ADVERSE EFFECT OF JUNK FOOD CONSUMPTION

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether Government has defined junk food under the Food Safety and Standards Act and if so, the details thereof;
(b) whether the consumption of junk food has been increasing continuously and, if so, the details thereof along with the reasons therefor;
(c) whether Government has taken note of some recent studies/reports about the adverse effect of junk food on the health of the people and, if so, the details thereof;
(d) whether Government has imposed/ proposes to impose ban on sale of junk food in the country and if so, the details thereof; and
(e) if not, the corrective steps taken/ being taken by Government including launching awareness programmes in this regard?

(a): “Junk Food” has not been defined under the Food Safety and Standards Act, 2006.
(b): No such data is maintained centrally.
(c): The Government is aware of the reports appearing in the media about the adverse effects of Junk Food. Further, a study conducted by the National Institute of Nutrition (NIN), Indian Council of Medical Research, Hyderabad on Assessment of ill-effects of consumption of Carbonated Water beverages (CWBs) on health of adolescents and young Adults, showed higher increments of body fat in young consumers.
(d): There is no proposal under consideration of the Ministry of Health and Family Welfare to impose such ban at present.
(e): The consumers are educated/made aware of the food safety through consumer awareness programmes launched jointly by the Department of Consumer Affairs and the Food Safety and Standards Authority of India (FSSAI). These include advertisements in different media, campaigns launched by the FSSAI on social media such as Face-book, documentary films on YouTube, educational booklets, information on FSSAI website, stalls at Fairs/Melas/Events and mass awareness campaigns.

FDA finds 77 meat shops sans licence in raids across state

PANAJI: The Food Drugs Administration (FDA) conducted a special inspection of meat stalls and shops across the state and found 77 shops operating without a food safety licence.
Owners of the errant meat shops have been issued notices and given 10 days to obtain necessary permission from local bodies, an NOC from the health department and a licence from the FDA. During this period, the meat stall owners have been asked to suspend activities and undertake corrective measures.
FDA officials directed Dastagiri Saab Bepari, owner of a meat stall in Merces, to shut operations, though Bepari could prove where he had obtained the meat from and also produced a certificate to that effect. As he failed to produce a food safety licence, which is mandatory, he has been asked not to bring further consignments of meat until he obtains a licence.
The officers found 50-60kg of beef at Bepari's stall which he claimed to have procured from Belgaum. Also, 31 tins of animal fat were found stocked by him. He had a fitness certificate for the animal obtained from a Belgaum-based veterinary officer. The officials of animal husbandry and veterinary services, Goa, had inspected his consignment and certified it to be fit for consumption. Despite this, the FDA drew samples of the animal fat at his shop, which will be tested for quality at its Bambolim laboratory.
FDA director Salim Veljee said that they carried out a special inspection of 58 meat shops in South Goa and 17 in North Goa. In North Goa, markets in Panaji, Porvorim, Merces, Bambolim and St Inez were inspected and in South Goa, the SGPDA market and markets at Margao, Rawanfond, Gogol, Vasco and Sanguem were inspected.
Veljee added that he would take up the issue with municipal/panchayat bodies to ensure that minimum facilities and proper sanitation and hygiene is maintained at meat shops.
In the next few days, FDA inspectors will inspect meat stalls at Mapusa, Bicholim, Pernem, Valpoi, Quepem, Canacona and other places.
The FDA will also conduct a special workshop and training programs to generate awareness among meat stall vendors so that they comply with provisions of the Food Safety and standards Act, 2006.

77 meat stalls issued notices to suspend ops

PANJIM: Around 77 meat stalls in North and South Goa have been issued notices for operating without valid registrations and licences and given 10 days’ time to comply with all the Food and Drugs Administration formalities, officials said.
The stall owners have been directed to stop their activities during this period and take corrective measures and ensure proper sanitation and hygienic practices. 
Food Safety Officers and Senior Food Safety Officers of the Directorate of Food & Drugs Administration carried out inspections in around 58 meat shops in South Goa and around 19 meat shops in North Goa.
The FDA says that almost all these 77 meat stalls did not have any food safety registration/licences and have been issued notices to comply with all Department documentation formalities within 10 days including obtaining the local bodies/municipality NOCs/approvals, as well as Health NOCs before applying for FDA’s food safety registration/licences.
Under the provisions of the Food Safety and Standards Act, 2006 and the Rules/Regulation 2011, all retail meat shops as well as slaughter houses are required to obtain a specific FSSAI registration/licence under the law and the regulation which outline specific sanitary and hygienic conditions to be complied with by such meat outlets.
These conditions include that the meat shops have to be away from an undesirable foul odour, smoke, dust; should be fitted with non-corroding and no-rusting equipment; should have continuous water supply as well as hot water through geysers so that the meat shops can be cleaned during the operation and at the completion of the day’s business.
During the inspection of meat shops, the FDA observed that the infrastructure provided by the local bodies at their respective market places is inadequate. The Department said that it would take up the matter with the concerned municipalities to ensure that minimum facilities are made available to ensure proper sanitation and hygiene at such meat shops.
As a result of this exercise, the Directorate will also conduct special workshop/training programmes to create awareness amongst meat stall vendors on the conduct of their business to comply with the Food Safety and Standards Act, 2006.
The 77 meat shops were inspected at the Panjim market, Porvorim, Merces, Bambolim, St Inez in North Goa and SGPDA market in Margao, Rawanfond and Gogol in Salcete area and in Vasco and Sanguem.
Inspections will also be carried out in Mapusa, Bicholim, Pernem, Valpoi, Quepem, Canacona, etc in the next few days so that all the main areas are covered in the first phase and meat vendors are sensitized about the requirements of the law.

Food Safety Officers strike work to demand salary hike

Indore: Demanding hike in their salary, the Food Safety Officers of the State, on Tuesday, announced to strike work till March 10. The sudden strike by the food safety officers would increase the chances of selling adulterated food products in the market during the festive season as they won’t work for more than a week. State vice-president of Food Safety Officers Cadre Association Manish Swami said that they had been demanding for salary hike for over two years but their requests fell on deaf ears.
“Our salary is even less than the clerks in our office. We have also submitted memoranda to our seniors but in vain. We will stage a demonstration at the Bhopal headquarters if our demands were not met by March 10,” Swami added.

Ans. Indian Food Labelling Regulations state that the FSSAI logo with the license number of the Brand owner has to be mentioned on the label of the food product. And for Manufacturer & Distributor/Wholesaler etc. only the License number to be mentioned on the label of the food product.

Ans. In our opinion, PA is not required in this case, reason, if you go by the definition of Tea; ‘Natural Flavours’ & ‘Natural Flavouring Substances’ which are acceptable for human consumption exclusively obtained by physical processes from materials of plants origin either in their natural state or after processing, may be used in packaged tea.
Yes, Nutritional Information will be required to be mentioned on the package of Tea.

Question. Is food safety Logo is mandatory on food package? if yes, under which provision of the FSSA Act 2006? Is Nutritional information is mandatory on food package of Supari ? if yes , under which provision of the FSSA Act 2006?
Ans. Yes, FSSAI Logo and License no. need to be declared on the Package of the food product. However, the compliance date for the same has been further extended upto July 1, 2015.
Nothing has been defined for the nutritional information on Supari but the labelling guidelines state that a warning in conspicuous bold print in a rectangular box should be given in the following manner:

FOOD DEPT RAID YIELDS 1.5 QUINTALS OF FAKE MILK

Several teams from the Department of Food Safety have been launching special checking drives for some days ahead of Holi. The team seized 1.5 quintal of spurious condensed milk on Tuesday, said Dehradun Food Safety officer Anoj Kumar Thapliyal. He said that the team checked a vehicle carrying around 1.5 quintal of spurious condensed milk at Hanuman Chowk on Tuesday noon. The driver and the owner fled. The owner was, however, issued notice by the team. Later, the seized stock was destroyed.
The team had also conducted checking at around eight confectioners in and around Hanuman Chowk area and they were issued notices after they were caught selling spurious condensed milk. Around 50 kg spurious condensed milk and curd were later destroyed by the team. Thapliyal said that six teams have been deployed in the district for the past few days to keep tabs on the manufacturing units of sweets and the retail shops to ensure no malpractice occurs. 
The Food Safety and Standards Act, 2006 applies to all food business undertakings- profit, non-profit, public and private- ranging from the stage of manufacture, processing, packaging, storage, to importing, selling, transporting and distribution of the items, he said.He further said that during inspection, teams are monitoring preparation techniques and are also keeping a close watch over hygiene and precautions being maintained by the manufacturers. 
The officials have been directed to take samples of milk and the by- products which remain in demand during the festive season.
After collecting sampling, food items are sent to Food and Drug Testing Laboratory (FDTL), Rudrapur for checking its purity, he added.

Packaging & labelling regulations for Indian ready-to-eat food segment

Introduction
India is the second-largest producer of food, and holds the potential to be the biggest on the global food and agriculture canvas, according to a survey by Corporate Catalyst India (CCI). The food industry in India comprises food production and processing firms. The food processing industry is one of the largest in India – it is ranked fifth in terms of production, consumption, export and expected growth.

Food processing overview: Indian scenario
India annually produces 205 million tonne fruit and vegetables, and is the second largest country in farm production in the world, but unfortunately the processing percentage is poor - only 4.6 per cent. In contrast, countries like the United States (65 per cent), China (23 per cent) and the Philippines (78 per cent) are far ahead of India in reducing wastage and enhancing the value addition and shelf life of farm products.

This is an alarming signal for India, as a large volume of the agricultural produce is wasted. About 35 per cent of the fruit and vegetables are wasted annually due to poor storage facilities, amounting to a revenue loss of Rs 500 billion. Also, 80 per cent of the vegetables rot due to high water content and the lack of processing facilities, resulting in a revenue loss of Rs 125 billion.

Indian food industry

Impact of new food safety regulations on RTE business
The Food Safety and Standards Act (FSSA), 2006, was born out of the need for an integrated food law, prioritising consumer safety and harmonisation of food standards with international regulations. FSSA, 2006 is a new legislation that integrates eight different existing food laws, and is a comprehensive enactment aimed at ensuring public health and safety. The implementation of this Act will be a major transformation that ensures to bring about a paradigm shift in the food regulatory scenario of India. As per these regulations, every packaged food need to comply with packaging and labelling regulations.

Packaging - General requirements
A utensil or container made of the following materials or metals, when used in the preparation, packaging
and storing of food, shall be deemed to render it unfit for human consumption:
  • Containers which are rusty;
  • Enamelled containers which have become chipped and rusty;
  • Copper or brass containers which are not properly tinned, and
  • Containers made of aluminium not conforming in chemical composition to IS:20 specification for cast aluminium and aluminium alloy for utensils or IS:21 specification for wrought aluminium and aluminium alloy for utensils

Containers made of plastic materials should conform to the following Indian Standards Specifications, used as appliances or receptacles for packing or storing, whether partly or wholly, food articles namely:
  • IS:10146 (specification for polyethylene in contact with foodstuffs);
  • IS:10142 (specification for styrene polymers in contact with foodstuffs);
  • IS:10151 (specification for polyvinyl chloride [PVC], in contact with foodstuffs);
  • IS:10910 (specification for polypropylene in contact with foodstuffs);
  • IS:11434 (specification for ionomer resins in contact with foodstuffs);
  • IS:11704 (specification for ethylene acrylic acid [EAA] copolymer);
  • IS:12252 (specification for poly-alkylene terephathalates [PET]);
  • IS:12247 (specification for nylon 6 polymer);
  • IS:13601 (ethylene vinyl acetate [EVA]);
  • IS:13576 (ethylene metha acrylic acid [EMAA]), and
  • Tin and plastic containers, once used, shall not be re-used for the packaging of edible oils and fats

Provided that utensils or containers made of copper, though not properly tinned, may be used for the preparation
of sugar confectionery or essential oils, and the mere use of such utensils or containers shall not be deemed to render sugar confectionery or essential oils unfit for human consumption.

General packaging requirements for canned products
  • All containers shall be securely packed and sealed;
  • The exterior of the cans shall be free from major dents, rust, perforations and seam distortions, and
  • Cans shall be free from leaks

Some important definitions

Label: Any tag, brand, mark, pictorial or other descriptive matter, written, printed, stencilled, marked, embossed, graphic, perforated, stamped or impressed on or attached to container, cover, lid or crown of any food package and includes a product insert.

Date of manufacture: The date on which the food becomes the product as described.

Date of packaging: The date on which the food is placed in the immediate container in which it will be ultimately sold.

Pre-packaged food: The food, which is placed in a package of any nature, in such a manner that the contents cannot be changed without tampering it, and is ready for sale to the consumer

Best before: The date which signifies the end of the period under any stated storage conditions during which the food shall remain fully marketable and shall retain any specific qualities for which tacit or express claims have been made and beyond that date, the food may still be perfectly safe to consume, though its quality may have diminished. However the food shall not be sold if at any stage the product becomes unsafe.

Principal display panel (PDP): That part of a label which is intended or likely to be displayed or presented or shown or examined by the customer under normal and customary conditions of display sale or purchase of the commodity contained in the package.

All label information shall be given on the PDP

All information required on label shall either be:
  • Grouped together at one place, or
  • Pre-printed information at one place and online information in another place

Wholesale package:

A package containing:
  • A number of retail packages, where the first such mentioned package is intended for sale, distribution or delivery to an intermediary and is not intended for sale direct to a single consumer, or
  • A commodity of food sold to an intermediary in bulk to enable such intermediary to sell, distribute or deliver such commodity of food to the consumer in smaller quantities

Multipiece package: A package containing two or more individually-packaged or labelled pieces of the same commodity of identical quantity, intended for retail either in individual pieces or packages as a whole.

Misbranded food: Food articles with false, misleading or deceptive claims, imitation, false information about origin/manufacture, added with no permitted additives, or undeclared additives.

Lot number or code number or batch number: The number either in numericals or alphabets, or in combination thereof, representing the lot number or code number or batch number, being preceded by the phrase Lot Number or Lot, or Code number or Code, or Batch No or Batch, or any distinguishing prefix by which the food can be traced in manufacture and identified in distribution.

Use-by date or recommended last consumption date or expiry date: The date which signifies the end of the estimated period under any stated storage conditions, after which the food probably would not have the quality and safety attributes normally expected by the consumers and the food shall not be sold

Labelling general requirements

General requirements

Every pre-packaged food shall carry a label containing information as required hereunder, unless otherwise
provided, namely:
  • The particulars of declaration required under these regulations to be specified on the label shall be in
  • English or Hindi in Devnagri script:
  • Provided that nothing herein contained shall prevent the use of any other language in addition to the
  • language required under this regulation.
  • Pre-packaged food shall not be described or presented on any label or in any labelling manner that is false,
  • misleading or deceptive or is likely to create an erroneous impression regarding its character in any respect;
  • Label in pre-packaged foods shall be applied in such a manner that they will not become separated from the container;
  • Contents on the label shall be clear, prominent, indelible and readily legible by the consumer under normal
  • conditions of purchase and use;
  • Where the container is covered by a wrapper, the wrapper shall carry the necessary information or the label
  • on the container shall be readily legible through the outer wrapper and not obscured by it, and
  • License number shall be displayed on principal display panel along with FSSAI logo

Labelling of pre-packaged foods

In addition to the general labelling requirements specified above, every package of food shall carry the following information on the label, namely:

Name of the food
  • List of ingredients in descending order;
  • Nutritional information;
  • Declaration regarding vegetarian or non-vegetarian;
  • Declaration regarding food additives;
  • Name and complete address of manufacturer or packer;
  • Net content by weight or volume;
  • Date of manufacturing/packing;
  • Lot number/batch identification;
  • Best-before date;
  • Instruction for use, and
  • Importer details and country of origin for imported products

Nutritional requirements
  • Nutritional information is the declaration of the nutritional composition of the food
  • Should always be stated in numerical terms
  • Must be declared per 100g or 100ml or per serving of the food on the label
  • This declaration should compulsorily comprise of the following information:

Energy value in kcal;
Protein, fat and carbohydrate along with sugar quantity in g, and
Amount of any other nutrient for which a nutrition / health claim is made
  • The amount of vitamins and minerals in metric units
  • For nutrition declaration made per serving, the amount in g or ml should be mentioned for reference beside the serving measure

Nutritional information not necessary in case of raw agricultural foods, drinking water, single ingredients and bulk foods

When a claim is made on the amount or type of fatty acid or the amount of cholesterol, the amount of   saturated fatty acids, mono-unsaturated fatty acids and poly-unsaturated fatty acids in g and cholesterol in mg should be declared. Along with this, the amount of trans-fatty acids in g should also be stated.

The wholesale package of a food must carry the following declarations: 
  • Name of the food, including the trade name or description of the food;
  • The vegetarian logo, consisting of a green colour-filled circle within a square with a green outline. This logo must appear close to the brand name;
  • Net quantity of the contents;
  • Name of the manufacturer and complete address of the manufacturing premises;
  • The name and complete address of the packer, where the manufacturer is not the packer;
  • Every manufacturer’s and packer’s address must carry the valid licence number, with the prefix Lic No;
  • The manufacturer’s licence number should be mentioned in the FSSAI logo;
  • For products manufactured at company plants, the licence number would be that of the company’s manufacturing unit, and
  • A distinctive batch number with the prefix Lot/Batch/Code No
  • Height of the letter for all the declarations must be minimum 1mm.

Exemptions on labelling

Where the surface area of the package is not more than 100sq cm, the label of such product shall be exempted from the requirements of the list of ingredients, lot or batch number, nutritional information and instructions for use, but this information shall be given on the wholesale package or multi-piece packages, as the case may be;

The date of manufacture or best-before or expiry date may not be required to be mentioned on the package having surface area of less than 30sq cm, but this information shall be given on the wholesale or multi-piece packages, as the case may be;
. Exemption given to refilling bottles;
. If the shelf life is of product is not more than seven days, manufacturing date may not be required, but use-by date is to be given, and
. In case of multipiece package the list of ingredients, nutritional information, date of packaging, best-before and vegetarian logo may not be specified

Prohibitions

Specific restrictions on product labels
The information on the label has to be appropriately given for the convenience of the consumer. Any statement, claim, design, etc., which is false, or may mislead a consumer about the quality, nutrition value or quantity of a food product is strictly prohibited. Every food business operator (FBO) dealing with pre-packaged food products has to follow the Food Safety and Standards (Packaging and Labelling) Regulations, 2011.

Label not to contain reference of the Act, Rules or Regulations contradictory to required particulars

The label shall not contain any reference to the Act or any of the regulations, or any comment on, or reference in the label which, directly or by implication, contradicts, qualifies or modifies such particulars or declaration.

Label not to use words implying recommended by medical practitioners

There shall not appear in the label of any package containing food for sale the word recommended by medical profession or any words which imply or suggest that the food is recommended, prescribed or approved by medical practitioners.

Labels not to contain unauthorised use of words showing imitation

There shall not be written in the statement or label attached to any package containing any article of
food the word imitation or any word, or words implying that the article is a substitute for any food, unless the use of the said word or words is specifically permitted under these regulations.

Any fruit syrup, fruit juice, fruit squash, fruit beverages, cordial, crush or any other fruit products standardised under the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, which does not contain the prescribed amount of fruit juice or fruit pulp or fruit content shall not be described as a fruit syrup, fruit juice, fruit squash, fruit beverages, cordial, crush or any other fruit product, as the case may be.

Any food product which does not contain the specified amount of fruit and is likely to deceive or mislead or give a false impression to the consumer that the product contains fruit, whether by use of words or pictorial representation, shall be clearly and conspicuously marked on the label as added (name of the fruit) flavour.

Any food product which contains only fruit flavours, whether natural flavours and natural flavouring substances or nature identical flavouring substances, artificial flavouring substances as single or in combination thereof, shall not be described as a fruit product and the word added (name of the fruit) flavour shall be used in describing such a product.

Carbonated water containing no fruit juice or fruit pulp shall not have a label which may lead the
consumer into believing that it is a fruit product.

Any fruit and vegetable product alleged to be fortified with vitamin C shall contain not less than 40mg of ascorbic acid per 100g of the product.

Imitations not to be marked pure

The word pure, or any word or words of the same significance, shall not be included in the label of a package that contains an imitation of any food.

Restriction on advertisement

There shall be no advertisement of any food which is misleading or contravening the provisions of the Food Safety and Standards Act, 2006 (34 of 2006) or the rules/regulations made there under.

Non-compliance with regulations

If the food product is not labelled in accordance to the regulations, or it does not provide the required complete information, or the food product is promoted for sale with false, misleading or deceptive claims, it is considered misbranded food and attracts the penalties as follows:

Misbranded food upto Rs 3 lakh, and

Misleading advertisement upto Rs 10 lakh

Conclusion
The ready-to-eat food business is growing, and most of the consumers are literate and aware of the regulations. Thus it is very important to adhere to FSSA and Regulations.

The food business operator is responsible for providing the correct and requisite information on the label to the consumers.

From farm to the table: China's tech companies offer data on how food safety is ensured

With a quick scan of a code, shoppers can look up the fruit's complete thousand-mile journey from a vine in a lush valley along the upper Yangtze River to a bin in a Beijingsupermarket. The smartphone feature, which also details soil and water tests from the farm, is intended to ensure that the kiwi has not been contaminated anywhere along the way. 
"I have scanned some electronic products before, but never any food," said Xu Guillin, who recently tested the tracking function at the supermarket while shopping with her 3-year-old grandson. "We pay lots of attention to food safety. Most families with young kids would." 
Controlling China's sprawling food supply chain has proved a frustrating endeavor. Government regulators and state-owned agriculture companies have tried to tackle the problem in a number of ways - increasing factory inspections, conducting mass laboratory tests, enhancing enforcement procedures, even with prosecutions and executions - but food safety scandals still emerge too often.
Chinese technology companies believe they can do it better. From the farm to the table, the country's biggest players are looking to upgrade archaic systems with robust data collection, smartphone apps, online marketplaces and fancy gadgetry. 
The founder of the computer maker Lenovo started Joyvio, the agricultural company that tracks kiwis and other fruit from planting to delivery. The Internet giant Alibaba directly connects consumers with farmers via an online produce-delivery service. A gaming entrepreneur is running a pig farm on the side. And Baidu, the country's leading search engine, is developing a "smart" chopstick that tests whether food is contaminated. 
"In the food production and agriculture industry, transparency is fundamental," said Chen Shaopeng, chief executive of Joyvio. "But inChina this is not the case." 
While technology companies may not have the scandal-tainted past of the traditional food industry, they will still have to earn customers' trust. A shopper at another Beijing supermarket, BHG Market Place, tested the trackable kiwi and was intrigued, although not enough to buy it. 
"This looks impressive. But the thing is, I don't really trust any certificate," said Jiang, who declined to give her full name, looking closely at a three-page report on the fruit. "We all know that certificates can be faked." 
The size of the problem alone is daunting. With more than a billion mouths to feed, China has one of the world's most complex food chains. At almost every link, there have been problems. 
In one of the country's biggest food scares, in 2008 dairy producers sold milk formula laced with melamine, which put 300,000 babies in the hospital and killed six. Last year, a supplier to McDonald's and KFC was caught putting rotten and expired meat into products. Penny-pinching chefs cook with waste oil from fryers and sewers, a toxic ingredient known as gutter oil that generally goes unnoticed until diners get sick. 
Such food scandals have shaken consumer trust and spurred outcries and protests. The cynicism is so visceral that jokes about food contamination are standard fare on social media and online video shows. 
Baidu's smart chopsticks were supposed to be a joke for April Fools' Day. The search engine giant published a fake advertisement for a set of chopsticks that would determine whether food had been cooked with gutter oil. The ad struck a chord, and it quickly went viral on Chinese social media sites.
With such a strong response, Baidu decided to create a real product. Embedded with sensors, the chopsticks primarily test for gutter oil, but they also indicate pH levels and temperature. The product's charger allows consumers to identify fruits and vegetables as well as where they have been grown and the calories they contain. The company is debating whether to add a feature that would indicate salinity, allowing users to determine whether mineral water is fake. 
Baidu is currently manufacturing a small batch of prototypes for testing. The company says it has not yet decided when to release the product or how much it will cost. Even so, it has already generated interest. 
"With Baidu smart chopsticks, I don't have to worry about gutter oil any more," one person recently commented on Weibo, a Chinese microblog. "I will definitely buy one once it is on shelves." 
City dwellers can buy directly from farmers through Jutudi, a pilot program created by Alibaba that has about 10,000 users. An e-commerce twist on the "buy local" movement, Jutudi lets users buy regular deliveries of vegetables and fruits from farms across China. Consumers can even pick their own plots in a sort of virtual farming, although deliveries may come from multiple places. 
Alibaba is tapping into consumers' nostalgia for their rural roots with a heavy dose of marketing. The site features a socialist realist illustration of two women in a field of golden grain - harking back to the days of Mao Zedong, when farmers were lionized by propaganda. With images of well-groomed pigs, shiny, red tomatoes and other succulent fruits and vegetables, the program also promotes quality. Higher-end packages include tours of the farms. 
The idea of having one's own plot of land is attractive to Jiang Hui, a 27-year-old Web editor. Typical for her generation, Jiang goes online to buy just about everything, so produce was an easy next step. 
"The increasing number of food scandals is turning everyone into a food safety expert," said Jiang, who lives with her parents in Beijing. "The more we read, the more scared we are and the more careful we are." 
Alibaba has set ground rules for farmers. Farmers are required to separate the crops and treat them with lower amounts of pesticides.
"I am only allowed to spray pesticide on that piece of land once for every harvest. So I hire workers to pick pests by hand," said Zhang Zhaohui, a 38-year-old farmer in the program. Samples of the mangoes are also independently tested before being shipped, he added. 
Despite the extra costs, Zhang says he makes more on the mangoes he sells to Jutudi. "To me, they all seem really rich," Zhang said about the customers. 
Joyvio is taking on a bigger challenge: the entire food chain. 
Started in 2009, it is now the largest provider of kiwis and blueberries in China. It controls everything, picking what seeds are planted, then tracking and collecting data each step of the way. 
Its nurseries are the stuff of science fiction. The room temperature and irrigation schedules are automatic and can be controlled remotely via a mobile phone or a computer. Seeds are grown in greenhouses, and plant tissue is cultivated in research labs. 
Taking a similar approach to Lenovo's, Joyvio focused on acquiring technology and know-how to build its business. 
Executives studied foreign agriculture businesses. Joyvio hired a top American agronomist who specialized in the development of preservatives and microorganisms that work as natural pesticides. The company bought farms in Chile and Australia and partnered with two large Chilean fruit companies. 
"We've leveraged our global capacity to bring a lot of new technology to China," Chen said. "We continue to eye buying companies or farms in other countries, and also in China to give more scale to our ability to provide high quality products and goods."

Big Data is changing the way we look at food


Researchers looked at whether Indian food differed from the scientific consensus on most other global cuisines which rely on "positive food pairing".
Can Big Data change the way we understand food? A recent study used data analytics techniques to establish an unusual feature of Indian cuisine.
Ganesh Bagler, assistant professor at the Indian Institute of Technology, Jodhpur, with two students — Anupam Jain, a systems science M. Tech student and Rakhi N.K., a PhD scholar in biomedical text mining — used Big Data analytics techniques to better understand the basic nature of Indian cuisine.
Using the website of the popular late chef Tarla Dalal to aggregate over 2,500 recipes across eight strands of Indian cuisine, the researchers looked at whether Indian food differed from the scientific consensus on most other global cuisines which rely on “positive food pairing.” This means that recipes in most other cultures involve the pairing of similarly flavoured ingredients.
Sorting 194 ingredients into 15 categories, Dr. Bagler and his students found that Indian cuisine on the contrary relies on negative food pairings, where dissimilarly flavoured ingredients are combined in a recipe. Moreover, Indian recipes are anchored around spices; the researchers shuffled around ingredients in a recipe to observe its effect on negative food pairing, and found that it was the spice that drove the negative pairing. They also found that of the top 10 ingredients whose presence biased the flavour-sharing pattern of Indian cuisine towards negative pairing, nine were spices: cayenne, green bell pepper, coriander, garam masala, tamarind, ginger-garlic paste, ginger, clove and cinnamon.
These are findings that could be expected to emerge from laboratory experimentation, but Dr. Bagler, who stumbled across the idea while teaching a course on Complex Networks, said he came at the question from an “empirical data modeller” perspective, using data mining and computational techniques to look at food. For Dr. Bagler, the research opens up a world of interdisciplinary possibilities; for example, algorithms that can create recipes, especially healthy recipes, and the role of ‘food as medicine.’
These findings ring true for chefs. “Indian cuisine is extremely complex — I use 20 ingredients for an Indian dish while I could do a Western one with five — and we use very bold flavours,” says Padmaja Divakarn, chef, ITC Grand Chola, Chennai. These characteristics lend themselves well to combining dissimilar flavours, and the spice gives types of cuisine their distinctive flavour, she says.
Food historian Pushpesh Pant agrees that Indian food uses such dissimilar flavours — giving the example of tamarind and jaggery in sambar — but cautions against generalising, given the complexity of Indian cuisine across region and social group. Moreover, the late Ms. Dalal’s recipes are limited to certain types of Indian food, and are predominantly vegetarian, Mr. Pant points out

The gift that keeps on giving

The mid-day meal scheme pioneered by Akshaya Patra Foundation will, by 2020, feed 5 million school kids in India clean and nutritious food, and could eliminate student hunger by 2030
If I had to identify an Infosys among Non Governmental Organisations in the coun try, my choice would be spontaneous. Aksh aya Patra, the hugely successful mid-day meal provider in India.
Akshaya Patra was launched in June 2000 with the objective to provide mid-day meals to 1,500 students in and around Bangalore. The service has extended to more than 1.4 million students every single day across 10,661 schools and 22 locations today, making it the largest (not-forprofit) mid-day meal programme in the world.
In a world where NGOs generally grow in nominal single-digits and are perpetually low on resource mobilisation, Akshaya Patra has demonstrated two convention breakers: That is possible to grow at a `corporate' pace and that it is possible to mobilise the kind of resources that even most listed corporations do not report in their bottomlines across years of existence.
The big question that most NGOs across the country are asking is: How?
Whereas most NGOs focus on education proper, Akshaya Patra selected to focus on a relatively under-explored aspect (nutrition) that concurrently addresses education, poverty, nutrition and social progress.
Whereas most mid-day meal providers would have confined themselves to food, the bunch of mavericks managing Akshaya Patra recognised that the issue was not just about providing a meal; it was about creating student pull that would translate into academic and physiological improvements. The result is that over the years, the Akshaya Patra effect has translated into increased attendance from 73.3 per cent in 2005 (girl students) to 87 per cent, emerging as possibly the most potent attendance-driver (and hence, of national progress) across the country.
Most NGOs working around a similar idea would have been content to showcase a successful model and wait for the world to make a sheepish journey to its door. Instead, Akshaya Patra went to various state governments with the request of an opportunity to make a difference. The result is that Akshaya Patra is now present in 10 states leveraging a public-private partnership model.
Most NGOs would have worked out various makeshift arrangements with existing kitchens in the regions of their presence. Akshaya Patra invested in state-of-the-art stainless steel (304 food grade) kitchens and Six Sigma discipline that promises hygiene (non-touch), speed and scale.The result: An Akshaya Patra kitchen is geared to roll out 7,200 meals in just 20 minutes.
Most small NGOs would have focused on getting their operational dynamics right. Akshaya Patra focused on credibility, credibility and credibility, engaging confidence-enhancing auditors, attracting prominent citizens of integrity to its governing board and treating governance with the same discipline as a publicly-listed organisation. Result: Akshaya Patra recently attracted Rs 200 crore in funding from the philanthropic arms of Infosys and the Tata Group, possibly the largest ever corporate allocation made to a third party NGO in India.
Most NGOs would have either become too engaged with the nitty-gritty or growth implications to invest seriously in processes. Akshaya Patra invested in a quality control process that ensures raw materials are accepted only after comprehensive quality inspection at all locations aligned with the demanding requirements of the Food Safety Standards Act 2006, proactive investment in cold storage, compliance with First In First Out and First Expiry First Out discipline, standardised processes irrespective of locations, employment of trained cooks and production supervisors, ongoing process monitoring comprising critical control points like cooking temperature, logistic charting for route optimisation and investment in Global Positioning System equipment to track delivery vehicles.
One might assume that Akshaya Patra started and ended with food. Appraise the overall impact: Scholastic performance improved; there was a decline in the incidence of under-weight students by 200 basis points on an enlarging base.
Akshaya Patra intends to widen its coverage across the national landscape and feed 5 million students by 2020. This effectively means that what the NGO has achieved in 15 years is likely to be trebled in a third of the time.
With a number of corporations now funding this programme, it would be reasonable to assume that Akshaya Patra is an NGO assured of financial robustness for perpetuity. Here comes a surprise: The founders indicate that the combination of government support and Akshaya Patra's direct intervention is expected to eliminate the incidence of student hunger by 2030. If this combined action does not succeed in eliminating the problem in the coming decade-and-a-half, then it would be better to vacate its space and cease operations.
This is how the impact is panning out. Varshitha (9) of Inole village (off Hyderabad) attends school hungry since her mother (domestic help) leaves early for work and has no father. If there is anything that sustains Varshitha it is Akshaya Patra's mid-day meal, a part of which is packed to be taken home for dinner.
And to think that this grand idea was sparked off by a single incident: That of Bhaktivedanta Swami Prabhupada, the founder of International Society for Krishna Consciousness, seeing a group of children fighting with street dogs over scraps of food at Mayapur near Kolkata one morning, inspiring a vision that no child within 10 km would ever go hungry.

Danger of contamination hovers loose over food products

Food is key vehicle in transmission of communicable diseases, which is why it should be safe in nature, in processing, in storage, in packaging as well as in retail premises where it is sold. It should be free from toxins and contaminants which may prove to be potential health hazards. It may be observed that in retail premises, often, food articles like sugar, pulses, rice, wheat, and maize are kept open and is handled by unskilled laborers unaware about the type of contaminants that can cause health hazards for consumers. 
The sources of contaminants, how they contaminate and what are their impacts are detailed below for the benefit of the common consumers: 
Food handling in retail premises
Food comes in contact with human hands during, transportation, storage and selling. It is very important that people handling food items are free from any communicable diseases like cold, respiratory ailments, and cuts and boils, which could be transferred to open food items, thereby spreading the infection to persons or consumers consuming the food article. Human hair, nasal discharge, and skin can also be source of microorganisms. A number of gastrointestinal disorders, such as diarrhoea, cholera and communicable diseases such as typhoid, septic sore throat, diphtheria, and dysentery are communicated by use of contaminated food articles.
Shopkeeper and food handler
It is the responsibility of the shopkeeper and the engaged labourers in outbreak of food poisoning due to contaminants emanating from various external agents as also food handlers themselves. Due to paucity of space, most of the food articles are transferred to storage and kept without proper coverage where proper hygienic system is not followed. As a result, there is every possibility of transmission of diseases like amoebic dysentery, bacillary dysentery, typhoid and paratyphoid fevers, viral hepatitis, staphylococcal and streptococcal infections, salmonellosis3 and so on. 
Contamination by rodents
Rodents are a pest group which can contaminate open food items and are a serious threat to humans for spreading diseases. Rodents include mice, rats and bandicoots. The accumulation of faeces from mice and rats spread bacteria, contaminate open food articles and trigger allergic reactions in humans. Once the faecal matter becomes dry, it can be hazardous to those who breathe it in. Moreover, people are infected through inhalation of infected rodent urine, droppings or saliva in food articles kept open. Hantavirus 4 is a potentially life threatening disease transmitted by rodents.
Contamination by insects
(i) House Fly: One of the most common insects is the housefly. These have minute hair on their legs and thus carry various types of bacteria, viruses, and germs. Normally, in markets these flies are found everywhere and sit on open food articles like sugar and other food articles made of sugar which cannot be cleaned. It has also been observed that flies of both sexes feed on all kinds of human food, garbage and excreta, including sweat and animal dung. The fly picks up disease causing organisms while moving and feeding and transmits it when it makes contact with people and their food. The diseases that flies can transmit are dysentery, diarrhoea, typhoid, cholera, jaundice, poliomyelitis and also certain helminth infections and poliomyelitis. They contaminate open food by carrying/spreading the germs, parasite and bacterium of all the above diseases that are infectious to humans. It is also possible that they may carry faecal matter or from other such sources of pathogenic bacteria and deposit it on the open food articles which contaminate food articles and cause serious damage to human beings. According to study report by a scientist of Kansas State University, fly can contaminate food by E. faecalis, a bacterium that is resistant to antibiotics and causes the majority of intestinal infections. 
II) Cockroaches: According to a University of Nebraska Lincoln (UNL) publication, cockroaches have been found to be the cause of Salmonella food contamination or food poisoning that can be life threatening noting that other pathogenic bacterium, includes staphylococcus, streptococcus and coliforms, have been found in cockroaches. Cockroaches can contaminate food products by spreading 33 different kinds of bacteria 7 as reported by NPMA vice-president of public affairs. According to a report by World Health Organisation (WHO), cockroach can play a role as carriers of intestinal diseases such as diarrhoea, dysentery, typhoid and cholera and are very fond of sugar and starchy sugary material. Normally, in retail shops the sugars as also materials made of sugar are not properly covered and kept closed inside the shop after the market hours. Cockroaches can contaminate open food articles like sugar and starchy sugary materials as they are carriers of the organisms causing diarrhoea, dysentery, cholera, leprosy, plague, typhoid fever, and viral diseases such as poliomyelitis. In addition, they carry the eggs of parasitic worms and may cause allergic reactions, including dermatitis, itching, swelling of the eyelids and more seriously respiratory conditions.
Possible contaminants in jute sacks
Normally sugars, pulses, rice, and wheat are packed in jute sacks. The contaminant in jute sacks is jute batching oil (JBO) used in the jute industry to make the jute fibre. There are two varieties of JBO generally used in jute industries in India; the first one is called JBO having lower viscosity and lower boiling point and the second one called JBO (P), with comparatively higher viscosity and higher boiling point ( Mahapatra-1977). So far there have been a very limited number of experimental studies on the toxic effect of JBO. Roe et al. 1967 have described the carcinogenic effect of mineral oil used in the processing of jute fibres on mouse skin and showed the presence of benzo (a) pyrene (BaP) in the tested oil in traces. A study conducted by Mehrotra and Saxena 1979 has indicated the carcinogenic effect of JBO (C) on albino mice.
It is an established fact that unhygienic food processing and improper packaging can create hazards like salmonella, microbes, endotoxins, migration of toxins from packing material, adhesive & inks and so on and can render the food unfit for human consumption. Other contaminants due to packaging could be physical and chemical changes, migration of chemicals, off flavours, colour and texture change, moisture and oxygen transfer and the effects of light and temperature changes on account of lack of proper barrier properties of packing materials. 
All these contaminants found in loose food products are there due to unhygienic food handling. Rodents also cause contamination of food and food products by droppings as also accumulating faeces and faecal matters and making urine in food and food products. House flies contaminate loose food products by spreading germs, parasites and bacterium. Cockroaches can contaminate food by spreading 33 types of bacteria in food and food products. Jute batching oil is another contaminant used in jute processing which has carcinogenic effect as reported by Mehrotra and Saxena. 
Given the above argument it is extremely important that we purchase food items that are well packaged and sealed to ensure they are free of toxins and contamination.

Most organic food in market is fake: food safety official


A.K. Mini, Assistant Food Safety Commissioner (Kollam), inaugurating a seminar on food safety in Kollam on Saturday. 

Much of the organic foods available in the markets are fake, Assistant Food Safety Commissioner (Kollam) A.K. Mini has said.
“Marketers of most organic products are cheating customers by charging more through false claims and this sector is now growing into one of the biggest ways through which people are cheated”.
Ms. Mini said this while addressing a seminar on “safe water and food”, organised by the Laboratory and Technical Division (LTD) attached to the Cashew Export Promotion Council of India (CEPCI), here on Saturday. This situation calls for stringent and flawless methods to certify organic food products, she said.
Overdose of permitted colours in food is rampant in Kollam, and this is harmful to human health.
She said only 100 milligrams of permitted colour was the upper limit for one kilo gram of pastry product. But many bakeries do not have any measuring standards. Adding even permitted colours to meals sold from restaurants is an offence.
Earlier food safety authorities looked only for unpermitted colours. But now, detection comprises quantitative analysis to find out whether permitted colours have been added in excess of the permitted levels. Ms. Mini said all food supplements could be marketed only after obtaining the mandatory approval from the Food Safety Authority of India.
Such food imported should comply with the domestic regulations in force in the country. This is the reason why some food products from China have been denied import permission recently. “Our food products exported should mandatorily comply with the food safety standards of the importing country”. She said while cigarettes were not banned, pan masala was banned under the Food Safety and Standards Act because it was a consumable product. More than 2 tonnes of such tobacco products were seized from the district during raids. The High Court has now given permission to destroy the entire seized quantity.
She said during drives in the past the use of hazardous chemical erythrocin in watermelons was detected in Kollam district. Now with the start of the watermelon, the surveillance has resumed.

Vigilance officials seize Guthka worth Rs. 3 crore


In a major haul, the Vigilance and Enforcement (V&E) officials seized gutka products worth around Rs. 3 crore from a private transport godown here on Saturday.
The banned gutka products of various brands were imported from New Delhi in two lorries, said Krishna District Regional Vigilance and Enforcement Officer (RVEO) Y.T. Naidu.
Acting on a tip-off, the team led by V&E Deputy Superintendent of Police G. Purnachander Rao and Tehsildar Indira Devi conducted a raid on Pragathi Road Carrier, located near Gollapudi Market Yard and seized the gutka packets stored in 497 bags.
Two dealers – Shekar and Bheema – natives of Hyderabad and Visakhapatnam respectively, were involved in the illegal trade.
The accused were supplying gutka to various districts in the State from Vijayawada, said Vigilance CIs M. Suresh and P. Rajesh, who participated in the raid.
Three held
The V&E police took the transport company local branch manager Venugopal and two vehicle drivers into custody.
The seized stocks, along with a lorry, were handed over to Bhavanipuram police, said the Deputy Superintendent of Police . Police are inquiring as to since how long the accused had been running the business and whether any other products were being imported from Delhi.
Case registered
Bhavanipuram police registered a case and took up investigation, said the RVEO. Food Safety Officer S. Sunder Ram Reddy and others participated in the raid.

Rajkot civic body fines 36 food shops for substandard items

RAJKOT: As many as 36 food shops, whose samples were taken by health department of Rajkot Municipal Corporation (RMC) for its quality check, were found selling substandard items and RMC imposed fined on them. 
According to RMC officials, they have collected various food and dairy items from different shops, parlors in the city from April 1, 2014 to February 2 this year and 36 samples were found to be substandard in its quality parameters. 
RMC has taken samples of Mix milk, loose ghee, Synthetic syrup, palm oil, butter, tomato sauce, Papad, groundnut oil and packaged drinking water. 
'We have sent these food and dairy items for its quality testing in laboratory in Baroda and it found substandard quality in 36 items. We have imposed fined under food safety and standard act-2006 to each of the shop owners from we have taken the samples. We have collected Rs 4.63 lakh from them'' said an RMC official.
