil and urea among other things. It is done to outstrip supply, increase the shelf life and earn more and more profits. Water is the most common adulterant used by milk vendors to increase its volume. Adulterated milk can cause heart problems, cancer and even death. One must remember that milk has a shelf life of only 48 hours at refrigerated temperature of less than 4 degrees Celsius. It can last for more days at normal temperatures with the addition of different types of adulterants. India has been facing the issue of milk adulteration for long because both the government and the dairy industry have totally failed to take stringent measures. The government is still struggling to find out ways to detect adulteration in milk. There is a need for the urgent amendment of Section 272, IPC, which states “Whoever adulterates any article of food or drink shall be punished with imprisonment, which may extend to six months, or with fine upto Rs 1,000, or with both.” Besides, other stringent measures under various sections of the Prevention of Food Adulteration Act, 1954, will also help to keep away adulterators. A special committee can prove the incidence of milk adulteration in the city. Detect source of adulteration
All efforts must be made to stop supply of adulterated milk in the city. First of all, sources which supply adulterated milk must be detected using different means. Those indulging in such an act must be severely punished. The punishment must include jail term for a known period with a monetary fine. Inspectors of the Health Department should stay alert. They must collect milk samples in the early morning and in evening hours when vendors supply milk to residents. Adulterated milk must be discarded on roads in presence of the general public. Names and addresses of persons supplying adulterated milk should be published in newspapers so that the public does not buy milk from them in future. The Food Department must sponsor research to know simple analytical methods for detecting adulteration in milk, which must be published in newspapers. Different chemicals needed to detect milk adulteration should be easily available in the market at low cost for use by the people. The essential step is detection of source of adulteration, nature of adulteration, discarding such milk and severe punishment to defaulters. To mint money through unethical practices vendors and agencies don’t bother about health of a person. Each milk vendor or agency should procure certificate from a government testing agency certifying the quality of milk they sell. People should not purchase milk from a person, who does not have such certificate. Those found guilty of selling adulterated milk must be pushed behind bars. Government officials should regularly visit dairies to check food given to milch cattle. Various techniques should be adopted by an authorised agency to check adulterated milk. Any government official or member of agency if found taking bribe should be punished. Milk vendors or agencies may charge high price, but refrain from selling adulterating milk. Committees formed for this purpose should work properly and without corruption. Their members should work for society. Every hand involved in illegal trade of selling adulterated milk should be dealt with an iron hand. Housewives should be more aware of presence of adulterants in the milk. One can learn anything from internet these days. YouTube can also be a helpful for gaining knowledge about how milk in adulterated. Moreover, consumers can avoid buying milk from dairy farmers. They can purchase milk of certified brands including “Verka” and “Mother Dairy”. The government should try to make the people aware about the adulterated milk and its harmful effects. Campaigns should be launched in collaboration with dietitians to educate masses about the issue and how to take remedial steps. Doctors in the state can also be involved in such drives.

Because of the nutritional value that milk has most dairy companies have resorted to its dilution hence the product is adulterated milk. What many don’t realise is that such milk causes health problems in consumers. As milk has become a necessity in every house household the government should make it mandatory to check dairy products before these are transported to different retail shops. Many vendors mix milk with water for making more money. They sell the adulterated milk at the same price and are playing with the lives of the people. People are suffering from hepatitis C and other diseases due to adulterated milk. Vendors use chemicals and milk powder to produce milk in large quantity. Urban people are not aware about what they drink. They don’t know where to get the milk tested if its quality is not good. Villagers and government officials should start drives for the people to make them aware about where to get milk tested free of cost. A major reasonbehind illnesses
A person can live a healthy life if he/she is eating unadulterated food. Food-related problems are increasing day by day. Milk adulteration is one of the biggest causes behind illnesses. Milk is a daily use product as many things can be prepared from it. The pure quality of milk is thing of the past. Moreover, surveys on dairies point towards use of hazardous items like detergents, urea, white paint and refined oil in samples. According to studies these can cause serious diseases like cancer. The police had raided and arrested two persons in Bathan village, near Ahmedgarh, because they were found adulterating milk on a large scale recently. Two quintal of milk, eight tins of refined oil, six bags of white powder and 40 kg of chemical was recovered from them. To stop production of synthetic milk samples should be collected from shops or dairies and sent to laboratries for checking. If sample fails test then according to the Food Safety and Standards Act of 2006 strict action should be taken against the owner. Actually, there is a wide gap between demand and milk yield from animals kept by the dairy farming community. Huge gap between demand and supply induces adulteration of milk by unscrupulous elements of society. The health authorities should put up special nakas in and on the city outskirts to check the quality of milk supplied to citizens. Such nakas should be kept top secret among raiding parties and led by a gazetted officer. Loopholes in the Food Safety Act must be plugged to enhance conviction rate in the court of law. Informers must be activated in the field. They can help in nabbing culprits and of course be suitably rewarded. Milk testing laboratories must be opened in every ward. Timing and result reports should be fixed keeping in view the working conditions of all strata of society. Milk testing kits at reasonable rates should be arranged at all chemist shops. Teams may be sent to different localities to test the milk supplied to residents by vendors. Adulteration may be categorised as heinous crime in books of law by the government. Milk is the purest form of food, which in itself is a complete diet. But when it is adulterated, it can play havoc with lives of its consumers. Diaries from where milk is sourced should be kept under constant vigil of the Food and Safety Department. Any discrepancy if noticed during inspection should immediately be addressed. Owners and employees should be educated about health hazards, which adulteration can cause. Manufacturers and traders of adulterated milk should be dealt with strictly. Residents should also be taught how to check purity of milk. Violations should be brought to the notice of the authorities through a toll free number, set up for the purpose. The department should conduct regular inspections at outlets where milk and its products are sold. Samples collected during inspection should be checked and the report be given at the earliest so that the required action can be taken. Profiteers should keep public health and safety over margins as tomorrow their families can also be victims of the slow poison injected by them.

Ludhiana and other cities are suffering due to adulteration of milk. To increase the quantity of milk and make profits, owners of dairies and shops take to adulteration. They play with our health. Milk is essential part of our diet. It is not available in its purest form these days. Milk producers and sellers often add chemicals and harmful substances to it. More than 65 per cent of milk sold in the country is impure. Either it has water or other impurities. To curb this practice milk should be tested for adulteration. People can approach Dairy Development Department to get the quality of milk checked. It can also be done at camps organised by the Dairy Department in the nearby areas. People should be made aware of adulteration in milk. The government should take strict action against those involved in adulterating milk. Detect adulteration with rapid test is one such technique, which can be used to check the quality of the milk. Although the government is taking steps to stop such activities, it’s also our responsibility to ensure, that we buy good quality milk.

MCG canteen to offer affordable meals to 1 lakh a day

GURUGRAM: MCG is looking forward to set up a subsidised canteen and kitchen to provide relief to thousands of people living and working across the city.
The canteen will have a capacity to provide meals to one lakh people a day, which will include breakfast, lunch and dinner.
An MCG official said the subsidised canteen is being developed under the project, India Meals. In this regard, MCG has signed a memorandum of understanding (MoU) with Mewat-based KW Engineering and Signs private limited, for a period of 10 years. "The main objective behind the project is to provide good quality, nutritious and tasty meals to the common man at economical prices, as envisaged by the central government," said Narhari Banger, additional commissioner, MCG.
The kitchen will come up in Begumpur Khatola on one acre of land.
KW Engineering and Signs private limited will also set up a distribution system which will be utilised by MCG to deliver the food within Gurugram's municip-al limits.
The official said the total cost of setting up the kitchen is expected to be around Rs 50 lakh. Three kinds of meals will be served at these canteens, which will include a mini meal at Rs 30, containing 150 gm of dal and 200 gm of rice.
A second type of meal, costing Rs 35 per person, will contain five chapattis, 100 gm of dal and 100 gm of vegetables. A third meal, containing three chapattis, 125 gm of rice, 170 gm of dal and 150 gm of vegetables, will cost Rs 40.
Talking about the requirements of hygiene and cleanliness in the kitchen, Banger said, "We will conduct random checks to ensure the hygiene level is maintained. The quality of raw material stored will be in accordance with the standards set by Food Safety and Security Authority of India." There will also be an in-house laboratory to check the quality of food material.
Currently, MCG is looking for a place to set up the canteen, while work on the kitchen is likely to start soon.

Mumbai: After the video showing vegetable vendors at Vakola storing vegetables overnight inside drains went viral, the health department of the Brihanmumbai Municipal Corporation (BMC) has said that they would be conducting drives across the city and registering FIRs against vendors found to be storing or selling vegetables in unhygienic conditions.
“We have decided to start repeated action in all such places where these vegetables sellers and other hawkers sit, whenever they are spotted hiding vegetables or other goods in drains, FIRs shall be registered against them,” said a senior ward official from the H/east ward, which includes Vakola area. He added that all officials from the ward have been directed to lodge FIRs wherever such activity is found. Further, the medical department of the ward revealed that the saleable goods would be confiscated for testing.
The video of hawkers hiding saleable goods like vegetables and fruits in the open drains went viral on Friday. The video clearly showed that the hawkers, in a bid to avoid civic action, hid their goods in drains and removed them once the civic officials left the site. Civic officials from the ward suspect that this is the tactic of hawkers to malign the name of BMC officials.
Since the past few months, hawkers encroaching pedestrian spaces near railway stations and footpaths have been facing the ire of the civic body. Several hawkers faced public ire in the wake of the Elphinstone Road bridge stampede in September last year where 23 lives were lost. Last year in October, around 600 hawkers faced civic action.

Relief for FMCG brand in ‘plastic’ allegation case

HYDERABAD: Packaged atta brand Aashirvaad Atta has recently been the subject of some videos on internet platforms alleging that the atta contains plastic. The said videos claim that if the dough made from ‘Aashirvaad Atta’ was washed several times, it results in a gum-like substance, which was alleged to be plastic. The said videos are being made and circulated with the intent to cause confusion and false alarm among the general public regarding the use and consumption of Aashirvaad Atta, and to damage the reputation of ‘Aashirvaad’ brand.
What is being alleged as ‘plastic’ in these videos is reportedly a wheat protein (also known as gluten), which binds the atta together and gives elasticity to the dough when kneaded. Even the FSSAI regulations under the Food Safety and Standards Act, 2006, require that all atta must contain a minimum of 6 percent wheat protein.
In this regard, ITC had filed a suit in a Bengaluru City court, seeking an injunction against these videos and damages for loss of reputation.A restraint order was passed by the court recently, restraining the publishing, broadcasting, communicating or in any manner making such videos available or causing or continuing to make such videos available for public viewing on internet/social media platform providers, viz. Google, YouTube, Facebook and Twitter.
An NABL accredited laboratory in Mumbai, on testing Aashirvaad Atta as well as other popular atta brands recently, has allegedly confirmed the presence of gluten in the samples of all these atta in the range of 7 to 12 percent of atta. The report of the laboratory also reportedly said that when atta dough is washed with water, starch and fibre gets removed and a residue is obtained which is gluten and not plastic.

HC seeks govt response on murga mandi plea

Plea claims violation of veterinary screening of poultry birds
The Delhi High Court on Friday sought response from the city government and other agencies on a plea claiming violation of mandatory healthy checks and veterinary screening of poultry birds at Ghazipur Murga Mandi.
Animal rights activist Gauri Maulekhi claimed in her plea that this could potentially lead to spread of contagious diseases such as bird flu as infected poultry birds could get admitted into the local market. She said the mandi also illegally slaughter poultry birds in a “gruesome and sadistic manner” which is in complete violation of the Prevention of Cruelty to Animals Rules, 2017, and other statutory regulations.
No licence
Senior advocate Raj Panjwani, appearing for Ms. Maulekhi, claimed that poultry birds are openly slaughtered in the mandi without obtaining any licence or compliance with the Food Safety and Standards Authority of India (FSSAI) Licence and Registration Regulation.
The senior advocate further said the mandi lacked proper waste disposal or treatment process due to which the waste it generates is not properly disposed. Rather it is flushed in open drains, which finally subsume in rivers, or dumped in open grounds, which pollute the vicinity.
A Bench sought a response by April 24, the next date of hearing.

9.50 lakh rupees fine imposed on Domino’s as its cheese failed lab test

The Court of an additional district magistrate (ADM) levied a fine of Rs 9.50 lakh on a outlet of Domino’s in Shahjahanpur and its supplier in Pune after a sample of cheese used in a pizza failed to pass a lab test. The milk fat content in the ‘diced super stretch Mozarella cheese’ was found to be below the prescribed minimum limit of 35 per cent. So the court of ADM imposed a fine.
A fine of Rs 4 lakhs has been imposed on the Shahjahanpur district manager of Jubilant Food Work, Rs 5 Lakh on Schreiber Dynamics Dairies, the supplier, and Rs 50,000 on the seller.
On July 4, 2015 the sample of cheese was taken by food security officer (FSO) Yugul Kishore and sent for lab test at government regional public analysis laboratory in Varanasi. UC Gangwar the food analyst completed the study of the sample and found insufficient fat percentage. The lab test was completed between July 22 and 28, 2015. The report was sent to FSO on August 5, 2015.
Upon the receiving the report, notices were issued to Jubilant Food, Schreiber Dynamics Dairies and the seller Suresh Upadhyaya in the court of ADM.
The trial lasted nearly two years, court imposed fine in this case. The defendant had filled a counter case in this matter, that the cheese was not kept under prescribed conditions due to which the sample couldn’t pass the lab test.
However the spokesperson of Jubilant food said, “Jubilant Food Works has been informed about the court's ruling. However, we would like to state that the test conducted by us for the same batch of cheese at an NABL-certified lab confirms that the fat content in the cheese is as per the limits prescribed by the Food Safety and Standards Authority of India."

Aerated drinks, junk food to be banned in school canteens

In a decision that may have far reaching benefits for health of children in J&K, the state Drug and Food Control Organisation (DFCO) is all set to ban sale of junk foods and aerated drinks in school canteens following a directive from the union health ministry.
Controller DFCO Lotika Khajuria told speaking to Greater Kashmir that a notification to ban sale of junk foods and aerated drinks from all schools of J&K would be issued soon.
“We have received directions to ban sale of all such food items that are known to cause health issues in children at school canteens. Very soon, a formal ban order will be issued,” she said.
Earlier this week, Union ministry of health and family welfare (MoHFW), said in Lok Sabha, that states, including J&K have been directed to ensure that no aerated drinks and foods high in saturated fats are available in school and college canteens.
“Excessive and regular use of aerated and energy drinks may lead to hypokalemia, hallucinations, stroke, paralysis, diabetes, cardiovascular disease, etc.,” it said.
Last year, an 11-member expert committee of Food Safety and Standards Association of India (FSSAI) had recommended restricting sale or availability of foods high in fat, salt or sugar content in or around 50 meter radius of schools. However, this is for the first time that such a ban will be enforced in J&K.
Controller DFCO said that action, as mandated against FSSAI rules, would be taken against the violators.
“Our ground staff is empowered to take action if any of the provisions of FSSAI or directions from the state DFCO is violated by any food business operator,” she said.
“Schools will be mandated to sell, wholesome, nutritious foods and this will have a positive effect on the health of our children,” Khajuria said.
Officials in DFCO said that after the ban, schools will not be allowed to sell aerated drinks (cola), high sugar drinks, potato and other chips, wafers, samosas, pakodas, sweets, burgers, etc.
The FSSAI is also in the process of drafting a regulation titled Food Safety and Standards (Safe and Wholesome Food for School Children) Regulations, 2018, in a bid to make children develop healthier food habits.
As per this regulation, if a school authority, without reasonable grounds, fails to comply with the provisions under these regulations, the State Food Authority shall take up the matter with the concerned education department and/or affiliation body to take appropriate action.
J&K has been grappling with growing incidence of obesity and lifestyle diseases. As per a survey by the Sher-e-Kashmir Institute of Medical Sciences (SKIMS), one out of three school going children was either over-weight or obese in Kashmir.
“Our Kashmir studies have shown that among school going children, 24.7 percent were over-weight and 11.5 percent were obese. That makes 36.2 percent of our children either over-weight or obese,” said Dr Shariq Rashid Masoodi, senior endocrinologist at the SKIMS.

Special campaign for settlement of cases under the Prevention of Food Adulteration Act-FDA Minister

Mumbai: The Food and Drugs Administration Minister Mr Girish Bapat today directed that all the pending cases under the food safe under the Prevention of Food Adulteration Act should be settled and disposed off at the earliest. He said for this hearing should be taken and Maharashtra state legal authority should also be followed up in the settlement process.
Mr Bapat said that the meeting of the administrators of the respective departments should be taken and the officers of food safety and Standards authority should also be called in the campaign. He said that the citations of High Court (Nemichand versus Rajasthan government) should be cited and the action can be taken as early as possible. He urged the administrative officer to concentrate on these pending cases and give a relief to the Businessman and traders who are in the field of food business.
He said that the cases that are pending since long should be settled and disposed off so that administration and the businessman accused in cases get a sigh of relief. He said under the special campaign, the Businessman against whom the cases are registered, should be present in person before the court and try to settle the matters. He also said that the responsibility of supplying safe and quality food products can be discharge in this manner. The first hearing in this regard was just conducted in Jalgaon under the special camp. 38 cases under the food adulteration Act by disposed of and a penalty of 7 lakhs 20 thousand was recovered as penalty from the erring businessman.
Until 5th August 2011, the food and drug administration was working under the law of prevention of Food Adulteration Act 1954. After that in 2006 food safety standards law 2006 and similarly some rules and regulations came into force in the year 2011.
Under the section 16 of the Prevention of Food Adulteration Act 1954, for every violation of the law, (substandard food or adulterating it by mixing something, by misbranding or by Falls labels or other deeds that are prohibited under any provision of this act or any rules made there under by an order of the foot health authority) thousands of cases are pending in various courts. Even after 5th of August 2011 this act of 1954 was used to file cases against many people engage in food business. Due to this, the workload on the courts of law, the mismatching of the presence of witnesses and accused made it further complicated. More than 5265 cases are pending before various courts in the state including that of the Chief Judicial Magistrate (CJM),Judicial Magistrate First class (JMFC)and the Metropolitan Magistrate.
As per the provision of food safety and Standards Act 2006, cases are registered on the basis of seriousness of the violation of the law. Under this, the criminal cases were registered against the food stuff that is unsafe for consumption and it has the provision of imprisonment .Other cases were filed in the Civil Court and penalty was to be levied against the erring and accused. In this way, the classification of all the pending cases is essential and the hearing should be taken as soon as possible for settling them and disposing them off.
The proposal to this effect should be followed up with Maharashtra state legal services authority. It should be discussed by meeting with the member secretary and Registrar General of the High Court so that information regarding the cases pending under the Adulteration Act can be disposed off and settled as early as possible. This can reduce the load of courts of law and the time can be saved. Similarly the human resources of the administration can also be helped. Hence for the settlement of the cases under the Prevention of food Adulteration Act 94, special campaign has been started and all the District Courts, Session Courts are directed by the High Court in this regard.

Government frames guidelines for food festivals

The Minister said the guidelines for declaration of clean street food hubs had been framed, including for upgrading the infrastructure of existing food streets of the country
In an attempt to highlight the regional culinary experience, the government has created guidelines for organising safe and hygienic food festivals, Culture Minister Mahesh Sharma said on Tuesday.
Speaking in the Lok Sabha, the Minister said the guidelines for declaration of clean street food hubs had been framed, including for upgrading the infrastructure of existing food streets of the country, to popularise and promote local and regional cuisines.
"The government is aware that India has a rich culinary heritage. Almost all states have their unique recipes. Most of our traditional food items have evolved over centuries. Indian cuisine encompasses a wide variety of regional cuisines native to India," he added.
"Traditional foods are often based on a holistic approach to nutrition, as required by local people. Such food is prepared with locally available ingredients and found to have its own therapeutic and nutritional benefits," he mentioned.

Curbing Milk Adulteration

In compliance of orders of the Hon'ble Supreme Court of India dated 05.08.2016 in the case Writ Petition (Civil) No.159 of 2012 titled 'Swami Achyutanand Tirth&Ors. v/s Union of India & Others pertaining to checking the menace of adulterated milk, the Food Safety and Standards Authority of India (FSSAI) has advised States/Union Territories (UTs) to comply with the directions of Hon'ble Supreme Court of India. In response, nine States/UTs viz.
Nagaland, Uttar Pradesh, Karnataka, Gujarat, Uttarakhand, Arunachal Pradesh, Assam, Dadra & Nagar Heveli and Tamil Nadu have so far submitted their Action Taken Report (ATR) on the orders of Hon'ble Supreme Court of India to FSSAI.
To look into the issue of milk adulteration, State/District level Steering Committee has been constituted in some States such as Uttar Pradesh, Assam, Karnataka. Further, States/UTs have instructed their officers to ensure the effective enforcement and implementation of the Food Safety and Standards Act, 2006 and Rules and Regulations made thereunder and to conduct Information Education and Communication (IEC) activities about milk adulteration etc.

Myths and Misconceptions
For some consumers, the mere act of shopping at the supermarket can be full of overwhelming decisions. After extended debate in the grocery aisle, after attempts to parse through the misleading packaging, you might end up choosing the organic tomatoes over the conventional ones. They’re twice the price, so they’ve got to be better, right?
But it’s not so simple. Celebrities, anti-GMO groups, and food trends have spread misleading information and myths about the food we chose to eat every day. Do foods labeled “organic” actually make us healthier? Are they free of pesticides? Should we be afraid of pesticides in the first place?
Recently, singer/actress Zooey Deschanel made headlines because her docu-series about organic food, called “Your Food’s Roots,” was riddled with errors and misinformation. In a recent Facebook video, Deschanel misleadingly claimed that people should eliminate the 12 vegetables and fruits most likely to have the highest amounts of pesticide residues in order to keep healthy. The list, dubbed the “dirty dozen,” is reportedly curated annually by the Environmental Working Group (EWG), a non-profit focused on health advocacy and research.
That claim isn’t in line with the consensus of the scientific community, however. Toxicologists have long discredited any ill effects of eating foods that happen to be on that list — 79 percent of the members of the Society of Toxicology said that the EWG “overstated the health risks of chemicals,” according to a 2009 survey by George Mason University. In 2016, the Alliance for Food and Farming, a non-profit that represents organic and conventional farmers, repeated calls for the EWG to consider the USDA guidelines before renewing its “dirty dozen” list, arguing that the produce on it has repeatedly been shown to have no negative health impacts.
Even more concerning, Deschanel urges consumers to “strictly buy organic” foods to avoid pesticides. That’s bad advice backed by faulty reasoning. Many studies have shown that just because a food is labeled “organic,” that doesn’t mean it was grown without pesticides (more on that later). In any case, scientists note that limiting the consumption of fruits and vegetables for fear of pesticide use could be much worse for consumers’ health than inadvertently consuming a little bit of pesticide.
“My biggest concern is that a lot of these reports may [produce] a negative effect in that they may discourage people from consuming what are perfectly healthy, conventionally-produced [non-organic] fruits and vegetables,” Carl Winter, food toxicologist at the University of California, Davis and member of the Institute of Food Technologists, told Futurism. “While everybody wants to do what they hear is the right thing, they could be doing themselves more harm than good in the long term.”
Here are four common, pervasive myths about GMOs and organic foods. Understanding what the science says can help consumers ensure that they choose the food that will best keep them healthy.
Myth 1: Organic Food Is Safer Because It Doesn’t Touch Pesticides
At the grocery store, consumers are given the option to buy conventionally-produced food or its (often pricier) organic counterpart. The distinction between these two choices is closely regulated. For food manufacturers to label their items as organic, the products must meet the standards set by organizations and governments. The U.S. Department of Agriculture (USDA) certifies foods as “organic” if they are shown to be “protecting natural resources, conserving biodiversity, and using only approved substances.” In the U.S. and Canada, any food labeled as “organic” must be devoid of GMOs.
Organic foods, by that definition, can’t have had synthetic fertilizers or pesticides applied to them for three years before they are harvested. But just because a crop fits the definition of organic doesn’t mean it’s totally free of fertilizer residue. USDA organic certification allows for natural substances such as pheromones, vaccines for animals, and a limited number of natural pesticides as well, but a 2011 survey by the USDA showed 39 percent of 571 organic samples were found to have pesticide residues, but well below tolerance set out by the EPA. And yet, a 2005 market trends survey by Whole Foods found that more than 70 percent of consumers bought organic food to avoid pesticides.
Exposure to a little pesticide isn’t necessarily toxic for people. “The big question from a toxicological standpoint is how much are we exposed to? The first principle of toxicology is the dose makes the poison,” Winter said. While studies have shown that conventional, non-organic foods do indeed come with a greater likelihood of exposure to pesticide residues compared to their organic counterparts, the health risks of exposure are often exaggerated by organizations such as the Environmental Working Group and food safety associations. “The levels we are exposed to are far, far less than levels that would be expected to cause any harm to our population. So reducing our exposure a little bit more — in this case by purchasing organic food — really isn’t going to cause any appreciable health benefit to us as consumers,” Winter added.
That is not to say pesticides pose no risk at all. Since the 1930s, synthetic pesticides, most famously DDT, were linked to birth defects and depleted biodiversity. People working in the fields, who spend the most time exposed to pesticides, are often hospitalized for related illnesses; in 2006 in the state of California, as many as 1,310 people were hospitalized due to pesticide-related illnesses and injuries, and 23 of them died. Today, scientists are still working to understand how high doses of pesticides can affect children’s development.
Little of this applies to the average consumer, however. First, farmers use fewer pesticides today than they did even a decade ago, and the pesticides themselves must be proven to have a low impact on human health to meet the USDA’s stringent guidelines. Although high doses of these pesticides may pose a health risk, the remaining residues that make their way into our food have been repeatedly shown to have virtually no effect on health. The World Health Organization notes that none of the pesticides currently authorized in international food trade are damaging to humans on a genetic level, and only become dangerous to workers who are directly exposed to them in much higher quantities in the field.
“From a consumer standpoint, our levels of exposures are very, very low,” Winter said. But that doesn’t mean farmers can just dump the stuff willy-nilly. “I’m not here to say pesticides are fine and we shouldn’t worry about it. We need to regulate them.”
Myth 2: Organic Food Is Healthier
Since the U.S. government began regulating organic products in 1990, proponents have claimed that eating organic food makes us healthier. That claim, as difficult as it is to nail down, is ultimately misleading.
When comparing (organic) apples to (conventional) apples, the evidence simply doesn’t suggest that organic makes people healthier. After analyzing 240 studies about the nutritional value of organic food, the authors of a 2012 review study published in the Annals of Internal Medicine concluded that they “[lack] strong evidence that organic foods are significantly more nutritious than conventional foods.” (The researchers did conclude, however, that eating organic could reduce consumers’ exposure to pesticide residues and the possibility of ingesting antibiotic-resistant bacteria).
But defining what makes a consumer “healthy” — or at least “healthier” than someone else — is not always clear. Additional nutrients may in fact be good for us, but does that mean we require them to “be healthy,” or are we just fine without them? A 2016 review study published in the British Journal of Nutrition analyzed 170 studies, concluding that organic dairy and meat had higher levels of omega-3s — acids that have been linked to lower rates of heart disease and better immune function — than their conventional counterparts. While increased levels of omega-3s have been shown to be good for you, it doesn’t necessarily justify paying the premium for organic dairy and meat — conventional meat and dairy are not entirely devoid of omega-3s.
Myth 3: GMOs Are Dangerous to Eat
The ability to alter the genetic makeup of a crop has been the topic of heated debate for decades. Genetically Modified Organisms (GMOs) — crops with genomes that have been augmented with DNA from other organisms — have permanently changed the agricultural industry. Scientists have created genetically engineered (GE) varieties of crops containing genes that protect them from pests, weeds, or even certain plant viruses.
Even though the first GMOs hit the market 23 years ago, the debate surrounding their safety still rages, fueled by misinformation about the impact they have on health.
Genetically engineering crops allows scientists to transfer desirable traits individually — a much more efficient process than cross-breeding, a less high-tech method that may also transfer a number of traits that may pose a threat to the newly created plant. Cross-breeding also limits the palette of new traits to traits that are already present in either the male or female plant; genetic engineering, on the other hand, allows for scientists to use foreign but desirable traits.
GMOs are also not limited to “unnatural,” synthetically engineered uses — they can take advantage of natural processes as well. For instance, the bacterium Bacillus thuringiensis (Bt) was discovered to be a naturally-occurring insecticide more than 100 years ago. Recently, bioengineers have modified the genes of crops such as corn to express the insecticidal protein present in this natural microorganism, foregoing the need to physically spray crops with it separately. As a result, the crop itself is toxic to insects, and neighboring fields and ecosystems are largely unaffected.
Fear of GMOs, and their purported effects on health, gives consumers another reason to stick to organic. The European Union prohibits farmers from growing GMOs; other nations like India have dragged their feet in allowing the cultivation of GMOs because of vehement backlash. In the U.S., products that contain GMOs will soon be required by federal law to be labeled as such.
These precautions, however, are woefully unfounded; as of right now, there is no trustworthy evidence that any GMO-derived food poses health risks to humans. If anything, genetic modifications make crops safer for agricultural workers (genetic tweaks make crops more resistant to damage from insects and viral infections, so plants need fewer pesticides) and even make them more nutritious, bringing a healthful variety to more people worldwide. According to the WHO, no foods available today based on genetically modified crops have been shown to have a negative effect on human health in the countries in which they have been approved.
“I have yet to see any evidence that suggests that GM crops are any more dangerous than their conventional counterparts,” Winter said.
So why do the anti-GMO myths persist? A group of biotechnologists and philosophers from Ghent University hypothesized that negative portrayals of GMOs are “intuitively appealing.” The idea of introducing foreign genes into the food you eat, the researchers argue, is not — meddling with the characteristics of organisms seems “unnatural,” and scientists are often accused of overreaching their boundaries, “playing God.”
While GMOs have so far not been shown to harm consumers, that’s not to say they never could. “There is no evidence of any harmful impacts from eating genetically engineered crops that are grown today, but I can’t say that about crops from ten years from now,” Gregory Jaffe, director of biotechnology at the Center for Science in the Public Interest (CSPI), told Futurism. Food safety regulation, then, will become even more important as new genetic modification tools like CRISPR become more common. “Regulators will need to apply a case-by-case approach to ensure the safety of consumers and producers alike when it comes to genetically engineered crops,” Jaffe said.
Myth 4: GMOs Are Bad for the Environment
People who oppose GMOs often note their purported effect on the environment. They fear that genetic modifications could jump from farms to the larger natural environment, or that GMO crops suppress the natural biodiversity of an area. Perhaps most cuttingly, they note that GMOs demand a greater use of herbicides, which reduces biodiversity and makes weeds more resistant to the chemicals.
These criticisms do have a modicum of truth to them. Genetic modifications have jumped from crops to local varieties, albeit infrequently, and farmers are leaning heavily (arguably too heavily) on the same types of crops, which leaves them vulnerable to disease. A 2016 study found that farmers who raised genetically-modified soybeans used more herbicide than farmers who didn’t adopt the herbicide-resistant GM strains. Researchers admit that we still have a lot to learnabout the environmental impacts of GMOs.
But overall, GMOs don’t cause as much damage as their critics may have you believe. The same 2016 study found that GMOs actually reduced the amount of pesticides needed to raise the same amount of maize compared to crops that didn’t use GM strains of maize engineered to resist pests. Another 2014 study found that genetically modified crops had a 22 percent greater yield than non-GM varieties. More food per square meter could mean that less land is needed worldwide for agriculture, leaving more habitats undisturbed or allocating more land for natural reserves or wildlife corridors. Plus, many GMO crops need less water than organic or non-GM varieties, which will help feed everyone in a warmer world.
Scientists are still not completely sure if GMOs are better for the environment than other types of crops. But they at least demand fewer resources than organic crops.
At the end of the day, “organic” food isn’t a bad option. And neither are GMOs. But consumers should make their food choices based on science, not hearsay. Many myths persist around the risks of GMOs and the benefits of organic foods. But one thing is clear: eating fruits and vegetables is the most important thing, no matter if they’re organic or GMO.

True lies about ‘organic’ vegetables

AHMEDABAD: At a time when 'organic' consumption — be it that of vegetables or food grains or even cosmetics and clothing — is promoted, a study conducted by Consumer Education and Research Centre (CERC) reveals the dark truth about the organic vegetableswe consume. The findings of the study suggested that traces of pesticides and heavy metals were found in samples of organic vegetables - spinach and fenugreek sourced from various places in Ahmedabad. Seven of the nine samples of these organic leafy greens were found to contain chemicals - two with pesticide residues including chlorpyrifos and parathion methyl while five with heavy metals - copper and lead.
Ironically, non-organic counterparts tested by CERC did not find any pesticide residues, states the study, while presence of heavy metals was still detected in non-organic varieties as well, albeit in lesser quantities.
"Consumers pay a premium for organic vegetables as they are expensive - nearly double the price of non-organic vegetables. Such malpractices are indeed a big let-down for the customers as you never expect traces of any form of chemicals in the vegetables. At the same time, it reflects the absence of regulations to ensure the quality," said Pritee Shah, chief general manager, CERC.
Both these pesticides as well as heavy metals have adverse health implications, especially on children. Rinsing reduces pesticides on the surface of vegetables, but it can't remove those that are absorbed by the roots and make their way into the plant's tissue states the study. "Pesticide residues and even heavy metals - even though in lower quantities - are particularly harmful for children and the elderly," states the study.
In the wake of the findings, CERC has called for lifting the exemptions given to direct sales of organic produce by small farmers and producer organisations to the end-consumer by Food Safety and Standards (Organic Food) Regulations 2017.

Carbonated drinks, junk food still rule college canteens

The ‘No Junk Food’ rules for schools in the State got a boost when the Centre asked that foods, high in saturated fats and carbonated drinks, be withdrawn from schools and college canteens.
In a written reply in the Lok Sabha on Tuesday, Anupriya Patel, Minister of State, Health and Family Welfare said that States and Union Territories have been requested not to serve such food items from the canteens that students flock to.
While a few colleges in the city have already chosen to stop the sale of aerated drinks, there is still a lot of junk food available for the students with little or no healthy options. P. Ishwarya, a student from a college in the city, said that while her college canteen did stock soft drink cans, tetra packs of juices and flavoured milk were more easily available and students preferred them.
V. Shyam, a student from an engineering college in the city, said that they had separate counters for ‘chaat’ items and fried snacks, apart from regular options available for breakfast and lunch. “Many of us depend on the subsidised food available in the canteen and eat at least five meals in a week here,” he said.
‘Increasing awareness’
Andrew Sesuraj, assistant professor, Loyola College, said it was the responsibility of the institutions to ensure that the students are provided with healthy and subsidised food. “The college has not been serving aerated drinks and we have noticed increasing awareness among the students to switch to healthier options, ” he added.
As for schools, both the State board and CBSE schools in the State have been trying to implement the ‘No junk food’ rules in their canteens. More recently, the food safety department had said that the Yellow Book, brought out by the Food Safety and Standards Authority of India (FSSAI), would be sent to the School Education Department so that the material could be reviewed and taught in schools in order to encourage healthy eating habits among children.
Ms. Patel’s reply had stated that the excessive and regular use of aerated and energy drinks may lead to hypokalaemia, hallucinations, stroke, paralysis, diabetes and cardiovascular disease.

Food-testing van set in motion

Health Minister C. Laxma Reddy flagged off a mobile food-testing van here on Monday. The van was sanctioned by the Food Safety and Standards Authority of India, as part of a Central government scheme, to maintain food safety and hygiene standards, mainly in eateries.
At the present time,Presently, food samples for testing are sent to a government lab in Nacharam. The reports are then dispatched to the Institute of Preventive Medicine, before which the health administration and other regulatory authorities cannot take action. With food-inspecting vans, tests can be done outside a hotel or restaurant, without delay in dispensing results.
Besides attending to complaints, a schedule for its use as a medium of awareness about food-safety will soon be drawn, officials said. The State is likely to get another van soon.

Food regulator FSSAI asks states to make prasad safer

The country’s food safety regulator has asked the states to roll out a project to ensure that devotees were served safe prasad at places of worship.

Distributing food in a temple, mosque, church or a gurdwara requires a licence from the Food Safety and Standards Authority of India (FSSAI). These places of worship must also follow food-safety guidelines.
“…You are requested to roll out the project BHOG in your state/UT and also nominate a nodal officer for this initiative,” FSSAI CEO Pawan Agarwal said in an order issued on January 29.
Blissful Hygienic Offering to God, or BHOG, is a part of FSSAI’s safe and nutritious food bouquet of initiatives launched a year ago and workshops were conducted for prasad handlers and vendors.
In his order, accessed by Hindustan Times, Agarwal again offered workshops and training.
The popular Meenakshi Temple in Tamil Nadu and the Somnath in Gujarat are among those who sent people for training to meet FSSAI’s quality and hygiene standards.
“This directive is to ensure proper regulatory compliance as it is important to improve the level of food safety and hygiene in their (places of worship) premises,” Agarwal said.

HC lifts stay on ban on use of animal-origin material to make silver leaf

Delhi High Court has lifted its stay on the AAP government's decision to prohibit use of animal-origin material in the manufacture of silver leaf, known as 'chandi ka warq'.
NEW DELHI: The Delhi High Court has lifted its stay on the AAP government's decision to prohibit use of animal-origin material in the manufacture of silver leaf, known as 'chandi ka warq', used as a decoration on sweets. 
A bench of justices Sanjiv Khanna and Chander Shekhar, however, permitted the traditional manufacturers of silver leaf to dispose of their existing stock of the sweet decorative which is also used in Unani and Ayurvedic medicines. 
The Delhi government had issued a circular banning use of the material made by the traditional process on the basis of a central notification to that effect. 
The court passed the order after the petitioners, who were in the business of making 'chandi ka warq' by the traditional process, said they would move a representation before the Food Safety and Standards Authority of India (FSSAI) to show that their method was hygienic and without any risk of contamination. 
The FSSAI, by a notification of July 15, 2016, had banned the use of the silver leaf manufactured by the traditional method, which involved use of intestine of a cow or buffalo, saying it was unhygienic and there was a risk of infection and contamination of the silver leaf. 
The traditional method of manufacture involves hammering silver into a thin shape while it is placed inside the intestine of a cow or buffalo. 
The FSSAI had also told the court that there was a new method of manufacturing 'chandi ka warq' that involved beating sheets of black specially treated paper and polyester sheets coated with food-grade calcium powder. 
The petitioners had, on the other hand, contended that their method was not unhygienic as the animal skin was dried and processed to make it hygienic. 
While asking the petitioners to make a representation before the FSSAI, the bench expressed hope that the authority would take a decision and communicate it within three months of receiving the representation.
