Flour manufacturer fined for misleading advertisement

In the first instance in the country, a Delhi-based leading manufacturer of flour has been slapped with a hefty penalty of `7 lakh for issuing misleading adverts for its brand product Rajdhani Besan. The maximum fine for such violation is `10 lakh.
Sources in the Union Health Ministry said that the adjudicating officer SS Parihar (Additional District Magistrate of Northwest Delhi) agreed with the Food Safety and Standard Authority of India’s (FSSAI) allegations that Rajdhani Flour Mills Ltd, had violated rules governing food advertising as per Section 24 of FSS Act, 2006 in its advertisement for its brand Rajdhani Besan.
The Section pertains to misleading advertisements and the Food Safety and Standards (Packing and Labelling) Regulations (FSSR), 2011.
The errant company reportedly couldn’t substantiate its health claim made in newspaper advertisements which had a heart logo with slogan kar lo dil se dosti.
“The imposition of fine is a major victory for the food regulator in the sense that it would send a message among many companies to not to make false claims about their products in their ads and packs at the cost of the health of the consumers. They must give scientific evidence to substantiate their claims,” a senior FSSAI official said.
“The FSSAI since last year after scrutinising the advertisements placed in the newspaper, television and other media has initiated proceedings in 38 brands spanning health drinks, biscuits, cereal and oil for violating rules governing food advertising.”
The FSSAI had in November started initiating prosecution proceedings against 19 brands such as Rajdhani Besan, Complan, Pediasure, Bournvita Little Champs, Maggie Noodles, Top Ramen, Nutrichoice biscuits, Horlicks Juniors and Heart Care among others. “We had given the promoters of the brands a fortnight’s deadline to respond to the allegations regarding various violations of code of advertisement for food items, supplements and propriety foods. But many have failed to do so,” the official added.
Chandra Bhushan, deputy director of the Centre for Science and Environment (CSE), said, misbranding is a huge problem in the country. “The companies target especially children and the health conscious, which is a very emotive issue.”
He said the Advertising Standards Council of India is ineffective in putting curbs on such misleading ads. He said that a fine of `10 lakh is very small and penalty should be proportionate to the turnover.

Food and Drug Administration officials say paan shop owners are now employing female aides, who conceal packets of the prohibited product in the folds of their saris, producing them for customers only on getting the vendors' nod.

A bottleneck on the road towards effective implementation of the ban on gutkha that had so far remained under wraps — literally — has now been uncovered. Food and Drug Administration (FDA) officials say paan shop owners are now using female aides to sell the prohibited product.

In a singular modus operandi, the women hide the gutkha packets in the folds of their saris, producing one — like a rabbit out of a hat — for a customer on getting the vendors’ nod.

“I witnessed this a couple of times some months ago. The lady would supply gutkha to a purchaser after getting a signal from the paan stall owner. Since there is no direct exchange of money between the woman and the patron, it is difficult to take any action,” said Shashikant Kekare, joint commissioner (food), FDA, Pune.

According to officials, when a new customer approaches a vendor for gutkha, the latter collects the money and diverts the client towards the woman concealing the product.
“The lady stands some distance away from the stall. Meanwhile, the vendor gesticulates to her about the number of packets to be supplied to the customer,” Kekare added.
FDA did try to deploy female inspectors to overcome the sari roadblock. “It was difficult to take action against the women as no money was handed to them by the customers. We did set out the lady inspectors from our team, but as soon as the culprits get a tip-off they stop the practice for a while.”

Licence please!
In a bid towards effective implementation of Food Safety and Standards Act 2006, a committee has been set up under the chairmanship of district collector Vikas Deshmukh. The Act became effective in the district in August 2011, according to which it is mandatory for each stallholder who sells consumable items to have a licence or to get the shop registered.
While briefing the media, Deshmukh said 7,997 licences have been granted to stall owners so far, while 12,021 stands have been registered.

Making food a safe bet, from eateries on roadsides to five-star hotels

Street food vendors, toddy shops, canteens and five-star hotels will now have to get licences of the Food Safety and Standards Authority of India (FSSAI), with the deadline set on February 4.
The new authority will exercise control over almost all food-related businesses. It has the mandate to examine any foodstuff including the fish sold in the market and spices traded on the futures market. Bar hotels and hostels serving food will also be under its scanner. The outlets selling contaminated food could face penal action including cancellation of licences and closure.
Shared responsibility
The new Act on food safety is a comprehensive one and will usher in a sense of shared responsibility among the operators, says Biju Prabhakar, the IAS officer who heads the new entity in Kerala, as its Food Safety Commissioner. A challenging task is at hand, he told The Hindu here on Tuesday, adding that there will be a human face at the implementation stage.
The State FSSAI has a strength of over 500 employees, out of which 92 are food safety officers, with 16 positions of FSOs remaining vacant.
Only three laboratories are under its control, but it will be utilising labs of various agricultural and veterinary universities as well as those of public and private enterprises. Getting a quick report of the chemical analysis will be crucial in tackling food safety issues.
About 8,000 tonnes of pepper was seized from the futures market operators by the authorities recently. The commodity was contaminated with mineral oil. Had it been permitted for export, it would have seriously eroded India’s image in the foreign market, he said.
Grading by hygiene
Under the new regime, hotels and restaurants could be graded according to hygienic standards. In fact, Bakers Association Kerala has launched voluntary measures to improve hygienic standards.
On the FSSAI’s immediate agenda is the examination of drinking water being supplied by tanker lorries. With the summer set to begin, there will be scarcity of drinking water and unscrupulous elements could distribute water from unsafe sources, Mr. Prabhakar said.

Hotels face action over reused oil






Chennai: Restaurants in the city will face punitive action if they are caught using second-hand oil — a commodity with a massive underground market and a cooking medium that health authorities have found can cause cancer.
    The Food Safety Commissionerate will from March issue notices or close down eateries found cooking with resued oil.
    Food inspectors will make surprise inspections of all restaurants, from hole-in the-wall eateries to cafés in star hotels, and invoke the Food Safety and Standards Act, 2006, against establishments that fail to comply with the rule.
    “Reused oil is one of the
biggest food safety scandals,” said food safety commissioner Kumar Jayant. “It is a matter of serious concern because it is a public health issue. Eating food cooked with second-hand oil can cause various problems and lead to cancer.”
    “We want to ensure that food fried in reused oil does not find its way to a custom
er’s plate at any eatery. Under the Food Safety Act, it is illegal to sell products fried in reused oil.”
    The Food Safety Commissionerate will over the next two months organize awareness programmes for its staff and restaurant owners. The commissionerate wants to ensure hoteliers get the message that
the rule is “non negotiable”.
    “If people cannot afford to use fresh oil, they will not be allowed to sell food,” Jayant said.
    Food inspectors will also be trained to suggest other uses for used oil. For instance, they will ask restaurants to use oil that has been used for frying once to sauté vegetables or make dosas or omelettes.
    However, industry experts say it may not be that easy to enforce the rule. Big hotels and restaurants may find a way to avoid reuse, but it will be hard to prevent smaller vendors from breaking the rule because it will not be economically viable for them to use only fresh oil.

    For several months, the food safety commissionerate in the state hasn’t carried out one of its primary duties – taking samples for testing. The Madras high court has issued a stay on sampling after a few hoteliers and vendors moved it against the stringent rules.
    Now, the commissionerate has decided to crack the whip, even without taking samples. The commissionerate is training food inspectors to look for five main violations when they inspect hotels, restaurants, street food shops and eateries: personal hygiene of food handlers, hygiene of the place and utensils used for cooking, storage methods for perishables, source of ingredients, and water used for cooking and cleaning.
    “If these aren’t good, the food they serve can never be hygienic. We will be able to initiate action even without picking up samples,” said food safety commissioner Kumar Jayant.
    The Food Safety and Standards Act replaced the Prevention of Food Adulteration Act in August 2011. A separate cadre of inspectors was established to ensure food safety. Under the new act, the penalty for the maker of adulterated food items was in the range of Rs 1 lakh to Rs 10 lakh. The case will be adjudicated by an officer of the rank of sub-divisional magistrate.
Under the new rule, the commissionerate did not have to wait for years for courts to pronounce judgments in the cases they file. If there is enough evidence, it can impose fines or cancel trade licenses.
    Several hoteliers moved the court as they found the rules too stringent. The court ordered status quo until it gives the judg
ment. The state has 1,45,754 registered (with less than Rs 1 lakh turnover) eateries and 18,869 licensed eateries (medium and big).
    In 2012, a study by the Indian Public Health Association found E coli bacteria on the hands of 11.2% of the people who handled food in five star hotels. In smaller restaurants, 47% of cooks and waiters had the bacterium, which can cause serious food poisoning, on their hands. The figure rises to 84.7% at roadside eateries. *Researchers found amoebic cysts on the hands of 11.2% of waiters at roadside eateries.
    Former director of public health Dr S Elango said food handlers’ hygiene and water used for cooking and cleaning are vital. “Lack of hygiene can lead to an outbreak of acute gastritis,” he said.

For the average Chennaite, eating out is no longer a weekend event. Working spouses and double incomes have meant families eat out for leisure and convenience. Studies have found that several of the city’s eateries – high-end restaurants as well as roadside stalls – dish out food contaminated by the diseasecausing E coli bacteria. The corporation’s health department and the food safety department are not equipped to handle the more than 1.5 lakh commercially-run kitchens, 85% of which are small businesses. The departments should be empowered with more resources and a free hand to conduct regular checks and impose stringent punishment on those dishing out substandard food. 


Reheating oil lets out toxic chemicals

 RMurugesan, who runs a small snack stall in Nandanam, said he reuses oil to keep his overheads low. “At least half a litre of oil is left in the pan at the end of the day. I can’t throw it away because a litre of oil costs Rs 100,” he said.
    Studies have shown that when oil is reheated, it produces cancer-causing ch e m i c a l s. Nutritionist Bhuvaneshwari Shankar of Apollo Hospitals said oil has a temperature at which it begins to smoke. “When the smoke point drops, oil releases toxic chemicals,” she said. Some oils are better for high-heat cooking than others. Vegetable oils have higher smoke points than butter or ghee. Refined oil has fewer impurities and hence higher smoke point.
Government General Hospital doctors say use of reheated oil could explain the increase in stomach cancer. In a pilot study, they found 70% of cancer patients used reheated oil.
Most said they ate dried fish or meat fried in reused oil every day. “Dried fish has high salt content and is fried in reused oil. In the initial stages in leads to gastritis and later, cancer,” said gastroenterologist Dr S M Chandramohan, who was part of the study.
More than half the patients snacked on bajjis fried in reused oil. The research has won acclaim from Indian Association of Surgical Gastroenterology and International Gastric Cancer Association. The department is doing a detailed study on the links between stomach cancer and reused oil.

Chennai: Acting on a complaint about food adulteration , food safety department officials on Tuesday raided a popular retail chain and seized substandard food products. District food safety officer S Lakshmi Narayan said the team carried out the raid in Reliance Fresh in Royapuram. “We had received several complaints about the shop selling substandard food products,” he said.
Food safety officials urged consumers to check packaged products for the batch number and expiry date. “They
should also check products that come free with others. We found that they were giving substandard products free along with other products. We have seized 18 food products and 271kg of food grains from the shop,” said Narayan.
    He said refined oil, biscuits, fruit and vegetables, and butter were seized. Officials said they would send samples of the items to King Institute

Of Preventive Medicine in Guindy for tests. “We have issued a notice to the retailer for selling substandard products,” the officer said.

Govt to set up panels to resolve pepper futures imbroglio

The Centre will set up two expert panels to look into the problems of the futures market in pepper and cardamom and put in place an effective mechanism to ensure the quality of products traded, said K.V. Thomas, Union minister of state for consumer affairs, food and public distribution.

Issues in the pepper market have aggravated in the recent past following actions by the Kochi office of the Food Safety and Standards Authority of India (FSSAI).

The expert panels will look into the problem of production of pepper and cardamom, and also recommend solutions to address concerns of various stakeholders in the trading of these spices, said the minister at a meeting organised by the Forward Markets Commission at Kochi.

Around 8,000 tonnes of pepper stored in six NCDEX registered warehouses in Kochi were sealed by FSSAI on December 18 with traces of mineral oils — a banned chemical for use in the commodity. Traders use mineral oil for polishing to hide the commodity’s poor quality.

According to Biju Prabhakar, FSSAI Commissioner, based in Thiruvananthapuram, the Spices Board has agreed to get the sample tested for Rs 500 each, provided the samples are delivered to its office with an accumulative cost of Rs 12 lakh.

“We do not have the facility to test bulk samples and hence, we have written to NCDEX to bear the cost. Since the Spices Board has also agreed to request NCDEX for bearing this expenditure, the exchange must come forward to help early resolution of this issue,” Prabhakar said.

In case NCDEX does not agree to such investment, “we would go at government speed which may take longer time for solving it,” he added.

However, Thomas assured market participants that this particular issue would also be settled amicably.

வேலூர் மாவட்டத்தில் விற்பனை செய்யப்படும் பாலில் நிர்ணயிக்கப்பட்ட அளவான 26 சதவீதத்துக் கும் குறைவான கொழுப்புச்சத்து உள்ளதாக புகார்கள் வந்தன. பாலில் தண்ணீர் அளவை அதிகரித்தும், பால் பவுடர், ஜவ்வரிசி மாவு போன்ற பொருட் களை கலந்தும் விற்பதாக தகவல்வந்தது.
இதையடுத்து கலெக் டர் சங்கர் உத்தரவின்பேரில் நேற்று அதிகாலை திருப்பத்தூர், வேலூர், ஆற்காடு, ராணிப்பேட்டை பகுதிகளில் ஒரே நேரத்தில் மா வட்ட உணவு பாதுகாப்புத்துறை அலுவலர் சம்பத்குமார் தலைமையிலான குழுவினர் கேன்கள் மூலம் கிராமங்களில் இருந்து வந்த பாலை ஆய்வு மேற்கொண்டனர்.
வேலூருக்கு அணைக் கட்டு, சதுப்பேரி, ரங்காபுரம், அலமேலுரங்காபுரம், பெருமுகை, காட்பாடி பகுதிகளில் இருந்து கேன்கள் மூலம் கொண்டு வரப்படுகிற பால் முஸ்லிம் மேல்நிலைப்பள்ளி பஸ் நிறுத்தம், பழைய பஸ் நிலை யம், தலைமை தபால் நிலையம் பஸ் நிறுத்தம், கோட்டை சுற்றுச்சாலை பெரியார் பூங்கா சந்திப்பு போன்ற பகுதிகளில் இறக்கப்படுகின்றன.
இந்த பகுதிகளில் நேற்று அதிகாலை மாவட்ட உணவு பாதுகாப்பு அலுவலர்கள் கேன்களில் இருந்த பாலை ஆய்வு செய்தனர். அப்போது நிர்ணயிக்கப்பட்ட கொழுப்பு சத்து அளவான 26 சதவீதத்துக்கும் குறை வாக 19 அல்லது 20 சதவீத அளவில் பால் இருந்தது கண்டுபிடிக்கப்பட்டது.
இதையடுத்து மேற்கண்ட பகுதிகளில் மொத்தமாக 650 லிட்டர் பால் பறிமுதல் செய்யப்பட்டு அழிக்கப்பட்டது. மேலும், சம்பந்தப்பட்ட பால் விற்பனையாளர்கள் கடுமையாக எச்சரிக்கப்பட்டனர்.
இதேபோல் மீண்டும் பால் விற்பனைக்காக கொண்டு வரப்பட்டால் அவர்கள் மீது வழக்குபதிவு செய்யவும், ரூ.2 லட்சம் அபராதம் விதிக்கவும் நேரிடும் என்றும் அதிகாரிகள் எச்சரித்தனர்.
அதேபோல் திருப்பத்தூர், கந்திலி, நாட்றம்பள்ளி பகுதிகளில் இருந்து கேன்களில் பால் வந்து இறங்கும் இடங்களான வீட்டு வசதி வாரிய குடியிருப்பு சந்திப்பு, கிருஷ்ணகிரி சாலை சந்திப்பு, சேலம் சாலை சந்திப்பு ஆகிய இடங்களில் உணவு பாதுகாப்பு அலுவலர் கந்தவேல் நடத்திய ரெய்டில் 100 லிட்டர் கலப்பட பால் பறிமுதல் செய்யப்பட்டு அழிக்கப்பட்டது.

At a workshop and licensing conference for the food business operators, a few members revealed their apprehensions regarding the Food Safety and Standards Act 2006.
They felt that this would promote “license raj” in the country and ultimately would lead to a situation where only top branded goods could be made available in the market which would put the customer in trouble in terms of curbing his choice.
The Food Safety and Standards Authority of India (FSSAI) along with the Federation of Indian Chambers of Commerce and Industry (FICCI) on Sunday had held a workshop to create awareness about producing quality food products and obtaining the mandatory food licenses before February 4.

FSSAI decides to implement Gujarat's food safety model in other states

Street food in India - chaat items like pani puri to elaborate preparations such as dosas - is very popular. But when it comes to food safety then street food is perhaps the most unsafe in the country in the absence of proper vigil and regulations.

However, the state of Gujarat seems to be an exception as it has been following a street food safety model since 1979 and has been very successful at keeping a watchful eye as well as ensuring that regulations are followed by all concerned when it comes to street food.

It is in wake of this success that the Food Safety and Standards Authority of India (FSSAI) has decided to take the Gujarat model to other states of the country by implementing it in a similar fashion.

The Gujarat Food and Drugs Control Administration (FDCA) since 1979 when Prevention of Food Adulteration (PFA) Act, 1954, was in force had been following the street food safety model in 25 districts of the state. The state already has standard norms in place which in the near future are likely to be taken to other states of the country.

H G Koshia, commissioner, FDCA, Gujarat, informed, “We have the model to ensure street food safety since 1979 when PFA Act was in force. FDCA commissioner, joint commissioner (food), deputy commissioner (food), 25 deputy officers and 25 senior food safety officers along with municipal corporation officials are deployed in 25 districts of Gujarat to keep a check on street food.”

He added that after the implementation of FSS Act, 2006, “In one-and-a-half years we have organised more than 50 awareness programmes for street food vendors to ensure food safety. We have explained to them the standard pertaining to food safety in terms of the location of vending spots and hygienic food preparation practices to be followed.”

Recently S S Ghonkrokta, director, enforcement, FSSAI, talking on the sidelines of a seminar on enforcement of food safety organised as a precursor to the Vibrant Gujarat Summit said, “Gujarat has shown leadership in developing a collaborative model to ensure enforcement of quality amongst street food vendors. We are thinking of replicating the model in other major cities as well,"

Koshia added, “According to industry estimates, nearly 80 per cent of consumers in India access street food. To ensure the safety of these consumers all the states should follow the street food safety model. We are proud that Gujarat is setting an example for other states.”

FSSAI is planning to replicate the Gujarat model to ensure street food safety in eight cities including Bhubaneshwar, Hyderabad, Delhi, Lucknow, and Kolkata among others.

சாலையோரக் கடைகளில் உணவுப் பொருட்கள் போதிய சுகாதாரப் பாதுகாப்புடன் தயாரிக்கப்படுவதில்லை என்பது பரவலாக கூறப்படும் குற்றச்சாட்டு. இத்தகைய சுகாதாரமற்ற உணவுகளை உட்கொள்வதால் 250 க்கும் மேற்பட்ட நோய்கள் ஏற்படுவதாக மருத்துவர்கள் கூறுகின்றனர். பாக்டீரியாக்கள் மற்றும் வைரஸ் கிருமிகளால் இத்தகைய நோய்கள் ஏற்படுவதாக அவர்கள் தெரிவிக்கின்றனர்.
சமையல் செய்யும் முன்னர் கைகளைக் கழுவத் தவறுவது, கைகளைக் கழுவாமல் உணவு உட்கொள்வது, முறையாகச் சமைக்கப்படாத உணவுகள், முறையாகப் பதப்படுத்தாத பால் மற்றும் தண்ணீர் போன்ற காரணங்களால் இத்தகைய நோய்கள் ஏற்படுகின்றன என்பது மருத்துவர்களின் கருத்து.

தமிழக அரசின் உணவுப் பாதுகாப்புச் சட்டம் நடைமுறையில் இருந்தாலும்கூட உணவுப் பாதுகாப்பு என்பது பல்வேறு தளங்களில் உறுதி செய்யப்படவேண்டியது அவசியமானதாகும்.
ஆரோக்கியமான உணவு, தூய்மையான சுற்றுப்புறம், பராமரிப்பு முதல் பறிமாறுதல் வரை சுகாதாரம் இதுதான் உணவுப் பாதுகாப்புச் சட்டத்தின் முக்கிய அம்சங்கள். இந்த சட்டத்தை முழுமையாக ஆதரிப்பதாக கூறும் உணவக உரிமையாளர்கள், பல்வேறு நோய்களை பரப்புவதில் முக்கிய பங்கு வகிக்கும் சுற்றுப்புறச் சுகாதார கேட்டிற்கு யார் பொறுப்பு என்று கேள்வி எழுப்புகின்றனர்.

விளைநிலத்திலிருந்து நம் கைக்கு உணவு வரும் வரைக்கும் பல்வேறு நிலைகளில் அதனை உறுதி செய்வதற்கான அமைப்புகளும் மத்திய, மாநில அளவில் இந்தச் சட்டத்தின் கீழ் உருவாக்கப்பட்டன. நாம் வாங்கும் உணவுப் பொருள் பாதுகாப்பாக இருக்கிறதா என்பதை மளிகைக் கடைகளிலும் உணவகங்களிலும் நாமே கேட்பது குறித்த விழிப்புணர்வு ஏற்படுத்தும். தேசிய அளவிலான பிரச்சாரம் தமிழகத்தில் இந்திய உணவு பாதுகாப்பு மற்றும் தர ஆணையத்தால் வியாழக்கிழமையன்று தொடங்கி வைக்கப்பட்டது.
இந்தப் பிரச்சாரம் தமிழகத்தின் சென்னையிலும் வேறு நான்கு மாவட்டங்களிலும் தற்போது தொடங்கப்பட்டுள்ளது. இது பிற மாநிலங்களுக்கும் விரிவுபடுத்தப்படும் என்று தெரிவிக்கப்பட்டுள்ளது.

உணவுப் பாதுகாப்பு மற்றும் தர சட்டம் 2006ன் படி பாதுகாப்பற்ற உணவை விற்றால் ஒரு லட்சம் ரூபாய் வரை அபராதமும் ஆறு மாத கால கடுங்காவல் தண்டனையும் வழங்கலாம்.
பாதுகாப்பற்ற உணவினால் இறப்பு நிகழ்ந்தால் பத்து லட்சம் ரூபாய்க்கு குறையாத அபராதம், ஏழு ஆண்டு கடுங்காவல் தண்டனை அல்லது ஆயுட்கால சிறை வழங்கப்பட இந்தச் சட்டத்தில் இடம் இருக்கிறது. தரக் குறைவான உணவுக்கு ஐந்து லட்சம் ரூபாய் வரை அபராதமும் உணவு பற்றிய திசைதிருப்பும் விளம்பரத்திற்கு பத்து லட்சம் ரூபாய் வரை அபராதமும் விதிக்க சட்டம் வழிவகை செய்கிறது.
பாதுகாப்பற்ற உணவை உற்பத்தி செய்பவரே தண்டனைக்கு இலக்காவார் என்று உணவுப் பாதுகாப்பு மற்றும் தர சட்டம் 2006 கூறுகிறது. காலாவதியான தேதிக்கு பிறகு உணவுப்பொருளை விற்பனை செய்தால் மொத்த விற்பனையாளர், வினியோகஸ்தர் தண்டனைக்கு ஆளாவார். சுகாதாரமற்ற சூழலில் உணவுப் பொருளை வைத்திருந்தாலும் மொத்த விற்பனையாளர், வினியோகஸ்தர் தண்டனைக்குரியவராவார்.

Strict norms issued for supplying drinking water

Food Safety Commissioner Biju Prabhakar has issued a strict directive that Food Business Operator (FBO) licence is mandatory under the Food Safety and Standards (Licensing and Registration) Regulations, 2011, to supply drinking water in tanker lorries in the state.
If a drinking water supplier has more than one tanker lorry supplying water, then the registration number of the vehicle should be shown in the licence separately.
“If a supplier doesn’t own a vehicle and is operating a rented one, the number should also be mentioned in the FBO licence,” the directive said.  All tanker lorries and other vehicles supplying drinking water should carry a clear sign saying ‘drinking water’. If the water being transported is to be used for other purposes, the signage should say ‘not for drinking purpose’. Water being carried without a clear signage would be considered as drinking water and action would be taken by the Food Safety officials.
The inside of the tanker lorries carrying water should be coated with some certified coating material, such as bituminastic coating, to prevent water contamination .
Distributing drinking water in tanker lorries or storage tanks that do not meet this condition will be considered illegal and is punishable under the Food Safety and Standards (Licensing and Registration) Regulations.
The documents regarding the coating should be kept in the vehicle and during inspection if the supplier concerned fails to provide the documents, the vehicle will be seized.
Also the drinking water supply sources, other than the Kerala Water Authority, should have an FBO licence and the sources should have certificates proving the safety and quality of water. Tanker lorries and other vehicles transporting water should display the FBO licence.
The water quality should be tested every six months in government laboratories or labs having the accreditation of the National Accreditation Board for Testing and Calibration Laboratories.
The commercial consumers including hotels, hospitals, apartments and others should necessarily keep a register containing the details of the supplier.
It should also have the details such as the source of water, copies of lab reports on water, details of the quantity of water purchased (in litre), details of the licence of the distributor and the contract entered with the supplier.
“If the register is not maintained, then it will invite legal action under the Food Safety and Standards (Licensing and Registration) Regulations,” the directive said.

Through the ruling, the ban on the sale and supply of chewing tobacco and tobacco products under the Food Safety and Standards (FSS) Act, 2006, has been struck down by the Kerala High Court. The ban was imposed on May 22, 2012.

While the verdict is applicable only for the state of Kerala, it is likely to have a deeper impact on similar bans imposed by some 16 other states earlier and which are being contested in the Supreme Court as well as few lower courts across the country.

In the Kerala High Court ruling, Justice A M Shaffique ordered that the state and commissioner of food safety had no right to take any action against tobacco or tobacco products as chewing tobacco was not a food product as defined under the FSS Act.

Allowing the petition, the court observed that tobacco and tobacco products were not food as defined under Section 3(J) of the Act and it was not a food product as specified in Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sale) Regulation (FSSR), 2011.

Tobacco and tobacco products were to be manufactured and sold strictly in accordance with the provisions of the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply, and Distribution) Act, 2003 (CTP) and the rules framed thereunder, the court observed.

FSSR permitted the government to impose any restrictions on all food products containing tobacco or nicotine. However, the judgment stated that it could not prohibit the manufacture and sale of tobacco and tobacco products as they could not be considered as food product. The court observed that tobacco was not a food product and it might at best be an intoxicant, which was not used for taste or nourishment.

“The food safety commissioner of the southern state does not have a right to take action against manufacturers and dealers of gutkha, tobacco and tobacco products. The state government appealed against the Kerala High Court,” Shaffique added. This was corroborated by D Sivakumar, designated officer, commissionerate of food safety, Kerala, in a telephonic conversation with F&B News.

Gutkha is also banned in Bihar, Maharashtra, Haryana, Gujarat, Rajasthan, Chhattisgarh, Jharkhand, Uttar Pradesh, Himachal Pradesh, Punjab, Uttarakhand, Delhi, Goa, Mizoram, Andhra Pradesh, Odisha and Chandigarh.

FDA, Maharashtra
Ravi Goenka, an advocate representing Vishnu Packaging, which manufactures Vimal Gutkha, recently filed a petition against Food and Drugs Administration (FDA), Maharashtra, arguing that the body had no jurisdiction to seize the consignment or initiate a criminal case against his client.

“According to FSSA, 2006, most states of the country have banned gutkha, but it continues to be sold illegally, and there is no one to govern it. I have been representing Vishnu Packaging since criminal proceedings were initiated against them. The case is still pending in the Supreme Court,” he added.

Sanjay Bechen, executive director, Smokeless Tobacco Federation, an association of smokeless tobacco-producing companies, said, “The industry called the ban illegal, stating that COTPA is a special Act and FSSA is a general Act. FSSA was enacted in 2006 - three years after COTPA – but the latter has not been repealed yet. A special Act is always above a general one, so gutkha is still regulated by COTPA.”

He added, “The federation is in possession of an RTI reply from the Food Safety and Standards Authority of India (FSSAI), dated June 29, 2012. The applicant had asked the food regulatory body whether gutkha is tobacco or a food product and whether FSSA or COTPA regulates it. The reply read, 'As per the FSSA and FSSR, gutkha has not been defined as food.' This shows FSSAI's double standards. In the RTI response, they said gutkha is not food, but made a contradictory statement in court.”

The Smokeless Tobacco Federation has filed a petition against the governments of the states that have banned gutkha, and the case is pending.

Mizoram
Mizoram is the only state in the country to ban both gutkha and zarda. A spokesperson from the government, on the condition of anonymity, said, “Although it is banned in the north-eastern state, many dealers continue to sell it at a high price.”

Odisha
Odisha invoked Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, to ban gutkha and tobacco products in the state. As per this regulation, the manufacture, storage, sale or distribution of gutkha and pan masala containing tobacco and nicotine as ingredients is prohibited in the market.

Damodar Rout, minister for health and family welfare, Government of Odisha, said, “Gutkha containing nicotine is injurious to health, often leading to oral cancer. India has more people suffering from oral, throat and intestinal cancers than any other country in the world. In the interest of the general public, we have decided to ban gutkha in the state.”

The public health director of the eastern state has been designated as its food safety commissioner, while the additional district medical officers (ADMOs) will be the designated officers at the district level, and the food inspectors will function as food safety officers (FSOs). These designated officials can impose penalties if the Act is violated.

Uttar Pradesh
Uttar Pradesh will ban gutkha and pan masala which contains tobacco products from April 1, 2013.

Seema Gupta, regional director, Voluntary Health Association of India (VHAI) said, “We are skeptical about Uttar Pradesh banning gutkha, because it is not only a gutkha manufacturing hub, but also a hub for dealers and exporters.”

Akhilesh Yadav, the state's chief minister, urged all gutkha manufacturers and sellers to shut shop, adding that he would try to create employment for the 12 lakh people associated with the industry.

Andhra Pradesh
On January 9, the government of Andhra Pradesh imposed the ban on gutkha and pan masala which contains tobacco products with effect.

All the manufacturers and sellers of gutkha and pan masala downed their shutters, fearing that failure to do so would result in the cancellation of their licences.

The old stocks of gutkha would be burned off. That should not be a difficult task, as it is not a large industry in the state. There are only 4-5 manufacturers, and the bulk of it is imported from other states.

தன்னால் முடியாத ஒரு காரியத்தைச் செய்துதரச் சொல்லி நச்சரிக்கிறவனைப் பார்த்து, ""காளை மாடு, காளை மாடு என்கிறேன், உழக்குப்பால், உழக்குப்பால் என்று கழுத்தறுக்கிறாயே'' என்று சீறுவார்கள். ஆனால், மாடே இல்லாமல் பாலை உற்பத்தி செய்கிற வித்தை சீனர்களுக்கும் இந்தியர்களுக்கும் கைவந்த கலையாகிவிட்டது.
  2008-ஆம் ஆண்டில் சீனா மேலைநாடுகளுக்கு ஏற்றுமதி செய்த பால் மற்றும் குழந்தை உணவான பால் பொருள்களில் வேதிப்பொருள்கள் அதிக அளவில் கலந்திருப்பதாகக் கண்டுபிடிக்கப்பட்டு அது, ""மாபெரும் பால் ஊழல்'' என்று பிரபலமானது.
 ஏராளமான குழந்தைகள் உள்பட பலர் நோய்வாய்ப்பட்டதால் மேலை நாடுகள் சீனத்திலிருந்து பால் பொருள்களை இறக்குமதி செய்வதற்குத் தடை விதித்தன.
 சீனா ஏற்றுமதிசெய்த பால் மற்றும் பால் உணவுகளில் "மேலமைன்' என்ற தொழிலியல் வேதி கலக்கப்பட்டிருந்தது. தீப்பிடிக்காத கூரை மற்றும் தடுப்புகளைத் தயாரிக்க உதவும் "மேலமைன் பார்மால்டிஹைடு' என்ற பிளாஸ்டிக் ரோசனத்தை உற்பத்தி செய்யத் தேவையான கச்சாப்பொருள் "மேலமைன்'. அதைப் பாலுடன் கலந்துவிட்டால் கூடுதலான புரதச்சத்து இருப்பதைப்போல முதல் கட்டச் சோதனைகளில் காட்டும். ஆனால், "மேலமைன்', சிறுநீரகத்திலும் சிறுநீர் உறுப்புகளிலும் சேதமேற்படுத்தும் என்று கண்டுபிடிக்கப்பட்டதும் அதை உணவுப் பொருள்களில் சேர்ப்பது உலகளாவிய அளவில் தடை செய்யப்பட்டுவிட்டது.
 சீனாவின் பால் ஊழல், 2008 ஜூலையில் வெளிச்சத்துக்கு வந்தது. அடுத்த நவம்பருக்குள் மூன்று லட்சம் பேர் "மேலமைன்' ஏற்படுத்திய கோளாறுகளால் பாதிக்கப்பட்டதாகக் கண்டறியப்பட்டது. சிறுநீரகத்தில் கல் உருவாவது முதலான பல்வேறு சிறுநீரகக் கோளாறுகள் காரணமாகக் குறைந்தது ஆறு குழந்தைகள் மரணமடைந்ததாகவும் தெரியவந்தது.
எப்படியாவது ஏற்றுமதியைப் பெருக்க வேண்டும் என்ற வெறியுடனிருக்கிற சீனத் தொழில்துறை தாம் பயன்படுத்துகிற வேதிப்பொருள்கள் உடலுக்கு ஊறு விளைவிக்கக்கூடும் என்பன போன்ற "அல்ப விஷயங்களுக்காக' அலட்டிக் கொள்வதில்லை!
நம் நாட்டுப் பால் உற்பத்தியாளர்களில் சிலர் உரத்தைப் போட்டு, தீவனம் வளர்த்து,  அதைப் பசு மாட்டுக்கு ஊட்டி அதன் பிறகு பாலைக் கறந்து விற்பது தலையைச் சுற்றி மூக்கைத் தொடுவது போன்ற விஷயம் என்று எண்ணியோ என்னவோ - நேரடியாக - யூரியா, உரம், காஸ்டிக் சோடா, சமையல் எண்ணெய், சலவை சோப்புத்தூள், தண்ணீர் ஆகியவற்றுடன் கொஞ்சம் பாலையும் கலந்து செயற்கைப் பாலை நேரடியாகவே தயாரித்து விட்டார்கள். அது பார்ப்பதற்கு இயற்கையான பாலைப் போலவே நிறமும், செறிவும், கொழுப்பு உள்ளடக்கமும் கொண்டிருக்கும்.
   "பால்செறிவு மானி'யும் எளிதில் ஏமாந்துவிடும். உணவு ஆய்வகங்களில் முதல் நிலைச் சோதனைகளிலும்கூட அந்தச் "செயற்கைப் பால்' தேறிவிடும். ஆனால், அதைத் தொடர்ந்து பயன்படுத்துகிறவர்களுக்குப் பார்வைப்புலனும் செவிப்புலனும் பாதிக்கப்படுவதுடன் புற்றுநோய் வருவதற்கும் வாய்ப்புண்டு.
  சிறிதுகூட மனிதாபிமானமோ, பசு அபிமானமோ இல்லாமல் காசு மட்டுமே குறி  என்றிருக்கிற சில பால் உற்பத்தியாளர்களுக்கு "ஆக்சிடோசின்' என்ற வேதி கை கொடுக்கிறது. இயற்கையான ஆக்சிடோசின், விலங்குகளின் பிட்யூட்டரிச் சுரப்பியின் பின்பகுதியில் உற்பத்தியாகிச் சேமித்து வைக்கப்படுகிற ஒரு ஹார்மோன். அது பெண்களின் பிரசவத்திற்குப் பிறகு கருப்பையைச் சுருங்க வைப்பதற்கும் மார்பகத்திலிருந்து பாலை வெளிப்படச் செய்வதற்கும் உதவுகிறது. அந்த ஹார்மோன் செயற்கையாகவும் தயாரிக்கப்பட்டு விற்பனையாகிறது.
 பிரசவத்துக்குப் பின் கருப்பையில் சிக்கல் ஏற்பட்டால் அவசர கால சிகிச்சைக்கு மருத்துவர்கள் அதைப் பயன்படுத்துவார்கள். அதைக் கவனக் குறைவாகப் பயன்படுத்தினால் கருப்பை சேதப்பட்டுக் கிழிந்து கூடப் போகலாம்.
÷கால்நடைகளுக்குப் பயன்படுத்தப்படும் செயற்கை ஆக்சிடோசின் மிகவும் மலிவாக, ஒரு குமிழ் ஐம்பது பைசா விலையில் கிடைக்கிறது. பால் கறப்பதற்குச் சற்று முன் அதைப் பால் மடியில் ஊசி மூலம் செலுத்திவிட்டால் கூடுதலாகப் பால் கிடைக்கும் என்ற தவறான எண்ணம் பால்காரர்களுக்கு ஏற்பட்டுவிட்டது. ஆனால் உண்மையில் அது பால் காம்பிலுள்ள சுருக்குத் தசைகளைத் தளர்த்திவிட்டுப் பால் வேகமாக வெளிப்பட மட்டுமே செய்கிறது. அத்துடன் அது பசுவின் இனப்பெருக்க உறுப்புகளைச் சேதப்படுத்தவும் கூடும். பொன்  முட்டையிடும் வாத்தை அறுத்தவன் கதை மாதிரி, நிறையப் பால் கிடைப்பதைப் போலத் தோன்றினாலும் இரண்டு மூன்று ஆண்டுகளில் பசு பால் தருவது குறைந்து மலடாகவும் ஆகிவிடும். அதன் பிறகு அதைக் "கோ-சாலை'க்கோ (பசுப் பாதுகாப்பு இல்லம்), கசாப்புக் கடைக்கோ அனுப்ப வேண்டியதுதான்.
 "ஆக்சிடோசின்' செலுத்திக் கிடைத்த பாலைப் பருகும் மனிதர்களுக்கும் குறிப்பாகச் சிறு குழந்தைகளுக்கும் பலவிதமான உடலியல் கோளாறுகள் வரும். கருத்தரித்திருக்கும் தாய்மார்கள் அந்தப் பாலைப் பருகினால் பிரசவத்தின்போது கடுமையான உதிரப் போக்கு ஏற்படும் வாய்ப்பு அதிகமாகும். அதில் தப்பிப் பிழைத்தாலும் குழந்தைக்குப் பாலூட்டுவதில் சிக்கல் ஏற்படலாம். பார்வைத் திறனும் கேட்கும் திறனும் பாதிக்கப்படுவதாயும் கண்டறியப்பட்டிருக்கிறது.
 மாடுகளுக்கு மட்டுமின்றிக் காய்கனி உற்பத்தியிலும் ஆக்சிடோசின் பயன்படுத்தப்படுகிறது. பறங்கி, பூசணி, சுரை போன்ற காய்களில் ஆக்சிடோசினை ஊசி மூலம் செலுத்தினால் அவற்றின் பருமன் ஓரிரு நாள்களிலேயே இருமடங்காக அதிகரித்து விடுகிறது.
 இவ்வாறு ஹார்மோன்கள் உணவுப் பொருள்களின் மூலம் உடலில் புகும்போது ஆண்மை மற்றும் பெண்மை பாதிக்கப்படும். சிறுமிகள் உரிய காலத்துக்கு முன்பே பருவமெய்தி விடும் வாய்ப்பு அதிகரிக்கிறது.
  பால்காரர்களை மட்டும் பழிப்பதில் அர்த்தமில்லை. எல்லாருமே பணம் சம்பாதிப்பதற்குப் பேயாக அலைகிறார்கள். ஆயிரம் கோடி ரூபாய் சொத்து சேர்ந்த பின்னரும் அடுத்த ஆயிரம் கோடி ரூபாயைச் சேர்க்க ஆலாய்ப் பறந்து எந்தவிதமான ஊழலிலும் ஈடுபடத் தயங்காதவர்களிருக்கிற நம்நாட்டில் சாதாரண வியாபாரிக்கு அந்த நாட்டம் இல்லாமலா போகும்?
 சில ஆண்டுகளுக்கு முன் தஞ்சாவூரிலிருக்கும் ஒரு பிரபலமான நகைக் கடையில் ஒரு சவரன் தங்க நாணயத்தை வாங்கினேன். சில மாதங்கள் கழித்து நகை செய்வதற்காக அதை உருக்கியபோது அதிலிருந்து ஒரு வட்டமான செப்புத் தகடு பிரிந்து வந்தது. நகைக் கடை முதலாளியிடம் கேட்டபோது, ""நான் என்ன செய்ய முடியும்? நானே சவரன் காசை இன்னொருவரிடம் வாங்கித்தானே விற்கிறேன்'' என்று சொல்லிவிட்டு முகத்தைத் திருப்பிக் கொண்டார்.
 இவ்வாறாக எல்லாப் பொருள்களின் விஷயத்திலுமே உற்பத்தியாளரிடமிருந்து புறப்பட்டுப் பல கைகள் மாறி நுகர்வோரைச் சென்றடையும் வரை ஒவ்வொரு கட்டத்திலும் கலப்படம் கூடிக் கொண்டே போகிறது.
 அரிசியில் கல், மிளகாய்ப் பொடியில் செங்கல் தூள், மிளகில் பப்பாளி விதை, தேயிலையில் உளுந்துத் தோலி, மஞ்சள் பொடியில் நிறமேற்றப்பட்ட சுண்ணாம்புத் தூள், சர்க்கரையில் ரவை என்று ஜோடி சேர்ப்பதில் "முதுநிலை முனைவர்' பட்டம் பெறும் அளவுக்குத் தேர்ச்சி பெற்றிருக்கிறார்கள்.
 அரிசியைப் போலவே, பருப்பைப் போலவே, உளுந்து பயிறைப் போலவே தோற்றமளிக்கும் கல் குருணைகளை உருவாக்கும் யந்திரங்களை வடிவமைத்து, அவற்றுக்கு அரசின் அனுமதியையும் பெற்று "தொழில்' செய்கிறார்கள்!
 இவ்வாறான கலப்படப் பொருள்களைச் சற்று பொறுக்கினால் பிரித்தெடுத்துவிட முடியும். ஆனால் பூச்சிக் கொல்லிகள் மற்றும் ரசாயன உரங்கள் மூலமாகத் தானியங்களுக்குள் பரவிவிடும் வேதிகளை எப்படி நீக்க முடியும்?
  காய்-கனிகளுக்குக் கவர்ச்சி தரும் நிறங்களை ஏற்றவும், காய்கள் பழுக்காமலும் கனிகள் அழுகாமலும் தடுக்கவும் பயன்படும் வேதிகள், மரபியல் மாற்றம் செய்ய உதவும் வேதிகள் எனப் பல வேதிகளை நாம் உட்கொள்கிறோம். அதுமட்டுமின்றி உணவுப் பாக்கெட்டுகளில் அச்சிடப் பயன்படுத்தப்படும் சாய வேதிகளும் உணவில் கலந்து விடுகின்றன.
÷ஊறுகாய்களின் நிறத்தை மேம்படுத்தவும், டப்பியில் அடைக்கப்பட்டு வரும் காய்கறிகளின் பசுமை மாறாமல் தடுக்கவும் செப்பு வேதிகள் கலக்கப்படுகின்றன. தர்பூசணி, பட்டாணி, குட மிளகாய், கத்தரிக்காய் போன்றவை ஊசி மூலம் ஏற்றப்படும் வேதிகளால் மெருகேற்றப்படுகின்றன. ஆப்பிள் பழங்களுக்கு மெருகேற்றக் "காரீய ஆர்சனேட்' தெளிக்கப்படுகிறது.
 மஞ்சள் பொடி மற்றும் மசாலாத் தூள்களில் "காரீய குரோமேட்' கலக்கப்படுகிறது. இவ் வேதிகள் ரத்த சோகை, குறைப் பிரசவம், முடக்குவாதம் போன்ற கோளாறுகளை உண்டாக்க வல்லவை.
 இந்தியாவின் விவசாயிகள், ஐரோப்பிய விவசாயிகளைவிட 750 மடங்கு அதிகமான வேதி உரங்களையும் பூச்சிக் கொல்லிகளையும் பயன்படுத்துகிறார்கள். இதனாலேயே மேலை நாடுகள் இந்தியாவிலிருந்து உணவுப் பொருள்களை இறக்குமதி செய்வதற்குக் கடுமையான கட்டுப்பாடுகளை விதிக்கின்றன.
 இந்தியத் தாய்மார்கள் தரும் தாய்ப் பாலில் குளோரின் மற்றும் பாஸ்பேட் பூச்சிக்கொல்லிகளின் எச்சங்கள் தென்படுவதை ஓர் ஆய்வு கண்டுபிடித்துள்ளது. முலைப் புற்று நோயால் பாதிக்கப்பட்ட பெண்களின் முலைப் பாலில் மற்ற பெண்களின் முலைப் பாலில் உள்ளதைவிட அதிக அளவில் பூச்சிக் கொல்லிகளின் எச்சங்கள் காணப்படுவதும் கண்டறியப்பட்டது.
 பல ஆண்டுகளுக்கு முன் ஒரு ஜெர்மானிய மருந்தாய்வு நிறுவனம் கத்தரிச் செடியின் வேர்களின் மருத்துவ குணங்களைச் சோதிக்க விரும்பி இந்தியாவிலிருந்து அவற்றை இறக்குமதி செய்தது. வழக்கப்படியே இந்திய ஏற்றுமதியாளர் கத்தரிச் செடி வேர்களுடன் கையிலகப்பட்ட காட்டுச் செடி வேர்களையும் கலப்படம் செய்து அனுப்பினார்.
      ஜெர்மானிய நிறுவனம் அவர் அனுப்பிய கலப்பட வேர்களில் புற்றுநோயைத் தடுக்கும் வேதிகள் இருப்பதைக் கண்டு, கத்தரிச் செடி வேர் வேண்டாம், கலப்பட வேர்களை மட்டும் நிறையத் திரட்டி அனுப்பும்படி கோரியது.
 இவ்வாறுதான் ரயில் பாதைகளில் கேட்பாரற்று மண்டிக் கிடந்த "நித்திய கல்யாணிச் செடி'யின் மகத்துவம் கண்டுபிடிக்கப்பட்டது.
  எனக்குத் தெரிந்தவரை கலப்படத்தால் ஏற்பட்ட ஒரே ஒரு நன்மை இதுதான்!

Chandigarh first UT to adopt online food licensing system

Chandigarh became the first Union Territory to adopt the online Food Licensing/Registration system (FLRS) to facilitate food business operators (FBOs) to file and track their applications.
Anil Kumar, IAS, Health Secretary-cum-Commissioner, Food Safety, Chandigarh Administration, inaugurated the system under the Food Safety and Standards Act, 2006, at the Food Licensing Branch of Government Multi Specialty Hospital in Sector 16, on Thursday. On the occasion, two persons were given licenses through the online facility.
Now, all food business operators in the city can avail the online services by logging on to http://foodlicensing.fssai.gov.in/UserLogin/Login.aspx.
Food Safety & Standards Authority of India has created a centralised online system for FBOs – License/Registration for use across the country, with the assistance of National Institute for Smart Government, Hyderabad.
The system enables FBOs to check for eligibility, apply for license/registration, pay the appropriate fees, upload supporting documents, track the status of their applications, schedule inspections and receive alerts on the status and renewals at the comfort of their homes.
All FBOs are required to obtain a food license by February 4 for all conversions, renewals, new licenses and registrations.

By the end of March, your favourite food vendor at the chowpatty will have to emulate the sanitised cooking practices supposed to be followed in five-star hotels

The cooks at street stalls will have to don apron, gloves and hat, and the food they serve will undergo regular checks for contamination.
The Food and Drug Administration (FDA) has called for a workshop with vendors at the end of the month, appealing to them to follow hygiene norms prescribed under the Food Safety and Standards (FSS) Act, 2006. The officials expect food stalls to provide customers a germ-free environ- ment by the end of March, or they won’t be issued the requisite licence and will be disciplined with a fine.
To get the ball rolling, the department has set its sights on popular tourist spots like Juhu, Dadar and Girgaum Chowpatty. “In phase I (to enforce FSS), which is now complete, our target was to register the vendors with the FDA. Now we are focussing on hygiene.
We will be organising a workshop by the end of this month to inform vendors about the standards they have to adhere to. They won’t be given time to adopt hygiene norms, as they have already had that,” said Suresh Deshmukh, joint commissioner, FDA (food).
Deshmukh added, “We intend to turn sellers hygiene-conscious by making aprons, gloves and hats mandatory. We will accept no excuse. Those who don’t follow the norms will be fined. These are tourist places and we want to build up the image of street food vendors here.”

Awareness campaign on food safety

Chennai, Jan. 17:  The Food Safety and Standards Authority of India (FSSAI), in association with Consumers Association of India, today kick-started its mass media awareness campaign on food safety and standards.
With the objective of creating awareness on safe food and also about the new FSS Act 2006, the programme is targeted at different groups such as public, students and food business operators.
Launching the programme here today, K. Chandramouli, Chairperson, FSSAI, said as a part of the campaign, it will select and train 60 ‘food safety champions’ from various districts in Tamil Nadu, who will, in turn, train consumers and food business operators.
They will create awareness by distributing pamphlets to consumers, conducting street plays and rallies in various places.

Sub-standard rice, ghee, milk, dhal and jaggery being sold
The Pongal festival was over on Monday, but the sweet and delicious pongal which was cooked and eaten at many a home might have contained adulterated ingredients.
Some hard facts have come to light about the materials sold for preparing pongal as random purchases across shops in the city on Sunday by a special vigilant team, on the eve of Pongal, have revealed that the items were highly adulterated. The quality of essentials required to cook sweet pongal — rice, milk, dhal, ghee and jaggery— were bought by a team from the Tamil Nadu Chapter of Indian Public Health Association (IPHA) and Consumers Federation, and the samples tested.
S. Elango, State president, IPHA, who led the drive on Sunday, told The Hindu that the team members tested samples taken from shops in South Gate, Amman Sannidhi, Yanaikkal, Anna Nagar, K. K. Nagar and Tirupparankundram among other places. “We bought them, posing ourselves as customers, from retail shops and roadside vendors. Our findings reveal that more than 50 per cent of the samples were highly sub-standard. The adulteration was high in milk, rice and ghee,” he said.
According to him, the findings are shocking since they were unfit for human consumption. Lactometer test was done on 25 samples of milk and nearly 80 per cent of them were adulterated as it was more of water.
Doubts were also raised regarding weights and measurements in some shops as stones were found in rice and jaggery.
“Our team bought the pongal items because shopkeepers won’t allow us to do any sort of inspection. We bought them in quantities of 100 gm and 250 gm. Ghee sold in busy market areas in Madurai was definitely not of good quality,” Dr.Elango said on Tuesday.
The jaggery had sand particles and stones thereby putting the consumers’ health at high risk. “It is time the food safety regulations were implemented strictly. Inspections must be conducted on a regular basis,” he added.
Dr. Elango, retired Director of Public Health and Preventive Medicine of Government of Tamil Nadu, has said that people must take samples and go for tests if they have any suspicion. “We are going to have further analysis of the samples in food testing laboratories. IPHA and consumers’ federation will come out with more findings after carrying out checks for one more month in Madurai and Dindigul districts. The interests of consumers should be protected,” he said.
The team has called upon the Food Safety Officers to create larger public awareness about adulteration and implement the Food Safety and Standards Act without any dilution. Similar purchases and tests were also done in Dindigul bazaar area on the Pongal eve.

Food companies try to meet safety norms

NEW DELHI: Food retail outlets and restaurants are busy revisiting their working models with the Food Safety and Standards Authority of India (FSSAI) cracking the whip to ensure stricter food safety measures in the sector. While large chains claim to have ensured adherence to the new norms already, small-to-mid level restaurant chains are gearing up to avoid being penalized after the February 4 deadline this year.

FSSAI had mandated in August 2011 that all eateries in the country, which includes multinationals such as KFC, Pizza Hut, McDonalds and domestic restaurant chains, canteens and cafeterias will need a 'food business operator' licence from the authority.

The organization had also come up with a list of stringent hygiene measures to be practiced at these outlets. Failure to ensure compliance with these measures would subject companies to "heavy fine", an FSSAI official said. The norms, which were to be implemented from August 2012, were postponed by six months to allow more time to companies. FSSAI has a wide range of measures to ensure food safety at eateries, but officials said until now food companies could voluntarily approach the authority in case of any safety related issues. Under the new norms, FSSAI will randomly conduct checks at these outlets as well as increase the frequency of such inspections.

Only 5,500 units have complied with the requirement so far
Even as the February 4 deadline for food business units to register themselves under the Food Safety and Standards Act 2006 is fast approaching, just about 5,500 units have complied with the requirement in the district so far. According to estimates, about 14,000 units are engaged in the food sector in the district. Of these, about 4,000 would require licence and the rest would have to be registered.
All food business operators with a turnover of Rs.12 lakh should obtain licence from the designated officer and those with turnover of below Rs.12 lakh should register themselves with the respective food safety officer as per the provisions of the Act. Apart from hotels and restaurants, roadside eateries, grocers and departmental stores selling food products, and meat stalls would have to register or obtain licence depending on the turnover.
The State government has established Tamil Nadu Safety and Drug Administration Department to enforce the Act. A district-level designated officer and 22 food safety officers have been appointed for Tiruchi district. Five food safety officers have been appointed within the Tiruchi Corporation limits and one each for the three municipalities and 14 blocks of the district.
When contacted, A.Ramakrishnan, designated officer for the district, TN Food Safety and Drug Administration (Food Wing), said about 5,000 units have been registered and another 489 issued licence so far.
The functions of the department would include taking steps to ensure that food supplied to people was safe, issuing licence to micro and small traders and other commercial establishments engaged in food business, preventing sale of food products hazardous to public health, creating awareness of food safety, and conducting surveillance
With just about 20 days left for the registration, traders’ organisations have been calling upon the government to defer the enforcement of the Act and sought further time to register or obtain licence.
On Wednesday, Tiruchi District Bakery Owners Association held a meeting to discuss the issue and urged the government to defer the enforcement of the Act. “There is still not much awareness of the Act among bakers and we need more time to register or obtain licence,” said B.Sundararajan, president (in-charge) of the association. Mr.Sundararajan also felt that it would not be practical to conform to several provisions of the Act.
However, district officials said that a series of meetings have been conducted at the district and block levels to sensitise traders to the provisions of the Act. The fears of traders, the officials said, were exaggerated. In fact, the Act would prove to be advantageous to traders. The do’s and don’ts are clearly laid down in the Act unlike the previous acts. Traders are not treated as accused under the Act and the District Revenue Officer will be the adjudicating officer and pass orders on the reports sent in by the designated officer.

    Restaurants, eateries to require licences from FSSAI to operate from next month

    Any eatery operating in India, from restaurant chains such as KFC and McDonald’s to restaurants within hotels like Bukhara and Swagath to even school canteens and corporate cafeterias — will need a ‘food business operator’ licence from the central food authority, Food Safety and Standards Authority of India (FSSAI), to operate from next month.

    The Food Safety and Standards Authority of India (FSSAI) plans to randomly check food joints across the country after February 4, 2013 the deadline for obtaining the licences, according to a report by The Economics Times.

    If a restaurant is found without the licence, FSSAI can penalise it and even have it shut down.

    The move seems to have stirred a hornet’s nest in the country's burgeoning Rs 50,000-crore eating-out industry with some operators suggesting that FSSAI needs to make the procedure more user-friendly and move the deadline.

    "On paper, the compliance looks easy, but the FSSAI has to make the documentation user-friendly so it's easy for restaurant operators to comply with the guidelines," said Pradeep Sehgal, CEO, Delhi-based Sub-One Hospitality Services, which holds franchisees for restaurant chains such as Nirula's, Moti Mahal and Muffin Break.

    Viraj Joshi, Chief Executive, Ravi Jaiupria group-owned Devyani International, which runs over 300 KFC, Pizza Hut, Costa Coffee and south Indian cuisine chain Vango in the country, said, “Though obtaining licences to operate restaurants already exist, the approvals are much more stringent this time.”
